Expresses support for: Sri Lanka's continuing efforts to rid the country of land mines; the normalization of the military presence of Sri Lanka; the Sri Lankan government's efforts to provide a peace dividend to the people of Sri Lanka, including by advancing accountability, reconciliation, devolution of power, broad-based economic development, and further integrating the Sri Lankan economy into the global trading system; and U.S. assistance in the development of Sri Lanka.

Block Access to North Korea Act of 2016 or BANK Act of 2016 This bill requires the President to impose sanctions pursuant to the International Emergency Economic Powers Act, with specified waiver authority, against a person that continues to knowingly and directly provide specialized financial messaging services to, or to knowingly enable or facilitate access to such messaging services for: the Central Bank of the Democratic People's Republic of Korea (North Korea), a financial institution that facilitates any transaction or provides significant financial services for nuclear development or proliferation on North Korea's behalf, or a person identified on the list of specially designated nationals and blocked persons maintained by the Department of the Treasury's Office of Foreign Assets Control for assisting North Korea's nuclear development or proliferation efforts.

This bill amends the North Korean Human Rights Act of 2004 to extend through FY2022 the authorization for the President to: (1) provide grants that promote democracy, human rights, the rule of law, and development of a market economy in North Korea; (2) take actions to increase the availability of non-government controlled information inside North Korea; and (3) provide assistance to support organizations or persons that provide humanitarian assistance to North Koreans who are outside of North Korea without the permission of the Government of North Korea. The bill extends through 2022 annual reporting requirements on: (1) such actions by the President; (2) activities of the Special Envoy for North Korean human rights issues; (3) U.S. Agency for International Development activities to promote U.S. humanitarian assistance to North Koreans inside and outside of North Korea and improvements in humanitarian transparency, monitoring, and access inside North Korea; and (4) the number of North Koreans seeking refugee status or political asylum in the United States.

Expresses concern about the disappearance of David Louis Sneddon in Yunnan Province, China, in August 2004. Encourages: (1) the Department of State and the intelligence community to continue joint investigations, coordinate investigations with the governments of China, Japan, and South Korea, and solicit information from regional affairs and law enforcement experts on plausible explanations for Sneddon's disappearance; (2) the State Department to work with foreign governments known to have diplomatic influence with North Korea; and (3) the intelligence community to assess the possibility of North Korea's involvement in Sneddon's disappearance and to seek his recovery. Requests the State Department and the intelligence community to continue to work with and inform Congress and Sneddon's family on efforts to resolve his disappearance.

Protection from Insurance Exchange Monopolies Act This bill amends the Internal Revenue Code to exempt from the requirement to maintain minimum essential health coverage any individual residing in a county with fewer than two health insurance issuers offering qualified health plans on an exchange.

Expresses concern about: (1) widespread shortages of essential medicines and basic food products faced by the people of Venezuela and urges President Maduro to permit the delivery of humanitarian assistance; and (2) the Venezuelan executive's lack of respect for the principle of separation of powers, its overreliance on emergency decree powers, and its subjugation of judicial independence. Expresses support for meaningful efforts towards a dialogue that leads to respect for Venezuela's constitutional mechanisms and resolves the country's political, economic, social, and humanitarian crisis. Calls on: (1) the government of Venezuela to immediately release all political prisoners, to provide protections for freedom of expression and assembly, and to respect internationally recognized human rights; and (2) such government and security forces to respect the Constitution of Venezuela, including constitutional provisions that provide Venezuelan citizens with the right to peacefully pursue a fair and timely recall referendum for their president this year if they so choose. Stresses the urgency of strengthening the rule of law and increasing efforts to combat impunity and public corruption in Venezuela. Affirms the support of the House of Representatives for OAS Secretary General Almagro's invocation of Article 20 of the Inter-American Democratic Charter and urges the OAS Permanent Council, which represents all of the organization's member states, to undertake a collective assessment of the constitutional and democratic order in Venezuela. Urges the President of the United States to provide full support for OAS efforts in favor of constitutional and democratic solutions to the political impasse, and to instruct appropriate federal agencies to hold officials of the Venezuelan government accountable for violations of U.S. law and abuses of internationally recognized human rights.

Authorizes the Speaker of the House of Representatives to initiate or intervene in civil actions in a federal court of competent jurisdiction to seek appropriate relief regarding the failure of the President, any department or agency head, or any other executive branch officer or employee to act in a manner consistent with that official's duties with respect to the implementation of provisions of the Commerce, Justice, Science, and Related Agencies Appropriations Act, 2016, or any related provision, regarding the relinquishment of the National Telecommunications and Information Administration's responsibility with respect to Internet domain name system functions. The Speaker shall notify the House of any decision to initiate or intervene in any such civil action. The House's Office of the General Counsel, at the direction of the Speaker, shall represent the House in any such civil action and may employ the services of outside counsel and other experts. The chair of the Committee on House Administration shall publish in the Congressional Record a statement setting forth the aggregate amounts expended by the Office on outside counsel and other experts for each calendar quarter.

Prohibiting Future Ransom Payments to Iran Act This bill declares that it shall be the policy of the U.S. government not to pay ransom or release prisoners for the purpose of securing the release of U.S. citizens taken hostage abroad. The U.S. government is prohibited from providing promissory notes (including currency) issued by the U.S. government or by a foreign government to the government of Iran. The conduct of a transaction or payment in connection with a claim settlement agreement brought before the Iran-United States Claims Tribunal (established on January 19, 1981) may be made only: (1) on a case-by-case basis pursuant to a specific license by the Department of the Treasury's Office of Foreign Assets Control, and (2) in a manner that does not contradict such promissory note prohibition. The President must publish a list of such transactions or payments. Such promissory note prohibition and licensing requirement shall remain in effect until the President certifies that: (1) a preliminary or final rule providing for Iran's designation as a jurisdiction of primary money laundering concern has been rescinded, and (2) the Department of State has removed Iran from the list of countries that have repeatedly provided support for acts of international terrorism. The President shall: (1) submit, every 180 days for 3 years, a report that evaluates each outstanding claim before the tribunal; and (2) provide notice prior to conducting a transaction or payment from the U.S. government to the government of Iran in connection with a claim settlement agreement. Nothing in this bill shall: (1) apply to activities subject to the non-covert intelligence reporting requirements under title V of the National Security Act of 1947, or (2) be construed to authorize any U.S. government payment to the government of Iran.

Asia-Pacific Maritime Security Initiative Act of 2016 This bill expresses the sense of Congress that: (1) the United States should support the efforts of the Southeast Asian nations to strengthen their maritime security capacity, and (2) the maritime security of U.S. allies and partners bordering the South China Sea would be enhanced by the transfer of an Oliver Hazard Perry class frigate to an appropriate regional country. In selecting Asia-Pacific region countries to receive maritime capacity building assistance, the Department of State may prioritize those countries that will contribute to achieving the following regional objectives: retaining access to waterways that are critical to the security and free flow of commerce and U.S. security objectives, improving maritime domain awareness, countering piracy, disrupting maritime trafficking that benefits organizations that are threats to U.S. security, and enhancing country or regional organization capabilities to respond to emerging maritime security threats. The bill urges the State Department to seek a bilateral memorandum of understanding with each of the governments of the Philippines, Malaysia, Vietnam, and Indonesia to outline the delivery of planned maritime security capabilities through FY2020. The bill authorizes: (1) international military education/training and foreign military financing for the Asia-Pacific region, and (2) the Southeast Asia Maritime Law Enforcement Initiative. The Foreign Assistance Act of 1961 is amended to provide priority delivery of excess defense articles to Malaysia, Vietnam, and Indonesia for articles that are used for maritime security-related missions. The President shall ensure that the U.S. government treats proposed arms sales for Taiwan with the same procedures that are accorded to all other countries.

Nicaraguan Investment Conditionality Act (NICA) of 2016 This bill directs the President to instruct the U.S. Executive Director at each international financial institution to use U.S. influence to oppose any loan or other fund use for the government of Nicaragua's benefit, other than for basic human needs or to promote democracy, unless the Department of State certifies that Nicaragua is taking effective steps to: (1) hold elections overseen by credible domestic and international electoral observers, (2) promote democracy and an independent judiciary system and electoral council, (3) strengthen the rule of law, and (4) respect the right to freedom of association and expression. The President shall direct the U.S. Permanent Representative to the Organization of American States to use U.S. influence to advocate for an Electoral Observation Mission to be sent to Nicaragua in 2016 and 2017.

Stop Dangerous Sanctuary Cities Act This bill prohibits a sanctuary jurisdiction from receiving grants under certain Economic Development Assistance Programs and the Community Development Block Grant Program. A sanctuary jurisdiction is a state or political subdivision that has a statute, policy, or practice in effect that prohibits or restricts: (1) information sharing about an individual's immigration status, or (2) compliance with a lawfully issued detainer request or notification of release request. A state or political subdivision that complies with a detainer is deemed to be an agent of the Department of Homeland Security and is authorized to take actions to comply with the detainer. The bill limits the liability of a state or political subdivision, or an officer or employee of such state or political subdivision, for actions in compliance with the detainer.

Increasing Local Autonomy for Shore Protection Act of 2016 This bill amends the Water Resources Development Act of 1986 to increase the non-federal share of the cost of the periodic nourishment of any water resources development project or any measure for shore protection or beach erosion control for such project to 65% (current law sets such non-federal share at lower levels of up to 50% based on the dates after which the projects are carried out).

This bill specifies that no funds are authorized to be appropriated for the programs, activities, or expenses of the Saint Lawrence Seaway Development Corporation (SLSDC). (The SLSDC is a government corporation within the Department of Transportation responsible for the operation, maintenance, and development of the U.S. portion of the Saint Lawrence Seaway between Montreal and Lake Erie. The SLSDC is also responsible for regional trade and economic development. )

Student Loan Interest Rate Parity Act This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to reduce the interest rates on Federal Direct Unsubsidized Loans and Federal Direct PLUS Loans disbursed on or after July 1, 2016.

Local Education Freedom Act of 2016 This bill requires a state to carry out an education voucher program as a condition of receiving federal funds for elementary and secondary education. Through the program, a parent of an eligible child may enter into an agreement with a state educational agency (SEA) if the child's school receives federal funds on the condition of implementing a federal mandate with which the parent disagrees. An SEA shall: (1) provide an education savings account to each eligible child whose parent enters into such an agreement, and (2) disburse to each account an amount equal to the state's average per-pupil expenditure. The funds in an education savings account may be used only for: tuition and fees for a qualifying provider; textbooks, supplemental materials, and supplies; specified examination fees; transportation; a contribution to a qualified tuition program or specified education savings account; and other education expenses approved by the SEA. A "qualifying provider" is an SEA-approved entity that complies with specified requirements and is: (1) a public or nonpublic school; (2) a home school, provided that the eligible child was enrolled in a public school during the previous academic year; (3) a tutoring facility; (4) a provider of distance learning or specialized instructional support services; or (5) an institution of higher education. In general, a qualified provider may not discriminate against program participants or applicants on the basis of race, color, national origin, or sex. However, the prohibition on sex discrimination shall not apply to religiously affiliated providers to the extent that such application is inconsistent with the provider's religious tenets or beliefs.

Legal Services Corporation Repeal Act of 2016 This bill repeals the Legal Services Corporation Act, which established a federally funded nonprofit corporation to provide financial support for legal assistance in noncriminal matters to persons financially unable to afford such assistance.

Udall Park Land Exchange Completion Act of 2016 This bill directs the Department of the Interior to convey, without consideration, to the city of Tucson, Arizona, the reversionary interest of the United States in and to an approximately 172.8-acre parcel of land owned by the city for the purpose of unencumbering the title to such land to enable its economic development.

State Sponsors of Terrorism Review Enhancement Act This bill amends the Foreign Assistance Act of 1961, the Arms Export Control Act, and the Export Administration Act of 1979, with respect to the rescission of a determination of a country as a state sponsor of terrorism, to require that the President has submitted to Congress a report justifying such rescission 90 days (currently 45 days) prior to the rescission taking effect, which certifies that the government concerned has not provided support for international terrorism during the preceding 24 months (currently 6 months). No such rescission under the Foreign Assistance Act of 1961 or the Export Administration Act of 1979 may be made if Congress, within 90 days after receipt of such a presidential report, enacts a joint resolution pursuant to the Arms Export Control Act prohibiting such rescission.

Ensure Responsible Borrowing Act This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to modify loan counseling requirements for an institution of higher education (IHE) that participates in federal student aid programs. Currently, an IHE must provide one-time entrance counseling to a student who is a first-time Direct Loan (DL) program borrower. This bill allows an IHE to require any student DL program borrower to complete additional counseling on the terms, conditions, and responsibilities of a loan at or prior to its disbursement. Additionally, it requires an IHE to ensure that student and parent DL program borrowers annually accept a loan affirmatively prior to the first disbursement of such loan.

Protecting Internet Freedom Act This bill prohibits the Assistant Secretary of Commerce for Communications and Information from allowing the National Telecommunications and Information Administration's responsibility for Internet domain name system functions, including the authoritative root zone file and the performance of the Internet Assigned Numbers Authority functions, to cease unless a federal statute enacted after enactment of this bill expressly grants the Assistant Secretary such authority. The Assistant Secretary must certify to Congress that the U.S. government has: (1) secured sole ownership of the .gov and .mil top-level domains, and (2) entered into a contract with the Internet Corporation for Assigned Names and Numbers that provides the U.S. government with exclusive control and use of those domains in perpetuity.

CFPB Data Accountability Act This bill amends the Consumer Financial Protection Act of 2010 to prescribe requirements for the consumer complaint website the Consumer Financial Protection Bureau (CFPB) must establish. The CFPB may only make consumer complaint information available to the public on the website in an aggregated format and after taking steps to ensure that proprietary, personal, or confidential consumer information is not made public. The CFPB must verify any consumer complaint information where the complaint alleges a violation of a law, regulation, or contractual agreement between a consumer and a covered person who offered or provided the consumer financial product or service. The CFPB may only make such information available if the CFPB accompanies it with statistics on how many consumer complaints it receives regarding the particular consumer financial product or service compared to the total number of consumers making use of that consumer financial product or service. The CFPB shall comply with all guidelines issued by the Office of Management and Budget pursuant to the Treasury and General Government Appropriations Act, 2001, as enacted by the Consolidated Appropriations Act, 2001, to ensure and maximize the quality, objectivity, utility, and integrity of information (including statistical information) disseminated by federal agencies in fulfillment of the Paperwork Reduction Act.

This bill requires guidance documents of federal agencies to be considered rules that are subject to the congressional review process, which Congress can use to overturn certain agency actions through a joint resolution of disapproval. "Guidance document" is defined as a statement of general applicability and future effect, other than a regulatory action, issued by a federal agency that sets forth: (1) a policy on a statutory, regulatory, or technical issue; or (2) an interpretation of a statutory or regulatory issue. Significant guidance documents are subject to review as major rules, which delays their effective date and requires the Government Accountability Office to review the agency's compliance with the regulatory process. A "significant guidance document" is a guidance document disseminated to regulated entities or the general public that may reasonably be anticipated to: (1) lead to an annual effect of at least $100 million or adversely affect in a material way the economy, a sector of the economy, productivity, competition, employment, the environment, public health or safety, or state, local, or tribal governments or communities; (2) create a serious inconsistency, or otherwise interfere, with an action taken or planned by another federal agency; (3) materially alter the budgetary impact of any entitlement, grant, user fees, or loan programs or the rights or obligations of recipients; or (4) raise novel legal or policy issues arising out of legal mandates. A guidance document is not considered to be significant if it: (1) concerns regulations issued in accordance with administrative procedures for rules required by statute to be made on record after opportunity for an agency hearing; (2) pertains to a U.S. military or foreign affairs function other than procurement regulations and regulations involving the import or export of non-defense articles and services; (3) concerns regulations that are limited to the organization, management, or personnel matters of a federal agency; or (4) belongs to a category of guidance documents exempted by the Office of Information and Regulatory Affairs.

This bill prohibits any authorization of appropriations for the National Park Service to: study how artificial light affects the movements and behavior of insects, or develop or test remote sensing technology that measures distance by illuminating a target with a laser and analyzing the reflected light to determine how artificial light affects insect movements and behavior.

Anti-Pyramid Promotional Scheme Act of 2016 This bill prohibits the establishment, operation, or promotion of a pyramid promotional scheme, which is defined as a plan or operation by which a person gives consideration (money or other thing of value) to a participant in the scheme for the right to receive compensation derived primarily from the participant's introduction of another person into the plan or operation rather than from the sale of products to ultimate users. The bill grants enforcement authority to the Federal Trade Commission and requires violations to be treated as unfair or deceptive acts or practices under the Federal Trade Commission Act.

Criminal Alien Deportation Enforcement Act of 2016 This bill amends the Foreign Assistance Act of 1961 to prohibit financial assistance to a foreign country that refuses or unreasonably delays the acceptance of an alien who: (1) is a citizen, subject, national, or resident of such country; and (2) has received a final order of removal from the United States. A country shall be deemed to have refused or unreasonably delayed acceptance of an alien if it does not accept such alien within 90 days of receiving an authorized repatriation request. The Department of Homeland Security shall submit a report to Congress every three months that: (1) lists the countries that refuse or unreasonably delay repatriation; and (2) includes the total number of aliens who were refused repatriation, organized by country, detention status, and criminal status. A listed country shall be subject to U.S. entry and financial assistance prohibitions unless it issues appropriate travel documents: (1) within 100 days after such report's submission for aliens convicted of a crime committed in the United States, and (2) within 200 days after such report's submission for all other aliens. A victim (or an immediate family member thereof) of a crime committed by any alien who has been issued a final order of removal shall have standing in federal district court to enforce entry and financial prohibitions. The Immigration and Nationality Act is amended to: (1) discontinue granting visas to a subject, national, or resident of a listed country unless the country has issued the appropriate travel documents pursuant to this bill; and (2) grant standing to enforce such provision in federal district court to a victim (or an immediate family member thereof) of a crime committed by any alien who has been issued a final order of removal.

This bill prohibits the use of funds made available in or after FY2016 by an executive agency for yoga classes or any other form of yoga instruction. The bill defines "executive agency" to include the U.S. Postal Service and the Postal Regulatory Commission, but excludes the Departments of Defense, Homeland Security, and Veterans Affairs.

Calls on the government of Cambodia to respect freedom of the press and the rights of its citizens to freely assemble and protest against the government. Supports electoral reform efforts in Cambodia and free and fair elections in 2018. Urges Prime Minister Hun Sen and the Cambodian People's Party to: (1) end harassment of Cambodia's opposition, (2) drop politically motivated charges against opposition lawmakers and allow them to return and freely participate in the political process, and (3) foster a democratic environment.

Central American Amnesty Termination Act of 2016 This bill prohibits any funds, resources, or fees available to the Department of Homeland Security or any other federal agency, including Immigration Examinations Fee Account deposits, from being used for the Central American Minors Refugee/Parole Program or any successor program.

Suppressor Export Act This bill amends the Arms Export Control Act to provide that a regulation or related implementing policy or practice regarding registration and licensing requirements for manufacturers, exporters, or importers of designated defense articles and defense services may not prohibit the otherwise lawful export for sale or transfer of any firearm silencer or component, if: the item may be lawfully manufactured in the United States; and the importing country has a lawful public or private use market for such item and is not listed as a country prohibited from receiving arms exports.

Supports: (1) the designation of National Small Business Week, (2) efforts to encourage consumers to shop locally, and (3) efforts to increase awareness of the value of locally owned small businesses and the impact of locally owned small business on the U.S. economy. Honors the vital role of small business and entrepreneurs in the United States during such week. Recognizes: (1) the important role of the Small Business Administration as a valuable resource for the U.S. entrepreneur, (2) the importance of creating policies that promote a business friendly environment for small business owners free of unnecessary regulations, and (3) the National Small Business Person of the Year and the National Lender of the Year. Encourages young entrepreneurs to pursue their passions and create more start-up businesses.

No Free Rent for Freeloaders Act of 2016 This bill directs the Department of Housing and Urban Development (HUD) each year, for each public housing agency, to: monitor the extent of noncompliance with the community service and economic self-sufficiency requirements of the United States Housing Act of 1937, and determine the aggregate amount provided in federal subsidies for all public housing dwelling units that were occupied by noncompliant tenants. By September 30 of each fiscal year, HUD shall publish this amount in the Federal Register. In each new fiscal year this amount, as determined and published for the preceding fiscal year, shall be rescinded from funds made available for the Management and Administration account of HUD.

Constitutional Amendment This joint resolution proposes a constitutional amendment stating that: the liberty of parents to direct the education of their children is a fundamental right; neither the United States nor any state shall infringe upon this right without demonstrating that its governmental interest as applied to the person is of the highest order and not otherwise served; no treaty may be adopted nor shall any source of international law be employed to supersede, modify, interpret, or apply to any of the rights of parents guaranteed by this article, any other provision of the U.S. Constitution, federal law, or any state constitution or law; and the rights guaranteed by this amendment shall not be denied or abridged on account of disability.

This bill amends the Immigration and Nationality Act to reauthorize the State Criminal Alien Assistance Program (SCAAP) through FY2020. SCAAP provides payments to state, local, and tribal governments to offset the costs of incarcerating certain undocumented criminal aliens. It expands the definition of “undocumented criminal alien” to include an alien who has been charged with a felony or two or more misdemeanors. Additionally, the bill directs the Department of Justice to reimburse a state, local, or tribal government for costs to incarcerate a criminal alien whose immigration status cannot be verified by the Department of Homeland Security. (Currently, a criminal alien with lawful immigration status does not meet the criteria for SCAAP reimbursement.)

Financial Literacy for Financial Aid Act This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to direct the Department of Education to maintain a consumer-tested online counseling tool that provides required entrance counseling to a student who is a first-time federal student loan borrower.

This joint resolution disapproves the rule submitted by the Department of Labor relating to "Interpretation of the 'Advice' Exemption in Section 203(c) of the Labor-Management Reporting and Disclosure Act." The joint resolution declares that such rule shall have no force or effect. (Under section 203 of the Labor-Management Reporting and Disclosure Act, an employer must report any agreement or arrangement with a third party consultant to persuade employees as to their collective bargaining rights or to obtain certain information concerning the activities of employees or a labor organization in connection with a labor dispute involving the employer. The consultant, also, is required to report concerning such an agreement or arrangement with an employer. Statutory exceptions to these reporting requirements are set forth in LMRDA section 203[c], which provides, in part, that employers and consultants are not required to file a report by reason of the consultant's giving or agreeing to give "advice" to the employer.)
