Center for International Human Rights Act of 2002 - Declares that Congress finds that a private, nonprofit corporation known as the Center for International Human Rights has been established in the District of Columbia to: (1) establish programs to promote, monitor, and analyze the status of human rights throughout the world; (2) investigate allegations of human rights violations in conjunction with private and governmental organizations; (3) sponsor fellows to study international human rights issues at the Center; (4) carry out a conference series to bring together international human rights experts to discuss and disseminate information; and (5) make grants to and cooperative agreements with non-governmental organizations to promote human rights, giving priority to indigenous human rights organizations in countries the governments of which violate such rights. Authorizes the Secretary of State to make an annual grant to the Center.

Expresses the sense of the House of Representatives that: (1) the Secretary of Transportation should issue regulations to prevent the introduction and spread of aquatic nuisance species within the Great Lakes; (2) the Great Lakes States should develop and implement a mechanism that provides a common conservation standard for making decisions concerning the withdrawal and use of water from the Great Lakes Basin; and (3) the Secretary of State should work with the Canadian Government to encourage and support the Provinces of Ontario and Quebec in the development and implementation of a consistent mechanism and standard. Calls for the Administrator of the Environmental Protection Agency to: (1) make grants to States, Indian tribes, regional agencies, and local governments to carry out projects in areas of concern to monitor or evaluate contaminated sediment, to remediate such sediment, and to prevent further or renewed contamination; and (2) conduct research on innovative approaches, technologies, and techniques to remediate sediment. Calls for the extension of appropriations for sewer overflow control grants through FY 2004 in accordance with the Water Quality Investment Act of 2002. Expresses the sense of the House of Representatives that appropriations for the national sea grant college program in FY 2003 be funded at the level authorized in the National Sea Grant College Program Reauthorization Act of 1998.

Patient Safety and Quality Improvement Act - Amends the Public Health Service Act to make "patient safety work product" privileged information. Defines "patient safety work product" as a record concerning patient information either reported to a patient safety organization by a health care provider (doctor, hospital, etc.) or created by a patient safety organization. Defines a "patient safety organization" as an organization, certified under this Act, that collects such information with the goal of improving patient safety and the quality of health care delivery. Imposes a civil penalty on providers who violate the privileged status of patient safety work product. Directs the Secretary of Health and Human Services to establish and maintain a database to receive relevant nonidentifiable patient safety work product, consistent, if practicable, with the administrative simplification provisions of the Social Security Act. Permits the Secretary to provide to patient safety organizations and to States technical assistance with reporting systems for health care errors. Directs the Secretary to establish a process for the Secretary or another approved Federal or State governmental organization to certify patient safety organizations. Requires the Secretary to develop or adopt voluntary national standards promoting the interoperability of information technology systems involved with health care delivery. Authorizes the Secretary to make grants to practitioners for electronic prescription programs, with a matching requirement of not less than 50 percent of the costs. Directs the Secretary to make grants to hospitals and other health care providers for information technologies, and to provide technical assistance to applicants and grantees. Sets forth a matching requirement for the grants of not less than 50 percent of the costs. Requires the Secretary to issue and periodically revise regulations requiring the manufacturer of any drug or biological product that is subject to regulation by the Food and Drug Administration, or the packager or labeler of such a product, to include a unique product identifier on the packaging.

Linking Educators and Developing Entrepreneurs for Reaching Success (LEADERS) Act of 2002 - Authorizes the Secretary of Education to support business incubation at institutions of higher education that award associate or baccalaureate degrees. Directs the Secretary to make competitive, matching awards to: (1) a non-profit entity that manages or provides technical assistance to a degree-granting institution's affiliated incubator (or to the institution that manages in the absence of such an entity), for helping acquire or renovate space for incubators, and for developing curricula, providing services, or providing programming for entrepreneurs housed in an incubator; and (2) a degree-granting institution or a nonprofit local government or community development organization, for feasibility studies to determine the need for or siting of incubators. Requires the Secretary to reserve certain amounts for research regarding best practices for incubator programs, including the development of a benchmarking system based on uniform measures, and for dissemination of information regarding such practices. Authorizes contracts for such purposes with organizations with expertise in business incubation practices.

Children's Development Commission Act (Kiddie Mac) - Amends the National Housing Act to authorize the Secretary of Housing and Urban Development to insure mortgages for: (1) new or rehabilitated child care and development facilities, including mortgage insurance for fire safety equipment loans; and (2) purchase or refinance of existing child care and development facilities. Establishes the Children's Development Commission (Kiddie Mac) which shall: (1) issue facility standards and compliance certifications; and (2) make loans not in excess of $50,000 for facility rehabilitation or renovation. Authorizes appropriations. Directs the Secretary of the Treasury to conduct a study of the availability of child care facility secondary mortgage markets.

Act to Save America's Forests - States that the purposes of this Act are to protect native biodiversity and ecosystems on Federal land from losses caused by: (1) clearcutting and other forms of even-age logging operations; and (2) logging in ancient forests, roadless areas, watershed protection areas, and special areas. Amends the Forest and Rangeland Renewable Resources Planning Act of 1974 to revise eligibility criteria for members of the land and resource management scientific committee. Revises the committee termination date to ten years after enactment of this Act. Provides for conservation and restoration of native biodiversity in forested areas. Prohibits clearcutting or other even-age logging operations on any stand or watershed on certain Federal land, National Forest System land, and National Wildlife Refuge System land. Provides for: (1) Federal enforcement; and (1) a private right of action. Describes special areas as Federal forest land parcels possessing outstanding biological, scenic, recreational, or cultural values which may not meet the definitions of ancient forests, roadless areas, or watershed protection areas. Designates specified special areas which shall be subject to restrictions on road construction and logging in the following States: (1) Alabama; (2) Alaska; (3) Arizona; (4) Arkansas; (5) California; (6) Colorado; (7) Georgia; (8) Idaho; (9) Illinois; (10) Michigan; (11) Minnesota; (12) Missouri; (13) Montana; (14) New Mexico; (15) North Carolina; (16) Ohio; (17) Oklahoma; (18) Oregon; (19) South Carolina; (20) South Dakota; (21) Tennessee; (22) Texas; (23) Vermont; (24) Virginia; (25) Wisconsin; and (26) Wyoming. Provides for the appointment of a committee of independent scientists to recommend additional special areas. Restricts road construction and logging on Federal land in ancient forests, special areas, roadless areas, and watershed protection areas. Provides for: (1) Federal enforcement; and (1) a private right of action.

Confidential Information Protection and Statistical Efficiency Act of 2002 - Requires: (1) the Director of the Office of Management and Budget to coordinate and oversee the confidentiality and disclosure policies established by this Act; and (2) any rules proposed by an executive agency pursuant to this Act to be subject to the Director's review and approval. Requires data or information acquired by an agency under a pledge of confidentiality and for exclusively statistical purposes to be used by the agency's officers, employees, or agents only for such purposes. Prohibits such information from being disclosed in identifiable form, for any use other than such a purpose, without the informed consent of the respondent. Requires a statistical agency or unit to clearly distinguish any data or information it collects for nonstatistical purposes by a rule that provides that the respondent is fully informed that the information to be collected could be used for such purposes. Sets forth penalties for violations. Requires Designated Statistical Agencies (the Bureau of the Census and the Bureau of Economic Analysis in the Department of Commerce and the Bureau of Labor Statistics in the Department of Labor) (DSAs) to: (1) identify opportunities to eliminate duplication and reduce the reporting burden and cost imposed on the public in providing statistical information; (2) enter into joint statistical projects to improve quality and reduce the cost of statistical programs; and (3) protect the confidentiality of individually identifiable information acquired for statistical purposes by adhering to safeguard principles. Allows a DSA to provide business data in an identifiable form to another DSA under the terms of a written agreement.

Senior Nutrition Act of 2002 - Amends the Agriculture and Consumer Protection Act of 1973 to make a person who is at least 60 years old eligible for the commodity supplemental food program (program) if such person: (1) is eligible for the food stamp program; or (2) has a household income that is not more than 185 percent of the federal poverty income guidelines. Authorizes permanent program appropriations.

Teacher Tax Relief Act of 2002 - Amends the Internal Revenue Code to increase from $250 to $500 the maximum above-the-line deduction allowed for classroom supply expenses incurred by elementary and secondary school teachers, effective after December 31, 2001. Medicare Modernization and Prescription Drug Act of 2002 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to add a new part D (Voluntary Prescription Drug Benefit Program) under which each individual who is entitled to benefits under Medicare part A (Hospital Insurance) or eligible to enroll under Medicare part B (Supplemental Medical Insurance) is entitled to obtain qualified prescription drug coverage. Outlines standard coverage benefit packages for FY 2005. Includes for the standard package a monthly premium of $25, an annual deductible of $100, a coinsurance of 20 percent and an annual out-of-pocket spending limit of $2,000. Directs the Secretary to negotiate fair prices with pharmaceutical manufacturers. Provides for accelerated generic drug competition. Amends SSA title XVIII part C (Medicare+Choice) with respect to: (1) inclusion of the costs of certain military services to Medicare-eligible beneficiaries in the calculation of Medicare+Choice payment rates; (2) specialized Medicare+Choice plans for special needs beneficiaries; and (3) continuous open enrollment and disenrollment at any time. Revises requirements for Medicare: (1) part A concerning rural health care, inpatient hospital services, skilled nursing facility services, and hospices; (2) part B concerning physicians services and other services; and (3) part A and B concerning home health services and direct graduate medical education. Amends SSA title XIX (Medicaid) with respect to certain Medicaid disproportionate share hospital (DSH) allotment adjustments and the Q-I1 program. Amends the Federal Food, Drug, and Cosmetic Act to add requirements for interstate Internet sellers of prescription drugs. Establishes within the Office of the Director of the National Institutes of Health the Office of Rare Diseases. Amends the Public Health Services Act with respect to promotion of the pharmacist profession.

Mammography Quality Standards Reauthorization Act of 2002 - Amends the Public Health Service Act to extend funding for the mammography facilities certification program through FY 2007. Permits the Secretary of Health and Human Services to issue a temporary certificate to facilities seeking reaccreditation and awarded an accreditation extension for specified reasons, including inability of accrediting body to complete the process in time and unforeseen situations which cause the facility to be unable to meet the reaccreditation timeframes, but do not compromise the quality of mammography. Requires the Comptroller General to evaluate the Mammography Quality Standards Act, including the demonstration program's frequency of inspections, accessibility of services, and the role of States as both accreditation and certification bodies. Directs the Secretary to contract with the Institute of Medicine to study health professional training in the area of mammography.

Right of Passage Community Service Act - Amends the National and Community Service Act of 1990 to add to the list of national service programs eligible for Federal assistance a community-based Right of Passage after school and summer service corps program. Establishes qualifications for participating students, including that they be between ages 12 and 16 at the time they begin serving. Specifies skills such as leadership and conflict resolution that the program will help students develop. Requires participants to spend at least 160 hours in the program during a period of between two months and one year. Rewards participants upon service completion with a national service education award of $500.

Requires the Federal Communications Commission (FCC), within 15 days after the enactment of this Act, to return to the winning bidders of spectrum auction 35 the full amount of all deposits and down payments made for licenses that the FCC has not delivered by such date. Frees each winning bidder that elects within such period to relinquish a license not yet delivered of all license obligations such bidder would otherwise have had, including the obligation to pay the full amount of its winning bid upon license delivery.
