Military Surviving Spouses Equity Act Repeals certain provisions which require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military retired pay or who would be entitled to retired pay except for being under 60 years of age. Prohibits requiring repayment of certain amounts previously paid to SBP recipients in the form of a retired pay refund. Repeals the optional authority of (and instead requires) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. Directs the Secretary concerned to restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to a surviving child or children of a member.

Innovation in Surface Transportation Act of 2015 Directs the Secretary of Transportation , in coordination with state transportation departments, to establish an innovation in surface transportation program. Requires states to make competitive grants for innovative surface transportation projects to eligible entities, including local governments, metropolitan planning organizations, regional transportation authorities, transit agencies, tribal governments, private providers of public transportation, nonprofit transportation organizations, port authorities, joint power authorities, and local rail authorities. Requires each state to establish an innovation in surface transportation selection panel to formulate criteria for selecting projects. Requires a state to reserve certain percentages of federal funds apportioned for the national highway performance, the highway safety improvement, the congestion mitigation and air quality improvement, surface transportation, and transportation alternatives programs in order to fund related projects under state innovative surface transportation grants. Authorizes states to reserve a certain percentage of such funds for a fiscal year to meet specific requests for project application support from eligible rural local governments.

International Violence Against Women Act of 2015 Directs the Secretary of State to establish an Office of Global Women's Issues which shall be headed by an Ambassador-at-Large for Global Women's Issues. Establishes in the U.S. Agency for International Development (USAID) a Senior Coordinator for Gender Equality and Women's Empowerment who shall direct USAID activities, policies, programs, and funding relating to gender equality and women's empowerment. Directs the Ambassador-at-Large to: (1) develop or update annually for five years (after the 2012 United States Strategy to Prevent and Respond to Gender-Based Violence Globally which shall be deemed to be the first required strategy) a U.S. global strategy to prevent and respond to violence against women and girls, and (2) coordinate U.S. government efforts regarding gender integration and advancing the status of women and girls in U.S. foreign policy. Directs the Ambassador-at-Large and Senior Coordinator to: (1) include in each strategy an analysis of best practices for preventing and addressing violence against women and girls internationally; and (2) develop a plan for monitoring programs, projects, and activities carried out under this Act.

Social Impact Partnership Act

Social Impact Partnership Act Amends title XX (Block Grants to States for Social Services and Elder Justice) of the Social Security Act to add a new part C (Social Impact Partnerships). Requires the Director of the Office of Management and Budget to publish in the Federal Register a request for proposals from states or local government for social impact partnership projects which produce measurable, clearly defined outcomes that result in social benefit, such as employment for the unemployed, high school graduation, and reduction of teen and unplanned pregnancies as well as incidences and adverse consequences of child abuse and neglect. Requires applications to include a feasibility study, funded under this Act, which contains specified information. Requires the Director to decide whether to enter into such a contract within six months after receiving an application. Requires independent evaluation to determine whether the state or local government project has met an outcome specified in the contract in order for such governments to receive outcome payments. Makes appropriations for 10 years to carry out this Act. Establishes the Federal Interagency Council on Social Impact Partnerships. Amends the Community Reinvestment Act of 1977 to require the appropriate federal financial supervisory agency to consider, in assessing and taking into account the record of a financial institution in meeting the credit needs of its entire community, its investments in social impact partnership projects.

Repeals also the windfall elimination requirement with respect to computation of an individual's primary insurance amount under which OASDI retirement or disability benefits are reduced if the individual receives a federal, state, or local government pension, did not pay Social Security taxes during the years of government service, and so did not earn entitlement to Social Security benefits for those years.

Making the Education of Nurses Dependable for Schools Act or the MEND Act Requires the Department of Health and Human Services, for any reimbursements to providers under title XVIII (Medicare) of the Social Security Act for the costs of nursing and allied health education activities, to apply the regulation establishing the payment methodology for such reimbursements by treating a provider as meeting the requirements: for consideration as operating an approved nursing or allied health education program if the provider or a wholly owned subsidiary educational institution singly or collectively meets all such requirements; for payment for certain nonprovider-operated programs at wholly owned subsidiary educational institutions if the provider meets all such requirements except that the transfer of a nursing or allied health education program to that wholly owned subsidiary educational institution to meet accreditation standards occurred after October 1, 2003, and if the provider or its wholly owned subsidiary educational institution has been in continuous operation since October 1, 2003. Defines "wholly owned subsidiary educational institution" as one that: (1) is organized as a legal entity distinct from the provider, (2) has the provider as its sole owner or sole member, and (3) is organized in the same state in which the provider is organized or registered to do business.

Boys Town Centennial Commemorative Coin Act

Boys Town Centennial Commemorative Coin Act Directs the Secretary of the Treasury to mint and issue up to 50,000 $5 gold coins, 350,000 $1 silver coins, and 300,000 half-dollar clad coins to commemorate the centennial of the founding of Father Flanagan's Boys Town. Requires the design of the coins to be emblematic of the 100 years of Boys Town, one of the largest nonprofit child care agencies in the United States. Permits issuance of such coins only between January 1, 2017, and December 31, 2017. Subjects all coin sales to specified surcharges, which shall be paid to Boys Town to carry out its cause of caring for and assisting children and families in underserved communities across America. Directs the Secretary to ensure that: (1) minting and issuing such coins will not result in any net cost to the federal government; and (2) no funds, including surcharges, will be disbursed to Boys Town until the total cost of designing and issuing all authorized coins is recovered by the Treasury.

(The Stark law, or Stark Rule, prohibits physician referrals of certain health services for Medicare and Medicaid patients to a specified entity if the physician, or an immediate family member, has a financial relationship with that entity.) Requires the Secretary of Health and Human Services to accept the voluntary disclosure of a technically noncomplaint compensation arrangement by a person or entity in violation of the Stark Law under certain circumstances.

Email Privacy Act Amends the Electronic Communications Privacy Act of 1986 to prohibit a provider of remote computing service or electronic communication service to the public from knowingly divulging to a governmental entity the contents of any communication that is in electronic storage or otherwise maintained by the provider, subject to exceptions. Revises provisions under which the government may require a provider to disclose the contents of such communications. Eliminates the different requirements applicable under current law depending on whether such communications were: (1) stored for fewer than, or more than, 180 days by an electronic communication service; or (2) held by an electronic communication service as opposed to a remote computing service. Requires the government to obtain a warrant from a court before requiring providers to disclose the content of such communications regardless of how long the communication has been held in electronic storage by an electronic communication service or whether the information is sought from an electronic communication service or a remote computing service Requires a law enforcement agency, within 10 days after receiving the contents of a customer's communication, or a governmental entity, within 3 days, to provide a customer whose communications were disclosed by the provider a copy of the warrant and a notice that such information was requested by, and supplied to, the government entity. Allows the government to request delays of such notifications. Prohibits disclosure requirements that apply to providers from being construed to limit the government's authority to use an administrative or civil discovery subpoena to require: (1) an originator or recipient of an electronic communication to disclose the contents of such communication, or (2) an entity that provides electronic communication services to its employees or agents to disclose the contents of an electronic communication to or from such employee or agent if the communication is on an electronic communications system owned or operated by the entity. Allows the government to apply for an order directing a provider, for a specified period, to refrain from notifying any other person that the provider has been required to disclose communications or records. Directs the Comptroller General to report to Congress regarding disclosures of customer communications and records under provisions: (1) as in effect before the enactment of this Act, and (2) as amended by this Act.
