Amends the Harmonized Tariff Schedule of the United States to suspend, through December 31, 1992, the duty on: (1) 4,5-dichloro-2-n-octyl-4-isothiazolin-3-one; and (2) mixtures of 4,5-dichloro-2-n-octyl-4-isothiazolin-3-one and application adjuvants, with or without stabilizers.

Amends the Trade Act of 1974 to authorize certain persons to request the U.S. Trade Representative (USTR) to review whether a foreign country is in material compliance with the terms of a bilateral trade agreement to which the United States is a party. Prescribes guidelines for such a review.

Affordable Housing for Young Americans Act - Amends the Internal Revenue Code to permit penalty-free withdrawals from individual retirement plans for first-time home purchases by taxpayers, their children, or their grandchildren.

Amends the Internal Revenue Code to provide that for purposes of computing the foreign tax credit, any deduction for State or local income or franchise taxes shall not be allocated or apportioned to gross income from sources outside the United States.

Amends the Internal Revenue Code to revise the definitions of highly compensated employee and compensation for pension plan purposes. Delays requirements of employer reporting on the number of highly compensated employees under a fringe benefit plan. Requires the Secretary of the Treasury to study the burden of such reporting requirements.

World War II 50th Anniversary Commemorative Coin Act - Expresses the sense of the Congress that the United States should recognize the 50th anniversary of World War II by minting and issuing commemorative coins. Directs the Secretary of the Treasury to issue and mint such coins in five dollar, one dollar, and half dollar denominations. Mandates that surcharges received from the sale of such coins be deposited in a coinage profit fund and allocated, upon separate congressional authorization, to the American Battle Monuments Commission to establish a World War II memorial. Directs the Secretary to report semiannually to the Congress regarding implementation of this Act.

Amends the Omnibus Trade and Competitiveness Act of 1988 to declare that the international trade negotiating objectives of the United States include a harmonized patent system for trading nations in international courts. Amends the Trade Act of 1974 to define conditions under which a foreign country shall be deemed to deny adequate substantive standards for the protection of intellectual property rights.

Wetlands Conservation Reserve Program Act of 1990 - Amends the Food Security Act of 1985 to make wetlands and surrounding uplands eligible for inclusion in the conservation reserve program. Extends the program through crop year 1995. Directs the Secretary of Agriculture to: (1) conduct a study of the advisability and effect of extending and expanding the program; and (2) report to the appropriate congressional committees.

State and Local Multiobjective River Corridor Assistance Act of 1989 - Amends the Outdoor Recreation Act of 1963 to direct the President to establish a Multiobjective River Corridor Council which shall: (1) review Federal policies and programs affecting rivers and river corridors and make recommendations to improve their effectiveness; and (2) develop Federal guidelines for multiobjective river corridor efforts in planning, coordination, and management. Authorizes the Secretary of the Interior, acting through the National Park Service's Rivers and Trails Technical Assistance Program, to provide matching grants and technical assistance to State, local, and regional government agencies and nonprofit organizations to develop comprehensive multiobjective plans for rivers and their adjacent lands. Specifies types of projects to be funded under this Act. Requires the Council to create a National River Register recognizing rivers which exemplify multiobjective river corridor values. Directs Federal agencies with membership in the Council to provide technical assistance to State and local governments and nonprofit organizations in the preparation of multiobjective river plans. Requires the Secretary of Agriculture, as part of the outdoor recreation component of the Resources Planning Act assessment, to collect information from demonstration projects funded under this Act and develop a geographic information system. Requires each member agency to consider the concerns of private landowners in implementing river corridor programs. Declares that the Congress shall consider recommendations of the Council to establish a national clearinghouse for multiobjective river corridor planning and management information. Authorizes appropriations.

Amends the Internal Revenue Code to: (1) deny the charitable deduction for contributions to organizations that participate in voter registration drives; (2) deny the tax-exempt status of organizations that participate in such drives; and (3) establish an excise tax on nonpermitted participation by tax-exempt organizations in such drives.

Medicare Screening Benefit Improvement Act of 1990 - Amends title XVIII (Medicare) of the Social Security Act to cover screening mammographies for women age 35 and older at a frequency which varies on the basis of a woman's age and risk of developing breast cancer. Covers colon-rectal screening examinations for individuals age 50 and older at a frequency which varies on the basis of the screening procedure used. Finances such coverage by increasing the Medicare part B (Supplementary Medical Insurance) premium.

Savings and Economic Growth Act of 1990 - Title I: Capital Gains Provisions - Subtitle A: Reduction in Capital Gains Tax - Amends the Internal Revenue Code to reduce the capital gains rate for noncorporate taxpayers through a deduction of: (1) 30 percent for assets held at least three years; (2) 20 percent for assets held at least two years; and (3) ten percent for assets held at least one year. Provides for the treatment of collectibles as short-term gains or losses (making them ineligible for such deduction). Disallows the capital gains deduction in computing the alternative minimum tax. Subtitle B: Depreciation Recapture - Provides for the treatment of gain from the disposition of certain depreciable realty as ordinary income. Title II: Home Ownership and Savings Incentives - Allows an exemption from the ten-percent additional tax on early distributions from qualified retirement plans up to $10,000, if the distribution is used to make a first-home purchase at a cost of no more than 110 percent of the median home price in the geographic area where the residence is located. Allows an individual (other than a dependent) to establish a family savings account for the exclusive benefit of an individual and the individual's beneficiaries. Limits contributions to such accounts to $2,500 for the taxable year, if the individual's adjusted income does not exceed $60,000 ($120,000 in the case of joint returns). Subjects the family savings account to the tax imposed on unrelated business income of tax-exempt organizations. Provides that distributions paid out of such accounts shall not be included in gross income, except for earnings on contributions held less than seven years. Establishes a ten-percent additional tax on earnings on contributions held less than three years.

National Forest Hunter Safety and Protection Act of 1989 - Prescribes civil penalties for knowingly interfering with the conduct of a lawful hunt in a national forest or on lands affected with a Federal interest. Authorizes injunctive relief, the recovery of actual and punitive damages, and the awarding of attorney's fees. Grants hunting and sportsman's organizations standing under this Act.

Directs the President to enter into consultations and negotiations with the European Community (EC) under the General Agreement on Tariffs and Trade to achieve an agreement to ensure national treatment and nondiscriminatory treatment of broadcast programming by, and reciprocity in trade in broadcast programming with, the EC. Requires the President and the United States Trade Representative to take appropriate action under the Trade Act of 1974 if such negotiations do not achieve greater access to the EC broadcasting market.

Social Security Claimants Representation Act of 1989 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to set limits on the fees recoverable by attorneys who represent OASDI claimants in favorable determinations before the Secretary of Health and Human Services. Establishes procedures for recovering such fees.

Omnibus Agricultural Commodity Promotion and Research Act of 1989 - Title I: Pecan Promotion - Pecan Promotion and Research Act of 1989 - Directs the Secretary of Agriculture to issue orders to pecan growers, handlers, and importers with respect to pecan promotion and research. Requires any such order to establish a Pecan Marketing Board to carry out a coordinated program of research and promotion to strengthen the pecan industry's domestic and foreign market position. Funds such program through assessments: (1) on all pecans produced in, or imported into, the United States; and (2) deducted from the first payment made to a grower for all pecans sold to a first handler. Provides for a pecan producer referendum of program approval. Authorizes appropriations. Title II: Mushrooms - Mushroom Promotion, Research, and Consumer Information Act - Directs the Secretary to issue orders to mushroom producers, importers, and first handlers with respect to mushroom promotion, research, and consumer information. Requires such an order to establish a Mushroom Council to administer the orders and support mushroom promotion, research, and consumer information projects. Funds such activities through assessments on producers and importers. Provides for a mushroom producer referenda for approval of such orders. Authorizes appropriations. Title III: Potatoes - Potato Research and Promotion Act Amendments of 1989 - Amends the Potato Research and Promotion Act to extend coverage to all domestic and foreign potatoes. Directs the Secretary to propose and implement an alternative potato research and promotion plan, if requested by a potato producer or producer organization subject to approval by a producer referendum. Requires such alternative plan to establish a National Potato Promotion Board including importer representatives as well as producer and consumer representatives. Provides for producer and importer assessments. Title IV: Limes - Lime Research, Promotion, and Consumer Information Act - Directs the Secretary to issue orders to lime producers, handlers, and importers with respect to lime promotion, research, and consumer information. Requires such an order to establish a Lime Board to administer such orders. Funds such activities through assessments on producers and importers. Provides for lime producer referenda for approval of such orders. Authorizes appropriations.

Newspaper Incentive Recycling Conservation Act of 1989 - Amends the Internal Revenue Code to deny the use of the accelerated cost recovery system for determining the depreciation deduction for major newspapers that are not using the required percentage of recycled newsprint. Reduces the deduction for trade or business expenses for major newspapers that do not use such required percentage. Establishes an investment tax credit for recycling equipment.

Benjamin Franklin Memorial Fire Service Bill of Rights Act - Title I: Minting of Benjamin Franklin National Memorial Commemorative Coin - Benjamin Franklin National Memorial Commemorative Coin Act - Provides for the sale of Benjamin Franklin commemorative coins at a surcharge of which 25 percent shall be paid to the Benjamin Franklin National Memorial and the remainder be distributed in specified percentages to the National Fire Center and Museum Account, the National Hero Scholarship Account, the Firefighter's Tuition Assistance Account, the Hazardous Materials Response Computer Account, the In Search of Excellence Research and Education Account, and the Burn Research Grant Account of the Firefighter Assistance Trust Fund (Fund). Prohibits the issuance of such coins from resulting in any net cost to the Federal government. Title II: Fire Service Bill of Rights - Fire Service Bill of Rights Act - Amends the Federal Fire Prevention and Control Act of 1974 to establish a fire service bill of rights. Establishes the National Fire Center and Museum in the District of Columbia to provide information about the fire service and safety to the public and fire services. Funds such museum exclusively through the Fund. Establishes a National Hero Scholarship to fund the higher education of the children or spouse of a deceased firefighter. Establishes a scholarship providing tuition assistance to firefighters for higher education in fire safety or protection. Authorizes the Administrator of the United States Fire Administration to use amounts in the In Search of Excellence Research and Education Account of the Fund to fund other specified programs under the Fire Prevention and Control Act of 1974. Establishes the Firefighters Assistance Trust Fund. Places the National Academy for Fire Prevention and Control within the United States Fire Administration. Directs the Administrator to use funds from the Hazardous Materials Response Computer Account of the fund to procure computer equipment for fire services that want such equipment. Directs the Administrator to make a grant from the Burn Research Grant Account of the Fund to one national firefighter's burn foundation dedicated to reducing burn injuries. Requires the Administrator to prepare and make available to State fire marshals, upon request, a manual describing Federal procedures for disposing of surplus property and highlighting how fire services could obtain such property. Directs the Administrator to distribute to such marshals information on the infectious diseases to which firefighters are particularly vulnerable.

Amends part A (Hospital Insurance) of title XVIII (Medicare) of the Social Security Act to reinstate coverage for post-hospital extended care services on the same terms as such coverage was provided prior to passage of the Medicare Catastrophic Coverage Act of 1988 (the Act). Repeals the Act's Supplemental Medicare Premium, Federal Hospital Insurance Catastrophic Coverage Reserve Fund, and limitation on a beneficiary's out-of-pocket costs under part B (Supplementary Medical Insurance) of the Medicare program. Limits the Act's drug benefits to immunosuppressants and home intravenous drugs. Delays coverage of such benefits, screening mammographies, and in-home care for chronically dependent individuals, from 1990 to 1991. Makes changes in Medicare part B monthly premium financing, including the elimination of the prescription drug monthly premium. Repeals the Federal Catastrophic Drug Insurance Trust Fund. Requires Medicare supplemental health insurance policies to reinstate the coverage of policyholders who terminated coverage as of January 1, 1989, on terms at least as favorable to the policyholder as existed prior to such date.

Urges a complete examination of barriers to Americans investing in Japanese companies. Declares that the trade policy of the President and the Congress shall address the discrepancy between the open capital markets of the United States and the virtually closed markets of Japan. States that one indication of the openness of Japanese capital markets is the degree to which Americans may exercise significant shareholder rights through membership on corporate boards of directors.

Small Business Access Improvement Act of 1989 - Amends the Internal Revenue Code to allow a tax credit for small businesses for the expense of providing public accommodations access to the disabled. Reduces the tax deduction for expenditures to remove architectural and transportation barriers to the handicapped and elderly.

Amends the Rehabilitation Act of 1973 to prohibit discrimination against any individual with respect to entrance to wilderness areas because of disability. Allows a wheelchair to be used in wilderness areas, notwithstanding provisions of the Wilderness Act prohibiting the use of mechanical transport in such areas.

Denounces the action taken on October 2, 1989, by the European Community (EC) Council of Ministers in adopting a broadcasting directive that is trade restrictive and in violation of the General Agreement on Tariffs and Trade (GATT). Urges the President and the United States Trade Representative (USTR) to take appropriate steps, including possible action under the Trade Act of 1974, to protect and maintain U.S. access to the EC broadcasting market. Requests the USTR to consult regularly with the Committee on Ways and Means of the House of Representatives on the status of the dispute and any action which it is considering with respect to such dispute.

Amends the Internal Revenue Code to increase the credit percentage of the earned income tax credit. Allows a supplemental tax credit for individuals with children under the age of five. Authorizes advance tax credit payments by employers based on the number of qualifying children. Requires such employers to collect a certificate or statement of eligibility from the employee. Amends the Social Security Act to eliminate changes in the treatment of earned income credit in determining certain aid to families with dependent children benefits. Provides for phasing out the dependent care credit and the exclusion for dependent care assistance for taxpayers whose incomes exceed $70,000.

Hurricane Hugo Disaster Relief Act - Directs the Government Development Bank for Puerto Rico to make low-interest loans for the redevelopment of areas within a U.S. possession or qualified Caribbean Basin country that sustains severe damage as a result of any natural disaster.

Bounty Hunter Act of 1989 - Amends the Comprehensive Crime Control Act of 1984 to increase the maximum reward for information leading to the arrest and conviction under Federal law of any individual for the unlawful sale, or possession for sale, of a controlled substance or a controlled substance analogue. Provides for the payment of incentive rewards to States to encourage the establishment of programs to pay similar rewards for violations of State laws.

Steel Trade Liberalization Program Implementation Act - Amends the Steel Import Stabilization Act to declare that the Congress supports the implementation of the steel trade liberalization program. Expresses the sense of the Congress that the United States Trade Representative should conduct negotiations, through the Uruguay Round of negotiations under the General Agreement on Tariffs and Trade and through complementary bilateral arrangements, to seek an international consensus regarding steel trade that provides for: (1) disciplines over trade-distorting government subsidies; (2) the lowering of trade barriers to ensure market access; and (3) enforcement measures to deal with violations of consensus obligations. Requires the President to provide the Congress an annual assessment of progress of such negotiations. Extends the Steel Import Stabilization Act for a three-year period. Authorizes the President, between October 1, 1989, and the concluding of any bilateral steel arrangement, to take necessary actions to ensure an orderly transition to such arrangement. Authorizes the Secretary of Commerce to permit the importation of additional quantities of steel products without regard to any aggregate quantitative import limitation arrangement in effect if: (1) such bilateral arrangement includes a short supply provision; and (2) the Secretary determines that a short supply situation exists in the United States with respect to any steel product subject to such arrangement. Authorizes the filing of petitions requesting the Secretary to determine whether a short supply situation exists. Requires the Secretary to provide an opportunity for comment by interested persons regarding issues raised in such petitions. Requires the International Trade Commission to seek information: (1) from purchasers, as well as domestic producers, of steel products regarding improvements in domestic quality and service that result from industry modernization; and (2) on worker retraining efforts of the steel industry.

Designates October 27, 1989, as National Hostage Awareness Day in recognition of the 42d birthday of Terry Anderson and his fifth year in captivity. States that efforts should be made to have such date declared International Hostage Day by the United Nations. States that all Federal and international agencies should increase efforts to secure the release of the remaining hostages in Lebanon. Calls for prayer on such date for the release of all U.S. and foreign hostages in Lebanon.

Calls on all countries that produce high explosives to: (1) cooperate in global efforts to develop suitable chemical taggants for preblast detection of high explosives; (2) refrain from selling high explosives to known supporters of terrorism; (3) develop controls to ensure that high explosives purchased by customers are not transferred to terrorist groups; and (4) formally agree to require that any high explosive produced in that country include a preblast detection taggant, as soon as one suitable for that form of explosive is developed.

Benjamin Franklin National Memorial Commemorative Coin Act - Requires the Secretary of the Treasury to issue a specified number of five-dollar gold coins, one-dollar silver coins, and half-dollar clad coins in commemoration of the bicentennial of the death of Benjamin Franklin. Provides that such coins shall be considered legal tender. Requires the Secretary to begin issuing such coins on October 1, 1989. Directs the Secretary to obtain silver for the minting of such coins from stocks of silver held by the Secretary or from any other federally owned stocks of silver and to obtain gold pursuant to authority under existing law. Provides that the design of such coins shall be selected by the Secretary after consultation with the Chairman of the Benjamin Franklin National Memorial at the Franklin Institute and the Chairman of the Commission of Fine Arts. Specifies the sales price of such coins as the face value plus costs. Requires that all sales of such coins include a surcharge of $35 per coin for five-dollar coins, $7 per coin for one-dollar coins, and $2 for half-dollar coins. Requires that all surcharges received by the Secretary from the sale of such coins shall be paid to the Benjamin Franklin National Memorial (The Franklin Institute): (1) to restore and renovate the Memorial; (2) to construct or renovate certain adjoining areas of the Franklin Institute; (3) to establish an endowment to ensure the continued upkeep and maintenance of the Memorial; (4) for exhibits in the Memorial or certain adjoining areas of the Institute; and (5) for funds for construction of certain facilities and for the acquisition and preservation of artifacts relating to Franklin. Authorizes the Comptroller General to audit such payments. Prohibits the minting of such coins under this Act after December 31, 1990. Requires the Secretary to ensure that the minting and issuance of such coins shall not result in any net costs to the Government.

Drug War Bond Act of 1989 - Directs the Secretary of the Treasury to issue: (1) Drug War Bonds for a three-year period with a 12-year maturity date; and (2) Drug War Stamps to evidence payments for or on account of such bonds. Amends the Internal Revenue Code to exclude the interest earned on such War Bonds from an individual's gross income. Authorizes a taxpayer to designate a specified portion of any tax overpayment or make cash contributions to the War on Drugs Trust Fund (established by this Act). Authorizes the Attorney General to make expenditures from the Department of Justice Assets Forfeiture Fund into the War on Drugs Trust Fund. Amends the Internal Revenue Code to establish the War on Drugs Trust Fund. Transfers to such Fund: (1) proceeds from the sale of Drug War Bonds and stamps; and (2) certain cash contributions and portions of tax overpayments. Prescribes expenditures from the War on Drugs Trust Fund, including the construction of Federal prison facilities and education and rehabilitation programs. Precludes the receipts and disbursements from the War on Drugs Trust Fund from being included in either the congressional budget totals or in the budget totals as submitted by the President. Exempts the receipts and expenditures from the War on Drugs Trust Fund from: (1) statutory expenditure and lending limitations; and (2) certain orders issued under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act). Requires the Secretary to report to the Congress on programs established by this Act. Directs the Attorney General to make recommendations to the Congress regarding the merits of privatizing Federal prisons.
