Calls on: (1) the signatories of the February 24, 2013, Peace, Security and Cooperation Framework for the Democratic Republic of the Congo and the Region to abide by the Framework's provisions; and (2) governments of the Great Lakes region of Africa to respect the national security and territorial integrity of the Democratic Republic of the Congo. Recognizes efforts by the Democratic Republic of the Congo to end child recruitment into the armed forces and demands the cessation of militia recruitment and exploitation of children. Calls on the Obama Administration to: (1) mobilize a comprehensive response to prevent further deterioration of regional peace and stability and to ensure that humanitarian assistance be provided to populations in need, and (2) develop actionable recommendations to ensure accountability for violations of international humanitarian law and human rights abuses. Acknowledges the good work of the United States Special Advisor on the Great Lakes and the Democratic Republic of the Congo. Calls on all nations to increase cooperation to stop the trade of illegal goods that fuels violence in the Democratic Republic of the Congo. Urges the Democratic Republic of the Congo to investigate and prosecute those who have committed war crimes, crimes against humanity, and violations of international humanitarian law and human rights. Acknowledges the appointment by the United Nations (U.N.) of the Special Envoy for the Great Lakes region of Africa. Urges the U.N. Newborn Screening Saves Lives Reauthorization Act of 2014

Newborn Screening Saves Lives Reauthorization Act of 2013 - Amends the Public Health Service Act to extend and revise a grant program for screening, counseling, and other services related to heritable disorders. Expands eligible grantees to include a health professional organization and an early childhood health system. Extends a grant program to evaluate the effectiveness of screening, counseling, or health care services in reducing the morbidity and mortality caused by heritable disorders in newborns and children. Expands the program to include evaluation of treatment and follow-up care for newborns and their families after screening and diagnosis. Extends for five years the operation of the Advisory Committee on Heritable Disorders in Newborns and Children. Authorizes the Secretary of Health and Human Services (HHS) to continue the Advisory Committee after such time. Requires the Advisory Committee to meet in person at least twice each year. Extends the clearinghouse for newborn screening information. Expands the duties of the clearinghouse to include: (1) maintaining current data on the number of conditions for which screening is conducted in each state; and (2) establishing or disseminating guidelines for services and personnel necessary for follow-up, diagnosis, counseling, and treatment of to conditions detected by newborn screening. Extends requirements for the Secretary to provide for quality assurance of laboratories involved in screening newborns and children for heritable disorders. Extends the Interagency Coordinating Committee on Newborn and Child Screening. Authorizes the Secretary to have the Hunter Kelly Newborn Screening Research Program to: (1) provide research and data for newborn conditions under review by the Advisory Committee to be added to the Recommended Uniform Screening Panel; and (2) conduct pilot studies on conditions recommended by the Advisory Committee to ensure that screenings are ready for nationwide implementation. Directs the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to award grants to, or enter into cooperative agreements with, eligible entities to develop longitudinal followup and tracking programs for newborn screening.

World War II Merchant Mariner Service Act - Directs the Secretary of Homeland Security (DHS) to accept additional documentation for verifying that an individual performed honorable service as a coastwise merchant seaman during the period beginning on December 7, 1941, and ending on December 31, 1946, for purposes of eligibility for veterans' benefits under the GI Bill Improvement Act of 1977. Requires such documentation to include Social Security Administration (SSA) records and validated testimony in the case of the absence of Coast Guard shipping or discharge forms, ship logbooks, documents, or other official employment records. Requires the Secretary, when determining whether to recognize service allegedly performed during such period, to recognize masters of seagoing vessels or other command officers who were authorized to document an individual for purposes of hiring for or discharging from the merchant marine. Considers any service so recognized as active-duty service for purposes of veterans' burial benefits. Makes such veterans eligible for any appropriate military medals, ribbons, and decorations. Requires the Secretary to verify that an individual performed such service under honorable conditions without regard to their sex, age, or disability during the service period.

Russell National School Lunch Act to prohibit the Secretary of Agriculture from promulgating rules and regulations applicable to the school lunch and breakfast programs that establish a maximum quantity of grains, meat, or meat alternates that may be served in any meal or during any period of time of any school year. Makes the formula that school food authorities are required to use to establish the price for a paid lunch (a lunch provided to children who are not eligible for free or reduced price meals) applicable only to school food authorities that had a negative balance in their nonprofit school food service account for the previous school year.

Healthy Families Act

Healthy Families Act - Requires certain employers, who employ 15 or more employees for each working day during 20 or more workweeks a year, to permit each employee to earn at least 1 hour of paid sick time for every 30 hours worked. Declares that an employer shall not be required to permit an employee to earn more than 56 hours of paid sick time in a calendar year, unless the employer chooses to set a higher limit. Allows employees to use such time to: (1) meet their own medical needs; (2) care for the medical needs of certain family members (including a domestic partner or the domestic partner's parent or child); or (3) seek medical attention, assist a related person, take legal action, or engage in other specified activities relating to domestic violence, sexual assault, or stalking. Prohibits an employer from interfering with an employee's exercise of such rights. Directs the Secretary of Labor to exercise certain investigative and enforcement authority for employees covered by the Family and Medical Leave Act of 1993 or the Government Employee Rights Act of 1991. Grants the same authority, for employees under their jurisdiction, to the Librarian of Congress, the Comptroller General (GAO), the Board of Directors of the congressional Office of Compliance, and the Merit Systems Protection Board. Authorizes civil actions by employees, individuals, or their representatives for damages or equitable relief against employers who violate this Act. Waives a state's sovereign immunity with respect to a suit brought by an employee of a federally-assisted state program or activity for relief authorized under this Act. Requires the Commissioner of Labor Statistics to annually compile information on paid sick time and the Comptroller General to study related matters. Declares that nothing in this Act shall be construed to discourage employers from adopting or retaining more generous leave policies.

Currency Reform for Fair Trade Act

Currency Reform for Fair Trade Act - Amends the Tariff Act of 1930 to include as a "countervailable subsidy" requiring action under a countervailing duty or antidumping duty proceeding the benefit conferred on merchandise imported into the United States from foreign countries with fundamentally undervalued currency. Defines "benefit conferred," in cases where the currency of a foreign country is exchanged for foreign currency (i.e., U.S. dollars) obtained from export transactions, as the difference between: (1) the amount of currency provided by a foreign country in which the subject merchandise is produced, and (2) the amount of currency such country would have provided if the real effective exchange rate of its currency were not fundamentally undervalued. Declares that the fact that such a subsidy is also provided in circumstances not involving export shall not, for that reason alone, mean it cannot be considered export contingent and actionable under a countervailing duty and antidumping duty proceeding. Requires the administering authority to determine that the currency of a foreign country is fundamentally undervalued if for an 18-month period: (1) the government of the country engages in protracted, large-scale intervention in one or more foreign exchange markets; (2) the country's real effective exchange rate is undervalued by at least 5%; (3) the country has experienced significant and persistent global current account surpluses; and (4) the country's government has foreign asset reserves exceeding the amount necessary to repay all its debt obligations falling due within the coming 12 months, 20% percent of the country's money supply, and the value of the country's imports during the previous 4 months. Requires the use, for calculating a country's "real effective exchange rate undervaluation," of certain guidelines of the Consultative Group on Exchange Rate Issues of the International Monetary Fund (IMF) or, if those guidelines are not available, generally accepted economic and econometric techniques and methodologies. Requires the use, also, of inflation-adjusted, trade-weighted exchange rates. Applies the amendments made by this Act to goods from Canada and Mexico.

Amends title XIX (Medicaid) of the Social Security Act to make such centers eligible for payments for services under Medicaid. Safe Schools Improvement Act of 2013 - Amends the Elementary and Secondary Education Act of 1965 to require states to direct their local educational agencies (LEAs) to establish policies that prevent and prohibit conduct, including bullying and harassment, that is sufficiently severe, persistent, or pervasive to: (1) limit students' ability to participate in, or benefit from school programs; or (2) create a hostile or abusive educational environment that adversely affects their education. Requires LEAs to also provide: (1) students, parents, and educational professionals with annual notice of the conduct prohibited in their discipline policies; (2) students and parents with grievance procedures that target such conduct; (3) the public with annual data on the incidence and frequency of that conduct at the school and LEA level; and (4) discipline policies that minimize the removal of students from instruction and prevent disproportionate punishment. Requires: (1) the Secretary of Education to conduct, and report on, an independent biennial evaluation of programs and policies to combat bullying and harassment in elementary and secondary schools; and (2) the Commissioner for Education Statistics to collect state data, that are subject to independent review, to determine the incidence and frequency of the conduct prohibited by LEA discipline policies.

Directs the Secretary of Health and Human Services (HHS) to make grants to eligible entities to: (1) establish statewide programs for physician orders for life-sustaining treatment, or (2) expand or enhance existing programs for physician orders for life-sustaining treatment. Directs the Secretary to adopt, by rule, standards for a qualified electronic health record, with respect to patient communications with a health care provider about values and goals of care, to adequately display the patient's current: (1) advance directive, and/or (2) physician order for life-sustaining treatment. Requires under Medicare and Medicaid that an advance directive validly executed outside the state in which the directive is presented must be given effect by a service provider or an organization to the same extent as an advance directive validly executed under the law of the state in which it is presented. Requires that, in the absence of a validly executed advance directive, any authentic expression of a person's wishes with respect to health care be honored.

Training Tomorrow's Doctors Today Act - Amends title XVIII (Medicare) of the Social Security Act with respect to distribution of additional resident positions as they affect calculation of payments for direct graduate medical education (DGME) costs. Directs the Secretary of Health and Human Services (HHS), for each of FY2014-FY2018 (and each succeeding fiscal year if additional residency positions are available to distribute), to increase the otherwise applicable resident limit for each qualifying hospital. Directs the Secretary to determine the total number of additional residency positions available for distribution, in accordance with guidelines for allocating 33% to hospitals already operating over the resident limit, and generally setting the aggregate number of increases in the resident limit to 3,000 in each year. Specifies the process for distributing positions. Declares that, for discharges occurring on or after July 1, 2015, the indirect teaching adjustment factor, with respect to additional payments for subsection (d) hospitals with indirect costs of medical education (IME), insofar as those additional payments are attributable to resident positions distributed to a hospital according to such process, shall be computed in a specified manner with respect to those resident positions. (Generally, a subsection [d] hospital is an acute care hospital, particularly one that receives payments under Medicare's inpatient prospective payment system [IPPS] when providing covered inpatient services to eligible beneficiaries.) Revises requirements for counting interns and residents to declare that in certain circumstances the three-year rolling average of the actual full-time equivalent resident counts shall not apply. Makes the same declaration with respect to the ratio of the hospital's full-time equivalent interns and residents to beds. Eliminates both requirements after December 31, 2012. Requires the current year count of full-time equivalent residents to determine a hospital's graduate medical education (GME) payment. Requires all the time spent by an intern or resident in an approved medical residency training program, regardless of setting, to be counted toward the determination of full-time equivalency if the hospital meets certain subsection (d) hospital criteria. Prohibits the Secretary from treating a cost reporting period for which a hospital trains residents participating in a program of another hospital as a period for which the hospital has an approved medical residency period. Requires the Secretary (who currently is authorized) to prescribe rules which allow institutions which are members of the same affiliated group to elect to apply the limitation on the number of residents in allopathic and osteopathic medicine on an aggregate basis. Requires such rules to authorize all facilities established on or after January 1, 2000, whose resident limits are adjusted on or after January 1, 1997, to elect to apply the limitation on the number of residents in allopathic and osteopathic medicine on an aggregate basis after a certain period. Declares that, in the case of a resident who changes residency specialties, the period of board eligibility and the initial residency period shall be equal to the minimum number of years of formal training required to satisfy the requirements for the initial board eligibility of the program into which the resident transfers. Directs the Secretary to establish and implement procedures under which the amount of payments that a hospital would otherwise receive for IME costs for discharges occurring during a fiscal year is adjusted based on the reporting of measures and the performance of the hospital on measures of patient care priorities. Directs the Secretary to report to Congress and the National Health Care Workforce Commission on both DGME and IME payments that hospitals receive under the Medicare program. Directs the Comptroller General to study: (1) the physician workforce, identifying specialties for which there is a shortage; and (2) strategies for increasing the diversity of the health profession workforce.

Sets forth provisions for the management of the lands designated as wilderness by this Act, including regarding water rights, tribal rights, fish and wildlife, and grazing permits and leases. Authorizes the Secretaries of the Interior and of Agriculture (USDA) to take necessary measures for the control of fire, insects, and disease on such lands. Establishes a Northern Rockies Fish and Wildlife Habitat and Corridors Information Program. Requires the development of a Northern Rockies Habitat and Corridors Information System. Sets forth specified additional provisions with regard to Indian tribes. Permits provisions of the Indian Self-Determination and Education Assistance Act to be applied, as appropriate, in the implementation of this Act. Amends the Wild and Scenic Rivers Act to designate segments of specified rivers and creeks in Idaho, Montana, and Wyoming as components of the National Wild and Scenic Rivers System.

FRESHER Act of 2013

Focused Reduction of Effluence and Stormwater runoff through Hydrofracking Environmental Regulation Act of 2013 or the FRESHER Act of 2013 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to repeal provisions prohibiting the Administrator of the Environmental Protection Agency (EPA) from requiring or directing a state to require a permit under the national pollutant discharge elimination system for discharges of stormwater runoff from mining, oil, and gas operations or transmission facilities composed entirely of flows from conveyances used for collecting and conveying precipitation runoff that are not contaminated by contact with any overburden, raw material, intermediate products, finished product, byproduct, or waste products located on the site of such operations. Requires the Secretary of the Interior to study and report on stormwater impacts with respect to any area that may be contaminated by stormwater runoff associated with oil or gas operations, including an analysis of: (1) measurable contamination in such area, (2) ground water resources in such area, and (3) the susceptibility of aquifers in such area to contamination from stormwater runoff associated with such operations.

Bringing Reductions to Energy's Airborne Toxic Health Effects Act or the BREATHE Act - Amends the Clean Air Act to repeal prohibitions against: (1) aggregating emissions from any oil or gas exploration or production well and emissions from any pipeline compressor or pump station with emissions from other similar units, whether or not such units are in a contiguous area or under common control, to determine whether such units or stations are major sources of listed toxic air pollutants under such Act; (2) aggregating such emissions for any purpose under such Act, in the case of any oil or gas exploration or production well; and (3) the Administrator of the Environmental Protection Agency (EPA) listing an oil and gas production well as an area source category of toxic air pollutants under such Act. Requires the Administrator to: (1) issue a final rule adding hydrogen sulfide to the list of hazardous air pollutants; and (2) revise such list within 365 days after issuing such rule to include categories and subcategories of major sources and area sources of hydrogen sulfide, including oil and gas wells.

Consistency, Accuracy, Responsibility, and Excellence in Medical Imaging and Radiation Therapy Act of 2013 - Amends the Public Health Service Act to require personnel (excluding physicians, nurse practitioners, and physician assistants) who furnish the technical component of either medical imaging examinations or radiation therapy procedures for medical purposes (except certain exempt individuals) to possess current: (1) certification in each medical imaging or radiation therapy modality and service they furnish from a certification organization designated under this Act; and (2) state licensure or certification where such services and modalities are within the profession's scope of practice as defined by the state, and where requirements for licensure, certification, or registration meet or exceed standards established by the certification organization designated under this Act. Gives individuals enrolled in specified training or certification programs when the list of approved certification organizations is published an additional six months after completion of a training program to become fully qualified under this Act. Directs the Secretary of Health and Human Services (HHS) to: (1) establish a program for designating certification organizations after consideration of specified criteria; (2) provide a process for individuals whose training or experience is determined to be equal to, or in excess of, that of a graduate of an accredited educational program in that specialty to demonstrate that their experience meets the educational standards for qualified personnel in their imaging modality or radiation therapy procedures; and (3) publish a list of designated certification organizations. Authorizes the Secretary to waive standards under this Act or to develop alternative standards for rural or health professional shortage areas as appropriate. Amends title XVIII (Medicare) of the Social Security Act to allow Medicare payment for medical imaging and radiation therapy services only if the examination or procedure is furnished by an individual who meets this Act's requirements.

Requires the Commission to submit an operating plan to the Secretary and Congress within 90 days of its first meeting.

Sets forth a grant formula favoring states that: (1) have curricula aligned with state early learning standards; (2) use nationally-established, or better, best practices for class size and teacher-to-student ratios; (3) require each teacher to have at least an associate degree in early childhood education or a related field; (4) require such programs to operate for at least a full academic year; and (5) have a plan for meeting the requirement, within five years of receiving such grant, that teachers have at least a baccalaureate degree in early childhood education or have such degree in a related field, but have also completed specialized training in early childhood education. Directs the Secretary to establish a competitive process for awarding grants to other states that demonstrate that they will meet such requirements within two fiscal years. Prohibits state grantees from reducing their preschool or child care expenditures. Requires states to give priority, in using grant funds, to preschool programs in communities with high concentrations of impoverished children. Includes among grant uses: (1) increasing the qualifications of, and benefits provided to, teachers, teacher aides, and program directors; (2) decreasing class size and improving teacher-to-student ratios; (3) providing certain comprehensive services that support healthy child development; (4) extending program duration; (5) improving program monitoring and learning environments; and (6) providing classroom supplies or equipment. Fair Minimum Wage Act of 2013 - Amends the Fair Labor Standards Act of 1938 (FLSA) to increase the federal minimum wage for employees to: (1) $8.20 an hour on the first day of the third month after the enactment of this Act; (2) $9.15 an hour after one year; (3) $10.10 an hour after two years; and (4) the amount determined by the Secretary of Labor (based on increases in the Consumer Price Index) after three years, and annually thereafter. Increases the federal minimum wage for tipped employees to $3.00 an hour for one year on the first day of the third month after the enactment of this Act. Provides a formula for subsequent annual adjustments of the wage increase to ensure that it remains equal to 70% of the wage in effect under FLSA for other employees. Directs the Secretary of Labor, 60 days before any increase in the minimum wage, to publish it in the Federal Register and on the Department of Labor's website.

Requires annual reports by Special Olympics to describe demographic data about Special Olympics participants. Authorizes the Secretary of Education to award grants or enter into contracts or cooperative agreements to promote the expansion of Best Buddies, including activities to increase the participation of people with intellectual disabilities in social relationships and other aspects of community life, including education and employment, within the United States.

Makes eligible for health benefits from the 1992 UMWA Benefit Plan an individual who would be eligible to receive benefits from the 1974 UMWA Benefit Plan (with a specified exception) following a bankruptcy or other insolvency proceeding of a coal mine operator, but who does not receive from that operator or any related person health benefits at least equal to those received under the Multiemployer Health Benefit Plan of the Surface Mining Control and Reclamation Act of 1977. Prescribes a special rule to state that employer contributions to an employees' trust or annuity benefit plan providing supplemental benefits solely to participants in a pension plan are neither deductible nor nondeductible as such from the employer's gross income. Subjects such contributions, on the other hand, to the requirements for deduction as an allowable trade or business expense. Treats a trust holding the assets of such a pension benefit plan as a tax-exempt organization. Excludes from wages any payments made to, or on behalf of, an employee or his or her beneficiary under such a plan.

Directs the Secretary of Veterans Affairs to furnish such counseling and treatment, including the use of assisted reproductive technology, to a spouse or surrogate of a severely wounded, ill, or injured veteran who has an infertility condition incurred or aggravated in the line of duty and who is enrolled in the VA health care system, as long as the spouse and veteran apply jointly for such counseling and treatment. Authorizes the Secretary to pay to any such veteran an amount to assist in the adoption of one or more children. Directs the Secretary to: (1) report annually to the congressional veterans committees on the counseling and treatment provided under this Act; (2) prescribe regulations on the furnishing of such counseling, treatment, and adoption assistance; and (3) coordinate the furnishing of such counseling and treatment with that provided by the Department of Defense (DOD). Directs the Secretary to facilitate research conducted collaboratively by the Secretaries of Defense and Health and Human Services (HHS) in order to improve VA's ability to meet the long-term reproductive health care needs of veterans who have a service-connected genitourinary disability or a condition that was incurred or aggravated in the line of duty, such as a spinal cord injury, that affects the veterans' ability to reproduce. Requires the Secretary to enhance the capabilities of the VA women veterans contact center: (1) to respond to requests for assistance with accessing VA health care and benefits, and (2) for referral to community resources to obtain assistance with services not furnished by the VA. Amends the Caregivers and Veterans Omnibus Health Services Act of 2010 relating to a pilot program of group retreat reintegration and readjustment counseling for women veterans recently separated from service to: (1) increase from at least 3 to at least 14 the number of locations for such counseling, and (2) extend the pilot program for an additional 2 years. Directs the Secretary to carry out a pilot program of providing child care assistance to veterans receiving or in need of VA readjustment counseling and related mental health services. Directs the Secretary to impose, as a contract condition, a contractor user fee with respect to each contract entered into by the VA for a good or service. Provides for the determination of fee amounts. Authorizes the Secretary to waive such fee if the contractor is an individual or a small business. Establishes in the Treasury the Department of Veterans Affairs Fertility Counseling and Treatment Fund. Provides for the deposit into such Fund of all contractor user fee amounts.

Invest in American Jobs Act of 2013 - Revises Buy American requirements with respect to federal-aid highways, capital investment grants to support intercity passenger rail service (rail grants), and Amtrak, particularly the handling of waiver requests. Revises similar Buy American requirements with respect to public transportation, particularly rolling stock. Requires the cost of rolling stock components and subcomponents produced in the United States to increase from 60% in FY2013 by 10% annual increments up to 100% for FY2017 and ensuing fiscal years. Revises waiver requirements as well to mirror those for federal-aid highways. Applies the rail grant Buy American requirements under this Act to recipients of rail loans and loan guarantees with respect to railroad rehabilitation and improvement. Prescribes Buy American requirements for procurement of a facility or equipment under federal aviation programs similar to those for rolling stock. Requires the Secretary of Transportation (DOT) to report annually to Congress on: (1) each project for which a waiver of Buy American requirements was issued; and (2) the country of origin and product specifications for steel, iron, or manufactured goods acquired pursuant to each waiver. Amends the Federal Water Pollution Control Act to prescribe Buy American requirements for steel, iron, and manufactured goods used in the construction of a publicly owned wastewater treatment works. Adds similar Buy American requirements to the Public Works and Economic Development Act of 1965, with respect to economic development programs, and to the Robert T. Stafford Disaster Relief and Emergency Assistance Act, with respect to the Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program. Amends the Truman-Hobbs Act to prescribe Buy American requirements for steel, iron, and manufactured goods used in the alteration of a bridge over U.S. navigable waters. Declares that only a vessel owned by a U.S. citizen for which a certificate of documentation with a registry endorsement is issued may engage in support of exploration, development, or production of resources in, on, above, or below the exclusive economic zone (EEZ), or any other activity in the EEZ, to the extent that the regulation of such activity is not prohibited under customary international law. Exempts from this requirement any activities requiring either a coastwise endorsement or a fishery endorsement. Subjects to U.S. shipping law any vessels operating in the EEZ, to the extent that the regulation of such operation is not prohibited under customary international law. Directs the Secretary of the department in which the Coast Guard is operating to establish a program to provide Coast Guard personnel with the training necessary for implementation of U.S. shipping law in the EEZ.

Amends the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 to subject to mandatory sanctions a financial institution that facilitates a significant transaction or provides significant financial services for a person that: (1) is subject to human rights-related sanctions, or (2) exports sensitive technology to Iran and is subject to the prohibition on procurement contracts. Amends the Iran Threat Reduction and Syria Human Rights Act of 2012 to authorize the President to impose sanctions on a foreign person that knowingly conducted or facilitated a significant financial transaction with the Central Bank of Iran or other Iranian financial institution subject to sanctions for the purchase of goods (other than petroleum or petroleum products) or services by or from a person in Iran, or on behalf of a person in Iran. Excludes from such sanctions a transaction for the sale of agricultural commodities, food, medicine or medical devices to Iran. Directs the President to impose specified sanctions on a foreign financial institution that knowingly facilitated a significant financial transaction on behalf of any person directly or indirectly owned or controlled by an Iranian person included on the list of specially designated nationals and blocked persons maintained by the Department of the Treasury's Office of Foreign Assets Control. Revises the exception to the imposition of sanctions for purchases of Iranian petroleum or petroleum products. Expresses the sense of Congress that the President should coordinate with the European Union (EU) and its member states to restrict Iran's access to the euro currency. Directs the President to develop a National Strategy on Iran that provides strategic guidance for addressing threats posed by Iran. Directs the President to report to Congress every 60 days regarding the Iranian nuclear timetable and the projected economic effects of international sanctions on Iran. Requires the Government Accountability Office (GAO) to report to Congress regarding presidential implementation of specified sanctions on Iran.

Considers such a breeder of dogs to be a dealer. Requires dealers to include on licensing applications and annual renewals the total number of dogs exempted from exercise on the premises of the dealer in the preceding year by a licensed veterinarian. Requires the Secretary of Agriculture (USDA) to promulgate requirements for the exercise of dogs at facilities owned or operated by a dealer, including requiring daily access to exercise that: (1) allows the dogs to move sufficiently in a way that is not forced, repetitive, or restrictive; and (2) is in an area that is spacious, cleaned at least once a day, free of infestation by pests or vermin, and designed to prevent the dogs from escaping. Allows an exemption if: (1) a licensed veterinarian determines that a dog should not exercise because of the health, condition, or well-being of the dog; and (2) such determination is reviewed and updated at least once every 30 days by the veterinarian, unless the basis for the determination is a permanent condition. Subjects such a determination to review and approval by the Secretary.

Campus Sexual Violence Elimination Act

Campus Sexual Violence Elimination Act - Amends title IV (Student Assistance) of the Higher Education Act of 1965 to require institutions of higher education (IHEs) to include in their annual security report policies encouraging the accurate and prompt reporting of all crimes to campus police and appropriate law enforcement agencies when crime victims elect to, or are unable to, report the crimes. Requires that report to include: (1) data on the occurrence of certain violent crimes that are motivated by the victim's nationality; and (2) statistics concerning the occurrence of domestic violence, dating violence, and stalking incidents reported to campus security authorities or local police. Requires schools to protect victim confidentiality when reporting criminal threats to the campus community. Directs IHEs to include in their annual security report a statement of policy regarding their programs to prevent domestic violence, dating violence, sexual assault, and stalking and the procedures they follow when such an offense is reported. Requires an IHE's policy regarding those offenses to include: education that promotes awareness of the offenses; possible sanctions or protective measures imposed following disciplinary action; procedures victims should follow after such an offense occurs; institutional disciplinary procedures; information about how the IHE will protect victim confidentiality; the written notification of students and employees concerning on-campus and community services available for victims; and the written notification of victims regarding their options for, and assistance in, changing academic, living, transportation, and working situations, regardless of whether or not they choose to report the crime. Requires students and employees who report having been the victim of such an offense to their IHE, whether it occurred on or off campus, to receive a written notification of their rights and options under the IHE's policy. Directs the Secretary of Education to seek the counsel of the Attorney General and Secretary of Health and Human Services (HHS) regarding the development, and dissemination to IHEs, of best practices for preventing and responding to incidents of domestic violence, dating violence, sexual assault, and stalking.

Requires the guidelines and standards to be developmentally appropriate and cover all domains of child development and learning. Requires states to encourage local educational agencies (LEAs) and elementary schools to use school improvement funds to offer early childhood education programs in schools and other settings from birth to the age of mandatory school entry. Requires LEAs to: (1) assist their elementary schools in conducting a ready school needs review, at least once every three years, that is used to create a school environment that supports children's transition to school and achievement of state and grade level expectations; (2) ensure, to the extent feasible, starting with the 2015-2016 school year, that teachers placed in the early elementary school grades have a specialized early childhood education teaching license, credential, or endorsement; and (3) work with early childhood education programs to establish a continuity of curricular objectives and developmental expectations that support children's transition to school. Limits the use of child assessments for children from birth through grade two. Amends part A (Teacher and Principal Training and Recruiting Fund) of title II of the ESEA to require states to incorporate knowledge regarding early childhood development and learning into teacher and principal certification or licensing requirements. Requires professional development activities to include: (1) training in early child development and learning, and (2) joint training for elementary school staff and early childhood education program staff.

Requires the Administrator to ensure that the list of grant applications funded includes a substantial number that propose to utilize innovative approaches that meet at least one of these goals: (1) promote more efficient water use, water conservation, water reuse, or recycling; (2) use decentralized, low-impact development technologies and nonstructural approaches, including practices that use, enhance, or mimic the natural hydrological cycle or protect natural flows; (3) reduce stormwater runoff or flooding by protecting or enhancing natural ecosystem functions; (4) modify, upgrade, enhance, or replace existing water system infrastructure in response to changing hydrologic conditions; (5) improve water quality or quantity for agricultural and municipal uses, including through salinity reduction; and (6) provide multiple benefits, including to water supply enhancement or demand reduction, water quality protection or improvement, increased flood protection, and ecosystem protection or improvement.
