Bridges of Hope for Transitional Health Insurance Act of 2006 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to establish a program to provide funds to eligible public health authorities for the provision of temporary assistance to individual workers who have suffered from permanent changes in a major segment of industrial production employment in a sector of the economy in an area through irreversible structural changes. Sets forth funding eligibility requirements, including that there is an economic dislocation in the area that results in the creation of an employment shortage for individuals in a particular segment of the industrial economy that is attributable to national treaties, statutes, policies, and objectives. Requires a program to: (1) provide assistance in paying for health care premiums for employees and former employees (and their family members) in the area served by the authority; and (2) provide such assistance on a sliding scale that does not take into account the value of an individual's homestead or other non-liquid assets. Allows an eligible public health authority to aggregate and assign individuals to various insurers and to negotiate on behalf of the authority and the federal government for health insurance opportunities that improve the range of coverage and plans or that result in a more reasonable premium or a greater mix of coverage and covered services.

Amends the Energy Policy Act of 2005 to instruct the Secretary of Energy to make loan guarantee commitments to domestic motor vehicle manufacturers and suppliers for advanced conservation and fuel efficiency technology projects for gasoline and diesel vehicles, flexible fuel vehicles, and hybrid electric vehicles that reduce dependence on oil and greenhouse gas emissions. Limits the aggregate amount of guarantees for such production.

Alternative Energy Research and Development Act - Directs the Secretary of Energy to implement a program of research, development, demonstration, and commercial application (R&D) for: (1) production of motor and other fuels from biomass; (2) technologies to enable practical onboard storage of hydrogen for use as a fuel for light-duty motor vehicles; (3) advanced solar photovoltaic technologies; and (4) advanced wind energy technologies. Instructs the Secretary to continue R&D activities targeting: (1) distributed energy; (2) micro-cogeneration technology; and (3) geothermal energy, hydropower, and ocean energy authorized by the Energy Policy Act of 2005. Plug-In Hybrid Electric Vehicle Act of 2006 - Directs the Secretary to: (1) implement an R&D program for plug-in hybrid electric vehicles and electric drive transportation; and (2) establish a pilot program to provide competitive grants to state governments, local governments and public entities, and metropolitan transportation authorities for plug-in hybrid electric vehicle demonstration projects. Solar Utilization Now Demonstration Act of 2006, or the SUN Act of 2006 - Instructs the Secretary to establish a program of grants to states to demonstrate advanced photovoltaic technology. Directs the Secretary to establish a pilot grants program for new builidng construction or renovation to demonstrate innovative energy efficiency technologies. Amends the Energy Policy Act of 2005 to revise the guidelines for a geographically dispersed network of Advanced Energy Technology Transfer Centers. Authorizes the Secretary to contribute funds to the National Science Foundation for the Integrative Graduate Education and Research Traineeship program. Directs the Secretary to arrange for the National Academy of Sciences to study its October 2005 recommendation to establish an Advanced Research Projects Agency-Energy (ARPA-E). Directs the Secretary to establish R&D programs for commercial application of: (1) coal gasification facilities that convert coal into pipeline quality gaseous fuels (methanation); and (2) materials to be added to alternative biobased fuels and Ultra Low Sulfur Diesel fuels. Directs the Secretary, in making awards for integrated biorefinery demonstration projects, to encourage the commercial application of biomass technologies for biodegradable natural plastics from biomass.

Health Care Price Transparency Promotion Act of 2006 - Amends title XIX (Medicaid) of the Social Security Act to require state Medicaid plans to provide that the state will establish and maintain laws to require disclosure of information on hospital charges, to make such information available to the public, and to provide individuals with information about estimated out-of-pocket costs for health care services. Directs the Director of the Agency for Healthcare Research and Quality to research and report to Congress on: (1) the types of information on the charges and out-of-pocket costs for health care services that individuals find useful in making decisions about where, when, and from whom to receive care; (2) how such types of information vary by whether they have health benefits coverage, and what kinds; and (3) ways in which such information may be available on a timely basis and in easy-to-understand form to individuals facing such decisions.

Urges the Envoy's mandate to include: (1) deterring further escalation of violence and humanitarian disaster in the Darfur region of Sudan while ensuring civilian protection and implementation of the Darfur Peace Agreement; (2) facilitating the development of an international peacekeeping mission to Darfur; (3) coordinating reconstruction in Southern Sudan and other marginalized areas; (4) coordinating the return of refugees and displaced people in Darfur and southern Sudan; (5) consolidating peace in Northern Uganda; (6) coordinating efforts to ensure transformation of the Sudan People's Liberation Army (SPLA) into a professional armed force; (7) working toward achieving a peaceful and democratic Sudan by ensuring that free and fair elections are held; and (8) coordinating efforts toward achieving accountability for the crimes committed in Darfur.

Protecting Children's Health in Schools Act of 2006 - Amends title XIX (Medicaid) and XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act (SSA) to establish requirements for providing and receiving reimbursement for school-based health care for children, including children with special needs, and the related administrative and transportation costs covered under Medicaid. Includes health care provided through Medicaid managed care organizations. Directs the Secretary of Health and Human Services and the Secretary of Education, acting jointly, to develop and implement a uniform methodology for claims under this Act.

Veterans Identity and Credit Security Act of 2006 - Requires: (1) the Director of the Office of Management and Budget (OMB) to establish policies and standards for federal agencies to follow in the event of a breach of data security involving the disclosure of sensitive personal information; and (2) each federal agency to establish procedures for notifying individuals whose sensitive personal information is compromised. Establishes in the Department of Veterans Affairs (VA) an Under Secretary for Information Services. Outlines responsibilities of the VA's Chief Information Officer with respect to personal information security management. Requires the Secretary of Veterans Affairs to report quarterly to the congressional veterans' committees on any data breach with respect to sensitive personal information possessed or maintained by the VA. Requires within the VA, with respect to each data breach, an independent risk analysis to determine the level of risk for the potential misuse of such information. Provides for, after a data breach: (1) fraud alerts; (2) credit security freezes; and (3) credit protection services. Outlines requirements for contractors who contract to perform any VA function that requires access to sensitive personal information. Directs the Secretary, in order to ensure appropriate information security skills for VA employees, to carry out programs to provide financial support for the education of such personnel in information security at institutions of higher education. Authorizes: (1) a scholarship program under which the Secretary may provide financial assistance to an individual for up to five years with a limit of $50,000 per year; and (2) a debt reduction program under which the Secretary makes payments on loans taken by VA employees to obtain appropriate information security education, with a payment limit of $82,500 over a five-year period. Provides a first and second priority, in the provision of assistance under this section, to: (1) veterans with service-connected disabilities; and (2) other veterans. Requires any veteran receiving assistance to have been discharged from the Armed Forces under honorable conditions.

Electronic Surveillance Modernization Act - Amends the Foreign Intelligence Surveillance Act of 1978 to include as an "agent of a foreign power" under such Act a person who possesses or is reasonably expected to transmit or receive foreign intelligence information while in the United States. Authorizes the use of electronic surveillance for foreign intelligence purposes, including against agents of a foreign power. Authorizes the Attorney General (AG) to require any person with access to electronic communications or equipment to provide information, facilities, or technical assistance: (1) necessary to accomplish authorized electronic surveillance; or (2) to an official designated by the President for up to one year, if the AG certifies that the provision of such information, facilities, or assistance does not constitute electronic surveillance. Allows the AG to authorize the emergency employment of electronic surveillance if the AG determines that an emergency situation exists to obtain foreign intelligence information before an order authorizing such surveillance can be obtained. Authorizes electronic surveillance or physical searches for up to 60 days following an armed attack against the United States. Allows the President to authorize electronic surveillance to acquire foreign intelligence information without a court order for up to 45 days following a terrorist attack against the United States, following certification to the congressional intelligence committees. Requires recertification for each subsequent 45-day period. Permits electronic surveillance of more than 90 days without an order only upon making a specified certification.

North Korea Nonproliferation Act of 2006 - Amends the Iran and Syria Nonproliferation Act to extend the provisions of such Act to North Korea. States that in view of North Korea's determination to proliferate missiles, nuclear weapons, and other weapons of mass destruction it should be U.S. policy to impose sanctions on persons who transfer such weapons and related goods and technology to and from North Korea in the same manner as persons who transfer such items to and from Iran and Syria currently are sanctioned under U.S. law. Urges all governments concerned about the threat of North Korean proliferation to impose measures on persons involved in such proliferation that are similar to those imposed by the United States pursuant to the Iran, North Korea, and Syria Nonproliferation Act, as amended by this Act.

Healthcare Truth and Transparency Act of 2006 - Prohibits any person who is a licensed health care service provider but who is not a medical doctor or a doctor of osteopathic medicine, dental surgery, or dental medicine from making any statement or engaging in any act that deceives or misleads the public or a prospective or current patient into believing that such person is a doctor or has the same or equivalent education, skills, or training. Treats such statements or acts as unfair or deceptive acts or practices prescribed under the Federal Trade Commission Act. Requires the Federal Trade Commission (FTC) to conduct an investigation of health care providers engaging in such acts to: (1) identify specific acts and practices constituting a violation of this Act; (2) determine the frequency of such acts and practices; (3) identify instances of harm or injury resulting from such acts and practices; and (4) identify instances where any state public policy has permitted such acts and practices.

Energy Research, Development, Demonstration, and Commercial Application Act of 2006 - Directs the Secretary of Energy to implement the following energy research, development and commercial application projects: (1) advanced clean coal energy technology; (2) advanced nuclear fuel cycle technologies for generating electricity and industrial process heat from nuclear power; (3) advanced battery technologies for use in motor vehicles, particularly for plug-in hybrid electric vehicles; (4) production of liquid fuels from biomass; (5) technologies to enable practical onboard storage of hydrogen for use as a fuel for light-duty motor vehicles; (6) advanced solar photovoltaic technologies; and (7) advanced wind energy technologies. Plug-In Hybrid Electric Vehicle Act of 2006 - Directs the Secretary to conduct a research, development, and commercial application program on technologies needed for the development of plug-in hybrid electric vehicles. Solar Utilization Now Demonstration Act of 2006, or the SUN Act of 2006 - Directs the Secretary to establish a grants program: (1) for states to demonstrate advanced photovoltaic technology; (2) for businesses and organizations for new construction or renovation of energy efficient buildings; and (3) for Cooperative Extension services or offices, states, local governments, institutions of higher education, and nonprofit institutions with expertise in energy research or extension to conduct activities to transfer knowledge and information about advanced energy technologies that increase efficiency of energy use. Authorizes the Secretary to contribute funds to the National Science Foundation: (1) for the Integrative Graduate Education and Research Traineeship program; and (2) for improvement of interdisciplinary engineering and architecture education related to the design and construction of high performance buildings. Directs the Secretary to arrange with the National Academy of Sciences to study and make further recommendations to Congress on the October 2005 National Academy of Sciences recommendation to establish an Advanced Research Projects Agency-Energy (ARPA-E).
