Lifespan Respite Care Act of 2005 - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services to award grants or cooperative agreements to an agency, organization, or political subdivision to: (1) develop lifespan respite care at the state and local level; (2) provide respite care services for family caregivers caring for children or adults; (3) train and recruit respite care workers and volunteers; (4) provide information to caregivers about available respite or support services; and (5) assist caregivers in gaining access to such services. Defines "respite care" to mean planned or emergency care provided to a child or adult with a special need in order to provide temporary relief to the family caregiver. Instructs the Secretary to work cooperatively with existing federal respite program officers to ensure coordination of services for family caregivers. Permits the use of funds for: (1) training programs for family caregivers; (2) other services essential to the provision of respite care; or (3) training and education for new caregivers. Limits grants to five years. Directs the Secretary to award a grant or cooperative agreement to a public or private nonprofit entity to establish the National Resource Center on Lifespan Respite Care to: (1) maintain a national database on lifespan respite care; (2) provide training and technical assistance to state, community, and nonprofit respite care programs; and (3) provide information, referral, and educational programs to the public on lifespan respite care.

Build Houses for Our Military's Enlisted Servicemembers Act or the Build HOMES Act - Amends the Department of Housing and Urban Development Act to exclude basic housing assistance amounts received by a member of the Armed Forces from consideration as income for any federal housing assistance program.

Mandatory IDEA Full Funding Compromise Act - Amends the Individuals with Disabilities Education Act (IDEA) to reauthorize part B programs of education of all children with disabilities. Authorizes appropriations in specified amounts for part B for FY2006-FY2012 and thereafter, according to a certain formula. (Provides phased-in increases of such authorized funding designed to reach a promised 40% federal share by FY2011.) Makes appropriations in specified amounts (which are less than the amounts this Act authorizes to be appropriated) for part B for FY2006-FY2012 and thereafter.

Recognizes, on the ninth anniversary of that attack, the service and sacrifice of the 19 members of the U.S. Air Force who died in the terrorist bombing of the Khobar Towers U.S. military housing compound near Dhahran, Saudi Arabia. Calls upon every American to pause and pay tribute to those brave airmen. Extends the continued sympathies of Congress to the families of those who died. Assures the members of the Armed Forces serving anywhere in the world that their well-being and interests will at all times be given the highest priority.

Pulmonary Hypertension Research Act of 2005 - Amends the Public Health Service Act to require the Director of the National Heart, Lung, and Blood Institute to expand, intensify, and coordinate the activities of the Institute with respect to research on pulmonary hypertension and to coordinate the Director's activities with related activities of other national research institutes and National Institutes of Health (NIH) agencies. Requires the Director to make grants to, or enter into contracts with, public or nonprofit private entities for the development and operation of centers to conduct research and programs on pulmonary hypertension, including: (1) basic and clinical research into the cause, diagnosis, early detection, prevention, control, and treatment of the disease; (2) training programs for scientists and health professionals; (3) programs to provide information and continuing education to health professionals; and (4) programs for the dissemination of information to the public. Requires the Director to establish: (1) a data system for the collection, storage, analysis, retrieval, and dissemination of data derived from patient populations with pulmonary hypertension; and (2) an information clearinghouse to facilitate and enhance knowledge and understanding of pulmonary hypertension by health professionals, patients, industry, and the public.

Compassionate Assistance for Rape Emergencies Act - Prohibits any federal funds from being provided to a hospital unless the hospital meets certain conditions related to a woman who is a victim of sexual assault, including that the hospital: (1) provides the woman with accurate and unbiased information about emergency contraception; (2) offers emergency contraception to the woman; (3) provides the woman such contraception at the hospital on her request; and (4) does not deny any such services because of the inability of the woman or her family to pay.

Calls for Congress to support: (1) efforts to promote awareness of cancer in children; (2) increased investment in childhood cancer research; (3) incentives to encourage medical trainees and investigators to enter the field of pediatric oncology; (4) incentives to encourage the development of drugs and biologics designed to treat pediatric cancers; (5) policies that encourage participation in clinical trials; (6) medical education curricula designed to improve pain management for cancer patients; and (7) enhanced education, services, and other resources related to late effects from treatment.

Affirmation of the United States Record on the Armenian Genocide Resolution - Calls upon the President: (1) to ensure that U.S. foreign policy reflects appropriate understanding and sensitivity concerning issues related to human rights, ethnic cleansing, and genocide documented in the U.S. record relating to the Armenian Genocide and the consequences of the failure to realize a just resolution; and (2) in the President's annual message commemorating the Armenian Genocide to characterize the systematic and deliberate annihilation of 1.5 million Armenians as genocide, and to recall the proud history of U.S. intervention in opposition to the Armenian Genocide.

Servicemembers Interest Rate Relief Act of 2005 - Amends the Servicemembers' Civil Relief Act to revise the six percent maximum annual interest rate to be charged on debts incurred by a servicemember, and his or her spouse jointly, before the servicemember enters into military service and continuing for the duration of such military service, to the lesser of: (1) six percent per year; or (2) the annual rate of interest that would otherwise apply, reduced by one percentage point (but not below zero).

Abraham Lincoln Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $1 coins emblematic of the life and legacy of President Abraham Lincoln in commemoration of the bicentennial of his birth. Permits issuance of such coins only during 2009. Subjects the coin sales to a surcharge of $10 per coin.

HIPAA Recreational Injury Technical Correction Act - Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act, and the Internal Revenue Code to prohibit a group health plan or health insurance issuer offering group health coverage from denying benefits or coverage otherwise provided under the plan for the treatment of an injury solely because it was sustained while a person was engaged in any particular mode of transportation specified in the plan, consisting of the use of a motorcycle, snowmobile, all-terrain vehicle, or other similar recreational vehicle or horseback riding, unless such mode of transportation or its use was illegal.

Expresses the sense of Congress that cancer-related infertility is a serious quality of life issue for cancer patients. Urges the medical community to increase its efforts to ensure that discussions about the risk of infertility and fertility preservation options are an integral part of pretreatment planning and consent for treatment for all reproductive-age patients. Calls for the federal government, acting through the National Institutes of Health (NIH), to: (1) encourage research to strengthen fertility preservation technologies; (2) consider ways to improve access to fertility preservation options; and (3) raise awareness about the fertility side effects and preservation options.

United States-Israel Energy Cooperation Act - Directs the Secretary of Energy, in consultation with the United States-Israel Binational Industrial Research and Development Foundation (BIRD), or the United States-Israel Binational Science Foundation (BSF), to establish a grant program for joint ventures, composed of both Israeli and U.S. private business entities or of U.S. and Israeli academic persons, to implement projects to encourage cooperation between the United States and Israel on research, development, or commercialization of alternative energy, improved energy efficiency, or renewable energy sources. Establishes in the Department of Energy an International Energy Advisory Board to advise the Secretary on the grant program and grant recipients.

Hunger-Free Communities Act of 2005 - Expresses the sense of Congress that: (1) Congress is committed to achieving domestic hunger goals and ending hunger by 2015; (2) federal food and nutrition programs should receive adequate funding; and (3) the entitlement nature of the child and adult care food program, the food stamp program, the school breakfast and lunch programs, and the summer food service program should be preserved. Directs: (1) the American Communities Survey to collect and submit food security information to the Secretary of Agriculture; and (2) the Secretary to conduct an annual study of hunger in the United States and develop recommendations on reducing domestic hunger. Directs the Secretary to make: (1) hunger-free communities collaborative grants to eligible public food program service providers or nonprofit organizations; (2) hunger-free communities infrastructure grants to eligible emergency feeding organizations; and (3) hunger-free communities training and technical assistance grants to eligible national or regional nonprofit organizations. (States that such grants' federal share shall not exceed 80 %.) Sets forth grant priorities.

Pet Animal Welfare Statute of 2005 - Amends the Animal Welfare Act to revise the definition of dealer (in animals) to include: (1) sellers of dogs imported from outside the United States; and (2) persons who sell more than 25 dogs or cats or who whelp for sale more than six litters of dogs or cats annually. Defines "retail pet store" for purposes of the Act as a public retail establishment that sells animals commonly kept as pets in U.S. households (e.g., dogs, cats, guinea pigs, rabbits, and hamsters). Excludes from such definition: (1) a person breeding animals to sell to the public as pets; (2) a person selling hunting, security, or breeding dogs; or (3) a person selling wild animals. Requires dealers and retail pet stores to provide the Secretary of Agriculture with source records relating to the purchase or acquisition of dogs and cats. Authorizes the Secretary to extend the period for the temporary suspension of a dealer license for a violation of the Act from 21 to 60 days, if the Secretary believes that such violation will continue past the initial 21-day period and will jeopardize the health of any animal. Authorizes the Secretary to apply directly to a U.S. district court for a temporary restraining order or injunction to address violations of the Act.

Supports the establishment of September as Campus Fire Safety Month. Encourages administrators and municipalities across the country to: (1) provide educational programs to all students during September and throughout the school year; (2) evaluate the level of fire safety being provided in both on- and off-campus student housing; and (3) take the necessary steps to ensure fire-safe living environments through fire safety education, installation of fire suppression and detection systems, and the development and enforcement of applicable codes relating to fire safety.

Amends the Communications Act of 1934 to make federal provisions which prohibit the obligation or expenditure of funds either in excess of appropriated amounts or in violation of sequestration orders under the Balanced Budget and Emergency Deficit Control Act of 1986 inapplicable to: (1) any amount collected or received as federal universal service contributions; or (2) the expenditure or obligation of amounts attributable to such contributions.

International Solid Waste Importation and Management Act of 2005 - Amends the Solid Waste Disposal Act to authorize states to enact laws restricting the receipt and disposal of foreign municipal solid waste within their borders until the Administrator of the Environmental Protection Agency (EPA) issues regulations implementing and enforcing the Agreement Concerning the Transboundary Movement of Hazardous Waste between the United States and Canada (Agreement). Defines the authority of the Administrator with respect to the importation and exportation of municipal solid waste under the Agreement. Requires the Administrator to give substantial weight to the views of affected states and local governments before consenting to the importation of foreign municipal solid waste into the United States under the Agreement, and to consider the impact of such importation on: (1) the continued public support for state and local recycling programs; (2) landfill capacities; (3) air emissions and road deterioration from increased vehicular traffic; and (4) homeland security, public health, and the environment. Authorizes the Administrator to assess civil penalties for any past or current violations of this Act or to commence a civil action in the U.S. district court.

Welcomes recent attempts by the U.N. Secretary General to address the issue of anti-Semitism, and calls on the United Nations to condemn anti-Semitic statements in its meetings and hold member states accountable for such statements. Urges the United Nations Educational, Scientific and Cultural Organization (UNESCO) to develop and implement Holocaust education programs as part of an effort against anti-Semitism and racial, religious, and ethnic intolerance. Expresses the sense of the House of Representatives that the President should direct the Secretary of State to: (1) include in the Department of State's annual Country Reports on Human Rights Practices and annual Report on International Religious Freedom information on activities at the United Nations and its constituent bodies relating to anti-Semitism by each of the countries included in these reports; and (2) use projects funded through the Middle East Partnership Initiative and U.S. overseas broadcasts to educate Arab and Muslim countries about anti-Semitism, religious intolerance, and incitement to violence.

Honor Our Fallen Prisoners of War Act - Requires the Secretary concerned to award the Purple Heart to members of the Armed Forces who die in captivity under circumstances not otherwise establishing eligibility for the Purple Heart. Makes this Act effective as to members of the Armed Forces who die on or after December 7, 1941, including those who die prior to enactment.

Respirator Access Assurance Act of 2005 - States that manufacturers or sellers of respirators shall not be subject to claims for defective design or warning, or any claims based on such allegations, if the respirator in question received National Institute for Occupational Safety and Health (NIOSH) approval and was manufactured in compliance with NIOSH-approved design and labeling. Preempts all State and local laws with regard to such claims. Makes this Act applicable to any civil action in Federal or State court for harm allegedly caused by a respirator, respirator manufacturer, or respirator seller. Applies this Act to any action than has not proceeded to trial as of the date of enactment.

Preserving Patient Access to Physicians Act of 2005 - Amends title XVIII (Medicare) of the Social Security Act with respect to payment for physicians' services to: (1) eliminate the sustainable growth rate payment update system; and (2) establish in its place an update to the single conversion factor for 2006 of at least 2.7 percent, and a formula for an update to the single conversion factor for years beginning with 2007. Requires the Secretary of Health and Human Services, in calculating the formula for the single conversion factor, to establish an input price index and estimate annually a productivity adjustment factor.

Expresses the sense of the House of Representatives that: (1) Syria should complete its withdrawal of all remaining intelligence and security forces from Lebanon in accordance with United Nations (UN) Security Council Resolution 1559; (2) Lebanon should hold free elections in May 2005; and (3) the United States should aid the Lebanese people to restore the rule of law. States that it should be U.S. policy to: (1) support free elections in Lebanon by encouraging international election assistance; (2) urge the development of democratic institutions to foster sovereign democratic rule in Lebanon; and (3) call for the immediate release of all political prisoners and detainees held in Lebanese and Syrian prisons.

Veterinary Workforce Expansion Act of 2005 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to award grants to eligible entities to improve public health preparedness through increasing the number of veterinarians in the workforce. Defines "eligible entities" as accredited public or nonprofit schools of veterinary medicine, departments of comparative medicine, departments of veterinary science, schools of public health, or schools of medicine that offer training for veterinarians in a public health practice area. Requires the Secretary to give preference to applicants that demonstrate a comprehensive approach by involving more than one eligible entity. Allows grantees to use funds to: (1) pay the costs associated with construction, the acquisition of equipment, and other capital costs relating to the expansion of existing schools or departments; and (2) pay the capital costs associated with the expansion of academic programs that offer postgraduate training for veterinarians or concurrent training for veterinary students in specific areas of specialization

Healthcare Enhancement for Local Public Safety Retirees Act of 2005 or the HELPS Retirees Act of 2005 - Amends the Internal Revenue Code to allow retired public safety officers to elect an annual exclusion from gross income up to $5,000 for distributions from governmental retirement plans for the payment of accident or health insurance or long-term care insurance.

Great Lakes Environmental Protection and Restoration Programs Reauthorization Act - Amends the Water Resources Development Acts of 2000, 1990, and 1996, respectively, to reauthorize appropriations for: (1) Great Lakes fishery and ecosystem restoration; (2) Great Lakes remedial action plans and sediment remediation projects; and (3) the development of a tributary sediment transport model for the Great Lakes. Reauthorizes appropriations under: (1) the Food Security Act of 1985 for the Great Lakes basin program for soil erosion and sediment control; (2) the Great Lakes and Lake Champlain Act of 2002 for research and development; and (3) the Federal Water Pollution Control Act for the Great Lakes National Program Office. Directs such Office and the Great Lakes Research Office to submit the joint research plan to the Executive Committee of the Regional Collaboration. Authorizes appropriations for: (1) the Great Lakes Coordination Office; (2) research on fisheries and ecosystems in the Lower Great Lakes; and (3) the Director of the U.S. Geological Survey, for use by the Great Lakes Science Center. Reauthorizes national programs for the prevention, reduction, and elimination of pollution and authorizes the Administrator of the Environmental Protection Agency (EPA), in carrying out such programs, to provide technical assistance to rural and small municipalities to help in planning, developing, and acquiring financing for wastewater infrastructure assistance. Extends the payment period for water pollution control revolving loan funds. Authorizes a State to provide additional subsidization to benefit a municipality that meets specified requirements. Codifies: (1) the Great Lakes Interagency Task Force within EPA (as originally established by Executive Order 13340); and (2) the Framework for the Great Lakes Regional Collaboration.

Veterans' Heritage Firearms Act of 2005 - Provides a 90-day amnesty period during which veterans and their family members can register in the National Firearms Registration and Transfer Record any firearm acquired before October 31, 1968, by a veteran while a member of the armed forces stationed outside the continental United States. Grants such an individual limited immunity under the Federal criminal code and the Internal Revenue Code with respect to the acquisition, possession, transportation, or alteration of such firearm before or concurrent with such registration. Extends such immunity to a veteran who attempts to register a qualifying firearm outside of the amnesty period if the veteran surrenders the firearm within 30 days after being notified of potential criminal liability for continued possession. Requires the Attorney General to: (1) transfer each firearm qualifying as a curio or relic which has been forfeited to the United States to the first qualified museum that requests it; and (2) publish information identifying each such firearm which is available to be transferred to a museum. Prohibits the Attorney General from destroying any such firearm which has been forfeited until five years after the forfeiture. Requires that any firearm transferred to a qualified museum be registered to the transferee. Makes a prohibition against transfer or possession of a machine-gun inapplicable to a transfer to or by, or possession by, a museum which is open to the public and incorporated as a not-for-profit corporation under applicable State law.

Meat Promotion Act of 2005 - Amends the Agricultural Marketing Act of 1946 to replace current mandatory country of origin labeling requirements with a voluntary country of origin labeling program for meat and meat products. Sets forth: (1) limitations on use of United States country of origin labels; and (2) civil penalties for program violations.

Employee Pension Preservation and Taxpayer Protection Act of 2005 - Amends the Internal Revenue Code and the Employee Retirement Income Security Act (ERISA) to permit commercial passenger airline pension plans to elect to restructure their unfunded plan liabilities over a 25-year period. Prohibits plans that elect restructuring to accrue future unfunded pension plan liabilities. Authorizes the Secretary of the Treasury to deny tax-exempt status to a successor of a plan restructured under this Act unless all benefit obligations of the restructured plan have been satisfied. Amends ERISA to exempt the Pension Benefit Guaranty Corporation (PBGC) from liability for any unfunded pension plan liabilities incurred by commercial passenger airline pension plans after an election to restructure is made.

Retired Pay Restoration Act of 2005 - Allows the receipt of both military retired pay and veterans' disability compensation with respect to any service-connected disability (currently, only a disability rated at 50 percent or more). Makes the 2004 through 2013 phase-in limitations for the concurrent receipt of such pay for qualified retirees with service-connected disabilities rated as total applicable: (1) only during 2004 for retirees with a 100 percent disability; and (2) only during 2004 and 2005 for retirees with a total disability by reason of unemployability. Makes eligible for the full concurrent receipt of both veterans' disability compensation and either military retired pay or combat-related special pay those individuals who were retired or separated from military service due to a service-connected disability.

Expresses the sense of the House of Representatives that the Secretary of Agriculture, through the Food and Nutrition Service, should find alternative actions with regard to the unilateral temporary termination of the participation of retail food stores in the electronic benefits transfer system (EBT) under the Food Stamp Act of 1977.

Farming Flexibility Act of 2005 - Amends the Farm Security and Rural Investment Act of 2002, with respect to direct and counter-cyclical payments, to: (1) permit a producer to reduce a covered commodity base acreage by electing to plant such acres with fruits or vegetables for processing; (2) require such election to be made annually; and (3) provide that if a farm's base acreage is recalculated, such fruit or vegetable production shall be considered the same as the planning, prevented planting, or production of the covered commodity.

American Veterans Disabled for Life Commemorative Coin - Directs the Secretary of the Treasury to mint and issue $1 silver coins emblematic of the design selected by the Disabled Veterans' LIFE Memorial Foundation for the American Veterans Disabled for Life Memorial, in commemoration of disabled American veterans. Expresses the sense of Congress that, to the greatest extent possible, the coins should be struck at the United States Mint at West Point, New York, Limits the period for coin issuance to the calendar year beginning on January 1, 2010. Imposes a $10 surcharge per coin, to be distributed to the Disabled Veterans' LIFE Memorial Foundation for the purpose of establishing an endowment to support the construction of American Veterans' Disabled for Life Memorial in Washington, D.C.

Beginning Farmers and Ranchers Act of 2005 - Amends the Internal Revenue Code to exclude from gross income 100 percent of the gain, up to $500,000, from the sale of qualified farm property to a first-time farmer who certifies that such property will be used for farming purposes for ten years. Allows: (1) a 50 percent exclusion for the sale of qualified farm property to any other person who certifies that such property will be used for farming purposes for ten years; and (2) a 25 percent exclusion for the sale of qualified farm property to any other person for any other use. Defines "qualified farm property" as real property located in the United States which is used for farming purposes for a specified three-year period and in which there was material participation by the taxpayer or the taxpayer's spouse or family member. Requires the recapture of tax benefits if qualified farm property is sold or ceases operation as a farm before the required ten-year period.

Water for the Poor Act of 2005 - Expresses the sense of Congress with respect to U.S. water and sanitation assistance programs. Amends the Foreign Assistance Act of 1961 to authorize the President to furnish assistance for programs in developing countries to provide affordable and equitable access to safe water and sanitation. Directs the Administrator of the United States Agency for International Development (USAID) to develop a strategy to further the U.S. foreign assistance objective of providing affordable and equitable access to safe water and sanitation in developing countries.

Asbestos Compensation Fairness Act of 2005 - Requires as an essential element of a nonmalignant asbestos or silica claim that there be physical impairment to which asbestos or silica exposure was a substantial contributing factor. Sets forth evidentiary requirements for a prima facie showing of: (1) physical impairment for nonmalignant asbestos or silica claims; (2) asbestos- or silica-related lung cancer; (3) asbestos-related other cancer; and (4) asbestos claims based upon mesothelioma. Requires evidence relating to physical impairment to comply with the AMA Guides to the Evaluation of Permanent Impairment. States that presentation of prima facie evidence meeting the foregoing requirements (excluding evidentiary requirements for mesothelioma) shall not: (1) result in a presumption of impairment at trial; (2) be conclusive as to any defendant's liability; and (3) be admissible at trial. Addresses claim consolidation, Federal jurisdiction and venue, preliminary proceedings, and the plaintiff's burden of proof. Delineates the statute of limitations for asbestos- and silica-related claims. States that an asbestos or silica claim arising out of a nonmalignant condition shall be a distinct cause of action from such a claim relating to the same exposed person arising out of asbestos- or silica-related cancer. Prohibits damage awards for fear or risk of cancer in civil actiosn premised on asbestos or silica claims. Specifies the scope of liability and damages for civil actions under this Act, providing that: (1) a defendant shall be liable only for that portion of a judgment for which the defendant is responsible; and (2) no punitive damages may be awarded. Establishes a cap for damages relating to noneconomic losses. Requires plaintiffs to disclose collateral source payments based upon the same claim at the time of filing suit. Reduces the amount of an award otherwise available by the amount of such collateral compensation. Sets forth liability rules applicable to product sellers, renters, lessors, and premises owners. Makes this Act applicable to any civil action asserting an asbestos or silica claim in which final judgment has not been entered as of the date of enactment.
