Email Privacy Act This bill modifies provisions restricting an electronic communication service (ECS) or remote communication service (RCS) provider from disclosing the contents of a wire or electronic communication that is in electronic storage with or otherwise stored, held, or maintained by that service. Additionally, it revises the standards for the government to compel an ECS or RCS provider to disclose the contents of a wire or electronic communication or records, or inform of the recipient of the existence of a warrant, court order, subpoena, or request, unless the government obtains an order for delayed notification (i.e., an order directing a service provider to delay notifying anyone of the existence of a warrant, order, subpoena, or request for a specified period of time). The bill revises the process for obtaining a delayed notification order and lengthens the maximum duration of such an order.

Bankruptcy Administration Improvement Act of 2020 This bill modifies administrative provisions related to the bankruptcy trustee system. Specifically, the bill (1) provides for the distribution of bankruptcy fees made to the U.S. Trustee System Fund for the costs of administering payments and trustee compensation, (2) establishes the Chapter 7 Trustee Fund and associated fees, and (3) extends the temporary office of bankruptcy judges in specified judicial districts.

Blocking Rioters and Insurrectionists from our Cities to Keep us Safe Act of 2020 or the BRICKS Act of 2020 This bill increases the penalties for rioting. First, the bill increases from 5 to 10 years the maximum prison term for crossing state lines or using interstate facilities for the purpose of rioting. It also imposes an enhanced penalty for an individual who commits such an offense related to rioting and those actions (1) result in serious bodily injury or death; (2) include the use, attempted use, or threatened use of a dangerous weapon, explosives, or fire; or (3) include kidnapping, attempt to kidnap, aggravated sexual abuse, attempt to commit aggravated sexual abuse, or attempt to kill.

Payer State Transparency Act of 2020 This bill requires the Bureau of Economic Analysis of the Department of Commerce to calculate the federal tax burden of each state for each calendar year. It also requires the Office of Management and Budget to calculate the total amount of federal outlays received by each state in each fiscal year.

Protect Speech Act This bill modifies the immunity from liability of a provider or user of an interactive computer service (e.g., a social media company) for screening and blocking offensive content on its platform. Specifically, the bill provides that this immunity shall not apply to any action taken to restrict access to or availability of material provided by another information content provider unless the action is taken in good faith based on an objectively reasonable belief that the material is (1) obscene, lewd, lascivious, filthy, excessively violent, promoting terrorism or violent extremism, harassing, promoting self-harm, or unlawful; or (2) violates the applicable terms of service or use. In order to avoid liability for taking action based on either belief, certain good faith requirements must be met, such as (1) making publicly available terms of service or use that plainly state the criteria for content moderation practices, and (2) not restricting access to or availability of material on deceptive grounds. Further, the bill specifies that being responsible in whole or in part for the creation or development of information includes instances in which a person or entity solicits, comments upon, funds, or affirmatively and substantively contributes to, modifies, or alters information provided by another person or entity.

This resolution supports the announcements of (1) the establishment of full diplomatic relations between Israel and the United Arab Emirates and between Israel and Bahrain, and (2) the suspension of Israeli actions to apply sovereignty in parts of the West Bank. Further, it calls on each of these countries to encourage greater people-to-people normalization, and it calls on other Arab and Muslim countries to establish full relations with Israel. It also reaffirms the House of Representatives' support for a negotiated, two-state solution to the Israeli-Palestinian conflict.

Criminal Antitrust Anti-Retaliation Act of 2019 This bill prohibits employers from retaliating against certain employees who report criminal antitrust violations to the federal government. Among other things, the bill sets forth provisions that authorize an employee to seek relief by filing a complaint with the Department of Labor or to bring an action in U.S. district court if the individual alleges discharge or other discrimination by an employer who violates the prohibition against retaliation.

Managing Predators Act This bill gives states the authority to manage the populations of gray wolves and to determine if the wolves are endangered or threatened species. Specifically, the bill permanently removes the populations of gray wolf in Wisconsin, Michigan, Minnesota, and Wyoming from the federal endangered and threatened species list. In addition, the bill revises requirements for the gray wolf in any state other than Wisconsin, Michigan, Minnesota, and Wyoming. If the population of the gray wolf, as estimated by such state, is at or above a population goal established by the state, then the Department of the Interior may not make a determination that the wolf in such state is an endangered or threatened species.

This resolution recognizes the role of Lebanon and its institutions as historic examples of democratic values in the Middle East and expresses support for the continuation of democracy and democratic ideals in Lebanon. Further, the resolution recognizes the Lebanese Armed Forces (LAF) as the sole institution entrusted with the defense of the sovereignty of Lebanon and supports strengthening U.S. partnerships with the LAF. The resolution also expresses support for the rights of the Lebanese people, and it encourages Lebanon to combat corruption in government, execute structural reforms, and work with international financial institutions to stabilize the economy.

Separation of Powers Restoration Act of 2020 This bill modifies the scope of judicial review of agency actions to authorize courts reviewing agency actions to decide de novo (i.e., without giving deference to the agency's interpretation) all relevant questions of law, including the interpretation of (1) constitutional and statutory provisions, and (2) rules made by agencies. No law may exempt a civil action from the standard of review required by this bill except by specific reference to such provision.

Small Farm to School Act of 2020 This bill directs the Department of Agriculture (USDA) to award three-year grants to eight states or tribal organizations to provide school food authorities with an increased reimbursement for free and reduced price lunches that are comprised of locally-grown and unprocessed foods procured directly from certain agricultural producers. USDA must select at least one state or tribal organization located in each of the following regions: (1) the Mid-Atlantic Region, (2) the Midwest Region, (3) the Mountain Plains Region, (4) the Northeast Region, (5) the Southern Region, (6) the Southwest Region, and (7) the Western Region. USDA must give the highest priority to applications that propose to carry out certain projects, including projects that (1) serve a high proportion of children from socially disadvantaged backgrounds, and (2) increase the availability of locally-produced and unprocessed foods to children. Additionally, priority must be given to states or tribal organizations with a high quantity and variety of growers of local fruits and vegetables on a per capita basis, and with a demonstrated commitment to farm-to-school activities. Each state or tribal organization that receives a grant must provide, from non-federal sources, an amount equal to 100% of the awarded grant amount.

Just and Unifying Solutions To Invigorate Communities Everywhere Act of 2020 or the JUSTICE Act This bill addresses policies and issues regarding policing practices and law enforcement accountability. The bill funds state and local grants, incentivizes state and local reporting on the use of certain policing practices, creates new federal offenses for certain misconduct, establishes a commission to study the conditions affecting Black men and boys, and establishes best practices and training requirements.

Antitrust Criminal Penalty Enhancement and Reform Permanent Extension Act This bill permanently authorizes the Antitrust Criminal Penalty Enhancement and Reform Act (ACPERA) of 2004. ACPERA provides incentives (e.g., limitations on civil liability) for corporations to self-report criminal conduct to the Antitrust Division within the Department of Justice. Currently, ACPERA expires on June 22, 2020.

Small Packer Overtime and Holiday Fee Relief for COVID-19 Act of 2020 This bill requires the Department of Agriculture to reduce the fees charged to small meat, poultry, and egg processing plants for inspections that occur during overtime hours or on holidays. The bill also provides funding to implement the requirements.

This resolution expresses support for the goals and ideals of Polycystic Ovary Syndrome (PCOS) Awareness Month. PCOS is caused by a hormone imbalance. Symptoms can include infertility, weight gain, excess hair growth, and acne. It recognizes the need for further research, improved treatment and care options, and a cure for PCOS. It also acknowledges the struggles affecting all women and girls afflicted with PCOS.

Local News and Emergency Information Act of 2020 This bill expands the Paycheck Protection Program, established to support small businesses in response to COVID-19 (i.e., coronavirus disease 2019), to include certain newspaper publishers, radio stations, and television broadcasters. Specifically, such a media purveyor is eligible to receive a paycheck protection loan if (1) the individual physical location that applies for the loan does not exceed Small Business Administration size standards (up to 1,000 employees for newspaper publishers and $41.5 million in gross receipts for radio and television broadcasters); and (2) the proceeds of the loan are used to support the continued provision of local news, information, content, or emergency information. Such a recipient may not remit any portion of a paycheck protection loan to any entity other than the individual physical location that is the loan's intended recipient.

Securing and Enabling Commerce Using Remote and Electronic Notarization Act of 2020 This bill allows a notary public commissioned under state law to remotely notarize electronic records and requires recognition of notarizations performed under the laws of other states. Under the bill, a notary public may remotely notarize electronic records occurring in or affecting interstate commerce if (1) the individual and the notary public are able to electronically communicate by sight and sound simultaneously (i.e., by video chat); (2) the notary verifies the individual's identity and records the notarization; and (3) the notarization complies with other requirements, such as those relating to the attachment of a stamp or seal to the electronic record. Additionally, the bill allows a notary public to remotely notarize electronic records involving an individual located outside of the United States, subject to certain requirements. The bill also requires U.S. courts and states to recognize notarizations, including remote notarizations of electronic records, that occur in or affect interstate commerce and are performed by a notary public commissioned under the laws of other states.

Taiwan Symbols of Sovereignty (SOS) Act of 2020 This bill directs the Department of State and the Department of Defense to permit representatives from Taiwan's government and armed forces to display Taiwan's flags and military insignia at U.S. government-hosted functions. (China considers Taiwan a province of China and, as a result, the United States has an unofficial relationship with Taiwan.)

Assistance for Firms Harmed by Tariffs on Exports Act This bill provides financial assistance to companies harmed by retaliatory foreign tariffs. Specifically, it expands the Trade Adjustment Assistance for Firms program, which currently provides such assistance to companies adversely affected by competing imported goods and services. The bill authorizes companies that have seen a significant decrease in sales of exported goods or services, in whole or in part as a result of tariffs imposed by foreign countries in response to U.S. tariff increases, to petition the Department of Commerce for trade adjustment assistance.

K2 Veterans Toxic Exposure Accountability Act of 2020 This bill addresses toxic exposure of members of the Armed Forces deployed to Karshi-Khanabad (K-2) Air Base in Uzbekistan between October 1, 2001, and December 31, 2005. Specifically, the bill requires the Department of Defense (DOD) to conduct a study and report on such exposure. Based on the results of the study, the Department of Veterans Affairs (VA) must determine (1) whether a positive association exists between such exposure and the occurrence of a diagnosed illness in humans, and (2) whether a presumption of service-connection is warranted. Under a presumption of service-connection, specific conditions diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded. If the VA determines a presumption of service-connection is not warranted, notice must be published and include an explanation of the basis for the determination. The bill also requires the VA to remove previous presumptions if evidence indicates such presumption is not warranted. The bill requires the VA to establish and maintain a registry for individuals who were deployed to K-2 during the specified time frame. Finally, DOD must provide access to information upon request by the National Academies of Sciences, Engineering, and Medicine for purposes of a study regarding the effects of exposure to toxic substances at K-2.

This resolution condemns Iran's state-sponsored persecution of its Baha'i minority and its continued violation of the international covenants on human rights. Further, it calls on Iran to immediately release all imprisoned or detained Baha'is, and it urges the President and the Department of State to impose sanctions on Iranian officials and others who are responsible for serious human rights abuses, including abuses against Iran's Baha'i community.

Leveraging Information on Foreign Traffickers Act or the LIFT Act This bill requires the Department of State to ensure that the Office to Monitor and Combat Trafficking in Persons and the Bureau of Diplomatic Security receive timely and regular information regarding visa denials based on grounds related to human trafficking. The bill also extends (1) to June 30 the deadline for submission of the annual Trafficking in Persons Report, and (2) through FY2025 the survivor-led Advisory Council on Human Trafficking.

Crime Victims' Rights Act of 2020 This bill modifies provisions concerning statutory rights afforded to victims of federal criminal offenses to facilitate enforcement of those rights, including by establishing the Office of Crime Victims' Rights within the Department of Justice and adding notification requirements.

Revamping American Infrastructure Act of 2020 This bill addresses the use of performance-based standards by the Department of Transportation (DOT). Specifically, DOT must invite the public to identify DOT regulations, guidance, and policies that establish prescriptive requirements for regulated entities that can be replaced with performance-based standards; submit and implement a plan to address feedback from the public that includes a detailed plan to replace the regulations, guidance, and policies with such standards; and ensure that its regulations, guidance, and policies issued are issued as performance-based standards.

Interstate Milk Freedom Act of 2019 This bill prohibits federal regulation of the interstate traffic of unpasteurized milk or milk products packaged for direct human consumption under specified circumstances. Specifically, the prohibition applies if (1) such products would be considered adulterated or misbranded or otherwise in violation of federal law solely because they are unpasteurized; (2) the products are allowed by the state of origin to be distributed for direct human consumption by any means; (3) they are produced, packaged, and moved in compliance with the laws of such state; and (4) they are moved from the state of origin with the intent to transport them to another state that allows the distribution of such products for direct human consumption.

Lower Costs, More Cures Act of 2019 This bill establishes and modifies several requirements to address prescription drug prices under Medicare, Medicaid, and other programs. The bill generally limits payment amounts for drugs and biologics under Medicare medical services, reduces cost-sharing under the Medicare prescription drug benefit, modifies certain authorities and requirements under the Medicaid Drug Rebate Program, revises provisions relating to regulatory approval and commercial availability of generics and biosimilars, and establishes several reporting requirements for drug manufacturers with respect to drug prices.

Motorcyclist Advisory Council Reauthorization Act This bill provides statutory authority for the establishment of the Motorcyclist Advisory Council whose duties are to advise the Department of Transportation on transportation issues of concern to motorcyclists, including (1) barrier design; (2) road design, construction, and maintenance practices; and (3) the architecture and implementation of intelligent transportation system technologies.

The resolution encourages the implementation of certain measures to protect girls from abuse, including (1) increased international efforts to eliminate female genital mutilation and cutting, and (2) the widespread dissemination of surveys that measure levels of sexual violence.

Affordable Prescriptions for Patients Through Promoting Competition Act of 2019 This bill prohibits, subject to certain exceptions, the practice of product hopping, which is presumed when a drug manufacturer obtains removal of a drug from the Food and Drug Administration's approved drug list, discontinues a drug, or markets a reformulation of an already approved drug during a certain period after which the manufacturer has been notified that a competing drug manufacturer has applied for generic drug approval.

Homeland Security Counterintelligence Threat Reduction Act This bill directs the Department of Homeland Security (DHS) to take various actions related to counterintelligence activities. DHS shall establish a counterintelligence vetting task force to report to Congress recommendations to improve counterintelligence vetting for DHS programs. DHS shall also develop counterintelligence awareness training as part of an established program for collecting information about nonimmigrant foreign students and other exchange program participants. DHS shall require appropriate faculty from approved educational institutions and exchange visitor programs to participate in the training. DHS shall take various actions related to the program for collecting information about exchange program participants, such as identifying degrees and fields of study that are sensitive for homeland security and counterintelligence purposes. DHS shall notify Congress if it decides to not extend the existence of the Homeland Security Academic Advisory Council.

Taiwan Allies International Protection and Enhancement Initiative (TAIPEI) Act of 2019 This bill requires the Department of State to consult with Congress before decreasing or increasing U.S. government engagement with another nation as a result of that nation's decision to strengthen or undermine ties with Taiwan. (Taiwan is self-governing, but China considers it a renegade province and has taken actions to encourage countries and international organizations to limit or cut off relations with Taiwan.) The bill states that the U.S. government should support Taiwan in strengthening its relationships with countries around the world.
