Protect Against Conflict by Turkey Act or the PACT Act This bill imposes sanctions and various restrictions related to Turkey's military invasion of northern Syria. The President shall impose visa- and asset-blocking sanctions on specific Turkish officials connected to the invasion, including Turkey's Minister of National Defense. The Department of State shall report to the President and Congress as to (1) other Turkish officials involved with the invasion; and (2) foreign persons that knowingly provided defense articles, services, or technology to Turkey that could be used in the invasion of northern Syria. Such foreign persons shall also be subject to visa- and asset-blocking sanctions. The President shall impose financial sanctions on the large Turkish state-owned bank known as Halk Bankasi or Halkbank and on any financial institutions that the State Department determines to have knowingly facilitated significant transactions for the Turkish Armed Forces or Turkey's defense industry related to the invasion. The President shall impose sanctions on Turkey's government pursuant to the Countering America's Adversaries Through Sanctions Act. A U.S. defense article, service, or technology may not be transferred to Turkey's government if it (1) is covered under the Arms Export Control Act, and (2) may be used by Turkey in military operations in northern Syria. The President may not exercise certain emergency waiver authority related to the Arms Export Control Act in relation to this prohibition. The bill calls for reports on (1) the national security impact of the invasion and, (2) the net worth of Turkish President Tayyip Erdogan and his family.

Fair Sugar Policy Act of 2019 This bill makes several modifications to the Department of Agriculture's sugar program. Among other modifications, the bill decreases the rate for price support loans, repeals the marketing allotments, revises the administration of import quotas, and repeals the Feedstock Flexibility Program.

Fiscal State of the Nation Resolution This concurrent resolution requires the congressional budget committees to conduct an annual joint hearing to receive a presentation from the Comptroller General regarding (1) the Government Accountability Office's audit of the financial statement of the executive branch, and (2) the financial position and condition of the federal government.

Gray Wolf State Management Act of 2019 This bill requires the Department of the Interior to reissue a rule that removed protections under the Endangered Species Act of 1973 for the gray wolf populations located in the western Great Lakes (all of Wisconsin, Michigan, and Minnesota, as well as portions of North Dakota, South Dakota, Iowa, Illinois, Indiana, and Ohio). The bill expresses the sense of Congress that Native American tribes in Minnesota, Wisconsin, and Michigan are sovereign governments and retain certain rights to regulate natural resources used by their members on tribal lands and public lands on reservations. In addition, the bill urges Minnesota, Wisconsin, and Michigan to consult early and fully with each affected tribal government when drafting state wolf management plans.

Bankruptcy Venue Reform Act of 2019 This bill limits where a non-individual debtor (e.g., a corporate debtor) may file for chapter 11 bankruptcy. Specifically, these debtors must file in the district court for the district in which the principal place of business or principal assets of the debtor are located. Under current law, these debtors may also file where they are domiciled (i.e., incorporated) or where there is a chapter 11 case pending concerning an affiliate, general partner, or partnership. For certain debtors who are issuers of securities, their principal place of business is defined in the bill as the address of the entity's principal executive office as provided in specified Securities and Exchange Commission filings.

Engineering Biology Research and Development Act of 2019 This bill directs the Office of Science and Technology Policy (OSTP) to implement a National Engineering Biology Research and Development Initiative; the OSTP to designate an interagency committee to coordinate the initiative; the OSTP to designate or establish an advisory committee on engineering biology research and development; the National Science Foundation (NSF) to convene a workshop related to engineering biology research and development; and the NSF and certain other federal agencies, including the National Aeronautics and Space Administration (NASA), to carry out specified research activities as part of the initiative.

Puppies Assisting Wounded Servicemembers for Veterans Therapy Act or the PAWS for Veterans Therapy Act This bill requires the Department of Veterans Affairs to implement a pilot program to assess the effectiveness of addressing post-deployment mental health and post-traumatic stress disorder through a method where veterans train service dogs for veterans with disabilities.

This concurrent resolution recognizes the 35th anniversary of the Mexico City policy, which prohibits foreign nongovernmental organizations that receive U.S. global-health assistance from performing or promoting abortion as a method of family planning. The resolution expresses support for the codification of this policy in U.S. law.

Regulations From the Executive in Need of Scrutiny Act of 2019 This bill revises provisions relating to congressional review of agency rulemaking. Specifically, the bill establishes a congressional approval process for a major rule. A major rule may only take effect if Congress approves of the rule. A major rule is a rule that results in (1) an annual effect on the economy of $100 million or more; (2) a major increase in costs or prices for consumers, individual industries, government agencies, or geographic regions; or (3) significant adverse effects on competition, employment, investment, productivity, innovation, or the ability of U.S.-based enterprises to compete with foreign-based enterprises. In addition, the bill establishes a congressional disapproval process for a nonmajor rule. A nonmajor rule may only take effect if Congress does not disapprove of the rule.

Justice for Victims of Sanctuary Cities Act of 2019 This bill provides a private right of action against state and local jurisdictions with certain policies that limit cooperation with federal immigration enforcement efforts, and contains additional provisions related to such jurisdictions. Currently, such cooperation is generally not required. An individual (or certain relatives of such an individual) who is the victim of any felony for which an alien has been arrested, convicted, or sentenced to a prison term of at least one year may sue a state or local jurisdiction if the jurisdiction failed to comply with (1) certain Department of Homeland Security (DHS) requests related to arresting and detaining aliens, and (2) a DHS request to detain the alien in question or provide a notification about the release of the alien. A jurisdiction that accepts certain federal grants may not assert immunity in such a civil action. A jurisdiction (or employee of a jurisdiction) that complies with certain DHS detainer requests shall be deemed to be acting as an agent of DHS. A complying jurisdiction or employee of the jurisdiction shall not be liable in any lawsuit relating to compliance with such requests. In a lawsuit against an employee of the jurisdiction, the United States shall be substituted in as the defendant, and remedies shall be limited to provisions for bringing tort claims against the federal government.

This resolution commends the Global Fund to Fight AIDS and its partners for their contributions to ending the epidemics of AIDS, tuberculosis, and malaria. The resolution also affirms previous U.S. commitments to provide 33% of the fund's budget, including for the Sixth Global Fund Replenishment, as demonstrated by legislation passed by the House of Representatives.

Preventing Online Sales of E-Cigarettes to Children Act This bill revises requirements regarding the sale and delivery of electronic nicotine delivery systems (e.g., e-cigarettes, e-hookah, e-cigars, and vape pens). Specifically, the bill subjects the sale and delivery of these systems to certain requirements, including tax, licensing, and labeling requirements; prohibits the sale and delivery of these systems to anyone under the legal age to purchase tobacco products; and requires the U.S. Postal Service to implement regulations to prohibit the mailing of these systems. The bill does not apply to products approved by the Food and Drug Administration for tobacco cessation or any other therapeutic purposes.

This resolution calls on the President and the Department of State to (1) make the repeal of blasphemy, heresy, and apostasy laws a priority in bilateral relationships between the United States and countries that have such laws; (2) designate countries that enforce such laws as countries of particular concern for religious freedom; and (3) oppose efforts by the United Nations to implement an international anti-blasphemy norm. The resolution also calls on the governments of countries that enforce such laws to amend or repeal them and to release anyone imprisoned pursuant to them.

Support Technology and Research for Our Nation's Growth and Economic Resilience Patents Act of 2019 or the STRONGER Patents Act of 2019 This bill makes several patent-related changes, including with respect to how the U.S. Patent and Trademark Office (USPTO) conducts administrative patent validity reviews. When deciding inter partes reviews (IPRs) and post-grant reviews (PGRs), the USPTO's Patent Trial and Appeal Board (PTAB) shall give patent claim terms their ordinary and customary meanings as understood by a person of ordinary skill in the relevant art (the same standard used in court). If a court has already construed a patent claim, the USPTO shall consider that construction. The bill makes various changes relating to such proceedings, such as by (1) raising the burden of proof to invalidate a patent claim; (2) establishing that a challenged patent claim is presumed valid; (3) imposing standing requirements as to who may file an IPR or PGR, where none currently exist except for some timing requirements; (4) restricting when multiple challenges may be filed against the same patent; and (5) limiting IPRs and PGRs when a court or the International Trade Commission has ruled on the obviousness or novelty of the same patent claims. This bill also (1) makes it easier to get an injunction after a court finding of the infringement of a valid patent, by a presumption that further infringement would cause irreparable injury and the remedies available at law are inadequate; (2) authorizes the USPTO to keep and spend the fees that it collects; and (3) makes bad faith patent demand letters an unfair or deceptive act in violation of the Federal Trade Commission Act.

Federal Prohibition of Female Genital Mutilation Act of 2019 This bill modifies the general prohibition on female genital mutilation. Specifically, the bill prohibits this conduct when it occurs in or affects interstate or foreign commerce. (A 2018 court ruling held the criminal offense of female genital mutilation to be unconstitutional because the statute did not include any jurisdictional elements, such as a requirement that the charged offense have a connection to or effect on interstate commerce.)

Increasing and Mobilizing Partnerships to Achieve Commercialization of Technologies for Energy Act or the IMPACT for Energy Act This bill requires the Department of Energy to establish a nonprofit corporation named the IMPACT for Energy Foundation to channel private sector investment into commercial innovative technologies in energy. The foundation may establish one or more for-profit subsidiaries, including an impact investment fund to (1) stimulate economic development activities, and (2) attract for-profit investment partners for technology translation and commercialization activities.

Improve Well-Being for Veterans Act This bill requires the Department of Veterans Affairs (VA) to award grants for a period of three years to eligible entities for the provision of suicide prevention services to veterans and their families. Under the bill, eligible entities include tribally designated housing entities, community-based organizations, and other private entities that meet certain requirements. Entities must submit an application to receive financial assistance that includes a description of the services they propose to provide, among other elements. The bill requires the VA to equitably distribute grants across geographic regions and areas with the most need. Additionally, the VA shall give preference to entities that are experienced in providing suicide prevention services. Entities receiving funding must notify service recipients that funding is wholly or partially from the VA.

Functional Gastrointestinal and Motility Disorders Research Enhancement Act of 2019 This bill allows the National Institutes of Health to expand, intensify, and coordinate its activities with respect to functional gastrointestinal and motility disorders (FGIMDs), including by expanding basic and clinical research into FGIMDs by implementing the research recommendations of the National Commission on Digestive Diseases, providing support for the establishment of centers of excellence on FGIMDs, supporting innovative approaches to educating health care providers and patients regarding strategies that improve patient-provider relationships and care, directing the National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) to provide the necessary funding for the continued expansion and advancement of the FGIMDs research portfolio, and directing NIDDK and the Eunice Kennedy Shriver National Institute of Child Health and Human Development to expand research into FGIMDs that impact children. The Department of Health and Human Services may engage in public awareness and education activities to increase understanding and recognition of FGIMDs.

75th Anniversary of the End of World War II Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 coins, 500,000 $1 coins, and 750,000 half-dollar coins in commemoration of the 75th anniversary of the end of World War II. The coins shall be emblematic of the sacrifices made by millions of people of the United States 75 years ago in bringing an end to World War II. The design on each coin shall represent the World War II Victory Medal, which was awarded to all 16 million U.S. military personnel who served from December 7, 1941, to December 31, 1946. The bill requires all sales of such coins include specified surcharges, which shall be paid by Treasury to the congressionally designated National WWII Museum to fund its educational mission of telling the story of the U.S. experience in World War II.

Improving Seniors' Timely Access to Care Act of 2019 This bill establishes several prohibitions, requirements, and standards relating to prior authorization processes under Medicare Advantage (MA) plans. Specifically, the bill prohibits MA plans from instituting additional prior authorization requirements for surgeries (including related items) that are furnished to a patient during other surgeries for which prior authorization was not required or was already received. Additionally, MA plans must (1) establish an electronic prior authorization program that meets specified standards, including the ability to provide real-time decisions in response to requests for items and services that are routinely approved; (2) annually publish specified prior authorization information, including the percentage of requests approved and the average response time; and (3) meet other standards, as set by the Centers for Medicare & Medicaid Services, relating to the quality and timeliness of prior authorization determinations.

Stopping Overdoses of Fentanyl Analogues Act This bill adds five fentanyl analogues and the entire category of fentanyl-related substances to schedule I of the Controlled Substances Act. A schedule I controlled substance is a drug, substance, or chemical that has a high potential for abuse; has no currently accepted medical value; and is subject to regulatory controls and administrative, civil, and criminal penalties under the Controlled Substances Act.

Eastern Mediterranean Security and Energy Partnership Act of 2019 This bill authorizes the Department of State to enter into cooperative agreements to enhance cooperation on energy matters between the United States and Israel, Greece, and Cyprus. The Department of Energy may establish a joint U.S.-Eastern Mediterranean Energy Center in the United States to further dialogue and academic cooperation in energy innovation technology, water science, and technology transfer. An existing ban on transferring defense articles and services on the U.S. Munitions List to Cyprus is modified to allow for such transfers if Cyprus is the end user of the articles or services. Specifically, the State Department shall not deny exports, reexports or transfers of defense articles and services to or from Cyprus if the request is made by or on behalf of Cyprus and if Cyprus is the end user of such articles or services. No funds may be obligated or expended to facilitate the transfer of an F-35 aircraft (or to provide any related items or data) to Turkey unless the President certifies to Congress that Turkey does not plan to accept delivery of the S-400 air defense system from Russia. The State Department shall report on (1) a strategy for enhancing security and energy cooperation with Eastern Mediterranean countries, (2) malign Russian influence in the region, and (3) violations of Cyprus's exclusive economic zone and Greece's sovereign territory in the Aegean Sea.

Processing Revival and Intrastate Meat Exemption Act or the PRIME Act This bill expands the exemption of custom slaughtering of animals from federal inspection requirements. Under current law, the exemption applies if the meat is slaughtered for personal, household, guest, and employee uses. The bill expands the exemption to include meat that is slaughtered and prepared at a custom slaughter facility in accordance with the laws of the state where the facility is located; and prepared exclusively for distribution to household consumers in the state or restaurants, hotels, boarding houses, grocery stores, or other establishments in the state that either prepare meals served directly to consumers or offer meat and food products for sale directly to consumers in the state. The bill does not preempt any state law concerning (1) the slaughter of animals or the preparation of carcasses, parts thereof, meat and meat food products at a custom slaughter facility; or (2) the sale of meat or meat food products.

DUE PROCESS Act of 2019 or the Deterring Undue Enforcement by Protecting Rights Of Citizens from Excessive Searches and Seizures Act of 2019 This bill makes various changes to procedures governing federal civil forfeiture cases, including by raising the evidentiary standard that applies to them. It also requires the Department of Justice to create a database of and annually audit federal civil forfeiture cases.

Our Obligation to Recognize American Heroes (OORAH) Act of 2019 This bill authorizes jurisdiction over certain Iranian assets so that judgments against Iran for the 1983 bombing of the U.S. Marine barracks in Beirut, Lebanon, may be collected by the victims' families. Specifically, the bill establishes personal jurisdiction for the U.S. District Court for the Southern District of New York over Iranian funds held outside the United States by any foreign securities intermediary.

Protecting Home Oxygen and Medical Equipment Act of 2019 or the Protecting HOME Act of 2019 This bill requires the Centers for Medicare & Medicaid Services to apply specified payment adjustments for durable medical equipment under Medicare. The bill also excludes the creation of separate payment classes and monthly payment rates for oxygen items under Medicare from certain budget neutrality requirements.

Veterinary Medicine Loan Repayment Program Enhancement Act This bill modifies the requirements for calculating taxable income to exclude from gross income payments under the federal veterinary medicine loan repayment program or any state loan repayment or forgiveness program that is intended to provide for increased access to veterinary services in such state.

Lowering Prescription Drug Costs and Extending Community Health Centers and Other Public Health Priorities Act This bill addresses prescription drugs and extends several health care, research, and workforce programs. Currently, a generic drug manufacturer is awarded 180 days of exclusivity on the market if it is the first applicant to file an application with the Food and Drug Administration (FDA), and the exclusivity period begins upon the first applicant's commercial marketing. The bill authorizes the FDA to approve a subsequent generic drug application prior to the first applicant's first date of commercial marketing if certain conditions are met. The bill prohibits a brand-name, generic, or biosimilar drug manufacturer from entering into certain agreements to resolve or settle a patent infringement claim in connection with the sale of a drug or biological product. Such an agreement, with specified exclusions, is a violation of the bill if the filer of the subsequent generic application receives something of value and agrees to limit or forego research, development, manufacturing, marketing, or sales of the generic drug or biological product. The developer of a drug or biological product, such as a generic or biosimilar version of a drug, may bring a civil action against the license holder of an approved drug if the holder has declined to make available sufficient quantities of the approved drug for the developer's testing. The bill also extends several health care, research, and workforce programs, including the National Health Service Corps, through FY2020.

Intelligence Budget Transparency Act of 2019 This bill requires the President's annual budget to include the total amount proposed for intelligence or intelligence related activities of each element of the government engaged in these activities in the fiscal year for which the budget is submitted. The budget must also include the estimated appropriation required for these activities for each of the next four fiscal years.

529 Opening Paths To Invest in Our Nation's Students Act or the 529 OPTIONS Act This bill allows tax-free distributions from qualified tuition programs (known as 529 plans) to be used for certain expenses associated with registered apprenticeship programs. The bill expands the definition of "qualified higher education expenses" for which tax-free distributions are allowed to include (1) books, supplies, and equipment required for the enrollment or attendance of a designated beneficiary in an apprenticeship program registered and certified with the Department of Labor; (2) child care at a licensed day care center, and transportation, in connection with such enrollment or attendance; and (3) costs associated with obtaining an industry certification or other credential in connection with an apprenticeship program.

National Strategic and Critical Minerals Production Act This bill addresses the mine permitting process. Under the bill, projects that provide minerals vital to job creation, energy infrastructure, coastal resilience and restoration, American economic competitiveness, and national security must be considered to be infrastructure projects as described in Executive Order 13807, titled Establishing Discipline and Accountability in the Environmental Review and Permitting Process for Infrastructure Projects and dated August 15, 2017. This order directed federal agencies to ensure that the environmental review and permitting process for infrastructure is coordinated, predictable, and transparent. The bill sets forth general requirements for an existing mineral exploration or mine permit application. The Bureau of Land Management (BLM) or the Forest Service shall appoint a project lead for the mine permitting process to coordinate with other agencies to ensure that the agencies minimize delays, set and adhere to timelines for completion of the permitting process, set clear permitting goals, and track progress against goals. The requirements of the National Environmental Policy Act of 1969 are satisfied if the BLM or the Forest Service determines that the agency issuing the permit will address specified factors, such as environmental impact, alternatives to issuance of the permit, or any irreversible and irretrievable commitment of resources that would be involved in the proposed action. Projects on National Forest System land shall be exempt from regulations that prohibit timber tree cutting and road construction in areas without roads.

Food and Fuel Consumer Protection Act of 2019 This bill revises the renewable fuel program, which requires transportation fuel to contain a minimum volume of renewable fuel. The Environmental Protection Agency must cap the total volume of ethanol blended into the transportation fuel supply at 9.7% of projected gasoline demand as determined by the Energy Information Administration.

Ski Area Fee Retention Act This bill establishes the Ski Area Fee Retention Account. A specified portion of rental charges for ski area permits on a Forest Service unit shall be deposited in such account. Amounts in the fund shall be available to the unit for expenditure without further appropriation for ski area administration, improvements, visitor services, and leasing of administrative sites. Funds may be reallocated only if the rental charges collected exceed the reasonable needs of the unit.

Copyright Alternative in Small-Claims Enforcement Act of 2019 or the CASE Act of 2019 This bill creates the Copyright Claims Board, a body within the U.S. Copyright Office, to decide copyright disputes. Damages awarded by the board are capped at $30,000. Participation in board proceedings is voluntary with an opt-out procedure for defendants, and parties may choose instead to have a dispute heard in court. If the parties agree to have their dispute heard by the board, they shall forego the right to be heard before a court and the right to a jury trial. Board proceedings shall have no effect on class actions. The board shall be authorized to hear copyright infringement claims, actions for a declaration of noninfringement, claims that a party knowingly sent false takedown notices, and related counterclaims. The bill provides for various procedures, including with respect to requests for information from the other party and requests for the board to reconsider a decision. The board may issue monetary awards based on actual or statutory damages. The parties shall bear their own attorneys' fees and costs except where there is bad faith misconduct. A board's final determination precludes relitigating the claims in court or at the board. Parties may challenge a board decision in federal district court only if (1) the decision was a result of fraud, corruption, or other misconduct; (2) the board exceeded its authority or failed to render a final determination; or (3) in a default ruling or failure to prosecute, the default or failure was excusable.

Safe Routes Act of 2019 This bill directs the Department of Transportation to waive vehicle weight limits for covered logging vehicles. The term "covered logging vehicle' means a vehicle that (1) is transporting raw or unfinished forest products, including logs, pulpwood, biomass, or wood chips; (2) is traveling a distance not greater than 150 air miles from origin to a storage or processing facility; and (3) meets state legal weight tolerances and vehicle configurations for transporting raw or unfinished forest products within the state boundaries in which the vehicle is operating.

This resolution (1) expresses support for the designation of Motorcycle Safety Awareness Month, (2) recognizes the contribution of motorcycles to the transportation mix, (3) encourages motorcycle awareness by all road users, (4) recognizes that motorcyclists have a right to the road and that all motorists should safely share the roadways, (5) encourages rider education and training for safe motorcycle operation, and (6) supports the goals of Motorcycle Safety Awareness Month.
