Children's Fruit and Vegetable Act of 2009 - Amends the Richard B. Russell National School Lunch Act to direct the Secretary of Agriculture to: (1) promote the use of salad or fruit and vegetable bars in schools participating in the school lunch program; (2) provide training and technical assistance to states and schools on how to do so; and (3) provide grants to states for a one-time payment to schools for the cost of setting up and operating salad or fruit and vegetable bars. Directs the Secretary to identify and remove barriers to the equitable purchase of fruits and vegetables within the Secretary's procurement and distribution systems. Authorizes the Secretary to use administrative funds under the Act's fresh fruit and vegetable program to provide program participants with technical assistance and national and regional training conferences that emphasize best practices. Directs the Secretary, within two years of receiving the findings of the National Academy of Sciences' review of the National School Lunch and School Breakfast Program Meal Patterns and Nutrient Standards, to promulgate a final rule updating the nutrition standards and meal requirements for school meal programs so they are consistent with such findings. Requires the Secretary to allocate funds to states, in proportion to each state's administrative expense allocation under the school lunch and breakfast programs, so they can award competitive grants to school food authorities for the equipment needed to prepare, process, and store food for the school lunch program. Directs the Secretary to provide competitive matching grants and technical assistance to schools and nonprofit entities to carry out farm-to-school programs that improve the access of school lunch and breakfast program participants to local foods.

School Principal Recruitment and Training Act of 2009 - Amends the Elementary and Secondary Education Act of 1965 to direct the Secretary of Education to award renewable five-year matching grants to local educational agencies (LEAs) and certain educational or nonprofit entities that partner with LEAs to recruit, support, and train principals for service in high-need schools. Requires grantees to: (1) recruit, select, and provide training to individuals who are or aspire to be principals in high-need schools, agree to serve for at least four years in such schools, and work to ensure that student academic achievement in their schools improves substantially within three to six years; (2) provide aspiring principals with a pre-service residency for at least one year that focuses on instructional leadership and organizational management and is followed by ongoing training for at least two years after their residency ends and school leadership begins; and (3) deliver high-quality, differentiated, school-level support services that meet the specific needs of high-need schools led by individuals that are receiving or have received training pursuant to this Act. Directs the Secretary to award a grant to one or more research groups to develop a high-quality evaluation and information clearinghouse system to facilitate the sharing of best practices and inform: (1) the recruitment, selection, and training of principals for high-need schools; (2) the development of principal effectiveness standards; and (3) the development of system-wide supports and policies that foster school and principal actions identified as most often differentiating the most dramatically improved schools from others.

Compassionate Care for Servicewomen Act - Requires emergency contraception in drug form to be included on the basic core formulary of the uniform formulary of pharmaceutical agents for the pharmacy benefits program of the Department of Defense. Allows emergency contraception in other-than-drug form to also be so included. States that prior authorization shall not be required for such contraception.

Minority Diabetes Initiative Act - Amends the Public Health Service Act to allow the Secretary of Health and Human Services (HHS) to make grants to public and nonprofit private health care providers to provide treatment for diabetes in minority communities. Requires the Secretary to ensure that such grants cover a variety of diabetes-related health care services, including routine care for diabetic patients, public education on diabetes prevention and control, eye care, foot care, and treatment for kidney disease and other complications of diabetes.

Freedom from Discrimination in Credit Act of 2009 - Amends the Equal Credit Opportunity Act to prohibit discrimination on account of sexual orientation or gender identity when extending credit. Defines: (1) "gender identity" as the gender-related identity, appearance, or mannerisms or other gender-related characteristics of an individual with or without regard to the individual's designated sex at birth; (2) "person" as a natural person, corporation, government or governmental subdivision or agency, trust, estate, partnership, cooperative, or association; and (3) "sexual orientation" as homosexuality, heterosexuality, or bisexuality.

Expresses the sense of the House of Representatives that: (1) the guidelines of the United States Preventive Services Task Force would not prohibit an insurer from providing coverage for mammography services in addition to those recommended by the Task Force and should not be used by insurers to deny coverage for services that are not recommended on a routine basis; and (2) the National Cancer Institute should continue to invest and provide leadership regarding research to develop more effective breast cancer screening tools and strategies.

Enhancing Livability for All Americans Act of 2009 - Establishes within the Office of the Secretary of Transportation an Office of Livability. Requires the Office Director to establish a program to award competitive grants to eligible entities to assist: (1) capital investments in surface transportation projects with a significant impact on enhancing the livability in a region, metropolitan area, community, or neighborhood; and (2) communities in developing strategic growth plans that provide a vision and goals for development over a minimum 20-year period and integrate long-term innovative transportation and land use planning. Requires priority be given to: (1) investment projects that increase the number of transportation options, improve access to housing, jobs, and services, and reduce greenhouse gas; and (2) innovative planning applicants who have proposed strategic growth plans for communities with transportation systems characterized by poor access to job centers and schools, limited transportation options for residents, and significant traffic congestion. Requires the Director to: (1) develop statistical and analytical capabilities to ascertain specified transportation data; and (2) collaborate with other federal agencies to carry out activities that promote the development of livable communities, increase transportation choices, and improve the environment, public health, and quality of life.

Mechanical Insulation Installation Incentive Act of 2009 - Amends the Internal Revenue Code to allow a tax deduction for a specified percentage of the cost, including labor costs, of installing and maintaining mechanical insulation property. Defines "mechanical insulation property" as insulation materials, facings, and accessory products placed in service in connection with a mechanical system which is utilized for thermal, acoustical, and personnel safety requirements for mechanical piping and equipment, hot and cold applications, and heating, venting and air conditioning applications which can be used in a variety of facilities.

Ensuring All Students Year-round (EASY) Access to Meals and Snacks Act - Amends the Richard B. Russell National School Lunch Act to reimburse private nonprofit and local government service institutions (other than public schools) under the school lunch program for up to one meal and one snack per child each day during after-school hours, weekends, and school holidays during the regular school calendar. (Currently, such institutions are reimbursed for meals and snacks served to children over the summer months or to children who are on vacation under a continuous school calendar.)

Preventing Harmful Restraint and Seclusion in Schools Act - Directs the Secretary of Education (Secretary) to establish minimum standards that: (1) prohibit elementary and secondary school personnel from managing any student by using any mechanical or chemical restraint, physical restraint or escort that restricts breathing, or aversive behavioral intervention that compromises student health and safety; (2) prohibit such personnel from using physical restraint or seclusion, unless such measures are required to eliminate an imminent danger of physical injury to the student or others and certain precautions are taken; (3) require states and local educational agencies (LEAs) to ensure that a sufficient number of school personnel receive state-approved training and certification in first aid and certain safe and effective student management techniques; (4) prohibit physical restraint or seclusion from being written into a student's education plan, individual safety plan, behavioral plan, or individual education program as a planned intervention; and (5) require schools to establish procedures to notify parents in a timely manner if physical restraint or seclusion is imposed on their child. Authorizes the Secretary to award grants to states and, through them, competitive subgrants to LEAs to: (1) establish, implement, and enforce policies and procedures to meet such standards; (2) improve their capacity to collect and analyze data related to physical restraint and seclusion; and (3) implement school-wide positive behavior supports. Directs the Secretary to conduct a national assessment of this Act's effectiveness. Gives Protection and Advocacy Systems the authority provided under the Developmental Disabilities Assistance and Bill of Rights Act of 2000 to investigate, monitor, and enforce this Act's protections for students. Directs the Secretary of Health and Human Services to establish standards for Head Start agencies that are consistent with the minimum standards for the management of elementary and secondary school students. Authorizes the Secretary to allocate funds to the Secretary of Health and Human Services to assist Head Start agencies in establishing, implementing, and enforcing policies and procedures to meet such standards.

Comprehensive Water Resource Development Act - Authorizes the Secretary of the Army to establish a program to provide design and construction assistance to non-federal interests for water-related environmental infrastructure, resource protection and development, flood damage reduction, and ecosystem restoration projects in Pennsylvania.

Clean Air and Water Investment Act of 2009 - Amends the Internal Revenue Code to include air and water pollution control facilities among the projects for which tax-exempt facility bonds may be issued. Defines such facilities as any property: (1) to be used to abate or control water or atmospheric pollution or contamination by removing, altering, disposing, or storing pollutants, contaminants, wastes, or heat; (2) which is either land or of a character subject to the allowance for depreciation; and (3) that a federal, state, or local agency has certified is designed for abating or controlling atmospheric or water pollution or for meeting local requirements for controlling such pollution. Provides that a water pollution control facility includes the necessary intercepting sewers, pumping, power, and other equipment, and their appurtenances. Makes this Act applicable to bonds issued after December 31, 2008.

Green Infrastructure for Clean Water Act of 2009 - Requires the Administrator of the Environmental Protection Agency (EPA) to make competitive grants to eligible higher education institutions and research institutions to establish and maintain between three and five centers of excellence for green infrastructure. Defines "green infrastructure" as a stormwater management technique that preserves, restores, enhances, or mimics natural hydrology. Establishes the duties of each center, including: (1) researching green infrastructure; (2) developing manuals and setting industry standards on best management practices relating to state, local, and commercial green infrastructure; (3) providing information about its research and manuals to the national electronic clearinghouse center; (4) providing technical assistance and training on green infrastructure; and (5) evaluating regulatory and policy issues about green infrastructure. Requires one of the centers to be designated as the national electronic clearinghouse center, which shall, in addition to its other duties, operate a website and a public database on green infrastructure. Requires the Administrator to make competitive grants to eligible entities that manage stormwater, water resources, or waste water resources to: (1) plan and design and install green infrastructure projects; (2) develop standards and revisions to local zoning, building, or other local codes necessary to accommodate such projects; (3) develop fee structures to provide financial support for green infrastructure; (4) develop training and educational materials about green infrastructure; (5) develop and implement a green infrastructure portfolio standard program; (6) monitor and evaluate the environmental, economic, or social benefits of green infrastructure; and (7) implement a best practices standard for a green infrastructure program. Requires the Administrator to give priority to applications from: (1) a community that has combined storm and sanitary sewers in its collection system or is low-income or disadvantaged; or (2) an eligible entity that will use 10% of the grant for a low-income or disadvantaged community. Requires the Administrator to: (1) establish within EPA's Office of Water a green infrastructure program to coordinate and promote the use of green infrastructure and to integrate green infrastructure into the permitting programs; (2) direct each EPA regional office to develop a program to promote and integrate the use of green infrastructure within the region; (3) create a green infrastructure compliance assistance center; and (4) establish measurable goals, to be known as the green infrastructure portfolio standard, to increase the percentage of annual water managed by eligible entities that uses green infrastructure.

Brownfield Cleanup Enhancement Act - Amends the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 to authorize appropriations for FY2010 and each fiscal year thereafter for: (1) the brownfield site characterization and assessment grant program and for grants and loans for brownfield remediation; and (2) state and Indian tribe brownfield sites response programs.

Shortening Hours and Retaining Employees Credit Act of 2009 or the SHARE Credit Act of 2009 - Amends the Internal Revenue Code to allow employers a refundable tax credit for wage subsidies paid to employees whose hours are reduced in accordance with a qualified work share program (i.e., a written employer plan under which employees work fewer hours without a reduction in pay). Limits the amount of such credit to the lesser of $3,000 per employee or 10% of the wages for periods in which an employee's hours are reduced under a work share program.

Algae-based Renewable Fuel Promotion Act of 2009 - Amends the Internal Revenue Code to: (1) expand the definition of cellulosic biofuel to include algae-based biofuel for purposes of the cellulosic biofuel producer tax credit; and (2) allow accelerated depreciation of property used to produce algae-based biofuel. Defines "algae-based biofuel" as any liquid fuel which is produced from the biomass of an algal organism (i.e., an organism that is primarily aquatic and classified as a non-vascular plant).

FVPSA Reauthorization Act of 2009 - Revises requirements for and reauthorizes the Family Violence Prevention and Services Act at increased levels for FY2010-FY2014. Directs the Secretary of Health and Human Services (HHS) to establish grant programs for: (1) specialized services for abused parents and their children; (2) domestic violence prevention enhancement and leadership through alliances; and (3) enhancement of culturally competent services for adult and youth victims of domestic violence from racial and ethnic minority groups.

Disaster Assistance Reform Act of 2009 - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to direct the President to provide assistance under such Act to an individual or household adversely affected by a major disaster if: (1) such individual or household resides in a county included in a request for a major disaster declaration made by the governor of a state; (2) such state is contiguous to a state for which a major disaster has been declared; and (3) certain counties in each state have comparable damage estimates. Sets forth criteria for determining whether damage estimates are comparable.

Conflict Minerals Trade Act - States that it is U.S. policy to promote peace in the eastern Democratic Republic of the Congo by supporting efforts of the government of the Democratic Republic of the Congo, other governments in the Great Lakes Region of Africa, and the international community to: (1) stop commercial activities involving the natural resources of the Democratic Republic of the Congo that contribute to armed groups and human rights violations in the Democratic Republic of the Congo; and (2) develop stronger governance and economic institutions to improve transparency in the cross-border trade of natural resources in order to reduce exploitation by armed groups and promote local and regional development. Directs the Secretary of State to: (1) produce a Congo Conflict Minerals Map of mineral-rich zones and areas under the control of armed groups in the Democratic Republic of the Congo; and (2) submit a related report to the appropriate congressional committees. Directs the Secretary and the Secretary of Commerce to provide guidance to commercial entities seeking to exercise due diligence to ensure that conflict minerals used in their products do not finance armed conflict, result in labor or human rights violations, or damage the environment. Directs the Secretary to: (1) submit a strategy to the appropriate congressional committees addressing linkages between human rights abuses, armed groups, and the mining of conflict minerals; (2) ensure that the annual Country Reports on Human Rights Practices relating to the Democratic Republic of the Congo or countries that share a border with the Democratic Republic of the Congo include a description of instances where the extraction and cross-border trade in conflict minerals has negatively affected human rights conditions; and (3) include in the annual report to the Organization for Economic Co-operation and Development Investment Committee a description of efforts to ensure that enterprises under U.S. jurisdiction are exercising diligence to ensure that their purchases of minerals or metals are not originating from mines and trading routes that are used to finance armed groups in the Democratic Republic of the Congo. Expresses the sense of Congress that the Administrator of the United States Agency for International Development (USAID) should expand programs to assist communities in the eastern Democratic Republic of the Congo whose livelihoods depend on the mineral trade. Directs the Secretary of Commerce to annually publish in the Federal Register a list of articles specified in the Harmonized Tariff Schedule of the United States that should be identified as likely containing conflict minerals. Requires importers of articles specified in the Harmonized Tariff Schedule of the United States that are included on the potential conflict goods list to certify on the importer's Customs declaration that such articles contain conflict minerals or are conflict mineral free. Sets forth: (1) penalties relating to the introduction of goods that contain conflict minerals into the United States; and (2) events that must prior to the expiration of this Act's provisions.

Expresses the sense of the House of Representatives that: (1) aviators who were shot down over or otherwise forced to land in hostile territory yet evaded enemy capture, or were captured but subsequently escaped to return to their units and resume their service to the United States, should be recognized for their extraordinary service; and (2) the Secretaries of the military departments should consider these aviators for appropriate recognition within their branch of the Armed Forces.

Recognizes the International Day for the Abolition of Slavery and the 60th anniversary of the adoption by the U.N. General Assembly of the Convention for the Suppression of the Traffic in Persons and of the Exploitation of the Prostitution of Others. Encourages member states of the United Nations and international organizations to devote additional resources to prosecute persons engaged in human trafficking and to dismantle related criminal enterprises. Commends the Frederick Douglass Family Foundation for preserving the legacy of Frederick Douglass by continuing his struggle for freedom for all persons and seeking to abolish all forms of modern-day slavery and trafficking in persons. Encourages the people of the United States to observe the International Day for the Abolition of Slavery by participating in activities designed to heighten public awareness of the prevalence of human trafficking and commends the example of children engaged in such projects at the following schools: Brentwood School of Los Angeles, California; Las Vegas Area School of Las Vegas, Nevada; North Lawndale College Preparatory Charter High School of Chicago, Illinois; Booker T. Washington High School of Atlanta, Georgia; Roosevelt Middle School of New Bedford, Massachusetts; New Era Academy of Baltimore, Maryland; Edmund Burke School of Washington, DC; Frederick Douglass Academy IV and the United Nations International School of New York, New York; and Wilson Foundation Academy of Rochester, New York.

Energy Efficiency Modernization Act of 2009 - Directs the Secretary of Housing and Urban Development (HUD) to make: (1) payments (green dividends) to owners of assisted multifamily rental housing projects who undertake utility cost-saving measures; and (2) loans funded from residual receipts to owners of assisted multifamily rental housing projects for undertaking green retrofit measures for such projects. Directs the Comptroller General to conduct a study and report to Congress on the benefits of a federal statutory exemption from compliance with state and local building codes to enable and encourage the construction and installation in assisted multifamily rental housing projects of distributive energy generation and water efficiency measures. Requires owners of assisted multifamily rental housing projects to report to the Secretary on consumption of electricity, water, gas, and other utilities by such projects.

Expresses support for: (1) the goals and ideals of National Diabetes Month; and (2) decreasing the prevalence of diabetes, developing better treatments, and working toward an eventual cure for type I and type II diabetes through increased research, treatment, and prevention. Recognizes the importance of early detection of diabetes and awareness of the symptoms of diabetes and risk factors for type II diabetes.

Fort Hood Families Benefits Protection Act - Treats members of the Armed Forces and civilian employees of the Department of Defense (DOD) who were killed or wounded in the shootings at Fort Hood, Texas, as members killed or wounded in a combat zone or civilian employees killed or wounded in a terrorist attack or while serving in a contingency operation, respectively, for purposes of specified laws, regulations, and policies concerning compensation, awards, and other benefits for which such members and employees are eligible. Provides the maximum amount of coverage ($400,000) under Servicemembers' Group Life Insurance for any member killed in such shootings, as well as any member who dies of wounds sustained in the shootings, notwithstanding that the member elected to be insured in a lesser amount. Excludes from the above provisions members whose wounds or death is the result of willful misconduct.

Amends the Internal Revenue Code to revise the income and excise tax credits for biodiesel used as fuel to: (1) allow a $1.00 tax credit for each gallon of biodiesel produced; (2) provide for an increased income tax credit for small biodiesel producers; (3) revise the definitions of "biodiesel" and "small biodiesel producer"; (4) treat renewable diesel in the same manner as biodiesel for income tax purposes; and (5) treat biodiesel as a taxable fuel for excise tax purposes. Extends the biodiesel income and excise tax credits through December 31, 2014.

Veterans' Health and Radiation Safety Act - Requires the Secretary of Veterans Affairs to to report annually to Congress on the low-volume (treating 100 patients or fewer) programs at each medical facility of the Department of Veterans Affairs (VA). Directs the Secretary to ensure that all employees at a VA hospital where radioactive isotopes are used in the administration of medical services receive appropriate training on what constitutes a medical event and when and to whom a medical event should be reported. Prohibits such isotopes from being used at a VA hospital where such training is not provided. Requires the Secretary to carry out specified evaluations and peer reviews of all medical services provided under contract with a non-government entity.

Recognizes the 20th anniversary of the historic events in Central and Eastern Europe that brought about the collapse of the communist regimes and the fall of the Iron Curtain. Commemorates, with the Slovak and Czech Republics, the 20th anniversary of the Velvet Revolution in Czechoslovakia. Appreciates the contribution of the Slovak and Czech Republics as members of the North Atlantic Treaty Organization (NATO) and the European Union (EU) to the promotion and defense of democracy. Reaffirms the bonds of friendship and cooperation between the United States and the Slovak and Czech Republics.

Literacy Education for All, Results for the Nation Act or the LEARN Act - Authorizes the Secretary of Education to award grants to states for comprehensive planning to improve the literacy of children from birth through grade 12. Directs the Secretary to award grants to states to implement their comprehensive literacy plans for such children through: (1) competitive subgrants to local educational agencies (LEAs) or early learning programs for specified activities that support early language and literacy development in children from birth through kindergarten entry; (2) competitive subgrants to LEAs that have the highest numbers or percentages of disadvantaged students and students reading or writing below grade level for specified activities to improve the literacy of students in kindergarten through grade 12, including the provision of family literacy services; and (3) additional state activities that include providing technical assistance to subgrantees, coordinating literacy programs and resources throughout the state, disseminating information on promising literacy programs, and enhancing the credentials of literacy instructors. Allots implementation grants to states on the basis of each state's share of disadvantaged students. Requires the Secretary to: (1) perform a five-year national evaluation of the implementation and effect of the literacy initiatives supported by this Act; and (2) provide technical assistance and information on literacy instruction to educational entities. Authorizes the Secretary to withhold this Act's funding from states and subgrantees, and states to withhold funding from subgrantees, whose initiatives are not making significant progress in improving student literacy.

Cold War Service Medal Act of 2009 - Authorizes the Secretary of the military department concerned to issue the Cold War Service Medal to members of the Armed Forces who were discharged or released under honorable conditions after having: (1) served on active duty for at least 24 consecutive months during the Cold War (September 2, 1945, through December 26, 1991); (2) deployed outside the continental United States for at least 30 days during such period; or (3) performed other Cold War service as the Secretary of Defense may prescribe. Expresses the sense of Congress that the Secretary should expedite the design of the Medal as well its issuance to eligible members.

Jobs Opportunity and Business Stability Act of 2009 - Amends the Internal Revenue Code to allow certain small business owners with fewer than 20 employees and annual gross receipts not exceeding $5,000,000 a refundable tax credit for increasing their payrolls in 2010 and 2011 by specified percentages. Directs the Secretary of the Treasury to study and report to Congress on ways to provide benefits to nonprofit organizations that are comparable to the tax credit provided by this Act.

Insists that Burma's military regime begin a political dialogue with Aung San Suu Kyi, the National League for Democracy, and ethnic nationalities toward national reconciliation, and the restoration of democracy, freedom of assembly, freedom of movement, freedom of speech, freedom of the press, and human rights. Demands the release of Aung San Suu Kyi, detained Buddhist monks, Kyaw Zaw Lwin (a Burmese born American citizen), and all other political prisoners and prisoners of conscience. Calls on: (1) governments around the world to strengthen economic and arms sanctions against Burma; (2) the U.N. Security Council to impose multilateral sanctions on Burma's military regime; (3) the Administration to implement the Tom Lantos Block Burmese JADE Act.

Safe Routes to High Schools Act - Amends the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) to include high school students as beneficiaries of the safe routes to school program. (Currently, the program provides funding to states for projects that encourage, and enhance the ability of, primary and secondary school students to walk or bike to school safely.) Requires states to give priority to projects for primary and middle schools and to projects that propose to serve a combination of at least one primary, middle, and high school within the same school district.

Reengaging Americans in Serious Education by Uniting Programs Act - Directs the Secretary of Labor to award competitive, renewable, five-year grants to eligible partnerships to assist them in providing disadvantaged youth with the support needed to: (1) attain a secondary school diploma; (2) attain a postsecondary credential, including those offered by institutions of higher education, industry groups, or registered apprenticeship programs; and (3) secure and succeed in a family-supporting career. Requires each eligible partnership to include: (1) the head of the local government assisted by the grant; (2) representatives from certain state and local service agencies; (3) representatives from certain educational entities; and (4) a representative from a community-based organization, a business, and a secondary school or labor-management committee; and (5) disadvantaged youth and their caregivers. Requires grantees to award subgrants and contracts to community-based organizations and other entities for the provision of a comprehensive array of coordinated services to disadvantaged youth that include workforce preparation, education support, and youth support services. Directs the Secretary to award planning grants to eligible partnerships to enable them to submit competitive applications for grants to support disadvantaged youth. Establishes an accountability system for measuring the performance of each grantee against specified interim, transitional, and long-term indicators of success. Directs the Secretary to: (1) award a grant or contract to an entity outside the Department of Labor for an evaluation of grant-assisted activities; (2) disseminate best practices that emerge from the partnership grant program; and (3) provide training, technical assistance, and professional development for organizations serving disadvantaged youth, including organizations that do not receive funding under this Act.

Early Learning Innovation Act - Directs the Secretary of Education to award competitive grants to full-service community schools or partnerships between local educational agencies and public or nonprofit social service providers or full-service community schools to implement innovative early learning curricula in preschool and elementary school programs in high-need communities for children from birth through age nine. Defines "full-service community schools" as public schools which: (1) coordinate educational, developmental, family, health, and other comprehensive services through community-based organizations and public and private partnerships; and (2) provide students, families, and the community with access to such services. Includes as grant-covered costs, those incurred for: (1) extended school hours and days; (2) staff development, compensation, and retention; (3) comprehensive child and family support services; and (4) other activities the Secretary deems appropriate to promote academic success for impoverished children. Directs the Secretary to: (1) award funds to a public or nonprofit organization experienced in an innovative early learning curriculum to provide training and technical assistance to grantees on implementing such curricula; and (2) disseminate information concerning the grant program to potential grant applicants.

Post 9/11 Troops to Teachers Enhancement Act - Amends the Troops-to-Teachers program of the Elementary and Secondary Education Act of 1965 (which provides veterans with teacher certification stipends in exchange for three years of service in a high-need local educational agency [LEA] or public charter school). Expands program eligibility to cover certain individuals: (1) who, on or after September 11, 2001, serve at least 90 continuous days on active duty in the Armed Forces before being honorably released from such service; or (2) who, on or after January 8, 2002, are separated or released from active duty after at least four (currently, six) years of continuous active duty immediately preceding such separation or release, and agree to serve in the Armed Forces Reserves for at least three years. Makes any LEA that is receiving school improvement funds eligible to host Troops-to-Teachers program participants. Directs the Secretary of Education to establish an Advisory Board, composed of federal, state, and veteran service organization representatives, to collect, study, and disseminate feedback from the program and report to Congress on how the program is operating and might be improved. Reserves specified funding to carry out the Troops-to-Teachers program through FY2014.

Extended COBRA Continuation Protection Act of 2009 - Extends COBRA coverage (health insurance continuation benefits) from 18 months to 24 months for an individual whose COBRA coverage was a consequence of termination (or reduction of hours) of employment occurring on or after April 1, 2008, and before January 1, 2010. Allows an individual to elect to continue and extend such coverage through an election similar to that permitted under the American Recovery and Reinvestment Act of 2009 (ARRA). Declares that the extended period of continuation under this Act shall not exceed six months. Amends ARRA to extend: (1) until June 30, 2010, the period to determine eligibility for COBRA premium assistance; and (2) the period for which premium assistance is provided to an eligible individual. Makes this Act effective as if included in the enactment of ARRA.

Pet Safety and Protection Act of 2009 - Amends the Animal Welfare Act to list permissible sources of dogs and cats used by research facilities to include dogs and cats obtained: (1) from a licensed dealer; (2) from a publicly owned and operated pound or shelter that meets specified requirements; (3) by donation from a person who bred and raised the dog or cat or owned it for not less than one year; or (4) from a research facility licensed by the Secretary of Agriculture. Sets forth additional monetary penalties for related violations. Prohibits federal facilities from purchasing or otherwise acquiring dogs or cats for exhibition purposes (currently, for research, experimentation, or exhibition purposes) except from: (1) the operator of an auction that comports with legal requirements; or (2) a person holding a valid dealer or exhibitor license. Prohibits dealers from selling or otherwise providing any research facility (currently, any individual or entity) with random source dogs or cats unless specified certification requirements are met.

Amends Internal Revenue Code provisions relating to the tax credit for the production of electricity from renewable resources to: (1) extend permanently the credit period for the production of steel industry fuel; (2) extend through 2011 the placed-in-service date requirement for refined coal production facilities; (3) revise the definition of "steel industry fuel" to allow mixtures of petroleum coke or other coke feedstock in such fuel; and (4) set forth ownership requirements for coal production facilities for purposes of such tax credit.
