Ensuring Affordable Energy Act - Prohibits any funds appropriated or otherwise available for the Administrator of the Environmental Protection Agency (EPA) from being used to implement or enforce: (1) a cap-and-trade program; or (2) any statutory or regulatory requirement pertaining to emissions of one or more greenhouse gases from stationary sources that is issued or becomes applicable or effective after January 1, 2011. Defines: (1) "cap-and-trade program" as any regulatory program established after the date of enactment of this Act that provides for the sale, auction, or other distribution of a limited amount of allowances that permit the emission of one or more greenhouse gases; and (2) "greenhouse gas" to include carbon dioxide, methane, nitrous oxide, sulfur hexafluoride, hydrofluorocarbons, perfluorocarbons, or any other designated anthropogenic gas.

Voter Integrity Act - Amends the Help America Vote Act of 2002 to prohibit a grant under the Act to any state that does not certify that its laws prohibit an alien from voting in local or state elections.

National Guard Border Enforcement Act - Directs the Secretary of Defense (DOD) (Secretary) to deploy at least an additional 10,000 members of the National Guard for border control activities along the U.S.-Mexico border until the Secretary of Homeland Security (DHS) certifies that the federal government has achieved operational control of the border. Authorizes the Secretary to exceed 10,000 upon the request of a state that shares a portion of the U.S.-Mexico border if, despite deployment of the additional 10,000, operational control of the border has not been achieved. Requires the Secretary to provide funding to a state that submits to the Secretary of State a state border control activities plan meeting certain requirements. Limits the number of National Guard that may be so deployed.

Truth in Bailouts Act - Amends the Emergency Economic Stabilization Act of 2008 to require any financial institution in which the Treasury holds an equity or debt position acquired under the Troubled Asset Relief Program (TARP) to provide the following displays: (1) at each of its places of business, signs disclosing, in a clear and conspicuous manner, the statement "This institution has received financial assistance from the Federal Government under the Troubled Asset Relief Program and has not yet repaid the taxpayers"; and (2) on the main page of its website, the same disclosure in a clear and conspicuous manner.

Makes continuing appropriations for FY2011. Appropriates amounts for continuing projects or activities which were conducted in FY2008-FY2010 and for which appropriations, funds, or other authority were made available in section 101 of division A of P.L. 110-329 (Consolidated Security, Disaster Assistance, and Continuing Appropriations Act, 2009) in specified FY2008 appropriations Acts. Provides that, if the amount provided for a project or activity would be higher than the amount provided in appropriation Acts for FY2010, such project or activity shall be funded at the lower amount. Enacts into law: (1) the Department of Defense Appropriations Act, 2011, as reported in the 111th Congress by the Subcommittee on Defense of the House Committee on Appropriations; (2) the Department of Homeland Security Appropriations Act, 2011, as reported in the 111th Congress by the Subcommittee on Homeland Security of the House Committee on Appropriations; and (3) the Military Construction and Veterans Affairs and Related Agencies Appropriations Act, 2011, as passed in the 111th Congress by the House. Makes appropriations, funds, and authority granted pursuant to this joint resolution available through FY2011, unless otherwise provided for in the applicable appropriations Act. Authorizes continuation of other specified activities (including activities for entitlements and other mandatory payments) through such date. Prohibits the use of funds made available in this joint resolution: (1) to carry out any program under, promulgate any regulation pursuant to, or defend against any lawsuit challenging any provision of the Patient Protection and Affordable Care Act, the Health Care and Education Reconciliation Act of 2010, or any amendment made by either Act; or (2) for a congressional earmark.

Requires a 10% reduction in the annual rate of pay for Members of Congress. Requires the President by regulation to subject employees in the executive branch, during FY2011, to: (1) a total of two weeks of mandatory unpaid leave; or (2) the pro rata equivalent in the case of employees serving for less than the entire fiscal year. Requires the Director of the Administrative Office of the United States Courts, by regulation, to apply such requirements to employees in the judicial branch. Allows such regulations to make exceptions for: (1) national security reasons; (2) reasons relating to the public health or safety, including effective law enforcement; or (3) such other reasons as the President considers necessary or appropriate. Limits the aggregate amount which may be appropriated or otherwise made available for any fiscal year for allowances and expenses (including salaries) of any legislative branch office, except the U.S. Capitol Police, to 96% of the aggregate amount appropriated or otherwise made available for FY2010 for such allowances and expenses.

Declares that: (1) it is Congress's responsibility to determine the regulatory authority of the Federal Communications Commission (FCC) with respect to broadband Internet services; and (2) the FCC should suspend any further action on its proceeding to extend its traditional communications regulatory authority to include such services until Congress delegates such authority to the FCC.

No Taxpayer Funding for Abortion Act - Prohibits: (1) the expenditure of funds authorized or appropriated by federal law or funds in any trust fund to which funds are authorized or appropriated by federal law for any abortion or for health benefits coverage that includes coverage of abortion; (2) any tax benefits for amounts paid or incurred for an abortion or for a health benefits plan (including premium assistance) that includes coverage of abortion; and (3) the inclusion of abortion in any health care service furnished by a federal health care facility or by any physician or other individual employed by the federal government. Exempts from such prohibitions an abortion if the pregnancy is the result of rape or incest with a minor, or if the woman suffers from a physical disorder, injury, or illness that would, as certified by a physician, place the women in danger of death unless an abortion is performed, including a life-endangering physical condition caused by or arising from the pregnancy itself. Makes such prohibitions applicable to federal funding within the budget of the District of Columbia. Prohibits federal agencies or programs and states and local governments that receive federal financial assistance from discriminating against any individual or institutional health care entity on the basis that such entity does not provide, pay for, provide coverage of, or refer for abortions. Designates the Office for Civil Rights of the Department of Health and Human Services (HHS) to receive, and coordinate the investigation of, discrimination complaints.

Prohibits until January 1, 2012, the expenditure of funds for the construction or lease of buildings or space in the District of Columbia for any federal branch or entity within it, unless: (1) a contract for the construction or lease was entered into before the enactment of this Act; or (2) the interests of national security require the expenditure of funds for such purposes.

Fiscal Responsibility and Retirement Security Act - Amends the Public Health Service Act, as amended by the Patient Protection and Affordable Care Act, to require congressional approval of the designation by the Secretary of Health and Human Services (HHS) of a benefit plan as the CLASS Independence Benefit Plan under the CLASS program (a national, voluntary insurance program for purchasing community living assistance services and supports). Sets forth procedures for such congressional approval by joint resolution. Prohibits an employer from enrolling an employee in the CLASS program without providing specified notice to the employee, which includes: (1) the significant risk of failure of such a program; (2) information on deficits that the program is expected to run; (3) a statement that there is no separate pool of money set aside to pay the CLASS program benefits; and (4) an explanation of the immediate termination of the program if it is reported to be actuarially unsound. Prohibits premiums from being collected before the Secretary has promulgated the required regulations in final form. Terminates such program if the report by the Board of Trustees of the CLASS Independence Fund indicates that the Fund is projected to be actuarially unsound over the 75-year period beginning with the fiscal year in which such report is submitted. Establishes a refund process.

Condemns the government of the Islamic Republic of Iran for its: (1) threats to annihilate the United States and Israel; (2) support of international terrorism; and (3) incitement of genocide of the Israeli people. Supports using all means to persuade the government of Iran to stop building and acquiring nuclear weapons. Reaffirms the U.S. bond with Israel and pledges to work with the government of Israel and the people of Israel to ensure that their nation receives critical economic and military assistance, including missile defense capabilities, needed to address the Iranian threat. Supports Israel's right to use all means necessary to confront and eliminate nuclear threats posed by Iran.

Billfish Conservation Act of 2010 - Prohibits any person from offering billfish (except swordfish) or billfish products for sale, selling, importing, or exporting them, or having custody, control, or possession of them for purposes of offering them for sale, selling, importing, or exporting them. Treats a violation of this Act as an act prohibited by the Magnuson-Stevens Fishery Conservation and Management Act. Subjects a person to a maximum civil penalty of $100,000 for each violation. Defines "billfish" as any of the following: (1) blue marlin; (2) striped marlin; (3) black marlin; (4) sailfish: (5) shortbill spearfish; (6) white marlin; (7) roundscale spearfish; (8) Mediterranean spearfish; or (9) longbill spearfish.

Prohibits the withdrawal of public lands or National Forest System lands from location and entry under the Mining Law of 1872 pursuant to a notice published in the Federal Register on July 21, 2009. Prohibits segregation of such lands from location and entry under such Law as specified in the notice and bars such notice from having any other force or effect.

Securing Knowledge, Innovation, and Leadership Act of 2010 or the SKIL Act of 2010 - Amends the Immigration and Nationality Act to exempt from the annual H-1B (specialty occupation) visa cap an alien who has: (1) earned a master's or higher degree from an accredited U.S. university; or (2) been awarded a medical specialty certification based on post-doctoral training and experience in the United States. Increases the annual H-1B cap, with a 20% increase for the following year if the previous year's quota is reached. Exempts from worldwide immigration caps an alien who: (1) has earned a master's or higher degree from an accredited U.S. university; (2) has been awarded medical specialty certification based on postdoctoral training and experience in the United States; (3) will work in shortage occupations; (4) has earned a master's degree or higher in science, technology, engineering, or math and has been working in a related field in the United States during the three-year period preceding his or her immigrant visa application; (5) has extraordinary ability or received a national interest waiver; or (6) is the spouse or minor child of an employment-based immigrant. Increases the annual immigrant visa cap. Revises student visa provisions. Authorizes an L-1 (intracompany transfer) visa extension beyond the fifth or seventh year if the individual has a immigrant application pending. Permits an alien with an approved labor certification to apply for permanent resident status adjustment if there is no visa immediately available by paying a $500 supplemental fee. Directs the Secretary of Homeland Security (DHS) to establish a pre-certification procedure for employers who file multiple employment petitions. Revises certain labor certification provisions. Prohibits immigration application approval until background and security checks have been completed and any fraud allegations have been resolved. Authorizes temporary workers (E, H, I, L O, or P visas) who have not violated their status to renew their same category visa from within the United States.

Meaningful End to Defensive Medicine & Aimless Lawsuits (MedMal) Act of 2010 - Sets forth provisions regulating lawsuits for health care liability claims related to the provision of health care goods or services. Sets a statute of limitations of three years after the date of the manifestation of injury or one year after the claimant discovers the injury, with certain exceptions. Caps the amount of noneconomic damages at $350,000 if a claimant rejects a settlement that meets certain criteria. Prohibits a provider of collateral source benefits from recovering any amount from an award in a health care lawsuit involving injury or wrongful death. Makes a benevolent gesture or admission of fault that is made by a health care provider or employee to the claimant or the claimant's relative or representative inadmissible as evidence of an admission of liability or an admission against interest. Makes each party liable only for the amount of damages proportional to such party's percentage of responsibility. Authorizes the award of punitive damages only where: (1) it is otherwise permitted by applicable state or federal law; (2) it is proven by clear and convincing evidence that the defendant acted with malicious intent to injure the claimant or deliberately failed to avoid unnecessary injury the claimant was substantially certain to suffer; and (3) compensatory damages are awarded. Provides for periodic payment of future damages. Prohibits a health care provider from being named as a party to a product liability lawsuit for prescribing or dispensing a Food and Drug Administration (FDA)-approved medical product. Prescribes qualifications for expert witnesses.

Amends Rule XXII (House and Senate Relations) to prohibit a conference report from including a modification of any congressional earmark or limited tax or tariff benefit committed to the conference committee by either or both chambers if that modification is beyond the scope of that specific matter as committed to such committee.

Property Owners Access to Court Act of 2010 - Amends the federal judicial code to provide that, whenever a district court exercises jurisdiction in civil rights cases in which the operative facts concern the uses of real property, it shall not abstain from exercising such jurisdiction, or relinquish it to a state court, if the party seeking redress does not allege a violation of a state law, right, or privilege, and no parallel proceeding is pending in state court, at the time the action is filed in the district court, that arises out of the same operative facts as the district court proceeding. Declares that in an action in which operative facts concern the uses of real property, the district court shall exercise jurisdiction even if the party seeking redress does not pursue judicial remedies provided by a state or territory. Provides for referral of an unsettled question of state law to the state's highest appellate court. Prohibits the district court from certifying a question of state law unless it is necessary to resolve the merits of the injured party's federal claim, and such question is patently unclear. Declares that any claim or action to redress the deprivation of a property right or privilege secured by the Constitution shall be ripe for adjudication by the district courts upon a final decision rendered by any person acting under color of any law, regulation, custom, or usage of any state or U.S. territory that causes actual and concrete injury to the party seeking redress. Declares that any claim founded upon a property right or privilege secured by the Constitution, but allegedly infringed or taken by the United States, shall be ripe for adjudication upon a final decision rendered by the United States which causes actual and concrete injury to the party seeking redress. Amends the Revised Statutes of the United States and the federal judicial code with respect to certain constitutional property rights claims. Provides for the liability of the United States for certain claims, brought under U.S. district court jurisdiction or Court of Federal Claims jurisdiction, where the claim is founded upon a property right or privilege secured by the Constitution. Requires a federal agency, whenever it takes action limiting the use of private property that may be affected by the amendments made by this Act, to give notice to the owners of that property explaining their rights and the procedures for obtaining any compensation that may be due to them under such amendments.

Declares that steps should be taken to: (1) raise awareness about prostate cancer screening and treatment; (2) support research so that the screening and treatment of prostate cancer may be improved and the causes of, and a cure for, prostate cancer may be discovered; and (3) improve access to, and the quality of, health care services for detecting and treating prostate cancer.

Private Property Rights Protection and Government Accountability Act - Makes any state or political subdivision thereof that carries out a public taking for any private purpose in or affecting interstate commerce ineligible for any federal economic development funds for ten fiscal years. Entitles any owner of private property subject to such a taking to injunctive and declaratory relief.

Judgment Evading Foreign States Accountability Act of 2010 - States the policy of the United States regarding: (1) advocacy within the governing bodies of international organizations and other foreign policy settings for the full compensation and fair treatment of persons in whose favor judgments have been awarded by U.S. courts; (2) protection of economic interests of persons and nations that benefit from a reliable flow of foreign capital by restricting the access to U.S. capital markets of judgment evading foreign states (foreign states that fail to fully satisfy a final judgment exceeding a certain amount for more than two years) and their state-owned corporations, warning of the dangers of dealing financially with such states and state-owned corporations, and congressional scrutiny of requests for aid made by such states; and (3) protection of the authority of the U.S. courts by preventing such states from willfully flouting the judgments of those courts. Directs the Securities and Exchange Commission (SEC) to: (1) deny a judgment evading foreign state access to U.S. capital markets unless the proceeds of borrowing or securities issuance are to be used in the first instance to satisfy in full all final judgments that form the basis for such designation as such a state; and (2) require all periodic filings made by such a state with the SEC to prominently bear a warning describing its failure to satisfy outstanding judgments. Imposes similar restrictions on state-owned corporations of such states. Requires: (1) a proposal to extend bilateral or multilateral assistance to a judgment evading state to bear notice that such state is a judgment evading state; and (2) the Secretary of the Treasury to report annually to Congress identifying each such state.

Prevention of Interstate Commerce in Animal Crush Videos Act of 2010 - Amends the federal criminal code to revise provisions prohibiting knowingly creating, selling, or possessing a depiction of animal cruelty to prohibit knowingly and for the purpose of commercial advantage or private financial gain selling or distributing an animal crush video in interstate or foreign commerce. States that such prohibition does not prohibit the sale or distribution of any visual depiction of hunting, trapping, fishing, or customary and normal veterinary or agricultural husbandry practices. Defines "animal crush video" as any obscene photograph, motion-picture film, video recording, or electronic image that depicts actual conduct in which one or more living animals is intentionally crushed, burned, drowned, suffocated, or impaled in a manner that would violate a criminal prohibition on cruelty to animals in the federal or state jurisdiction in which the depiction is created, sold, distributed, or offered for sale or distribution.

Debt Buy-Down Act - Amends the Internal Revenue Code to allow individual taxpayers to designate up to 10% of their adjusted income tax liability for the reduction of the public debt. Establishes in the Treasury the Public Debt Reduction Trust Fund to hold tax revenues generated by this Act for the reduction of the public debt. Amends the Balanced Budget and Emergency Deficit Control Act of 1985 to require a sequestration of federal spending equivalent to the estimated aggregate amount designated by taxpayers under this Act to reduce the public debt. Prohibits any reduction in social security retirement benefits, veterans benefits, or interest payments on federal debt as a result of any such sequestration.

Firearms Freedom on Federal Lands Act - Prohibits the Secretaries of Agriculture and the Interior from promulgating or enforcing any regulation or executive order, including presidential declarations authorized by the Antiquities Act of 1906, that prohibit an individual from possessing firearms in any unit administered by the U.S. Forest Service (USFS) or the Bureau of Land Management (BLM), if such individual is not otherwise prohibited by law from possessing firearms and the possession of such firearms complies with the law of the state in which the unit of the USFS or BLM is located. Declares that nothing in this Act shall be construed as affecting the authority, jurisdiction, or responsibility of states to manage, control, or regulate fish and resident wildlife or as limiting access for hunting, fishing, trapping, or recreational shooting.

Gulf Coast Jobs Preservation Act - Terminates the moratorium on deepwater drilling set forth in the Minerals Management Service Notice to Lessees No. 2010-N04, dated May 30, 2010, and declares without force or effect any suspension of deepwater drilling operations issued in connection with such moratorium. Directs the Secretary of the Interior to: (1) act expeditiously to ensure that deepwater drilling operations are conducted in compliance with federal law; and (2) identify additional measures to ensure the safety of deepwater drilling, based on the most accurate information available about the Deepwater Horizon oil spill incident.

Calls for an end to the violence, arrests, torture, and ill treatment perpetrated against Iranian citizens as well as the unconditional release of all political prisoners in Iran. Calls upon the U.S. government, the President, and the Secretary of State to condemn human rights violations in Iran and support the Iranian people's endeavors towards democracy. Calls for an end to a selective approach to Iranian opponents who struggle for democracy and human rights and invites the Secretary, in coalition with British and European allies, to remove the People's Mojahedin Organization of Iran from the State Department's list of Foreign Terrorist Organizations. Calls for the adoption of measures by the President to impose sanctions while welcoming the U.S. government's efforts to create an international consensus to deal with Iran's nuclear program. Calls on the President to persuade U.S. allies and other countries to enact appropriate measures aimed at depriving Iranian banks and financial institutions involved in nuclear activities and backing of terrorist groups from access to the international monetary system.

Repeals the Patient Protection and Affordable Care Act (PPACA) and the Health Care and Education Reconciliation Act of 2010, effective as of their enactment. Restores provisions of law amended by such Acts. Amends the Internal Revenue Code to allow the tax deduction for medical expenses without the gross income percentage limitation. Amends the Public Health Service Act to: (1) authorize appropriations for FY2011-FY2015 for grants to states for the creation and operation of qualified high risk health insurance pools; and (2) provide that the laws of the state designated by a health insurance issuer (primary state) shall apply to individual health insurance coverage offered by that issuer in the primary state and in any other state (secondary state), but only if the coverage and issuer comply with the conditions of this Act. Amends the Employee Retirement Income Security Act of 1974 (ERISA) to provide for establishment and governance of association health plans (AHPs), which are privately-sponsored group health plans that meet certain ERISA certification requirements. Establishes the Association Health Plan Fund to be used by the Secretary of Labor to make payments to an insurer to maintain coverage for a plan if there is a reasonable expectation that, without such payments, claims would not be satisfied by reason of termination of coverage. Allows a state to impose a contribution tax on an association health plan that commences operations in such state after the enactment of this Act.

Constitutional Amendment - Requires the concurrence of two-thirds of the Members of each house of Congress for final adoption of any legislation changing the internal revenue laws, unless such legislation is determined not to increase the internal revenue by more than a de minimis amount. Permits a waiver of this requirement when a declaration of war is in effect or when the United States is engaged in military conflict which causes an imminent and serious threat to national security and is so declared by a joint resolution which becomes law. Prohibits any increase in the internal revenue enacted under such a waiver from lasting more than two years.

Sets forth the congressional budget for the federal government for FY2011, including the appropriate budgetary levels for FY2010, and FY2012-FY2020. Lists recommended budgetary levels and amounts for FY2010-FY2020 with respect to: (1) federal revenues; (2) new budget authority; (3) budget outlays; (4) deficits (on-budget); (5) debt subject to limit; and (6) debt held by the public. Lists the appropriate levels of new budget authority and outlays for specified major functional categories for FY2010-FY2020. Sets forth reconciliation instructions for the House Committees on: (1) Agriculture; (2) Education and Labor: (3) Energy and Commerce; (4) Financial Services; (5) the Judiciary; (6) Natural Resources; (7) Oversight and Government Reform; and (8) Ways and Means. Requires the House Committee on the Budget to report a reconciliation bill that slows the growth in mandatory spending and achieves deficit reduction. Requires each House Committees to identify savings amounting to 1% of total mandatory spending under its jurisdiction from activities determined to be wasteful, unnecessary, or lower-priority. Prohibits House legislation that would require advance appropriations, except for certain FY2012-FY2013 programs, projects, activities, or accounts. States that Rule XXVII (Disclosure by Members and Staff of Employment Negotiations) [ sic ] of the Rules of the House of Representatives shall not apply with respect to adoption by Congress of a budget resolution for FY2011. Prescribes requirements for legislation reported out of committee and designated as an emergency requirement. Requires the Joint Committee on Taxation to calculate the impact of any proposal to change federal revenues on Gross Domestic Product (GDP), total domestic employment, and other specified economic variables. Prohibits the chairman of the House Committee on the Budget from taking into account the provisions of any piece of legislation which propose to increase revenue or offsetting collections if the net effect of the bill is to increase the level of revenue or offsetting collections beyond the level assumed in this concurrent resolution. Makes it out of order in the House to consider direct spending legislation increasing a specified on-budget deficit or decreasing an on-budget surplus for any applicable time period. Requires the chairman of the House Committee on the Budget to maintain a Budget Protection Mandatory Account and a Budget Protection Discretionary Account. Requires the Majority Leader to introduce rescission bills quarterly. Prescribes legislative procedures for their floor consideration. Expresses the sense of the House regarding: (1) baseline revenue projections; and (2) long-term budget projections. Establishes an earmark moratorium for FY2011 for legislation providing or authorizing discretionary budget authority, credit or other spending authority, providing a federal tax deduction, credit, or exclusion, or modifying the Harmonized Tariff Schedule in FY2011. Prohibits the House Committee on Rules from reporting a rule or order waiving such moratorium. Declares it is the policy of this resolution that: (1) the Patient Protection and Affordable Care Act (P.L. 111-148) and the Health Care and Education Reconciliation Act of 2010 (P.L. 111-152) should be repealed; and (2) in their place, health care reform that empowers patients should be enacted.

Fixes the rate of salary or basic pay for any office or position within the civil service for service performed during FY2011 and the first quarter of FY2012 at the rate payable for such position as of September 30, 2010. Deems the salary or basic pay rate for any position not in existence on that date to be the rate payable to individuals in comparable positions on such date. Exempts positions within the uniformed services.

Disposal of Excess Federal Lands Act of 2010 - Directs the Secretary of the Interior to offer for disposal by competitive sale certain federal lands in Arizona, Colorado, Idaho, Montana, Nebraska, Nevada, New Mexico, Oregon, Utah, and Wyoming, previously identified as suitable for disposal in the report submitted to Congress on May 27, 1997, pursuant to the Federal Agriculture Improvement and Reform Act of 1996. Requires such lands to be disposed of for not less than fair market value as determined by an independent appraiser. Requires the deposit of all net proceeds from the sale of such lands into the Treasury for the reduction of the public debt. Requires the Secretary to submit a report to Congress containing a list of any such federal lands that have not been sold and an update of such report, including an inventory of federal lands under the Secretary's administrative jurisdiction that are suitable for disposal.

Save America's Future Economy Act of 2010 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to require the Office of Management and Budget (OMB) to calculate the uniform percentage by which nonexempt spending accounts are to be sequestered such that total government spending for a budget year, compared to the preceding fiscal year, does not increase at a rate greater than the percentage point change in the Consumer Price Index (CPI) plus the percentage point change in annual population growth. Requires OMB to prepare annually a report to be included in the President's budget for each fiscal year setting forth: (1) the projected level of total federal spending for the current year; (2) the percentage point increase in the CPI over the fiscal year before the current year; (3) the total percentage point increase in population from July 1 of the second preceding fiscal year before the current year and July 1 of the fiscal year before the current year; (4) the sum of such total percentage point increases; and (5) the projected level of total federal spending for the budget year and the amount, if any, by which that spending would exceed the projected level of total federal spending for the current year, as adjusted by the such sum of the total percentage point increases. Prescribes requirements for OMB Preview Reports and OMB Final Sequestration Reports. Requires the President to issue a sequestration order, effective on issuance, if OMB in its Final Sequestration Report estimates that any sequestration is required. Prohibits OMB from including the budgetary effects of an emergency requirement in its estimates. Exempts from any sequestration reduction order: (1) payments for net interest; and (2) federal obligations required to be paid under the U.S. Constitution or legally contractual obligations. Extends indefinitely certain Pay-As-You-Go (PAYGO) enforcement mechanisms.

Unborn Child Pain Awareness Act of 2010 - Amends the Public Health Service Act to require an abortion provider who knowingly performs an abortion of a pain-capable unborn child (defined as an unborn child who has reached a probable stage of development of 20 weeks or more after fertilization), to first: (1) inform the woman of the probable age of the child; (2) provide to the woman an Unborn Child Pain Awareness Brochure (unless she waives receipt); (3) provide information that pain medicine administered to the mother may not prevent pain in the child, but in some cases anesthesia or pain-reducing drugs can be administered directly to the child; (4) give the woman the provider's best medical judgment of the risks and costs of such anesthesia or analgesic; and (5) obtain the woman's signature on the Unborn Child Pain Awareness Decision Form and her explicit request for or refusal of the administration of drugs to the child. Requires the Secretary of Health and Human Services (HHS) to develop the Unborn Child Pain Awareness Brochure that includes a statement that there is substantial evidence that the process of being killed in an abortion will cause the unborn child pain and that the mother has the option of having pain-reducing drugs administered directly to the child. Creates an exception to save the life of the mother. Establishes civil penalties for willfully failing to comply with this Act. Authorizes: (1) the U.S. Attorney General to bring a civil action under this Act; and (2) private rights of action for violations of this Act.

Recognizes that trust in God is embedded into the fabric of this country's society and history. Rejects the notion that the laws and Constitution of this country require the exclusion of God from matters of government and public life. Reaffirms "In God We Trust" as the official motto of the United States. Supports and encourages its display in all public buildings, public schools, and other government institutions.

Congratulates: (1) the residents of Jerusalem and the people of Israel on the 43rd anniversary of Jerusalem's reunification; and (2) the people of Israel on the 62nd anniversary of their independence. Expresses the belief that Jerusalem must remain an undivided city in which the rights of every ethnic and religious group are protected, and reaffirms Israel's right to take necessary steps to prevent Jerusalem's future division. Calls upon the President and the Secretary of State to affirm as a matter of U.S. policy that Jerusalem must remain Israel's undivided capital. Urges the President to begin the process of relocating the U.S. Embassy in Israel to Jerusalem.

Small Business Paperwork Mandate Elimination Act - Amends the Internal Revenue Code to repeal a provision (added by the Patient Protection and Affordable Care Act) that extends to corporations that are not tax-exempt the requirement to report payments of $600 or more.
