Federal Employee Retroactive Pay Fairness Act This bill requires federal employees furloughed due to a lapse in appropriations that begins on or about December 22, 2018, to be compensated at their standard rate of compensation for the period of such lapse as soon as practicable after such lapse ends.

Workplace Violence Prevention for Health Care and Social Service Workers Act This bill requires the Department of Labor to address workplace violence in the health care and social service sectors. Specifically, Labor must promulgate an occupational safety and health standard that requires certain employers in the health care and social service sectors, as well as employers in sectors that conduct activities similar to the activities in the health care and social service sectors, to develop and implement a comprehensive plan for protecting health care workers, social service workers, and other personnel from workplace violence.

Native American Voting Rights Act of 2018 This bill updates the voting rights of Native American and Alaska Native voters. These updates include, but are not limited to: expanding the types of facilities that can be used as voter registration agencies, increasing polling site accessibility, providing enforcement power to citizens and attorneys general, requiring approval for actions like moving a polling place, validating certain tribal identification for voting or registering, and expanding requirements for bilingual voting accessibility. The bill establishes a Native American voting task force grant program for the purpose of increasing voter outreach, education, registration, turnout, and accessibility for Native American communities.

Restoring Justice for Workers Act This bill prohibits predispute arbitration agreements that require arbitration of an employment dispute. It allows a postdispute arbitration agreement if the employee enters into it voluntarily without coercion and is informed in writing of rights and protections under such agreement. An employer may not retaliate against an employee for refusing to enter into an agreement for arbitrating an employment dispute. The bill amends the National Labor Relations Act to make it an unfair labor practice to interfere with the right of an employee to collectively litigate employment disputes.

Tax Fairness for Workers Act This bill amends the Internal Revenue Code to allow an above-the-line deduction for union dues and expenses. (An above-the-line deduction is subtracted from gross income and is available whether or not a taxpayer itemizes other deductions.) The bill also reinstates the miscellaneous itemized deduction for unreimbursed expenses attributable to the performance of services as an employee. (Under current law, all miscellaneous itemized deductions are suspended through 2025.)

Prevent Cruel Handling of Information Leading to Deportation Harm Act of 2018 or the Prevent CHILD Harm Act of 2018 This bill amends the William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008 to prevent the Department of Health and Human Services (HHS) from considering the immigration status of a proposed custodian when determining whether to place an unaccompanied alien child with such person. The Department of Homeland Security may not use information provided by an unaccompanied alien child or information initially obtained by HHS to make a suitability, home study, or secure facility determination in order to apprehend or remove from the United States: the unaccompanied alien child, the proposed or current custodian, a resident of the home in which the proposed or current custodian resides, the proposed or current sponsor, or a resident of the home in which the proposed or current sponsor resides.

Enhancing Veterans' Experience with Telehealth Services Act or the eVETS Act This bill directs the Department of Veterans Affairs (VA) to carry out a demonstration program to expand telemedicine services for veterans who are enrolled as patients in the VA, live in rural areas, and have certain mental health disorders. The VA must inform these veterans of the opportunity to participate in such program and provide them with information on how they can participate.

Wildlife Disease Emergency Act of 2018 This bill provides support for responding to wildlife disease emergencies, including by authorizing the Department of the Interior to declare and respond to wildlife disease emergencies, requiring Interior to implement a grant program for addressing wildlife disease emergencies, and establishing a Wildlife Disease Emergency Fund.

Truth-in-Billing, Remedies, and User Empowerment over Fees Act of 2018 or the TRUE Fees Act of 2018 This bill amends the Communications Act of 1934 to prohibit providers of telecommunications services from: advertising the price of services unless that price includes all related charges, providing bills electronically unless consumers are notified by email of the bill's availability and that email includes an itemized statement of charges, increasing the charges for a service unless the increase is a result of an objectively-quantifiable increase in cost to the provider, increasing the charges for a service unless the consumer is provided clear notice of the increase and the consumer is permitted to terminate the service contract without incurring an early termination fee or other penalty, increasing the charges for equipment rental unless the equipment is upgraded to increase functionality, and including in a contract a provision requiring consumers to resolve disputes through alternative dispute resolution.

Spotlight Act This bill repeals an Internal Revenue Service (IRS) revenue procedure (Rev. Proc. 2018-38) that exempts certain tax-exempt organizations that are not 501(c)(3) organizations from the requirement to report the names and addresses of substantial contributors (persons who contribute more than $5,000 per year) on information returns that are filed with the IRS. The bill requires tax-exempt organizations that fall under sections 501(c)(4), 501(c)(5), and 501(c)(6) of the Internal Revenue Code (e.g., social welfare organizations, labor organizations, business leagues) to disclose the names and addresses of all substantial contributors on their returns. The information must also be made available to the public. The bill also eliminates the authority of the IRS to provide exceptions to the disclosure requirements for tax-exempt organizations. This provision does not apply to determinations made by the IRS before July 16, 2018.

Violence Against Women Veterans Act This bill requires the Department of Veterans Affairs (VA) to carry out a program to assist veterans who have experienced domestic violence or sexual assault access VA benefits. The VA shall establish a national task force to address domestic violence and sexual assault among veterans and conduct a study to determine the scope of the problem.

Full Military Honors Act of 2018 This bill provides full military honors for the funeral of an eligible veteran who: is first interred or inurned in Arlington National Cemetery on or after enactment of this bill, was awarded the medal of honor or the prisoner-of-war medal, and is not entitled to full military honors because of such veteran's grade.

Amends Rule XXV (Limitations on Outside Earned Income and Acceptance of Gifts) of the Rules of the House of Representatives to prohibit a Member, Delegate, Resident Commissioner, officer, or employee of the House from serving as an officer or member of the board of any publicly held or publicly regulated corporation, financial institution, or business entity. Specifies that this prohibition shall not apply, however, to uncompensated service as an officer or member of the board of an organization that is either tax-exempt or principally available to Members or employees of the House.

Deceptive Practices and Voter Intimidation Prevention Act of 2018 This bill amends the Revised Statutes to prohibit any person, within 60 days before an election, from communicating, causing to be communicated, or producing for communication certain information on voting, if the person: (1) knows such information to be materially false, and (2) has the intent to impede or prevent another person from exercising the right to vote in an election. The bill also prohibits false statements regarding public endorsements and hindering, interfering with, or preventing voting or registering to vote. A private right of action for preventive relief is established for persons aggrieved by violations of these prohibitions. Criminal penalties are also established for violations. If the Department of Justice (DOJ) receives a credible report that materially false information has been or is being communicated in violation of these prohibitions, DOJ must communicate to the public accurate information designed to correct the materially false information.

Violence Against Women Reauthorization Act of 2018 This bill revises and reauthorizes through FY2023 various programs and activities under the Violence Against Women Act that seek to prevent and respond to domestic violence, sexual assault, dating violence, and stalking. Among other things, the bill also authorizes new programs, makes changes to federal firearms laws, and establishes new protections to promote housing stability and economic security for victims of domestic violence, sexual assault, dating violence, and stalking.

Expresses support for the existing One National Program with the goals of reducing greenhouse gas (GHG) emissions and oil usage, protecting national security, and protecting human health and welfare. Expresses support for politics that will: (1) achieve maximum feasible oil-use reductions and reduce GHG emissions from mobile sources; (2) recognize the rights and importance of states to set and follow stronger vehicle emissions standards under the Clean Air Act; and (3) ensure that the Administration, the Department of Transportation, and the Environmental Protection Agency solicit input from states impacted by changes to existing standards for emissions and fuel economy.

Medicare Negotiation and Competitive Licensing Act of 2018 This bill requires the Centers for Medicare & Medicaid Services (CMS) to negotiate with pharmaceutical companies regarding prices for drugs covered under the Medicare prescription drug benefit. (Current law prohibits the CMS from doing so.) The CMS must take certain factors into account during negotiations, including the clinical- and cost-effectiveness of the drug, the financial burden on patients, and unmet patient needs. If the CMS is unable to negotiate the price of a drug, such drug is subject to competitive licensing in order to further its sale under Medicare, notwithstanding existing government-granted exclusivities. Additionally, for one year after a drug is provided under a competitive license, such drug is also subject to specified price limitations; if the drug is not offered at such prices, the drug is subject to additional licensing that furthers its sale under any federal program (e.g., Medicaid).

Campus Prevention and Recovery Services for Students Act of 2018 This bill amends the Higher Education Act of 1965 to reauthorize through FY2025 and revise the drug and alcohol abuse prevention program, including to expand the program to include efforts to prevent substance misuse on campuses.

Stop Outsourcing Security Act This bill requires the Department of State to ensure that only U.S. government personnel are providing diplomatic security services at diplomatic or consular missions in areas of contingency operations or other significant military operations. The President shall report to Congress on the status of the transition away from using private contractors in certain mission critical or emergency essential functions.

Prevent Corrupting Foreign Influence Act This bill amends the federal criminal code to make it unlawful for the President, the Vice President, or an immediate family member of the President or Vice President to knowingly accept or receive anything of value from a foreign state or foreign entity, subject to specified exceptions. A violator is subject to criminal penalties—a fine, a prison term of up to five years, or both. Additionally, the bill creates a new category of federal employees—immediate family members of the President or Vice President—that is subject to statutory restrictions on and penalties for soliciting or receiving a gift from a foreign government or entity. An immediate family member is a parent, parent-in-law, child, or sibling.

Border Zone Reasonableness Restoration Act of 2018 This bill revises the border zone area in which Department of Homeland Security (DHS) officers may take certain immigration-related actions without a warrant. The Immigration and Nationality Act is amended to permit DHS officers to take the following actions without a warrant in order to patrol the border and prevent the illegal entry of persons: board and search any vessel within U.S. territorial waters and any railway car, aircraft, conveyance, or vehicle within 25 air miles from an external U.S. boundary (a vehicle may not be stopped at a fixed checkpoint beyond 10 air miles from such boundary without reasonable suspicion that an occupant is illegally in the United States); and access private lands, but not dwellings, within 10 air miles from such boundary. DHS may establish, and shall certify to Congress, that: (1) a distance of up to 100 air miles is required in a sector for conveyance searches, and (2) a distance of up to 25 air miles is required in a sector for private land access. In making such certifications DHS shall consider reasons such as land topography, transportation, or consultations with state, local, and tribal governments.

Election Vendor Security Act This bill prohibits state and local governmental entities that are responsible for administering an election for federal office from entering into an agreement with a vendor who is a foreign national or who fails to meet current best practices for cybersecurity established by the U.S. Election Assistance Commission and the Department of Homeland Security. Before each regularly scheduled general election for federal office (beginning with the November 2018 election), each state shall submit to the commission a list of all vendors who will be providing, supporting, or maintaining any components of an election system in such state.

Congressional Access to Children's Detention Facilities Act This bill requires the Department of Justice, the Department of Homeland Security, or the Department of Health and Human Services to allow Members of Congress to tour any facility in which one or more foreign national minors (a noncitizen of the United States under age 18) are housed. The Departments must allow members of the press to accompany a visiting Member of Congress and may place limits on such tours based on the number of foreign national minors housed.

Family Unity Rights and Protection Act This bill requires the Departments of Health and Human Services, Homeland Security, State, and Defense to ensure that alien children (i.e., children under the age of 18 removed from their parents or legal guardians at or near a port of entry or within 100 miles of the U.S. border pursuant to a zero tolerance policy for criminal illegal reentry) are reunited at the earliest possible date with their parents and guardians from whom they were separated. It also requires notification of parents and guardians of procedures for reuniting with such children and for the location of such children. The bill requires the creation of an electronic registry for information used to locate such alien children and their parents and guardians. The information in such registry may only be used for locating such children and may not be used in any criminal prosecution or other immigration proceeding. The bill also sets forth conditions on the termination of parental rights in immigration proceedings and requires the consolidation of asylum and immigration proceedings involving alien children.
