No Human Trafficking on Our Roads Act This bill directs the Department of Transportation to disqualify from operating a commercial motor vehicle for life an individual who uses such a vehicle in committing a felony involving a severe form of human trafficking.

Personal Data Notification and Protection Act of 2017 This bill requires certain businesses that use, access, transmit, store, dispose of, or collect sensitive personally identifiable information to notify individuals whose information is believed to have been accessed or acquired through a discovered security breach. In addition, the businesses must meet specified requirements for notifying certain federal agencies, credit reporting agencies, and the media regarding a security breach. The bill also sets forth requirements for the notification process, exemptions from the requirements, and enforcement authorities for the Federal Trade Commission and the states.

Condemns: (1) the violence and displacement inflicted on Burma's (Myanmar's) Rohingya civilians, and (2) the attacks by the Arakan Rohingya Salvation Army militant group. Calls for an immediate halt to all hostilities by Burmese authorities. Urges the government of Burma to: (1) allow access to the United Nations Fact-Finding Mission on Myanmar, and (2) resume delivery of field work and humanitarian aid to help those displaced and injured and to monitor events in Rakhine State. Calls on the government of Burma to implement the August 2017 recommendations of its Advisory Commission on Rakhine State, including to end restrictions on Rohingya movement and to provide the Rohingya with citizenship. Encourages Aung San Suu Kyi to live up to her inspiring words upon receiving the 2012 Nobel Peace Prize with respect to ethnic reconciliation in Burma.

Animal Emergency Planning Act of 2017 This bill amends the Animal Welfare Act to require research facilities, dealers, exhibitors, intermediate handlers, and carriers (covered persons) to develop, document, and follow a contingency plan to provide for the humane handling, treatment, transportation, housing, and care of their animals in the event of an emergency or disaster. The plan must: identify situations that the covered person might experience that would trigger the need to implement the measures identified in the plan; outline tasks to be carried out in response to emergencies or disasters; establish a chain of command and identify the individuals responsible for fulfilling the tasks; and address how response and recovery will be handled in terms of materials, resources, and training needed. Covered persons must review their plan at least annually, train personnel in their roles and responsibilities as outlined in the plan, and provide training when the plan changes.

High School Football Safety Study Act This bill directs the Centers for Disease Control and Prevention to: (1) conduct a study to more precisely identify the causes of deaths related to high school football, (2) develop recommendations to prevent such deaths, and (3) submit to Congress and publish on the public website of the Agency for Healthcare Research and Quality a report on the study's results.

Northeast Gasoline Supply Reserve Act This bill requires the Department of Energy (DOE) to establish, maintain, and operate a Northeast Gasoline Supply Reserve of no more than 1 million barrels as part of the Strategic Petroleum Reserve. (The Northeast means the states of New Jersey, New York, Vermont, Pennsylvania, Connecticut, Rhode Island, Massachusetts, Maine, New Hampshire, and any other contiguous state that DOE determines appropriate.) The bill authorizes DOE to sell refined petroleum products from the reserve if the President finds that there exists, or is likely to exist within the next 30 days, a severe energy supply interruption.

Climate Change Health Protection and Promotion Act of 2017 This bill requires the Department of Health and Human Services (HHS) to publish and implement a strategic action plan and to establish a climate and health program to ensure the public health and health care systems in the United States and other nations are prepared for, and can respond to, the impacts of climate change on health. The bill directs HHS to revise the plan periodically to reflect new scientific developments and information. HHS must establish a permanent science advisory board to provide: (1) scientific and technical recommendations on the impacts of climate change on public health, and (2) advice for purposes of issuing the plan and conducting the program.

Common Sense Opportunities Act This bill amends the Higher Education Act of 1965 to require the Department of Education (ED) to inform each entity operating programs under the federal TRIO programs (programs designed to identify and provide services for students from disadvantaged backgrounds) of the status of their application for continued funding at least four months (currently eight) prior to the expiration of the funding. The bill establishes a process for applicants to resubmit an application for a grant or contract for higher education resources or student assistance when the application contains a technical error. The bill prohibits ED from rejecting an application solely because it contains a technical error, unless ED notifies the applicant of the error and the applicant does not correct it by the resubmission deadline. ED must submit an annual report that: (1) identifies each entity that received a grant or contract for higher education resources or student assistance and indicates the amount of the grant or contract; and (2) identifies each entity that applied for, but did not receive, such grant or contract and indicates the reason for the rejection of the application. ED must set forth the information separately for each state and local educational agency in the report.

Child Care for Working Families Act This bill provides additional grant funding for child care and preschool programs. It also modifies various requirements for the programs, including policies regarding compensation and training for employees.

Recognize, Assist, Include, Support, and Engage Family Caregivers Act of 2017 or the RAISE Family Caregivers Act This bill directs the Department of Health and Human Services (HHS) to develop and make publicly available a National Family Caregiving Strategy that identifies recommended actions for recognizing and supporting family caregivers in a manner that reflects their diverse needs. HHS shall convene a Family Caregiving Advisory Council to advise the department on recognizing and supporting family caregivers. The council shall terminate after five years.

Senior Safe Act of 2017 This bill extends immunity from liability to certain individuals who, in good faith and with reasonable care, disclose the suspected exploitation of a senior citizen to a regulatory or law-enforcement agency. Specifically, this immunity shall apply to certain credit-union, depository-institution, investment-adviser, broker-dealer, transfer-agency, insurance-company, and insurance-agency employees who have received specified training related to identifying and reporting the suspected exploitation of a senior citizen. Similarly, the employing financial institution shall not be liable with respect to disclosures made by such employees.

Reducing Waste in National Parks Act This bill directs each regional director of a region of the National Park System (NPS) to establish a program to recycle and reduce the use of disposable plastic bottles within each NPS unit located in its region. Regional directors may eliminate the sale of water in disposable plastic bottles within their NPS units after having considered several specified factors. Where an NPS unit is not offering water for sale in disposable plastic bottles, the superintendent of the unit may continue that practice, upon submission of an evaluation of those factors. Each regional director who establishes and implements such a program shall develop for each affected NPS unit a proactive visitor education strategy to address visitor expectations of water availability and explain the rationale for the program.

SNAP Standard Medical Expense Deduction Act of 2017 This bill amends the Food and Nutrition Act of 2008 to allow households containing an elderly or disabled member to use a standard medical expense deduction for calculating income to apply for Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program) benefits. If the amount of actual costs of allowable medical expenses incurred by the elderly or disabled member for a month, exclusive of special diets, is equal to or greater than $35, the standard medical deduction for each month is: (1) $140 for FY2018, and (2) the preceding year's amount with a specified adjustment for inflation for FY2019 and each subsequent year. If the monthly costs are greater than the sum of the standard medical deduction and $35, the household may deduct the actual costs. The Department of Agriculture (USDA) may approve a standard medical deduction that is higher than the amount required by this bill. USDA must submit specified studies and reports to Congress regarding: (1) state performance in enrolling disabled and elderly individuals in SNAP and specified Medicare programs, (2) disability and food insecurity, and (3) the effectiveness of the standard medical deduction.

Medicare Buy-In and Health Care Stabilization Act of 2017 This bill makes a series of changes relating to health insurance options and costs. Among other things, the bill establishes a Medicare buy-in option for individuals aged 50 to 64, requires the Centers for Medicare & Medicaid Services to negotiate drug prices for Medicare beneficiaries, and establishes an individual market reinsurance fund.

Survivor Outreach and Support Campus Act or the SOS Campus Act This bill amends the Higher Education Act of 1965 to require each institution of higher education (IHE) that participates in a program under title IV (Student Assistance) to designate an independent advocate for campus sexual assault prevention and response with experience in providing sexual assault victim services. Each advocate must: ensure that sexual assault victims at the IHE are able to receive, at their election, specified information and services; guide sexual assault victims who request assistance through the reporting, counseling, administrative, medical and health, academic accommodations, or legal processes of the IHE or local law enforcement; attend, at the request of a sexual assault victim, any administrative or IHE-based adjudication proceeding related to the assault as an advocate for the victim; maintain the privacy and confidentiality of the victim and any witness to the sexual assault and not notify the IHE or any other person of the identity of the victim or of any such witness or the alleged circumstances surrounding the reported sexual assault except as otherwise required by state law or, with respect to the identity of the victim or witness, with the consent of the victim or witness; and conduct a public information campaign to inform the students enrolled at the IHE of the existence of, contact information for, and services provided by the advocate. In addition, the bill prohibits IHEs from retaliating against: (1) advocates for representing the interests of a student victims, or (2) student victims for reporting sexual assaults to advocates.

Major General Tim Lowenberg National Guard Cyber Defenders Act This bill allows certain military reserve components, including a reserve assigned or attached to a reserve component cyber civil support team, to perform duties to prepare for or respond to any emergency involving an attack or natural disaster impacting a computer, electronic, or cyber network. By September 30, 2022, each state, the District of Columbia, Puerto Rico, Guam, and the Virgin Islands shall have an operational reserve component cyber civil support team composed of reserve component members of the Armed Forces.

Geriatrics Workforce and Caregiver Enhancement Act This bill amends the Public Health Service Act to reauthorize and modify Department of Health and Human Services (HHS) grant programs for geriatrics education and training, including the Geriatrics Workforce Enhancement Program and the Geriatric Academic Career Awards Program. Among other modifications, the bill directs HHS to award grants to health professional schools or programs for the establishment or operation of geriatric workforce enhancement programs that meet certain requirements. The programs must support the development of a health care workforce that maximizes patient and family engagement and improves health outcomes for older adults by integrating geriatrics with primary care and other appropriate specialties. Special emphasis must be placed on providing the primary care workforce with the knowledge and skills to care for older adults and collaborating with community partners to address gaps in health care for older adults. The bill also reauthorizes and modifies the Geriatric Academic Career Awards program to provide awards to promote the career development of individuals such as academic geriatricians or other academic geriatrics health professionals.

Rural Veterans Travel Enhancement Act of 2017 This bill requires Vet Centers (centers for readjustment counseling and related mental health services for veterans) to be treated as Department of Veterans Affairs (VA) facilities for purposes of payment of medical-related expenses or allowances for travel to or from a VA facility. The bill makes permanent VA authority to transport individuals to and from VA facilities in connection with vocational rehabilitation or counseling or for examination, treatment, or care. The Caregivers and Veterans Omnibus Health Services Act of 2010 is amended to reauthorize through FY2020 grants to state veterans service organizations to assist veterans in highly rural areas to travel to VA medical centers. The VA shall: (1) establish a national protocol to administer medical examinations for volunteer drivers to participate in the veterans transportation program, and (2) implement the protocol by first conducting a one-year pilot program. The Government Accountability Office shall report to Congress on such program.

Addiction Treatment Access Improvement Act of 2017 This bill amends the Controlled Substances Act to revise the qualifications required for a practitioner to administer, dispense, or prescribe narcotic drugs for maintenance or detoxification treatment in an office-based opioid treatment program. It increases the maximum patient limit for a qualifying practitioner who meets certain requirements. The maximum patient limit is the maximum number of patients a qualifying practitioner can treat at one time. The bill expands qualifying practitioners to include additional nonphysician practitioners: clinical nurse specialists, certified registered nurse anesthetists, and certified nurse midwives. It makes permanent the authorization for certain nonphysician practitioners to become qualifying practitioners.

Condemns North Korea's threats against Guam. Reaffirms the U.S. commitment to Guam's security and its U.S. territorial waters. Supports evaluating needed investments in defensive capabilities to further safeguard Guam, the Northern Mariana Islands, American Samoa, Alaska, and Hawaii. Reaffirms U.S. support for forward deployment of missile defense systems to protect the territorial integrity of the United States and its Asia-Pacific allies. Urges enhanced strategic diplomatic engagement and military cooperation by the United States to address the growing North Korean threat. Demands that the international community fully enforce sanctions against the North Korean regime. Condemns any further escalation that endangers Guam and our citizenry or that could lead to a military conflict with North Korea.

Farm to School Act of 201 7 This bill amends the Richard B. Russell National School Lunch Act to reauthorize the Department of Agriculture's (USDA's) Farm to School Program through FY2022 and modify the program. The program currently provides grants and technical assistance to schools, state and local agencies, Indian tribal organizations, agricultural producers, and nonprofit entities to improve access to local foods in schools. The bill makes schools participating in the Summer Food Service Program for children, the early care and afterschool portions of the Child and Adult Care Food Program, and the School Breakfast Program eligible to participate in the program. It also permits USDA to provide land-grant colleges and universities with grants, research, and technical assistance under the program. The purposes for grants awarded under the program are expanded to include agricultural literacy and nutrition education. The bill requires USDA to provide technical assistance, research, and information to increase awareness of and participation in farm to school programs among agricultural producers. In awarding grants, USDA must seek to improve local food procurement and distribution options for agricultural producers and eligible schools. USDA is permitted to fund projects that include innovative approaches to aggregation, processing, transportation, and distribution. The bill establishes new limitations on the amount and duration of grants. The bill also establishes reporting requirements and limits funds that may be used for administrative costs.

Fort McClellan Health Registry Act This bill directs the Department of Veterans Affairs (VA) to establish and maintain a special record to be known as the Fort McClellan Health Registry containing the name of each individual who, while serving in the Armed Forces, was stationed at Fort McClellan, Alabama, during the period beginning on January 1, 1935, and ending on May 20, 1999, and who: (1) applies for care or services from the VA; (2) files a claim for compensation on the basis of any disability which may be associated with such service; (3) dies and is survived by a spouse, child, or parent who files a claim for dependency and indemnity compensation on the basis of such service; (4) requests a health examination from the VA; or (5) receives such health examination and requests inclusion in the registry. The VA, upon request, shall provide such health examination, as well as consultation and counseling with respect to examination results. The VA shall: (1) notify individuals in the registry of significant developments in research on the health consequences of potential exposure to a toxic substance or environmental hazard related to service at Fort McClellan; and (2) carry out appropriate outreach activities with respect to such health examinations, consultation, and counseling.

Censures and condemns President Trump for his inadequate response to the violence in Charlottesville, Virginia, on August 12, 2017, for his failure to condemn the White supremacist groups responsible for actions of domestic terrorism, for asserting that "both sides" were to blame and excusing the violent behavior of participants in the Unite the Right rally, and for employing people with ties to White supremacist movements in the White House. Urges President Trump to fire all White House advisors who have urged him to cater to the White supremacist movement.

Special Counsel Independence Protection Act This bill sets forth requirements and limitations with respect to the removal from office of a special counsel appointed by the Attorney General, or of another official appointed by the Attorney General who exercises a similar degree of independence from the Department of Justice (DOJ) chain of command. Specifically, a special counsel or other appointed individual may be removed only if: (1) the Attorney General files an action in the U.S. District Court for the District of Columbia and files a contemporaneous notice of the action with Congress; and (2) the U.S. District Court for the District of Columbia issues an order finding misconduct, dereliction of duty, incapacity, conflict of interest, or other good cause, including violation of DOJ policies.

Condemns the role of white supremacist groups in inciting violence in Charlottesville, Virginia, and denounces the increase in fear-mongering, racism, anti-Semitism, bigotry, and violence by white supremacists, neo-Nazis, the Ku Klux Klan, and other hate groups. Offers condolences to the families of those who died in Charlottesville, and wishes quick recoveries for those injured. Urges President Trump to: (1) disavow any support he has received from hate groups, (2) terminate the employment of any White House staff and administration officials who have supported white supremacists, and (3) use the office of the President and resources of the Cabinet to address the growing prevalence of domestic hate groups.

Science Laureates of the United States Act of 2017 This bill directs the National Science Foundation (NSF) to establish the position of Science Laureate of the United States to honor the service of scientists. The NSF shall appoint a Science Laureate from three individuals to be nominated each year by the National Academy of Sciences on the basis of merit, particularly the ability to foster public awareness and interest in science and to provide ongoing significant scientific contributions. Each Science Laureate shall engage the public to increase public awareness about science and is encouraged to continue his or her scientific work.

Homegrown Organic Act of 2017 This bill amends the Food Security Act of 1985 to modify several Department of Agriculture conservation programs to authorize additional assistance for farmers who are transitioning to organic farming. The bill modifies the Conservation Reserve Program, the Conservation Stewardship Program, and the Environmental Quality Incentives Program.

Safer Neighborhoods Gun Buyback Act of 2017 This bill authorizes the Department of Justice's Bureau of Justice Assistance (BJA) to make grants to states, local governments, or gun dealers to conduct gun buyback programs. The BJA may distribute smart prepaid cards for use by a state, local government, or gun dealer to compensate individuals who dispose of firearms. Additionally, the bill amends the federal criminal code to make it a crime to use or accept a smart prepaid card in the acquisition or transfer of a firearm or ammunition. A violator is subject to a fine, up to two years in prison, or both.

Fairness for Korean DMZ Veterans Act of 2017 This bill provides a presumption of herbicide exposure as the service-connected cause of certain diseases notwithstanding that there is no evidentiary record of any such disease during a veteran's service period. The bill defines a "veteran" for purposes of this bill as an individual who, during active military, naval, or air service, served in or near the Korean demilitarized zone during the period beginning on September 1, 1967, and ending on August 31, 1971. The bill specifies such a disease as: (1) a listed disease that becomes manifest, or (2) any additional disease that the Department of Veterans Affairs determines warrants a presumption of service-connection by reason of a positive association with herbicide exposure and that manifests itself within a prescribed period.

Every Prescription Conveyed Securely Act This bill generally requires, with specified exceptions, electronic prescribing under the Medicare prescription drug benefit with respect to covered drugs that are controlled substances.

American Hope Act of 2017 This bill amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to allow a state to extend higher-education benefits to state residents regardless of whether they are lawfully present in the United States. In addition, the bill requires the Department of Homeland Security (DHS) to cancel the removal, and adjust the status, of certain residents who entered the United States as children prior to 2017. An individual whose status has been so adjusted shall be considered to have obtained conditional permanent-resident status, valid for a period of eight years and subject to termination on the basis of specified deportable conduct. In order for an individual's conditional status to become permanent, the individual must timely file with DHS a petition indicating, among other specified information, that the individual has maintained conditional permanent-resident status for at least three years. Any period of time in which the individual was granted deferred action pursuant to the Deferred Action for Childhood Arrivals policy shall count toward this three-year period. Information furnished by an individual in such a petition may not be used by an officer or employee of the United States to initiate removal proceedings. The bill also: (1) allows DHS to establish a competitive grant program for the provision of nonprofit assistance to eligible applicants for conditional permanent-resident status; (2) establishes the Presidential Award for Business Leadership in Promoting American Citizenship; (3) allows the Department of Education to develop an open-source, electronic English-learning program; (4) specifies requirements related to federal higher-education assistance for individuals with conditional permanent-resident status; and (5) requires the Government Accountability Office to report on specified data related to the bill.

Officer Sean Collier Campus Police Recognition Act of 2017 This bill amends the Omnibus Crime Control and Safe Streets Act of 1968 to expand the definition of public safety officer for purposes of the Public Safety Officers' Benefits Program to include a campus police officer who is employed by an institution of higher education and authorized to enforce criminal laws. Specifically, the bill extends death, disability, or education benefits to a campus police officer or survivors of a campus police officer who dies or becomes disabled as a result of an injury sustained in the line of duty on or after April 15, 2013.

Security Clearance Review Act This bill amends the Intelligence Reform and Terrorism Prevention Act of 2004 to authorize the Federal Bureau of Investigation to revoke, or prohibit the renewal of, a security clearance of a political appointee in the Executive Office of the President if necessary for national security purposes.

Addiction Recovery for Rural Communities Act This bill requires the Department of Agriculture (USDA) to provide financial assistance for the construction of facilities and systems in rural areas for substance-use disorder services. In selecting recipients of loans and grants to establish community facilities, USDA must give priority to developers of facilities that: (1) provide substance use disorder prevention, treatment, or recovery services; and (2) employ staff with expertise and training in identifying and treating individuals with substance-use disorders. In providing grants to establish individual and family health education programs, USDA must give priority to entities intending to use the funds for substance-use disorder education, treatment, and prevention.

Savannah Hope Stillbirth Child Tax Credit Act This bill amends the Internal Revenue Code, with respect to the child tax credit, to allow an additional $2,000 refundable tax credit for each birth by the taxpayer of a stillborn child during the taxable year.

Presidential Pardon Transparency Act of 2017 This bill requires the Department of Justice, not later than three days after the President grants any reprieve or pardon for an offense against the United States, to publish in the Federal Register and on the President's official website the name of the person pardoned, the full text of the reprieve or pardon, and the date it was issued.

Care Corps Demonstration Act of 2017 This bill amends the Public Health Service Act to authorize the Department of Health and Human Services to award grants to implement a local care corps program through which eligible volunteers perform care services for individuals with a disability or individuals who have difficulty with self-care or living independently.

Dream Act of 2017 This bill directs the Department of Homeland Security (DHS) to cancel removal and grant lawful permanent resident status on a conditional basis to an alien who is inadmissible or deportable or is in temporary protected status who: (1) has been continuously physically present in the United States for four years preceding this bill's enactment; (2) was younger than 18 years of age on the initial date of U.S. entry; (3) is not inadmissible on criminal, security, terrorism, or other grounds; (4) has not participated in persecution; (5) has not been convicted of specified federal or state offenses; and (6) has fulfilled specified educational requirements. DHS shall cancel the removal of, and adjust to the status of an alien lawfully admitted for permanent residence on a conditional basis, an alien who was granted Deferred Action for Childhood Arrivals (DACA) status unless the alien has engaged in conduct that would make the alien ineligible for DACA. DHS may not: (1) grant conditional permanent resident status without the submission of biometric and background data, and completion of background and medical checks; and (2) disclose or use information provided in applications filed under this bill or in DACA requests for immigration enforcement purposes. The bill prescribes the conditions under which DHS: (1) may terminate a person's conditional permanent resident status, and (2) shall adjust a person's conditional status to permanent resident status. The bill: (1) sets forth documentation requirements for establishing DACA eligibility, and (2) repeals the denial of an unlawful alien's eligibility for higher education benefits based on state residence.

This bill directs the Department of Transportation (DOT) to issue a final rule requiring the submission of safety assessment certifications for highly automated vehicles or automated driving systems. DOT shall make available to the public and submit to Congress a rulemaking and safety priority plan to accommodate the development and deployment of highly automated vehicles and to ensure their safety and security. DOT shall: (1) initiate the first rulemaking proceeding for the rulemaking and safety priority plan within 18 months of this bill's enactment, and (2) complete research into the development of updated safety standards or performance requirements for motor vehicle headlamps within two years.

New Collar Jobs Act of 2017 This bill amends the Internal Revenue Code to establish an employee cybersecurity education tax credit, not to exceed $5,000 a year per employee, for an employer who incurs costs for an employee who earns a certificate or degree at the undergraduate or graduate level or an industry-recognized certification listed in the National Initiative for Cybersecurity Education's Cybersecurity Workforce Framework. The Federal Acquisition Regulation is amended to provide a business that utilizes the employee cybersecurity education tax credit and submits a bid for a competitive federal contract valued at more than $5 million a 5% increase in the business's bid score. The bill amends the Higher Education Act of 1965 to authorize the Department of Education to cancel eligible Federal Direct Loans for borrowers who have: (1) made 36 consecutive monthly payments, and (2) held a cybersecurity job in an economically distressed area during at least 12 months of payments. The program will cancel up to $25,000 in loans. The Cybersecurity Enhancement Act of 2014 is amended to include teaching cybersecurity as an acceptable employment option to satisfy post-award obligations for recipients of a CyberCorps Scholarship-for-Service award.

Pesticide Protection Act of 2017 This bill requires the Environmental Protection Agency (EPA) to cancel the registration of the pesticide chlorpyrifos under the Federal Insecticide, Fungicide, and Rodenticide Act. The bill prohibits the sale and use of existing stock of chlorpyrifos. The bill requires the EPA to ban chlorpyrifos residue on food under the Federal Food, Drug, and Cosmetic Act.

Expresses the sense of Congress that: child safety is the first priority of custody and parenting adjudications, and courts should resolve safety risks and claims of family violence before assessing other best interest factors; quasi-scientific evidence should be admitted by courts only when it meets admissibility standards for scientific evidence; evidence from court-affiliated or appointed fee-paid professionals regarding adult or child abuse allegations in custody cases should be considered only when the professional possesses documented expertise and experience in the relevant types of abuse, trauma, and the behaviors of victims and perpetrators; states should define required standards of expertise and experience for appointed fee-paid professionals who provide evidence to the court on behaviors of abuse victims and perpetrators, specify requirements for the contents of such professional reports, and require courts to find that any appointed professionals meet those standards; states should consider models under which court-appointed professionals are paid directly by the courts, with potential reimbursement by the parties after due consideration of the parties' financial circumstances; and Congress should schedule hearings on family courts' practices with regard to children's safety and civil rights.
