Syria Accountability Act of 2002 - Prohibits the President from exporting any item on the United States Munitions List or Commerce Control List of dual-use items in the Export Administration Regulations, providing any U.S. assistance to U.S. businesses with respect to investment or other activities, or conducting Overseas Private Investment Corporation and Trade Development Agency programs in or with respect to Syria. Directs the President to impose two or more specified sanctions against Syria. Requires maintenance of such prohibition and sanctions until the President certifies that Syria meets specified requirements, including that it: (1) does not support international terrorist groups; (2) has withdrawn all of its military personnel from Lebanon; (3) has ceased the development and deployment of ballistic missiles and biological and chemical weapons; (4) is no longer in violation of United Nations (UN) Security Council Resolution 661 and subsequent relevant resolutions; (5) has made substantial progress in negotiations aimed at a peace agreement with Israel and a peace agreement between Israel and Lebanon; and (6) is respecting the sovereignty and political independence of Lebanon as required under UN Security Council Resolution 520. Authorizes the President to provide development assistance to Syria and Lebanon if these six requirements are met.

Repeals the limitation of such allocations to a maximum of 50 percent of the alternative fueled vehicle requirements of a fleet or covered person. (Thus makes such credits available for 100 percent of such requirements.) Repeals the current denial that such a credit may be considered a specified kind of alternative fueled vehicle credit (thus allowing such consideration). Directs the Secretary of Energy to study and report to Congress on the availability and cost of: (1) light duty motor vehicles that qualify under such Act as alternative fueled vehicles; and (2) fuels that qualify as alternative fuels.

Mental Health Equitable Treatment Act of 2002 - Amends the Employee Retirement Income Security Act of 1974 and the Public Health Service Act to prohibit certain employee group health plans or related insurances providing both medical-surgical and mental health benefits from imposing mental health treatment limitations or financial requirements unless comparable limitations and requirements are imposed upon medical-surgical benefits. States that the foregoing shall not be construed as requiring a group health plan (or related insurances) to: (1) provide any mental health benefits; (2) prevent the medical management of mental health benefits; or (3) require the provision of specific mental health services, except to the extent that failure to provide such services would result in a disparity between the coverage of mental health and medical-surgical benefits. Exempts specified small employers from such requirements. Requires that, in the case of a group health plan that offers a participant or beneficiary two or more benefit package options, the coverage requirements shall be applied separately with respect to each such option. Provides that, in the case of a plan or insurance providing in-network mental health benefits, out-of-network mental health benefits need not be provided at parity to medical-surgical benefits, as long as in-network mental health benefits are provided at parity with medical-surgical benefits and the plan or insurance provides reasonable access to in-network providers and facilities. Requires a General Accounting Office study of such requirements' effects upon health insurance costs, access, and quality and a cost estimation of extending such requirements to the treatment of substance abuse and chemical dependency.

Limits such grants to three years and their use for programs to hire new, additional career firefighters. Requires grantees to commit to retaining such career firefighters for at least one year beyond the termination of their grants.

Water Quality Financing Act of 2002 - Amends the Federal Water Pollution Control Act (FWPCA) to authorize the Administrator of the Environmental Protection Agency to make grants to nonprofit organizations to provide technical and information assistance for rural and small treatment works. Requires establishment of procedures for the competitive award of grants. Extends funding for State- and interstate-managed pollution control programs. Revises State water pollution control revolving fund provisions concerning: (1) agreements for treatment works capitalization grants; (2) project eligibility; (3) loan payments, subsidization, and administrative expenses; (4) technical and planning assistance for small treatment works; (5) funding allotments; (6) priorities and intended use plans; and (7) Federal oversight review procedures. Increases the limit on amounts authorized for grants for development of management plans and construction of publicly owned treatment works to serve Indians. Waives application of the Federal Reports Elimination and Sunset Act to various water pollution-related reporting requirements, thereby leaving them in place. Amends the Internal Revenue Code to exempt from the private activity bond volume cap bonds issued as part of an issue whose proceeds are to be used to provide water or sewage facilities. Revises arbitrage bond rules to exclude from consideration as proceeds of an issue any amounts derived from a Federal grant or related State contribution made in connection with a FWPCA or Safe Drinking Water Act State revolving loan fund.

Health Care Antitrust Improvements Act of 2002 - Delineates the relationship between the antitrust laws and negotiations between groups of health care professionals and health plans and health care insurance issuers. Applies the rule of reason standard to negotiations between a health plan and two or more physicians. Awards attorneys' fees to a substantially prevailing plaintiff in certain actions only when the defendant's conduct was unreasonable or in bad faith. Authorizes health care cooperative ventures negotiating with a health plan to file notification with the Attorney General, thereby limiting any potential recovery from conduct within the scope of such notification to actual damages (not punitive or treble). Prohibits tying arrangements (linking the participation in one product line to participation in another) between a health plan and health care professional, except as specified. Directs the Attorney General to establish: (1) at least six demonstration projects where health care professionals in project site States may act together to jointly negotiate contracts and agreements with health plans to provide health care items and services for which benefits are provided under such health plans; and (2) an Advisory Committee on Health Plan Negotiations. Excludes from this Act any negotiations or agreements between health care professionals and health plans pertaining to the provision of benefits under Federal programs, including Medicare, Medicaid, SCHIP (State children's health insurance program), uniformed services' or veterans' medical care, Federal employees' health benefits, and Indian health care.

Dot Kids Implementation and Efficiency Act of 2002 - Amends the National Telecommunications and Information Administration Organization Act to direct the Secretary of Commerce to assign to the National Telecommunications and Information Administration (NTIA) responsibility for providing for the establishment, and overseeing operation, of a second-level Internet domain within the U.S. country code domain that provides access only to materials suitable for, and not harmful to, minors. Directs NTIA to require the same registry selected to operate and maintain the U.S. country code to establish, operate, and maintain such second-level domain. Requires the selected registry, as a condition of contract renewal, to provide and implement written content standards for the new domain and a process for the removal of content that does not meet such standards. Requires the NTIA to publicize the availability of the new domain and to educate parents of minors regarding the process for utilizing such domain in coordination with filtering or blocking technologies. Provides for Comptroller General review of the registry selected and the domain content.

Directs: (1) the Secretary of Transportation and the Administrator of the Environmental Protection Agency (EPA) to designate as hazardous certain byproducts of the methamphetamine production process and expand penalties against laboratory operators; (2) the Administrator of the Drug Enforcement Administration to list byproducts likely to cause long-term environmental harm; (3) the Secretary of Labor, acting through the Occupational Safety and Health Administration, to provide grants to local law enforcement for specified training and equipment acquisition; (4) the EPA Administrator to study the impact of methamphetamine laboratory operation on the environment; and (5) the Secretary of Health and Human Services to study contamination issues. Amends: (1) the Elementary and Secondary Education Act of 1965 to authorize grants for educational programs; (2) the Public Health Service Act to authorize grants to provide treatment; (3) the Omnibus Crime Control and Safe Streets Act of 1968 to include among permissible grant projects under the "cops on the beat" program hiring personnel and purchasing equipment; and (4) the Controlled Substances Act to set penalties for promoting an entertainment event where the promoter knows that a controlled substance will be used or distributed in violation of specified law. Urges the President to seek commitments from the Canadian Government regarding the availability of pseudoephedrine.

Federal Deposit Insurance Reform Act of 2002 - Mandates the merger of the Bank Insurance Fund and the Savings Association Insurance Fund into the Deposit Insurance Fund. Amends the Federal Deposit Insurance Act (FDIA) and the Federal Credit Union Act to: (1) increase the amount of deposit insurance coverage; (2) couple such increase with an inflation adjustment; and (3) double the amount of deposit insurance for certain retirement accounts. Amends the FDIA to increase the amount of deposit insurance coverage for municipal deposits. Expands the range of authorized investments for the Federal Deposit Insurance Corporation (FDIC) to include Federal agency obligations or comparable obligations authorized by the Secretary of the Treasury. Repeals: (1) independent treatment of each deposit insurance fund with respect to assessments and designated reserve ratio; (2) minimum risk-based assessments for certain at-risk deposit insurance funds; (3) limitations on assessments on deposit insurance funds that fail to meet the designated reserve ratio; and (4) the special rule for recapitalizing undercapitalized funds. Instructs the FDIC Board of Directors to establish annually a designated reserve ratio that falls within a prescribed range. Replaces refund guidelines with rebates to insured depository institutions that are predicated upon DIF balances in excess of specified percentages. Instructs the FDIC to establish a Deposit Insurance Fund Restoration Plan to ensure adequate reserves whenever the actual ratio in the DIF falls below certain criteria. Directs the Comptroller General to study and report to Congress on FDIC administrative structure, expenses, and certain activities, and further possible changes to the deposit insurance system.

Nurse Reinvestment Act - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to develop national public service announcements and make grants to support State and local broadcasts promoting the nursing profession. Expands eligibility for the nursing loan repayment program to include service in private hospitals, State or local departments of public health, skilled nursing facilities, home health agencies, hospice programs, and ambulatory surgical centers, subject to certain restrictions. Authorizes the Secretary to provide nursing scholarships in exchange for nursing services in designated health facilities. Treats such scholarships as equivalent to those made under the National Health Service Corps Scholarship Program for repayment purposes, except as specified. Grants preference to applicants with the greatest financial need and/or a willingness to serve in geographic areas with nursing shortages and need. Requires the Comptroller General to study and report to Congress on: (1) any differences in nurse hiring practices between profit and nonprofit private entities because of the inclusion of for-profit privates in the loan repayment program; and (2) whether a nursing school faculty shortage exists.

National Aviation Capacity Expansion Act - Directs the Administrator of the Federal Aviation Administration to implement the redesign and reconstruction of Chicago O'Hare International Airport in Cook and DuPage Counties, Illinois, in accordance with a specified runway redesign plan, and the development of a south suburban airport in the Chicago metropolitan region, by facilitating approval, funding, construction, and implementation of such plan and suburban airport. Requires all environmental reviews, analyses, and opinions related to issuance of permits, licenses, or approvals relating to such plan or airport to be conducted on an expedited basis. States that approval by the Administrator of an airport layout plan submitted by Chicago that includes the runway redesign plan shall: (1) provide that any runway located more than 2500 feet south of existing runway 9R-27L shall not begin construction before January 2011; and (2) be subject to the condition that noise impact of aircraft operations at O'Hare after the year in which the first new runway is first used will be less than that in 2000. Prohibits the consideration of such a plan unless it includes public roadway access through the western boundary of O'Hare to passenger terminal and parking facilities. Directs the Administrator to give priority consideration to a letter of intent application submitted by the State of Illinois (or a political subdivision thereof) for construction of the suburban airport. Sets forth requirements regarding the construction of the runway redesign plan as a Federal project on or after July 1, 2004. Community Access to Emergency Defibrillation Act of 2001 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to award grants to States, political subdivisions of States, Indian tribes, and tribal organizations to develop and implement public access defibrillation programs by: (1) training and equipping local emergency medical services personnel to administer immediate care, including cardiopulmonary resuscitation (CPR) and automated external defibrillation (AED), to cardiac arrest victims; (2) purchasing AEDs, placing the defibrillators in public places where cardiac arrests are likely to occur, and training personnel in such places to administer CPR and AED to such victims; (3) setting procedures for proper maintenance and testing of such devices; (4) providing training to members of the public in CPR and AED; (5) integrating the emergency medical services system with the public access defibrillation programs; and (6) encouraging private companies to purchase AEDs and provide training for their employees to administer CPR and AED to cardiac arrest victims in their community. Directs the Secretary to award grants to States, Indian tribes, and tribal organizations to develop and implement innovative, comprehensive, community-based public access defibrillation demonstration projects that: (1) provide CPR and AED to cardiac arrest victims in unique settings; (2) provide training to community members in CPR and AED; and (3) maximize community access to AEDs. Directs the Secretary to award a grant to a health care organization to establish a national information clearinghouse that provides information to increase public access to defibrillation in schools.

Includes within: (1) "required primary health services" appropriate cancer screening (currently, screening for breast and cervical cancer), specialty referral when medically indicated, and specified housing-related services; and (2) "additional health services" behavioral and mental health substance abuse services. Permits grants to health centers for the planning and development of management networks. Rewrites PHSA provisions regarding rural health. Provide grants for expanded delivery of health care services in rural areas, for the planning and implementation of integrated health care networks in rural areas, and for the planning and implementation of small health care provider quality improvement activities. Telehealth Grant Consolidation Act of 2001 - Provides for the establishment: (1) of telehealth network and telehealth resource centers grant programs; and (2) an Office for the Advancement of Telehealth. Provides for grants to eligible entities to enable such entities to provide for improved emergency medical services in rural areas. Reauthorizes and rewrites PHSA provisions regarding the National Health Service Corps program. Prohibits an entity to which a Corps member is assigned from denying requested health services and discriminating in the provision of services because an individual is unable to pay. Provides for a community access demonstration program to improve the effectiveness, efficiency, and coordination of services for uninsured and underinsured individuals. Expands the availability of dental health services.

Establishes within the Department of Health and Human Services the position of Assistant Secretary for Emergency Preparedness. Expands the role of the Centers for Disease Control and Prevention. Directs the Secretary to provide for the establishment of a coordinated network of public health laboratories. Provides for: (1) the education of health care personnel regarding recognition and identification of bioweapons; and (2) grants to train health professionals and register volunteers. Requires the maintenance of a national stockpile or stockpiles of drugs, vaccines and other biological products, medical devices, and other supplies adequate to meet the health security needs of the United States in the event of a bioterrorist attack or other public health emergency. Provides for countermeasure research, development, and evaluation. Provides for the waiver of certain Medicare, Medicaid, and SCHIP requirements during national emergencies. Provides for enhanced regulatory control of dangerous biological agents and toxins. Amends the Federal Food, Drug, and Cosmetic Act to provide for the protection of the food and drug supply against intentional adulteration. Amends the Safe Drinking Water Act to protect the water supply against terrorist and other intentional acts.

Sets forth requirements for the State grant program, including matching funds, standards for care and facilities, central data reporting and analysis, special consideration for geographic areas with high rates of disability from stroke or significant need, and technical assistance. Authorizes the Secretary to make grants to develop and implement education programs for appropriate medical personnel with regard to newly developed diagnostics, technologies, and therapies for stroke prevention and treatment.

Directs the Secretary of Health and Human Services (HHS) to establish a demonstration program making certain technical assistance available, upon request on a voluntary basis, to small providers of services or suppliers to evaluate their billing and related systems for compliance with the applicable Medicare requirements. Outlines requirements with respect to provider appeals and recovery. Directs the Secretary to establish a process for expedited access to judicial review. Amends SSA title XVIII part D with respect to: (1) the Medicare Integrity Program to provide for the recovery of overpayments; and (2) agreements with service providers to direct the Secretary to establish a process for enrollment of Medicare service providers and suppliers. Prohibits the Secretary from implementing any documentation guidelines for evaluation and management physician services under Medicare unless the Secretary has, among other things, established a plan with specific goals and a schedule for improving the use of such guidelines.
