Expresses the sense of the Congress that the member nations of the General Agreement on Tariffs and Trade (GATT) should: (1) negotiate further reductions in tariffs and strengthen the rules governing nontariff barriers; (2) establish rules governing the use of safeguard actions (including voluntary restraint agreements and marketing arrangements) to ensure that such actions contribute to trade adjustment without shifting the burden to other trading countries; (3) develop rules governing agricultural trade (including the elimination of export subsidies and barriers to agricultural markets) and foreign investment; (4) establish enforceable mechanisms for the protection of intellectual property; and (5) strengthen and streamline the GATT dispute settlement procedures.

United States Olympic Checkoff Act - Amends the Internal Revenue Code to allow taxpayers to designate on their income tax returns a contribution of one dollar of their income tax refunds and any voluntary cash contributions for use by the U.S. Olympic Committee. Establishes in the Treasury a U.S. Olympic Trust Fund. Appropriates to such trust fund amounts equal to the amounts designated on tax returns. Directs the Secretary of the Treasury to pay such amounts to the U.S. Olympic Committee at least quarterly. Allows specified administrative expenses of the Department of the Treasury to be paid from such trust fund.

Disabled Americans Work Incentive Act - Amends part A (Hospital Insurance) of title XVIII (Medicare) of the Social Security Act to continue the part A eligibility of physically or mentally impaired individuals who were eligible for such benefits by reason of their entitlement to disability benefits under title II (Old Age, Survivors and Disability Insurance) of the Act, but whose title II benefits have been terminated because they engaged in substantial gainful activity. Sets forth enrollment, special enrollment, and coverage periods as well as the contingencies terminating one's enrollment. Conditions such continued part A eligibility upon the payment of a monthly premium. Requires individuals who are entitled to part B (Supplementary Medical Insurance) Medicare benefits only by reason of their continued part A eligibility provided by this Act to pay a monthly premium set at four times the amount otherwise required under part B. Prohibits such part A and B premiums from exceeding a specified percentage of the individual's adjusted gross income, unless the premium thereby sinks below 25 percent of the premium determined without income restraints. Prohibits the benefits provided by this Act from supplanting employer group health plan benefits. Amends title II of the Act to provide that when individuals become entitled to OASDI disability benefits by reason of a disability which previously entitled them to such benefits, both periods of entitlement shall count toward the two-year period of OASDI disability benefit entitlement required for Medicare eligibility despite an intervening period of gainful employment.

Makes permanent the income tax credit for qualified research expenditures by repealing the provisions of the Internal Revenue Code that would terminate such credit for expenses incurred or paid after 1988.

Moscow Embassy Security Resolution - Declares that: (1) the Government of the U.S.S.R. has violated the diplomatic privileges and immunities of the Embassy of the United States by surreptitiously entering that Embassy to conduct espionage; (2) the penetration of the Embassy constitutes a gross violation of international law; (3) such penetration has inflicted grave damage upon the national security of the United States; (4) the security of the United States requires that American personnel in Moscow can communicate in confidence; (5) such personnel cannot communicate in confidence within the present Embassy in Moscow, nor within the proposed new Embassy in Moscow; (6) the agreements between the United States and the U.S.S.R. concerning new embassies in Moscow and Washington allow either party to withdraw from the agreements to the extent the national security interests of the party require; and (7) to protect national security, the United States must withdraw from the embassy agreements. Declares that the United States withdraws from the embassy agreements. Requires the Secretary of State to notify the Government of the U.S.S.R. that the Mount Alto site in Washington, D.C., will cease to be available to that Government for any purpose.

Long-Term Care Insurance for the Elderly Act of 1987 - Amends the Internal Revenue Code to allow tax-free distributions from an individual retirement account or an individual retirement annuity for the purchase of long-term care insurance coverage when: (1) the entire amount received is used to buy such insurance for the individual within 90 days of its receipt; and (2) the individual has reached age 59 and one-half by the date of the distribution. Describes the method, based on the taxpayer's adjusted gross income for the taxable year, for determining the applicable percentage of the distribution or payment amount to which tax-free treatment will be accorded. Requires the Secretary of Health and Human Services to submit to the Congress, within one year after this Act's enactment, a proposal for the regulation of long-term care insurance policies, including minimum standards and an evaluation of the various catastrophic and long-term care policies currently available.

Product Liability Act of 1987 - Sets forth uniform national standards for products liability cases. Preempts inconsistent Federal and State laws. Permits actions under this Act to be brought in State court or Federal court if the United States is a party or diversity jurisdiction exists. Prohibits recovery for other than commercial loss or damage to the product itself, except as otherwise provided in this Act. Sets forth basic standards of responsibility for manufacturers and product sellers. Establishes rules relating to proof in products liability cases with respect to Government standards and contract specifications. Prohibits admission of postmanufacturing improvements except for the purpose of impeaching a witness where the product seller denies the feasibility of such improvements. Allows a manufacturer to introduce certain precautionary measures. Provides that all product liability actions shall be governed by the principles of comparative responsibility. Specifies the manner in which damages are to be apportioned. Provides that comparative damages apply only to compensatory damages. Requires the reduction of any damage award by the amount of workers' compensation benefits which are paid. Makes a product seller who acted with flagrant indifference to consumer safety, where the act was an extreme departure from accepted practice, liable for punitive damages. Establishes a two-year statute of limitations and a ten-year statute of repose.

Sets forth a formula, beginning with the 1987 grazing year, for determining fees for domestic livestock grazing on public rangelands. Bases the formula on the base established by the 1966 Western Livestock Grazing Survey, the Forage Value Index, and the adjusted Beef Cattle Price Index. Prohibits annual fee adjustments greater or less than 25 percent.

Civil Rights Act of 1987 - Amends title IX of the Education Amendments of 1972, the Rehabilitation Act of 1973, the Age Discrimination Act of 1975, and title VI of the Civil Rights Act of 1964 to provide that the phrase "program or activity" shall, as applied to educational institutions receiving Federal financial assistance, mean the educational institution (notwithstanding the decisions of the Supreme Court in Grove City College v. Bell and North Haven Board of Education v. Bell). Amends title IX of the Education Amendments of 1972 to state that such Act's prohibition of sex discrimination shall be inapplicable to educational institutions which are controlled by, or closely associated with the tenants of, a particular religious organization if the application of such prohibition would be inconsistent with the organization's religious intent. (Current law provides that such prohibitions are inapplicable where the educational institutions are controlled by religious organizations.) States that nothing in such Act shall be construed to grant or deny any right relating to abortion.

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to permit a State to exclude from coverage service performed by election officials or election workers if the remuneration paid for such service: (1) is less than $300 in a calendar year; or (2) is less than $100 in a calendar quarter.

Telephone Decency Act - Amends the Communications Act of 1934 to prohibit any obscene or indecent telephone communication, in foreign or interstate communication or in the District of Columbia, for commercial purposes to any person. (Current law prohibits such communication to any person without his or her consent or to any person under 18 years of age.)

Antitrust Damages Clarification Act of 1987 - Provides that no damages, costs, or attorney's fees shall be awarded under an antitrust suit with respect to the establishment or use of any rate, charge, or premium filed by a title insurance company with a State insurance department or authorized, approved, or permitted to become effective pursuant to State insurance laws.

Constitutional Amendment - Permits the President to disapprove any item of appropriation in any bill except an item of appropriation for the legislative branch or the judicial branch. Requires the President to return with his objections any item of appropriation disapproved to the House in which the bill originated. Subjects such bills to the same proceedings as other bills disapproved by the President.

President's Pro-Life Bill of 1987 - Prohibits the use of Federal funds for abortions, except when continuing the pregnancy would endanger the mother's life. Prohibits the granting of funds relating to certain population research and voluntary family programs under the Public Health Service Act to organizations providing abortions or abortion referrals, unless the life of the mother would be endangered by continuing the pregnancy.

Employee Educational Assistance Act of 1987 - Amends the Internal Revenue Code to make permanent the income tax exclusion for employee educational assistance programs. (Present law terminates such exclusion as of December 31, 1987.) Requires, for every taxable year beginning after 1988, an annual cost of living adjustment of the maximum excludable amount. Waives the maximum excludable amount for any educational assistance furnished by certain educational institutions to graduate students engaged in teaching or research activities for such organization.

WIC Food for Life Resolution - Expresses the sense of the Congress that: (1) the Special Supplemental Food Program for Women, Infants, and Children (WIC) should receive increasing appropriations until all eligible persons are being served; and (2) an outreach program should be conducted to identify persons eligible for WIC assistance.

Expresses the sense of the Congress that the President should express to the Soviet Union the U.S. opposition to the Soviet Union's slave labor policies by all possible means, including refusing to permit imports of products made by such labor. Requests the President to end the delay in enforcing the restriction against importing goods produced by forced labor.

Federal Lands Receipts Clarification Act - Amends the Mineral Lands Leasing Act, the Mineral Leasing Act for Acquired Lands, and other Federal law to specify that the States' share of certain revenue from National Forest System timber sales, from oil and gas royalties, and from mineral and geothermal leases be determined on the basis of gross receipts.

Offshore Energy Security Act of 1987 - Directs the Secretary of the Interior to: (1) establish a minimum bid of $25 or less per acre for the right to lease lands under the Outer Continental Shelf Lands Act; (2) alter the royalty rate for new and existing leases in order to provide an economic stimulus to production; and (3) offer for lease areas of the Outer Continental Shelf that constitute large economic units. Establishes the National Offshore Vessel Operators Safety Advisory Committee to make recommendations to the Secretary of the department in which the Coast Guard is operating regarding safety aspects of offshore oil, gas, and other mineral operations. Amends the Internal Revenue Code to repeal the windfall profit tax on domestic crude oil.

Defense Savings Act - Establishes the Bipartisan Commission on the Consolidation of Military Bases (the Commission) to: (1) review the military importance of all major military installations; and (2) identify which such installations can be closed or realigned without impairing the security of the United States. Outlines administrative procedures concerning membership, staff, meetings, and powers of the Commission. Directs the Commission, within 180 days after the enactment of this Act, to submit to the President, the Secretary of Defense, and each House of the Congress a final report on the findings and conclusions of the Commission. Terminates the Commission 30 days after the submission of such report. Authorizes the Secretary of Defense to take certain specified action with respect to the implementation of the Commission's recommendations.

Competition Savings Act of 1987 - Amends the Office of Federal Procurement Policy Act to require the Federal Government to contract with the private sector for the performance of a commercial activity when the cost is lower than the cost of the performance of such activity by the Government. Requires the Director of the Office of Management and Budget to prescribe regulations for such cost comparisons. Requires the Director to publish a commercial activity inventory each fiscal year in the Federal Register. Provides that such inventory shall consist of a list of all commercial activities carried out by full-time Government employees, and the cost of such activities. Requires each executive agency to complete cost comparisons or award contracts for commercial activities which constitute 20 percent of the number of activities listed in the agency's inventory for each fiscal year, beginning with FY 1989. Specifies commercial activities which are exempt from cost comparisons and those eligible for expedited procedures. Sets forth performance deadlines after completion of cost comparisons. Requires the inclusion of cost comparison results in budget requests. Provides for judicial review of decisions resulting from cost comparisons. Makes greater reliance on private sector sources a part of Federal procurement policy.

Auburn Dam Revival Act of 1987 - Amends Federal law regarding the Auburn-Folsom South unit, American River division, Central Valley project, California. Authorizes the Secretary of the Interior (Secretary) to build a visitor center near Auburn Dam. Requires maintenance of minimum-flow levels in the Lower American River downstream of the diversion point. Requires inclusion of a monitoring program in operations of the Auburn-Folsom South unit to report annually on the effectiveness of minimum-flow levels in protecting recreation, fish and wildlife, and scenic characteristics of the river. Allows the use of water without obligation to reimburse the United States for any impact on the Auburn-Folsom South unit, providing users comply with State water laws and give priority to the county of origin for present and future needs. Amends the Flood Control Act of 1970 to authorize the Secretary, as part of the construction of the Auburn-Folsom South unit, to relocate the southern end of the road to California Highway 193. Allows the Secretary to enter into cost-sharing agreements with non-Federal entities at varying levels for financing the unit. Prohibits the Secretary from resuming construction on the Auburn-Folsom South unit until cost-sharing agreements with non-Federal entities have been executed.

Aircraft Collision Avoidance Act of 1987 - Amends the Federal Aviation Act of 1958 to require that civil aircraft with a maximum passenger capacity of more than 30 seats be equipped with a collision avoidance system developed by the Federal Aviation Administration (TCAS-II). Mandates that an altitude-encoding transponder be installed on each civil aircraft operating in a high traffic density area if such aircraft is not required to be equipped with the TCAS-II. Directs the Administrator of the Federal Aviation Administration to complete, as soon as possible, the research, development, and certification of the collision avoidance system known as TCAS-III. Authorizes appropriations.

Amends the Fair Labor Standards Act of 1938 to permit individuals to engage in industrial homework (including sewing, knitting, jewelry, or craftmaking) or perform any service in or about their place of residence as employees of any employer covered by such Act if the employer complies with minimum wage and maximum hours requirements under such Act.

Federal Hospital System Sharing Act of 1987 - Amends Federal veterans' benefits provisions to allow, under a health care sharing agreement, an individual who is eligible to receive direct health care in a facility of one agency (either the Veterans Administration or the Department of Defense) to be furnished such care at the facility of the other agency. Revises the definition of the term "beneficiary" for purposes of eligibility for such benefits.
