Authorizes to be appropriated such sums as may be necessary from time to time to carry out the foregoing purposes. Expresses the sense of Congress that living accommodations, generally equivalent to those available to the highest ranking officer on active duty in each of the other military services, should be provided for the Chief of Naval Operations. Repeals the Federal law authorizing the planning, design, construction, furnishing, and maintenance of an official residence for the Vice President of the United States.

Forest and Related Resources Planning Act

Forest and Related Resources Planning Act - States that in recognition of the vital importance of America's forest and related resources to the Nation's social and economic well-being, and of the necessity for a long-term perspective in planning and undertaking forest and related resource programs administered by the Forest Service, the Secretary of Agriculture shall prepare a Forest and Related Resources Assessment. Stipulates that the assessment shall include but not be limited to: (1) an analysis of present and anticipated uses, demand for, and supply of the forest and related resources, with consideration of the international forest resource situation, and an analysis of pertinent supply and demand and price relationship trends; (2) an inventory, based on information available to the Forest Service and other Federal agencies, of present and potential forest and related resources, and an evaluation of opportunities for improving their yield of tangible and intangible goods and services, together with estimates of investment costs and direct and indirect returns to the Federal Government; (3) a description of Forest Service programs and responsibilities in research, cooperative programs, and management of the National Forest System, their interrelationships, and the relationship of these programs and responsibilities to public and private activities; (4) a detailed study of personnel requirements as needed to satisfy existing and ongoing programs; and (5) a discussion of important policy considerations, laws, regulations, and other factors expected to significantly influence and affect the use, ownership, and management of forest and related resource lands. Directs the Secretary of Agriculture to prepare and transmit to the President a Forest and Related Resource Program displaying alternative objectives and associated programs which shall provide in appropriate detail for protection, management, and development of the National Forest System, including forest development roads and trails; for cooperative forestry programs; and for forest and related resources research. States that the Program shall include, but not be limited to: (1) an inventory of specific needs and opportunities for both public and private program investments; (2) specific identification of program outputs, results anticipated, and benefits associated with investments in such a manner that the anticipated costs can be directly compared with the total related benefits and direct and indirect returns to the Federal Government; and (3) a discussion of priorities for accomplishment of inventoried program opportunities, with specified costs, outputs, results, and benefits. Provides that, in carrying out this Act, the Secretary of Agriculture shall utilize information and data available from other Federal, State, and private organizations and shall avoid duplication and overlap of resource assessment and program planning efforts of other Federal agencies.

Provides for the removal to a United States District Court of any proceeding brought in a State court upon a certification by the Attorney General that the defendant was acting in the scope of his employment in or for the Department of Defense or any other Federal department, agency, or institution at the time of the incident out of which the suit arose. Authorizes the Secretary of Defense to hold harmless or provide liability insurance for any active duty military medical personnel for personal injury or death negligently caused by such personnel acting within the scope of his employment.

Requires the Secretary to: (1) develop and test new building designs and construction methods which involve the utilization of solar energy equipment; and (2) prescribe standards and specifications for such building designs and construction methods. States that in determining the maximum dollar amount of a mortgage which may be insured under the National Housing Act, with respect to any dwelling or residence which involves a building design or construction methods which meet the standards prescribed by the Secretary, he may increase the maximum amount of a mortgage which may be insured with respect to such dwelling or residence by the amount by which the cost of using such building design or construction methods exceeds the cost of using conventional building design and construction methods.

Emergency Chlorine Allocation Act - Declares that there is a national shortage of chlorine and other chemicals and substances used for safe drinking water and for waste water treatment purposes and that such shortage presents a substancial threat to the public health. Revises the Public Health Service Act by providing that the Administrator of the Environmental Protection Agency, in consultation with the Secretary of Commerce, shall promulgate regulations providing for mandatory allocation of chlorine, activated carbon, lime, ammonia, soda ash, or other chemical or substance used in the treatment of drinking water or waste water, such regulations to only apply to chlorine unless the other chemicals are also found to be in short supply. Authorizes the Administrator to hold such hearings and receive such evidence as he deems necessary to carry out this Act. Authorizes the Administrator to gather such information from and make such inspections of producers and importers of chlorine or other allocated chemicals as are necessary to carry out this Act. Provides penalties for failure to comply with regulations promulgated under this Act. Provides that no provision of this Act shall be deemed to convey to any person subject to the Act immunity from civil or criminal liability, or to create defenses to actions, under the antitrust laws. Sets forth exceptious to the antitrust provisions of this Act. Authorizes the appropriation of such funds as are necessary to carry out the provisions of this Act.

Requires the cooperative conservation plan for military reservations involving the Secretary of Defense, the Secretary of Interior, and the appropriate State agency to provide for: (1) fish and wildlife habitat improvements; (2) range rehabilitation where necessary for support of wildlife; and (3) control of off-road vehicle traffic. Authorizes appropriations to the Secretary of Defense of $1,500,000 annually for fiscal years 1973-1977 for conservation programs on military reservations. Authorizes appropriations to the Secretary of the Interior of $2,000,000 annually for fiscal years 1974-1978 to enable him to carry out his responsibilities under this section's cooperative plans. Authorizes the Secretary of the Interior and the Secretary of the Agriculture, in cooperation with the State agencies, to develop, maintain, and coordinate programs on public lands under their jurisdiction for the conservation and rehabilitation of wildlife, fish, and game. Sets forth requirements for comprehensive plans and cooperative agreements under this section. Provides that no individual will be permitted to hunt, trap, or fish on any public land within the State which is subject to a conservation and rehabilitation program under this section unless he has a valid public land management stamp. Makes provisions for the issuance and sale of such stamps. Prescribes a $1,000 fine or imprisonmnet for not more than six months, or both, for any person who hunts, traps, or fishes on any public land which is subject to a conservation and rehabilitation program without a valid public land management area stamp, if the possession of such a stamp is required. Provides for the forfeiture to the United States of all guns, traps, nets, and other equipment, vessels, vehicles, and other means of transportation used by any person when engaged in committing an offense under this subsection. Authorizes appropriations of $10,000,000 annually to both the Secretary of the Interior and the Secretary of Agriculture for fiscal years 1974-1978 for public land conservation programs under this Act. (Amends 16 U.S.C. 670)
