Family Violence Prevention and Services Improvement Act of 2019 This bill modifies, expands, and reauthorizes through FY2024 the Family Violence and Prevention Services program, which funds emergency shelters and supports related assistance for victims of domestic violence. Specifically, the bill requires the Department of Health and Human Services (HHS) to award grants and enter cooperative agreements with state and tribal domestic violence coalitions, and community-based organizations, to support prevention services. Depending on the type of organization, grant recipients must use funding to (1) provide technical assistance; (2) promote evidence-informed prevention strategies; (3) implement coordinated, community responses to reduce risk factors for family violence; and (4) develop prevention partnership strategies, among other uses. Further, HHS must award specified grants to organizations that provide population-specific services in underserved communities and to community-based organizations that provide culturally competent domestic violence services to racial and ethnic minority groups. The bill also establishes a grants program for tribal domestic violence coalitions to support the provision of local, tribal, family domestic or dating violence services and requires HHS to award a grant for the administration of a hotline dedicated to serving Indians affected by domestic violence. In addition, the bill modifies certain program-wide definitions; changes the requirements for specified grant applications, eligibility criteria, and use of funds; and makes other technical revisions.

This joint resolution eliminates the deadline for the ratification of the Equal Rights Amendment, which prohibits discrimination based on sex. The amendment was proposed to the states in House Joint Resolution 208 of the 92nd Congress, as agreed to in the Senate on March 22, 1972. The amendment shall be part of the Constitution whenever ratified by the legislatures of three-fourths of the states.

Leveraging Effective Apprenticeships to Rebuild National Skills Act or the LEARNS Act This bill establishes, in the Employment and Training Administration of the Department of Labor, an Office of Apprenticeship to determine whether an apprenticeship program meets requirements for registration and maintains the standards necessary to remain registered, manage the national apprenticeship system (the collective group of registered apprenticeship programs and pre-apprenticeship programs in the nation), and make grants on a competitive basis to eligible entities to carry out projects that support development of pre-apprenticeship programs. The bill also establishes in Labor a National Advisory Committee on Apprenticeships. Labor and the Department of Education shall establish a voluntary Registered Apprenticeship-College Collaborative consisting of the sponsors carrying out registered apprenticeship programs, two- or four-year postsecondary educational institutions, and organizations that represent such programs or institutions, that agree to meet certain criteria in order to promote stronger connections between the registered apprenticeship programs involved and participating two- and four-year postsecondary educational institutions. Labor shall make assistance payments to eligible sponsors of new registered apprenticeship programs or of existing programs that add employers as new partners.

Puerto Rico Statehood Admission Act This bill (1) declares that Congress commits to deeming Puerto Rico to be a state of the United States if it chooses statehood; and (2) requires Puerto Rico to conduct a plebiscite, a vote of the people, on statehood in conjunction with the November 2020 election.

Global Child Thrive Act of 2019 This bill reauthorizes for FY2020-FY2025 programs to provide assistance to orphans and other vulnerable children in developing countries. The bill also requires the U.S. Agency for International Development to direct relevant executive branch agencies to incorporate early childhood development into current programs and promote inclusive early childhood development in partner countries. Such actions to promote early childhood development shall build on existing U.S. plans and strategies and aim to (1) prevent unnecessary family-child separation, (2) assist families with children with disabilities, and (3) help countries transition from child care protection systems that rely on residential care (such as orphanages and children's homes) to ones focused on family-based care.

Veteran Deportation Prevention and Reform Act This bill modifies immigration and naturalization procedures for noncitizens who are members or veterans of the Armed Forces. Specifically, the bill requires interagency coordination to (1) identify such individuals who are the subject of immigration removal proceedings or who have already been removed; and (2) naturalize them as citizens or otherwise change their status, as appropriate.

Cuban Family Reunification Act This bill directs the Department of State to restart processing applications under the Cuban Family Reunification Parole Program. (The program, which was suspended in 2017, allowed eligible U.S. citizens and lawful permanent residents to apply for parole for family members in Cuba, who could then enter the United States while waiting for immigrant visas.) The State Department shall prioritize applications filed before this bill's enactment and ensure that such applications are processed within 60 days of the enactment date.

Fire Sale Loophole Closing Act This bill imposes restrictions on the transfer of business inventory firearms by a firearms importer, manufacturer, or dealer whose license is revoked or denied. An individual who violates the restrictions is subject to criminal penalties—a fine, prison term of up to one year (or five years if the violation was willful), or both.

Improving Helicopter Safety Act of 2019 This bill prohibits operating helicopter flights over any city with a population of over 8 million and a population density of over 25,000 people per square mile, except for purposes of (1) public health and safety, including law enforcement and emergency response; and (2) heavy-lift operations in support of construction and infrastructure maintenance.

Better Education and Skills Training for America's Workforce Act This bill amends the Internal Revenue Code to allow tax credits for (1) qualified training expenses paid with respect to U.S.-based positions for job trainees who have been unemployed for at least 90 days before enrolling in a training program and have not been employed by the taxpayer during the two-year period before the trainee was hired, and (2) investment in a qualified job training partnership between a private business and an institution of higher education or a labor organization. The bill defines "qualified training expenses" as an eligible trainee's qualified tuition costs, which may include costs for books and enrollment in a training program at an institution of higher education that may include a single course, multiple courses, or a combination of work training and study and that is reasonably necessary for employment with the taxpayer. It terminates the credit for qualified training expenses of job trainees after December 31, 2030. The bill also (1) requires the Department of the Treasury to establish a Qualified Job Training Partnership program to consider and award certifications for qualified investments eligible for credits to qualified job training partnerships, and (2) authorizes Treasury to make grants to individuals who make an investment in a qualified job training partnership, in lieu of a tax credit.

Susan Harwood Training Grant Program Authorization Act This bill establishes a Susan Harwood Training Grant Program. Under the program, the Department of Labor must award grants to (1) provide training and education programs for employers and workers on the recognition, avoidance, and prevention of safety and health hazards in workplaces; and (2) inform workers of their rights and employers of their responsibilities under requirements governing occupational safety and health.

FEMA Climate Change Preparedness Act This bill requires the Federal Emergency Management Agency (FEMA) to (1) revise its 2018-2022 Strategic Plan to ensure that the plan explicitly mentions climate change and addresses the implications of climate change on homeland security and near- and long-term national disaster risk; and (2) ensure that future strategic plans do likewise. The Department of Homeland Security must establish, as a subcommittee of the National Advisory Council, the Climate Change Subcommittee, which shall advise FEMA on how to best incorporate climate change, including risk assessments and strategies for adaptation and mitigation, into and throughout FEMA's policies, plans, programs, and operations. FEMA must publish as a report, submit to specified congressional committees, and make available to Congress and the public, a comprehensive assessment of climate change risks and preparedness.

Taiwan Allies International Protection and Enhancement Initiative (TAIPEI) Act of 2019 This bill requires the Department of State to consult with Congress before decreasing or increasing U.S. government engagement with another nation as a result of that nation's decision to strengthen or undermine ties with Taiwan. (Taiwan is self-governing, but China considers it a renegade province and has taken actions to encourage countries and international organizations to limit or cut off relations with Taiwan.) The bill states that the U.S. government should support Taiwan in strengthening its relationships with countries around the world.

Courtney Wild Crime Victims' Rights Reform Act of 2019 This bill expands the rights of crime victims, including by allowing victims to make motions to annul or rescind prosecutorial agreements, providing for attorneys' fees for victims who prevail against the United States in enforcement actions, and permitting victims to bring civil actions to enforce restitution orders. It also requires the Department of Justice to take specified actions to ensure the rights of victims.

No Russia in G7 Act This bill prohibits the use of federal funds to support or facilitate Russia's participation in a proceeding of the Group of Seven (a group consisting of the seven largest major advanced economies, as determined by the International Monetary Fund) or to reconstitute the Group of Eight to include Russia. (Russia was disinvited from the Group of Eight in 2014 after it occupied parts of Ukraine, including the Crimea region.) This prohibition shall terminate after the Department of State certifies that Russia (1) has halted all interference into U.S. elections; (2) has ended its occupation of Crimea and is implementing its commitments under certain agreements related to Ukraine; and (3) has taken steps to end its campaign to divide western economic, political, and security institutions.

Safe at Home Act This bill requires each executive agency and federal court to accept, for any purpose for which an individual is required to provide an address to the agency or court, an address designated to that individual pursuant to an address confidentiality program (e.g., a program to protect stalking or domestic violence victims).

Take Unsafe Limos Off the Road Act This bill directs the Department of Transportation to award grants to states that have enacted and are enforcing laws that require the impoundment or immobilization of stretch limousines if such limousines are found to have certain defects upon inspection.

Safety, Accountability, and Federal Enforcement of Limos Act of 2019 or the SAFE Limos Act This bill establishes safety standards for stretch limousines. Among other requirements, the bill requires safety belts to be installed in stretch limousines with a gross vehicle weight rating greater than 8,500 pounds at each designated seating position, including on side-facing seats; the Department of Transportation (DOT) to develop and issue guidelines, best practices, and recommendations to assist stretch limousine alterers develop and administer a vehicle modifier plan; DOT to complete research into side impact protection, roof crush resistance, and air bag systems for the protection of occupants in stretch limousines given alternative seating positions or interior configurations, including perimeter seating arrangements; stretch limousine operators to disclose (1) the date of the most recent inspection of the limousine required under state or federal law, (2) the results of the inspection, and (3) any corrective actions taken to ensure the limousine passes inspection; and the use of event data recorders in stretch limousines.

Protect Against Conflict by Turkey Act or the PACT Act This bill imposes sanctions and various restrictions related to Turkey's military invasion of northern Syria. The President shall impose visa- and asset-blocking sanctions on specific Turkish officials connected to the invasion, including Turkey's Minister of National Defense. The Department of State shall report to the President and Congress as to (1) other Turkish officials involved with the invasion; and (2) foreign persons that knowingly provided defense articles, services, or technology to Turkey that could be used in the invasion of northern Syria. Such foreign persons shall also be subject to visa- and asset-blocking sanctions. The President shall impose financial sanctions on the large Turkish state-owned bank known as Halk Bankasi or Halkbank and on any financial institutions that the State Department determines to have knowingly facilitated significant transactions for the Turkish Armed Forces or Turkey's defense industry related to the invasion. The President shall impose sanctions on Turkey's government pursuant to the Countering America's Adversaries Through Sanctions Act. A U.S. defense article, service, or technology may not be transferred to Turkey's government if it (1) is covered under the Arms Export Control Act, and (2) may be used by Turkey in military operations in northern Syria. The President may not exercise certain emergency waiver authority related to the Arms Export Control Act in relation to this prohibition. The bill calls for reports on (1) the national security impact of the invasion and, (2) the net worth of Turkish President Tayyip Erdogan and his family.

End the Limo Loophole Act This bill revises the definition of commercial motor vehicle to include vehicles that are designed to transport 9 or more passengers including the driver (currently, at least 16 passengers including the driver) and requires the Federal Motor Carrier Safety Administration to finalize a rulemaking to require states to implement an annual inspection program for commercial passenger-carrying vehicles.

Sami's Law This bill directs the Department of Transportation to withhold specified graduated percentages of a state's apportionment of certain federal-aid highway funds if the state has not enacted and is not enforcing certain transportation network company (TNC) vehicle identification laws. A "transportation network company" is an entity that uses a digital network to connect riders to drivers affiliated with the entity to transport the rider using a vehicle owned, leased, or otherwise authorized for use by the driver to a point chosen by the rider. States must require TNC drivers to display (1) a front and rear license plate; (2) a scannable quick response or similar code on the windows for riders to verify that they are entering the correct authorized vehicle; and (3) illuminated signs that are visible in both day and night, and readable from fifty feet. Drivers must also get periodic safety inspections of their ride-hailing vehicle. The bill prohibits the sale of illuminated TNC vehicle signs by any person other than a transportation network company and the display of such signs by individuals who are not authorized drivers.

College Affordability Act This bill reauthorizes and revises the Higher Education Act of 1965, including to revise federal student financial aid programs, consolidate federal student loans and expand loan forgiveness , increase college access and success for certain students, and revise accountability measures. Specifically, the bill revises financial aid programs, including to (1) increase the maximum federal Pell Grant award, (2) provide incentives for states to fund public institutions of higher education (IHEs), and (3) increase and make permanent funding for minority-serving IHEs. The bill also revises federal student loan programs, including to (1) replace existing student loan repayment plans with one income-based repayment plan and one fixed repayment plan, (2) allow existing borrowers to lower their payments by switching to the new plans, and (3) expand public service loan forgiveness programs (e.g., TEACH grants) and create appeal processes for denied applications. In addition, the bill increases college access and success for certain students (e.g., students with low-income, children, or the disabled) through investments and practices, such as student support services and accelerated learning opportunities. Finally, the bill revises accountability measures for IHEs (including for-profit IHEs), job training programs, college accrediting agencies, and lenders. In particular, the bill updates the performance goals of the Office of Federal Student Aid and requires the Department of Education to be responsible for the oversight of the office.

This resolution expresses Congress's opposition to the decision to end U.S. efforts to prevent Turkey's military operations against Kurdish forces in northeast Syria. It also calls on (1) Turkey to immediately cease unilateral military action in northeast Syria and respect existing agreements, (2) the United States to continue supporting Syrian Kurdish communities through military and humanitarian support and ensure that the Turkish military acts with restraint, and (3) the White House to present a clear and specific plan for the enduring defeat of the Islamic State of Iraq and Syria (ISIS).

National World War II Memorial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins in commemoration of the National World War II Memorial in the District of Columbia. The design of the coins shall be emblematic of the memorial and the service and sacrifice of American soldiers and civilians during World War II. All surcharges received from the sale of such coins shall be paid to the Friends of the National World War II Memorial to support the National Park Service in maintaining and repairing the memorial, and for educational and commemorative programs.

Libya Stabilization Act This bill provides for sanctions and aid related to the conflict in Libya. The bill provides statutory authority for an April 19, 2016, executive order imposing property- and visa-blocking sanctions on persons contributing to the violence in Libya. The President shall impose property- and visa-blocking sanctions on any foreign person that (1) knowingly supports or engages in a significant transaction with a foreign person knowingly operating in Libya on behalf of Russia in a military capacity, (2) engages in significant actions threatening peace or stability in Libya, (3) misappropriates Libyan state assets or natural resources, or (4) is knowingly responsible for or complicit in serious human rights abuses in Libya. Such sanctions shall expire on December 31, 2024. The U.S. Agency for International Development may provide humanitarian assistance to individuals and communities in Libya, including urgently needed health assistance, food, and shelter. The Department of State shall work to strengthen Libya's democratic governance, including by providing assistance to (1) unify Libya's financial and governing institutions, and (2) ensure transparent and credible future elections in Libya. The Department of the Treasury shall vote and argue for international financial institutions to support an economic recovery in Libya that complements the establishment of democratic institutions and rule of law.

Stop College Closures Act of 2019 This bill revises provisions related to the recognition of an accrediting agency or association as a reliable authority on the quality of education or training offered by an institution of higher education (IHE). Specifically, an accreditor must (1) monitor the growth of programs at IHEs that are experiencing significant enrollment decline; (2) require, review, and approve the mandatory teach-out plan submitted by an IHE upon the occurrence of certain events indicating a potential school closure; and (3) respond to student complaints and monitor, assess, and submit such complaints to the Department of Education and the relevant state agencies.

Responsible Body Armor Possession Act This bill prohibits the purchase, ownership, or possession of enhanced body armor by civilians. Enhanced body armor refers to body armor, including a helmet or shield, the ballistic resistance of which meets or exceeds the ballistic performance of Type III armor, determined using the National Institute of Justice standard. The bill provides exceptions for (1) the purchase, ownership, or possession by or under the authority of the United States or any state or political subdivision; (2) qualified law enforcement officers; and (3) enhanced body armor that was lawfully possessed before the effective date of the bill. A violator is subject to criminal penalties—a fine, a prison term of up to 10 years, or both.

Minority Diabetes Initiative Act This bill allows the Department of Health and Human Services (HHS) to make grants to public and nonprofit private health care providers to provide treatment for diabetes in minority communities. HHS must ensure that these grants cover a variety of diabetes-related health care services, including routine care for diabetic patients, public education on diabetes prevention and control, eye care, foot care, and treatment for kidney disease and other complications of diabetes.

Stop Mental Health Stigma in Our Communities Act This bill requires the Substance Abuse and Mental Health Services Administration to develop and implement an outreach and education strategy regarding behavioral health issues among the Hispanic and Latino populations. The strategy must be designed to promote behavioral and mental health and reduce stigma associated with mental health conditions and substance abuse among such populations.

End the Cyprus Arms Embargo Act of 2019 This bill modifies requirements for, and limits on, the transfer of defense articles and services to Cyprus. The Department of State shall generally not deny exports, re-exports, or transfers of defense articles or services to or from Cyprus if the request is made by or on behalf of Cyprus and if Cyprus is the end user of such articles or services. However, even if these conditions are met, the State Department may deny such a transfer based on credible human rights concerns. Furthermore, the existing policy to deny exports, re-exports, or transfers of articles on the U.S. Munitions List to Cyprus shall remain in effect unless the President periodically certifies to Congress that Cyprus is (1) cooperating with U.S. efforts to reform anti-money-laundering regulations and financial regulatory oversight, and (2) taking steps to deny Russian military vessels access to ports for refueling and servicing. The President may temporarily waive the export denial policy for U.S. national security interests.

Public Servants Protection and Fairness Act This bill establishes an alternative formula to calculate Old-Age, Survivors, and Disability Insurance benefits for those who receive pensions for certain non-covered employment. (The existing formula is known as the windfall elimination provision.) The alternative formula adjusts an individual's total lifetime earnings based on the proportion of covered earnings (i.e., earnings subject to Social Security payroll taxes). It applies to individuals who (1) first become eligible for benefits after 2021, (2) have earnings from non-covered service performed after 1977 and (3) have less than 30 years of coverage (i.e., years in which a beneficiary is considered to have contributed a substantial amount into the Social Security trust funds). Beneficiaries receive the higher benefit amount as calculated under the alternative method or the existing formula. In addition, the bill provides rebates for certain beneficiaries currently impacted by the existing formula. The Social Security Administration must include non-covered earnings in Social Security account statements, and the Government Accountability Office must study the availability of certain information related to retirement plans maintained by state and local governments.

Protection of Saudi Dissidents Act of 2019 This bill imposes limits on arms sales to Saudi Arabia and requires various reports and actions related to the death of Saudi Arabian journalist Jamal Khashoggi. The President may not transfer or authorize for export certain defense articles or services to Saudi Arabia's government for 120 days after this bill's enactment. After this period, the prohibition shall remain in effect unless the President periodically certifies to Congress that Saudi Arabia (1) is cooperating with an independent investigation into Khashoggi's death, (2) has released all detained journalists and human rights activists, (3) is protecting its citizens' freedom of religion, (4) is taking verifiable steps to stop torture of detainees, and (5) has disbanded intelligence and security units dedicated to silencing dissidents in other countries. The Department of State shall periodically certify to Congress that individuals with Saudi diplomatic credentials are not using such credentials to track or harass Saudi nationals in the United States. If the State Department does not make such a certification, it shall close at least one Saudi diplomatic or consular facility in the United States until the certification is made. The bill requires reports to Congress on (1) whether any Saudi officials have engaged in a consistent pattern of harassment against any individual in the United States, and (2) whether the intelligence community fulfilled its duty to warn Khashoggi of the threats to his life.

This joint resolution nullifies a rule issued by the Department of Education (ED) on September 23, 2019. The rule revised the process for a student loan borrower to obtain a discharge from a student loan if an institution of higher education misrepresented a material fact. Among other requirements, the 2019 rule requires each borrower to apply to ED for a defense to repayment. However, under the previous 2016 rule, an application could be submitted on behalf of an entire group (e.g., veterans).

Outdoors for All Act This bill directs the Department of the Interior to establish an outdoor recreation legacy partnership grant program under which Interior may award grants to states, certain political subdivisions of a state, special purpose districts, or certain Indian tribes for projects to (1) acquire land and water for parks and other outdoor recreation purposes, and (2) develop new or renovate existing outdoor recreation facilities. As a condition for receiving a grant, a recipient shall provide matching funds in cash or in kind equal to 100% of the amounts available under the grant. A grant recipient may use the grant to acquire land or water providing outdoor recreation opportunities to the public and develop or renovate outdoor recreational facilities, with priority given to projects that create or significantly enhance access to park and recreational opportunities in an urban neighborhood or community, engage and empower underserved communities and youth, provide opportunities for youth employment or job training, establish or expand public-private partnerships, and take advantage of coordination among various levels of government.

Promoting Tourism to Enhance our Economy Act of 2019 This bill establishes a nonimmigrant visa for qualified Canadian citizens. The Department of Homeland Security may admit as a visitor a Canadian citizen who (1) is at least 55 years old, (2) maintains a residence in Canada, (3) owns a U.S. residence or has signed a rental agreement for the duration of the stay, (4) is not inadmissible or deportable under various provisions, (5) will not engage in U.S. employment, and (6) will not seek U.S. assistance or benefits. Such visitors may be admitted for up to 240 days out of any single 365-day period.

Consumer Financial Choice and Capital Markets Protection Act of 2019 This bill allows a money market fund, under specified conditions, to elect to operate using a different method of valuation than is otherwise required. A money market fund that elects to do so shall not be subject to specified requirements related to the imposition of liquidity fees. Certain federal assistance may not be provided directly to any money market fund. This limitation on federal assistance must be disclosed in a money market's advertising and sales literature.

This resolution urges the United Kingdom (UK) and the European Union (EU) to support continued peace on the island of Ireland and the commitments of the Good Friday Agreement in the event that the UK leaves the EU. The resolution also expresses opposition to the reintroduction of a hard border between the Republic of Ireland and Northern Ireland. (The island of Ireland is divided between Northern Ireland, which is part of the UK, and the Republic of Ireland, an EU member state. There is currently an open border between them, but there is discussion that the UK's exit from the EU may require the reintroduction of a hard border.)

This resolution expresses support for the designation of National Suicide Prevention Month; recognizes suicide as a preventable public health problem and declares that suicide prevention should be a priority; and promotes awareness that there is no single cause for suicide and that particular attention should be paid to communities at heightened risk, including lesbian, gay, bisexual, transgender, and queer (LGBTQ) youth and LGBTQ youth of color.

This concurrent resolution supports existing regulations with the goals of (1) reducing greenhouse gas emissions and oil usage, and (2) protecting national security and human health and welfare. The concurrent resolution also supports policies that will help meet these goals, such as policies that achieve maximum feasible reductions in oil use.

Timely Mental Health for Foster Youth Act This bill requires an initial mental health screening within 30 days after a child enters foster care. In the case of a child for whom a mental health issue is identified in such initial screening, a comprehensive assessment of the child's mental health must be completed within 60 days after the child's entry into foster care. The Department of Health and Human Services must provide technical assistance for states to implement this requirement.

Aircraft Maintenance Outsourcing Disclosure Act of 2019 This bill requires air carriers that provide scheduled passenger or cargo air transportation to publicly disclose their aircraft maintenance practices, including the location and date that an aircraft underwent heavy maintenance.
