National Law Enforcement Museum Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins that are emblematic of the National Law Enforcement Museum in Washington, DC, and the service and sacrifice of law enforcement officers throughout the history of the United States. All sales of such coins shall include specified surcharges, which shall be distributed to the National Law Enforcement Officers Memorial Fund, Inc., for educational and outreach programs and exhibits.

Welfare of Our Friends Act of 2017 or the WOOF! Act This bill amends the Animal Welfare Act to prohibit the Department of Agriculture (USDA) from licensing a dealer of dogs whose previous licenses have been suspended or revoked in the last 10 years if the license is for operating a facility that the dealer previously used. Further, USDA may not issue or renew a license to: (1) the dog dealer's immediate family members, (2) a person who resides at the same address as the dog dealer, or (3) certain legal entities if such dealer holds an ownership interest in the entity.

Calls for: (1) the immediate extradition or rendering to the United States of convicted felon William Morales and all other fugitives who are receiving safe harbor in Cuba to escape prosecution or confinement for criminal offenses committed in the United States, and (2) the Department of State and the Department of Justice to continue to press for the immediate extradition or rendering of all fugitives from U.S. justice. Urges the international community to continue to press for the immediate extradition or rendering of all fugitives from justice who are receiving safe harbor in Cuba.

Disaster Assistance Recoupment Fairness Act of 2017 This bill requires the Federal Emergency Management Agency (FEMA) to: (1) waive a debt owed to the United States related to federal assistance provided under the Robert T. Stafford Disaster Relief and Emergency Assistance Act to an individual or household in relation to a major disaster declared by the President between January 1, 2012, and the date of enactment of this bill, unless the debt involves fraud, the intentional presentation of a false claim, or intentional misrepresentation by the debtor or any party having an interest in the claim; and (2) reimburse a debtor for any payments already made on such a debt.

Supporting Children of the National Guard and Reserve Act This bill amends the Elementary and Secondary Education Act of 1965 to include students with a parent who serves in the reserve component of the Armed Forces under the military student identifier program. Thus, schools must assign those students identification numbers that allow the schools to monitor their achievement on academic assessments.

Workplace Action for a Growing Economy Act or the WAGE Act This bill amends the National Labor Relations Act (NLRA) to require the National Labor Relations Board (NLRB) to award back pay and additional damages to any employee whose rights under the NLRA have been violated by an employer; impose penalties upon an employer for failing to post a notice of the rights of their employees under the NLRA; impose penalties upon an employer whose violations of the NLRA result in the discharge of an employee or other serious economic harm to the employee; provide civil remedies, including restraining orders, and a private right of action for violations of the NLRA; require the NLRB to issue an order requiring collective bargaining when a majority of valid ballots have been cast in favor of union representation; prevent the classification of employees as supervisors for the purpose of denying such employees the protections of the NLRA; and expedite the establishment of initial collective bargaining agreements. The bill empowers the NLRB to enforce its own orders without petitioning a court for enforcement.

This bill addresses the protection of personal information by requiring entities to carry out security measures to protect the personal information they collect and maintain, limiting the collection and distribution of personal information, requiring specified notice with respect to certain security breaches, restricting targeted marketing to children, and otherwise modifying provisions relating to the collection and use of personal information of children or adults.

Consumer Data Protection Act This bill amends the Fair Credit Reporting Act to direct a consumer reporting agency experiencing a data breach to: (1) notify the Federal Trade Commission, the Consumer Financial Protection Bureau (CFPB), other appropriate law enforcement agencies, and affected individuals; (2) provide affected individuals with free credit freezes and credit monitoring services; and (3) establish a consumer assistance unit. The bill also establishes legal enforcement provisions concerning data breaches at consumer reporting agencies. The CFPB may examine a consumer reporting agency to assess compliance with personal information protection laws.

Condemns slave auctions of migrants and refugees in Libya. Calls on the government of Libya to: investigate the existence of slave auctions and forced labor involving migrants and refugees; hold smugglers, traffickers, detention center guards, and anyone else involved accountable; manage migration flows in a humane manner; end the violent and inhumane conditions of official migrant detention centers; and register asylum seekers swiftly and process their refugee claims fairly. Calls on the United Nations (U.N.) to investigate allegations of forced labor in Libya, encourage Libya to allow the U.N. High Commissioner for Human Rights to regularly monitor and publicly report on the situation of refugees and migrants in Libya, and impose sanctions against Libya if the country fails to end forced labor. Calls on the African Union to conduct its own investigation, work to assist migrants in Libya who wish to return home, and impose sanctions against Libya if the forced labor does not end. Calls on the Department of State and the U.S. Agency for International Development (USAID) to use funds appropriated for: (1) humanitarian assistance for migrants and refugees in detention centers in Libya, and (2) the development of a holistic strategy for Libya to address the political and security situation that includes issues related to migrants and refugees in detention centers. Calls on the President to ensure that the State Department and the USAID are adequately staffed.

Bears Ears National Monument Expansion Act This bill expands the boundaries of the Bear Ears National Monument in Utah. The Department of the Interior and the Department of Agriculture USDA shall administer the lands under their jurisdictions within the expanded boundaries: (1) as part of the monument; and (2) in accordance with Presidential Proclamation 9558, dated December 28, 2016, which provided for establishment of the monument. Interior and USDA shall promptly carry out the proclamation's provisions, including the provisions requiring them to engage the Bear Ears Commission to: ensure the proper care and management of the objects identified; ensure that management decisions affecting the monument reflect tribal expertise and traditional and historical knowledge; and provide guidance and recommendations on the development and implementation of management plans and on management of the monument. The National Park Service shall administer Natural Bridges National Monument and those portions of Glen Canyon National Recreation Area that are within the expanded boundaries as part of the monument. Interior and USDA may acquire lands, waters, or interests in land that are located within the revised boundaries of the monument by donation, purchase, or exchange.

Authorizing Critical Conservation and Enabling Sportsmen and Sportswomen Act or the ACCESS Act This bill revises, reauthorizes, and establishes programs and entities regarding the conservation of wildlife and expanded access to hunting, fishing, and recreational shooting on federal lands. The bill makes permanent the authorizations for: (1) the program for the sale and exchange of public lands identified for disposal under approved land use plans, and (2) the Land and Water Conservation Fund. The bill revises requirements for appointment to the Board of Directors of the National Fish and Wildlife Foundation and reauthorizes the foundation through FY2022. This bill reauthorizes through FY2022 the Partners for Fish and Wildlife Program and the multinational species conservation funds. The Department of the Interior shall convene a panel of experts on great apes to identify the greatest needs and priorities for their conservation. Certain federal departments and agencies shall implement activities to protect water and wildlife to control invasive species on the lands which they manage. The bill establishes Theodore Roosevelt Genius Prize competitions regarding wildlife related concerns. The bill establishes the National Fish Habitat Board and provides for the designation of Fish Habitat Partnerships by it. Target Practice and Marksmanship Training Support Act The bill amends the Pittman-Robertson Wildlife Restoration Act to facilitate the construction and expansion of public target ranges. The bill declares that federal lands shall be open to hunting, fishing, and recreational shooting, unless closed in accordance with this bill.

Multilateral Aid Review Act of 2017 This bill establishes a United States Multilateral Aid Review to assess the value of U.S. government investments in multilateral entities. The President shall establish an interagency Multilateral Review Task Force to review U.S. participation in multilateral entities and report to Congress. The bill establishes the United States Multilateral Aid Review Peer Review Group to assist the task force.

Directs the Committee on House Administration to issue regulations requiring Members, officers, and employees of the House of Representatives to complete a training program on workplace rights and responsibilities, including anti-discrimination and anti-harassment training, during each congressional session. Requires Members, officers, or employees to certify completion of such training within 90 days after a congressional session begins or within 90 days after beginning service during a session. (Sets forth a special rule requiring such training to be completed within 180 days after the beginning of the second session of the 115th Congress.) Directs the committee to issue regulations requiring that each House employing office post in a prominent location in its office and in each Member's congressional district office a statement of rights and protections provided to House employees under the Congressional Accountability Act of 1995, including procedures for responding to and adjudicating allegations of violations of such rights and protections.

Surface Transportation and Public Area Security Act of 2017 This bill reauthorizes for FY2018-FY2022 (1) the public transportation security grant program, (2) the law enforcement reimbursement agreement program, (3) visible intermodal prevention and response teams, (4) explosives detection canine teams, and (5) surface transportation security inspectors. The Department of Homeland Security (DHS) shall (1) establish a law enforcement officer reimbursement agreement program, and (2) increase by at least 200 the number of state and local law enforcement-led explosives detection canine teams trained and certified by the Transportation Security Administration (TSA) dedicated to surface transportation security. DHS shall annually develop risk-based priorities based on risk assessments that consider threats, vulnerabilities, and consequences. The TSA may establish a task force to identify and develop an innovative technology or capability with the potential to enhance transportation security. DHS shall (1) prioritize the assignment of officers and intelligence analysts from the TSA and DHS to locations with participating fusion centers in jurisdictions with a high-risk surface transportation asset, (2) ensure there exists a national mechanism for an individual to report suspicious activity in a transportation facility, and (3) submit an assessment of threats to the transportation sector. A "fusion center" is a collaborative effort of two or more agencies that provide resources, expertise and information to the center with the goal of maximizing their ability to detect, prevent, investigate, and respond to criminal and terrorist activity. DHS shall (1) establish a working group to promote collaborative engagement between DHS and stakeholders to develop non-binding recommendations for enhancing security in public areas of transportation facilities, and (2) disseminate best practices to enhance security against the threat of a vehicle-based terrorist attack.

This bill allows a vehicle that is propelled exclusively by means of electric battery power to exceed the Interstate System vehicle weight limit by an amount that is equal to the difference between: (1) the weight of the vehicle attributable to the electric batteries and the vehicle's wiring system, and (2) the weight of a comparable diesel tank and fueling system. Current law caps the weight of a vehicle at 80,000 pounds. This bill allows an electric vehicle to have a maximum gross weight of 82,000 pounds.

Rehabilitation for Multiemployer Pensions Act This bill establishes the Pension Rehabilitation Administration within the Department of the Treasury and a related trust fund to make loans to certain multiemployer defined benefit pension plans. To receive a loan, a plan must be either in critical and declining status (including any plan with respect to which a suspension of benefits has been approved) or insolvent, if the plan became insolvent after December 16, 2014, and has not been terminated. Treasury must issue bonds to fund the loan program and transfer amounts equal to the proceeds to the trust fund established by this bill. The Pension Rehabilitation Administration may use the funds, without a further appropriation, to make loans, pay principal and interest on the bonds, or for administrative and operating expenses. The bill amends the Employee Retirement Income Security Act of 1974 (ERISA) to allow the sponsor of a multiemployer pension plan that is applying for a loan under this bill to also apply to the Pension Benefit Guaranty Corporation (PBGC) for financial assistance if, after receiving the loan, the plan will still become (or remain) insolvent within the 30-year period beginning on the date of the loan. The bill also appropriates to the PBGC the funds that are necessary to provide the financial assistance required by this bill.

Modernizing Credit Opportunities Act This bill provides that an agreement between an insured depository institution and a third-party service provider shall not affect (1) the depository institution's role as lender, or (2) the determination of the location of the depository institution.

Hear Our Heroes Act of 2017 This bill establishes a presumption of service-connection for veterans with permanent hearing loss, tinnitus, or both, who served on active duty in combat or in a military occupational specialty in which they were exposed to a high level of acoustic trauma.

Admiral Lloyd R. "Joe" Vasey Pacific War Commemorative Display Establishment Act This bill authorizes the Pacific Historic Parks to establish and maintain a commemorative display to honor the members of the U.S. Armed Forces and Allies who served in the Pacific Theater during World War II. Federal funds may not be used to design, procure, prepare, install, or maintain the commemorative display, but the National Park Service may accept and expend contributions of nonfederal funds and resources for such purposes.

Condemns the attacks against civilians by Burma's security services and calls on Burma's Commander-in-Chief, Min Aung Hlaing, to end such attacks in the state of Rakhine. Expresses appreciation to the government of Bangladesh for providing refuge to those fleeing violence. Condemns the Arakan Rohingya Salvation Army attacks but warns that these attacks do not justify the response that has resulted in severe human rights violations and atrocities against civilians. Calls on Burma's government and military and security forces to: (1) implement the recommendations of the Advisory Commission on Rakhine State, and (2) allow humanitarian access to refugees and internally displaced persons. Urges support and access for the United Nations Fact Finding Mission to Burma. Calls on Burma's military and government to allow refugees to return to Burma and to change laws and policies that have contributed to insecurity in Rakhine. Calls on the President to impose sanctions on those responsible for human rights abuses, including members of Burma's military and security services.

Public Safety and Second Amendment Rights Protection Act of 2017 This bill modifies various provisions of federal firearms laws. Among other things, it does the following: prohibits certain firearm transfers between private parties unless a licensed gun dealer, manufacturer, or importer first takes possession of the firearm to conduct a background check; and requires states to implement plans to improve the submission of mental health and criminal history records to the national instant criminal background check system.

American Promise Act of 2017 This bill amends the Immigration and Nationality Act to permit an alien who is in temporary protected status (TPS) or deferred enforced departure (DED) status to apply for legal permanent resident status if such alien: is eligible for permanent resident status, applies for adjustment within three years, was granted or was eligible for TPS or DED status on or before October 1, 2017, and has been continuously physically present in the U.S. for at least three years. (TPS designations permit eligible nationals of designated counties affected by armed conflict or natural disasters to temporarily reside and work in the United States. DED designations permit eligible nationals of presidentially-designated counties to be temporarily not subject to removal from the United States.) The bill: waives certain grounds of inadmissibility; authorizes the waiver of the continuous physical presence requirement if an alien's removal would cause extreme hardship to the alien or to the alien's spouse, children, parents, or domestic partner; authorizes an alien who has applied for status adjustment to work; and authorizes an alien who has been ordered removed or granted voluntary departure to apply for status adjustment. An alien's spouse, parent, or unmarried child shall have his or her status adjusted to legal permanent resident if such person is eligible for status adjustment and applies within three years. Aliens from countries that no longer have valid TPS designation and aliens who no longer have valid DED status are not included in this bill unless such TSP or DED status expires on or after January 1, 2017.

Burma Unified through Rigorous Military Accountability Act of 2017 or the BURMA Act of 2017 This bill expresses the sense of Congress that the government of Burma (Myanmar) should ensure the safe and voluntary return of displaced people and fully implement the recommendations of the Advisory Commission on Rakhine State. The U.S. Executive Director of each international financial institution shall use U.S. influence to support only projects in Burma that do not partner or contract with or otherwise benefit any enterprise owned or controlled by the Burmese military. The United States may not supply security assistance or engage in military programs with the Burmese armed forces or security forces until the Department of Defense certifies that such armed forces have demonstrated significant progress in abiding by international human rights standards and are undertaking significant security sector reform. U.S. import restrictions on Burmese jadeite and rubies shall remain in effect until the President certifies that Burma has taken substantial measures to reform its gemstone industry. The President shall: (1) submit a list of each senior Burmese military or security official who has played a substantial role in the commission of human rights abuses or who has failed to investigate human rights abuses, and (2) exclude any such individual from U.S. entry. The President shall determine whether specified individuals should be included in the list of specially designated nationals and blocked persons maintained by the Department of the Treasury's Office of Foreign Assets Control. The Department of State, Treasury, and the U.S. Agency for International Development shall jointly submit to Congress an assistance strategy to promote broad-based economic development in Burma.

Expresses the sense of Congress that it should be U.S. policy to: make the treatment of the Tibetan people an important factor in the conduct of U.S. relations with the People's Republic of China; consistent with the Tibetan Policy Act of 2002, encourage the Chinese government to enter into a dialogue with the Dalai Lama leading to a negotiated agreement on Tibet, publicly call for the release of those held prisoner for expressing their political or religious views in Tibetan areas, and establish an office in Lhasa, Tibet, to assist visiting U.S. citizens and monitor political, economic, and cultural developments in Tibet; appoint the Special Coordinator for Tibetan Issues at the highest levels of government; revoke appropriate privileges of any Chinese official found responsible for impeding access of U.S. citizens to Tibet and ensure that reciprocal visa processing measures are occurring; continue to designate China as a country of particular concern pursuant to the International Religious Freedom Act of 1998; and engage with appropriate Chinese officials to stop the demolition of Tibetan Buddhist religious institutions, revise religious and travel regulations to conform with international human rights standards, and ensure that Tibetan nomads are allowed to continue their way of life on the Tibetan Plateau and are not forcibly relocated into "socialist villages."

Safer Communities Act of 2017 This bill provides grants to expand mental health crisis assistance programs, support comprehensive school mental health programs, and enhance mental health and substance abuse needs of prisoners. The Department of Health and Human Services must expand research on violence associated with mental illness and substance abuse disorders. The Centers for Disease Control and Prevention must expand the National Violent Death Reporting System to all 50 states and research the causes, mechanisms, prevention, diagnosis, and treatment of injuries from gun violence. The bill states that no provision of the Patient Protection and Affordable Care Act prohibits physicians from asking patients about guns in their homes, speaking to a patient about gun safety, or reporting a patient's threat of violence. It amends the federal criminal code to specify that the term "committed to a mental institution" applies to involuntary inpatient or outpatient treatment. It amends the Omnibus Crime Control and Safe Streets Act of 1968 to authorize state grants to remove firearms from individuals who pose a threat to themselves or others. The Department of Justice must promptly notify law enforcement agencies when a prohibited person attempts to purchase a firearm. The bill replaces statutory references to persons "adjudicated as a mental defective" with persons "adjudicated as ineligible due to disqualifying mental status." It amends the NICS Improvement Amendments Act of 2007 to: establish procedures to restore firearm ownership rights after a mental health adjudication or commitment, require an annual report on record submissions due to domestic violence misdemeanor convictions, authorize state grants to improve the automation and transmittal of mental health and criminal history records, and require quarterly updates to federal agency record submissions. The bill reauthorizes the National Criminal History Records Improvement Program through FY2023.

Clean Ports Act of 2017 This bill declares that federal preemption of laws relating to a price, route, or service of any motor carrier of property shall not apply to the authority of a state or local government or an interstate authority to adopt requirements for motor carriers providing services at port facilities that are reasonably related to the reduction of pollution or traffic congestion, the improvement of highway safety, or the efficient utilization of the facilities, provided adoption or enforcement of such requirements does not conflict with federal law. Nothing in this bill shall limit the rights reserved to any state or political subdivision of a state under the Clean Air Act.

Port Drivers' Bill of Rights Act of 2017 This bill requires the Department of Transportation to establish a Truck Leasing Task Force to examine lease-to-own agreements entered into by commercial truck drivers. The task force must focus on: (1) the operation of agreements that drayage drivers have entered into, and (2) such agreements at the Port of Los Angeles and the Port of Long Beach. Additionally, the task force must create and submit a report to Congress on its findings.

USS Indianapolis Congressional Gold Medal Act This bill requires the House of Representatives and the Senate to make appropriate arrangements for the award, on behalf of Congress, of a single gold medal of appropriate design to the crew of the USS Indianapolis, in recognition of their perseverance, bravery, and service. Following the award of the gold medal, it shall be given to the Indiana War Museum in Indianapolis, Indiana, where it will be displayed and made available for research. The bill expresses the sense of Congress that the Indiana War Memorial Museum should make the gold medal available for display elsewhere, particularly at other locations and events associated with the USS Indianapolis.

This bill provides that the Department of Veterans Affairs per diem payment calculation for an entity receiving homeless veterans shelter grants for a homeless veteran who has care of a minor dependent while receiving services from such entity shall be the sum of the daily cost of care for the veteran plus, for each minor dependent, an amount that equals 50% of the veteran's daily cost of care.

Protect Access to Birth Control Act This bill nullifies interim final rules issued by the Department of Labor, the Department of the Treasury, and the Department of Health and Human Services that allow employers with religious or moral objections to be exempt from the requirement in the Patient Protection and Affordable Care Act to cover contraceptive services without cost-sharing.

Keep Americans Safe Act This bill amends the federal criminal code to make it a crime to knowingly transfer, possess, import, or bring into the United States a large capacity ammunition feeding device (LCAFD). It permits the continued possession of a grandfathered LCAFD. Additionally, the bill does not prohibit, with respect to an LCAFD: manufacture, transfer, or possession related to certain law enforcement efforts, or authorized tests or experiments; transfer or possession related to securing nuclear materials; and possession by a retired law enforcement officer. A violator is subject to criminal penalties—a fine, a prison term of up to 10 years, or both. Newly manufactured LCAFDs must display serial number identification that clearly shows the device was manufactured after this bill's enactment.

Horse Transportation Safety Act of 2017 This bill prohibits a person from transporting a horse in interstate commerce in a motor vehicle (except a vehicle operated exclusively on rail or rails) containing two or more levels stacked on top of one another. The bill prescribes civil penalties for knowing violations of such prohibition.

Equal Access to Justice for Victims of Gun Violence Act This bill amends the Protection of Lawful Commerce in Arms Act to repeal provisions that prohibit civil actions against a firearm or ammunition manufacturer, seller, importer, dealer, or trade association for the criminal or unlawful misuse of a firearm. Additionally, the bill states that firearms trace data maintained by the Bureau of Alcohol, Tobacco, Firearms and Explosives is not immune from legal process. Such data is subject to discovery; is admissible as evidence; and may be used, relied on, or disclosed in a civil action or administrative proceeding.

Hate Crimes Commission Act of 2017 This bill establishes the United States Commission on Hate Crimes to investigate and report on: whether hate crimes have increased; factors that contributed to an increase in hate crimes, if one is determined to exist; policies or actions by law enforcement agencies to reduce hate crimes; and the impact of underreporting on hate crimes statistics and prevention.

Access to Marketplace Insurance Act This bill requires health insurers to accept, on behalf of individuals enrolled in qualified health plans, cost-sharing payments made by certain third parties (e.g., state and federal government programs) and count such payments toward annual cost-sharing limitations. (Qualified health plans are eligible for subsidies and fulfill an individual's requirement to maintain minimum essential coverage.)

Stop Online Ammunition Sales Act of 2017 This bill establishes new requirements and restrictions with respect to the sale, purchase, shipment, and transport of ammunition. Among other things, the bill does the following: requires an ammunition dealer to be licensed, requires ammunition sales to be conducted in person, and requires a licensed ammunition importer, manufacturer, or dealer to report on bulk sales of ammunition.

Automatic Gunfire Prevention Act This bill amends the federal criminal code to make it a crime to import, sell, manufacture, transfer, or possess a trigger crank, a bump-fire device, or any part, combination of parts, component, device, attachment, or accessory that is designed or functions to accelerate the rate of fire of a semiautomatic rifle but not convert the semiautomatic rifle into a machine gun. The bill does not prohibit, with respect to such firearm accessories, the importation or manufacture for, sale or transfer to, or possession by a federal, state, or local government. A violator is subject to criminal penalties—a fine, a prison term of up to 10 years, or both.

Fire Police Fairness Act This bill amends the Omnibus Crime Control and Safe Streets Act of 1968 to include a fire police officer within the definition of "public safety officer" for purposes of death benefits under the Public Safety Officers' Benefits program.

Tribal Heritage and Grizzly Bear Protection Act This bill prohibits a person from taking, possessing, or transporting grizzly bears ( Ursus arctos horribilis ), or their parts. The bill does not apply to: (1) grizzly bears, or their parts, if they belong to a population that is listed as a threatened or an endangered species under the Endangered Species Act of 1973; (2) grizzly bears, or their parts, taken, possessed, or transported in Alaska; or (3) takings that are imminently necessary for self-defense or to save the life of a person in immediate danger. The term "taking" means to harass, harm, pursue, hunt, shoot, wound, kill, trap, capture, or collect, or to attempt to engage in such conduct. The bill establishes civil and criminal penalties for violations. The Department of the Interior may issue a permit for taking, possessing, or transporting grizzly bears, or their parts, under certain circumstances. However, Interior may not issue a permit if the taking would cause the total mortality for any population or subpopulation of grizzly bears to exceed the scientifically recommended limit determined by the Interagency Grizzly Bear Study Team. Interior must establish a demonstration program of grants to states and Indian tribes for assisting livestock producers in undertaking non-lethal activities to reduce the risk of livestock loss due to predation by grizzly bears and providing compensation for losses due to the predation. The bill provides for the reintroduction of grizzly bears on tribal land.

This bill directs the Federal Motor Carrier Safety Administration and the Federal Railroad Administration to complete the rulemaking process and publish a final rule regarding the advance notice of proposed rulemaking issued on March 10, 2016, entitled "Evaluation of Safety Sensitive Personnel for Moderate-to-Severe Obstructive Sleep Apnea."
