AFG and SAFER Program Reauthorization Act of 2017 This bill amends the the Federal Fire Prevention and Control Act of 1974 to: (1) repeal the expiration dates of, and to reauthorize through FY2023, the Assistance to Firefighters Grants (AFG) Program, the Fire Prevention and Safety Grants (FPSG) Program, and the Staffing for Adequate Fire and Emergency Response Grant (SAFER) Program; and (2) authorize the use of AFG Program grants, instead of SAFER Program grants, to provide specialized training to first responders on how to recognize and properly intervene with individuals with mental illness. The SAFER Program is revised to permit the use of grants to change the status of part-time or paid-on-call firefighters to full-time firefighters. The United States Fire Administration (USFA) may develop and make widely available an electronic, online training course for members of the fire and emergency response community on matters related to the administration of AFG, FPSG, and SAFER grants. The Federal Emergency Management Agency (FEMA) shall ensure that any such training is: (1) tailored to the financial and time constraints of members of the fire and emergency response community; and (2) accessible to all individuals in the career, combination, paid-on-call, and volunteer fire and emergency response community. The USFA shall develop and implement a grant monitoring and oversight framework to mitigate and minimize risks of fraud, waste, abuse, and mismanagement relating to such grants programs.

War Crimes Rewards Expansion Act This bill amends the State Department Basic Authorities Act of 1956 to authorize the Department of State to offer awards under its war crimes rewards program for the arrest or conviction in any country of a foreign national accused of a war crime, a crime against humanity, or genocide as such crime is defined under: (1) U.S. law, or (2) the statutes of such country or an international criminal tribunal. (Currently, the reference to such crime is as defined only by an international criminal tribunal.)

Reverse Mass Incarceration Act of 2017 This bill amends the Omnibus Crime Control and Safe Streets Act of 1968 to establish a grant program for states to implement evidence-based programs designed to reduce crime rates and incarcerations.

Drinking Water Infrastructure for Job Creation Act This bill provides $7.5 billion in supplemental FY2017 appropriations to the Environmental Protection Agency to remain available through FY2022 for capitalization grants to the Drinking Water State Revolving Funds. (The program assists public water systems in financing infrastructure projects needed to comply with federal drinking water regulations and meet health objectives under the Safe Drinking Water Act.) The funding provided by this bill is designated as an emergency requirement pursuant to the Balanced Budget and Emergency Deficit Control Act of 1985. The emergency funding is exempt from discretionary spending limits and is only available if the President subsequently designates the amounts as an emergency and submits the designation to Congress. The bill also exempts the funding from sequestration. (Sequestration is a process of automatic, usually across-the-board spending reductions under which budgetary resources are permanently cancelled to enforce specific budget policy goals.)

9/11 Heroes Medal of Valor Act of 2017 This bill makes eligible for the 9/11 Heroes Medal of Valor a public safety officer who: (1) participated in the response to the terrorist attacks of September 11, 2001; and (2) died because of such participation as a result of a WTC-related health condition (i.e., a World Trade Center-related health condition).

Protecting Workers and Improving Labor Standards Act This bill amends the National Labor Relations Act to allow labor agreements to require membership in a labor organization as a condition of employment regardless of state law (thus preempting state laws that prohibit such agreements).

Northeast Gasoline Supply Reserve Act This bill requires the Department of Energy (DOE) to establish, maintain, and operate a Northeast Gasoline Supply Reserve of no more than 1 million barrels as part of the Strategic Petroleum Reserve. (The Northeast means the states of New Jersey, New York, Vermont, Pennsylvania, Connecticut, Rhode Island, Massachusetts, Maine, New Hampshire, and any other contiguous state that DOE determines appropriate.) The bill authorizes DOE to sell refined petroleum products from the reserve if the President finds that there exists, or is likely to exist within the next 30 days, a severe energy supply interruption.

Freight Infrastructure Reinvestment Act of 2017 This bill amends the Internal Revenue Code to impose a 1% tax on certain ground transportation of property within the United States. In addition, the bill establishes: (1) a National Freight Mobility Infrastructure Fund, consisting of amounts equivalent to taxes received under the bill; and (2) a National Freight Mobility Infrastructure Improvement Program, through which the Department of Transportation is authorized to make competitive grants for eligible costs associated with projects to improve freight mobility.

Grow American Incomes Now Act of 2017 or the GAIN Act This bill amends the Internal Revenue Code, with respect to the earned income tax credit (EITC), to: (1) increase specified credit and phaseout percentages, (2) increase the earned income amounts and the phaseout amounts, (3) decrease from 25 to 21 the minimum eligibility age for individuals without qualifying children, and (4) allow employees to elect to receive advance payments of the EITC from employers when wages are paid.

This bill amends title XVIII (Medicare) of the Social Security Act to prohibit the application of Medicare competitive acquisition rates to complex, rehabilitative, manual wheelchairs and accessories. (A competitive bidding program has replaced the use of established fee schedule amounts to determine payments under Medicare for certain durable medical equipment such as wheelchairs.)

Special Counsel Independence Protection Act This bill sets forth requirements and limitations with respect to the removal from office of a special counsel appointed by the Attorney General, or of another official appointed by the Attorney General who exercises a similar degree of independence from the Department of Justice (DOJ) chain of command. Specifically, a special counsel or other appointed individual may be removed only if: (1) the Attorney General files an action in the U.S. District Court for the District of Columbia and files a contemporaneous notice of the action with Congress; and (2) the U.S. District Court for the District of Columbia issues an order finding misconduct, dereliction of duty, incapacity, conflict of interest, or other good cause, including violation of DOJ policies.

Safer Neighborhoods Gun Buyback Act of 2017 This bill authorizes the Department of Justice's Bureau of Justice Assistance (BJA) to make grants to states, local governments, or gun dealers to conduct gun buyback programs. The BJA may distribute smart prepaid cards for use by a state, local government, or gun dealer to compensate individuals who dispose of firearms. Additionally, the bill amends the federal criminal code to make it a crime to use or accept a smart prepaid card in the acquisition or transfer of a firearm or ammunition. A violator is subject to a fine, up to two years in prison, or both.

American Hope Act of 2017 This bill amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to allow a state to extend higher-education benefits to state residents regardless of whether they are lawfully present in the United States. In addition, the bill requires the Department of Homeland Security (DHS) to cancel the removal, and adjust the status, of certain residents who entered the United States as children prior to 2017. An individual whose status has been so adjusted shall be considered to have obtained conditional permanent-resident status, valid for a period of eight years and subject to termination on the basis of specified deportable conduct. In order for an individual's conditional status to become permanent, the individual must timely file with DHS a petition indicating, among other specified information, that the individual has maintained conditional permanent-resident status for at least three years. Any period of time in which the individual was granted deferred action pursuant to the Deferred Action for Childhood Arrivals policy shall count toward this three-year period. Information furnished by an individual in such a petition may not be used by an officer or employee of the United States to initiate removal proceedings. The bill also: (1) allows DHS to establish a competitive grant program for the provision of nonprofit assistance to eligible applicants for conditional permanent-resident status; (2) establishes the Presidential Award for Business Leadership in Promoting American Citizenship; (3) allows the Department of Education to develop an open-source, electronic English-learning program; (4) specifies requirements related to federal higher-education assistance for individuals with conditional permanent-resident status; and (5) requires the Government Accountability Office to report on specified data related to the bill.

Customer Non-Discrimination Act This bill amends the Civil Rights Act of 1964 to include sex, sexual orientation, and gender identity among the prohibited categories of discrimination or segregation in places of public accommodation. It defines: "sex" to include a sex stereotype, sexual orientation or gender identity, and pregnancy, childbirth, or a related medical condition; "sexual orientation" as homosexuality, heterosexuality, or bisexuality; and "gender identity" as gender-related identity, appearance, mannerisms, or characteristics, regardless of the individual's designated sex at birth. The bill expands the categories of public accommodations to include places or establishments that provide: exhibitions, recreation, exercise, amusement, gatherings, or displays; goods, services, or programs, including a store, a shopping center, an online retailer or service provider, a salon, a bank, a gas station, a food bank, a service or care center, a shelter, a travel agency, a funeral parlor, or a health care, accounting, or legal service; or transportation services. "Establishment" shall not be construed to be limited to a physical facility or place. Protections against discrimination based on race, color, religion, sex, sexual orientation, gender identity, or national origin must include protections against discrimination based on: (1) an association with another person who is a member of such a protected class; or (2) a perception or belief, even if inaccurate, that an individual is a member of such a protected class. The bill prohibits the Religious Freedom Restoration Act of 1993 from providing a claim, defense, or basis for challenging such protections. The bill prohibits denial of an individual's access to a shared facility (including a restroom, a locker room, and a dressing room) that is in accordance with the individual's gender identity.

Dream Act of 2017 This bill directs the Department of Homeland Security (DHS) to cancel removal and grant lawful permanent resident status on a conditional basis to an alien who is inadmissible or deportable or is in temporary protected status who: (1) has been continuously physically present in the United States for four years preceding this bill's enactment; (2) was younger than 18 years of age on the initial date of U.S. entry; (3) is not inadmissible on criminal, security, terrorism, or other grounds; (4) has not participated in persecution; (5) has not been convicted of specified federal or state offenses; and (6) has fulfilled specified educational requirements. DHS shall cancel the removal of, and adjust to the status of an alien lawfully admitted for permanent residence on a conditional basis, an alien who was granted Deferred Action for Childhood Arrivals (DACA) status unless the alien has engaged in conduct that would make the alien ineligible for DACA. DHS may not: (1) grant conditional permanent resident status without the submission of biometric and background data, and completion of background and medical checks; and (2) disclose or use information provided in applications filed under this bill or in DACA requests for immigration enforcement purposes. The bill prescribes the conditions under which DHS: (1) may terminate a person's conditional permanent resident status, and (2) shall adjust a person's conditional status to permanent resident status. The bill: (1) sets forth documentation requirements for establishing DACA eligibility, and (2) repeals the denial of an unlawful alien's eligibility for higher education benefits based on state residence.

Pesticide Protection Act of 2017 This bill requires the Environmental Protection Agency (EPA) to cancel the registration of the pesticide chlorpyrifos under the Federal Insecticide, Fungicide, and Rodenticide Act. The bill prohibits the sale and use of existing stock of chlorpyrifos. The bill requires the EPA to ban chlorpyrifos residue on food under the Federal Food, Drug, and Cosmetic Act.

Cuban Airport Security Act of 2017 This bill directs the Transportation Security Administration (TSA) of the Department of Homeland Security (DHS) to brief Congress and the Government Accountability Office on specified aspects of security measures at each of Cuba's 10 international airports. No U.S. air carrier that has entered into a covered agreement may employ a Cuban national beginning 30 days after enactment of this bill unless such carrier has publicly disclosed the full text of the agreement, and such nationals shall not have been recruited, hired, or trained by entities that are owned, operated, or controlled by Cuba's Council of State, Council of Ministers, Communist Party, Ministry of the Revolutionary Armed Forces, Ministry of Foreign Affairs, or Ministry of the Interior. A "covered agreement" means a formal agreement between a U.S. air carrier with passenger air service between any location in Cuba and any location in the United States and the Empresa Cubana de Aeropuertos y Servicios Aeronauticos or any other entity associated with the Cuban government. TSA shall develop a standard working document for all negotiations and agreements between the United States and foreign governments or partners regarding Federal Air Marshal coverage of flights to and from the United States. All such agreements shall be written and signed by the DHS Secretary. DHS shall notify Congress of any such agreement within 30 days of it being signed. The U.S. Ambassador or the Charge d'Affaires to the U.S. Mission to the International Civil Aviation Organization shall pursue improvements to airport security, including introducing a resolution to raise minimum airport security standards.

Wounded Officers Recovery Act of 2017 This bill authorizes the Capitol Police Board to make payments from the United States Capitol Police Memorial Fund to employees of the U.S. Capitol Police who have sustained serious line-of-duty injuries. The board is required to issue specific regulations governing the fund's use for making such payments. These regulations shall ensure that the payments are in addition to, and do not otherwise affect, other forms of compensation payable to the employee, including worker's compensation benefits. The bill requires amounts received by the board in response to the shooting incident at the practice for the Congressional Baseball Game for Charity on June 14, 2017, to be deposited into the fund.

Bikeshare Transit Act of 2017 This bill makes a bikeshare project eligible to be an associated transit improvement project, including one carried out to facilitate a bicycle rental operation that makes bicycles available for public transportation, allows riders to pick up and drop off bicycles, serves a defined geographic area, and facilitates the transit of individuals between various points in the area. Public transportation capital projects shall include any project for the acquisition or replacement of bicycles and related equipment, including technology and vehicles needed to restock stations, and the construction of bicycle-related facilities to facilitate a bikeshare project. The bill also makes eligible for funds under the congestion mitigation air quality improvement program projects or programs that reduce demand for roads through bikesharing.

Sustainable, Affordable, Fair, and Efficient (SAFE) National Flood Insurance Program Reauthorization Act of 2017 This bill amends the National Flood Insurance Act of 1968 to extend through FY2023 the National Flood Insurance Program (NFIP). NFIP policy coverage limits for residential and nonresidential buildings are increased. NFIP premiums, surcharges, and fees may not be increased by more than 10% each year. The Federal Emergency Management Agency (FEMA) must provide: (1) loans for mitigation projects, and (2) other financial assistance to qualified households for NFIP premium payments and mitigation projects. The limitation on Increased Cost of Compliance (ICC) coverage (offered by NFIP to cover the cost of flood mitigation measures on certain structures) is increased to $100,000 and ICC eligibility is expanded. This bill prevents the Department of the Treasury from charging interest to FEMA on amounts borrowed for NFIP through FY2023. This bill directs FEMA to revise: (1) directives related to the Write Your Own program, (2) specified elements of the claims process, (3) the appeals process for claims and flood map determinations, and (4) certain flood risk zones. FEMA must study business interruption coverage and participation rates in specified flood zones. This bill also makes changes to: (1) FEMA's mitigation assistance programs, (2) the usage and collection of specified surcharges and fees, (3) the scope of coverage available under NFIP, (4) requirements of NFIP engineers and adjusters, and (5) regulations relating to the disclosure of flood risks on rental property. This bill amends the Biggert-Waters Flood Insurance Reform Act of 2012 to reauthorize through FY2023 the National Flood Mapping Program.

Veteran Education Empowerment Act This bill requires the Department of Veterans Affairs to make grants to institutions of higher education (IHEs) or consortia of IHEs for the establishment, maintenance, improvement, and operation of veteran student centers. A veteran student center is a dedicated space on a campus that provides students who are veterans or members of the Armed Forces with: (1) a lounge or meeting space for themselves, their spouses or partners, and veterans in the community; (2) a centralized office for veteran services that serves as a single point of contact to coordinate veterans support services; and (3) comprehensive academic and tutoring services to veterans.

Federal Employee Pension Fairness Act of 2017 This bill repeals provisions requiring federal employees, including foreign service employees, who began service after 2012 to pay an increased contribution (4.4%, up from 0.8%) toward funding their annuities under the Federal Employees Retirement System.

Do No Harm Act This bill makes the Religious Freedom Restoration Act of 1993 (RFRA) inapplicable to federal laws (or implementations of laws) that: protect against discrimination or the promotion of equal opportunity, including the Civil Rights Act of 1964, the Americans with Disabilities Act, the Family Medical Leave Act, Executive Order 11246 (concerning equal employment opportunity), the Violence Against Women Act, and the Department of Housing and Urban Development's (HUD's) rules entitled "Equal Access to Housing in HUD Programs Regardless of Sexual Orientation or Gender Identity"; require employers to provide wages, other compensation, or benefits, including leave; protect collective activity in the workplace; protect against child labor, abuse, or exploitation; or provide for access to, information about, referrals for, provision of, or coverage for, any health care item or service. Under current law, RFRA prohibits the government from substantially burdening a person's exercise of religion even if the burden results from a rule of general applicability, except in furtherance of a compelling governmental interest when using the least restrictive means. The bill makes RFRA inapplicable to: (1) terms requiring goods, services, functions, or activities to be performed or provided to beneficiaries of government contracts, grants, cooperative agreements, or awards; or (2) denials of a person's full and equal enjoyment of a government-provided good, service, benefit, facility, privilege, advantage, or accommodation. To assert a RFRA claim or defense in a judicial proceeding, the government must be a party to the proceeding.

Zero Tolerance for Domestic Abusers Act This bill amends the federal criminal code to: state that the term "intimate partner" includes a dating partner and any other person subject to a protection order under state domestic or family violence law; and expand the term "misdemeanor crime of domestic violence" to include the use or attempted use of physical force, or the threatened use of a deadly weapon, by a current or former intimate partner. The bill makes it a crime to knowingly sell or dispose of a firearm to a person who has been convicted of a misdemeanor crime of stalking. It also makes it a crime for such convicted stalker to receive or possess a firearm.

Preventing Diabetes in Medicare Act of 2017 This bill amends title XVIII (Medicare) of the Social Security Act to extend Medicare coverage for medical nutrition therapy services to beneficiaries with pre-diabetes or risk factors for developing type-2 diabetes.

Railroad Yardmaster Protection Act of 2017 This bill applies to yardmaster employees the limitations on duty hours and the restrictions on communications to employees during their off-duty hours that are currently applicable to train employees. A "yardmaster employee" means an individual responsible for supervising and coordinating the control of trains and engines operating within a rail yard.

America's Call To Improve Opportunities Now for National Service Act or the ACTION for National Service Act This bill amends the National and Community Service Act of 1990 and the Domestic Volunteer Service Act of 1973 to reestablish the Corporation for National and Community Service as an independent executive agency called the National and Community Service Administration. An individual who successfully completes a term of full-time national service shall be entitled to a national service educational award equal to twice the amount of tuition for the institution of higher education where the individual is enrolled, not to exceed twice the average in-state tuition. Current law limits the award's value to the maximum amount of a Federal Pell Grant that an individual is eligible to receive in the aggregate. Within the administration, the bill establishes an interagency working group to evaluate specified issues related to: (1) eligibility for tuition and student loan repayment assistance with regard to participation in certain national or volunteer service programs, (2) the advisability of granting federal hiring preference to certain volunteer program participants, and (3) methods for increasing the participation of seniors in national service programs. The National Service Foundation, a nonprofit corporation established by the bill, shall accept and administer gifts made in connection with the administration. The bill expresses support for the authorization of appropriations sufficient to provide, within 10 years, volunteer service opportunities for at least 1 million volunteers in full-time national service annually. The bill amends the Internal Revenue Code to exclude AmeriCorps educational awards from gross income.

Acknowledges the need for further legislation to ensure that people in the United States are free from all forms of discrimination on the basis of actual or perceived sexual orientation or gender identity.

Voter Empowerment Act of 2017 Voter Registration Modernization Act of 2017 This bill amends the National Voter Registration Act of 1993 to require states to make available online voter registration. The federal criminal code is amended to prohibit hindering, interfering with, or preventing voter registration. The Help America Vote Act of 2002 is amended to require states to promote access to voter registration and voting for individuals with disabilities. The Election Assistance Commission (EAC) must support pilot programs enabling individuals with disabilities to register and vote at their residences. The bill reauthorizes support for state and local governments to ensure voting access for individuals with disabilities. States must notify individuals convicted of a criminal offense under state law, upon release or upon sentence to probation, of their right to vote in federal elections. Voter Confidence and Increased Accessibility Act of 2017 This bill revises auditing requirements for voting systems. Voting systems must use individual, durable, voter-verified paper ballots. The National Science Foundation must support the study and development of accessible ballot voting and best practices to enhance the accessibility of voting for certain individuals. With exceptions, states must audit federal election results. The Servicemembers Civil Relief Act is amended to extend the guarantee of voting residency to family members of absent military personnel. The EAC must support poll-worker recruitment and training and develop materials for a model program. The Federal Election Campaign Act of 1971 is amended to prohibit a chief state election administration official, unless the official or a family member is a candidate, from taking part in political management or in a political campaign for federal office over which the official has supervisory authority. The EAC is reauthorized and its exemption from certain contracting requirements is repealed.

Elie Wiesel Genocide and Atrocities Prevention Act of 2017 This bill states that it is U.S. policy to regard the prevention of genocide and other atrocity crimes as a core national security interest and a core moral responsibility. The President shall instruct the Department of State to establish a Mass Atrocities Task Force to strengthen State Department efforts and assist other agency efforts at atrocity prevention and response. The Foreign Service Act of 1980 is amended to provide for the training of Foreign Service Officers in conflict and atrocity crimes prevention. The Director of National Intelligence is encouraged to include in his or her annual testimony to Congress on threats to U.S. national security: (1) a review of countries and regions at risk of atrocity crimes; and (2) specific countries and regions at immediate risk of atrocity crimes, including most likely pathways to violence, specific risk factors, potential perpetrators, and at-risk target groups. The bill establishes the Complex Crises Fund to enable the State Department and the U.S. Agency for International Development to support programs and activities to prevent or respond to emerging or unforeseen foreign challenges and complex crises overseas, including potential atrocity crimes. Fund amounts may not be expended for lethal assistance or to respond to natural disasters.

Calls for an end to the dog and cat meat industry. Urges the governments of China, South Korea, Vietnam, Thailand, the Philippines, Indonesia, Cambodia, Laos, India, and all other nations to: (1) adopt and enforce laws banning the dog and cat meat trade, (2) increase efforts to prevent any leather or fur byproducts of such trade from entering international markets, and (3) use their food safety laws to crack down on the sale of dog and cat meat. Affirms the U.S. commitment to the protection of animals and to advancing the progress of animal protection around the world. Urges executive branch officials to include the dog and cat meat trade on the agenda for discussion with the officials of countries that have a dog or cat meat industry.

Voting Rights Advancement Act of 2017 This bill amends the Voting Rights Act of 1965 to allow a representative official of an Indian tribe, with authorization from the governing body of the tribe, to request one or more polling places to be located on tribal lands. The state or political subdivision shall provide each requested polling place at no expense to the Indian tribe if certain criteria are met. A federal court shall retain jurisdiction to enforce constitutional voting guarantees, but also certain violations of the Act as well as of any federal prohibition against discrimination on the basis of race, color, or membership in a language minority group, for an appropriate period to prevent commencement of new devices to deny or abridge the right to vote. Any state (and all of its political subdivisions) shall be subject to certain requirements for a 10-year period if: 15 or more voting rights violations occurred there during the previous 25 years; or 10 or more violations occurred during the previous 25 years, at least one of which was committed by the state itself (as opposed to a political subdivision within it). A state or political subdivision that obtains a declaratory judgment that it has not used a device to deny or abridge the right to vote shall be exempt from such requirements unlessas specified. This bill prescribes transparency requirements regarding any changes to specified matters. Department of Justice authority to assign observers receives new extensions. Courts shall grant preliminary injunctive relief if a complainant raises a serious question whether the challenged covered practice violates the Act or the Constitution and, on balance, the hardship imposed upon the defendant by the relief will be less than the hardship on the plaintiff if the relief were not granted.

This bill directs the United States Postal Service to issue and sell an Alzheimer's Disease Research Semipostal Stamp. Proceeds from the sale of the stamp must be transferred to the National Institutes of Health. The stamp must be made available to the public for six years.

Alzheimer's Caregiver Support Act This bill amends the Public Health Service Act to authorize the Department of Health and Human Services to make grants to public and nonprofit private health care providers to expand training and support services for families and caregivers of patients with Alzheimer's disease.

Reaffirms that it is U.S. policy to support a two-state solution to the Israeli-Palestinian conflict negotiated between Israel and the Palestinian Authority. Commends: (1) Israel's efforts to improve bilateral relations with Arab and Muslim-majority states in the region, and (2) steps taken by such states to improve bilateral relations with Israel. Urges: (1) such states and the Palestinian Authority to engage in bilateral and multilateral negotiations with Israel to advance the Israeli-Palestinian peace process and support the normalization of bilateral relations, and (2) the resumption of bilateral negotiations between Israel and the Palestinian Authority.

To Offer Refugees College Help (TORCH) Act This bill amends the Higher Education Act of 1965 to require states to charge in-state tuition rates to refugees, asylees, and special immigrant visa holders if they are lawfully in the United States. This requirement only applies to the first state where the individual lives after being admitted into the United States.

Reaffirms: (1) the bipartisan commitment of the United States to promote the safety, health, and well-being of refugees; and (2) the goals of World Refugee Day. Recognizes those who have risked their lives to provide life-saving assistance and to help protect people displaced by conflict. Calls upon the U.S. government to: uphold its international leadership role in responding to displacement crises with humanitarian assistance for, and protection of, the most vulnerable populations; work in partnership with the international community to find solutions to existing conflicts and to prevent new conflicts; continue to support the efforts of the United Nations High Commissioner for Refugees and to advance the work of nongovernmental organizations to protect refugees regardless of their country of origin or religious beliefs; and continue to mitigate, through humanitarian and development support, the burden placed on frontline refugee host countries that absorb the majority of the world's refugees.

Expresses strong disapproval of the President's announcement to withdraw the United States from the Paris Agreement on climate change. Commends the group of states, cities, colleges and universities, businesses, investors, and individuals who have publicly expressed their support for such agreement. Urges the President to reverse his decision and maintain U.S. participation in such agreement.

National Museum of the American Latino Act This bill establishes the National Museum of the American Latino in the Smithsonian Institution. The purposes of the museum are to: (1) illuminate Latino contributions to the story of the United States; (2) provide for the collection, study, research, publication, and establishment of exhibitions and programs related to Latino life, art, history, and culture; and (3) provide for collaboration with Smithsonian Institution museums and research centers and other museums and educational institutions in the United States and abroad to promote the study and appreciation of Latino life, art, history, culture, and its impact on society in the United States. The bill establishes a Board of Trustees for the museum to advise and assist the Board of Regents of the Smithsonian on all matters related to the administration and preservation of the museum. The Director of the museum shall manage the museum and may carry out educational and liaison programs in support of its goals. The Board of Regents shall designate a site for the museum and is authorized to design and construct it.

This bill directs the Department of Transportation to modify federal consumer disclosure regulations to ensure that a reporting carrier: (1) discloses, upon the reasonable request of a consumer during the course of a reservation or ticketing discussion, the projected period between the actual wheels-off and wheels-on times for a reportable flight; and (2) displays on its public website information on such times for the most recent calendar month for a reportable flight. A "reporting carrier" is an air carrier that accounts for at least 1% of domestic scheduled-passenger revenues in the most recently reported 12-month period. A "reportable flight" is a nonstop flight to or from any airport within the 48 states that accounts for 1% of domestic scheduled-passenger enplanements in the previous calendar year.

Children's Act for Responsible Employment of 2017 or the CARE Act of 2017 This bill amends the Fair Labor Standards Act of 1938 to redefine "oppressive child labor," for purposes of the Act's child labor prohibitions, as the employment of any employee who is: 16 or 17 years of age in any occupation found by the Department of Labor to be particularly hazardous or detrimental to such employee's health or well-being; 14 or 15 years of age, unless the employment is confined to periods which do not interfere with the employee's schooling, health, and well-being; or under age 14. The bill revises exemptions for child agricultural employment. The bill increases civil penalties for child labor violations and imposes new criminal penalties for repeated or willful violations of child labor prohibitions that result in serious illness or injury of an employee under age 18. Labor shall revise regulations to prohibit the employment of children under age 18 in duties involving the handling of pesticides.

Better Education and Skills Training for America's Workforce Act This bill amends the Internal Revenue Code to allow tax credits for: (1) qualified training expenses paid with respect to U.S.-based positions for job trainees who have been unemployed for at least 90 days before enrolling in a training program and have not been employed by the taxpayer during the two-year period before the trainee was hired, and (2) investment in a qualified job training partnership between a private business and an institution of higher education or a labor organization. The bill defines "qualified training expenses" as an eligible trainee's qualified tuition costs, which may include costs for books and enrollment in a training program at an institution of higher education that may include a single course, multiple courses, or a combination of work training and study and that is reasonably necessary for employment with the taxpayer. It terminates the credit for qualified training expenses of job trainees after December 31, 2028. The bill also: (1) requires the Department of the Treasury to establish a Qualified Job Training Partnership program to consider and award certifications for qualified investments eligible for credits to qualified job training partnerships, and (2) authorizes Treasury to make grants to individuals who make an investment in a qualified job training partnership, in lieu of a tax credit.
