This resolution promotes increased public awareness of motorcyclist profiling. The resolution also encourages the motorcyclist community and law enforcement to collaborate and communicate on efforts to end motorcyclist profiling.

American Families United Act This bill authorizes the Department of Homeland Security (DHS) or the Department of Justice (DOJ) to exercise discretion in certain immigration cases. The bill also removes certain requirements related to birthright citizenship. Under this bill, DOJ or DHS may, on a case-by-case basis, exercise discretion by declining to remove an alien or bar an alien from entering the United States to prevent hardship for the alien's U.S. citizen spouse, parent, or child. However, DOJ or DHS may not exercise this discretion if the alien is removable or inadmissible due to certain grounds, including specified crime- and security-related grounds. The bill also removes certain requirements related to birthright citizenship for a child born outside of the United States to one U.S. citizen parent and one alien parent. Specifically, the bill removes a provision that requires the U.S. citizen parent to be physically present in the United States for at least five years before the child's birth in order for the child to acquire U.S. citizenship at birth.

Reinforcing Nicaragua's Adherence to Conditions for Electoral Reform Act of 2021 or the RENACER Act This bill establishes measures to monitor, report on, and address corruption and human rights abuses in Nicaragua. Specifically, the bill directs U.S. leadership at international financial institutions to advocate for oversight with respect to any loan or financial or technical assistance for projects in Nicaragua. The Department of State and the Department of the Treasury must establish a strategy to align diplomatic engagement with implementing sanctions to facilitate free, fair, and transparent elections in Nicaragua. Pursuant to this strategy, the President must prioritize implementing targeted sanctions on persons obstructing such elections. The State Department must also engage in diplomatic efforts with partner countries to impose targeted sanctions on such individuals. The bill adds Nicaragua to a list of countries whose citizens are subject to visa-blocking sanctions for knowingly engaging in (1) actions undermining democratic processes or institutions, or (2) significant corruption or obstruction of investigations into such corruption. Further, the bill requires the State Department to report on the involvement of President Daniel Ortega, members of his family, and senior government officials in significant acts of public corruption; Russian activities in Nicaragua; and gross human rights violations by the Ortega government against campesinos (i.e., natives of Latin American rural areas, especially Latin American Indian farmers or farm laborers) and indigenous communities. In addition, the State Department must report on obstacles to news and information about domestic and international affairs and submit a strategy for strengthening independent broadcasting, information distribution, and media platforms in Nicaragua.

Transit to Trails Act of 2021 This bill directs the Department of Transportation (DOT) to establish the Transit to Trails Grant Program to award grants to certain governmental and private entities for projects that increase transportation access and mobility to public lands, inland and coastal waters, parkland, or monuments for critically underserved communities. For example, DOT must (1) prioritize approving certain projects, such as projects that use low-or zero-emission vehicles and those that provide free or discounted rates for low-income riders; (2) develop transportation planning procedures for projects conducted under the program that are consistent with metropolitan and statewide planning processes; and (3) ensure that all new transportation connectors and routes developed under the program are accessible to people with disabilities. The bill requires grant awards to be at least $25,000 and not more than $500,000. Further, the bill requires publicized schedules and routes for transportation systems that are developed after the receipt of a grant under the program.

Rapid Response to Climate Impacts Act This bill requires the Department of State to establish a Climate Impacts Task Force, which must seek to prevent and mitigate the potential for national security risks arising from climate change and related social conditions.

Homecare for Seniors Act This bill allows tax-exempt distributions from health savings accounts (HSAs) to be used for qualified home care. Qualified home care means a contract to provide three or more of the following services in the residence of the service recipient assistance with eating, assistance with toileting, assistance with transferring, assistance with bathing, assistance with dressing, assistance with continence, and medication adherence. The Department of Health and Human Services must carry out a campaign to increase public awareness of the in-home service expenses that are eligible for tax-free distribution from HSAs.

Making Essentials Available and Lawful (MEAL) Act of 2021 This bill repeals a lifetime ban that prohibits individuals convicted of certain offenses related to the possession, use, or distribution of a controlled substance from receiving Supplemental Nutrition Assistance Program (SNAP) benefits or assistance under programs funded by Temporary Assistance for Needy Families (TANF) block grants. Any state law that imposes conditions on eligibility for SNAP benefits or TANF assistance based on an individual's conviction of such an offense shall have no force or effect. In addition, individuals who are incarcerated and scheduled to be released within 30 days shall qualify as individual households for purposes of SNAP eligibility. Under current law, unless specifically excepted, individuals residing in institutions do not constitute a household.

Puppy Protection Act of 2021 This bill requires the Department of Agriculture to expand standards that govern the humane handling, care, treatment, and transportation of animals to include new requirements for commercial dog dealers. Specifically, the standards must require dog dealers to provide to dogs adequate housing, exercise, and veterinary care; appropriate and nutritious food; continuous access to potable water; and meaningful socialization with humans and compatible dogs for at least 30 minutes each day. The standards must also include requirements for breeders to use safe breeding practices and make all reasonable efforts to find humane placement for retired breeding dogs.

Affordable Housing Preservation Act of 2021 This bill directs the Department of Housing and Urban Development (HUD) to implement a demonstration program for the establishment or preservation of limited- or zero-equity resident-controlled housing. Limited- or zero-equity resident-controlled housing (e.g., a housing cooperative) restricts the initial and resale price of shares of stock or membership interests in a residence so that the shares or interests remain affordable to families of certain incomes. Specifically, HUD may assist nonprofit organizations to establish or preserve such housing through providing (1) mortgage insurance; and (2) grants for predevelopment costs, monitoring fees, technical assistance, gap funding, and intermediary financing. Housing receiving such assistance must be governed by a board of directors elected by members of a limited- or zero-equity resident-controlled housing corporation with voting structured equitably among all members. A limited- or zero-equity resident-controlled housing corporation may sell corporate shares in such housing to an eligible household for a purchase price that ensures dwelling units in the housing will remain affordable for at least 30 years to households earning less than a certain income.

Highlands Conservation Reauthorization Act of 2021 This bill extends through FY2028 the Highlands Conservation Act, which provides for land conservation in Highlands states (i.e., Connecticut, New Jersey, New York, and Pennsylvania). The bill authorizes the Fish and Wildlife Service to add a municipality to the Highlands region upon the request of a Highlands state. The bill revises the way in which land is identified for conservation to require using the best available science and geographic information systems. The bill allows political subdivisions of states to enter into agreements with the Department of the Interior for land conservation projects. A Highland state that receives funds for a land conservation partnership project may not use more than 5% of the funds to administer that project. The bill extends through FY2028 Forest Service and other Department of Agriculture programs to conserve land and natural resources in the Highlands region.

Families Belong Together Act This bill provides various immigration benefits for eligible alien parents (or legal guardians) and minor children who were separated by the Department of Homeland Security (DHS) between January 20, 2017, and January 20, 2021. Generally, to be an eligible parent or minor child under this bill, the alien must not be inadmissible for certain crime- or security-related grounds, though DHS may waive certain grounds for humanitarian or public interest reasons. Furthermore, an eligible child who was separated as a minor remains eligible for the immigration benefits after reaching majority. DHS must grant humanitarian parole into the United States to an eligible alien who requests such parole, regardless of whether the alien is physically present in the United States. An eligible alien in the United States may apply for lawful permanent resident status. U.S. Citizenship and Immigration Services shall grant a qualifying alien's lawful permanent resident status within 30 days of receiving the alien's application. An alien who receives lawful permanent resident status under this bill shall be eligible for benefits and services that are available to an alien who is admitted as a refugee. Certain annual numerical limitations shall not apply to aliens who receive lawful permanent resident status under this bill. If an alien seeks judicial review of a denial of an application for lawful permanent resident status under this bill, the Department of Justice shall appoint counsel to represent that alien upon request.

Renewable Energy for Puerto Rico and the U.S. Virgin Islands Act This bill addresses renewable energy, energy efficiency, and energy storage in Puerto Rico and the Virgin Islands. Specifically, the Department of Agriculture (USDA) must establish a grant program under which USDA may award grants for renewable energy systems, energy efficiency activities, energy storage, smart grids, or microgrids. In addition, USDA may award grants to train residents of Puerto Rico or the Virgin Islands to develop, construct, maintain, or operate renewable energy systems. The Department of Energy must ensure that its national laboratories offer to provide technical assistance to grant recipients. The Government Accountability Office must study and report on renewable energy and energy efficiency in Puerto Rico and the Virgin Islands.

This resolution urges (1) the President to issue a proclamation recognizing Earth Day; and (2) governments and people to continue building upon the Paris Agreement and other efforts to ensure that future generations inherit a livable, sustainable, and ecologically rich planet. The resolution reaffirms that immediate action is needed to reduce greenhouse gas emissions and ameliorate environmental injustices in order to protect our planet, public health, and overall well-being of all people and wildlife. In addition, it encourages the American people to mark Earth Day by working to address environmental challenges, educate others about the need for year-round action, and honor the stewardship ethic for which Senator Gaylord Nelson stood.

Shark Fin Sales Elimination Act of 20 21 This bill addresses the sale of shark fins and the inclusion of rays and skates in the Seafood Traceability Program. The Seafood Traceability Program has data reporting and recordkeeping requirements at the time of entry for imported fish or fish products entered into U.S. commerce. The bill makes it illegal to possess, buy, or sell shark fins or any product containing shark fins, except for certain dogfish fins. A person may possess a shark fin that was lawfully taken consistent with a license or permit under certain circumstances. Penalties are imposed for violations under the Magnuson-Stevens Fishery Conservation and Management Act. The Department of Commerce must revise its regulations to include rays and skates as species that are subject to the Seafood Traceability Program.

Healthy Flights Act of 202 1 This bill provides authority for the Federal Aviation Administration (FAA) to impose requirements on passenger and cargo air travel to protect the health and safety of air carrier crewmembers and passengers and to reduce the spread of infectious diseases through the aviation system during public health emergencies. For example, the bill (1) sets forth requirements relating to the use of masks and other protective equipment for airline passengers and certain airline employees; (2) requires the FAA to provide certain employees, including any air traffic controller and airway transportation systems specialists, with masks and other protective equipment; and (3) mandates the development of a national aviation preparedness plan to ensure the aviation system is prepared to respond to epidemics and pandemics of infectious diseases. Additionally, the bill directs each air carrier operating an aircraft with a seating capacity of 20 or more to implement appropriate measures on a flight to reduce the likelihood of any passenger or crewmember contracting an infectious disease. The FAA must enter into an agreement with the National Academies to conduct a study on the transmission of infectious diseases, such as respiratory diseases, in the cabins of passenger airplanes. Further, the bill (1) establishes a Center of Excellence for Infectious Disease Response and Prevention in Aviation within the FAA; and (2) directs the FAA to revise airline passenger briefing requirements, including briefings during a national emergency pertaining to a respiratory disease.

VA Peer Support Enhancement for MST Survivors Act This bill requires the Department of Veterans Affairs to ensure that each individual who files a claim relating to military sexual trauma is assigned a peer support specialist during the claims process, unless the individual elects to not have such support. Under the bill, a peer support specialist must be trained as a victim advocate and may not be responsible for any part of adjudicating the individual's claim.

Israel Relations Normalization Act of 2021 This bill requires the Department of State to take certain actions promoting the normalization of relations between Israel, Arab states, and other relevant countries and regions. Specifically, the State Department must develop a strategy on expanding and strengthening the Abraham Accords (the term used to refer collectively to agreements between Israel and the United Arab Emirates and between Israel and Bahrain marking the public normalization of relations between the two Arab countries and Israel). The strategy must include a description of how the U.S. government will encourage further normalization of relations with Israel. In addition, the State Department must report on options for U.S. international efforts to promote the strengthening of ties between Israel, Arab states, and other relevant countries and regions. The State Department must also report on the status of the normalization of relations with Israel, including information on (1) laws that punish individuals for people-to-people relations with Israelis (i.e., anti-normalization laws), and (2) evidence of steps taken by Arab governments toward permitting or encouraging normalized relations between their citizens or residents and Israeli citizens.

Commission on United States Occupations Act or the La Comisión de las ocupaciones norteamericanas Act This bill establishes the Commission to Study and Develop Reconciliation Proposals for Dominican Republic. The commission must address specified U.S. actions related to the Dominican Republic (e.g., military occupations and efforts to annex the Dominican Republic) and make recommendations for appropriate remedies, including a formal apology and repair and reconciliation efforts.

CERCLA Liability Expansion and Accountability for Negligent and Unjust Pollution Act or the CLEANUP Act This bill includes petroleum products under the definition of hazardous substances for purposes of Superfund, the program that directs and funds the cleanup of sites contaminated with hazardous substances. Additionally, the release of a petroleum product shall be considered as a release under Superfund if liability for such release is established by any other federal law. Per the bill, a petroleum product is petroleum or oil of any kind, in any form, or any fraction thereof, and includes fuel oil, sludge, oil refuse, and oil mixed with wastes other than dredged spoil.

Superfund Reinvestment Act This bill authorizes the use of amounts in the Hazardous Substance Superfund for environmental cleanup costs under the Superfund program (which provides funding to clean up sites contaminated with hazardous substances). Receipts and disbursements of the Hazardous Substance Superfund must (1) not be counted for purposes of the President's budget, the congressional budget, the Balanced Budget and Emergency Deficit Control Act of 1985, or the Statutory Pay-As-You-Go Act of 2010; (2) be exempt from general budget limitations imposed by statute on expenditures and net lending (budget outlays); and (3) be available only for the allowable uses specified for the Superfund. This bill (1) reinstates and adjusts for inflation annually after 2021, the Hazardous Substance Superfund financing rate and the corporate environmental income tax threshold amount; and (2) extends the borrowing authority of the Superfund through 2029.

Access to Contraception for Servicemembers and Dependents Act of 2021 This bill addresses Department of Defense (DOD) contraceptive care and family planning services. Specifically, the bill prohibits cost-sharing with respect to TRICARE beneficiaries for specified prescription contraceptives. Additionally, the bill prohibits cost-sharing for TRICARE Select and TRICARE Prime beneficiaries in relation to any in-network method of contraception or contraceptive care (including with respect to insertion, removal, and follow-up), any sterilization procedure, or any related patient education or counseling service. The bill requires DOD to provide information on all methods of emergency contraception and care to sexual assault survivors at its medical treatment facilities. Upon request by a sexual assault survivor, DOD must provide such emergency contraception or a prescription for emergency contraception. Finally, DOD must establish a uniform standard curriculum for education programs on family planning for all members of the Armed Forces. Such education programs must be provided to service members during their first year of service and at other appropriate times, as determined by each military department.

Amputation Reduction and Compassion Act of 2021 or the ARC Act of 2021 This bill provides for coverage of peripheral artery disease screening tests without cost-sharing under Medicare, Medicaid, and private health insurance for certain at-risk individuals, and requires the development of certain educational programs and Medicare quality measures to reduce amputations relating to such disease.

Palomares Veterans Act of 2021 This bill includes veterans who participated in the cleanup of radioactive materials at Palomares, Spain, as radiation-exposed veterans for purposes of the Department of Veterans Affairs presumption of service-connection for specified cancers. Under a presumption of service-connection, specific disabilities diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded.

Veterans Agent Orange Exposure Equity Act This bill expands the presumption of service-connection for diseases associated with exposure to certain herbicide agents for veterans who served in Vietnam between January 9, 1962, and May 7, 1975. Under a presumption of service-connection, specific conditions diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded. Specifically, the bill expands the presumption to cover veterans who served in Thailand at a U.S. Army base or Royal Thai Air Force base between January 9, 1962, and May 7, 1975; at the Royal Thai Army Replacement Training Center, Pranburi Military Reservation between January 1, 1964, and April 30, 1964; in Laos between December 1, 1965, and September 30, 1969; or in Cambodia at Mimot or Krek, Kompon Cham Province between April 16, 1969, and April 30, 1969.

Colorectal Cancer Payment Fairness Act This bill eliminates Medicare coinsurance requirements with respect to colorectal cancer screening tests, regardless of the code billed for a resulting diagnosis or procedure, beginning in 2023 (rather than 2030).

FDA Modernization Act of 2021 This bill allows an applicant for market approval for a new drug to use methods other than animal testing to establish the drug's safety and effectiveness. Under this bill, these alternative methods may include cell-based assays, organ chips and microphysiological systems, sophisticated computer modeling, and other human biology-based test methods.

Fire Fighters and EMS Employer-Employee Cooperation Act This bill requires the Federal Labor Relations Authority to determine whether a state substantially provides fire and emergency medical services (EMS) personnel the right to form and join a labor organization; recognition by fire and EMS employers of the employees' labor organization, agreement to bargain with the organization, and reduction of any agreements to writing in a contract or memorandum of understanding; the right to bargain over hours, wages, and terms and conditions of employment; and arbitration or other mechanisms to resolve an impasse in collective bargaining negotiations. The bill makes the authority responsible for (1) determining the appropriateness of units for labor representation; (2) supervising elections; (3) conducting hearings and resolving complaints of unfair labor practices; and (4) protecting the right of employees to form, join, or assist any labor organization, or to refrain from doing so. An employer, fire and EMS personnel, or labor organization may not engage in a lockout, sickout, work slowdown, strike, or any other organized job action that will measurably disrupt the delivery of emergency services and is designed to compel an employer, fire and EMS personnel, or labor organization to agree to the terms of a proposed contract.

Tax Fairness for Workers Act This bill allows an above-the-line tax deduction for union dues and expenses. (An above-the-line deduction is subtracted from gross income and is available whether or not a taxpayer itemizes other deductions.) The bill also reinstates the miscellaneous itemized tax deduction for unreimbursed expenses attributable to the performance of services as an employee (Under current law, all miscellaneous itemized deductions are suspended through 2025).

Social Determinants Accelerator Act of 2021 This bill establishes the Social Determinants Accelerator Interagency Council to increase coordination among health and social service programs and provide technical assistance to increase the impact of such programs. The council must also assist the Centers for Medicare & Medicaid Services to award up to 25 grants to state, local, or tribal health or human services agencies for social determinants accelerator plans. These plans must address at least one health and one social outcome for a specified target population.

Mental Health for Latinos Act of 2021 This bill requires the Substance Abuse and Mental Health Services Administration to develop and implement an outreach and education strategy regarding behavioral health issues among the Hispanic and Latino populations. The strategy must promote behavioral and mental health and reduce stigma associated with mental health conditions and substance use disorders. The strategy must also address the impact of the COVID-19 pandemic on the mental and behavioral health of those populations.

Equal Pay for Servicewomen Act This bill requires the Department of Defense (DOD) to address out-of-pocket cost inequities for military service uniforms. Specifically, the bill requires DOD to implement the four recommendations made by the Government Accountability Office in its report titled Military Service Uniforms DOD Could Better Identify and Address Out-of-Pocket Cost Inequities (GAO-21-120). The recommendations made in the report are related to reducing differences in out-of-pocket costs incurred by enlisted service members across the services and by gender. The bill requires DOD to prescribe regulations to ensure that out-of-pocket uniform costs to officers or enlisted members may not exceed costs to other officers or members in their branch solely based on gender; and if a change to a uniform affects only officers or enlisted members of one gender, the officers or members must be entitled to an allowance equal to the out-of-pocket cost related to the change. DOD must provide a one-time allowance to female officers and enlisted members in an amount based on gender disparities in out-of-pocket uniform costs during the past 10 years and proportional to the length of service of the officer or member.

Lead Abatement for Families Act of 2021 This bill requires the Department of Housing and Urban Development (HUD) to identify federally assisted housing projects that use lead-based water pipes and allows HUD to award grants for the replacement of these pipes to public housing agencies and other owners.

Immigrants' Mental Health Act of 2021 This bill directs Customs and Border Protection (CBP) to take steps to address mental health issues among immigrants and CBP agents and officers. It also restricts the sharing of mental health information for use in certain immigration proceedings. CBP shall develop training to enable its agents and officers to (1) identify mental health issues and risk factors in immigrants and refugees, (2) provide crisis intervention using a trauma-informed approach, and (3) better manage work-related stress and psychological pressures. CBP shall assign at least one qualified mental or behavioral health expert to each Border Patrol station, port of entry, checkpoint, forward operating base, secondary inspection area, and short-term custody facility. The Department of Health and Human Services may not provide to the Department of Homeland Security information about the mental health of an alien that was obtained by a mental health professional while the alien was in federal government custody if the information will be used for (1) an asylum determination, (2) an immigration hearing, or (3) a deportation hearing.

Healthy Families Act This bill provides for paid and unpaid sick leave for employees to meet their own medical needs and those of their families. It requires employers with 15 or more employees to provide their employees with at least one hour of earned paid sick leave for every 30 hours worked, up to a maximum of 56 hours of paid sick leave in a year. An employer with fewer than 15 employees may also provide the same amount of paid sick leave, but may opt out of such requirement, in which case such employer must provide its employees at least 56 hours of unpaid leave in a year. An employee may use sick leave for absences (1) resulting from a physical or mental illness, injury or medical condition; (2) resulting from obtaining professional medical diagnosis or care, or preventive medical care; (3) to care for a child, parent, spouse, a domestic partner, or other blood or close relative; and (4) resulting from domestic violence, sexual assault, or stalking. The bill makes it unlawful for any employer to interfere with, restrain, or deny the exercise of an employee's right to accrue sick leave as provided by this bill. An employee may take legal action to enforce the right to sick leave granted by this bill and the Department of Labor must investigate complaints of violations of the requirements of this bill. Labor is authorized to conduct a public awareness campaign to educate and inform the public of the requirements for paid sick leave provided by this bill.

America's Clean Future Fund Act This bill establishes requirements and incentives to reduce greenhouse gas emissions and assist industries, communities, and workers transition to a low-carbon economy, including by establishing (1) the Climate Change Finance Corporation (C2FC); (2) the America's Clean Future Fund; and (3) a carbon fee on the use, sale, or transfer of certain fuels by covered entities. The bill provides appropriations to the C2FC, an independent agency, which must finance clean energy and climate change resiliency activities in order to meet the goal of eliminating greenhouse gas emissions by 2050. The bill also provides appropriations for the America's Clean Future Fund. Amounts in the fund may be used for the C2FC, stimulus payments (i.e., tax rebates) to individuals whose gross incomes do not exceed specified thresholds, decarbonization transition payments to the agricultural sector, and grants to help certain communities and workers transition to a low-carbon economy. Revenues generated from the carbon fee must also be deposited into the America's Clean Future Fund. Beginning in 2023, covered entities (e.g., entities that use, sell, or transfer fossil fuels) must pay a carbon fee of $25 per metric ton of carbon dioxide or carbon dioxide equivalent. The fee increases by $10 each year, multiplied by the cost-of-living adjustment. The fees further increase if the entities miss cumulative greenhouse gas emission targets established by the bill. Refund payments may be provided for carbon capture, sequestration, and utilization.

Orphaned Well Cleanup and Jobs Act of 2021 This bill establishes incentives and requirements to permanently plug orphaned (i.e., abandoned) oil and gas wells and clean up pollution leaking from such wells. Specifically, the bill directs the Department of the Interior to establish grant programs to plug and clean up orphaned wells located on federal, state, tribal, and private land. Interior must also issue regulations that require each operator of an idled well on federal land to pay an annual, nonrefundable fee for each well. If the operator fails to pay the fee, then Interior may assess a civil penalty. Revenues generated from such fees must be used for activities related to cleaning up orphaned wells. Additionally, the bill requires the review of the adequacy of bonds or other financial arrangements for oil and gas development on public land leased from the federal government. Such bonds or financial arrangements are currently required to ensure developers have adequate financial resources to remediate and reclaim public land, water, or other resources after wells are abandoned or oil and gas development ceases.

Student Loan Forgiveness for Frontline Health Workers Act This bill establishes temporary programs to provide federal and private student loan forgiveness to certain frontline health care workers. Frontline health care workers are those individuals who have made significant contributions to the medical response (e.g., patient care, medical research, or testing) to the COVID-19 (i.e., coronavirus disease 2019) national emergency. Specifically, the Department of Education (ED) must carry out a program to forgive the outstanding balance of principal and interest due on federal student loans for borrowers who are frontline health care workers. Additionally, the Department of the Treasury must carry out a program to repay in full the outstanding balance of principal and interest due on certain private student loans for borrowers who are frontline health care workers. ED and Treasury must coordinate to ensure that eligibility determinations are consistent across both programs and that frontline health care workers who are eligible for both programs may apply for loan forgiveness with a single application. Further, such programs must be available to frontline health care workers who were borrowers of eligible loans and who died as a result of COVID-19. The bill specifies the notification requirements related to the availability of these programs. ED, Treasury, and the Department of Health and Human Services must jointly establish an intergovernmental working group to assist with the administration of these programs, including the development of the application process. The bill also excludes discharged student loan debt under these programs from an individual's gross income.

Prohibition of Medicaid Funding for Conversion Therapy Act This bill prohibits state Medicaid programs from covering conversion therapy. The bill defines conversion therapy as any practice or treatment that seeks to change a person's sexual orientation or gender identity in exchange for monetary compensation.

Climate Change Education Act This bill declares that the evidence for human-induced climate change is overwhelming and undeniable. The National Oceanic and Atmospheric Administration (NOAA) must establish a Climate Change Education Program to increase the climate literacy of the United States by broadening the understanding of human-induced climate change, including possible consequences, disproportionate impacts of such consequences, and potential solutions; apply the latest scientific and technological discoveries to provide learning opportunities to people of all ages; and help people understand and promote implementation of new technologies, programs, and incentives related to climate change, climate adaptation and mitigation, climate resilience, climate justice, and environmental justice. NOAA must also establish a grant program for climate change education.

Closing Loopholes for Oil and other Sources of Emissions Act or the CLOSE Act This bill repeals exemptions from the Clean Air Act under which (1) emissions from oil and gas wells and pipeline facilities are excluded from aggregation with emissions from other similar units for purposes of determining major sources, and (2) the Environmental Protection Agency (EPA) excludes oil and gas production wells from being listed as area sources. Additionally, the bill requires the EPA to issue a final rule adding hydrogen sulfide to the list of hazardous air pollutants under the Clean Air Act and revising such list to include categories and subcategories of major sources and area sources of hydrogen sulfide, including oil and gas wells.

Energy Innovation and Carbon Dividend Act of 2021 This bill imposes a fee on the carbon content of fuels, including crude oil, natural gas, coal, or any other product derived from those fuels that will be used so as to emit greenhouse gases into the atmosphere. The fee is imposed on the producers or importers of the fuels and is equal to the greenhouse gas content of the fuel multiplied by the carbon fee rate. The rate begins at $15 per metric ton of CO2-e in 2021, increases by $10 each year, and is subject to further adjustments based on the progress in meeting specified emissions reduction targets. The bill includes exemptions for fuels used for agricultural or nonemitting purposes, exemptions for fuels used by the Armed Forces, rebates for facilities that capture and sequester carbon dioxide, and border adjustment provisions that require certain fees or refunds for carbon-intensive products that are exported or imported. The fees must be deposited into a Carbon Dividend Trust Fund and used for administrative expenses and dividend payments to U.S. citizens or lawful residents. The fees must be decommissioned when emissions levels and monthly dividend payments fall below specified levels.

Public Servants Protection and Fairness Act of 2021 This bill establishes an alternative formula to calculate Social Security retirement benefits for those who receive pensions for certain non-covered employment. (The existing formula is known as the windfall elimination provision.) The alternative formula adjusts an individual's total lifetime earnings based on the proportion of covered earnings (i.e., earnings subject to Social Security payroll taxes). It applies to individuals who (1) first become eligible for benefits after 2022, (2) have earnings from non-covered service performed after 1977, and (3) have less than 30 years of coverage (i.e., years in which a beneficiary is considered to have contributed a substantial amount into the Social Security trust funds). Beneficiaries receive the higher benefit amount as calculated under the alternative method or the existing formula. In addition, the bill provides rebates for certain beneficiaries currently impacted by the existing formula. The Social Security Administration must include non-covered earnings in Social Security account statements, and the Government Accountability Office must study the availability of certain information related to retirement plans maintained by state and local governments.
