Provides for the establishment of the Agricultural Hall of Fame National Cultural Park in Wagandotte County, Kansas. Establishes the Agricultural Hall of Fame Commission to prepare a recreational plan for the Park, establish standards for the construction of facilities, and generally assist in the administration of the Park. Authorizes to be appropriated such sums as necessary to carry out the provisions of this Act.

Provides, under the Federal Coal Mine Health and Safety Act, that, for purposes of payments in respect of the death of any miner whose death occurred after the date of enactment of such Act, there shall be an irrebuttable presumption that his death was due to pneumoconiosis or that at the time of his death he was totally disabled by pneumoconiosis, if such miner was employed for twenty years in one or more underground coal mines.

Helium Storage Act - Directs the Secretary of the Interior to collect and store crude helium in the existing Federal helium pipeline and storage system under conditions set forth in this Act. Provides for the redelivery of helium under this Act. Authorizes the appropriation of such sums as necessary to carry out the purpose of this Act.

Arthritis Prevention, Treatment, and Rehabilitation Act - Makes it the purpose of this Act to establish: (1) a long-range plan to expand and coordinate the national research, treatment, and control effort against arthritis and related musculoskeletal diseases; (2) centers for arthritis prevention, research, screening, early detection, training, treatment, and rehabilitation programs; and (3) programs to develop new and improved methods of arthritis screening and early detection and to establish a central arthritis screening and early detection data bank. Requires the Director of the National Institutes of Health to establish a National Commission on Arthritis and Related Musculoskeletal Diseases. Specifies the composition, duties, and powers of the Commission. States that the Commission shall formulate a long-range plan to combat arthritis and related musculoskeletal diseases with specific recommendations for the utilization and organization of national resources for that purpose. States that the plan shall include a plan for a coordinated research program encompassing existing and proposed Federal, non-Federal and local programs. Enumerates investigations, studies, and programs to be carried out under such plan. Authorizes to be appropriated $1,000,000 to carry out the above purposes. Establishes within the National Institute on Arthritis, Metabolism, and Digestive Diseases the position of Associate Director for Arthritis and Related Musculoskeletal Diseases. States that the Director of the National Institutes of Health shall establish an Inter-Institute Arthritis and Related Diseases Coordinating Committee to better coordinate research activities relating to arthritis and related musculoskeletal diseases. Provides for the development, establishment, construction, and operation of arthritis research and training centers. Specifies the purposes to be achieved by such research and training programs. Provides for the geographical distribution, operational support, and evaluation of such research and training centers. Authorizes specified appropriations for fiscal years 1975, 1976, and 1977 for the establishment of such centers. Authorizes the Secretary of Health, Education, and Welfare to establish and support arthritis screening, early detection, prevention, and control demonstration programs. Specifies the purpose of such programs. Authorizes specified appropriations for fiscal years 1975, 1976, and 1977 for the establishment and support of such programs. Requires the Secretary to establish the Arthritis Screening and Detection Data Bank as soon as practicable after the enactment of this Act. Provides that not less than $500,000 of the sums appropriated to the National Institutes of Health to carry out the purposes of this Act shall be obligated for basic and clinical orthopedic research conducted or supported by the National Institute on Arthritis, Rheumatism, and Metabolic Diseases.

Livestock Producers and Feeders Act - Directs that, for a period of one year from the enactment of this Act, the Secretary of Agriculture shall insure loans made by a lender other than the United States, or made by the Secretary and sold to such lender, to a borrower in the United States who (1) is a citizen of the United States; (2) is or has been engaged in livestock producing and feeding operations to an extent and in a manner determined by the Secretary as necessary to assure reasonable prospects of success in livestock producing endeavors financed by loans insured under this Act; (3) is unable to obtain sufficient credit to finance his actual needs in the livestock producing business at reasonable rates and terms, as determined by the Secretary after considering prevailing private and cooperative rates and terms in the community in or near which the applicant resides for loans for similar purposes and periods of time; (4) has, if he has received previously a loan insured under this Act, performed successfully the terms of such loan; and (5) is not an operator of a commercial feedlot. Stipulates that, subject to the approval to the county committee, the amount of any loan isured under this Act shall be determined by the lender, but in no case shall such amount exceed $250,000. Sets forth requirements pertaining to the insurance of loans and to the rate of interest payments to be made. Establishes the Livestock Feeders Insurance Fund, which shall be used by the Secretary as a revolving fund for the discharge of obligations of the Secretary under the provisions of this Act. Directs the Secretary to utilize the fund: (1) to make loans which can be insured under this Act whenever he has reasonable assurance that they can be sold without undue delay, and he may sell and insure such loans; (2) to pay amounts to which the holder of insured notes is entitled on loans accruing between the date of any payments by the borrower and the date of transmittal of any such payments to the holder; and/or (3) to pay to the holder of insured notes any defaulted installment, or upon assignment of the note to the Secretary at the Secretary's request, the entire balance due on the loan.

Allows grants to States of up to 70 percent of cost (now 50 percent) for statewide historic preservation plans and project plans. Establishes the historic preservation fund in the Treasury. Authorizes the appropriation to the fund for each fiscal year for fiscal years 1975 through 1979 of $100,000,000 in part from revenues due under the Outer Continental Shelf Lands Act.

Expresses the sense of the House of Representatives that the President should (1) immediately initiate negotiations at the highest level of the Turkish Government to prevent the resumption of opium production; and (2) if such negotiations prove unfruitful, exercise the authority provided by the Congress under the Foreign Assistance Act, to terminate all assistance to the Government of Turkey.

Directs the Administrator of Veterans' Affairs to pay a pension to each veteran who served in the active military, naval, or air service at any time during World War I and who is not eligible for other pension benefits. Defines World War I as meaning the period beginning on April 5, 1917, and ending on July 2, 1921. Provides for a schedule of pension payments under this Act. Provides that if the veteran is married and living with or reasonably contributing to the support of his spouse, or has a child or children, the monthly rate of pension under this Act shall be $150. Provides that if the veteran is unmarried (or married but not living with or reasonably contributing to the support of his spouse) and has no child, the monthly rate of pension shall be $135. Provides that if the veteran has a disability by reason of which he is permanently housebound, the monthly rate hereunder shall be increased by $50. Provides that veterans in need of regular aid and attendance shall have their monthly rates increased by $125. Directs the Administrator to pay to widows of veterans, receiving benefits under this Act at time of death, pension benefits at a schedule provided in this Act.

Federal Railroad Safety Authorization Act - Authorizes appropriations for fiscal year 1975 for the purposes of carrying out the Federal Railroad Safety Act of 1970 and the Hazardous Materials Transportation Control Act of 1970. Requires the Secretary of Transportation to prepare and submit to the President for transmittal to the Congress by March 17, 1976, a report describing the areas of railroad safety for which Federal safety standards have or have not been issued pursuant to the Federal Railroad Safety Act of 1970, and a description of the railroad safety program underway or planned in each State as of June 30, 1975. Provides for a civil penalty between $250 and $2500 for the failure of a common carrier to make an accident report as required by the Accident Reports Act, if no penalty is assessed under the prior provisions of that Act.

Expresses the sense of the House of Representatives that (1) it most strongly condemns all acts of terrorism in the Middle East; (2) the President and the Secretary of State should and are hereby urged and requested to (a) call upon all governments to condemn this inhuman act of violence against innocent victims; and (b) strongly urge the governments who harbor these groups and individuals to take appropriate action to rid their countries of those who subvert the peace through terrorism and senseless violence; and (3) the President should request the American Ambassador to the United Nations to take appropriate action before that body in order to have introduced a Security Council resolution condemning this brutal act of violence.

Revises the Federal Aviation Act of 1958 by providng that any air carrier may grant reduced-rate transportation to individuals 21 years of age and younger and to individuals 65 or over. Prohibits any air carrier from reserving any seating capacity in interstate or overseas air transportation at the request of any person unless such request is accompanied by a deposit of not less than one fourth of the established tariff for such air transportation. Prohibits the overbooking of seating capacity by any air carrier.

Title II: Development Ceiling Increases - Increases the limitations on appropriations for development of specified units of the National Park System. Title III: Boundary Changes - Directs the Secretary of the Interior to revise the boundaries of specified units of the National Park System. Title IV: Miscellaneous Provisions - Authorizes the Secretary to acquire by donation, purchase, or exchange and to develop specified National Park lands. Authorizes to be appropriated to the Secretary up to $100,000 to conduct studies to determine the cause and extent of the damage to the foundation of the historic structures of the San Juan National Historic Site. Authorizes to be appropriated up to $8,400,000 in addition to available funds, for moving costs, relocation benefits, and other expenses incurred pursuant to the applicable provisions of the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970. Provides that whenever an owner of property, to be acquisitioned to the National Park System, elects to retain a right of use and occupancy, such owner shall be deemed to have waived the relocation benefits and displaced person status accorded by the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970.

Provides the Pennsylvania Avenue Development Corporation with authority to procure the temporary services of city planners, architects, engineers and other experts. States that no new construction shall be authorized or conducted within the development area except upon certification by the Corporation. Authorizes to be appropriated up to $1,750,000 for the preparation of the development plan and administrative and operating expenses for fiscal year 1975.

Establishes the Wounded Knee Compensation Board in the Interior Department to compensate losses arising from the occupation of Wounded Knee, South Dakota between February 27, 1973, and May 8, 1973. Provides the payment of compensation: (1) for personal injury and property damage; (2) to designated persons in cases where other persons have died; and (3) for anticipated loss of future earnings or loss of support of the victim for 90 days or more, or child care payments. Requires claims for compensation to be filed within six months of enactment of this Act. Establishes a fund in the Treasury for such compensation and authorizes the appropriation of $2,000,000 and other necessary sums to the fund.

Authorizes an increase under the Railroad Retirement Act of 1937 in the amount of the annuities payable thereunder to widows and widowers. Provides that such amount shall equal whichever of the following is the greater: $103.00, or the amount of the annuity which would have been payable to such employee for such month if such employee were living, had attained age 65, and had otherwise qualified for an employee's annuity.

Provides that recipients of veterans' pension and compensation shall not have the amount of such pension or compensation reduced, or entitlement thereto discontinued, because of increases in monthly social security benefits resulting from the enactment of Public Law 93-66, Public Law 93-233, and subsequent cost-of-living increases under title II of the Social Security Act. Provides that the provisions of this Act shall apply with respect to annual income determinations made for calendar years after 1972.

Authorizes the President to provide for the mandatory allocation of plastic feedstocks produced in or imported into the United States. Structures the mandatory allocation program established under this Act to result in the allocation of plastic feedstocks to each plastics processor in an amount not less than the amount sold or otherwise supplied to such plastics processor during the corresponding period of 1973, adjusted to provid a pro rata reduction in the amount allocated to each such processor if the aggregate amount of such product produced in or imported into the United States is less than the aggregate amount produced and imported in 1973.

Alaska Conservation Act - Provides for the addition of specified lands in the State of Alaska to the National Park, National Wildlife Refuge, National Forest, and Wild and Scenic Rivers Systems. Title I: National Park System - Adds specified areas to the existing Mount McKinley and Katmai National Parks. Establishes nine new areas in Alaska as national monuments, parks, rivers and reserves. Sets forth general administration provisions governing such areas, including: (1) boundaries and acquisition of property; (2) applicability of mining and mineral leasing laws; (3) sport hunting; (4) subsistence uses; (5) cooperative agreements; and (6) wilderness review for suitability of such areas. Designates seven additions to the Wild and Scenic River System. Authorizes to be appropriated such sums as may be necessary for the purposes of this title. Title II: National Wildlife Refuge System - Establishes twelve national wildlife refuges, one national arctic range and one national resource range. Sets forth general administrative procedures governing such lands. Authorizes to be appropriated such sums as may be necessary to carry out the provisions of this title. Title III: National Forest System - Establishes the Wrangell Mountains, Porcupine and Yukon - Kuskokwim National Forests. Authorizes to be appropriated such sums as necessary to carry out the provisions of this title. Title IV: Additions to National Wild and Scenic Rivers System Located Outside National Parks, National Wildlife Refuges, and National Forests - Designates specified streams, rivers, and segments in Alaska as scenic rivers. Authorizes to be appropriated such sums as necessary to carry out the provisions of this title.

Authorizes increased production of petroleum from the Elk Hills Naval Petroleum Reserve at a rate to help insure that the needs of national defense are met, but not to exceed the maximum efficient rate in accordance with sound engineering and economic principles. Authorizes the Secretary of the Navy to dispose of the production herein authorized by means of sales effected by competitive bid. Provides that full and equal opportunity for acquisition of the oil shall be accorded to all interested companies, including major and independent oil refineries alike. Establishes the Naval Petroleum Reserve Account. States that funds in the Account shall be available for the expenses of: (1) production, including preparation for production, as authorized by this resolution and as may hereafter be authorized; (2) all capital costs necessary for facilities both within and outside the reserve incident to production and delivery of crude petroleum; and (3) exploration, prospecting, conservation, development, use, and operation of the naval petroleum and oil shale reserves.

Authorizes to be appropriated such sums as may be necessary to carry out the provisions of this Act, but not to exceed $63,812,000 for the acquisition of lands and interests in lands and not to exceed $7,000,000 for development.

Solar Heating and Cooling Demonstration Act - Declares it to be the policy of the United States and the purpose of this Act to provide for the demonstration within a three-year period of the practical use of solar heating technology. Defines the terms used in this Act. Directs the National Aeronautics and Space Administration to initiate, support and carry out basic and applied research and development in solar heating and cooling technologies. Provides for the installation of solar heating systems in residential dwellings under the monitoring of the Secretary of Commerce, acting through the National Bureau of Standards and in consultation with the Secretaries of Housing and Urban Development and Defense. Provides that such residential dwellings shall be located in a sufficient number of different geographic areas (not less than three) in the United States to assure a realistic and effective demonstration of solar heating and cooling systems involved. Directs the Director of the National Science Foundation to initiate, support and fund basic and applied research activities related to solar energy in support of the objectives of this Act. Authorizes the appropriation of up to $50,000,000 to carry out this Act.

Rural Health Care Delivery Improvement Act - Declares it to be the purpose of this Act to provide assistance to programs for the delivery of health services in order to increase the availability of health care services to residents of rural areas. Establishes within the Department of Health, Education, and Welfare, an Office of Rural Health to be headed by a Director appointed by the Secretary. Enumerates the powers of the Director, including (1) the authority to award grants for projects to examine existing models of rural health care delivery, (2) determination their applicability to other rural areas, and (3) assistance in the planning and demonstration of rural health care delivery models. States that in determining the eligibility of any entity for assistance, the Director will consider specified factors, including (1) identification of the demographic and geographic characteristics which categorize an area as rural; (2) emergency medical care components and systems available to meet the special problems of the rural areas; (3) education programs in rural areas, including health and nutrition education; and (4) development of community planning mechanisms so that the communities can develop health care delivery models appropriate to their needs. Directs the Director to: (1) provide liaison among agencies of the Federal Government for the purpose of coordinating health care programs in rural areas, (2) make a periodic evaluation of other Department of Health, Education, and Welfare programs relating to health care in rural areas, and (3) provide technical assistance for the development of rural health care delivery models. Authorizes to be appropriated for grants and contracts year 1974, $100 million for fiscal year 1975, and $125 million for fiscal year 1976. Specifies the terms and conditions under which the Director may approve an application for assistance under this Act. Establishes in the Treasury a rural health care delivery loan guarantee and loan fund to enable the Secretary to discharge his responsibilities under guarantees issued by him and for direct loans to public entities. Authorizes to be appropriated to the fund from time to time such amounts as may be required for the fund. Provides that the Director may make grants to public and nonprofit private entities, may enter into contracts with public and private entities and individuals, and the Secretary may provide loans to public entities, and may provide loan guarantees to private entities and individuals. Establishes a Rural Health Care Advisory Committee which shall advise the Director with respect to overall planning, policies, objectives and priorities for the Office of Rural Health and the general administration of the program created under this Act. Sets forth the composition and compensation of Committee members.
