Helen Keller National Center Act

Helen Keller National Center Act - Establishes a Helen Keller National Center for Deaf-Blind Youths and Adults to: (1) provide specialized intensive services for deaf-blind persons; (2) train personnel to provide such services; and (3) conduct applied research, development, and demonstrations relating to communication techniques, teaching methods, aids and devices, and delivery of services. Requires an annual audit of the Center. Directs the Secretary of Education to ensure that: (1) Center service and training programs are monitored regularly; and (2) Center operation is evaluated annually, with written reports to the President and the Congress submitted by specified deadlines. Authorizes appropriations for Center operation and maintenance, for use in accordance with guidelines or regulations prescribed by the Secretary. Defines "Helen Keller National Center for Deaf-Blind Youths and Adults" to mean that facility and its affiliated network established pursuant to an agreement approved in 1969 by the Department of Health, Education, and Welfare, and continued pursuant to specified provisions of the Rehabilitation Act of 1973. Repeals such provisions of such Act. Provides that nothing in this Act shall in any way cause to affect or modify any existing or future agreement between any Federal department, agency, or instrumentality and the Industrial Home for the Blind, Inc., or its successors or assignees, with respect to the Helen Keller National Center for Deaf-Blind Youths and Adults.

Social Security Student Benefits Restoration Act of 1982 - Repeals the provision of the Omnibus Budget Reconciliation Act of 1981 which eliminates child's insurance benefits under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act for children aged 18 through 22 who attend postsecondary schools. Amends title II of the Social Security Act to entitle a full-time student at a postsecondary educational institution to child's insurance benefits on the basis of student status after August 1982 if: (1) the student was born before the enactment of this Act; and (2) the individual upon whose wages and self-employment income the student's benefits are based earned such wages and self-employment income after July 30, 1965, and before the enactment of this Act. Entitles a full-time student at a postsecondary educational institution who has reached the age of 18, is not under a disability, and was entitled to child's insurance benefits for August 1981 to child's insurance benefits for months after July 1981 and before May 1985, if such individual would have been entitled to such benefits had the Omnibus Budget Reconciliation Act of 1981 not been enacted. Prohibits the payment of such benefits for the months of May, June, July, and August, beginning with benefits payable for May 1982.

Directs the Secretary to promulgate testing standards to be used to measure such requirements. Allows the Secretary to request assistance from the appropriate Federal agencies in order to evaluate the motor vehicles submitted pursuant to the competition. Declares that all determinations made by the Secretary in regard to the competition are final.

Family Housing Production Act of 1982

Family Housing Production Act of 1982 - Requires the Secretary of Housing and Urban Development, through the Government National Mortgage Association, to enter into five-year contracts to provide periodic assistance payments on behalf of homeowners to mortgagees and other lenders. Directs the Secretary to give priority to assisting persons who have not owned a home within the last three years. Permits payments to be made only to a mortgagor who satisfies requirements for creditworthiness and has a family income not exceeding 140 percent of the area median income and who: (1) is the original owner of a manufactured home the loan for which is incurred under the National Housing Act; or (2) has a fixed-rate 30-year mortgage which is secured by a home built after enactment of this Act, has no prepayment penalty, and requires increased payments beginning with the second year which shall be applied to the principal obligation until it is paid off. Limits the amount of assistance payments to the difference between the amount of the monthly payment for principal, interest, and loan insurance under the first year of the loan and the amount the monthly payment for principal and interest would be if the interest rate on the loan were: (1) ten percent (12 percent for a manufactured home); or (2) four percentage points less than the rate specified in the loan, whichever rate is higher. Requires that the mortgagor pay at least 25 percent of his or her income toward the monthly loan payment. Declares that manufactured homes shall comprise not more than 20 percent of the units assisted under this Act. Directs the Secretary to allocate the amount available to carry out this Act on the basis of the population, decline in housing starts, and unemployment rate in each State relative to all States. Directs the Secretary to recapture the lesser of the amount of assistance provided under this Act or an amount equal to 50 percent of the net appreciation of the property whenever the mortgagor sells the property or rents it for a period exceeding one year. Authorizes the Secretary to insure mortgages assisted under this Act.

Amends the Higher Education Act of 1965 to direct the Secretary of Education, during FY 1983 through FY 1986, to increase the amount of a Pell grant to offset any reduction or elimination of child's insurance benefit payments to a postsecondary student under the Social Security Act as a consequence of specified provisions of the Omnibus Reconciliation Act of 1981. Directs the Secretary to consult with the Secretary of Health and Human Services and the Commissioner of Social Security in prescribing regulations to determine the amount of the increase on the basis of such reductions. Prohibits increasing any Pell grant to an amount exceeding the difference between expected family contribution and cost of attendance. Permits increasing the Pell grant to an amount exceeding the maximum dollar amount and the maximum percentage of cost of attendance established under such Act. Requires that funds for such increases be appropriated separately from other Pell grant funds. Provides for a ratable reduction in the amount of each increase if the funds so appropriated are not sufficient.

Trade and Investment Equity Act of 1982

Trade and Investment Equity Act of 1982- Amends the Trade Act of 1974 to include restrictions on direct investments by U.S. citizens or nationals among the discriminatory foreign trade practices that trigger a U.S. response. Requires U.S. action if the President determines such action is appropriate to respond to a foreign trade practice that denies the United States commercial opportunities substantially equivalent to those offered by the United States. Authorizes the President, upon making such a determination, to: (1) change Government procurement policies to provide for procurement from nations that provide substantially equivalent commercial opportunities to comparable U.S. producers; or (2) propose legislation that would impose equivalent restrictions within the United States on countries that do not provide such opportunities. Authorizes the President to negotiate agreements to eliminate discriminatory barriers on foreign direct investment by U.S. citizens or nationals. Imposes specified conditions and limitations on Presidential action to enforce U.S. rights under trade agreements and to respond to foreign trade practices. Authorizes the President to take action: (1) on a nondiscriminatory basis or solely against the products, services, or investment of the foreign entity involved; and (2) against products, services, or investments other than those involved in the investigation. Directs the President to take into account: (1) U.S. trade agreement obligations; and (2) the impact of the action taken on the U.S. economy. Directs the President to review at least biennially each such trade action. Directs the President to rescind an enforcement action within 30 days after: (1) the offending practice is eliminated; or (2) it is determined that continuing the action is not in the national interest. Authorizes the House Ways and Means Committee or the Senate Finance Committee to file a resolution with the U.S. Trade Representative (USTR) requesting the President to take action to enforce U.S. trade rights or to respond to discriminatory trade practices. Directs the USTR to recommend possible Presidential actions concerning specified trade agreements within one year of the start of the dispute settlement procedure. (Current law requires such recommendations within 30 days of the end of the dispute settlement procedure.) Requires the USTR to consult with the U.S. International Trade Commission on the probable impact on the U.S. economy of taking action with respect to such product, service, or direct investment. Authorizes the President to negotiate international agreements on restrictions on foreign direct investment. Directs the President to take such action as may be necessary to extend the General Agreement on Tariffs and Trade to cover trade in services and direct investment. Directs the USTR to report biennially to the Senate Finance Committee and the House Ways and Means Committee on the principle trade barriers of any major trading country.

Fair Trade With Japan Act - Directs the President to limit Japanese imports for one year after the President determines that: (1) Japanese trade barriers unduly burden or are likely to unduly burden U.S. foreign trade or adversely affect or are likely to adversely affect the U.S. economy; or (2) Japanese governmental support of its domestic businesses provide such businesses with an unfair advantage in the Japanese market or harm the competitiveness of U.S. firms in that market. Sets forth a formula linking the limitation on Japanese imports to the value of U.S. exports to Japan. Authorizes the President to increase the amount of permissible Japanese imports. Exempts from this limitation articles manufactured in Japan if at least 35 percent of their value consists of U.S. products. Authorizes the President to rescind the limitation if Japan takes remedial action.

Amends title XII (Advances to State Unemployment Funds) of the Social Security Act to provide that interest shall not accrue on any advance made to a State during a specified period during which the rate of insured unemployment is equal to or greater than five percent. Provides that no repayment of any advance or of any interest on an advance shall be required during the same period. Amends the Federal-State Extended Unemployment Compensation Act of 1970 to include claims for regular, extended, and sharable regular compensation in the calculation of the "insured unemployment rate." (Current law includes only claims for regular compensation.)

Defense Industrial Base Revitalization Act - Amends the Defense Production Act of 1950 to direct the President to take immediate action to assist in the modernization of industries related to defense. Limits such assistance to small and medium-sized businesses unless national security requires otherwise. Directs the Secretary of Defense to determine immediately and semiannually which industries should be given priority and the type of assistance which would be most helpful. Directs the President to assist persons expanding the domestic capability to produce or process critical and strategic materials. Sets forth the terms of such assistance, including qualification through public solicitation and the President's right to refuse delivery of items exceeding market price. Authorizes appropriations for FY 1983-1987. Permits the President to utilize the borrowing authority of the Treasury as specified and to use unobligated funds in Department of Defense appropriations. Directs the President to implement a national program to train workers in skills necessary in key defense industries. Makes such assistance available through State vocational education programs in States with previously approved plans for a five-year program of skills training. Requires the States to make contributions to such program in specified percentages to qualify for extensions of such program. Authorizes appropriations for FY 1983-1987 for such purpose. Directs the President to implement a grant program to assist institutions of higher education in obtaining and installing modern equipment to train scientific and technical personnel needed in the key industries. Sets forth the terms of such assistance, including application procedures, limits on grants, and the requirement that such equipment be purchased through competitive bidding. Requires such equipment to be of U.S. origin. Authorizes appropriations for such purpose for FY 1983-1987. Directs the Comptroller General to monitor this program and submit an annual report to Congress. Requires each executive department and agency to follow the principle of geographical dispersal to the degree possible in constructing any Government-owned industrial facility. Directs such departments and agencies to continuously assess the capability of the defense industrial base to satisfy near-term and increased mobilization production requirements. Increases the maximum obligation of any guaranteeing agency for loans necessary to prevent personal insolvency or bankruptcy that would impede the production and delivery of materials or the performance of services for the national defense. Decreases from 60 to 30 days the period during which the appropriate committees of Congress must be notified of certain proposed loans before automatic approval. Permits such loans to be made immediately if both Houses adopt a concurrent resolution of approval. Extends to September 30, 1987, the termination date of certain provisions of the Defense Production Act of 1950, including certain priorities, allocations, and expansion of productive capacity and supply provisions. Repeals the National Commission on Supplies and Shortages Act of 1974.

Uniformed Services Survivors Benefits Amendments of 1982 - Extends the application of the Survivor Benefit Plan to a person who dies before or within 90 days after notification of eligibility for retired pay and is married or has a dependent child. Entitles certain surviving dependent children of such a person to an annuity equal to the difference between the amount of dependency and indemnity compensation and 55 percent of the retired pay to which the children would have been entitled. Increases the amount of retired pay which shall be reduced by a specified percentage for a person with a spouse or spouse and dependent child who has not elected to provide an annuity for such persons, or has changed such an election. Directs the Secretary concerned to pay an annuity to survivors of a member or former member who died during a specified period and who would have been eligible for retired pay if he had been 60. Requires a person entitled to two annuities because of subsequent marriage to elect which annuity to receive.
