Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to direct the Secretary of the Treasury to implement procedures for identifying social security benefit checks issued under title II which have not been negotiated within 12 months and to credit the appropriate social security trust fund on a monthly basis for the amount of all unnegotiated benefit checks drawn on such trust fund. Requires the Secretary to pay a benefit check presented for payment after it has been credited to one of the trust funds if it is otherwise proper. Authorizes appropriations to reimburse the Federal Old-Age and Survivors Insurance Trust Fund and the Federal Disability Insurance Trust Fund for the total amount of unnegotiated benefit checks.

Amends the Omnibus Budget Reconciliation Act of 1981 to extend by five months (until September 30, 1982) the period within which an individual must have become a full-time student at a postsecondary educational institution in order to receive, after July 1982, child's insurance benefits on the basis of student status under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act.

Low-Income Energy Assistance Trust Fund Act of 1981 - Amends the Department of Energy Organization Act to make unrefunded petroleum price control overcharges available for energy assistance. Establishes in the U.S. Treasury the Energy Assistance Trust Fund which shall be available for home energy assistance, residential energy efficiency programs, and other energy programs to assist low-income energy consumers. Appropriates funds which shall be transferred at least monthly from the general fund of the Treasury to the Trust Fund. Requires the Secretary of the Treasury to hold the Trust Fund and report to Congress annually, starting with fiscal year 1982, on the Trust Fund's financial condition and operations for the preceding fiscal year and for the next five fiscal years. Sets forth investment requirements pertaining to the Trust Fund. Establishes in the Department of Health and Human Services the Office of Energy Special Council. Transfers the Office of Special Counsel of the Department of Energy to the Energy Special Council. Requires that the Energy Special Council transmit to the President and Congress a plan for the collection of petroleum price control overcharges made in violation of the Emergency Petroleum Allocation Act of 1973. Requires the Comptroller General to review periodically the Energy Special Council's activities and report quarterly to Congress.

Orphan Drug Act - Amends the Federal Food, Drug, and Cosmetic Act to direct the Secretary of Health and Human Services to promulgate regulations to exempt from such Act drugs intended solely for drug treatment investigations. Defines "drug treatment investigation" as an investigation of a drug which involves human participants with a rare disease or condition. Establishes in the Department of Health and Human Services an interagency committee known as the Committee on Orphan Drug Development. Makes it the function of such committee to promote the development of drugs for rare diseases or conditions (orphan drugs). Requires the Director of the National Institutes of Health (NIH) to submit to the Committee an annual report on the rare disease and condition research activities of NIH. Requires the Committee to report by June 1 of each year to the appropriate congressional committees on its activities and the results of its evaluations, including the report submitted by NIH. Amends the Internal Revenue Code to allow a tax credit for qualified experimental expenses incurred while researching orphan drugs.

Amends the Omnibus Budget Reconciliation Act of 1981 to extend by five months (until September 30, 1982) the period within which an individual must have become a full-time student at a postsecondary educational institution in order to receive, after July 1982, child's insurance benefits on the basis of student status under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act. Extends by one year (through August 1986) the period during which such benefits may be paid to an individual so qualified.

Amends the Foreign Assistance Act of 1961 to authorize the President to provide assistance for economic relief and rehabilitation to: (1) Northern Ireland if the Government of Great Britain declares its intention to withdraw from Northern Ireland; and (2) the Republic of Ireland if such declaration includes a declaration that the British Government intends to promote the reunification of Northern Ireland with the Republic of Ireland. Authorizes appropriations for such assistance. Requires such assistance to be administered by the Administrator of the Agency for International Development, in consultation with an advisory board appointed by the President after consultation with Congress. Permits the obligation of funds for such assistance only if Congress does not adopt a concurrent resolution disapproving the proposed use of the funds.

Expresses the sense of the Congress that the President should instruct the U.S. delegation to the February meeting of the United Nations Commission on Human Rights to tell the Commission that the Soviet Union should stop harassing Soviet Jews and should allow its citizens to practice their religion and to emigrate. Urges the Soviet Union to comply with its human rights obligations. Urges the President to: (1) express, to the Soviet Union, U.S. opposition to harassment of Soviet citizens and to restrictions on emigration; and (2) reiterate that the United States will consider the extent to which other nations honor their commitments under international law when evaluating its relations with such nations.

Fair Practices in Automotive Products Act - Title I: Domestic Content Requirements for Motor Vehicles - Sets forth for all motor vehicle manufacturers which produce over 100,000 motor vehicles for ultimate retail sale in the United States "minimum domestic content ratios" (the domestic value, including labor and parts, of the manufacturer's production costs of all automotive products sold in the United States). Requires all vehicle manufacturers producing more than 50,000 motor vehicles for sale in the United States to provide information to the Secretary of Transportation for the purpose of administering this requirement. Authorizes the imposition of import restrictions on manufacturers violating such standards. Title II: Unfair and Deceptive Practices by Vehicle Manufacturers - Defines as an unfair method of competition and deceptive act or practice under the Federal Trade Commission Act the refusal of any vehicle manufacturer to determine whether parts produced in the United States by a parts manufacturer satisfy reasonable replacement part standards established by the vehicle manufacturer. Grants the Federal Trade Commission rulemaking authority to administer this title.

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to require each State to submit semiannual reports to the Secretary of Health and Human Services on individuals for whom death certificates have been officially filed during the preceding six-month period. Requires that such reports include the individuals' names, social security numbers, dates of birth and death, sex, and death certificate numbers. Directs the Secretary to release such information upon request to surviving relatives of such individuals.

Mortgage Warehousing Facility Act of 1981 - Authorizes the Federal Deposit Insurance Corporation and the Federal Savings and Loan Insurance Corporation to issue variable-rate debentures to eligible institutions in exchange at par for residential mortgages which were made or acquired prior to December 1, 1979, and which provide a return not in excess of seven and one-half percent per annum. Requires such institutions to demonstrate the ability to continue as a safe and sound financial institution after the issuance of debentures. Prohibits an eligible institution from exchanging more than 75 percent of the mortgages held by it for such debentures. Requires each eligible institution, beginning in the third year following the issuance of any debentures, to allocate each year an amount equal to 50 percent of any increase in its net operating income after interest and dividends over the net operating income after interest and dividends during the next preceding year to the repurchase of mortgages at par from such corporations and the pro rata retirement of any debentures still outstanding. Requires the Federal Deposit Insurance Corporation or the Federal Savings and Loan Insurance Corporation, as the case may be, within ten years after the issuance of any such debenture, to recall such debenture and return any mortgage acquired from it to the eligible institution. Authorizes such corporations to issue nonmarketable debentures to eligible institutions. States that such debentures shall have maturities not in excess of ten years and bear interest rates prescribed by such corporations. Directs that the rates be established and adjusted monthly to equal the average yield on 30 month obligations of the United States. Requires an eligible institution which exchanges a mortgage pursuant to this Act to continue to service such mortgage. Limits the difference between the interest paid on all mortgages received by such corporations and the interest paid on all debentures issued by such corporations to not more than $700,000,000 per annum. Authorizes appropriations.

Small Business Contract Payment Procedures Act - Amends the Federal Property and Administrative Services Act of 1949 to require that whenever an executive agency makes progress payments under a contract for property or services, the contracting officer authorize payment in full without retention of any percentage of the contract price if: (1) satisfactory progess toward complete performance of the contract was made during any period for which a progress payment is required; and (2) the party performing the contract is a small business which has furnished an adequate performance bond.
