Veterans' Compensation Amendments of 1986 - Title I: Rate Increases - Increases by two percent the rates of: (1) veterans' disability compensation; (2) additional compensation for dependents; (3) the clothing allowance for certain disabled veterans; (4) dependency and indemnity compensation for surviving spouses and for children; and (5) supplemental dependency and indemnity compensation for children. Title II: Miscellaneous - Amends veterans' fiduciaries provisions to authorize the Administrator of Veterans Affairs to require the fiduciary to disclose any financial information concerning the veteran beneficiary that is within such fiduciary's knowledge. Exempts the following from certain joint reports and from inclusion in any presidential order under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gram-Rudman-Hollings Act): (1) certain benefits which are based upon the service-connected disability or death of veterans; (2) certain veterans' life insurance accounts; and (3) certain veterans' revolving funds. Provides that certain other veterans' benefits which are subject to reduction under the Gramm-Rudman-Hollings Act shall be determined in accordance with the sequestration order in effect on the date such benefits are accrued. Exempts from any sequestration of funds ordered under the Gramm-Rudman-Hollings Act veterans' home loan guarantee programs.

Balanced Budget and Emergency Deficit Control Reaffirmation Act of 1986 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman- Hollings Act) to revise sequestration procedures. Directs the Comptroller General to submit the General Accounting Office's (GAO) initial and revised sequestration reports for a fiscal year to the Director of the Office of Management and Budget (OMB). (Current law requires such reports to be submitted to the President.) Requires the Director to issue to the President and the Congress: (1) by September 1 preceding the fiscal year, an initial sequestration report based on the initial GAO report, providing the same items of information and explaining any differences in such reports; and (2) by October 15, a revised version as necessary in light of the revised GAO report. Requires the President to issue any necessary initial sequestration order on September 3 (currently, September 1) and the final order on October 17 (currently, October 15). Requires the President's initial and final orders to be in accordance with the initial and revised OMB (currently, GAO) reports. Terminates procedures providing for sequestration from national defense accounts through the termination or modification of existing contracts.

Amends Federal armed forces provisions to authorize the Secretary of Defense, upon request of the head of the Federal law enforcement agency concerned, to assign personnel of the Department of Defense to assist that agency in law enforcement activities relating to: (1) illegal immigration into the United States; (2) smuggling of illegal drugs into the United States; and (3) terrorist activities inside the United States. Authorizes such personnel assistance to be provided by the Secretary only during a period during which the President has made a written certification to the Congress justifying such assistance on the basis of the national interest. Outlines the scope of assistance authorized, including: (1) direct participation in the interdiction of vessels and aircraft; and (2) arrests, searches, seizures, and other similar activities.

Amends the National Housing Act to extend authority through FY 1987 for: (1) title I financial institution insurance for housing renovation and modernization; (2) general mortgage insurance; (3) low and moderate income and displaced families mortgage insurance; (4) homeownership for lower income families including mortgage insurance authority and housing stimulus authority; (5) mortgage co-insurance, including rental rehabilitation and development projects; (6) graduated payment and indexed mortgage insurance; (7) the demonstration mortgage reinsurance program; (8) mortgage insurance for armed forces' civilian employees and defense housing for impacted areas; (9) mortgage insurance for land development; and (10) mortgage insurance for medical and dental group practice facilities. Sets forth specified limits on FY 1986 and 1987 insured housing loans and on FY 1987 guaranteed mortgage-backed securities. Amends the Housing Act of 1964 to extend urban rehabilitation loan authority through FY 1987. Amends the Housing Act of 1949 to extend Farmers Home Administration authority through FY 1987 for: (1) insured loans for rental and cooperative housing and related facilities for elderly persons and families in rural areas; (2) rural communities with 10,000 to 20,000 population to participate in rural housing programs; and (3) mutual and self-help housing grant and loan authority. Amends the National Flood Insurance Act of 1968 to extend authority for national flood insurance, including emergency implementation and flood-risk zones through FY 1987. Amends the National Housing Act to extend authorities for the national crime insurance program and existing contracts through FY 1987. Amends the Housing and Community Development Act of 1974 to extend community development block grant entitlement authority for certain metropolitan city and urban county areas through FY 1987. Amends the Housing and Urban-Rural Recovery Act of 1983 to extend for 30 days the maximum interest rate limitation on loans for housing and related facilities for elderly or handicapped families through FY 1987. Extends the Home Mortgage Disclosure Act through FY 1987.

Amends titles II (Old Age, Survivors and Disability Insurance) and XVIII (Medicare) of the Social Security Act to prohibit the expenditure of amounts from the Federal Old-Age and Survivors Insurance Trust Fund, Federal Disability Insurance Trust Fund, Federal Hospital Insurance Trust Fund, or Federal Supplementary Medical Insurance Trust Fund for purposes other than those specified in titles II or XVIII of the Act.

Expresses the sense of the House of Representatives that: (1) the Government of Vietnam should not suspend future meetings with the United States regarding the prisoner of war-missing in action issue; (2) the United States should continue to stress the importance of this issue; (3) the Government of Vietnam should understand that its cooperation in resolving this issue is in its best interest; and (4) the United States should continue to devote its highest priority resources to resolving this issue.

Expresses the sense of the Congress that the Government of North Korea should: (1) cease its attempts to subvert the Republic of Korea and agree to measures that will reduce tensions on the Korean peninsula; (2) take steps to reduce its international isolation by considering the cross recognition of the two Korean governments by other countries and dual membership in the United Nations; and (3) cease human and political rights abuses.

Long-Term Care Savings Account Act of 1986 - Amends the Internal Revenue Code to allow an income tax deduction for contributions made to a savings account established to pay the long-term care expenses of an individual. Defines "long-term care expenses" as expenses incurred for any item or service medically necessary or prudent for the care of the beneficiary of such an account. Limits such deduction to $2,000 (adjusted for inflation) annually. Provides that only the beneficiary, the spouse of the beneficiary, and the parents of the beneficiary may contribute to such an account. Provides that no account may have more than one beneficiary and that no individual may be the beneficiary of more than one account. Permits a tax exclusion for income accumulated in such savings accounts as long as such amounts are used exclusively for long-term care expenses. Sets forth penalties for the use of account funds for other than long-term care purposes. Extends the deduction for contributions to a long-term care savings account to taxpayers who do not otherwise itemize deductions.

Expresses the sense of the House of Representatives that: (1) the United States should continue to pursue multilateral initiatives aimed at removing Cuban troops from Angola, closure of all South West Africa People's Organization bases in southern Angola, and impartiality by the United Nations in the treatment of all Namibian political parties; (2) the Department of State should establish contact with political party leaders of the Namibia Multi-Party Conference and Namibia Transitional Government of National Unity; and (3) the United States should implement its support for Namibia's Transitional Government of National Unity pending a negotiated plan for an internationally acceptable independence of Namibia.

Prohibits any regulation which is issued under specified Executive Orders that impose sanctions on Libya from being effective if such regulation would allow U.S. persons to participate in production, marketing, or distribution activities with respect to crude oil produced in Libya.

Product Liability Reform Act of 1986 - Preempts inconsistent State laws. Declares that the provisions of this Act are inapplicable in certain actions under the Atomic Energy Act of 1954. Bases liability for damages in product liability actions on whether: (1) the design, production, distribution, or sale of the product was negligent; or (2) the product was defective, and such defect rendered the product unreasonably dangerous. Includes among the applicable defenses in such actions proof that: (1) the defect was the subject of an adequate warning; (2) the defect was apparent to a reasonable person, or the subject of common knowledge; (3) the injury resulted from an unreasonable or unforeseeable use or alteration of the product; and (4) at the time the product was made, the ability to discover and eliminate the defect was unavailable. States that joint and several liability may not be applied to any product liability action subject to this Act (unless persons acting in concert were the proximate cause of the injury). Limits the amount of damages for noneconomic losses to $100,000. Requires that damage awards for future economic losses exceeding $100,000 be made by periodic payments. Requires that damage awards be offset by amounts received as compensation for the same injury. Establishes a contingency fee schedule for plaintiffs' attorneys. Directs the Attorney General to provide recommendations regarding the creation, adoption, and use of alternative dispute resolution techniques.

Amends Federal law relating to veterans' home loans to exempt such loans from any spending reduction order issued under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) or any other such legislation. Revises provisions concerning the definition and treatment of certain administrative expenses in connection with the Veterans' Administration Loan Guaranty Revolving Fund.

Expresses the sense of the Congress that the President and the Secretary of State should insist at the Vienna Review Meeting of the Conference on Security and Cooperation in Europe, and in discussions with Communist Party and Soviet leaders, that imprisoned and exiled members of the Ukrainian and other Helsinki Monitoring Groups be released and allowed to emigrate to the countries of their choice. Expresses the sense of the Congress that: (1) the Secretary of State should ensure that the U.S. consulate in Kiev reports on Soviet human rights violations in the Ukraine; and (2) such information should be included in reports on compliance with the Helsinki Final Act.

Amends the Internal Revenue Code to disallow, while a declaration of national emergency is in effect: (1) a foreign income tax credit for any income, war profits, or excess profits taxes paid or accrued to Libya; (2) a business expense income tax deduction for any such taxes paid to Libya; and (3) the income tax exclusion of earned income of U.S. citizens living abroad for any income attributable to Libya. Describes such a declaration as a declaration by the President of a national emergency under the International Emergency Economic Powers Act after a finding that the policies and actions of Libya constitute an unusual and extraordinary threat to the national security and foreign policy of the United States.

Readjustment Counseling Program Amendments of 1986 - Amends Federal veterans' benefits provisions to remove the requirement that veterans readjustment counseling be administered solely at Veterans Administration (VA) health-care facilities as of October 1, 1988. Establishes the Veterans Administration Readjustment Counseling Professional Fellowship Program (the Program) to assist in providing an adequate supply of trained professionals to furnish readjustment counseling services to veterans for the VA. Requires an individual, in order to be eligible to participate in the Program, to: (1) be a Vietnam-era veteran; and (2) be accepted in an accredited educational program which leads to a degree in a field appropriate to furnishing readjustment counseling services. Requires a written contract between the Administrator of Veterans Affairs and any veteran participating in the Program. Requires any veterans participating in the Program to also be full-time employees of the VA: (1) on the date on which their application for such Program is submitted; and (2) on the date on which they become particpants in the Program. Authorizes the Administrator to award a scholarship to each veteran accepted into the Program. Requires the Administrator, in accepting applicants into the Program, to give priority to members of groups determined to be disadvantaged minority groups. Requires the Administrator to include in the annual report submitted to the Congress a report on the Program.

Expresses the sense of the Congress that, in light of specified international human rights agreements, the Soviet Union should approve the exit visa applications of Doctor Naum Meiman and his wife, Inna Kitrosskaya, and arrange for them to go to the country of their choice. Urges the President to: (1) protest the Soviet Government's refusal to consider the exit visa applications of Dr. Meiman and his wife; (2) call upon all other signatory nations of the Helsinki Accords to join in such protest; and (3) instruct the U.S. delegation to the meeting of experts on human contacts organized under the auspices of the Conference on Security and Cooperation in Europe, to be held in Bern, Switzerland, to pursue this matter.

Acid Deposition Control Act of 1986 - Title I: Stationary Sources - Amends the Clean Air Act to require States to develop and submit to the Administrator of the Environmental Protection Agency (EPA) an emissions limitation compliance schedule for sulfur dioxide and oxides of nitrogen from fossil-fuel-fired electric utility steam generating units. Requires a two-phase reduction in such emissions, the first to be achieved by 1993, the second by 1997. Requires each State to develop and submit to the Administrator a plan to achieve emissions reductions from other fossil-fuel-fired steam generating units by 1977. Directs the Administrator to conduct and update a comprehensive annual inventory of emissions of sulfur dioxide and oxides of nitrogen from stationary sources, identifying achievable reductions which could be made by 1997. Requires States to submit to the Administrator for approval a plan for achieving such reductions. Grants States discretion in their choice of compliance measures. Requires the Administrator to report to the Congress by July 1, 1993, on phase I reductions and the feasibility of meeting phase II reductions. States that phase II reductions will not take effect if the Congress enacts legislation to that effect. Sets forth emissions rates a State without an approved reductions plan must follow. Authorizes the Administrator to impose a fee on the generation and importation of electric energy between December 31, 1988, and December 31, 1996, to subsidize the interest on qualified pollution control debt incurred by the utility. Establishes civil penalties for fee violations. Establishes in the Treasury the Acid Deposition Control Fund to receive such fees and provide interest subsidy payments for pollution control systems meeting specified standards. Revises the standards for nitrogen oxides emissions for new electric utility steam generating units which burn bituminous or subbituminous coal and for certain fossil-fuel-fired steam generating units. Requires certain smelters to be in compliance with the applicable emissions reduction standard by January 2, 1988, without extension or delay. Title II: Control of Emission from Mobile Sources - Sets oxides of nitrogen emission standards for motor vehicles for model years 1988, 1989, and beyond. Modifies hydrocarbon standards for trucks after model year 1989. Directs the Administrator to regulate sulfur in diesel fuel for 1989 and beyond. Requires either the use of onboard hydrocarbon control technology or the use of gasoline vapor recovery of hydrocarbon emissions emanating from fueling motor vehicles. Title III: International Cooperation - Expresses the concern of the Congress over transboundary pollution between the United States and Mexico and directs the Secretary of State and the Administrator to conclude an agreement within three months of enactment. Requires such an agreement to cover specified copper smelters. Requires the Secretary and the Administrator to report to the Congress within six months on negotiating such agreement. Requires EPA to perform atmospheric field experiments to determine the effects of sulfur dioxide emissions, before and after pollution controls, of the Nacozaria smelter, Mexico, on specified western States. Directs the Secretary to establish an international agency, or utilize an existing agency, to report on the effects of transboundary air pollution from copper smelters on public health and welfare in the United States and in Mexico.

Bilingual Education Act Amendments of 1986 - Amends the Bilingual Education Act (the Act) to add to the statement of policy the declaration that, regardless of the method of instruction, programs which serve children of limited English proficiency have the equally important goals of developing both academic achievement and English proficiency. Removes a requirement that the Secretary of Education (the Secretary) reserve limited portions of funds under the Act for special alternative instructional programs and related activities. Removes a requirement that the Secretary reserve at least 75 percent of funds under part A (Financial Assistance for Bilingual Education Programs) of the Act for transitional bilingual education programs.

Makes individuals who are not U.S. citizens or nationals and specified foreign-controlled interests ineligible for agricultural price supports, loans, crop insurance, and disaster payments. Exempts a foreign interest operating a single small- or medium-sized family farm from such prohibition.

Amends the Internal Revenue Code to deny the tax exclusion for interest on industrial development bonds used to finance the acquisition of farm property by foreign persons. Defines a "foreign person" as: (1) any individual who is not a citizen or national of the United States; (2) any foreign corporation, foreign partnership, foreign trust, or foreign estate; (3) any domestic corporation more than ten percent of the value of the stock of which is held by one or more foreign persons; (4) any domestic partnership more than ten percent of the capital or profits interest in which is held by one or more foreign persons; or (5) any domestic trust more than ten percent of the beneficial interests in which is held by one or more foreign persons.

Elderly Veterans Care Act of 1985 - Amends the Internal Revenue Code to allow an income tax credit for elderly care expenses paid for the care of a qualifying veteran. Sets the amount of such credit at 30 percent of such expenses reduced by one percent for each $2,000 by which the adjusted gross income of the taxpayer exceeds $10,000. Disallows such credit for a taxpayer with an adjusted gross income of $50,000 or more. Limits the amount of elderly care expenses which may be taken into account for such credit to an aggregate of $7,000 and not more than $3,500 for any one qualifying veteran. Defines "qualified elderly care expenses" as payments by the taxpayer for home health agency services, homemaker services, adult day care, respite care, or health care equipment and supplies which are provided to the veteran by an organization or individual not related to the taxpayer or the veteran and which are not compensated for by insurance or otherwise. Defines a "qualifying veteran" as an individual who is a veteran related to the taxpayer and who is at least 65 years of age and has a family income of $15,000 or less for the taxable year. Requires reports to the Congress on the use of such tax credit.
