Abortion Insurance Full Disclosure Act of 2013 - Amends the Patient Protection and Affordable Care Act, with respect to abortion coverage in qualified plans offered through a Health Benefit Exchange, to modify the notice rules to require that: in the case of services regarding abortions both for which public funding is prohibited and allowed, the extent of coverage shall be prominently displayed in any marketing or advertising materials, comparison tools, or summary of benefits and coverage explanation made available by the issuer of the plan, by an Exchange, or by the Secretary of Health and Human Services (HHS), including information made available through an Internet portal or Exchange; and in the case of abortions for which public funding is prohibited and where the premium for the plan is disclosed, the surcharge attributable to such services, consisting of an amount equal to the actuarial value of the coverage, shall be disclosed and identified separately.

Flood Insurance Fairness Act of 2013 - Prohibits the taking effect of specified flood insurance premium changes under the Biggert-Waters Flood Insurance Reform Act of 2012 and the National Flood Insurance Act of 1968 (which prohibit the estimating of flood insurance premium rates for severe repetitive loss and other specified properties or extending premium subsidies to new or lapsed flood insurance policies, and which also require certain flood insurance risk premium rate adjustments) until 180 days after both chambers of Congress have completed consideration of a qualified joint resolution providing for legislative changes to ensure that risk premium rates for flood insurance coverage under the national flood insurance program are substantially affordable for all homeowners. Directs the Administrator of the Federal Emergency Management Agency (FEMA) to submit to Congress and make publicly available a determination of whether the risk premium rates for flood insurance coverage under the national flood insurance program resulting from such legislative changes are substantially affordable for all homeowners. Sets forth procedures for expedited congressional consideration of the proposed joint resolution.

Continuing Appropriations Resolution, 2014 - Makes continuing appropriations for FY2014. Appropriates amounts for continuing projects or activities that were conducted in FY2013 and for which appropriations, funds, or other authority were made available in: the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2013 (division A of P.L. 113-6); the Commerce, Justice, Science, and Related Agencies Appropriations Act, 2013 (division B of P.L. 113-6); the Department of Defense Appropriations Act, 2013 (division C of P.L. 113-6); the Department of Homeland Security Appropriations Act, 2013 (division D of P.L. 113-6); the Military Construction and Veterans Affairs and Related Agencies Appropriations Act, 2013 (division E of P.L. 113-6); and the Full-Year Continuing Appropriations Act, 2013 (division F of P.L. 113-6). Requires the rate for operations for each account to be calculated to reflect the full amount of any reduction required in FY2013 pursuant to: any provision of division G of the Consolidated and Further Continuing Appropriations Act, 2013 (P.L. 113-6); and the presidential sequestration order dated March 1, 2013, except as attributable to budget authority made available by: (1) the Continuing Appropriations Resolution, 2013 (P.L. 112-175); or (2) the Disaster Relief Appropriations Act, 2013 (P.L. 113-2). Bars the use of Department of Defense (DOD) appropriations or funds made available or authority granted in this joint resolution for: (1) the new production of items not funded for production in FY2013 or prior years; (2) the increase in production rates above those sustained with FY2013 funds; (3) the initiation, resumption, or continuation of specified projects, activities, or operations for which appropriations, funds, or other authority were not available during FY2013; or (4) the initiation of multi-year procurements utilizing advance procurement funding for economic order quantity procurement unless specifically appropriated later. Provides funding under this joint resolution until whichever of the following first occurs: (1) enactment of an appropriation for any project or activity provided for in it, (2) enactment of the applicable appropriations Act for FY2014 without any provision for such project or activity, or (3) December 15, 2013. Declares that this joint resolution shall be implemented so that only the most limited funding action permitted shall be taken in order to provide for continuation of projects and activities. Continues funding through December 15, 2013, at the FY2013 level, for entitlements and other mandatory payments whose budget authority was provided in FY2013 appropriations Acts, as well as for activities under the Food and Nutrition Act of 2008. Authorizes amounts made available under this joint resolution for civilian personnel compensation and benefits in each department and agency to be apportioned up to the rate for operations necessary to avoid furloughs, consistent with the applicable FY2013 appropriations Act. Prohibits use of this authority until after the department or agency has taken all necessary actions to reduce or defer non-personnel-related administrative expenses. Continues designation of each amount incorporated by reference in this joint resolution that was previously designated by Congress for Overseas Contingency Operations/Global War on Terrorism or for disaster relief, respectively. Applies to funds made available under this joint resolution for FY2014 certain requirements and prohibitions of the Consolidated and Further Continuing Appropriations Act, 2013, namely: the requirement that the head of any executive branch department, agency, board, commission, or office funded by this or any other appropriations Act report annually to the Inspector General (IG) (or senior ethics official for any federal entity without an IG) regarding the costs and contracting procedures related to each conference held by any such entity during FY2014 for which the cost to the federal government was more than $100,000; the requirement that the head of any federal entity, within 15 days of any conference it held for which the cost was over $20,000, notify the IG or the senior ethics official of the date, location, and number of employees attending such conference; the prohibition against the use of federal grants or contracts by an executive branch agency to defray the costs of such a conference not directly and programmatically related to the purpose for which the grant or contract was awarded, such as a conference held in connection with planning, training, assessment, review, or other routine purposes related to a project funded by the grant or contract; and the prohibition against the use of federal funds for travel and conference activities that are not in compliance with OMB Memorandum M-12-12 dated May 11, 2012. Delays until 2015 the implementation of provisions of the Patient Protection and Affordable Care Act (PPACA) and the Public Health Service Act relating to: (1) basic health programs for low-income individuals not eligible for Medicaid, (2) the Small Business Health Options Program (SHOP Exchange), and (3) limitations on cost-sharing under group health plans. Amends the Food for Peace Act to extend through December 15, 2013, authority for agreements to finance sales or to provide other assistance. Allows amounts made available for the "Department of Commerce--National Oceanic and Atmospheric Administration (NOAA)--Procurement, Acquisition and Construction" to be apportioned up to the rate for operations necessary to maintain the planned launch schedules for the Joint Polar Satellite System and the Geostationary Operational Environmental Satellite system. Continues through the earlier of December 15, 2013, or the enactment of an authorization of FY2014 appropriations for Department of Defense (DOD) military activities, the DOD Secretary's authority to provide logistic support, supplies, and services for foreign forces, including the national military forces of Uganda, participating in operations to mitigate and eliminate the threat posed by the Lord's Resistance Army. Delays until December 31, 2014, the implementation of PPACA and title I and subtitle B of title II of the Health Care and Education Reconciliation Act of 2010, except for provisions of those Acts relating to the children's health insurance program under the Social Security Act, pre-existing conditions exclusions, and dependent care coverage for individuals up to 26 years of age. Extends through December 15, 2013, specified federal law relating to Appalachian regional development. Authorizes the District of Columbia to expend local funds for certain programs and activities. Provides funding for "The Judiciary--Courts of Appeals, District Courts, and Other Judicial Services--Defender Services" at a specified rate for operations. Continues through December 15, 2013, the requirement that the Secretary of Homeland Security (DHS) issue interim final regulations establishing risk-based performance standards for the security of chemical facilities. Continues through December 15, 2013, the authority of the United States Secret Service to use appropriated funds and proceeds from undercover investigative operations for specified purposes. Delays until 2015: (1) the employer mandate to provide health care coverage for employees under PPACA, and (2) PPACA reporting requirements for employers and insurance providers. Continues through December 15, 2013, the DHS Secretary's authority to carry out a pilot program for: (1) basic, applied, and advanced research and development projects for response to existing or emerging terrorist threats; and (2) defense prototype projects. Requires any amounts made available pursuant to this joint resolution for the U.S. Customs and Border Protection (CBP) of DHS for salaries and expenses and for Border Security Fencing, Infrastructure, and Technology, and the U.S. Immigration and Customs Enforcement (ICE) of DHS for salaries and expenses to be obligated at a rate for necessary operations to respectively sustain: the staffing levels of CBP Officers, equivalent to the staffing levels achieved on September 30, 2013, and comply with specified requirements of the Consolidated and Further Continuing Appropriations Act, 2013 (P.L. 113-6); border security operations, including sustaining the operation of Tethered Aerostat Radar Systems; and the staffing levels of ICE agents, equivalent to the staffing levels achieved on September 30, 2013, and comply with specified requirements of P.L. 113-6. Requires the DHS Secretary to notify congressional appropriations committees on each use of such authority. Appropriates additional funding for FY2014 for wildland fire management programs of the Department of the Interior and the Forest Service of the Department of Agriculture, to remain available until expended for urgent wildland fire suppression activities. Continues through December 15, 2013, the authority of the Forest Service to: enter into up to 28 contracts with private persons (of which Region One of the Forest Service shall have authority to enter into 9) to perform services to achieve land management goals for national forests that meet local and rural community needs; and apply the value of timber or other forest products removed as an offset against the cost of services received under a contract. Extends through December 15, 2013, activities authorized by part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act (SSA) in the manner authorized for FY2013. Makes appropriations for such purpose. Excludes from this extension, however, activities otherwise authorized for: (1) the Contingency Fund for State Welfare Programs in the Treasury; and (2) funding of certain TANF research, evaluations, national studies, and demonstrations. Applies to funds made available under this joint resolution for FY2014 certain authority granted to the Mine Safety and Health Administration of the Department of Labor in the Consolidated Appropriations Act, 2012 (CAA-2012) to: (1) collect and retain up to $2.499 million (currently, only retain up to $1.499 million) from fees collected for approval and certification of equipment, materials, and explosives for use in mines; and (2) use the funds for such activities. Applies to funds made available under this joint resolution for FY2014 the treatment of funds for low-income home energy assistance payments for FY2012 under the CAA-2012 which requires that all but a specified portion of such funds be allocated as though the total appropriation for such payments for FY2012 was less than $1.975 billion. Provides funding for "Department of Health and Human Services (HHS)--Administration for Children and Families--Refugee and Entrant Assistance" at a specified rate for operations. Allows obligation of such amounts up to a rate for operations necessary to maintain program operations at the FY2013 level to accommodate increased demand. Authorizes, during the period covered by this joint resolution, any unobligated amounts available in the "Nonrecurring expenses fund" established in the Consolidated Appropriations Act, 2008 to be transferred to the HHS Public Health and Social Services Emergency Fund for an additional amount for FY2014, to remain available until expended, for expenses necessary: to support advanced research and development pursuant to the Public Health Service Act, and other administrative expenses of the Biomedical Advanced Research and Development Agency; for procuring security countermeasures; or to prepare for and respond to an influenza pandemic and other emerging infectious diseases, including activities such as the development and purchase of vaccine, antivirals, necessary medical supplies, diagnostics, and other surveillance tools. Allows products purchased with amounts made available by this joint resolution for the Public Health and Social Services Emergency Fund to be, at the discretion of the HHS Secretary, deposited in the Strategic National Stockpile. Provides funding for "Department of Veterans Affairs (VA)--Departmental Administration--General Operating Expenses, Veterans Benefits Administration" at a specified rate for operations. Amends PPACA to extend the requirement for participation in an American Health Benefit Exchange (a state health insurance exchange created by PPACA) to the President, Vice-President, executive branch political appointees, and employees of congressional committees and leadership offices of Congress (currently, this requirement applies to Members of Congress and congressional staff). Prohibits any government contribution to or subsidy for the health insurance coverage of such officials and employees. Continues through December 15, 2013, the authority of the Secretary of Housing and Urban Development (HUD) under the Consolidated and Further Continuing Appropriations Act, 2012 to waive or alter certain project-based assistance requirements for owners of certain properties assisted under the Housing and Urban Development Act of 1965, the National Housing Act, or section 8 (voucher program) of the United States Housing Act of 1937. (Makes such owners, under specified conditions, eligible for conversion of tenant-based vouchers to project-based vouchers.) Requires the Secretary of the Treasury, until December 15, 2014, to issue obligations to pay principal and interest on obligations of the United States held by the public or by the Social Security Old-Age and Survivors Insurance Trust Fund and Disability Insurance Trust Fund, in the event that the debt of the United States reaches the statutory limit. Prohibits the issuance of obligations to pay compensation for Members of Congress. Requires the Secretary to submit a weekly report to the House Ways and Means Committee and the Senate Finance Committee on the principal and interest that is due or accrued and any obligations issued by the Secretary.

Recognizes that: (1) access to hospitals and other health care providers for patients in rural areas of the United States is essential to the survival and success of U.S. communities; (2) preserving and strengthening access to quality health care in rural areas is crucial to the success and prosperity of the United States; (3) strengthening access to hospitals and other health care providers for patients in rural areas makes Medicare more cost-effective and improves health outcomes for patients, and (4) rural health care providers are integral to the local economies and are one of the largest types of employers in rural areas of the United States. Celebrates the many dedicated medical professionals across the United States who work hard each day to deliver quality care to people living in rural areas.

Government Shutdown Fairness Act - Requires a reduction in the annual rate of pay of a Member of Congress during a government shutdown equal to the product of 1 day's worth of pay under such annual rate and the number of 24-hour periods during which the government shutdown is in effect. Makes such reduction applicable to days occurring after the date of the general election for federal office held in November 2014. Requires any amount of pay of a Member of Congress in the 113th Congress that is reduced due to a government shutdown to be held in escrow until the last day of the 113th Congress and released for payment to Members at that time.

Promoting Assistance with Transitional Help Act - Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act, with respect to the state maintenance of effort required to avoid a reduction in its TANF grant, to include as qualified state expenditures transitional cash assistance provided for up to one year to otherwise eligible families who have exceeded the five-year limitation on TANF assistance. Specifies as transitional cash assistance an amount necessary to replace the loss of any food assistance, rent assistance, low-income energy assistance, and childcare assistance lost as a result of increased family income from earnings or child support payments.

Marriage and Religious Freedom Act - Prohibits the federal government from taking an adverse action against a person on the basis that such person acts in accordance with a religious belief that: (1) marriage is or should be recognized as the union of one man and one woman, or (2) sexual relations are properly reserved to such a marriage. Defines "adverse action" as any federal government action to discriminate against such person, including: (1) denying or revoking certain tax exemptions or disallowing a deduction of any charitable contribution made to or by such person; (2) denying or excluding such person from receiving any federal grant, contract, cooperative agreement, loan, license, certification, accreditation, employment, or similar position or status; or (3) denying or withholding any benefit under a federal benefit program. Permits a person to assert an actual or threatened violation of this Act as a claim or defense in a judicial proceeding and to obtain compensatory damages or other appropriate relief against the federal government. Authorizes the Attorney General (DOJ) to bring actions to enforce this Act. Specifies that the term "person" includes any person regardless of religious affiliation, as well as corporations and other entities regardless of for-profit or nonprofit status.

American Health Care Reform Act of 2013 - Repeals the Patient Protection and Affordable Care Act and the health care provisions of the Health Care and Education and Reconciliation Act of 2010, effective as of their enactment. Restores or revives provisions amended or repealed by such Act or such health care provisions. Amends the Internal Revenue Code (IRC) to allow an income tax standard deduction for a specified percentage of an individual's health insurance costs, regardless of whether or not the taxpayer itemizes other deductions. Excludes the amount of such a deduction from employment taxes. Allows a taxpayer, for earned income credit purposes, to exclude from earned income any employer contributions to a qualified accident or health plan. Allows double additional contributions to a health savings account (HSA) if both spouses are age 55 or older and one spouse is not an account beneficiary. Prescribes special rules for HSA coverage eligibility for certain individuals: (1) participating in a Medicare Advantage Medical Savings Account (MSA), (2) receiving periodic hospital care or medical services for a service-connected disability, (3) eligible for Indian Health Service assistance, or (4) eligible for TRICARE coverage. Prescribes requirements for interaction of health flexible spending arrangements (FSAs) and health reimbursement arrangements with HSAs. Prohibits the payment of health insurance premiums from HSAs, with certain exceptions. Prescribes circumstances in which certain medical expenses incurred before establishment of an HSA may still be qualified expenses. Prescribes requirements for protection of any HSA in a bankruptcy proceeding. Amends title XIX (Medicaid) of the Social Security Act (SSA) to authorize additional health opportunity account demonstration programs. Treats membership in a health care sharing ministry as coverage under a high deductible health plan. Renames high deductible health plans as HSA qualified plans. Allows payments from an HSA for: (1) direct primary care service arrangements, (2) certain exercise equipment and physical fitness programs, (3) certain nutritional and dietary supplements, and (4) periodic fees paid to a primary care physician for the right to receive medical services on an as-needed basis. Increases the maximum limit on contributions to an HSA to match deductible and out-of-pocket expenses limitations. Prescribes requirements for establishment of child health savings accounts, for which an income tax deduction shall be allowed a taxpayer equal to the aggregate cash amount paid into the account during the taxable year. Amends the IRC to include in gross income any distributions from an HSA for an abortion. Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act (PHSA), and the IRC to authorize premium and cost-sharing variances in group health plans based on certain financial incentives for participation (or lack of it) in a standards-based wellness program. Amends the PHSA to direct the Secretary to provide a grant of up to $5 million to each state for the costs of creation and initial operation of a qualified high risk pool if it has not created such a pool as of September 1, 2013. Limits participation in such a pool to U.S. citizens and nationals. Declares that the laws of the state designated by a health insurance issuer (primary state) shall apply to individual health insurance coverage offered by that issuer in the primary state and in any other state (secondary state), but only if the coverage and issuer comply with conditions of this Act. Prohibits a health insurance issuer from offering, selling, or issuing individual health insurance coverage in a secondary state if its insurance commissioner does not use a risk-based capital formula for determining capital and surplus requirements for all health insurance issuers. Amends the McCarran-Ferguson Act to declare that nothing in it shall modify, impair, or supersede the operation of any of the antitrust laws with respect to the business of health insurance (including the business of dental insurance). Amends SSA title XI (General Provisions) to require the Secretary to make available to the public Medicare claims and payment data, including data on payments made to any provider of services or supplier. Authorizes a state to establish a Health Plan and Provider Portal website to standardize information on: (1) health insurance plans available in the state, and (2) price and quality information on health care providers (including physicians, hospitals, and other health care institutions). Declares that nothing in this Act shall be construed to interfere with the doctor-patient relationship or the practice of medicine. Amends the American Recovery and Reinvestment Act of 2009 to eliminate the Federal Coordinating Council for Comparative Effectiveness Research. Amends ERISA to prescribe requirements for establishment and governance of association health plans, which are group health plans meeting certain ERISA certification criteria whose sponsors are trade, industry, professional, chamber of commerce, or similar business associations. Limits the commencement of a health care lawsuit, except in certain cases including fraud or intentional concealment, to three years after the date of manifestation of injury or one year after the claimant discovers, or through the use of reasonable diligence should have discovered, the injury, whichever occurs first. Limits to $250,000 the amount of noneconomic damages in such a lawsuit, but allows a claim for the full amount of any economic damages. Requires the court, in any health care lawsuit, to supervise the arrangements for payment of damages to protect against conflicts of interest that may have the effect of reducing the amount of damages awarded that are actually paid to claimants. Specifies criteria for the award of punitive damages, limited to the greater of $250,000 or double the amount of economic damages. Preempts state law with respect to health care lawsuits. Declares that nothing in this Act shall be construed to: (1) require any health plan to provide coverage of or access to abortion services; or (2) allow the Secretary, the Secretary of the Treasury, the Secretary of Labor, or any other federal or non-federal person or entity in implementing this Act to require coverage of, or access to, abortion services. Prohibits the use of funds authorized or appropriated by this Act to pay for any abortion or to cover any part of the costs of any health plan that includes abortion coverage, except: (1) if the pregnancy is the result of an act of rape or incest; or (2) in the case where a pregnant female suffers from a physical disorder, physical injury, or physical illness that would, as certified by a physician, place the female in danger of death unless an abortion is performed, including a life-endangering physical condition caused by or arising from the pregnancy itself.

Honoring the Fort Hood Heroes Act - Directs: (1) the Secretary of the military department concerned to award the Purple Heart to members of the Armed Forces (members) who were killed or wounded in the attack at Fort Hood, Texas, on November 5, 2009; and (2) the Secretary of Defense (DOD) to award the Secretary of Defense Medal for the Defense of Freedom to civilian employees and contractors of DOD who were killed or wounded in such attack. Deems, for purposes of all applicable federal benefit laws, regulations, and policies: (1) such members to have been killed or wounded in a combat zone as the result of an enemy act; and (2) such employees to have been killed or wounded by hostile action while serving with the Armed Forces in a contingency operation and to have been killed or wounded in a terrorist attack. Excludes any member whose death or wound was the result of willful misconduct. Applies such provisions to post-traumatic stress disorder (PTSD) or other psychological injuries that were a a result of such attack.

Authorizes the Secretary of Transportation (DOT) to implement or enforce a requirement providing for the screening, testing, or treatment of individuals operating commercial motor vehicles for sleep disorders (including obstructive sleep apnea) only if it is adopted pursuant to a rulemaking proceeding. Applies this Act only to a requirement adopted on or after September 1, 2013.

Stability, Security, and Fairness Resolution of 2013 - Makes continuing appropriations for FY2014. Appropriates amounts for continuing operations, projects, or activities which were conducted in FY2013 and for which appropriations, funds, or other authority were made available in: the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2013 (division A of P.L. 113-6); the Commerce, Justice, Science, and Related Agencies Appropriations Act, 2013 (division B of P.L. 113-6); and The Full-Year Continuing Appropriations Act, 2013 (division F of P.L. 113-6). Requires the rate for operations for each account to be calculated to reflect the full amount of any reduction required in FY2013 pursuant to: section 3004 of division G of the Consolidated and Further Continuing Appropriations Act, 2013 (P.L. 113-6), if any; and the sequestration order issued to enforce a specified budget goal pursuant to the Balanced Budget and Emergency Deficit Control Act of of 1985 (Gramm-Rudman-Hollings Act). (The Gramm-Rudman-Hollings Act was amended by the Budget Control Act of 2011 to revise the discretionary spending limits and reduce the discretionary appropriations and direct spending specified in the Gramm-Rudman-Hollings Act unless a joint committee bill achieving an amount greater than $1.2 trillion in deficit reduction would be enacted by January 15, 2012.) Provides funding under this joint resolution through FY2014, unless otherwise provided for in this division or in the applicable appropriations Act. Authorizes continuation of other specified activities (including those for entitlements and other mandatory payments) through such fiscal year. Enacts the following bills into law: H.R. 2216 (Military Construction and Veterans Affairs, and Related Agencies Appropriations Act, 2014), as engrossed by the House of Representatives on June 4, 2013; H.R. 2217 (Department of Homeland Security Appropriations Act, 2014), as engrossed by the House on June 6, 2013; and H.R. 2397 (Department of Defense Appropriations Act, 2014), as engrossed by the House on July 24, 2013. Amends the Gramm-Rudman-Hollings Act to reduce the discretionary category in new budget authority for FY2014 from $1.066 trillion to $967.473 million. Requires the Director of the Office of Management and Budget (OMB), if for FY2014 the amount of new budget authority provided by this joint resolution exceeds such discretionary spending limits, to increase the applicable percentage of 0% by the amount necessary to eliminate the excess of the limit. Rescinds the applicable 0%, subject to such requirement, of: the budget authority provided (or obligation limit imposed) for FY2014 for any discretionary account in section 101 of this joint resolution, the budget authority provided in any advance appropriation for FY2014 for any discretionary account (excluding any account funded under section 111 of this joint resolution) in any prior fiscal year appropriation Act, and the contract authority provided in FY2014 for any program subject to limitation incorporated or otherwise contained in section 101 of this joint resolution. Exempts: amounts designated by the Congress for Overseas Contingency Operations/Global War on Terrorism (OCO/GWOT) or for disaster relief; or the amount made available by this joint resolution for "Social Security Administration, Limitation on Administrative Expenses" for continuing disability reviews under titles II (Federal Old-Age, Survivors, and Disability Insurance [OASDI] Benefits) and XVI (Grants to States for Aid to the Aged, Blind, or Disabled) of the Social Security Act (SSA), and for the cost associated with conducting redeterminations of eligibility under SSA title XVI. Prohibits, during any fiscal year, the use of federal funds to carryout: (1) the Patient Protection and Affordable Care Act (PPACA); or (2) certain PPACA related requirements in the Health Care and Education Reconciliation Act of 2010. Rescinds any funds provided by PPACA, its title, or subtitle for FY2014. Delays: the obligation of any PPACA funds for FY2015 until January 1, 2015; and implementation of PPACA, its related requirements in the Health Care and Education Reconciliation Act of 2010, or amendments made by either Act until December 31, 2014.

Revitalize American Manufacturing and Innovation Act of 2013 - Amends the National Institute of Standards and Technology Act to direct the Secretary of Commerce to establish within the National Institute of Standards and Technology (NIST) a Network for Manufacturing Innovation Program. Includes among Program purposes to: (1) improve the competitiveness of U.S. manufacturing and increase domestic production; (2) stimulate U.S. leadership in advanced manufacturing research, innovation, and technology; and (3) accelerate the development of an advanced manufacturing workforce. Requires the Secretary to: (1) establish a network of centers for manufacturing innovation, to be known as the Network for Manufacturing Innovation; and (2) award financial assistance to assist in planning, establishing, or supporting such centers. Directs the Secretary to establish within NIST the National Office of the Network for Manufacturing Innovation Program to: (1) oversee the Program, (2) develop and periodically update a strategic plan for the Program, (3) establish a clearinghouse of public information related to Program activities, and (4) act as a convener of the Network. Requires the Secretary to ensure that the Office incorporates the Hollings Manufacturing Extension Partnership into Program planning to ensure that the results of the Program reach small- and medium-sized entities. Establishes in the Treasury a Network for Manufacturing Innovation Fund for carrying out the Program.

Providing Relief to Individuals Desiring Employment (PRIDE) Act of 2013 - Amends the Food and Nutrition Act of 2008, effective as of October 1, 2013, to direct the Secretary of Agriculture (USDA) to carry out pilot projects to permit states to run a work program (with certain features comparable to the program of block grants for temporary assistance for needy families under title IV of the Social Security Act) to increase employment and self-sufficiency through increased accountability (thereby reducing the need for supplemental nutrition assistance benefits (SNAP, formerly known as the food stamp program)).

Senator Paul Simon Water for the World Act of 2013 - Expresses the sense of Congress that: (1) the initial U.S. Agency for International Development (USAID) Water and Development Strategy is a significant accomplishment and improves USAID's capacity to provide sustainable and effective water, sanitation, and hygiene assistance; and (2) the Secretary of State, through the Special Advisor for Water Resources, should develop a Global Water Resources Strategy relating to U.S. foreign policy water objectives. Amends the Foreign Assistance Act of 1961 to direct: (1) the Administrator to designate a Global Water Coordinator to coordinate and oversee water, sanitation, and hygiene assistance; and (2) the Secretary of State to designate a Special Advisor for Water Resources to coordinate and oversee policy relating to water, hygiene, and sanitation assistance. Sets forth principles to ensure that water, sanitation, and hygiene projects carried out under the Foreign Assistance Act of 1961 and the Senator Paul Simon Water for the Poor Act of 2005 achieve maximum impact. Amends the Senator Paul Simon Water for the Poor Act of 2005 to direct: (1) the President, through the Secretary, to develop a strategy every five years to further the U.S. foreign policy objective to provide affordable and equitable access to safe water and sanitation in developing countries; and (2) the Administrator, through the Global Water Coordinator, to develop a complementary strategy to further the U.S. foreign assistance objective to provide affordable and equitable drinking water, sanitation, and hygiene in developing countries.

National Right-to-Carry Reciprocity Act of 2013 - Amends the federal criminal code to authorize a person who is carrying a valid, government-issued identification document containing that person's photograph and a valid permit to carry a concealed firearm in one state, and who is not prohibited from possessing, transporting, shipping, or receiving a firearm under federal law, to possess or carry a concealed handgun (other than a machine gun or destructive device) in another state in accordance with the restrictions of that state.

United States Coast Guard Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue in commemoration of the United States Coast Guard: (1) $5 gold coins, (2) $1 silver coins, and (3) half-dollar clad coins. Requires the design of such coins to be emblematic of the traditions, history, and heritage of the Coast Guard, and its role in securing our nation since 1790. Prescribes design requirements. Restricts the issuance of such coins to the one-year period beginning on January 1, 2017. Prescribes the sale price of the coins and coin surcharges. Requires such surcharges to be paid by the Secretary to the National Coast Guard Museum Foundation to help finance the design and construction of the National Coast Guard Museum.

Boys Town Centennial Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue up to 50,000 $5 gold coins, 350,000 $1 silver coins, and 300,000 half dollar clad coins to commemorate the centennial of the founding of Father Flanagan's Boys Town. Requires the design of the coins to be emblematic of the 100 years of Boys Town, one of the largest nonprofit child care agencies in the United States. Permits issuance of such coins only between January 1, 2017, and December 31, 2018.

Delays for one year the effective date of any provisions of the Patient Protection and Affordable Care Act or of any health care provisions of the Health Care and Education Reconciliation Act of 2011 that were scheduled to take effect on or after January 1, 2014. Suspends for one year, beginning January 1, 2014, any tax or tax increase imposed by such provisions if the tax or increase takes effect before that date.

Declares that no premium tax credits or reductions in cost-sharing for the purchase of qualified health benefit plans under the Patient Protection and Affordable Care Act (PPACA) shall be allowed before the Secretary of Health and Human Services (HHS) certifies to Congress that there is a program in place, consistent with PPACA requirements, that verifies the household income and coverage requirements of individuals applying for such credits and cost-sharing reduction.

Review EPA's Language on Agriculture and Thoroughly Engage with the Farm Act of 2013 or the RELATE with the Farm Act of 2013 - Directs the Secretary of Agriculture (USDA) to review publications that may give notice that the Environmental Protection Agency (EPA) is preparing or plans to prepare any guidance, policy, memorandum, regulation, or statement of general applicability and future effect that may have a significant impact on a substantial number of agricultural entities. Requires the Secretary, for each publication item determined to have a possible significant impact, to: (1) solicit from the EPA Administrator information to facilitate a review of the item, (2) produce an economic impact statement, (3) identify representatives of potentially affected agricultural entities to obtain advice and recommendations about the potential impacts of the item, and (4) convene a review panel that includes the Secretary to analyze the publication item. Provides procedures for submission by the Secretary of comments to the Administrator for inclusion in the administrative record and for waiver of a panel's initiation.

Defund Obamacare Act of 2013 - Prohibits any federal funds from being made available to carry out the provisions of the Patient Protection and Affordable Care Act or the health care provisions of the Health Care and Education Reconciliation Act of 2010. Prohibits any entitlement to benefits under such provisions from remaining in effect on and after the date of the enactment of this Act. Prohibits any payments from being awarded, owed, or made to any state, district, or territory under any such provision. Rescinds any unobligated balances available under such provisions.

Expresses the sense of Congress that: (1) the President has violated Section 3 of Article II of the Constitution by refusing to enforce the employer mandate provisions of the Patient Protection and Affordable Care Act (PPACA); (2) republican government depends upon the rule of law; (3) the executive branch, which has no constitutional authority to write or rewrite law at whim, has invaded upon the exclusive legislative power of Congress; and (4) PPACA has proven to be unworkable and should be repealed by Congress immediately.

Save American Workers Act of 2013 - Amends the Internal Revenue Code, as amended by the Patient Protection and Affordable Care Act, to redefine "full-time employee," for purposes of the mandate requiring employers to provide health care coverage for their employees, as an employee who is employed on average at least 40 hours of service a week (currently, at least 30 hours of service a week).

Stop Targeting Our Politics IRS Act or the STOP IRS Act - Amends the Internal Revenue Service Restructuring and Reform Act of 1998 to expand existing grounds for termination of the employment of an Internal Revenue Service (IRS) employee to include performing, delaying, or failing to perform (or threatening to perform, delay, or fail to perform) any official action (including any audit) with respect to a taxpayer for purpose of extracting personal gain or benefit or for a political purpose.

Federal Land Freedom Act of 2013 - Authorizes a state to: (1) establish a program covering the leasing and permitting processes, regulatory requirements, and any other provisions by which the state would exercise its rights to develop all forms of energy resources on available federal land in the state; and (2) as a condition of certification, submit a declaration to the Departments of the Interior, Agriculture (USDA), and Energy (DOE) that such a program has been established or amended. Considers each program certified under this Act as satisfying all applicable requirements of federal law and regulations, including: (1) the National Environmental Policy Act of 1969 (NEPA), (2) the Endangered Species Act of 1973, and (3) the National Historic Preservation Act. Requires, upon submission of a declaration by a state, the program to be certified, and the state to receive all rights from the federal government to develop all forms of energy resources covered by the program. Prohibits activities carried out in accordance with this Act from being subject to: (1) judicial review, and (2) the Administrative Procedure Act.

Medicare Beneficiary Preservation of Choice Act of 2013 - Amends title XVIII (Medicare) of the Social Security Act, as amended by the Patient Protection and Affordable Care Act, to repeal the allowance for disenrollment, between January 1 and March 15 of each year, only from an MedicareAdvantage plan to elect enrollment in the original Medicare fee-for-service program. Restores the option under previous law to elect to change from a MedicareAdvantage to the original Medicare fee-for-service plan, or from the original Medicare fee-for-service to a MedicareAdvantage plan, once a year during the first three months.

Death Tax Repeal Act of 2013 - Amends the Internal Revenue Code to: (1) repeal the estate and generation-skipping transfer taxes, and (2) make permanent the maximum 35% gift tax rate and a $5 million lifetime gift tax exemption. Provides for an inflation adjustment to such exemption amount.

Local Education Authority Returns Now Act - Requires the Secretary of the Treasury to make an annual determination of states that have chosen to opt-out of K-12 education grant programs. Requires the Secretary of Education to determine credits due to states as opt-out state education amounts. Amends the Internal Revenue Code to allow individual taxpayers in states that opt-out a refundable tax credit for a share of the opt-out amount creditable to such states.

Encourage New Legalized Immigrants to Start Training Act or the ENLIST Act - Authorizes the enlistment in the armed forces of aliens unlawfully present in the United States on December 31, 2011, who: (1) have been continuously present in the United States since such date; (2) were younger than 15 years of age when they initially entered the United States; and (3) are otherwise eligible for original enlistment in a regular component of the Army, Navy, Air Force, Marine Corps, or Coast Guard. Requires the Secretary of Homeland Security (DHS) to adjust the status of an alien enlisted under such authority to the status of an alien lawfully admitted for permanent residence under provisions of the Immigration and Nationality Act applicable to aliens who entered the United States prior to January 1, 1972. Rescinds such lawful permanent resident status if the alien is separated from the armed forces under other than honorable conditions before serving the term of enlistment.

World War I American Veterans Centennial Commemorative Coin Act - Directs the Secretary of the Treasury to: (1) mint and issue $1 silver coins in commemoration of the centennial of America's involvement in World War I, and (2) hold a competition and provide compensation for its winner to design the obverse and reverse of the coins. Requires the design of such coins to be emblematic of the centennial of America's involvement in World War I. Permits the Secretary to issue such coins only during calendar year 2018. Subjects the coin sales to a surcharge of $10 per coin, payable by the Secretary to the World War I Centennial Commission.

Wireless Tax Fairness Act of 2013 - Prohibits states or local governments from imposing any new discriminatory tax on mobile services, mobile service providers, or mobile service property (i.e., cell phones) for five years after the enactment of this Act. Defines "new discriminatory tax" as a tax imposed on mobile services, providers, or property that is not generally imposed on other types of services or property, or that is generally imposed at a lower rate, unless such tax was imposed and actually enforced prior to the date of enactment of this Act. Amends the federal judicial code to grant jurisdiction to federal district courts to grant injunctive and other appropriate relief to prevent, restrain, or terminate any acts in violation of this Act. Requires the Comptroller General (GAO) to conduct a study of the impact of state and local taxes on mobile services, providers, or property on the costs consumers pay for mobile services.

Human Trafficking Prioritization Act - Expresses the sense of Congress that the Office to Monitor and Combat Trafficking of the Department of State will be more effective in carrying out duties mandated by Congress in the Trafficking Victims Protection Act of 2000, and can do so without an increase in either personnel or budget, if: (1) the Office status is changed to that of a Bureau within the Department; and (2) the Office is headed by an Assistant Secretary with direct access to the Secretary of State, rather than an Ambassador-at-Large. Amends the Trafficking Victims Protection Act of 2000 to change the status of the Office to Monitor and Combat Trafficking to that of the Bureau to Combat Trafficking in Persons, which shall be headed by an Assistant Secretary of State.

Empowering Patients First Act of 2013 - Repeals the Patient Protection and Affordable Care Act and the health care provisions of the Health Care and Education and Reconciliation Act of 2010, effective as of their enactment. Restores or revives provisions amended or repealed by such Act or such health care provisions. Amends the Internal Revenue Code to allow a refundable tax credit for the cost of qualified health insurance costs for low-income taxpayers and a tax deduction for such costs for other taxpayers. Amends the Public Health Service Act to provide for the establishment and governance of individual and small employer membership associations (IMAs) to make health benefits coverage available to IMA members and their dependents. Small Business Health Fairness Act of 2013 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to provide for establishment and governance of association health plans, which are group health plans whose sponsors are trade, industry, professional, chamber of commerce, or similar business associations and which meet certain ERISA certification requirements. Directs that the laws of the state designated by a health insurance issuer (primary state) shall apply to individual health insurance coverage offered by that issuer in the primary state and in any other state (secondary state), but only if the coverage and issuer comply with conditions of this Act. Amends title XXI (Children's Health Insurance) (CHIP) of the Social Security Act (SSA) to: (1) require a state CHIP plan to specify how it will achieve coverage for 90% of targeted low-income children; and (2) prohibit CHIP payments for children with family income above 300% of the applicable poverty line. Directs the Secretary of Health and Human Services (HHS) to issue best practice guidelines for the treatment of medical conditions. Sets forth how such guidelines may be used in a health care lawsuit. Permits a group health plan to vary premiums and cost-sharing by up to 50% of the benefits based on participation (or lack of participation) in a wellness program. Requires a health insurance issuer to provide claims information, on request, to a plan, plan sponsor, or plan administrator. Prohibits the Secretary from using comparative effectiveness research or patient-centered outcomes research to deny coverage of an item or service under a federal health care program. Authorizes a state to establish a Health Plan and Provider Portal website to standardize information on health insurance plans available in the state. Amends title XVIII (Medicare) of SSA to permit Medicare beneficiaries to contract with a physician or practitioner for health care items or services. Prohibits states from imposing limits on the amount of charges for health care services furnished by an eligible professional. Sets forth provisions regarding students loans and loan repayment for health care professionals. Exempts health care professionals from federal and state antitrust laws in connection with negotiations with a health plan regarding contract terms under which the professionals provide health care items or services for which plan benefits are provided. Establishes discretionary spending limits for FY2022-FY2023 for new budget authority in the nondefense category and revises sequestration discretionary spending limits for FY2014-FY2021.

Hospice Evaluation and Legitimate Payment Act of 2013 - Amends title XVIII (Medicare) of the Social Security Act with respect to the face-to-face encounter framework in hospice care. Allows a clinical nurse specialist, physician assistant, or other health professional (in addition to a hospice physician or a nurse practitioner, as under current law) to conduct the face-to-face encounter with the individual to determine continued eligibility for hospice care before the first 60-day (currently 180-day) recertification period and each subsequent recertification. Directs the Secretary of Health and Human Services (HHS) to establish a Medicare Hospital Payment Reform demonstration program to test any revisions to the methodology for determining payment rates for routine home care and other hospice care services. Sets at every three years the frequency of surveys of certified hospice programs.

Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to make arrangements for the presentation of a congressional gold medal to Jack Nicklaus in recognition of his service to the nation in promoting excellence and good sportsmanship. Directs the Secretary of the Treasury to strike such gold medal and to strike and sell duplicate bronze medals at a price sufficient to cover the costs of the gold and bronze medals.

Silviculture Regulatory Consistency Act of 2013 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to prohibit the Administrator of the Environmental Protection Agency (EPA) from requiring, or from promulgating regulations that direct a state to require, a permit under the national pollutant discharge elimination system for a discharge of stormwater runoff resulting from the conduct of the following silviculture activities: nursery operations, site preparation, reforestation, thinning, prescribed burning, pest and fire control, harvesting operations, surface drainage, and road use, construction, and maintenance. Specifies that nothing in this Act exempts a silvicultural activity resulting in the discharge of dredged of fill material from permit requirements for discharges into navigable waters.

Kids First Research Act of 2013 - Amends the Internal Revenue Code to terminate: (1) the taxpayer election to designate $3 of income tax liability for financing of presidential election campaigns, (2) the Presidential Election Campaign Fund, and (3) the Presidential Primary Matching Payment Account. Redesignates the Presidential Election Campaign Fund as the 10-Year Pediatric Research Initiative Fund. Makes amounts in the Fund available only for allocation to national research institutes and national centers through the Common Fund for making grants for pediatric research under this Act. Requires deposit into the Treasury general fund of any amounts in the Pediatric Research Initiative Fund that remain unobligated on October 1, 2024. Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH), through the Division of Program Coordination, Planning, and Strategic Initiatives, to allocate funds appropriated under this Act to the national research institutes and national centers for making grants for pediatric research representing important areas of emerging scientific opportunities, rising public health challenges, or knowledge gaps that deserve special emphasis and would benefit from conducting or supporting additional research that involves collaboration between two or more national research institutes or national centers, or would otherwise benefit from strategic coordination and planning. Authorizes $13 million out of the 10-Year Pediatric Research Initiative Fund for each of FY2014-FY2023 for pediatric research through the Common Fund. Requires such funds to supplement, not supplant, funds otherwise allocated by NIH for pediatric research. Prohibits the use of such amounts for any purpose other than making grants for pediatric research described in this Act.

Military Justice Improvement Act of 2013 - Amends the Uniform Code of Military Justice (UCMJ), with respect to charges that allege an offense triable by court-martial (with certain exclusions) for which the maximum punishment includes confinement for more than one year, to direct the Secretary of Defense (DOD) to require the Secretaries of the military departments to provide for the determination of whether to try such charges by general or special court-martial to be made by a commissioned officer of grade O-6 or higher with significant experience in such trials and who is outside the chain of command of the accused. Provides that a determination not to proceed to trial shall not preclude a commanding officer from either referring such charges for trial by summary court-martial or imposing non-judicial punishment. Requires Rule 306 (relating to policy on initial disposition of offenses) of the Manual for Courts-Martial to be amended to strike the character and military service of the accused from factors to be considered by the disposition authority. Revises the list of officers authorized to convene general and special courts-martial to include those in grade O-6 or higher assigned such responsibility by their department chief of staff (with the same prohibition against an officer in the same chain of command as the accused). Requires each chief of staff to establish an office which shall convene general and special courts-martial and detail judges and members. Requires a military judge to call a general or special court-martial trial into session within 90 days of the determination of its necessity. Requires a convening authority (the official acting on the sentence of a court-martial), when taking any action other than approving a sentence, to prepare a written justification of such action which shall be made part of the record of the court-martial. Prohibits a convening authority from: (1) dismissing or setting aside a finding of guilty, or (2) reducing a finding of guilty to a finding of guilty to a lesser included offense. Requires a commanding officer who receives a report of a sexual-related offense involving a member in such officer's chain of command to act immediately upon such report by way of referral to the appropriate criminal investigative office or service. Amends the National Defense Authorization Act for Fiscal Year 2013 to require an independent panel established by the DOD Secretary to monitor and assess the implementation and efficacy of this Act and its amendments.

Freedom From Union Violence Act of 2013 - Amends the Hobbs Act to authorize imposition of a fine of up to $100,000, 20 years' imprisonment, or both for: (1) obstructing, delaying, or affecting commerce or the movement of any article or commodity in commerce by robbery or extortion (or attempting or conspiring to do so); and (2) threatening physical violence to any person or property in furtherance of a plan or purpose to interfere with commerce by threats or violence. Makes provisions regarding any such interference inapplicable to conduct that: (1) is incidental to otherwise peaceful picketing during the course of a labor dispute; (2) consists solely of minor bodily injury, or minor damage to property, or threat or fear of such minor injury or damage; and (3) is not part of a pattern of violent conduct or of coordinated violent activity. Subjects such conduct to prosecution only by the appropriate state and local authorities.
