Providing Resources, Officers, and Technology to Eradicate Cyber Threats to Our Children Act of 2007 or the PROTECT Our Children Act of 2007 - Requires the Attorney General to appoint a Special Counsel for Child Exploitation Prevention and Interdiction within the Office of Deputy Attorney General to coordinate Department of Justice (DOJ) policies and strategies for the prevention and investigation of child exploitation cases. Establishes within the Office of Justice Programs in DOJ an Internet Crimes Against Children Task Force (ICAC Task Force), consisting of state and local task forces (one task force for each state) to address online enticement of children, child exploitation, and child obscenity and pornography cases. Requires the Attorney General to establish a National Internet Crimes Against Children Data Network Center to assist the ICAC Task Force program and federal, state, local, and tribal agencies investigating and prosecuting child exploitation. Authorizes the Office of Justice Programs to award grants to state and local ICAC task forces to combat Internet crimes against children. Requires the Attorney General to establish additional computer forensic capacity to address backlogs, including for child exploitation investigations. Authorizes funding for additional agents and personnel for the Federal Bureau of Investigation (FBI) and the Bureau of Immigration and Customs Enforcement. Requires the Attorney General to report to Congress annually on resources used to investigate and prosecute child exploitation and child obscenity cases.

Veterans Emergency Care Fairness Act of 2007 - Requires (current law authorizes) the Secretary of Veterans Affairs to reimburse certain veterans without a service-connected disability enrolled as active participants of the Department of Veterans Affairs (VA) health care plan for the cost of emergency treatment received in a non-VA facility until such time as such veterans are transferred to a VA facility. Requires (current law authorizes) the Secretary to reimburse certain veterans with a service-connected disability or a non-service-connected disability associated with or aggravating a service-connected disability for the value of emergency treatment for which such veterans have made payment from sources other than the VA.

Veterans Guaranteed Bonus Act of 2007 - Provides that, in the case of a member of the Armed Forces who is retired or separated for disability due to a combat-related injury, the Secretary of Defense shall require the continued payment of any bonuses or special pay to which the member: (1) was entitled to immediately before the retirement or separation; and (2) would continue to be entitled to if not retired or separated. Requires such payment in a lump sum within 30 days after such retirement or separation.

Agricultural Bond Improvement Act of 2007 - Amends the Internal Revenue Code to: (1) exempt agricultural bonds from the volume cap applicable to private activity bonds; (2) increase the loan limit on agricultural bonds to $450,000 and index such amount for inflation after 2007; and (3) eliminate the dollar limitation in the definition of substantial farmland used for agricultural bonds.

Commercial Motor Vehicle Advanced Safety Technology Tax Act of 2007 - Amends the Internal Revenue Code to allow a general business tax credit for 50% of the cost of placing in service any qualified commercial vehicle advanced safety system. Defines "qualified commercial vehicle advanced safety system" as a manufacturer-certified brake stroke monitoring system, lane departure warning system, collision warning system, or vehicle stability system identified by the Federal Motor Carrier Safety Administration or the National Highway Traffic Safety Administration as significantly enhancing the safety or security of commercial drivers, vehicles, or passengers. Terminates such credit after 2012.

Vision Preservation Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Centers for Disease Control and Prevention (CDC), the Health Resources and Services Administration (HRSA), and the National Institutes of Health (NIH), to expand and intensify programs to increase awareness of vision problems. Directs the Secretary to expand and intensify: (1) activities to establish a solid scientific base of knowledge on the prevention, control, and rehabilitation of vision problems and related disabilities; (2) research within CDC on the prevention and management of vision loss; and (3) programs targeted to prevent vision loss, treat eye and vision conditions, and rehabilitate people of all ages who are blind or partially sighted in underserved and minority communities. Amends title V (Maternal and Child Health Services) of the Social Security Act to authorize appropriations to enable the Secretary to introduce core performance measures on eye health by incorporating vision screening and examination standards into state programs. Authorizes the Secretary to make grants to eligible institutions of higher education or nonprofit organizations for vision rehabilitation professional development.

Wayne "Cotton" Morgan Bulletproof Vest Act of 2007 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to waive the grantee matching funds requirement applicable to the grant program for purchasing bulletproof armor vests to the extent that such vests are purchased for law enforcement officers who work in high security risk areas and correctional officers who transport prisoners.

Rural Commuters Relief Act of 2007 - Amends the Internal Revenue Code to allow individual taxpayers who reside in a rural area of not more than 30,000 people a tax deduction for up to $100 of commuting costs in any month in which the cost of gasoline is at least $3 per gallon (high gasoline price month). Allows an additional $100 deduction amount for carpooling during a high gasoline price month. Allows individual taxpayers to claim such deduction whether or not they itemize their other deductions.

Amends the Internal Revenue Code to: (1) exclude from gross income amounts attributable to a discharge of mortgage indebtedness on a principal residence; (2) extend through 2014 the tax deduction for mortgage insurance premiums; (3) expand the definition of cooperative housing corporation for purposes of the tax deduction for payments to such corporations; and (4) limit the exclusion from gross income of gain from the sale of a principal residence by denying an exclusion of the gain allocated to a nonqualified use of such residence. Amends the Tax Increase Prevention and Reconciliation Act of 2005 to increase (from 114.75% to 116.50%) in the third quarter of 2012 the estimated tax rate for corporations with assets of not less than $1 billion.

Protecting Employees and Retirees in Business Bankruptcies Act of 2007 - Amends federal bankruptcy law to increase the maximum amount per individual or corporationof unsecured claims ranked in the fourth (wages, salaries, or commissions) and fifth (employee benefit plan contributions) order of priority. Includes within the scope of a claim in bankruptcy certain equity securities held in a defined contribution plan for the benefit of certain individuals. Ranks in sixth order of priority the diminished value of debtor's equity securities held in a defined contribution plan if the employer or plan sponsor committed fraud regarding the plan. Permits within administrative expenses certain severance pay for termination or layoffs. Prohibits certain senior executive compensation from being disproportionate in light of economic concessions by debtor's nonmanagement workforce. Disallows as an administrative expense specified executive compensation enhancements. Revises requirements governing: (1) rejection of collective bargaining agreements; (2) insurance benefits for retired employees; and (3) the status of certain employee benefits in a sale of business assets. Allows defined benefit plan participants to file claims for certain shortfalls in pension benefits. Permits inclusion within the necessary costs and expenses of preserving property the mandatory recovery of unpaid obligations owed to employees. Directs the court to consider the extent to which alternative reorganization plans maintain: (1) jobs; (2) defined benefit plans; and (3) retiree health benefits. Prohibits assumption of deferred compensation for the benefit of insiders or senior management if an employee defined benefit plan has been terminated. Limits the recovery of executive compensation if the debtor has reduced its contractual obligations under either a collective bargaining agreement or retiree benefits plan. Excepts from an automatic stay: (1) a dispute resolution proceeding established by a collective bargaining agreement prior to commencement of bankruptcy; or (2) an award or settlement under such proceeding. Authorizes the bankruptcy trustee to avoid transfers made for the benefit of an insider or certain consultants in anticipation of bankruptcy. Revises prerequisites to court confirmation of a business reorganization plan which continues retiree benefits.

Healthier Heroes Act - Directs the Secretary of Defense and the Secretary of Veterans Affairs to develop a single medical examination for members of the Armed Forces to be used by: (1) Department of Defense (DOD) medical evaluation boards and physical evaluation boards to determine the fitness of a member of the Armed Forces to perform the duties of the member's office, grade, rank, or rating; and (2) the Department of Veterans Affairs (VA) to establish the disability rating, compensation, and benefits programs for a member who is retired or separated because of physical disability. Directs the Secretary of Veterans Affairs to provide appropriate medical care to any veteran of Operation Iraqi Freedom or Operation Enduring Freedom for post-traumatic stress disorder regardless of the length of time the veteran has been separated from active duty service. Provides extended benefits under TRICARE (a DOD managed care program) for the primary caregivers of members who incur a serious injury or illness while on active duty. Amends the Family and Medical Leave Act of 1993 to entitle an eligible employee who is the spouse, son, daughter, parent, or next of kin of a covered servicemember to a total of 26 workweeks of leave during a single 12-month period to care for the servicemember. Defines covered servicemember as a member of the U.S. Armed Forces, including a member of the National Guard or a Reserve, who is undergoing medical treatment, recuperation, or therapy, is otherwise in medical hold or medical holdover status, or is otherwise on the temporary disability retired list, for a serious injury or illness incurred in the line of duty on active duty that may render the member medically unfit to perform his or her duties. Provides for the substitution of accrued paid vacation, personal, family leave, or medical or sick leave for any part of the 26-week period. Declares that nothing in this Act shall be construed to limit the availability of such leave during any other 12-month period. Amends federal civil service law to entitle civilian federal employees to the same leave allowance. Provides for the substitution of accrued paid annual or sick leave for any part of the 26-week period.

Safe Schools and Health Care Professional Pipeline Act of 2007 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to make a grant to a qualified youth serving organization to establish and expand emergency preparedness pipelines consisting of: (1) health science curricula in secondary schools, institutions of higher education, and continuing education programs that prepare students for careers as health care professionals; and (2) school-based emergency preparedness chapters. Requires such a chapter to recruit and prepare students for federal, state, community, and school public health emergencies under the administration of such an organization and to provide training that is implemented uniformly, coordinated with and integrated into the school's health science curriculum, and provided through certified health science instructors serving as chapter advisors. Defines a "qualified youth serving organization" as a nonprofit organization that prepares youth exclusively for career entry and advancement opportunities in the health professions, offers a national recognition and competitive events program, and operates at least 2,500 chapters in at least 40 states. Requires the Secretary to make a grant each year to such an organization to conduct a national leadership conference that includes representatives of health science programs, emergency preparedness chapters, and the Medical Reserve Corps.

Enhancing Education through Tax Relief Act of 2007 - Amends the Internal Revenue Code to extend through 2011: (1) the tax deduction for certain expenses of elementary and secondary school teachers; (2) the expanded tax deduction for charitable contributions of book inventories to public schools; (3) the expanded tax deduction for charitable contributions of computer technology or equipment to schools, charities, and public libraries; (4) the tax credit for holders of qualified zone academy bonds; and (5) the tax deduction for qualified tuition and related expenses.

Intellectual Property Rights Enforcement Act - Amends the Treasury and General Government Appropriations Act, 2000 to repeal provisions establishing the National Intellectual Property Law Enforcement Coordination Council. Establishes the Intellectual Property Enforcement Network (IPEN), consisting of specified representatives of various government agencies, to: (1) establish policies, objectives, and priorities concerning international intellectual property protection and law enforcement; (2) coordinate and facilitate implementation of such policies, objectives, and priorities; and (3) protect U.S. intellectual property rights overseas, including by creating an international task force. Requires the agencies in IPEN to: (1) share the information they collect; (2) coordinate civil and criminal actions related to intellectual property rights; (3) establish formal processes for consulting and working with state and local government agencies and consulting with companies, writers, artists, labor unions, and other interested persons and groups; and (4) consult with the Register of Copyrights on law enforcement matters. Urges the President and relevant agency officers, when meeting with certain foreign countries, to stress the importance of establishing and participating in the international task force. Requires the Director of the Office of Mangement and Budget and the Coordinator of IPEN to submit to the President and the relevant congressional committees a strategic plan, which includes the goals, objectives, and priorities of IPEN. Calls for other government intellectual property initiatives to be consolidated into the work of IPEN to prevent duplication.

Plain Language in Government Communications Act of 2007 - Requires each executive agency, within one year, to use plain language in any covered document issued or substantially revised after the date of the enactment of this Act. Authorizes agencies to: (1) use plain language in any revision of a covered document issued on or before such date; and (2) follow the guidance of the Plain English Handbook published by the Securities and Exchange Commission, the Federal Plain Language Guidelines, or their own plain language guidance as long as it is consistent with such Guidelines. Defines "covered document" to include: (1) any document relevant to obtaining a benefit or service; and (2) a letter, publication, form, notice, or instruction, but not a regulation. Requires each agency head to report to specified congressional committees on how it intends to: (1) communicate the requirements of this Act to employees; (2) train employees to write in plain language; (3) meet the one year deadline; (4) ensure ongoing compliance with this Act; and (5) designate a senior official to be responsible for implementing this Act.

Catalyst to Better Diabetes Care Act of 2007 - Requires the Secretary of Health and Human Services (the Secretary) to: (1) review uptake and utilization of the Medicare diabetes screening benefit; (2) establish an outreach program to identify existing efforts to increase awareness of the diabetes screening benefit among Medicare beneficiaries and providers; and (3) maximize economies of scale, cost-effectiveness, and resource allocation in increasing utilization of the diabetes screening benefit. Requires the Secretary of Commerce to establish an advisory group to examine and recommend best practices of chronic illness employee wellness incentivization and disease management programs. Directs the Secretary to prepare, biennially, a diabetes report card for the nation and for each state. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) promote the education and training of physicians on how to properly complete birth and death certificates and the importance of such data; (2) encourage state adoption of the latest standard revisions of birth and death certificates; and (3) work with states to reengineer their vital statistics systems to provide cost-effective, timely, and vital systems data. Allows the Secretary to promote the addition to death certificates of language to improve the collection of diabetes mortality data. Requires the Secretary to conduct a study of the impact of diabetes on the practice of medicine in the United Sates and the level of diabetes medical education that should be required prior to licensure, board certification, and board recertification.

Public and Teaching Hospital Preservation Act - Amends the U.S. Troop Readiness, Veterans' Care, Katrina Recovery, and Iraq Accountability Appropriations Act of 2007 to extend by one year the moratorium on: (1) implementation of a rule relating to the federal-state financial partnership under titles XIX (Medicaid) and XXI (State Children's Health Insurance Program) (SCHIP) of the Social Security Act; and (2) finalization of a Medicaid rule regarding the treatment of graduate medical education (GME).

Foreclosure Tax Relief Act of 2007 - Amends the Internal Revenue Code to exclude from gross income up to $50,000 of the amount attributable to a discharge of mortgage indebtedness or to a refinancing of a principal residence. Limits such tax exclusion to taxpayers with modified adjusted gross incomes of $100,000 or less ($200,000 in the case of a joint tax return).

Amends the Internal Revenue Code to allow a tax credit for 50% of the cost of qualified advanced mine safety equipment property (in lieu of the existing taxpayer election to expense 50% of such property in the current taxable year). Defines such property to include: (1) an emergency communication technology or device for constant communication with individuals outside the mine; (2) an electronic identification and location device; (3) an emergency oxygen-generating device; (4) pre-positioned oxygen supplies; and (5) a comprehensive atmospheric monitoring system to monitor levels of carbon monoxide and other gases present in a mine. Revises the tax credit for mine rescue team training expenses to: (1) increase the amount of such credit; (2) allow such credit as an offset against the alternative minimum tax; and (3) make such credit permanent.

Blue Collar Computing and Business Assistance Act of 2007 - Directs the Under Secretary of Technology of the Department of Commerce to award grants to eligible entities (any nonprofit, consortium of nonprofits, or partnership between a for-profit and a nonprofit) to establish up to five Advanced Multidisciplinary Computing Software Centers throughout the United States. Requires each Center to conduct: (1) general outreach to small businesses and manufacturers in all industry sectors within the geographic region assigned to the Center by the Under Secretary; and (2) technology transfer, development, and utilization programs for businesses throughout the United States in the specific industry sector assigned to the Center by the Under Secretary.

Safeguarding America's Families by Enhancing and Reorganizing New and Efficient Technologies Act of 2007 - Requires the Federal Trade Commission (FTC) to carry out a nationwide program to increase public awareness and education regarding Internet safety. Requires that the program use existing resources and efforts of all levels of government and other appropriate entities. Includes in the program activities relating to best practices, a national outreach and education campaign, and information access and exchange.

College Affordability for Working Students Act - Amends the Higher Education Act of 1965 to authorize the Secretary of Education to carry out a Demonstration Loan program providing guaranteed and direct loans to less than half-time students for not more than six terms, semesters, or substantially equivalent periods of enrollment over the duration of the students' studies. Limits program participation to up to 100 institutions of higher education or consortia of IHEs. Requires program loans to be: (1) subject to deferral of repayment while the borrower is enrolled as a student, even if less than half-time; and (2) repaid pursuant to a repayment plan selected by the borrower that commences six months after the borrower's enrollment ends. Authorizes the Secretary to waive, for IHE participants, certain requirements limiting what may be included in the cost of attendance for less than half-time students.

Put School Counselors Where They're Needed Act - Amends the Elementary and Secondary Education Act of 1965 to direct the Secretary of Education to implement a demonstration project providing competitive, four-year grants to at least 10 secondary schools that have a four-year adjusted cohort graduation rate of 60% or lower, for the provision of additional school counselors and counselor resources. Expresses the sense of Congress that grantees should provide one additional counselor for every 250 students at risk. Requires the additional school counselors to serve primarily students identified as being at risk of not graduating in four years. Makes grantees that demonstrate progress in improving their graduation rates eligible for subsequent grants.

Requires the Secretary of Commerce to establish an advisory group to examine and recommend best practices of chronic illness employee wellness incentivization and disease management programs. Directs the Secretary to prepare, biennially, a diabetes report card for the nation and for each state that: (1) is adaptable by state and local agencies in order to rate or report local diabetes care, costs, and prevalence; and (2) includes trend analysis in order to track progress in meeting established national goals and objectives and to inform policy and program development. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to conduct, support, and promote the collection, analysis, and publication of data on the prevalence and incidence of type 1 and 2 diabetes and of pre-diabetes. Requires such activities to include an assessment of diabetes as a primary or underlying cause of death. Allows the Secretary to promote the addition to death certificates of language to improve the collection of diabetes mortality data. Requires the Secretary to conduct a study of the impact of diabetes on the practice of medicine in the United Sates and the level of diabetes medical education that should be required prior to licensure, board certification, and board recertification.

Small Community Visioning Improvement Act - Directs the Secretary of Agriculture to make grants to eligible recipients for small community visioning processes to: (1) help small communities address pressing local needs; (2) facilitate coordination between small communities, land-grant and other universities, and design professionals; (3) encourage public-private partnerships; and (4) develop design projects that integrate physical planning and design techniques with sustainable community action.

National Homelessness Task Force Act of 2007 - Establishes in the legislative branch a National Homelessness Task Force to: (1) analyze reports by federal, state, and local agencies and academic institutions relating to homelessness; (2) evaluate the effectiveness of federal programs addressing homelessness, particularly their interaction with state and local entities which also address homelessness; (3) analyze options and make recommendations to alleviate the causes and effects of such homelessness; and (4) conduct related research and develop methods to improve, federal, state, and local agency coordination.

Calls on the U.S. government to initiate a new effort to help Turkey understand the benefits it will accrue by ending its military occupation of Cyprus. Urges the government of Turkey to begin withdrawing its military occupation forces from Cyprus.

Coinage Materials Modernization Act of 2007 - Requires the Secretary of the Treasury to prescribe the weight and composition of the U.S. dollar, half dollar, quarter dollar, dime, five-cent, and one-cent coins. (Currently, the Secretary is authorized to prescribe the weight and the composition of copper and zinc in the alloy of the penny in specified circumstances.) Removes restrictions on the weight of, and requirements concerning the metal in, the half dollar, quarter, dime, nickel, and penny. Authorizes the Secretary to prescribe manufacturing tolerances for the nickel and penny.

21st Century Servicemembers Protection Act - Amends the Servicemembers Civil Relief Act to allow individuals called to military service to terminate or suspend a service contract, after the date of entry into service or the date of the military orders, if: (1) the service contract (such as phone, cable, Internet, or utilities) is executed before the individual is called to service for a period of at least 90 days; or (2) the person enters into the contract while in military service and thereafter receives orders for a change of permanent station to a location outside the United States, or to deploy with a military unit for a period of at least 180 days. Provides penalties against anyone who: (1) holds property or funds of a person in military service who lawfully terminates a contract; or (2) violates the 6% limit on interest rates charged to servicemembers during a period of military service.

Comprehensive Immunosuppressive Drug Coverage for Kidney Transplant Patients Act of 2007 - Amends SSA title II (Old Age, Survivors and Disability Insurance) (OASDI) to: (1) continue entitlement to prescription drugs used in immunosuppressive therapy furnished to an individual who receives a kidney transplant for which payment is made under Medicare; and (2) extend Medicare secondary payer requirements for end stage renal disease (ESRD) beneficiaries. Amends title XVIII (Medicare ) of SSA to apply special rules to kidney transplant recipients receiving additional coverage for immunosuppressive drugs. Deems such individual to be enrolled under Medicare part B. Makes him or her responsible for the full amount of the applicable premiums. Applies deductible and coinsurance requirements to the provision of such drugs. Amends the Public Health Service Act, the Employee Retirement Income Security Act of 1974 (ERISA), and the Internal Revenue Code to set forth requirements for group health plans to provide coverage of immunosuppressive drugs for kidney transplant patients.

Single Parent Protection Act of 2007 - Amends the Internal Revenue Code to: (1) allow individual taxpayers who are entitled to receive child support a refundable tax credit for any unpaid portion of such support; and (2) increase the income tax liability of any individual required to pay child support by the amount of the unpaid child support allowed as a tax credit by this Act.
