Amends the Internal Revenue Code to allow an income tax deduction for expenses incurred in the rental of a dwelling unit as a residence to a member of the taxpayer's family. Provides that this Act shall apply to taxable years beginning after December 31, 1975.

Establishes the United States Holocaust Memorial Council which shall: (1) provide and encourage appropriate ways for the Nation to observe the Days of Remembrance to commemorate the holocaust; (2) plan, erect, and oversee the operation of a memorial museum to the victims of the holocaust; and (3) develop a plan for carrying out the recommendations of the report submitted to the President on September 27, 1979, by the President's Commission on the Holocaust. Authorizes the Council to receive public land in the District of Columbia on which it may erect the memorial. Terminates the Council's authority to construct a memorial if the erection of the memorial has not commenced within five years of enactment of this Act and sufficient funds to ensure completion of the memorial have not been certified to be available. Authorizes appropriations to carry out this Act.

Sets forth procedures for the replacement of a Presidential or Vice Presidential candidate who dies or is disqualified when, under the Constitution, the President and Vice President are to be selected by the House of Representatives and the Senate, respectively. Declares that a Presidential candidate who dies or is disqualified shall be replaced by the person who received a majority of votes for Vice President from electors who voted for such Presidential candidate. Requires such person to designate a new Vice Presidential candidate. Requires a Vice Presidential candidate who dies or is disqualified to be replaced by a person to be designated by the individual who received a majority of votes for President from electors who voted for such Vice Presidential candidate. Directs individuals specified by the national committee of a political party to designate the person to replace a Presidential and Vice Presidential candidate if both candidates die or are disqualified. States that a candidate is disqualified if the candidate: (1) refuses to accept the office involved; or (2) is determined to be constitutionally ineligible for the office involved.

Amends the Internal Revenue Code to allow an income tax credit of 25 percent of the qualified research and experimental expenditures paid or incurred by a taxpayer in connection with his trade or business. Defines "qualified research and experimental expenditures" as those business-related expenditures which are currently deductible under provisions of the Internal Revenue Code, but limits the scope of such expenditures to technological research designed to develop or improve products or services. Excludes expenditures for research or experimentation in the social sciences or humanities, government-funded research, or research carried on in the taxpayer's behalf. Limits the amount of expenditures eligible for the credit to those which exceed 100 percent of the annual average of such expenditures for the immediately preceding three years. Provides for a three-year carryback and seven-year carryover of unused credits.

Entitles a former spouse of a Federal employee or Member of Congress to a survivor annuity if elected, and to the extent provided in an election, by such employee or Member or provided by any court decree of divorce or annulment. Limits the amount of such survivor annuity to not more than 55 percent of the full annuity of such employee or Member. Terminates the survivor annuity on the last day of the month before the former spouse's death or remarriage before attaining age 60. Limits the total survivor annuities which may be provided with respect to a Member or employee to 55 percent of the annuity of such employee or Member. Prohibits any adjustment in the amount of a survivor annuity provided to a former spouse after the death of the employee or Member. Provides for a reduction in the annuity of an employee or Member electing such survivor annuity. Permits the employee or Member to continue such reduction upon termination of the former spouse's eligibility for the survivor annuity, in order to provide for a higher survivor annuity for any current spouse. Allows a Member or employee providing such a survivor annuity to a former spouse to elect an additional survivor annuity for another former spouse or surviving spouse, if the employee or Member passes a physical exam prescribed by the Office of Personnel Management (OPM). Requires such employee or Member to provide for such annuity by a reduction in his or her annuity or salary, or by a lump sum payment. Terminates such survivor annuity upon the former spouse's death or remarriage before attaining age 60. Declares that provisions regarding cost of living increases in civil service annuities shall not apply to such a survivor annuity unless authorized by OPM. Prohibits an employee or Member who elects to provide a survivor annuity for another individual, other than any current spouse.

Small Business Participating Debentures Act of 1980 - Amends the Internal Revenue Code to apply long-term capital gains treatment to amounts actually paid to a taxpayer in respect to a small business participating debenture which constitute the distribution of a share of the earnings of the issuer. Defines "small business participating debenture" (SBPD) as a written debt instrument issued by a qualified small business which: (1) is a general obligation of such business; (2) bears interest at not less than specified by the Secretary of the Treasury; (3) has a fixed maturity; (4) grants no voting or conversion rights in the business to the purchaser; and (5) provides for the payment of a share of the issuer's total earnings. Limits "qualified small business" to one (whether or not incorporated): (1) whose equity capital does not exceed $25,000,000; (2) the face value of all of whose outstanding SBPD's does not exceed $1,000,000; and (3) which has no outstanding securities subject to regulation by the Securities and Exchange Commission. Treats members of a controlled group of corporations as a single taxpayer. Denies capital gains treatment where the taxpayer is a "related party" to the SBPD issuing corporation. Treats losses on small business participating debentures as ordinary losses. Allows an interest expense deduction for interest and share-of-earnings payments made on such debentures.

Nuclear Safety Research, Development, and Demonstration Act of 1980 - Directs the Secretary of Energy to establish a research, development, and demonstration program for instituting practical improvements in the safety of nuclear powerplants during the next five years. Sets forth the goals of such program, including: (1) the development of cost-effective improvements in the generic design and operation of nuclear powerplants; (2) the identification of aptitude, training, and manning levels which are necessary to assure reliable operator performance; and (3) the analysis of nuclear powerplant fuels, components, and subsystems which offer significant improvements in plant safety. Directs the Secretary to coordinate such activities with those of other Government agencies, foreign governments, and industry. Requires the Secretary to: (1) make recommendations to minimize the complexity of nuclear powerplant systems and operations; (2) use federally owned research facilities and personnel, to the extent feasible; and (3) fully disseminate information concerning projects and activities conducted under this Act. Directs the Secretary to prepare an annual comprehensive program management plan for the conduct of such activities.

Biomass Research and Development Act of 1980 - Declares it to be the purpose of this Act to: (1) make the cost of energy produced by biomass systems competitive; (2) increase the efficiency of biomass energy production; (3) encourage the development of biomass energy resources on land unsuited for cultivating food; and (4) assure the production of at least three quadrillion British thermal units of energy per year from biomass by 1986. Directs the Secretary of Energy, in consultation with the Secretary of Agriculture, to establish a six-year biomass energy system research and development program to carry out the purposes of this Act. States that the program shall consist of: (1) a feedstocks program; (2) a conversion program; and (3) an end uses program. Authorizes the Secretary of Energy to establish procedures to permit any public or private entity wishing to install a biomass energy system to apply for and receive assistance in purchasing such a system. Directs the Secretary, after the termination of the six year program, to promulgate by rule voluntary performance standards for biomass energy systems. Directs the Secretary to initiate a three-year national biomass resource assessment program. Directs the Secretary to prepare and submit to Congress a comprehensive program management plan for the conduct of the programs established under this Act. Sets forth criteria for program selection. Directs the Secretary to monitor the performance and operation of biomass energy systems assisted or installed under this Act. Directs the Secretary to study and evaluate specified matters related to the development of biomass energy systems and report the findings to Congress. Establishes a biomass energy utilization program for the accelerated procurement and installation of biomass energy systems for power production for Federal facilities. Requires the Secretary to take steps to assure that small business will have adequate opportunities to participate in the programs established under this Act.

Gasohol Competition Act of 1980 - Amends the Clayton Act to prohibit the direct or indirect restriction by any person engaged in commerce on the use of credit instruments in any transaction concerning the sale, resale, or transfer of gasohol or other synthetic motor fuel of equivalent usability where there is no similar restriction on transactions concerning conventional motor fuel. Allows such person to impose a credit fee for such sale or transfer, provided such fee does not exceed the actual costs of extending the credit. Prohibits any other condition, restriction, agreement, or understanding which otherwise discriminates against or unreasonably limits the sale, resale, or transfer of gasohol or other synthetic motor fuel of equivalent usability. Provides that nothing in this Act: (1) precludes such person from requiring labeling of pumps dispensing gasohol or synthetic fuel to indicate that such fuels are not manufactured, distributed, or sold by such person; (2) precludes such person from issuing disclaimers of product liability for damage resulting from the use of such fuels; (3) requires such person to provide advertising for such fuels; or (4) requires such person to furnish additional pumps or facilities for the sale of such fuels.

Used Oil Recycling Act of 1980 - Amends the Solid Waste Disposal Act to require lubricating oil to be labeled with a statement concerning the recycling of used oil. Requires re-refined oil used as lubricating oil to bear a label stating that such oil is a recycled product. Authorizes the Administrator of the Environmental Protection Agency to make grants to States with solid waste plans to encourage the use of recycled oil, prohibit hazardous uses of used oil, and establish a program for the collection and disposal of oil in a safe manner. Authorizes the Administrator to provide technical assistance to States in removing impediments to the recycling of used oil. Directs the Administrator to promulgate regulations protecting the public health and environment from the hazards of burning used oil. Requires the Administrator to determine and report to Congress on whether used oil ought to be treated as a hazardous waste. Directs the Administrator to study the collection and demand in the used oil industry, and energy savings associated with re-refining used oil.
