Amends the Federal Deposit Insurance Act to permit the Federal Deposit Insurance Corporation, whenever severe financial conditions exist which threaten the stability of a significant number of insured banks, to make loans to, purchase the assets of, or make deposits in any insured bank, if it is probable such action will substantially reduce the risk of loss or avert a threatened loss to the Corporation. Permits the Corporation to make loans to an insured bank to reduce the risk of loss or avert a threatened loss to the Corporation. Permits the Corporation, whenever a State-chartered insurance mutual savings bank converts into a Federal stock savings bank or merges with or is acquired by a Federal stock savings bank, to provide reasonable indemnification to the Federal Savings and Loan Insurance Corporation. Includes any lending costs for the calendar year within the definition of the "net assessment income" of the Corporation. Amends the Bank Holding Company Act of 1956 to permit the Board of Governors of the Federal Reserve to waive certain notice and hearing requirements concerning interests in nonbanking organizations if the Board finds that an emergency exists. Includes within the definition of "thrift institution" a Federal stock savings bank or savings and loan association organized under the Home Owners' Loan Act. Permits a bank holding company, as a result of a transaction to be accomplished under the Federal Deposit Insurance Act, to acquire shares or assets of another bank located outside of the State in which the operations of such bank holding company's subsidiaries are located. Amends the Home Owners' Loan Act to: (1) permit the Federal Home Loan Bank Board to authorize (or in the case of a Federal association, require) the conversion, on an equitable basis, of a mutual savings and loan association or mutual savings bank into a Federal stock savings and loan association or Federal stock savings bank; or (2) charter a Federal stock savings and loan association or Federal stock savings bank to acquire the assets of, or merge with such a mutual institution. Amends the National Housing Act to permit the Federal Savings and Loan Insurance Corporation, when severe financial conditions exist which threaten the stability of a significant number of insured institutions, to make loans to, to make deposits in, to purchase the assets or securities or to assume the liabilities of, or to make a contribution to, such insured institution. Authorizes the Corporation, in the event that a Federal savings and loan association is in default, to organize a new Federal association to take over its assets. Permits an insured institution that is eligible for assistance under the National Housing Act, during severe financial conditions, to merge or consolidate with, or to transfer its assets and liabilities to, another insured institution. Amends the Federal Home Loan Bank Act to suspend temporarily, during severe financial conditions, the requirement that a portion of net earnings be set aside semiannually by each Federal Home Loan Bank and permit each such bank to declare and pay dividends out of undivided profits. Amends the National Housing Act to prohibit interest on loans from the Federal Home Loan Banks from being less than their current marginal cost of funds. Limits the borrowing authority of the Federal Savings and Loan Insurance Corporation for the purposes of insuring loans. Permits the Corporation, in times of extraordinary financial conditions, to terminate distribution of shares of the secondary reserve and utilize such reserve on the same basis as the primary reserve. Amends the Federal Credit Union Act to authorize the Secretary of the Treasury to lend amounts as are authorized in advance in appropriation Acts to the National Credit Union Share Insurance Fund. Authorizes such Fund to borrow from the National Credit Union Administration Central Liquidity Facility. Allows the merger or consolidation of an insured credit union which is insolvent or is in danger of insolvency with any other insured credit union. Authorizes the National Credit Union Administration Central Liquidity Facility to advance funds to the National Credit Union Share Insurance Fund. Amends the Federal Deposit Insurance Act to permit the Federal Deposit Insurance Corporation, whenever an insured bank is closed and the Corporation is appointed receiver, to sell assets of the closed bank to and arrange for the assumption of the liabilities of the closed bank by an insured depository institution located in the same State but owned by an out-of-State bank or bank holding company.

Expresses the sense of the House of Representatives that the House shall not consider any bill, resolution, or conference report thereon reducing social security benefits prior to the opening of the second session of the 97th Congress. Instructs the House conferees on H.R. 3982 to recede and concur in an amendment deleting from the conference report on H.R. 3982 the section which repeals minimum social security benefits.

Expresses the sense of Congress that the administration should: (1) take immediate action to reduce the future budget deficit and so permit lower interest rates; (2) design and implement a policy of encouraging the banking system to concentrate available credit on those uses which contribute most to long-term productivity improvement and inflation fighting; and (3) encourage the Federal Reserve to lower interest rates in response to these measures.

Low-Income Fuel and Weatherization Supplementary Assistance Act - Authorizes the Secretary of Health and Human Services to make grants to States to assist households with incomes below a specified level to meet home energy costs. Authorizes to be appropriated for fiscal years 1982 through 1986 to carry out such program 100 percent of all funds received by the Federal Government from collections and settlements for fuel overcharges, less all identifiable legitimate claims for such overcharges. Grants to the Governor of a State the discretion to allocate such grants as needed. Allocates funds for States, U.S. territories and possessions, and Indian tribes. Requires that a reasonable amount of such funds be reserved by each State for energy crisis intervention. Requires a State to submit to the Secretary an application for each fiscal year. Conditions allotments, after the first fiscal year in which a State receives funds, on the holding of public hearings in such State on the use and distribution of such funds. Requires that an applicant State agree to: (1) use such funds in accordance with this Act; (2) describe the households eligible for home energy assistance and give priority to certain households; (3) conduct outreach activities to inform people of the availability of such assistance; (4) coordinate activities with similar State and Federal programs; (5) describe the amount of assistance to be provided to participating households; (6) give special consideration in designating local administrative agencies to local public or private nonprofit agencies receiving funds under any other low-income energy assistance or weatherization program; (7) establish notification procedures in connection with direct payments by the State to home energy suppliers; (8) treat owners and renters equitably under the program under this Act; (9) use a maximum of ten percent of the State allotment for administrative expenses; (10) provide for fiscal control and fund accounting procedures and prepare an annual audit of expenditures under such program; and (11) cooperate with any Federal investigations pursuant to this Act. Requires the State to repay to the United States any amounts not expended under this Act. Authorizes the Secretary to offset such amounts against future grants to such State. Prohibits exclusion from participation in, or denial of benefits from, any program or activity funded under this Act on the basis of race, color, national origin, sex, age, or handicap. Directs the Secretary to withhold funds from any State which does not use its allotment in accordance with this Act. Prohibits the Secretary from withholding funds from a State for a minor failure to comply with this Act. Requires the Secretary to conduct investigations in States to evaluate and insure compliance with this Act. Prohibits the use of grants under this Act for the purchase or improvement of land or for the purchase, construction, or permanent improvement of any building or facility, except under specified circumstances.

Independent Local Newspaper Act of 1981 - Amends the Internal Revenue Code to provide for the establishment of independent local newspaper advance estate tax trusts to facilitate payment of the estate tax imposed upon the estate of a decedent who owned an interest in an independent local newspaper. Sets forth requirements for the establishment of such trusts, including requirements that such trusts: (1) be created pursuant to a plan adopted by the newspaper; (2) be governed by a written instrument which requires that contributions to and income of the trust be invested solely in obligations of the United States; (3) name as trustee a bank or another individual who is capable of administering such trust in compliance with the requirements of this Act; (4) maintain trust assets separately from other property; (5) accept contributions exclusively from independent local newspapers; (6) devote assets of the trust solely to the payment of the estate tax; and (7) distribute any excess funding of the trust to its beneficiaries or their estates. Limits an individual who owns interests in several independent local newspapers to participation in not more than one estate tax payment trust. Defines an "independent local newspaper" as a newspaper publication which is not a member of a chain and which maintains all its offices in a single city, community or metropolitan area, or, on January 1, 1981, within one State. Defines "excess funding" as the excess of the face value of the assets of a qualified trust over: (1) 70 percent of the value of a decedent's interest in an independent local newspaper which is includable in his gross estate; or (2) a decedent's estate tax which is attributable to his interest in an independent local newspaper included in his gross estate. Exempts independent local newspaper advance estate tax trusts and the individuals for whom such trusts are established from income taxation with respect to income earned by such trust. Terminates such tax-exempt status if the taxpayer's interest in the newspaper is sold, the newspaper itself is sold or ceases to qualify as an independent newspaper, or there is an excess funding of the trust. Provides that the amount of any excess funding shall be distributed to the individual for whom the trust was created and included in his gross income or gross estate. Allows an income tax deduction to local independent newspapers for contributions made to estate tax payment trusts. Limits the amount of such deduction to 50 percent of the taxable income derived from such newspaper for the taxable year. Requires the redetermination of the estate tax of an individual for whom an independent local newspaper advance estate tax trust is established and the inclusion in the gross estate of such individual of an amount equal to the estate tax payment made by such trust which is attributable to the individual's interest in the newspaper, if the trust or any heir of the individual sells, within 15 years of the death of such individual, any part of the interest in the newspaper with respect to which the trust was created. Provides for the gradual phaseout of any additional estate tax which is imposed due to the premature sale of a newspaper, if the sale does not occur prior to the ten to 15 year period following the death of the individual for whom the estate tax trust is established. Permits the shareholders of an independent local newspaper who receive the stock of a corporation which the newspaper controls to exclude from their gross income any gain realized as a result of such distribution if: (1) the shareholders do not sell such stock within five years after the date of its distribution; (2) the shareholders retain control of the newspaper for five years after the date of the distribution; and (3) the newspaper and the controlled corporation each continue to be engaged in the active conduct of a trade or business through the five year period beginning on the date of the distribution. Excludes from the gross estate of a decedent the value of any interest in an independent local newspaper which he holds at the time of his death and any estate tax payment made by an independent local newspaper advance estate tax payment trust. Permits the executor of an estate which includes an interest in an independent local newspaper to pay the estate tax in two or more (but not exceeding ten) equal installments. Limits the maximum amount of estate tax that may be paid in installments to the excess of the amount of estate tax over the tax that would have been imposed if the interest in the newspaper had not been included in the gross estate, reduced by all payments of the estate tax made by an independent local newspaper advance estate tax payment trust.

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to apply those provisions relating to the minimum primary insurance amount and the minimum survivor's benefit to individuals who have reached age 80 and to members of religious orders which require vows of poverty and for which an election of coverage under the Internal Revenue Code is in effect.

Amends the Omnibus Crime Control Act of 1970 to revise and increase the mandatory penalties for using or carrying a firearm during commission of a Federal felony. Increases the additional penalty imposed for such offense to two to ten years' imprisonment for a first offense (currently, one to ten years) and to five to 25 years' imprisonment for a second or subsequent offense (currently, two to 25 years). Deletes the current requirement that the firearm be carried "illegally." Extends to first offenders the stipulations, currently applicable only to second offenders, that the court not suspend any sentence, grant probation, or impose concurrent sentences. Prohibits the granting of parole to an offender for at least two years for a first offense and five years for a second offense, unless the court finds the existence of specified mitigating factors.

Prohibits a State, or any of its political subdivisions, from imposing a tax with respect to natural gas which discriminates against any out-of-State producers, transporters, consumers, distributors, or users of natural gas or which applies only to gas produced outside the territory of such State. Deems any tax as discriminatory if it results in a greater tax burden on interstate natural gas than on intrastate gas.

Anti-Inflationary Lending Act of 1981 - Amends the Federal Reserve Act to authorize the Federal Reserve Board, during periods in which it finds inflationary dangers present, to permit depository institutions to enter into agreements to emphasize loans that combat inflation. Requires the approval of the Attorney General before any such agreement may be implemented.

Postal Service Amendments of 1981 - Authorizes the United States Postal Service to issue written demands requiring access to books, records, documents, or other objects believed to relate to any postal offense or civil matter under investigation by the Postal Service. Provides for the enforcement of such a demand by the appropriate district court. Authorizes the Postal Service to issue an order requiring any person to cease and desist from conducting a lottery or scheme for obtaining money or property by false representations through the mail. Declares that the resumption of such an activity through the use of any instrumentality of interstate commerce shall be considered to be a failure to comply with such order. Permits the Postal Service, in investigating whether a person is conducting such an activity, to tender the price of any article or service that such person has offered for sale. Declares that failure by such person to provide such article or service, or failure to comply with a written demand of the Postal Service for access to materials, shall constitute probable cause to believe such person is engaged in such activities, warranting the detention of such person's incoming mail. Establishes a civil penalty to be assessed by the Postal Service, after an opportunity for an agency hearing, against any person who: (1) attempts to evade an order directing the postmaster to return mail addressed to such person; (2) fails to comply with a cease and desist; or (3) assists another person in evading such an order.

Olympic Coin Act of 1981 - Declares the purposes of this Act to be: (1) to provide for the minting of coins to commemorate the 1984 Los Angeles Olympic Games; and (2) to help finance those games without the use of tax revenues. Directs the Secretary of the Treasury to mint: (1) not more than 30,000,000 copper-nickel clad coins with a face value of one dollar; (2) not more than 22,400,000 silver coins with a face value of ten dollars; (3) not more than 2,400,000 gold coins with a face value of fifty dollars; and (4) not more than 1,400,000 gold coins with a face value of one hundred dollars. Specifies the size and weight of such coins. Specifies that the designs of such coins shall be determined by the Secretary in consultation with the Los Angeles Olympic Organizing Committee. Sets certain minting specifications for such coins. Authorizes the Secretary to enter into an agreement with the Los Angeles Olympic Organizing Committee which shall provide for the implementation of the purposes of this Act. Directs the Secretary to furnish such coins to the Los Angeles Olympic Organizing Committee at a price agreed to pursuant to such implementation agreement. Provides that all coins minted shall be delivered to the Los Angeles Olympic Organizing Committee for distribution and sale to the public in accordance with the terms of the implementation agreement. Sets the delivery date for each series of coins. Provides that all proceeds received by the Los Angeles Olympic Organizing Committee from the commercial sale of such coins shall be used for the purpose of staging and promoting the 1984 Los Angeles Olympic Games and assisting the U.S. Olympic Committee and amateur athletics. Provides that all coins authorized by this Act shall be legal tender. Directs that no coins shall be minted pursuant to this Act after December 31, 1984.

Expresses the sense of the Congress that nuclear war represents a great hazard and should be prevented. Urges the President to propose: (1) that the United States and the Soviet Union begin negotiations to reduce substantially their nuclear arsenals; and (2) that conferences should be held among all nuclear nations to propose annual reductions and gradual elimination of all nuclear weapons.

Prohibits the Federal Trade Commission from investigating or taking any action concerning any State regulated profession until Congress enacts legislation which expressly provides that the Commission has authority over professions and that the Commission's authority preempts State authority. Vacates any such action taken during the period beginning on May 28, 1981, and ending on the date of enactment of this Act.

Amends the Internal Revenue Code to revise requirements for the exclusion of interest on mortgage subsidy bonds. Repeals provisions which allow tax-exempt status for such bonds if 95 percent of the mortgages financed by such issues are in compliance with stated requirements. Provides that a showing that the issuing authority has tried in good faith to satisfy all requirements will cure a failure to meet any particular requirement if such failure is corrected within a reasonable time after its discovery. Allows bondholders to rely upon an issuer's good faith covenant as to a compliance. Revises the new homeowner requirements to allow eligibility for bond-financed mortgages for persons who are residing in substandard housing or who have lost their homes because of natural disasters or governmental action. Changes the method of determining the average area purchase price for purposes of the purchase price requirements for bond-financed mortgages. Specifies that the average area purchase price shall not include residences which are not typically financed through normal real estate mortgage loans and that such price may be determined separately for new and previously occupied homes. Revises the arbitrage requirements to increase the amount by which interest rates on tax-exempt mortgage subsidy bonds may exceed the interest rates on mortgages financed with such bonds. Changes the method of determining the yield on an issue. Specifies that issuers are not required to dispose of any investment and realize a loss in order to satisfy arbitrage restrictions. Allows two or more qualified mortgage bond issues of a single issuer to be combined for purposes of determining compliance with arbitrage requirements. Permits issuers to maintain a reasonable reserve against investment losses and to allocate credits or payments between eligible mortgagors. Exempts mortgages insured by the Federal Housing Administration or guaranteed by the Veterans Administration from certain mortgage assumption requirements. Includes energy impacted areas within the definition of targeted areas for purposes of the special treatment of targeted area residences. Repeals the requirement that the designation of areas of chronic economic distress be approved by the Secretary of Housing and Urban Development. Limits the designation of areas of chronic economic distress to 25 percent of the geographic area within a State. Redefines statistical areas to include two or more statistical areas combined. Repeals the registration requirements for bond issues.

Declares it the sense of the Congress that no legislation that would change the operations of the Guaranteed Student Loan Program before October 1, 1981, should or will be enacted. Prohibits the Secretary of Education from promulgating any rule which changes the operations of the Guaranteed Student Loan Program before October 1, 1981.

Amends the Federal criminal code to establish penalties for taking or attempting to take by force and violence or intimidation a controlled substance from a pharmacy. Increases the penalties if any person's life is endangered by use of a dangerous weapon or if any person is assaulted or killed during commission of such offense. Directs the Federal Bureau of Investigation to include pharmacy robbery data in its annual Uniform Crime Reports. Directs the Attorney General to report to Congress on the enforcement of this Act within 120 days of enactment and biannually for the subsequent three-year period.

Housing and Community Development Amendments of 1981 - Title I: Community and Neighborhood Development and Conservation - Amends the Housing and Community Development Act of 1974 to: (1) authorize appropriations for fiscal year 1982 for grants to metropolitan areas for Community Development Programs; (2) limit the amount of commitments to guarantee notes and other obligations which the Secretary may enter into with respect to community development loan guarantees in fiscal year 1982; and (3) include activities designed to assist in the development of a comprehensive community housing and land use plan among activities that may be funded as part of a Community Development Program. Amends the Housing Act of 1964 to increase the amount of funds authorized for rehabilitation loans and to limit the amount of commitments to make such loans for fiscal year 1982. Amends the Housing Act of 1954 to reduce the funds authorized to be appropriated for fiscal year 1982 for grants for activities relating to the development of comprehensive plans for community development, employment, and conservation, and to restrict the use of such funds to carrying out the clearinghouse functions required by OMB Circular A-95. Amends the Neighborhood Self-Help Development Act of 1978 to authorize appropriations for fiscal year 1982 for grants for community development to neighborhood organizations. Amends the Neighborhood Reinvestment Cooperation Act to authorize appropriations for the Corporation for fiscal year 1982. Title II: Assisted Housing - Amends the United States Housing Act of 1937: (1) to increase, on October 1, 1981, the maximum amount of annual contributions which the Secretary of Housing and Urban Development may enter into contracts to make to low-income housing; (2) to limit the amount which may be obligated over the duration of such contracts with respect to additional authority provided after October 1, 1981; (3) to allocate such additional authority; and (4) to authorize appropriations for fiscal year 1982 for annual contributions for the operation of low-income housing projects. Amends the Housing and Community Development Amendments of 1978 to authorize fiscal year 1982 appropriations for operating assistance for troubled multifamily housing projects, with restrictions on the use of such funds for operating deficits resulting from failures to amend project contracts. Amends the National Housing Act to prohibit the approval of the appropriation of funds for such assistance after September 30, 1982. Amends the National Housing Act to: (1) authorize the Secretary to provide additional assistance payments of a specified amount per year to lower income families for acquiring home ownership or membership in a cooperative association; and (2) repeal the requirement that the Secretary recapture such assistance when the homeowner fails to make mortgage payments for 90 days. Amends the United States Housing Act of 1937 to authorize the Secretary to provide financial assistance to public housing agencies for emergency needs relating to fire-safety standards. Directs the Secretary to: (1) study and report to Congress on the extent to which low-income housing projects do not meet fire-safety standards; (2) study the utilization of an existing provision of the United States Housing Act of 1937 authorizing the Secretary to purchase a building containing assisted units and resell the building to the tenants; and (3) submit to Congress a legislative proposal for utilizing such provision to increase home ownership opportunities for lower income families. Amends the United States Housing Act of 1937 to authorize the Secretary to provide financial assistance with respect to projects in which all units do not have bathrooms or kitchens if: (1) there is a high demand for such units in the area; and (2) the local government and local public housing agency approve the use of such units. Exempts single individuals from specified qualifications with respect to eligibility for such assistance. Title III: Program Amendments and Extensions - Amends the National Housing Act to extend the authority of the Secretary to insure loans for mortgages and home improvement, to make assistance payments for emergency stimulation of the housing market, and to establish the maximum interest rates for certain mortgage insurance programs. Limits the maximum principal amount of loans and mortgages that the Secretary may insure under such Act in fiscal year 1982. Amends the Emergency Home Purchase Assistance Act of 1974 to extend the authority of the Secretary to direct the Government National Mortgage Association to purchase mortgages and securities. Amends the Housing Act of 1959 to limit the amount of loans the Secretary may make for the provision of housing for elderly or handicapped families in fiscal year 1982. Amends the Housing and Urban Development Act of 1970 to authorize appropriations for research for the Department of Housing and Urban Development in fiscal year 1982. Amends the National Housing Act to increase the amount of funds authorized to be appropriated to cover losses sustained by the General Insurance Fund. Amends the Federal National Mortgage Association Charter Act to: (1) increase, on October 1, 1981, the limitation on the total amount of commitments authorized for the Government National Mortgage Association; and (2) limit the aggregate principal amount of mortgages that the Association may purchase and the amount of securities issued by the Federal National Mortgage Association that the Association may guarantee during fiscal year 1982. Amends the Housing and Community Development Act of 1975 to direct the President to appoint two of the members of the Board of Directors of the National Institute of Building Sciences selected each year, and to extend the authorization for the Institute through fiscal year 1985. Amends the Energy Conservation in Existing Buildings Act of 1976 to authorize appropriations for the wetherization program for fiscal year 1982 and to require the Secretary to accept and consider applications from Indian tribal organizations for assistance under such program. Amends the National Housing Act to prohibit the Secretary from excluding any sum paid by a purchaser of a unit to a broker acting as the buyer's agent from the principal amount of a mortgage which may be insured under such Act. Amends the National Housing Act to: (1) increase the maximum amount of a Federal loan for the purchase of a manufactured home or a developed lot or rental space for such a home; (2) authorize the Secretary to increase such limit in areas where land or construction costs are high; (3) extend the maturity period for a loan for the purchase of such a home; and (4) permit the owner of a lot purchased without assistance to obtain assistance under such Act to refinance such lot. Title IV: Flood, Crime, and Riot Insurance - Amends the National Flood Insurance Act of 1968 to extend the national flood insurance program until September 30, 1982, and to authorize appropriations for various insurance studies during fiscal year 1982. Declares that the National Flood Insurance Fund shall be available only as approved in appropriation acts, except that the Funds shall be available for all purposes incident to the Government's operation of the program. Permits the Government to purchase insured property which has sustained single casualty damages or to make a low-interest loan to elevate an insured structure only if the property or structure is the principal residence of the owner. Amends the National Housing Act to extend the Secretary's authority: (1) to carry out the Federal riot insurance program and the Federal crime insurance program until September 30, 1982; and (2) to continue riot and crime insurance policies written prior to such date until September 30, 1984. Limits the appropriations authorized for such programs for fiscal year 1982. Title V: Rural Housing - Amends the Housing Act of 1949 to authorize appropriations for fiscal year 1982 to the Secretary of Agriculture: (1) to insure and guarantee loans for rural housing, with certain restrictions; (2) to make loans and grants for improvements of rural housing; (3) to provide financial assistance for the provision of low-rent housing for domestic farm labor; (4) to make grants or contracts for the development of programs to assist low-income persons in benefiting from housing programs in rural areas; (5) to insure loans to provide rental housing for persons of moderate income in rural areas; (6) for programs of mutual and self-help in rural areas; and (7) for the Self-Help Housing Land Development Fund. Extends the Secretary's authority to: (1) provide additional financial assistance to families who cannot afford a dwelling after receiving interest credit subsidies; and (2) enter into rental assistance contracts. Title VI: Multifamily Mortgage Foreclosure - Multifamily Mortgage Foreclosure Act of 1981 - Authorizes the Secretary to foreclose multifamily mortgages held by the Secretary encumbering real estate located in any State. Sets forth procedures for the designation of a foreclosure commissioner or commissioners by the Secretary. Designates the Secretary as a guarantor of payment of any judgment against such commissioners. Permits a foreclosure by the Secretary to commence upon the breach of a covenant or condition in the mortgage agreement for which foreclosure is authorized under such mortgage. Specifies procedures for: (1) notice of default and foreclosure sale; (2) service of such notice; (3) presale reinstatement and cancellation of foreclosure; (4) conduct of a foreclosure sale; (5) disposition of foreclosure costs and sale proceeds; (6) transfer of title and possessions; and (7) recording the foreclosure and sale. Authorizes the Secretary to require, as a condition and term of sale, that the purchaser at a foreclosure sale under this Act agree to the continued operation of the security property in accordance with the appropriate loan program. Title VII: Effective Date - Makes this Act effective on October 1, 1981.

Authorizes appropriations for the international affairs functions of the Department of the Treasury for fiscal year 1982. Directs the Secretary of the Treasury, on or before October 1, 1982, to report to both Houses of the Congress regarding the status of negotiations within the Organization for Economic Cooperation and Development on improving the International Arrangement on Guidelines for Officially Supported Export Credits and on the status of any other multilateral or bilateral negotiations or discussions.

Residential Housing Tax Incentives Act of 1981 - Amends the Internal Revenue Code to exclude from gross income, for income tax purposes, interest earned on qualified housing savings certificates. Limits such exclusion to interest earned on $100,000 certificates ($200,000 if joint return is filed). Defines "qualified housing savings certificates" as investment certificates issued by regulated depository financial institutions with three or five year maturities. Specifies that the proceeds of such certificates be applied to the financing of single-family, owner-occupied residences. Prescribes limitations on the interest rate chargeable for mortgages financed with proceeds from a qualified housing savings certificate. Disqualifies families which have income more than twice the median family income for their area from receiving a mortgage financed from proceeds from a qualified housing savings certificate. Prescribes penalties for the improper use of qualified housing savings certificates.

Malt Beverage Interbrand Competition Act - Declares that no antitrust law shall prohibit the importer, brewer, or trademark licensee of a trademarked malt beverage from entering into an agreement granting a wholesale distributor the exclusive right to sell such beverage within any defined geographic area within a State, or limiting such distributor to the sale of such beverage for ultimate resale to consumers in that area, when such beverage has substantial competition from other malt beverages in that area. Declares that this Act shall not affect any provision of State law.

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to prohibit the payment of title II benefits to an incarcerated felon during any month of confinement. Treats the benefits withheld as having been paid to the felon for purposes of the payment of benefits to other persons so entitled on the basis of the wages and self-employment income of the felon.

Coastal Barrier Resources Act - Declares the findings and intentions of Congress in regard to the fish, wildlife, and other natural resources associated with the coastal barriers along the Atlantic and gulf coasts of the United States. Establishes the Coastal Barrier Resources System (System) which shall consist of specified undeveloped coastal barriers on the Atlantic and gulf coasts. Requires that certain coastal barrier maps shall be available for public inspection through the United States Fish and Wildlife Service. Directs the Secretary of the Interior to provide copies of such maps to the chief executive officer of: (1) each State and political subdivision in which a System unit is located; and (2) each affected Federal agency. Directs the Secretary to make necessary modifications to such maps and to notify specified Congressional committees of same. Limits, to specified projects, Federal expenditures on or financial assistance for purposes within the System. Lists those projects eligible for financial assistance. Requires the Director of the Office of Management and Budget to certify annually to Congress that the Federal agencies concerned have complied with the provisions of this Act. Sets forth the contents of reports to be filed by the Secretary with specified Congressional committees. Authorizes appropriations to the Department of the Interior for fiscal years 1982 through 1986 for the purposes of this Act.

Economic Equity Act - Title I: Tax and Retirement Matters - Amends the Internal Revenue Code to provide that the maximum deduction for contributions to an individual retirement plan: (1) shall be computed separately for each individual who is married; and (2) in the case of a married individual who has no compensation or less compensation than that of the spouse, shall be determined as if such compensation were the same as that of the individual's spouse. Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Internal Revenue Code to require that a retirement plan which provides an annuity to a participant with at least ten years of creditable service shall provide a survivor's annuity for the spouse of a participant who dies before the annuity starting date in an amount not less than the amount which would have been made under the survivor's annuity if the participant had survived and retired on such annuity date. Provides that a participant's election not to take a joint and survivor's annuity shall not be effective unless the spouse of the participant consents in writing to such an election. Allows the assignment of the benefits of a qualified retirement plan in the case of a judgment, decree or order relating to child support, alimony payments, or marital property rights pursuant to a State domestic relations law. Amends ERISA to lower the age limitation for participation in a qualified retirement plan from age 25 to age 21. Amends ERISA and the Internal Revenue Code to provide for accruals of creditable service to continue while an individual is on approved maternity or paternity leave at the rate of 20 hours service for each week of approved leave. Amends the Internal Revenue Code to: (1) increase the zero bracket amount; (2) lower the tax rate; (3) decrease withholding requirements; and (4) increase minimum filing requirements for heads of households. Entitles former spouses of members of the uniformed services, civil service employees and members of Congress who were married to such a member or employee for at least ten years during creditable service to an annuity based upon a portion of such member's or employee's retired or retainer pay period. Amends the Survivor Benefit Plan of the uniformed services to make former spouses eligible for annuities under such plan. Provides for survivor's annuities for surviving former spouses of civil service spouses or members of Congress. Provides that the election of a member of the uniformed services, civil service employee or member of Congress not to take a joint and survivor's annuity shall not be effective unless the spouse and any former spouse of such member or employee consents in writing to such an election. Amends the Internal Revenue Code to provide a tax credit to employers of displaced homemakers. Title II: Day Care Program - Amends the Internal Revenue Code to increase the tax credit for household and dependent care services necessary for gainful employment from 20 percent of the cost of such services to 50 percent of the cost reduced by one percent for each $1,000 amount by which the taxpayer's adjusted gross income exceeds $10,000. Makes such credit refundable. Increases the dollar limit for such credit from $2,000 to $2,400 (from $4,000 to $4,800 for two or more dependents). Allows such credit for certain services performed outside the taxpayer's household. Establishes a minimum income for individuals engaged in business on a substantially full time basis to be used in the computation of the earned income limitation on the amount of such credit. Includes as a tax-exempt organization any organization which provides non-residential dependent care services to the general public for purposes of enabling individuals to be gainfully employed. Title III: Armed Forces - Revises the rules for the distribution of the property of deceased members of the Air Force and Army by removing any gender distinctions from such rules. Establishes a distribution formula based on six classes: (1) beneficiary named in a will; (2) surviving spouse; (3) children; (4) parents; (5) siblings; and (6) next of kin. Eliminates sexual distinctions with regard to promotion procedures and procedures to remove reserve officers from active duty status in the Naval and Marine Corps Reserve. Requires the Secretary of Defense to make an annual report to the Congress concerning the status of women in the armed forces. Title IV: Estate Tax on Agricultural Property and Farm Loans - Amends the Internal Revenue Code to increase the unified credit against the estate and gift tax from $47,000 to $192,800 by specified annual increments through 1985. Increases the minimum gross estate requirement for filing a return from $175,000 to $600,000. Qualifies estates of decedents who were disabled or retired for the special valuation of certain farms based on use if they materially participated in the operation of such farm for five out of eight years preceding the year in which they became disabled or eligible for disability benefits. Permits the spouse of a decedent to use such valuation if the spouse has managed the farm or business for ten years preceding the decedent's death. Permits active management rather than material participation as a test for qualification of the estate for spouses, children under 21, students, and disabled individuals who receive property from a decedent who qualified for special use valuation. Repeals the $500,000 limitation on the reduction of the value of qualified real property permitted by the special use valuation. Provides that the interest rate on extended payments of estate taxes shall be the lower of 6 percent or 75 percent of the prime rate. Amends the Consolidated Farm and Rural Development Act to remove the preference to married persons in receiving farm improvement loans. Title V: NonDiscrimination in Insurance Act - Prohibits discrimination on the basis of race, color, religion, sex, or national origin in the consideration of applications for, or the granting of, insurance policies and the terms of such policies. Permits insurers who regularly provide insurance solely to persons of a single religious affiliation to continue to do so. Grants to State or local governments having insurance discrimination laws the primary opportunity to enforce this Act. Permits an aggrieved person to file a civil action in State or Federal court against an insurer, if a State or local authority which has received notice of a complaint fails to act within 60 days or with respect to those authorities not having insurance discrimination laws. Authorizes the Attorney General to bring a civil action in district court when there is reasonable cause to believe that a person or group is engaged in a pattern or practice of resistance to the rights granted by this Act and that such denial raises an issue of general public importance. Title VI: Regulatory Reform and Sex Neutrality - Requires the head of each executive agency to conduct a review of all rules, regulations and policies of the agency which result in different treatment based on gender. Directs each agency to report annually to the Congress on such review. Provides that such report shall include proposals to eliminate any resultant sex-based discrimination. Requires that all rules, regulations, documents and other writings of executive agencies shall use words that are neutral as to gender unless it is impracticable to do so or the subject matter specifically applies only to one sex. Title VII: Study of Enforcement of Alimony and Child Support Payments - Directs the Attorney General to undertake a study of the appropriate role of the Federal Government in the enforcement of delinquent payments of alimony, child support, and property settlement orders against an absent spouse or parent. Requires the Attorney General to submit to the President and the Congress not later than one year after enactment of this Act a report of such study together with recommendations for appropriate legislation. Authorizes appropriations.

Housing and Community Development Amendments of 1981 - Title I: Community and Neighborhood Development and Conservation - Amends the Housing and Community Development Act of 1974 to: (1) authorize appropriations for fiscal year 1982 for grants to metropolitan areas for Community Development Programs; and (2) to limit the amount of commitments to guarantee notes and other obligations which the Secretary may enter into with respect to community development loan guarantees in fiscal year 1982. Amends the Housing Act of 1964 to increase the amount of funds authorized for rehabilitation loans and to limit the amount of commitments to make such loans for fiscal year 1982. Amends the Housing Act of 1954 to reduce the funds authorized to be appropriated for fiscal year 1982 for grants for activities relating to the development of comprehensive plans for community development, employment, and conservation, and to restrict the use of such funds to carrying out the clearinghouse functions required by OMB Circular A-95. Amends the Neighborhood Self-Help Development Act of 1978 to authorize appropriations for fiscal year 1982 for grants for community development to neighborhood organizations. Amends the Neighborhood Reinvestment Corporation Act to authorize appropriations for the Corporation for fiscal year 1982. Title II: Assisted Housing - Amends the United States Housing Act of 1937: (1) to increase, on October 1, 1981, the maximum amount of annual contractual contributions which the Secretary of Housing and Urban Development may make to low-income housing; (2) to limit the amount which may be obligated over the duration of such contracts with respect to additional authority provided after October 1, 1981; (3) to allocate such additional authority; and (4) to authorize appropriations to fiscal year 1982 for annual contributions for the operation of low-income housing projects. Amends the Housing and Community Development Amendments of 1978 to authorize fiscal year 1982 appropriations for operating assistance for troubled multifamily housing projects, with restrictions on the use of such funds for operating deficits resulting from failures to amend project contracts. Amends the National Housing Act to prohibit the approval of the appropriation of funds for such assistance after September 30, 1982. Amends the National Housing Act to authorize the Secretary to provide additional assistance payments of a specified amount per year to lower income families for acquiring home ownership or membership in a cooperative association. Title III: Program Amendments and Extensions - Amends the National Housing Act to extend the Secretary's authority to insure loans for mortgages and home improvement. Extends the Secretary's authority to establish the maximum interest rates for certain mortgage insurance programs. Limits the maximum principal amount of loans and mortgages that the Secretary may insure under such Act in fiscal year 1982. Amends the Emergency Home Purchase Assistance Act of 1974 to extend the authority of the Secretary to direct the Government National Mortgage Association to purchase mortgages and securities. Amends the Housing Act of 1959 to limit the amount of loans the Secretary may make for the provision of housing for elderly or handicapped families in fiscal year 1982. Amends the Housing and Urban Development Act of 1970 to authorize appropriations for research for the Department of Housing and Urban Development in fiscal year 1982. Amends the National Housing Act to increase the amount of funds authorized to be appropriated to cover losses sustained by the General Insurance Fund. Amends the Federal National Mortgage Association Charter Act to: (1) increase, on October 1, 1981, the limitation on the total amount of commitments authorized for the Government National Mortgage Association; and (2) to limit the aggregate principal amount of mortgages that the Association may purchase and the amount of securities issued by the Federal National Mortgage Association that the Association may guarantee during fiscal year 1982. Amends the Housing and Community Development Act of 1975 to direct the President to appoint two of the members of the Board of Directors of the National Institute of Building Sciences selected each year, and to extend the authorization for the Institute through fiscal year 1987. Amends the Energy Conservation in Existing Buildings Act of 1976 to authorize appropriations for the weatherization program for fiscal year 1982. Title IV: Flood, Crime, and Riot Insurance - Amends the National Flood Insurance Act of 1968 to extend the national flood insurance program until September 30, 1983, and to authorize appropriations for various insurance studies during fiscal year 1982. Amends the National Housing Act to extend: (1) the Secretary's powers to enter into contracts with respect to the Federal riot reinsurance program and the Federal crime insurance program until September 30, 1983; and (2) the deadline for submitting a plan for the liquidation of such programs to Congress until September 30, 1986. Title V: Rural Housing - Amends the Housing Act of 1949 to authorize appropriations for fiscal year 1982 to the Secretary of Agriculture: (1) to insure and guarantee loans for rural housing, with certain restrictions; (2) to make loans and grants for improvements of rural housing; (3) to provide financial assistance for the provision of low- rent housing for domestic farm labor; (4) to make grants or contract for the development of programs to assist low-income persons in benefiting from housing programs in rural areas; and (5) to insure loans to provide rental housing for persons of moderate income in rural areas. Terminates use of the Rural Housing Insurance Fund for certain rural housing loans as of October 1, 1981. Authorizes the Secretary of Agriculture to enter into contracts to provide: (1) interest credit payments with respect to such loans made during fiscal year 1982; (2) additional assistance payments to low income persons who are unable to afford dwellings with such interest credit payments; and (3) rental assistance payments. Authorizes appropriations for such payments in fiscal year 1982 with annual and aggregate limitations. Authorizes fiscal year 1982 appropriations for: (1) programs of mutual and self-help housing in rural areas; and (2) the Self-Help Housing Land Development Fund.

Expresses the sense of the House of Representatives that the: (1) U.S. representative to the World Health Assembly should vote for the International Code of Marketing of Breastmilk Substitutes; (2) American infant formula industry should abide by such code; (3) President should encourage other governments to call upon their infant formula industries to comply with this code; and (4) President should cooperate with governments of developing countries to develop health standards and programs to implement this code.

New England Regional Power Planning and Distribution Act of 1981 - Title I: Establishment of Authority - Establishes within the Department of Energy a New England Regional Power Planning Authority. Requires the Regional Authority to report annually to Congress on its operations. Title II: Regional Planning - Directs the Regional Authority to prepare, adopt, and publish a regional energy service plan for the New England Region (Maine, New Hampshire, Vermont, Massachusetts, Rhode Island, and Connecticut) which shall include: (1) an energy power demand forecast for the Region; (2) a forecast of the additional power resources necessary to meet the projected demand; (3) a system for determining priorities among the alternative resources available to meet the projected demand; (4) an analysis of the reserve and reliability requirements affecting electric power use and availability in the Region; and (5) rate guidelines for the sale of power by the Regional Authority. Requires that public hearings be held in each affected State within the Region before the adoption of or any subsequent amendment to such plan. Title III: Purchase and Sale of Gas or Electric Power - Authorizes the Regional Authority to purchase for resale gas or electric power generated from imported hydroelectric facilities located in Canada or from utilities or power authorities in the United States. Authorizes the Regional Authority to enter into long-term contracts to purchase power from new hydroelectric capacity in Canada and make funds available to assist in the construction of such facilities. Requires the adoption of both the regional energy service plan and a treaty between the United States and Canada with respect to the purchase by the Regional Authority of gas or electric energy generated in Canada before the Regional Authority can acquire such power. Authorizes the Regional Authority to sell such power to electric utilities for resale within the Region. Directs the Regional Authority to establish and revise rates for the sale of such power. Makes such rates effective only upon approval by the Federal Energy Regulatory Commission based on findings that such rates will cover specified expenses. Requires public notice of and public hearings on proposed rates. Title IV: Financing Authority - Establishes in the U.S. Treasury a New England Power Fund, and authorizes the Regional Authority to issue and sell to the Secretary of the Treasury bonds to cover the financial needs of the Regional Authority. Title V: General Provisions - Declares that nothing in this Act shall preempt State or local authority with respect to electric energy generation, the purchase or sale of electric energy, or electric utilities. Requires complete accounts of all operations of the Regional Authority.

Amends the Internal Revenue Code to provide that bonds issued by a volunteer fire department to finance the acquisition, construction, reconstruction, or improvement of firefighting property shall be treated as obligations of a local government and the interest on such bonds shall be excluded from gross income. Provides that a volunteer fire department qualifies for such tax treatment of its bonds if it: (1) is organized and operated to provide firefighting services in an area which does not have any other firefighting services; (2) is required by a local government to furnish firefighting services; (3) receives over half of its funding from local government; and (4) makes no charge for its services.

Reformulates the reimbursement by the Administrator of Veterans' Affairs to a State for the cost incurred in providing medical facility care in State homes to veterans eligible for such care in Veterans' Administration facilities. Establishes the per diem rate of payment at 30 percent of the average cost of such care at a Veterans' Administration facility, not to exceed 50 percent of the cost of such care in the State home.

Calls upon the President to: (1) demand that El Salvador thoroughly investigate the December, 1980, murders of four U.S. missionaries; (2) instruct, in light of allegations that Salvadorans residing in the United States were involved in those murders, the Federal Bureau of Investigation to assume a more directive role in the investigation and employ all other available U.S. resources in that investigation; (3) report on the investigation to the Speaker of the House of Representatives on at least a biweekly basis; (4) demand that El Salvador begin investigating the murders of two U.S. labor representatives, and the disappearance of a U.S. journalist; and (5) warn El Salvador that, if these investigations are not satisfactorily resolved, the United States will consider terminating U.S. assistance to El Salvador.

Amends the National Consumer Cooperative Bank Act to extend the authorization of appropriations for the National Consumer Cooperative Bank. Limits the aggregate amount authorized to be appropriated to such Bank for the fiscal year beginning October 1, 1981, to not more than $8,700,000.

Federal Financing Bank Act Amendments of 1981 - Amends the Federal Financing Bank Act of 1973 to include the receipts and disbursements of the Bank in the discharge of its functions in the totals of the budget of the United States Government. Authorizes such Bank, to the extent as may be provided in advance in appropriations Acts, to make commitments to purchase and sell, and to purchase and sell, any obligation which is issued, sold, or guaranteed by a Federal agency. Directs the Bank to make commitments to purchase, and to purchase, any obligation offered to it: (1) which is guaranteed by a Federal agency; (2) which has not previously been issued or sold to any person or governmental entity; and (3) in any case in which the guarantee with respect to such obligation would cease to be effective if such obligation were held by any person or governmental entity (other than such agency or the Bank). Permits any Federal agency, to the extent as may be provided in advance in appropriations Acts, which is authorized to issue, sell, or guarantee any obligation to issue or sell such obligation directly to the Bank. Subjects any guarantee by a Federal agency of an obligation to the condition that if such obligation is held by any person or governmental entity, other than such agency or the Bank, such guarantee shall thereafter cease to be effective, except in the case of any obligation which: (1) the Secretary of the Treasury determines is of a type which is not ordinarily brought and sold in the same markets as investment securities; or (2) which is issued or sold by the Bank.
