Establishes a Commission on Employment Discrimination in the Legislative Branch. Directs the Commission to: (1) employ a nongovernmental consultant to study the compensation paid to Library of Congress personnel and analyze personnel policies of the Library; (2) evaluate the compensation system of the Library for compliance with title VII of the Civil Rights Act of 1964 and make any recommendations needed to achieve compliance; (3) develop a plan for the application of title VII through the legislative branch; and (4) make recommendations to Congress for improvement of personnel policies and practices in the legislative branch. Directs the Commission to submit a final report to Congress 18 months after enactment of this Act. Terminates the Commission 30 days after submission of the final report.

Copyright Royalty Tribunal and Cable Television Reform Act of 1984 - Title I: Copyright Royalty Tribunal - Amends the copyright law to reduce the membership on the Copyright Royalty Tribunal from five to three commissioners. Requires the Tribunal to appoint a general counsel and chief economist. States that review of Tribunal decisions by the U.S. Court of Appeals remains unaffected by the creation of the Tribunal in the legislative branch. Requires the Tribunal, in adjusting copyright royalty rates for the carriage of television broadcast signals by cable systems, to also consider: (1) the extent to which television broadcast stations compensate copyright owners for the secondary transmission of their signals by cable systems located outside their respective local service areas; (2) the extent to which the value of additional distant signals decreases as such signals are carried by the systems; (3) the impact of the rates on cable subscribers as to the availability and cost of receiving copyrighted materials; and (4) the impact of the rates on competition with television broadcast stations. Title II: Cable Television - Excludes from a specified adjustment in royalty rates the first two distant independent television broadcast signals carried by any cable system. Revises the royalty computation formula for secondary transmissions by a cable system to redefine gross receipts based upon the type of service offered.

Agricultural Patent Reform Act of 1984

Agricultural Patent Reform Act of 1984 - Amends the patent laws to extend the terms of patents which encompass specified products or methods for using a product, including methods of manufacturing which primarily use recombinant DNA technology, any of which are subject to certain nonpatent regulatory review periods. Sets forth the terms and conditions of such extension, including a five year limitation on the extension and a 25 year maximum patent term from the earliest filing. Directs the Commissioner of Patents to notify the appropriate Federal agency upon receipt from a product sponsor of a notice of extension. Requires the notified agency to determine the applicable regulatory review period and whether, within that period, the sponsor acted with due diligence. Provides for notice and informal hearings for persons interested in such determinations. Grants a product sponsor the opportunity to designate any data submitted during the regulatory review period as a trade secret or confidential. Directs the Commissioner, upon a final determination of the applicable regulatory review period, to issue to the owner of record of a patent a certificate of extension stating the fact and length of the extension and identifying the product and the use and the claim to which such extension is applicable. Makes such certificate a part of the original patent. Limits the application of such patent term extension to patents for: (1) any new animal drug or antibiotic subject to regulation under the Federal Food, Drug, and Cosmetic Act; (2) any veterinary biological product subject to regulation under the Virus-Serum-Toxin Act; (3) any pesticide subject to regulation under the Federal Insectide, Fungicide, and Rodenticide Act; and (4) any chemical substance or mixture subject to regulation under the Toxic Substances Control Act.

Sets forth a formula for determining the amount of lamb meat that may be entered into the United States for such time periods. Requires the Secretary to certify such limits to the Secretary of the Treasury. Directs the Secretary of the Treasury to issue regulations to ensure, to the extent practicable, that the country of origin of lamb meat subject to this Act is indicated to consumers who purchase such lamb meat at retail prices.

Requires the Commission to: (1) identify problems which may hinder the control and reduction of Federal budget deficits; and (2) analyze all potential options which would result in deficit reductions and place the Government on a sound financial basis. Requires the Commission to report to the President and Congress by January 15, 1985, detailed findings, conclusions, and recommendations for such legislation and administrative actions as it considers appropriate. Terminates the Commission 30 days after submission of such report.

Limits the cost of each such project. Provides for the paying for such projects.

Law Enforcement Officers Protection Act of 1984 - Amends the Federal criminal code to define "armor piercing ammunition." Excludes from the definition: (1) shot gun shot required by Federal or State regulations for hunting; (2) frangible projectiles for target shooting; and (3) projectiles that the Secretary of Treasury determines are primarily intended for sporting purposes. Makes it unlawful for any person to manufacture or import armor piercing ammunition. Allows for: (1) the manufacture or importation of armor piercing ammunition for the use of the United States or any State or local government; and (2) manufacture for the sole purpose of exportation. Establishes a licensing fee of $1,000 per year for manufacturers and importers of armor piercing ammunition. Imposes an additional mandatory sentence of not less than five years for any person who uses or carries a firearm and is in possession of armor piercing ammunition during the commission of a violent felony. Provides that such sentence shall not be suspended nor probation nor parole granted.

Amends the Consolidated Farm and Rural Development Act to require the Secretary of Agriculture to guarantee certain lending institution-held farm loans. Provides, with regard to such program, for: (1) Federal guarantees of 90 percent of between 80 and 90 percent of the original obligation, with such ten to 20 percent debt obligation transferred to the Federal Government in exchange for the guarantee; (2) extended loans of up to 20 years; (3) county committee applicant certification; (4) lender interest rates not in excess of three percent plus the existing local Federal Reserve bank discount rate; (5) limited additional borrower debt; (6) discretionary three-year principal or interest deferrals owed to the Secretary; and (7) individual debt limits. Directs the Secretary to: (1) conduct a feasibility study for a Federal program to reduce farmland foreclosure sales through multiparty agreements with lenders and borrowers to transfer or adjust the terms of such loans; and (2) report to Congress within one year.

Limits subsidies to interest payable during 1985. Directs the Secretary to lease farmland that lenders have acquired through foreclosure or abandonment if such leasing is necessary to protect farmland values, reduce surplus production, and promote conservation. Prohibits the Secretary from selling farmland it holds in States where farmland values have decreased. Permits the Secretary to lease back such farmland on a crop share basis to the original owner with an option to buy when values stabilize. Directs the Secretary, upon request by a qualified lender, to guarantee 90 percent of the unpaid balance of qualified loans in agricultural communities that are experiencing severe economic stress.

Sunshine Resolution of 1984 - Amends Rule XXVIII of the Rules of the House of Representatives to provide that, after the approval of any matter, House conferees shall be entitled to three days in which to file supplemental, minority, or additional views. Establishes Rule LI which requires the Speaker of the House to provide for printing of the floor schedule in the Congressional Record at least two legislative days in advance. Amends Rule XXVII to require the printing in the Record of the names of Members who have signed, or withdrawn a signature to, a motion to discharge a committee from consideration of a bill or resolution, whenever 100 Members have signed such a motion. Amends Rule I to require the broadcasting system to include frequent, wide-angle visual coverage of the chamber when the House is in session. Amends Rule X to provide for the compilation of an oversight agenda resolution. Requires the House to complete action on such resolution within 100 days after the Congress convenes. Amends Rule XI to prohibit proxy voting in committees. Establishes Rule LII which requires the body of the Congressional Record for the House to contain an accurate and verbatim account of remarks actually delivered on the floor. Limits extension and revision of remarks delivered on the floor to the correction of grammatical and typographical errors. Authorizes Members, by unanimous consent, to make insertions of remarks not actually delivered on the floor and requires such insertions to be clearly distinguished from verbatim remarks. Amends Rule X to require committee ratios to reflect the majority to minority party ratio in the House.

Provides that contracts for services to implement and enforce cooperative plans for military reservations may be made only with Federal and State agencies having responsibility for fish or wildlife conservation or management. Requires that the commanding officers of military reservations ensure that implementation and enforcement services for such plans are provided by Department of Defense personnel with professional training in those services. Revises the requirements for the distribution of profits from the sale of lands or logs from a military installation or facility.

Youth Employment Opportunity Wage Act of 1984 - Amends the Fair Labor Standards Act of 1938 to authorize employers to pay employees under 20 years of age 75 percent of the minimum wage rate between May and September of each year. Exempts such employees from special certificate requirements. Restricts such authorization to: (1) hours worked by eligible employees in compliance with applicable child labor laws; and (2) youth employed after May 1 of each year. Prohibits the removal of employees ineligible for the subminimum wage rate in order to replace them with employees who are eligible. Makes technical and conforming amendments to the Job Training Partnership Act. Terminates the minimum wage rate exception after September 30, 1987. Directs the Secretary of Labor to monitor the implementation of this Act and to report to the Congress concerning the employment effects of this Act.

Title IV: Effective Date - Sets forth the effective date for the provisions of this Act.
