Balanced Monetary Policy and Price Stability Act of 1982 - Amends the Federal Reserve Act to require the Board of Governors and the Federal Open Market Committee of the Federal Reserve System to establish monthly ranges of targets for short-term interest rates, consistent with historical levels of real interest rates, sustained economic growth, stable prices, and stable foreign exchange rates. Declares that if such objectives cannot be achieved simultaneously, the object of stable prices, as measured by an index of current prices, shall take precedence. Requires yearly targets for the growth or diminution of money and credit aggregates to also be established. Requires the Board and the Federal Open Market Committee to take necessary actions to assure that the targets for monetary and credit aggregates are achieved on an annual basis and short-term interest rates are achieved on a monthly basis. Requires a written report to specified congressional committees if such targets cannot or should not be achieved because of unfavorable economic conditions. Requires the Board of Governors to transmit specified information to Congress biannually. Requires the Board to announce publicly changes in objectives and plans at the time those changes are determined. Directs the Secretary of the Treasury to instruct the United States excutive director of the International Monetary Fund to request a conference of the Board of Governors of the International Monetary Fund for the purpose of considering reforms of the international monetary system which would promote price stability, financial confidence, and expanded world trade.

Criminal Justice Reform Act of 1982 - Title I: Offenders with Mental Disease or Defect - Insanity Defense Reform Act of 1982 - Amends the Federal criminal code to make it a defense to a Federal prosecution that at the time of the offense the defendant, as a result of mental disease or defect, lacked the state of mind required as an element of the offense charged. Requires the court to hold a hearing to determine the present mental condition of the defendant. Directs the court to commit such person to the custody of the Attorney General upon a finding by a preponderance of the evidence that the person is presently suffering from a mental disease or defect, rendering him mentally incompetent. Directs the Attorney General to hospitalize such person in a suitable facility. Provides that when the defendant has recovered and is able to understand the nature and consequences of the proceedings against him, the court will order his release and set a date for trial. Authorizes a special verdict of "not guilty only by reason of insanity" for any criminal defendant who raises the issue of insanity by notice as provided by Rule 12 of the Federal Rules of Criminal Procedure. Provides for the hospitalization of persons found not guilty only by reason of insanity, convicted persons, imprisoned persons, and persons due for release who are found to suffer from mental disease or defect. Allows for discharge when such person is found to have recovered. Requires reimprisonment of any such person for whom a term of prison sentence has not yet expired. Title II Application of the Exclusionary Rule - Exclusionary Rule Application Act of 1982 - Allows evidence obtained as a result of a search or seizure to be admissible if the search or seizure was undertaken in a reasonable good faith belief that it was in conformity with the fourth amendment to the Constitution. Title III: Federal Intervention in State Criminal Proceedings - Federal Intervention Reform Act of 1982 - Conditions consideration of a habeas corpus claim by a State prisoner on a showing of actual prejudice resulting from the Federal right violated and that : (1) state action precluded assertion of the right; (2) the Federal right did not previously exist; or (3) the factual basis of the claim could not have been discovered by reasonable diligence. Establishes a one-year statute of limitations for habeas corpus actions brought by State prisoners. Vests authority to issue certificates for probable cause for appeal of habeas corpus orders exclusively in the courts of appeals. Permits denial on the merits of habeas corpus writs notwithstanding the failure to exhaust State remedies. Prohibits the granting of a habeas corpus writ with respect to any claim which has been fully and fairly adjudicated in State proceedings.

Amends the Foreign Assistance Act of 1961 to require that no less than 40 percent of the funds available for development assistance in FY 1983 and 50 percent of such funds available in FY 1984 be used to directly benefit those living in absolute poverty. Specifies that research expenditures shall not constitute the major part of facilities, goods, and services provided with such funds.

Firearms Ownership Rights Act of 1982 - Title I: Findings and Purposes of this Act - Sets forth findings regarding the legislative history of the Gun Control Act of 1968 and Federal preemption of State and local firearms laws. Title II: Amendments to the Gun Control Act of 1968 - Amends the Gun Control Act of 1968 to declare that no provision shall be construed to preempt a State law on the same subject matter, unless there is a direct and positive conflict between the laws which cannot be reconciled. Declares that Congress does intend to preempt any local government law which prohibits or regulates the ownership or possession of firearms or ammunition, unless the local law is created by Federal or State law. Makes any local government which enacts a law conflicting with this Act ineligible to receive Federal funds for law enforcement.

Residential Mortgage Investment Act of 1982 - Permits employee benefit plans, as defined under this Act, to engage in any qualified mortgage transaction involving any qualified residential mortgage loan, provided transactions between all parties are at arm's length. Permits such plans to participate in any mortgage pool, provided such pool conforms to specified requirements with regard to permitted investments. Authorizes the Secretary of the Treasury to prescribe regulations to carry out this Act. Provides that this Act shall supersede any and all contrary provisions of State law, the Employee Retirement Income Security Act of 1974, and the Internal Revenue Code. Prohibits the imposition of Federal excise tax on a plan or pool that engages in a transaction described under this Act.

Expresses the support of the Congress for beginning strategic arms reductions talks. Urges the Soviet Union to join with the United States in concluding an equitable and verifiable agreement which freezes strategic nuclear forces at equal and substantially reduced levels. Reaffirms congressional support for the position that the United States should not enter into an arms agreement which provides for force levels inferior to those of the Soviet Union. Declares that the United States should propose practical measures to: (1) reduce the danger of accidental nuclear war; (2) prevent the use of nuclear weapons by third parties, including terrorists; and (3) halt the worldwide proliferation of nuclear weapons. Insists that any arms control agreement must be fully verifiable.

Fish Restoration Act of 1982 - Title I: Fish Restoration Program - Directs that Federal moneys apportioned to a coastal State for aid in fish restoration and management be equitably allocated by such a State between marine and fresh water fish projects, and that at least 40 percent be used for related construction and land acquisition. Amends the Federal Aid in Sport Fish Restoration Act to: (1) define the term "coastal State" for the purposes of such Act; (2) authorize appropriations in the amount equal to the revenue accruing from taxes relating to sport fishing equipment and certain recreational boats and boating equipment during FY 1983 and each fiscal year thereafter; (3) increase the percentage of the annual appropriation deducted for administrative expenses; (4) eliminate the notification by a State of intent to accept such apportionment funds requirement; (5) authorize the Secretary of the Interior to finance up to 75 percent of the costs of the acquisition of lands or interests therein and the construction of structures or facilities; and (6) permit each State to utilize up to ten percent of its apportionment for an aquatic resource education program. Title II: Tax on Sale of Sport Fishing Equipment and Certain Recreational Boats and Boating Equipment - Amends the Internal Revenue Code to impose a tax on the sale by the manufacturer, producer, or importer of any article of sport fishing equipment, recreational boats, and boating equipment.

Expresses the sense of Congress that legislation should be proposed and enacted to: (1) establish parity between the compensation of Government Printing Office (GPO) employees and the compensation of other Federal employees performing similar work; (2) fix the wages of GPO employees in accordance with the prevailing wage rate system applicable to executive branch employees; and (3) strengthen the Public Printer's ability to manage without infringing on the oversight responsibilities of the Joint Committee on Printing.

Amends titles II (Old Age, Survivors and Disability Insurance) and XVIII (Medicare) of the Social Security Act to prohibit the inclusion of the disbursements from the Federal Old-Age and Survivors Insurance Trust Fund, the Federal Disability Insurance Trust Fund, and the Federal Hospital Insurance Trust Fund and of the receipts from the old age, survivors and disability insurance taxes and the hospital insurance taxes on self-employment income, employees, and employers in the totals of the Federal budget. Exempts such disbursements and receipts from any general statutory limitation on Federal budget outlays.

Amends the Longshoremen's and Harbor Workers' Compensation Act to direct the Secretary of Labor, upon application of the Chairman of the Benefits Review Board, to designate up to four administrative law judges in the Department of Labor to temporarily serve on the Board. Revises procedures for adjudicative actions by the Board.

Small Business Regulatory Relief Tax Act of 1982 - Delays until July 1, 1984, the effective date of Treasury regulations determining whether an interest in a corporation is to be treated as stock or indebtedness. Directs the Comptroller General to study and report to Congress on the impact of such regulations on small business.

Expresses the sense of the Congress that: (1) the President should direct the appropriate agencies to pursue vigorously and conclude promptly the countervailing duty and antidumping investigations being conducted under the Tariff Act of 1930 and the Trade Act of 1974 concerning foreign trade practices involving carbon steel mill products and specialty steel mill products; and (2) the Congress should consider legislation to strengthen U.S. trade laws if necessary.

Amends the Small Business Act to require that Small Business Administration (SBA) loans be made on the following priority basis: (1) where the use of the loan will result in the creation of multiple employment opportunities in any labor surplus area; (2) where the proceeds of the SBA's share of the loan will be used to purchase, construct, or rehabilitate buildings or to purchase machinery or equipment to be located in any labor surplus area; and (3) other cases. Specifies the maximum amount of the SBA's share of any such loan. Eliminates authorizations for FY 1983 and 1984 for: (1) SBA loans to small businesses located in areas with high unemployment and low incomes or owned by low-income individuals; and (2) SBA loans to small businesses engaged in the design, manufacture, or sale of energy measures.

Expresses the sense of the Congress that the President should encourage: (1) Indonesia to allow appropriate international relief agencies increased access to East Timor; (2) the appropriate international agencies, Indonesia, Portugal, and Australia to facilitate the reunification of families separated because of developments in East Timor; (3) Indonesia to allow journalists and human rights organizations free access to East Timor; and (4) Indonesia to agree to negotiations through which Indonesian troops will be withdrawn from East Timor and the people of East Timor will be allowed to exercise their right of self-determination.

Declares that the United States should propose to the Soviet Union: (1) a long-term, mutual, and verifiable nuclear forces freeze at equal and sharply reduced levels of forces; and (2) practical measures to reduce the danger of an accidental nuclear war and to prevent the use of nuclear weapons by third parties. States that the United States and the Soviet Union should channel their resources away from nuclear armaments and towards fighting poverty, hunger, and disease. Declares that the United States should continue to work for balanced arms reductions.

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to prohibit entitlement to title II benefits in the case of an individual who is not a U. S. citizen or national if such individual: (1) is not a permanent resident of the United States; or (2) is outside the United States. Prohibits the payment of title II benefits to any dependent or survivor of such an individual on the basis of such individual's wages and self-employment income. Makes such prohibition inapplicable if the benefit involved is payable to such an individual as the dependent or survivor of: (1) a U. S. citizen or national; (2) a permanent resident of the United States; or (3) a U. S. citizen or national residing outside the United States if the relationship required for such individual's entitlement already existed at the time such national or citizen reached age 50. Authorizes the payment of title II benefits to an individual who is not entitled to benefits pursuant to this Act until the total amount of such benefits equals the total amount of any taxes paid on the wages and self-employment income on which the benefits are based.

Amends the Mineral Lands Leasing Act to repeal provisions: (1) prohibiting the issuance of a lease to any entity which has held a coal lease for at least ten years and is not producing coal in commercial quantities under such lease; and (2) requiring diligent development of a logical mining unit such that the coal reserves of the entire unit must be mined within a period not to exceed 40 years. Provides that the Secretary of the Interior will not require the payment of advance royalties for failure to meet the production requirement unless the Secretary determines that the public interest will not be served thereby. (Current law authorizes the Secretary to suspend such requirement if the Secretary determines that it will serve the public interest.) Directs the Secretary of the Interior to exempt coking coal from the requirements of diligent development and continued operation. States that such exemption shall be applicable upon a showing that coking coal deposits are dedicated to the support of steelmaking facilities.

Family Housing Production Act of 1982 - Requires the Secretary of Housing and Urban Development, through the Government National Mortgage Association, to enter into five-year contracts to provide periodic assistance payments on behalf of homeowners to mortgagees and other lenders. Directs the Secretary to give priority to assisting persons who have not owned a home within the last three years. Permits payments to be made only to a mortgagor who satisfies requirements for creditworthiness and has a family income not exceeding 140 percent of the area median income and who: (1) is the original owner of a manufactured home the loan for which is incurred under the National Housing Act; or (2) has a fixed-rate 30-year mortgage which is secured by a home built after enactment of this Act, has no prepayment penalty, and requires increased payments beginning with the second year which shall be applied to the principal obligation until it is paid off. Limits the amount of assistance payments to the difference between the amount of the monthly payment for principal, interest, and loan insurance under the first year of the loan and the amount the monthly payment for principal and interest would be if the interest rate on the loan were: (1) ten percent (12 percent for a manufactured home); or (2) four percentage points less than the rate specified in the loan, whichever rate is higher. Requires that the mortgagor pay at least 25 percent of his or her income toward the monthly loan payment. Declares that manufactured homes shall comprise not more than 20 percent of the units assisted under this Act. Directs the Secretary to allocate the amount available to carry out this Act on the basis of the population, decline in housing starts, and unemployment rate in each State relative to all States. Directs the Secretary to recapture the lesser of the amount of assistance provided under this Act or an amount equal to 50 percent of the net appreciation of the property whenever the mortgagor sells the property or rents it for a period exceeding one year. Authorizes the Secretary to insure mortgages assisted under this Act.

Directs the Secretary of the Army, through the Chief of Engineers, to rehabilitate the Gallipolis Dam, Ohio and West Virginia, and to replace certain locks on the Ohio River. Directs the Chief of Engineers to mitigate fish and wildlife habitat losses resulting from such construction by purchasing, at Federal expense, specified land. Authorizes the Secretary to transfer such land to the State of West Virginia for operation and maintenance. Requires the Chief of Engineers to submit a final environmental impact statement to Congress prior to initiating such construction. Provides for veto of such impact statement by concurrent resolution of Congress within 60 days. Exempts such impact statement and actions to carry out such project from judicial review except as specified. Sets forth procedures for such expedited judicial review. Declares that no action shall be brought in any U.S. court to enjoin construction authorized by this Act unless the petitioner furnishes a reasonable and proper bond. Authorizes appropriations. Authorizes the Chief of Engineers, pending appropriation of such sums, to allot, from existing Army Department civil works appropriations, such sums as are necessary for immediate prosecution of the improvements ordered herein.

Amends rule VIII of the Rules of the House of Representatives to require a recorded vote on final passage of legislation that adjusts the pay of Members, affects limitations on outside earned income, or provides tax credits or deductions for Members as a separate or distinct class. Excludes adjustments made pursuant to the Legislative Reorganization Act from such requirement. Makes it out of order in the House to consider any bill or resolution subject to such amended rule unless: (1) it is comprised solely of the items affecting the pay or benefits of Members; and (2) it takes effect at the beginning of the subsequent Congress.
