Further, the bill permits states to reduce the frequency with which retired law enforcement officers must meet certain qualification standards.

The bill additionally specifies that insurers are not required to include a particular renal dialysis provider or a particular number of such providers as part of their networks.

Law-Enforcement Innovate to De-Escalate Act This bill removes less-than-lethal projectile devices (e.g., certain TASERs) from regulation under the Gun Control Act. The term less-than-lethal projectile device means a device that (1) is not designed or intended to expel (and may not be readily converted to discharge) commonly used ammunition or projectiles exceeding a velocity of 500 feet per second; (2) is designed and intended to be used in a manner not likely to cause death or serious bodily injury; and (3) does not accept (and cannot be readily modified to accept) an ammunition feeding device. The bill also requires the Bureau of Alcohol, Tobacco, Firearms and Explosives to determine whether a device satisfies the definition of a less-than-lethal projectile device within 90 days of a request.

Protecting Our Nation's Capital Emergency Act of 2025 This bill rescinds certain changes that were made in 2023 to District of Columbia (DC) law governing discipline of Metropolitan Police Department (MPD) officers. First, the bill reinstates a 90-day statute of limitations (i.e., time limit) for initiating a corrective or adverse action against any MPD officer or civilian employee. The bill also allows officer disciplinary matters to be negotiated as part of a collective bargaining agreement.  Next, the bill eliminates the MPD police chief's authority to increase the police trial board's recommended penalty for officer misconduct. Finally, the bill eliminates a requirement that MPD publish a schedule online of disciplinary hearings for which the proposed action is termination, including the date, time, and underlying allegations.

Metastatic Breast Cancer Access to Care Act This bill expedites payment of Social Security Disability Insurance (SSDI) benefits and eligibility for Medicare coverage for those with metastatic breast cancer (i.e., breast cancer that has spread to other sites in the body). Specifically, the bill eliminates the 5-month waiting period for SSDI benefits and the subsequent 24-month waiting period for Medicare coverage for individuals with metastatic breast cancer. Under current law, individuals generally must wait 5 months after the onset of disability to begin receiving SSDI benefits and an additional 24 months to become eligible for Medicare.

The sale of all coins issued under this bill must include a surcharge to be paid to the National September 11 Memorial and Museum at the World Trade Center to support operations and maintenance. However, if the issuance of this commemorative coin exceeds certain annual limits, no surcharge may be included.

ESA Amendments Act of 2025

ESA Amendments Act of 2025 This bill reauthorizes through FY2031 the Endangered Species Act and generally narrows protections provided under the act. The bill directs the Fish and Wildlife Service and the National Marine Fisheries Service to submit a National Listing Work Plan that establishes a five-year schedule and plan for addressing listing of endangered or threatened species and designation of critical habitats for such species. Under the plan, the bill gives the Services flexibility on the timing of acting on listing petitions and eliminates the requirement for the Services to act within 12 months on listing petitions. The bill limits what land may be designated as critical habitat for an endangered or threatened species.  It also limits protections provided to threatened species and allows a state to regulate the recovery of such species if the Services determine the state's proposed recovery strategy would conserve the species. The bill provides statutory authority for Conservation Benefit Agreements, which allow private landowners to voluntarily enter agreements to reduce threats to candidate species in exchange for being allowed to continue their operations if the species is later listed.  The bill also modifies the permitting process for certain other voluntary conservation agreements, including by exempting incidental take permits (e.g., permits to harm or kill a species) from environmental review requirements. The bill also makes a variety of other changes to the act, including limiting consultation requirements, judicial review, and awards for attorneys’ fees in certain cases.

Specifically, the bill provides FY2025 continuing appropriations for the pay and allowances of (1) members of the Armed Forces, including reserve components, who perform active service during the period; and (2) civilian personnel and contractors of the Department of Defense (and the Department of Homeland Security in the case of the Coast Guard) who are providing support to such members of the Armed Forces. If a government shutdown occurs, the bill provides the continuing appropriations until the earlier of (1) the enactment into law of specified appropriations legislation, or (2) January 1, 2026.

Specifically, the bill does the following: increases from 10 to 20 years the maximum prison term, and creates a 3- or 5-year mandatory minimum prison term for an offense that occurs during the commission of a burglary or robbery. An attempt to commit an offense is subject to the same penalties as a substantive offense.

Grown in America Act of 2025 This bill establishes a new tax credit (as part of the general business tax credit) for domestically produced agriculture. Specifically, the bill allows a tax credit for the lesser of (1) 25% of domestically produced agricultural commodity expenses multiplied by the ratio of such expenses to total agricultural commodity expenses (excluding expenses for agricultural commodities that cannot feasibly be produced domestically), or (1) $100 million. (Conditions apply). To qualify for the tax credit, a business’s average expenses (over three years) for domestically produced agricultural commodities must exceed a certain percentage of total agricultural commodity expenses (excluding expenses for agricultural commodities that cannot feasibly be produced domestically). The required percentage is 50% for 2026 and increases by 5% each year until it reaches 85% for tax years beginning after 2033. Under the bill, agricultural commodities include horticultural, viticultural, and dairy products; livestock and livestock products (excluding live animals); poultry and bee raising products; and farm-raised fish products. In addition, the general business tax credit limit based on a business’s tax liability is calculated separately for the domestically produced agriculture tax credit, and the credit is generally limited to 50% of a business’s net regular tax liability. Finally, domestically produced agriculture tax credit amounts in excess of such limitation may be carried forward for 10 years (rather than the 20 years allowed for other business tax credits).

Truck Parking Safety Improvement Act This bill directs the Department of Transportation (DOT) to provide competitive grants for projects that provide public parking for commercial motor vehicles and improve the safety of commercial motor vehicle drivers. States, metropolitan planning organizations, tribal governments, and local governments are eligible for these grants. The grants must be used for projects on federal-aid highways or a facility with reasonable access to such a highway or a freight facility. A grant recipient may not charge a fee to a commercial motor vehicle driver to access a public parking facility that is constructed, opened, maintained, or improved with a grant under this program. In providing grants, DOT must determine that there is a shortage of commercial motor vehicle parking capacity in the project's corridor; the eligible entity has consulted motor carriers, commercial motor vehicle drivers, public safety officials, and private providers of commercial motor vehicle parking regarding the project; the project will likely increase the availability or utilization of commercial motor vehicle parking, facilitate the efficient movement of freight, or improve highway safety, traffic congestion, and air quality; and the eligible entity has demonstrated the ability to provide for the facility's maintenance and operation. To the maximum extent practicable, DOT must select grant projects that maximize the geographic dispersion of new commercial motor vehicle parking capacity across the United States.

Leveling the Playing Field 2.0 Act This bill addresses unfair trade practices by making various changes to U.S. antidumping and countervailing duty laws. Antidumping laws provide relief to U.S industries and workers that are materially injured or threatened with injury due to imports of like products sold in the U.S. market at less than fair value, while countervailing duty laws provide such relief from imports of products subsidized by a foreign government or public entity. Specifically, the bill establishes a process for successive antidumping and countervailing duty investigations. Successive investigations may be concurrent (an ongoing investigation of the same product) or recently completed (not more than two years before the date of the initiation of the successive investigation). Further, the bill establishes a timeline for the Department of Commerce to issue determinations in successive investigations. Among other provisions, the bill authorizes Commerce to apply countervailing duty law to subsidies provided by a foreign government or public entity to a company operating in a different country, use another method for calculating the cost of production in specific circumstances, and require importers to certify that the imported merchandise is not subject to an antidumping or countervailing duty order. Additionally, the bill statutorily establishes procedures for Commerce to conduct circumvention inquiries, including by specifying the deadlines for preliminary and final determinations. The bill also provides statutory authority for Commerce to investigate currency undervaluation as a countervailable subsidy.

Charlotte Woodward Organ Transplant Discrimination Prevention Act This bill expressly prohibits health care providers and other entities involved in matching donated organs with recipients from denying or restricting an individual's access to organ transplants solely on the basis of the individual's disability, except in limited circumstances. Specifically, these entities may consider an individual's disability when making decisions about transplants only if a physician finds, based on an individualized evaluation, that the individual's physical or mental disability is medically significant to the provision of the transplant. A disability shall not be considered medically significant if the individual has an adequate support system in place to comply with transplant-related medical requirements. These entities must also make reasonable changes to their policies to make transplants and related care more available to individuals with disabilities. Aggrieved individuals may bring claims of discrimination to the Office of Civil Rights of the Department of Health and Human Services. The bill provides for expedited resolutions of these claims. In addition, the board of directors of the Organ Procurement and Transplantation Network may not issue policies that prohibit or hinder access to an organ transplant based solely on the individual's disability. This network is a public-private partnership linking professionals involved in the U.S. organ donation and transplantation system.
