Vehicular Natural Gas Jurisdiction Act of 1990 - Declares that for purposes of the Natural Gas Act: (1) natural gas for ultimate use in a motor vehicle fuel (VNG) shall be deemed to be "ultimately consumed" within the State in which physical delivery of such VNG occurs, whether or not physical combustion occurs in another State; (2) in the case of a wholesale of VNG by the holder of a service area determination such holder shall be subject to the exclusive jurisdiction of the State commission in the State in which physical delivery of VNG occurs; and (3) in the case of VNG transportation by such holder, the VNG shall be deemed to be "consumed" within the State in which physical delivery occurs.

Plastic Recycling Assistance Act of 1990 - Directs the Administrator of the Environmental Protection Agency to require plastic containers manufactured or offered for sale in the United States to be coded to identify the principal plastic resin used in such containers. Establishes a symbol and numbers identifying specific types of resins, including degradable resins, for such codes. Prohibits States or political subdivisions from: (1) enforcing any law applicable to plastic coding unless requirements are the same as requirements under this Act; and (2) enforcing any ban on plastic containers coded in compliance with this Act. Prescribes civil and criminal penalties for violations of this Act. Requires the Administrator to study and report to the Congress on technology to facilitate the automated sorting of municipal solid waste from nonrecyclable wastes and to separate such wastes by type or category. Authorizes appropriations.

Between the Capes Competitive Revisions of 1990 - Declares that, subject to restrictions imposed by a State over vessels operating in State waters, only a documented vessel of the United States may operate as a gambling ship in the U.S. territorial sea.

United States Flag Cruise Ship Safety and Competitiveness Act of 1990 - Repeals The Gambling Ship Act (relating to gambling ships and, without reference to ships, transmission of wagering information). Declares that provisions of Federal law relating to the transportation of gambling devices do not apply to any vessel documented as a vessel of the United States.

Establishes the Bayou Cocodrie National Wildlife Refuge, Louisiana. Directs the Secretary of the Interior, acting through the United States Fish and Wildlife Service, to manage a sufficient amount of such Refuge woodlands as a continuous mature forest to benefit the species of passerine birds that occupy this type of habitat.

Directs the Secretary of Defense to conduct a comprehensive survey to determine the potential for reducing energy consumption at Department of Defense facilities through the use of energy-saving measures. Directs the Secretary to implement the survey results by the year 2000. Authorizes appropriations. Directs the Secretary to establish policies under which a military installation that achieves savings on energy costs may retain two-thirds of the savings realized during each of the first five years. Requires one half of any retained savings to be used for additional energy conservation measures and one-half for morale, welfare, or recreation facilities or for minor military construction projects that will enhance the quality of life for members at the installation involved. Directs the Secretary, in evaluating sealed bids or competitive proposals for a contract for an energy system for DOD, to take into account the manner in which the bidder or offeror carried out energy conservation measures in the performance of previous contracts. Directs the Secretary to require each military installation to participate in any programs conducted by publicly-regulated utility companies for the management of electricity demand or for energy conservation.

Establishes the Financial Services Crime Division within the Department of Justice (DOJ), to be headed by an Assistant Attorney General (AAG). Requires the AAG to be responsible for ensuring that all investigations and prosecutions are coordinated within DOJ to: (1) provide the greatest use of civil proceedings and forfeitures to attack the financial resources of those who have committed fraud or engaged in other criminal activity in or against the financial services industry; and (2) ensure that adequate resources are made available in connection with criminal investigations and prosecutions of fraud and other criminal activity in the industry. Establishes the position of Deputy Assistant Attorney General of the Division. Designates all field offices established by the Attorney General for purposes of this Act as the Financial Services Crime Division Strike Forces. Requires the Division to coordinate its activities with other Federal agencies in the investigation and prosecution of crime in the financial services industry. Requires semiannual Division reports to the Congress. Authorizes appropriations.

Korean War Veterans Memorial Thirty-Eighth Anniversary Commemorative Coin Act - Expresses the sense of the Congress that the United States should recognize the 38th anniversary of the Korean War by minting and issuing a silver dollar coin. Directs the Secretary of the Treasury to issue one-dollar silver coins to commemorate the 38th anniversary of the ending of the Korean War. Terminates such authority after December 31, 1991. Mandates that surcharges from the sale of such coins be used for the Korean War Veterans Memorial.

1992 Olympic Commemorative Coin Act - Directs the Secretary of the Treasury to issue 1992 Olympic Games commemorative five-dollar gold coins and one-dollar silver coins. Prescribes guidelines for the sale and pricing of such coins and directs the Secretary to ensure that their issuance will not result in any net cost to the United States. Mandates that surcharges be paid to the U.S. Olympic Committee.

Amends the Ports and Waterways Safety Act to require each pipeline facility under the navigable waters of the marine environment to maintain a specified minimum cover. Requires annual inspections by the owner or operator of each facility. Allows the Secretary of the department in which the Coast Guard is operating, through the Commandant of the Coast Guard, to conduct inspections to determine compliance with this Act. Authorizes the Secretary to establish fees in reasonable relation to U.S. expenses in carrying out this Act.

United Houma Nation Recognition Act - Extends Federal recognition and associated benefits to the United Houma Nation (the Tribe) of Louisiana. Provides for the Tribe to be governed by an interim government until the Secretary of the Interior conducts elections to adopt a constitution and elect tribal officials.

Emergency Food and Drug Enforcement Act of 1990 - Amends the Federal Food, Drug, and Cosmetic Act (FDCA) to direct the Secretary of Health and Human Services to debar an individual from submitting any application for approval of a new drug, or for a different or additional use of a previously approved drug, if the individual has been convicted of a Federal felony in connection with the development or approval of any drug. Prohibits the Secretary from taking any action on any application submitted by such an individual. Authorizes the Secretary to debar an individual and take no action on an application if the individual: (1) has been convicted of a Federal or State criminal offense in connection with the development or approval of a drug under such provisions, or involving bribery, fraud, or a similar crime, or obstruction of justice; (2) was named by a U.S. Attorney or a Federal grand jury as an unindicted coconspirator involving such an act; or (3) knowingly used the services of a debarred person. Provides for temporary denial of approval upon probable cause to believe that there has been an actual or attempted bribe or illegal gratuity, or that there has been a pattern of false statements, or a knowing and serious endangering of the public health or safety through multiple violations of the FDCA. Prohibits discrimination by an employer against any employee because the employee participated in the implementation of the debarment or temporary denial provisions of this Act. Requires drug approval applications to certify that the applicant did not and will not use the services of a debarred person in connection with the application. Sets forth civil monetary penalties for false statements, bribes, destruction, or alteration of evidence, obstruction, use of (or actions by) a debarred person, and other acts. Directs the Secretary to suspend for three years the distribution of drugs under any application of the person involved if the Secretary finds a pattern or practice of offenses or acts, for which this Act provides civil penalties, in connection with the development, approval, manufacturing, or distribution of two or more drugs. Prohibits such a finding if the person demonstrates that the offenses or acts did not influence the development, approval, manufacturing, or distribution. Allows the Secretary to waive the suspension if necessary to protect the public health. Directs the Secretary to withdraw approval if there are reasonable grounds to believe that the application was approved, expedited, or otherwise facilited, in whole or in part, through actual or attempted bribery, fraud, or false statement. Directs the Secretary of the Treasury: (1) to destroy any food, drugs, devices, or cosmetics being imported or offered for import if the article presents a threat to the public health; and (2) pending decision on the admission of an article, on request of the Secretary of Health and Human Services, refuse to authorize delivery of the article to the owner or consignee. Prohibits claims for payment for any samples collected, delivered, or examined. Requires manufacturers of low-acid foods for export to the United States, and importers of such foods, to register with the Secretary of Health and Human Services. Directs the Secretary to establish procedures for the registering of identifying marks used by food processing establishments producing such foods. Adds failure to register to the list of prohibited acts under the FDCA. Authorizes the Inspector General to investigate various matters involving the Food and Drug Administration, including allegations of employee misconduct; false or fraudulent materials or records; fraud, false claims, waste, or abuse; felony violations of the FDCA; and illegal sale under Federal law of a drug which is not a controlled substance. Includes agents of the Inspector General in the delineation of powers under the FDCA of enforcement personnel conducting examinations, investigations, or inspections. Removes the requirement that those examinations, investigations, or inspections relate to counterfeit drugs. Declares that provisions prohibiting the disclosure of trade secrets do not authorize the withholding of information from the Congress or its committees or subcommittees. Directs the Secretary to maintain for public inspection certain information concerning applications for drug approval, including the names of the persons conducting the chemistry and bioequivalence reviews.

Solar, Wind, and Geothermal Power Production Incentives Act of 1990 - Amends the Public Utility and Regulatory Policies Act of 1978 (PURPA) and the Federal Power Act to remove the size limitations placed upon solar, wind, and geothermal facilities eligible for PURPA regulatory benefits.

Satellite Viewers' Rights Act - Amends the Communications Act of 1934 to require providers of satellite-delivered television programming to: (1) make such programming available to home satellite users for private viewing; (2) establish reasonable and nondiscriminatory criteria for such programming when making it available through any other person for distribution so that non-cable distributors shall qualify to distribute such programming for private viewing by home satellite antenna users; and (3) establish prices, terms, and conditions for the wholesale distribution of satellite-delivered programming which do not discriminate in distribution to distributors for cable television subscribers and distributors to home satellite antenna users. Allows for the charging of different rates which are attributable to differences in cost, volume discounts, bona fide prior agreements, or to the transmission of network television programming by any person who encrypts such programming if such person is not engaged directly in retail distribution of programming to home satellite antenna users and is not affiliated with any cable television system operator. Allows persons affected by violations of this Act to bring an action in a U.S. district court or other appropriate court. Provides remedies and fines for violations of this Act.

Wetlands Restoration and Conservation Act - Authorizes States to adopt wetlands restoration and conservation programs and to require the issuance of permits for development activities in protected wetlands (other than habitable areas). Provides for the issuance of conservation credits to persons carrying out approved projects. Requires credits to be used for: (1) offsetting permit requirements and restrictions for wetlands activities; and (2) matching funds for grants issued under this Act. Makes persons who fail to carry out projects for which credits are issued subject to revocation of credits or to civil penalties. Provides for the expedited issuance of permits for wetlands conservation projects. Authorizes States to submit to the Secretary of the Army for approval programs for the creation, restoration, or protection of wetlands. Requires the Secretary to delegate authority for such programs to States if the programs are consistent with this Act. Sets forth program requirements. Amends the Internal Revenue Code to establish a Wetlands Protection Trust Fund to be used only for grants to States for wetlands conservation or restoration projects. Appropriates to the Fund five percent of all bonuses, rents, and royalties received in connection with leasing activities on the Outer Continental Shelf. Directs the Secretary to establish a grant program for States with approved wetlands restoration and conservation programs. Limits the Federal share of the cost of any activity carried out with a grant.
