National Baseball Hall of Fame Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half dollar coins in recognition of the National Baseball Hall of Fame during the one-year period beginning on January 1, 2015. Directs the Secretary to hold a competition to design the obverse of the coins. Requires the design on the reverse side to depict a baseball similar to those used by Major League Baseball. Requires all sales of such coins to include specified surcharges, which shall be paid by the Secretary to the National Baseball Hall of Fame to help finance its operations. Requires the budgetary effects of this Act to be determined by reference to the latest statement titled "Budgetary Effects of PAYGO Legislation" for this Act, provided that such statement has been submitted prior to the vote on passage.

Recognizes that National POW/MIA Recognition Day is one of the six days specified by law as a day on which the POW/MIA flag is to be flown over specified federal facilities and national cemeteries, military installations, and post offices. Extends the gratitude of the House of Representatives and the nation to those who have served the United States in captivity to hostile forces as prisoners of war. Recognizes and honors the more than 84,000 members of the Armed Forces who remain unaccounted for and their families. Recognizes the untiring efforts of national POW/MIA organizations in ensuring that America never forgets the contribution of the nation's prisoners of war and unaccounted for military personnel. Applauds the personnel of the Defense POW/Missing Personnel Office, the Joint POW/MIA Accounting Command, the Armed Forces Identification Laboratory, the Life Sciences Equipment Laboratory, and the military departments for continuing their mission of achieving the fullest possible accounting of all Americans unaccounted for as a result of the previous conflicts of the United States.

Veterans Benefits and Economic Welfare Improvement Act of 2010 - Directs the Secretary of Veterans Affairs (VA) and the Assistant Secretary of Labor for Veterans' Employment and Training to carry out a joint training program to provide eligible veterans with skills relevant to the job market. Makes eligible for such program any veteran who: (1) is not otherwise eligible for education or training services through the VA; (2) has not acquired a marketable skill since being separated or released from military service; (3) was discharged under honorable conditions; and (4) has been unemployed for at least 90 days during the 180-day period preceding program application, or, during such 180-day period, received a maximum hourly pay rate of not more than 150% of the federal minimum wage. Allows for payments to employers for the provision of apprenticeship or on-job training under such program. Allows a VA benefits claimant to waive any claim development period upon submission of a fully developed claim, and requires the Secretary to provide expeditious treatment of such a claim. Requires the Secretary to notify a claimant of a non-fully developed claim within 30 days after that determination. Extends the 120-day time limit for the filing of a notice of appeal of a final decision of the Board of Veterans' Appeals for such time as justice may require, upon a showing of good cause. Applies such extension retroactively to final Board decisions issued on or after July 24, 2008. Excludes from annual income, for purposes of eligibility for VA pension benefits for veterans and their surviving spouses and children: (1) reimbursements for expenses resulting from any accident, theft or loss, or casualty loss, or medical expenses or pain and suffering related to such accidents or losses; and (2) payments of up to $5,000 paid by a state or municipality as a veterans' benefit due to injury or disease. Extends through FY2015 VA authority to obtain veterans' income verification information from the Commissioner of Social Security or the Secretary of the Treasury. Directs the Secretary to establish the VetStar Award Program to recognize annually businesses for their contribution to veterans' employment. Increases from $1,000 to $2,000 the monthly pension for Medal of Honor recipients. Provides that, for purposes of VA laws and benefits, a person who is mentally incapacitated, deemed mentally incompetent, or experiencing an extended loss of consciousness shall not be considered adjudicated as a mental defective without the order or finding of a judge, magistrate, or other judicial authority of competent jurisdiction that such person is a danger to himself or herself or others.

Veterans' Traumatic Brain Injury Rehabilitative Services' Improvements Act of 2010 - Includes within a program of individualized rehabilitation and reintegration plans for veterans with traumatic brain injury (TBI): (1) the goal of maximizing the individual's independence and quality of life; and (2) improving such veterans' behavioral and mental health functioning. Requires the inclusion of rehabilitative services in a Department of Veterans Affairs (VA) comprehensive program of long-term care for veterans' TBI that has residential, community, and home-based components utilizing interdisciplinary treatment teams.

Appropriates additional FY2010 amounts to remain available until September 30, 2011, to: (1) U.S. Customs and Border Protection for salaries and expenses related to staffing on the Southwest Border of the United States, construction of up to two Border Patrol forward operating bases along the Southwest Border, and border security fencing, infrastructure, and technology along the Southwest border; (2) U.S. Immigration and Customs Enforcement for salaries and expenses for law enforcement activities along the Southwest Border; and (3) Federal Law Enforcement Training Center training for new U.S. Customs and Border Protection officers and Border Patrol agents. Appropriates additional FY2010 amounts to remain available until September 30, 2012, for acquisition and deployment of unmanned aircraft systems. Rescinds from unobligated balances certain funds for U.S. Customs and Border Protection, border security fencing, infrastructure, and technology. Appropriates additional FY2010 amounts to remain available until September 30, 2011, for Department of Justice (DOJ) law enforcement activities related to the Southwest Border. Appropriates additional FY2010 amounts to remain available until September 30, 2011, for courts of appeals, district courts, and other judicial services. States that funding shall be available for transfer between Judiciary accounts to meet increased workload requirements resulting from immigration and other law enforcement initiatives. Designates each amount made available under this Act as an emergency requirement and necessary to meet emergency needs. Increases, for the period beginning on the date of the enactment of this Act and ending on September 30, 2014: (1) the L visa (intracompany transfer) nonimmigrant application filing fee and fraud prevention and detection fee by $2,250 for applicants that employ 50 or more employees in the United States if more than 50% of the applicant's employees are L visa or H-1b visa (nonagricultural specialty worker) nonimmigrants; and (2) the H-1b visa application filing fee and fraud prevention and detection fee by $2,000 for applicants that employ 50 or more employees in the United States if more than 50% of the applicant's employees are H-1b or L visa nonimmigrants. Provides that during such period all amounts collected pursuant to such fee increases shall be deposited in the General Fund of the Treasury.

Javits-Wagner-O'Day Act of 2010 - Establishes as an independent federal entity the Committee for Purchase From People Who Are Blind or People With Other Significant Disabilities. (Effectively replacing the Committee for Purchase From People Who Are Blind or Severely Disabled.) Requires the Committee to establish and publish in the Federal Register a list of products and services suitable for federal government procurement which are provided by qualified nonprofit agencies for people who are blind or for people with other significant disabilities. Requires federal agencies to procure from such qualified nonprofit agencies, at a Committee-established price, products (except prison-made products) or services essentially the same as those on the procurement list. Requires the Committee to designate a tax-exempt central nonprofit agency or agencies for people who are blind and one or more for people with other significant disabilities, which shall evaluate their respective nonprofit agencies and recommend suitable products or services to add to the procurement list. Authorizes the Committee to conduct pilot or demonstration projects on methods to increase the use of: (1) such products or services by the federal government; as well as (2) people who are blind and people with other significant disabilities. Amends the Inspector General Act of 1978 to require the Committee Chairman to: (1) appoint an Inspector General for the Committee; and (2) establish a Panel on the Committee for Purchase From People Who Are Blind or People With Other Significant Disabilities. Establishes in the general fund of the Treasury in a separate account a Committee for Purchase Fund for the collection and deposit of fees from each central nonprofit agency. Repeals the Javits-Wagner-O'Day Act.

Post-9/11 Veterans Educational Assistance Improvements Act of 2010 - Revises provisions concerning the post-9/11 veterans' educational assistance program to, among other things: (1) revise definitions concerning eligibility, and include certain National Guard service as service qualifying for such assistance; (2) revise assistance amounts (including monthly stipends), and types of approved programs of education; (3) allow the pursuit of educational programs at institutions other than institutions of higher learning, including on-job training and apprenticeships, flight training, and correspondence courses; (4) provide an assistance amount for programs of education pursued while on active duty; (5) repeal the limit on the use of such assistance for the payment of only one licensing or certification test; (6) allow an individual entitled to supplemental educational assistance to transfer such entitlement to the post-9/11 program; (7) bar the duplication of benefits under other educational assistance programs; (8) increase the amount of the reporting fee paid by the Secretary of Veterans Affairs (VA) to an educational institution for providing information concerning an individual's enrollment in a program of education; (9) extend to certain National Guard and reserve personnel members eligibility to receive public-private contributions for additional educational assistance; (10) reauthorize through 2016 the Veterans' Advisory Committee on Education; and (11) revise cost-of-living adjustments under the Montgomery GI Bill educational assistance program. Provides an alternate subsistence allowance amount for veterans entitled to such allowance due to service-connected disabilities.

Veterans' Disability Claims Efficiency Act of 2010 - Allows the Secretary of Veterans Affairs (VA), in the case of a disability claim with multiple conditions, to assign an interim disability rating for the condition(s) that can be assigned without further development and to continue development of the remaining condition(s). Requires an interim disability rating to remain in effect unless the Secretary later assigns an increased rating for such condition. Prohibits the continuation of such rating if the rating was based on fraud or the condition improves. Directs the Secretary to establish a process for the rapid identification of initial claims for disability compensation that should, in adjudication, receive priority in the order of review. Requires the Secretary to identify whether claims have the potential of being adjudicated quickly, the claims qualify for priority treatment, and a temporary disability rating could be assigned for such claims. Authorizes the Secretary to provide priority based on the effect such priority would have on a claimant.

Small-Scale Hydropower Enhancement Act of 2010 - Waives certain restrictive Federal Power Act exemption qualifications for any proposed hydroelectric project that seeks to use a conduit in existence on the date of the enactment of this Act to generate power that does not exceed 1.5 megawatts. Directs the Secretary of the Interior to: (1) include structures that have less than 10 feet of head or would result in less than 1 megawatt of capacity as part of a certain study and report required under the Energy Policy Act of 2005; (2) consult with nonfederal and noncontracting interests in implementing this requirement; and (3) implement this requirement on a nonreimbursable basis.

FFSCC Act of 2010 - Authorizes the Comptroller of the Currency to provide for the organization, incorporation, examination, operation, regulation, and chartering of Federal Financial Services and Credit Companies (FFSCCs) to: (1) extend short-term and long-term credit; and (2) implement financial literacy programs. Imposes an annual fee upon FFSCCs payable to the Comptroller to offset the cost of implementing this Act. Directs the Comptroller to: (1) study rates and terms used in the extension of credit; and (2) develop a suite of FSCC financial products that will be fair to underbanked persons and economically viable for FFSCCs to offer.

Amends the Internal Revenue Code, with respect to the income tax exclusion for energy conservation subsidies, to define "subsidy" to include amounts received by a customer from a public utility to: (1) pay for electricity generated from an energy conservation measure under a net metering or net billing program; or (2) pay for renewable energy credits attributable to an energy conservation measure. Limits the excludable amount of any subsidy for renewable energy credits to $2,000 times the whole number of years worth of renewable energy credits that are sold by the customer.

United States Postal Service's CSRS Obligation Modification Act of 2010 - Prescribes the "average pay" and the appropriate percentage thereof to be used in determining annuities for civilian employment with the United States Postal Service (USPS) for purposes of provisions relating to future benefits attributable to such employment in order to calculate the amount of any Postal surplus or supplemental liability under the Civil Service Retirement System. Requires the Office of Personnel Management (OPM): (1) within six months after enactment of this Act, to determine (or, if applicable, redetermine) the amount of such surplus or liability as of the close of the most recently ending fiscal year using the methodology required under this Act; and (2) if the result is a surplus, to transfer the surplus amount to the Postal Service Retiree Health Benefits Fund.
