Citizen Protection Act - Amends the Civil Rights Act of 1964 to require a subpena duces tecum for the search for and seizure of evidence when anyone acting under color of law has probable cause to believe evidence of a crime is located on or about premises in which the person in possession of the evidence has a reasonable expectation of privacy. Permits issuance of a search warrant instead of a subpena duces tecum only if there is probable cause to believe: (1) the person in possession of the evidence may be involved in the crime under investigation; or (2) the evidence sought to be seized would be destroyed, hidden, or moved if the subpena duces tecum procedures set out in this Act were followed. Creates a cause of action for any person aggrieved by a violation of this Act, allowing punitive damages of up to $10,000 for each violation.

Economic Recovery Act

Economic Recovery Act - Title I: Production and Sale of Agricultural Commodities - Directs the National Board of Agricultural Governors (created by Title II of this Act) to establish, on a monthly basis for each agricultural commodity, a parity price and a comprehensive cost of production price, taking into account for the latter: (1) machinery ownership costs; (2) farm overhead costs; (3) a value for the management services contributed by the producer; (4) labor costs; and (5) a value for the land utilized. Directs the Board to establish for each commodity a national production goal based on estimated domestic and export requirements, and levels of production consistent with established agricultural conservation or soil management programs. Directs the Board to allocate acreage allotments or marketing quotas based upon the production history of each farm during three out of the five preceding calendar years. Limits such allocations to individual farmers and farmer-owned or controlled cooperatives and corporations. Directs the Secretary of Agriculture to make loans available to producers of Board-selected commodities. Requires the Board to establish a program to acquire reserve stocks of agricultural commodities. Directs the Board to establish quotas for each agricultural commodity imported into the United States. Establishes in the United States Treasury the Agricultural Export Fund for the deposit of any tariff revenues received from a foreign country in which an agricultural commodity was produced, for use in the purchase of any United States products. Prohibits the sale of any United States agricultural commodity for export at less than 100 percent of the established price. Requires the Board to conduct, upon petition, producer referendums on proposed regulations. Amends the Federal Trade Commission Act to make it an unfair or deceptive trade practice for any person engaged in the retail sale of food to sell any food product without a sign at the point of sale stating the amount received by farmers for the agricultural commodities which were used to produce the food product involved. Authorizes the Secretary to make payments to any producer who reduces, during 1978, by more than 50 percent either his normal crop acreage or the number of acres planted to any agricultural commodity (compared to 1977). Prescribes civil penalties for anyone who buys, sells, or trades any agricultural commodity at a price less than a specified percent (increasing from 85 percent in 1979 to 100 percent after 1981), or more than 110 percent, of the established price. Title II: National Board of Agricultural Governors - Establishes a National Board of Agricultural Governors composed of 57 members appointed by the President. Title III: General Provisions - Defines terms used in this Act and sets the effective date.

Amateur Sports Act - Title I: Declaration of Policy - Makes findings and states that the policy of Congress is to promote amateur athletics and protect the right of amateur athletes to participate in athletic competition. Title II: Olympic Committee Reorganization - Amends the corporate charter of the Olympic Committee to (1) provide for a principal place of business of the United States Olympic Committee (Corporation); (2) set forth the objectives and purposes of the Corporation; (3) set forth the powers of the Corporation; (4) provide reasonable representation for specified individuals and organizations in establishing and maintaining provisions for the governance and conduct of its affairs; and (5) subject to civil liability any person who uses an Olympic designation without authority to promote a private financial interest. Permits contributors or suppliers of goods or services to use the name of the United States Olympic Committee or its designation to advertise that such goods or services have been furnished to, approved, or selected by the Corporation. Requires the Corporation to establish in its constitution and bylaws provisions for the resolution of disputes involving the opportunity of an amateur athlete or other specified individuals to participate in sanctioned athletic competitions. Authorizes the Corporation to recognize as a national governing body any amateur sports organization (but only one for each sport) which submits an application for recognition and complies with eligibility requirements. Sets forth such eligibility requirements. Sets forth the duties and powers of a national governing body and the requirements which an amateur sports organization must meet to hold an athletic competition or sponsor athletes in competition and be sanctioned by a national governing body. Grants to the Corporation the power of review over the actions of any national governing body and invests a United States district court with jurisdiction to enjoin any action of a national governing body inconsistent with the terms of the Corporate charter. Sets forth procedures for the Corporation in (1) processing a complaint against a national governing body by an individual athlete or an amateur sports organization; (2) revoking recognition of a national governing body; and (3) replacing an incumbent national governing body. Provides for arbitration of a determination of the Corporation. Authorizes the Secretary of Commerce to lend financial assistance to the Corporation in developing amateur athletics in the United States. Authorizes appropriations for carrying out the work of the national governing bodies. Directs the Secretary to conduct a feasibility study to determine the most appropriate means of providing funding to the Corporation for the construction and operation of training centers and sports medicine research facilities.

Increases the limitations on the investment credit to allow it to offset 100 percent of the taxpayer's current liability. Increases the credit allowable for employment of new employees by an amount equal to one percent of the unemployment insurance wages paid to qualified employees during periods of unemployment exceeding seven percent nationally. Allows accelerated amortization of depreciable equipment (with a 60 month period) and facilities (with a period equal to one-half each facility's useful life) which are placed in high unemployment areas. Repeals the income tax exclusion of dividends received by individuals. Allows qualified domestic corporations an unlimited deduction for dividends paid. Provides flat limitations on corporate deductions for dividends from foreign corporations where the taxpayer is not claiming a net operating loss. Allows the current deduction of federally-required, nonproductive expenditures as business expenses. Provides for annual cost-of-living adjustments to depreciation allowances, property bases, and the interest paid on United States savings bonds and certificates, as well as the redemption value of all United States obligations of a year or more, including savings bonds and certificates.

Eliminates the requirement that the Secretary postpone publication of such a finding pending a determination by the Commission on whether "dumping" is occurring. Decreases the time periods during which the Secretary must complete the investigation of "dumping" allegations. Imposes liquidation deadlines upon imported merchandise upon which a special "dumping" duty has been imposed. Requires the establishment of a task force for each investigation of "dumping" allegations to serve as an intermediary between the Secretary and the industrial and labor groups interested in the investigation.

Amends the Commodity Exchange Act to: (1) extend the Commodity Futures Trading Commission through fiscal year 1981; (2) exclude from the definition of commodity trading advisor any dealers of cash commodities and products thereof; (3) provide for appointment of the Commission Chairman by the President, to serve at the President's pleasure; and (4) subject the use and expenditure of funds by the Chairman to the budget categories, plans, and priorities established by the Commission. Prohibits any Commissioner or employee of the Commission from making any appearance before, or communication to, the Commission on behalf of any person on any particular matter before the Commission for the period of a year following his or her last day of service. Sets forth the procedure for designating a board of trade as a contract market. Prohibits any person from engaging in commodity option transactions without express permission from the Commission. Subjects all proposed rules and regulations governing options trading to the veto prerogative of either House of Congress. Allows the registration of Commission merchants and floor brokers to extend beyond December 31st and to expire not earlier than one year from the date of issuance. Extends to six months the time during which the Commission must act on the application for registration of any commodity trading advisor or commodity pool operator. Applies the anti-fraud provisions of such Act to all advisors and pool operators regardless of whether they are registered or not. Requires a hearing on the record for: (1) refusal, suspension, or revocation of contract market designations; (2) cease and desist orders; and (3) imposition of civil penalties. Grants subpena power to members of the Commission and any Administrative Law Judge or other officer designated by them. Grants concurrent jurisdiction to State agencies or officials to investigate or prosecute civil violations of such Act committed by any persons or organizations other than a designated contract market or a board of trade licensed by the Commission. Prohibits the Commission from making public disclosure of any data or information which would separately disclose the market positions, business transactions, trade secrets or names of customers not previously disclosed publicly in a judicial or congressional proceeding. Authorizes the Commission to require fingerprinting of applicants for registration as Commission merchants or associates. Increases from $2,500 to $5,000 the amount of damages that may be claimed in complaints that may be adjusted without a hearing.
