Amends the Fair Credit Reporting Act to prescribe procedural guidelines under which a consumer reporting agency shall: (1) notify the requester of a discrepancy in the address in the consumer file; (2) include a fraud alert in the file of a requesting consumer; and (3) make free annual disclosures upon consumer request. Confers enforcement jurisdiction upon the Federal Trade Commission. Mandates truncation of credit card account numbers, so that an entity that accepts credit cards for the transaction of business is prohibited from printing more than the last 5 digits of the credit card account number or the expiration date upon any receipt provided to the cardholder.

Medicare Innovation Responsiveness Act of 2001 - Amends part D (Miscellaneous Provisions) of title XVIII (Medicare) of the Social Security Act (SSA) to: (1) prescribe criteria for the Secretary of Health and Human Services to use in making national coverage determinations; (2) establish deadlines for the Secretary to use in implementing national coverage determinations for new technology; and (3) establish deadlines for the Secretary to use in incorporating the coverage, coding, and payment determinations into information processing systems to make payments for the item or service. Directs the Secretary to establish an Office of Technology and Innovation in the Centers for Medicare and Medicaid Services, headed by a Director charged with promoting access by Medicare beneficiaries to new medical technologies and innovations and improving overseeing implementation of coverage determinations. Provides for annual adjustments to Medicare payment systems for changes in technology and medical practice using internal and external data with respect to: (1) the inpatient prospective payment system (PPS); (2) the physician fee schedule; (3) ambulatory surgical center payments; and (4) the outpatient PPS. Revises requirements for the recognition of the costs of new medical services and technologies under the inpatient hospital PPS. Mandates a mechanism under which new medical services and technologies are incorporated into such PPS. Directs the Secretary to establish by regulation a process for the assignment of inpatient hospital codes each calendar quarter for new medical services and technologies. Requires the Secretary to establish a process for the assignment of Health Care Financing Administration Common Procedure Coding System (HCPCS) Level II codes each calendar quarter for new medical services and technologies. Amends the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000 to provide for permanent retention of HCPCS Level III codes. Revises requirements for the use of carriers for administration of benefits with respect to the inherent reasonableness of valid data, including valid retail data.

Provides certain benefits (employment services, job training, and readjustment allowances) to eligible workers meeting certain eligibility requirements. Provides eligible workers who do not meet certain requirements for State unemployment compensation with a limited readjustment allowance under this Act. Provides for payment of premiums for COBRA health care continuation coverage of eligible workers. Authorizes a State to elect to provide medical assistance under its Medicaid program under title XIX of the Social Security Act for eligible workers who are not eligible for COBRA health care continuation coverage, and who are uninsured.

Expresses the sense of Congress that the Administrator, the Director of the Federal Bureau of Investigation, and the Director of the Central Intelligence Agency should ensure that such reviews be completed not more than 28 days after the effective date of this Act, or in the case of an individual to be enrolled for instruction after such effective date, 28 days after the date of application for such enrollment.

Provides that for a State to be eligible to receive a grant, the chief executive officer of the State shall submit to the Attorney General an application which shall include a certification that the State shall comply with specified quality assurance standards. Sets forth provisions regarding restrictions on the use of funds and expenditure records. Amends the Violent Crime Control and Law Enforcement Act of 1994 to require the Director of the Federal Bureau of Investigation (FBI) to issue (and revise periodically) standards for collecting and processing, for use as forensic evidence, samples on which DNA analysis may be carried out. Authorizes the Attorney General to make grants to eligible States to carry out DNA analyses of samples from crime scenes for inclusion in the FBI's Combined DNA Index System. Sets forth provisions regarding State eligibility, restrictions on uses of funds, and expenditure records.

Medicare Regulatory and Contracting Reform Act of 2001 - Amends part D (Miscellaneous) of title XVIII (Medicare) of the Social Security Act (SSA) with respect to: (1) regulations, establishing a regular timeline for the publication of final regulations; and (2) contracts with Medicare administrative contractors. Outlines requirements for provider education and technical assistance under Medicare. Directs the Secretary of Health and Human Services (HHS) to establish a demonstration program making certain technical assistance available, upon request on a voluntary basis, to small providers of services or suppliers to evaluate their billing and related systems for compliance with the applicable Medicare requirements. Amends SSA title XVIII part D with respect to the Practicing Physicians Advisory Council to direct the Secretary to appoint a Medicare Provider Ombudsman to: (1) assist confidentially service providers, physicians, practitioners, and suppliers with respect to grievances and requests for information; and (2) submit recommendations to the Secretary for improvement in Medicare administration. Outlines requirements with respect to provider appeals. Directs the Secretary to establish a process for expedited access to judicial review. Amends SSA title XVIII part D with respect to: (1) the Medicare Integrity Program to provide for the recovery of overpayments and prepayment review; and (2) agreements with service providers to direct the Secretary to establish a process (including an appeals process) for enrollment of Medicare service providers, services, physicians, practitioners, and suppliers. Requires the Secretary to establish a demonstration program under which Medicare specialists employed by HHS provide advice and assistance to Medicare beneficiaries at the location of existing local offices of the Social Security Administration. Prohibits the Secretary from implementing any documentation guidelines for evaluation and management physician services under Medicare unless the Secretary has, among other things, established a plan that contains specific goals and a schedule for improving the use of such guidelines.

Directs States receiving grant funds for a fiscal year after FY 2001 to use not less than five percent of the total for activities designed to increase the availability of quality child care for children with disabilities, including for specified training and technical assistance, and for recruitment and retention of staff. Directs the Secretary of Health and Human Services to make grants and low-interest loans to public agencies and nonprofit organizations for projects that increase the availability of one or more of the following: (1) inclusive child care programs (i.e., programs that serve children with disabilities and children without disabilities together in a setting where not more than half of those enrolled are children with disabilities); (2) child care for infants; and (3) child care during evenings and weekends. Requires reports by States receiving grants to include information regarding the disability status of children receiving assistance.

Requires the Secretary of Health and Human Services to enter into an agreement with: (1) the Institute of Medicine under which the Institute shall assess the current state of knowledge about therapies, including somatic cell nuclear transfer and therapies using pharmaceuticals, that may be used to address immunological rejection of stem cells and differentiated cells and tissue derived from stem cells; and (2) another appropriate public or nonprofit private entity to conduct such assessment if the Institute declines. Establishes the Biomedical Advisory Commission to study: (1) bioethical issues arising from research on human biology and applications of such research; and (2) emerging biomedical research, including the ethical, social, legal, and regulatory issues concerning such research and its clinical applications.

Extends the Service's authority to issue such stamps through July 29, 2008. Revises the differential amount of the special rate of postage for the breast cancer research stamp to not less than 15 percent of the regular first-class rate (currently, not to exceed 25 percent of first-class). Requires the special rate to be evenly divisible by five.

Prohibits the Equal Employment Opportunity Commission from: (1) collecting statistics on sexual orientation from covered entities; and (2) compelling covered entities to collect such statistics. Prohibits: (1) quotas and preferential treatment; and (2) an order or consent decree for a violation of this Act that includes a quota or preferential treatment. Declares that this Act is inapplicable to: (1) religious organizations; (2) the relationship between the United States and members of the armed forces; or (3) laws creating special rights or preferences for veterans. Prohibits the imposition of affirmative action for a violation of this Act. Disallows State immunity. Makes the United States or a State liable for remedies to the same extent as under the Civil Rights Act of 1964.

Authorizes law enforcement officers of a State or local government to hold, for no more than 24 hours, any child listed as missing for proper disposition under the latest valid custody determination. Requires the Secretary of State to prepare a report on progress made by the United States in negotiating and entering into bilateral treaties relating to international child abduction with countries that are not contracting parties under the Hague Convention on the Civil Aspects of International Child Abduction. Amends the Foreign Assistance Act of 1961 to require information on each country's efforts to prohibit international child abduction. Requires the AG to prepare a report describing the status of each case involving a request for extradition in cases involving international kidnaping by parents.

Amends the Internal Revenue Code relating to approval of State unemployment compensation laws to prohibit denial of compensation where an individual is separated from employment due to circumstances resulting from the individual's experience of domestic or sexual violence. Amends the Social Security Act to include training under this Act for unemployment compensation and TANF personnel. Authorizes the Secretary of Health and Human Services to award a grant to a national victim services organization to develop and disseminate a model program for domestic and sexual violence training. Victims' Employment Sustainability Act - Prohibits certain discriminatory employer practices relating to terms or conditions of employment in connection with victims of domestic or sexual violence. Victims of Abuse Insurance Protection Act - Prohibits denial or restriction of insurance coverage based on the status of the applicant or insured regarding abuse or abuse-related claims. Agricultural Credit Act of 2001 - Amends the Consolidated Farm and Rural Development Act to exclude from "debt forgiveness": (1) loan rescheduling, consolidation, deferral, or reamortization; (2) a write-down due to natural disaster or family medical condition; or (3) a write-down as part of the resolution of a discrimination complaint against the Secretary of Agriculture. Increases the number of occasions of permitted loan or loan guarantee debt forgiveness per borrower from one to two. Includes as an exception to such limitation an operating loan or loan guarantee to an individual whose payments are current under a specified reorganization plan. Permits excess funds obligated for socially disadvantaged farmers to be reallocated for such use in another State (currently limited to intrastate reallocation). Permits direct operating loans and loan guarantees to be made to persons in areas: (1) affected by a natural disaster or designated emergency; or (2) determined to be suffering from an economic emergency. Revises (shared appreciation arrangement) recapture percentage provisions.

FamilyCare Act of 2001 - Renames the State Children's Health Insurance program (SCHIP) under title XXI of the Social Security Act (SSA) as the FamilyCare program to provide for: (1) FamilyCare coverage of parents under Medicaid (SSA title XIX) as well as under new SSA title XXI; (2) optional FamilyCare coverage of parents of targeted low-income children; (3) automatic eligibility for FamilyCare coverage of children born to a parent on Family Care assistance; (4) optional coverage of legal immigrants and of children through age 20 under Medicaid and FamilyCare; (5) application of simplified FamilyCare procedures under Medicaid; (6) increased welfare-to-work transition (from six to 12 months) under Medicaid; (7) elimination of the 100 hour rule and other SSA title IV part A (Temporary Assistance for Needy Families) (TANF) related eligibility restrictions under Medicaid; (8) limitations on specified conflicts of interests under Medicaid and FamilyCare; (9) increased FamilyCare allotment for FY 2002 through 2004; and (10) authority to pay Medicaid expansion costs from the FamilyCare appropriation. Directs the Secretary of Health and Human Services to establish a program to award demonstration grants to States to allow them to demonstrate the effectiveness of innovative ways to increase access to health insurance through market reforms and other innovative means. Authorizes the Secretary to award demonstration grants to a limited number of States to conduct innovative programs designed to improve outreach to homeless individuals and families under specified programs for the homeless (including Medicaid and FamilyCare) with respect to enrollment of such individuals and families and the provision of services under such programs. Amends the Public Health Service Act to authorize the Secretary to make grants to eligible entities to assist the development of integrated health care delivery systems to: (1) serve communities of individuals who are uninsured and individuals who are underinsured; (2) expand the scope of services provided; and (3) improve the efficiency and coordination among the providers of such services.

Ordnance and Explosives Risk Management Act - Directs the Secretary of Defense to establish a program manager for unexploded ordnance (UXO) and other abandoned military munitions who shall serve as the single point of contact in the Department of Defense for policy and budgeting issues involving the characterization, remediation, and management of explosives and related risks at former military ranges known or suspected to contain UXO or other abandoned military munitions that pose a threat to human health or safety. Requires the Secretary to develop and maintain an inventory of former military ranges that are known or suspected to contain abandoned munitions, to prioritize each such range according to overall conditions, and to annually update the inventory and prioritization. Establishes the Abandoned Military Munitions Account, Defense, for the removal and cleanup of abandoned military munitions. Directs the Secretary to prepare a site security plan for each range listed on the inventory. Requires the UXO program manager to establish an independent UXO advisory and review panel.

Sets forth provisions concerning group health plans and health insurers and the provision of certain advice and care, including: (1) emergency care; (2) obstetric and gynecological care; (3) specialists care; (4) prescription drugs; (5) participation in approved clinical trials; and (6) health plan information. Restricts interference by health plans and insurers with the doctor-patient relationship. Prohibits health plans and insurers from discriminating against a licensed health care professional with respect to participation or indemnification. Extends and expands provisions of the medical savings account program. Provides for: (1) the deduction of 100 percent of the health insurance costs of the self-employed; and (2) a credit for the health insurance expenses of small businesses.

Provides that in the case of certain dividends received by a domestic corporation from such a corporation, there shall be allowed as a deduction an amount equal to 85 percent of such dividend. Establishes a safe harbor rule for certain transfers or licenses of intangible property to such a corporation.

Abusive Tax Shelter Shutdown Act of 2001 - Amends the Internal Revenue Code to set forth general and special rules defining economic substance. Doubles the penalty for certain tax accuracy related underpayments. Penalizes the promoter of tax avoidance strategies which have no economic substance in an amount equal to 100 percent of the gross income derived. Modifies provisions concerning penalties for aiding and abetting understatement of tax liability, including adding provisions directed specifically at individuals who advise, represent, or procure certain tax shelters failing to meet legal requirements. Revises provisions concerning the failure to maintain lists of investors in potentially abusive tax shelters to set the penalty for certain violations at 50 percent of gross proceeds. Creates a new penalty, the penalty for failure to include tax shelter information with a return. Requires the registration of certain tax shelters without corporate participants. Revises provisions concerning the determination of the basis of corporations to state as a general rule that, with respect to property acquired by the issuance of stock or as paid-in surplus and transfers to corporations, if there would be (but for this paragraph) an importation of a net built-in loss, the basis of specified property acquired in such transaction shall be its fair market value immediately after such transaction. Revises provisions concerning partnerships with respect to: (1) the treatment of contributed property with a built-in loss; (2) the adjustment of partnership property on the transfer of a partnership interest if there is a substantial built-in loss; and (3) the adjustment to the basis of undistributed partnership property if there is a substantial basis reduction.
