Realize America's Maritime Promise Act or RAMP Act - Requires the total budget resources for expenditures from the Harbor Maintenance Trust Fund for harbor maintenance programs to equal the level of receipts plus interest credited to such Fund for that fiscal year. Limits the use of such resources to such programs only. Declares that it shall be out of order in the House of Representatives or the Senate to consider any bill, joint resolution, amendment, motion, or conference report that would cause total budget resources for the Fund in a fiscal year for harbor maintenance programs to be less than the level of receipts plus interest credited to the Fund for that fiscal year.

Requires the Speaker of the House of Representatives and the President pro tempore of the Senate to make appropriate arrangements for the award, on behalf of Congress, of two gold medals to the First Special Service Force (a joint American-Canadian volunteer unit), collectively, in recognition of their World War II service. Directs one such gold medal to be given to the Smithsonian Institution and the other to the First Special Service Force Association in Helena, Montana. Authorizes the Secretary of the Treasury to strike and sell bronze duplicates with proceeds deposited in the U.S. Mint Public Enterprise Fund. Declares that medals struck under this Act are national medals for purposes of specified coins and currency provisions.

Establishes in the House of Representatives a select Committee to investigate and report to the House on: any intelligence known to the United States relating to the attack on the U.S. consulate in Benghazi, Libya, on September 11, 2012; any requests for additional security, or actions taken by federal agencies to improve security at the consulate before the attack; a definitive timeline of it; how the relevant agencies and the executive branch responded to it and whether appropriate congressional notifications were made; any improper conduct by officials relating to the attack; recommendations on what steps Congress and the President should take to prevent future attacks; and any other relevant issues relating to the attack or the response to it.

Children's Hospital GME Support Reauthorization Act of 2013 - Amends the Public Health Service Act to extend and reauthorize appropriations for payments to children's hospitals for expenses associated with operating approved graduate medical residency training programs.

Retired Pay Restoration Act - Expresses the sense of Congress that military retired pay should not be reduced because a military retiree is also eligible for veterans' disability compensation awarded for a service-connected disability. Allows the receipt of both military retired pay and veterans' disability compensation with respect to any service-connected disability (under current law, only a disability rated at 50% or more). Repeals provisions phasing in the full concurrent receipt of such pay through December 31, 2013. Makes eligible for the full concurrent receipt of both veterans' disability compensation and either military retired pay or combat-related special pay those individuals who were retired or separated from military service due to a service-connected disability.

Affirms that all children deserve a permanent, protective family. Values the long tradition of the United States and Russia working together to find permanent homes for unparented children. Disapproves of the Russian law ending inter-country adoptions of Russian children by U.S. citizens because it primarily harms vulnerable and voiceless children. Urges Russia to reconsider the law on humanitarian grounds and prioritize the processing of inter-country adoptions of Russian children by U.S. citizens that were initiated before the law's enactment.

Title X Abortion Provider Prohibition Act - Amends the Public Health Service Act to prohibit the Secretary of Health and Human Service (HHS) from providing any federal family planning assistance to an entity unless the entity certifies that, during the period of such assistance, the entity will not perform, and will not provide any funds to any other entity that performs, an abortion. Excludes an abortion where: (1) the pregnancy is the result of an act of rape or an act of incest; or (2) a physician certifies that the woman suffered from a physical disorder, injury, or illness that would place the woman in danger of death unless an abortion is performed, including a condition caused by or arising from the pregnancy. Excludes hospitals from such requirement so long as the hospital does not provide funds to any non-hospital entity that performs an abortion. Requires the Secretary to annually provide Congress: (1) information on grantees who performed abortions under the exceptions, and (2) a list of entities to which grant funds are made available.

Pool Safety and Accessibility for Everyone Act or Pool SAFE Act - Prohibits any suit brought for an alleged violation of the revised regulations of the Americans with Disabilities Act of 1990 concerning the requirements to provide an accessible means of entry to pools for places of public accommodation and commercial facilities that occurred on or after January 31, 2013, and before the date that is one year after enactment of this Act. Bars the Attorney General (AG) from investigating or initiating a compliance review of an alleged violation occurring during such period. Requires dismissal of any suit brought against a place of public accommodation or commercial facility for such a violation brought on or after January 31, 2013, and before the date of enactment of this Act. Directs the AG to revise accessibility regulations to provide that a place of public accommodation or a commercial facility is in compliance with the requirement to have an accessible means of entry to a pool when such a place or facility uses a portable pool lift on request, even if: (1) installation of a permanent lift is readily achievable, and (2) a single portable pool lift is used for multiple pools.

Preventing Recurring Trade Evasion and Circumvention Act or PROTECT Act - Directs the Secretary of Homeland Security (DHS) to establish within the Office of International Trade of the U.S. Customs and Border Protection (CBP) a Trade Remedy Law Enforcement Division (including a National Targeting and Analysis Group) to prevent and counter evasion of antidumping or countervailing duty orders with respect to covered merchandise entered into the United States. Directs the Group to establish targeted risk assessment methodologies and standards for: (1) evaluating the risk that cargo destined for the United States may constitute evading covered merchandise, and (2) issuing Trade Alerts to U.S. ports of entry directing further inspection of specific merchandise to ensure compliance with U.S. trade remedy laws. Requires the Group also to use information available from the Automated Targeting System, the Automated Entry System, the International Trade Data System, and the Treasury Enforcement Communications System to administer such methodologies and standards. Amends the Trade Act of 2002 to repeal the prohibition against use by the Secretary of the Treasury of certain trade data for merchandise entry or commercial enforcement determinations. Requires the DHS Secretary, acting through the CBP Commissioner, to exercise all authorities to collect information needed to determine whether merchandise is entered into the United States through evasion. Amends the Tariff Act of 1930 to permit access to proprietary information submitted to the administering authority or the U.S. International Trade Commission (ITC) to a CBP officer or employee who is conducting an investigation regarding negligence or gross negligence with respect to covered merchandise entered into the United States. Directs the Secretary of the Treasury to negotiate and enter into bilateral agreements with customs authorities of foreign countries to prevent evasion of U.S. and foreign trade remedy laws. Directs the CBP Commissioner to employ sufficient personnel who have expertise in and responsibility for preventing and investigating the entry of covered merchandise into the United States through evasion. Requires the weighted average dumping margin or individual countervailing duty rate determined for a new exporter (shipper) or producer of merchandise in a review by the administering authority as to whether antidumping or countervailing duties shall be imposed to be based solely on the bona fide U.S. sales made by the exporter or producer during the period of review. Applies the amendments made by this Act to goods from Canada and Mexico.

Federal Reserve Transparency Act of 2013 - Directs the Comptroller General (GAO) to: (1) complete, within 12 months of enactment of this Act, the required audit of the Board of Governors of the Federal Reserve System (Board) and of the Federal Reserve Banks; and (2) submit to Congress, within 90 days of audit completion, a detailed report of audit findings and conclusions. Repeals certain limitations placed upon such audit. Instructs the Comptroller General to audit and report on the review of loan files of homeowners in foreclosure in 2009 or 2010, required as part of the enforcement actions taken by the Board against supervised financial institutions. Prescribes audit contents, including: (1) the guidance given by the Board to independent consultants retained by the supervised financial institutions regarding procedures to be followed in conducting the file reviews, (2) the factors considered by independent consultants when evaluating loan files and the results obtained pursuant to those reviews, and (3) the determinations made by such consultants regarding the nature and extent of financial injury sustained by each homeowner as well as the level and type of remediation offered.

Jerusalem Embassy and Recognition Act of 2013 - States that it is U.S. policy: (1) to recognize Jerusalem as the undivided capital of Israel, and (2) that the U.S. Embassy in Israel should be established in Jerusalem not later than January 1, 2015. Amends the Jerusalem Embassy Act of 1995 to eliminate the President's authority to waive certain funding limitations for Department of State acquisition and maintenance of buildings abroad until the U.S. Embassy in Jerusalem has officially opened. Requires any official U.S. document which lists countries and their capital cities to identify Jerusalem as Israel's capital. Limits appropriations that may be obligated in FY2013 for Department acquisition and maintenance of buildings abroad until the U.S. Embassy in Jerusalem has officially opened. States that for each of FY2013-FY2014, of funds authorized to be appropriated for Department acquisition and maintenance of buildings abroad, necessary sums should be made available until expended only for construction and other costs associated with the establishment in Jerusalem of the U.S. Embassy in Israel.

Health Care Safety Net Enhancement Act of 2013 - Amends the Public Health Service Act to deem a hospital or an emergency department and a physician or physician group of such hospital or emergency department to be an employee of the Public Health Service for purposes of any civil action that may arise due to providing emergency and post-stabilization services on or after January 1, 2014.

Constitutional Amendment - Prohibits total outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a three-fifths rollcall vote of each chamber, authorizes a specific excess of outlays over receipts. Requires a three-fifths rollcall vote of each chamber to increase the public debt limit. Directs the President to submit a balanced budget to Congress annually. Prohibits any bill to increase revenue from becoming law unless approved by a majority of each chamber by rollcall vote. Authorizes waivers of these provisions when a declaration of war is in effect or under other specified circumstances involving military conflict. Requires any such waiver to identify and be limited to the specific excess or increase for that fiscal year made necessary by the identified military conflict.

Bars the Secretary of the Air Force from divesting, retiring, or transferring to any Air Force aircraft assigned to units of the Air National Guard or Air Force Reserve as of December 31, 2012, until Congress receives: (1) the reports required by the National Defense Authorization Act for Fiscal Year 2012 concerning an analysis of the costs of deployable units of the active components and the reserve components of the Armed Forces, and (2) the report of the National Commission on the Structure of the Air Force required by the National Defense Authorization Act for Fiscal Year 2013 concerning a comprehensive study on the structure of the Air Force. Allows the divestment or retirement of C-5A aircraft if such aircraft is replaced through a transfer of C-5B, C-5M, or C-17 mobility aircraft in order to maintain all Guard and Reserve units at current or higher assigned manpower levels to operate the aircraft so transferred.

Urges European governments and the European Union (EU) to: (1) designate Hizballah as a terrorist organization so that Hizballah cannot use EU territories for fund raising, recruitment, and propaganda; and (2) impose sanctions on Hizballah for providing material support to Bashar al Assad's violent repression against the people of Syria. Supports Bulgaria's investigation into the July 18, 2012, terrorist attack in Burgas, and urges the President to provide related diplomatic, intelligence, and law enforcement support. Supports Bulgaria as a member of the North Atlantic Treaty Organization (NATO) and urges the United States, NATO, and the EU to work with Bulgaria to safeguard its territory and citizens from terrorism. Urges the President to make available to European allies and the European public information about Hizballah's terrorist activities, efforts to subvert democracy in Lebanon, and material support for Bashar al Assad's campaign of violence in Syria.

Protect Our Kids Act of 2012 - Establishes the Commission to Eliminate Child Abuse and Neglect Fatalities to: (1) study the use of child protective services and child welfare services under titles IV and XX (Block Grants to States for Social Services) of the Social Security Act (SSA) to reduce fatalities from child abuse and neglect; (2) develop recommendations to reduce such fatalities for federal, state, and local agencies, and private sector and nonprofit organizations, including recommendations to implement a comprehensive national strategy for such purpose; and (3) develop guidelines for the type of information that should be tracked to improve interventions to prevent such fatalities. Amends SSA title IV part A (Temporary Assistance for Needy Families) (TANF) to make an adjustment to the Contingency Fund for State Welfare Programs with respect to deposits for FY2013-FY2014, reserving a specified amount for Commission activities.

Equitable Access to Care and Health Act or the EACH Act - Amends the Internal Revenue Code, with respect to minimum essential health care coverage requirements added by the Patient Protection and Affordable Care Act, to allow an additional religious exemption from such requirements for individuals whose sincerely held religious beliefs would cause them to object to medical health care provided under such coverage. Defines "medical health care" to mean voluntary health treatment by or supervised by a medical doctor that would be covered under minimum essential coverage that: (1) includes voluntary acute care treatment at hospital emergency rooms, walk-in clinics, or similar facilities; and (2) excludes treatment not administered or supervised by a medical doctor, physical examinations or treatment required by law or third parties, and vaccinations.

Medicare DMEPOS Market Pricing Program Act of 2012 - Amends part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services (HHS) to establish a market pricing program for durable medical equipment (DME), prosthetics, orthotics, and supplies (DMEPOS) as a replacement for the competitive acquisition program for DMEPOS, which is hereby terminated. Directs the Secretary to: (1) conduct annual market-priced auctions from among entities supplying market priced items and services in an eligible market area selected in the auction design, (2) establish a lead product for each of specified product categories, and (3) award a contract to any entity in an eligible market area in which an auction is conducted whose bid is below a clearing price equal to the highest cost bid that will meet capacity targets in the market area. Requires the Secretary to contract with an auction expert to assist in, and a market monitor to monitor, the design, development, and functioning of the auction. Adjusts the covered DME item update for 2012 through 2014 and each subsequent year.

Improving Diagnostic Innovations Act of 2012 - Sets forth additional factors for the Secretary of Health and Human Services (HHS) to consider in determining the payment amount for new clinical diagnostic laboratory tests under gap filling procedures which are used when no comparable existing test is available. Directs the Secretary to convene an independent advisory panel to inform and make recommendations to the Secretary regarding any new test. Directs the Secretary to: (1) establish a process for application for the assignment of a temporary national HCPCS (Healthcare Common Procedure Coding System) code to uniquely identify a diagnostic test until a permanent national HCPCS code is available for assignment to that test, (2) analyze the process used for the gapfilling procedures used in determining payment amounts for new clinical diagnostic laboratory tests, and (3) implement improvements in the process after public notice and opportunity for comment.

Affirms that it is U.S. policy to provide for the ability of members of the uniformed services to exercise their constitutional right to vote and acknowledges that particular consideration be given to them due to restrictions, uncertainties, and risks, such as deployment, that present a challenge in voting. Recognizes the legislative and judicial precedent of granting particular consideration to members of the uniformed services and overseas citizens regarding absentee voting. Affirms that while the Equal Protection Clause of the Fourteenth Amendment to the U.S. Constitution protects against arbitrary classifications, and requires that similarly situated persons be treated equally, members of the uniformed services and overseas citizens are not similarly situated, and that the restrictions, uncertainties, and risks that members of the uniformed services face warrant consideration that is not arbitrary.

Commits to finding ways to increase the federal strategic and financial partnerships between the Boys & Girls Clubs of America and various federal agencies and departments in order to serve even more young people.

Medicaid Long-Term Care Reform Act of 2012 - Expresses the sense of Congress that: (1) Congress should repeal the Community Living Assistance Services and Supports Act (CLASS Act); (2) federal and state governments should work to reduce the number of middle-income individuals who will rely on Medicaid to finance their long-term care (LTC) needs; and (3) the Secretary of Health and Human Services (HHS) should comply with the annual reporting requirements under the Deficit Reduction Act of 2005 relating to LTC insurance partnerships, and promote discussion about the consequences that families and states might encounter if nothing is done to change the trajectory of projected state and federal spending on LTC services under title XIX (Medicaid) of the Social Security Act (SSA). Directs the Secretary to provide to states: (1) technical assistance on the implementation and administration of qualified state LTC insurance partnerships, and (2) information on best practices for such partnerships to reduce future state and federal expenditures on LTC services under Medicaid. Directs the Secretary to: (1) provide technical assistance to states on requirements related to the mandate to seek recoveries from estates, and (2) hold an annual event to assist states in evaluating methods of implementing such requirements and exchanging best practices information on them. Amends the Deficit Reduction Act of 2005 to direct the Secretary, acting through the National Clearing House for Long-Term Care, to establish a public-private initiative to coordinate among the Clearinghouse, state governments, and relevant nongovernmental entities for: (1) increasing the number of targeted middle-income individuals who receive consumer education with respect to long-term care under Medicaid and SSA title XVIII (Medicare), (2) enhancing the quality of information that targeted consumers receive, and (3) improving the accessibility of such information for consumers who seek it. Expands Clearinghouse duties to include educating consumers with respect to the availability and limitations of Medicare coverage for long-term care. Directs the Secretary to: (1) evaluate methods to expand LTC insurance coverage for middle-income individuals through the State Long-Term Care Partnership Program for improving their retirement security and LTC options; (2) solicit and evaluate ideas from stakeholders on policy options to reduce such expenditures; and (3) study the effectiveness of certain federal laws relating to treatment of assets for purposes of determining eligibility for Medicaid long-term care, estate recovery under Medicaid, the look-back period for transfers of assets for purposes of Medicaid eligibility, and the disqualification of individuals with substantial home equity for LTC assistance under Medicaid. Directs the Director of the Congressional Budget Office (CBO) to report to Congress on: (1) the projection of the number of middle-income people who will rely on Medicaid to finance their LTC needs, (2) an estimate of the cost of reliance on Medicaid to state and federal governments, (3) an estimate of the change in the cost that would result from certain policy options such as reduction in the home equity exemption, and (4) the estimate of the change in the cost estimate that would result if each such policy option were adopted and funding for LTC services under Medicaid is provided to states through a block grant.

Protect Our Schools from Tax Delinquents Act of 2012 - Amends the United States Housing Act of 1937 to require that each housing assistance payments contract entered into under the Section 8 rental assistance voucher program by a public housing agency (PHA) and the owner of a dwelling unit provide that such owner pay, on a timely basis, all covered taxes validly assessed against the property in which the unit is located. Defines "covered taxes" as any tax under state or local law assessed upon real property or the revenue of which is dedicated for use only for schools or for costs of education. Allows a contract to provide that, upon notification and identification of a tax delinquency by a taxing authority, the PHA shall abate all of the rental assistance amounts for the property, transferring them monthly to the taxing authority, until the delinquency is eliminated. Declares that nothing in this Act may be construed to authorize, or establish any cause or grounds for, the termination of the tenancy of any tenant from any dwelling unit assisted under the rental assistance voucher program. Requires the Secretary of Housing and Urban Development (HUD) to maintain a database of information regarding owners of dwelling units: (1) assisted under the program whose housing assistance payments contracts have been terminated for noncompliance with the requirements of this Act, and (2) with respect to whom assistance amounts have been abated and transferred to a taxing authority.

Pathway to Job Creation through a Simpler, Fairer Tax Code of 2012 - States that the purpose of this Act is to provide for the enactment of comprehensive tax reform in 2013. Defines "tax reform bill" for purposes of this Act, as a bill of the 113th Congress that is introduced not later than April 30, 2013, and is certified by the chair of the Joint Committee on Taxation as containing proposals to: (1) consolidate the 6 current individual income tax brackets into a maximum of 2 brackets (of 10% and not higher than 25%), (2) reduce the corporate income tax rate to not more than 25%, (3) repeal the alternative minimum tax (AMT), (4) broaden the tax base so that tax revenues comprise between 18 and 19% of Gross Domestic Product (GDP), and (5) reform the current system of foreign taxation. Provides for expedited consideration of such tax reform bill in the House of Representatives and the Senate.

Job Protection and Recession Prevention Act of 2012 - Extends through 2013: (1) the tax rate reductions and other tax benefits of the Economic Growth and Tax Relief Reconciliation Act of 2001, and (2) the reduction in the tax rates for dividend and capital gain income enacted by the Jobs and Growth Tax Relief Reconciliation Act of 2003. Amends the Internal Revenue Code to extend for an additional year: (1) the increased expensing allowance for depreciable business assets, including computer software; (2) the increased exemption amount from the alternative minimum tax (AMT) for individual taxpayers; and (3) the offset against the AMT for certain nonrefundable personal tax credits. Provides that the budgetary effects of this Act shall not be taken into account under the Statutory Pay-As-You-Go Act of 2010.

Congressional Budget Office Transparency Act - Amends the Congressional Budget Act of 1974 to require the Director of the Congressional Budget Office (CBO), whenever an estimate of costs is prepared for any bill or resolution, to post on the CBO public website all working papers, including data, informational papers, methodologies, spreadsheets, computer programs, background data, revenue estimates, and aggregate data provided by the Joint Committee on Taxation, and any other material used to derive such cost estimate. Prohibits the Director from being required to post on the website any proprietary information utilized by CBO obtained from a third party with whom there is an agreement not to release such information.

Taking Essential Steps for Testing Act of 2012 - Amends the Public Health Service Act to revise sanctions for laboratories that intentionally refer proficiency testing samples required for certification to another laboratory for analysis by: (1) giving the Secretary of Health and Human Services (HHS) discretion to substitute intermediate sanctions for such violations instead of the two-year prohibition against ownership or operation which would otherwise apply, and (2) making the one-year certificate revocation for such a laboratory optional rather than mandatory.

Victory for Veterans Stamp Act of 2012 - Directs the Postal Service to issue a special stamp, to be called the Victory for Veterans Stamp, at a cost of 25 cents each. Makes such Stamp invalid for postage. Requires Stamp sale proceeds to be used as follows: (1) one-third for funding Department of Veterans Affairs (VA) veterans' vocational rehabilitation programs, (2) one-third to the general fund of the Treasury for deficit reduction, and (3) one-third for the Postal Service for modernization and fiscal administration. Requires such Stamp to be made available to the public within six months after the enactment of this Act.

Religious Freedom Tax Repeal Act of 2012 - Amends the Internal Revenue Code to exempt an employer opposed by reason of adherence to a religious belief or moral conviction from the tax penalty imposed for failure of a group health plan to cover required women's preventive care and screenings. Amends the Employee Retirement Income Security Act of 1974 (ERISA) to prohibit the Secretary of Labor from bringing an action against a plan to enforce any requirement to provide such coverage to which an employer is opposed by reason of adherence to a religious belief or moral conviction. Exempts group health plans from penalties under state and federal enforcement provisions of the Public Health Service Act for failure to meet such women's health requirements insofar as they concern coverage to which an employer is opposed on the basis of religious belief or moral conviction.

Repeals the health care provisions of the Health Care and Education and Reconciliation Act of 2010, effective as of the Act's enactment. Restores provisions of law amended by the Act's health care provisions.

Healthcare Tax Relief and Mandate Repeal Act - Amends the Internal Revenue Code to: (1) terminate the requirement, added by the Patient Protection and Affordable Care Act (PPACA), that individuals maintain minimum essential health insurance coverage for themselves and dependents; and (2) repeal provisions added by PPACA requiring certain employers who have a workforce of 50 or more full-time employees to provide health insurance coverage for their employees.

Behavioral Health Information Technology Act of 2012 - Amends the Public Health Service Act to include as a health care provider behavioral and mental health professionals, substance abuse professionals, psychiatric hospitals, certain community mental health centers, and residential or outpatient mental health or substance abuse treatment facilities. Amends title XVIII (Medicare) of the Social Security Act (SSA), with respect to incentives for meaningful use of certified electronic health records (EHR) technology under the pay schedule for physician's services, to include as eligible professionals clinical psychologists providing qualified psychologist services. Makes inpatient psychiatric hospitals eligible for payment for inpatient hospital services. Amends SSA title XIX (Medicaid) to treat as Medicaid providers: (1) public and certain private hospitals that are principally psychiatric hospitals, (2) certain community mental health centers, and (3) certain residential or outpatient mental health or substance abuse treatment facilities. Makes eligible professionals under the Medicaid program certain clinical psychologists providing qualified psychologist services. Authorizes a covered entity to submit to a Patient Safety Organization information on electronic health record (EHR)-related adverse events with respect to certified EHR technology the entity has used or provided. Specifies covered entities as certain EHR users, health information exchange entities, and health care professionals who use EHR technology. Defines an EHR-related adverse event as a defect, malfunction, or error in the certified health information technology or electronic health record used by a provider, or in the input or output of data maintained through such technology or record, that results or could reasonably result in harm to a patient. Limits electronic discovery (e-discovery) in any health care lawsuit against a covered entity relating to an Reallotted adverse event involving certified EHR technology to information: (1) related to that event, and (2) from the period in which the event occurred. Prohibits a claimant from commencing a lawsuit more than three years after the manifestation of injury or one year after the claimant discovers, or should have discovered, the injury, whichever occurs first. Requires tolling of this limitation, however, to the extent that the claimant is able to prove: (1) fraud; (2) intentional concealment; or (3) the presence of a foreign body, with no therapeutic or diagnostic purpose or effect, in the injured person. Subjects each party to such a lawsuit which is not a covered entity to proportionate liability only. Allows punitive damages against a covered entity only upon proof by clear and convincing evidence that the entity acted with reckless disregard for the claimant's health or safety. Shields covered entities, employees, agents, and representatives from civil liability for libel or slander arising from information or entries made in certified EHR technology, or transferred to another eligible provider, if the information, entries, or transfer were made in good faith and without malice.

Collectible Coin Protection Act - Amends the Hobby Protection Act to make it a violation of such Act for a person to provide substantial assistance or support to any manufacturer, importer, or seller if that person knows or consciously avoids knowing that such manufacturer, importer, or seller has engaged in any act or practice that violates requirements for plainly identifying imitation political items or imitation coins and other numismatic items. Provides that if such a violation also involves the unauthorized use of registered trademarks belonging to a collectibles certification service, the owner of such trademarks shall also have all rights provided under appropriate provisions of the Trademark Act of 1946.

Breast Cancer Patient Education Act of 2012 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services (HHS) to provide for the planning and implementation of an education campaign to inform breast cancer patients anticipating surgery regarding the availability and coverage of breast reconstruction, prostheses, and other options. Requires such campaign to include dissemination of the following information: (1) breast reconstruction is possible at the time of breast cancer surgery or in a delayed fashion; (2) prostheses or breast forms may be available; (3) federal law mandates that both public and private health plans include coverage of breast reconstruction and prostheses; (4) the patient has a right to choose the provider of reconstructive care, including the potential transfer of care to a surgeon that provides breast reconstructive care; and (5) the patient may opt to undergo breast reconstruction in a delayed fashion for personal reasons or after completion of all other breast cancer treatments. Prohibits such campaign from specifying, or being designed to serve as a tool to limit, the health care providers available to patients.

National Desert Storm and Desert Shield War Memorial Act - Authorizes the National Desert Storm Memorial Association to establish a commemorative work on federal land in the District of Columbia to commemorate and honor those who, as members of the Armed Forces, served on active duty in support of Operation Desert Storm or Operation Desert Shield. Prohibits the use of federal funds to pay any expense to establish the commemorative work.

Constitutional Amendment - States that the liberty of parents to direct the upbringing, education, and care of their children is a fundamental right. States that neither the United States nor any state shall infringe upon this right without demonstrating that its governmental interest, as applied to the person, is of the highest order and not otherwise served. Prohibits this article from being construed to apply to a parental action or decision that would end life. Declares that no treaty may be adopted nor shall any source of international law be employed to supersede, modify, interpret, or apply to the rights guaranteed by this amendment.

Update and Streamline REIT Act of 2012 or US REIT Act of 2012 - Amends the Internal Revenue Code, with respect to the tax treatment of real estate investment trusts (REITs), to: (1) modify safe harbor rules for avoiding penalties for prohibited sales of rental and timber properties by REITs by allowing three-year averaging of sales proceeds for such properties, (2) repeal the preferential dividend rule for dividend payments to shareholders of publicly-offered REITs, (3) revise REIT income and assets tests to allow treatment of publicly-offered REIT debt instruments and personal property leased or mortgaged in connection with REIT real property as real estate assets, (4) make permanent the treatment of gain from sales of timber property and mineral royalties as qualifying REIT income, and (5) revise the calculation of REIT earnings and profits to avoid duplicate taxation of REIT shareholders.

Medicare Secondary Payer and Workers' Compensation Settlement Agreements Act of 2012 - Amends title XVIII (Medicare) of the Social Security Act to: (1) create an exception to Medicare secondary payer requirements for certain workers' compensation settlement agreements, and (2) provide for the satisfaction of such requirements through use of qualified Medicare set-asides under workers' compensation settlement agreements.

Sergei Magnitsky Rule of Law Accountability Act of 2012 - Directs the Secretary of State to publish and update a list of each person the Secretary has reason to believe: (1) is responsible for the detention, abuse, or death of Sergei Magnitsky, participated in related liability concealment efforts, financially benefited from Sergei Magnitsky's detention, abuse, or death, or was involved in the criminal conspiracy uncovered by Sergei Magnitsky; or (2) is responsible for extrajudicial killings, torture, or other human rights violations committed against individuals seeking to expose illegal activity carried out by Russian officials, or against persons seeking to promote human rights and freedoms. Makes an alien on such list ineligible to enter or be admitted to the United States. Revokes any visa issued for such person. Authorizes the Secretary to waive such prohibition if in the U.S. national security interest. Requires congressional notification of any such waiver. Directs the Secretary of the Treasury to freeze and prohibit U.S. property transactions of an individual who is on the list or who acts as an agent for a listed individual. Authorizes the Secretary to waive such actions if in the U.S. national security interest. Requires congressional notification of any such waiver. Subjects a person who violates, attempts to violate, or causes a violation of such prohibitions to specified penalties. Terminates this Act 10 years after its enactment.
