Pledge Protection Act of 2007 - Amends the federal judicial code to deny jurisdiction to any federal court, and appellate jurisdiction to the Supreme Court, to hear or decide any question pertaining to the interpretation of the Pledge of Allegiance or its validity under the Constitution. Makes this limitation inapplicable to: (1) any court established by Congress under its power to make needful rules and regulations respecting the territory of the United States; or (2) the Superior Court of the District of Columbia or the District of Columbia Court of Appeals.

Collegiate Housing and Infrastructure Act of 2007 - Amends the Internal Revenue Code to allow tax-exempt charitable or educational organizations to make collegiate housing and infrastructure improvement grants to certain tax-exempt social clubs (e.g., college fraternities and sororities) so long as all of the active members of such clubs are full-time students at the college or university with which such clubs are associated. Defines "collegiate housing and infrastructure grants" to include grants to provide, improve, operate, or maintain collegiate housing.

American Veterans Disabled for Life Commemorative Coin - Directs the Secretary of the Treasury to mint and issue $1 silver coins emblematic of the design selected by the Disabled Veterans' LIFE Memorial Foundation for the American Veterans Disabled for Life Memorial, in commemoration of disabled American veterans. Expresses the sense of Congress that, to the greatest extent possible, the coins should be struck at the U.S. Mint at West Point, New York. Limits the period for coin issuance to the calendar year beginning on January 1, 2010. Imposes a $10 surcharge per coin, to be distributed to the Disabled Veterans' LIFE Memorial Foundation for the purpose of establishing an endowment to support the construction of American Veterans' Disabled for Life Memorial in Washington, D.C.

Helping Families Adopt Orphans Act - Directs the Secretary of Homeland Security to ensure that any "covered individual" (an individual whose Application for Advanced Processing of Orphan Petition was approved on or after July 1, 2005) may file a Petition to Classify Orphan as an Immediate Relative for at least two years after the approval of the individual's application. Prohibits the Secretary from requiring: (1) a covered individual who files a timely petition to pay any fees or complete any requirements already paid or completed in conjunction with the application or contingent on the amount of time that elapses between the application's approval and the petition's filing; and (2) any person who was a covered individual on this Act's enactment date from paying any fee for the timely filing of a petition unless that fee was required at the time the application was approved.

Home Oxygen Patient Protection Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to restore Medicare treatment of ownership of oxygen equipment that existed prior to the enactment of the Deficit Reduction Act of 2005. Repeals the limitation of Medicare payment to the supplier for such equipment (including portable oxygen equipment) to 36 months of continuous use.

Urges: (1) the United States not to engage in the construction of a North American Free Trade Agreement (NAFTA) Superhighway System; (2) the United States not to allow the Security and Prosperity Partnership to implement regulations that would create a North American Union with Mexico and Canada; and (3) the President to oppose these acts or any other proposals that threaten U.S. sovereignty.

Congressional Pardon for Border Patrol Agents Ramos and Compean Act - Orders: (1) the criminal convictions and sentences of Border Patrol Agents Ignacio Ramos and Jose Compean vacated; and (2) the release of said agents from government custody. Prohibits any further criminal prosecution or other proceedings against said agents. Express the sense of Congress that the Department of Homeland Security should review the rules of engagement presently used by the U.S. Border Patrol.

Teacher Tax Relief Act of 2007 - Amends the Internal Revenue Code to: (1) increase the allowable tax deduction for the expenses of elementary and secondary school teachers to $400; (2) allow the deduction of professional development expenses; and (3) make such deduction permanent.

Medicare Long-Term Care Hospital Improvement Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to prescribe requirements for a long-term care hospital (LTCH) and patient criteria for prospective payment to an LTCH. Directs the Secretary of Health and Human Services to: (1) determine the LTCH diagnosis related groups (LTCH-DRGs) associated with a high severity of illness for specified medical conditions; and (2) study and report to Congress on appropriate quality measures for Medicare patients receiving care in LTCHs. Directs the Secretary to choose three quality measures from the study for LTCHs to report. Amends the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000 to require annual updates of LTCH base rates and wage indices and the reweighting of LTCH-DRGs. Prohibits the Secretary from extending application of the 25% (or applicable percentage) patient threshold payment adjustment to freestanding LTCHs.

Vision Care for Kids Act of 2007 - Allows the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to award grants to states to: (1) provide comprehensive eye examinations by a licensed optometrist or ophthalmologist for children identified by a licensed health care provider or vision screener, with priority to children under age nine; (2) provide treatment or services to correct vision problems of such children; and (3) develop and disseminate educational materials on recognizing signs of visual impairment in children.

Genetic Information Nondiscrimination Act of 2007 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Public Health Service Act to expand the prohibition against discrimination by group health plans and health insurance issuers in the group and individual markets on the basis of genetic information or services to prohibit: (1) enrollment and premium discrimination based on information about a request for or receipt of genetic services; and (2) requiring genetic testing. Sets forth penalties for violations. Amends title XVIII (Medicare) of the Social Security Act to prohibit issuers of Medicare supplemental policies from discriminating on the basis of genetic information. Extends medical privacy and confidentiality rules to the disclosure of genetic information. Makes it an unlawful employment practice for an employer, employment agency, labor organization, or training program to discriminate against an individual or deprive such individual of employment opportunities because of genetic information. Prohibits the collection and disclosure of genetic information, with certain exceptions. Establishes a Genetic Nondiscrimination Study Commission to review the developing science of genetics and advise Congress on the advisability of providing for a disparate impact cause of action under this Act.

Securing America's Future Economy Commission Act, or SAFE Commission Act - Establishes the Securing America's Future Economy (SAFE) Commission to develop legislation designed to address: (1) the unsustainable imbalance between long-term federal spending commitments and projected revenues; (2) increases in net national savings to provide for domestic investment and economic growth; (3) the implications of foreign ownership of federally issued debt instruments; and (4) revision of the budget process to place greater emphasis on long-term fiscal issues. Requires the Commission to: (1) develop one or two methods for estimating the cost of legislation as an alternative to the current Congressional Budget Office (CBO) method; and (2) hold at least one town-hall style public hearing within each federal reserve district. Requires the Commission to submit a legislative proposal to Congress and the President. Authorizes the President to submit to Congress an alternative proposal. Authorizes the Committee on the Budget of either chamber to publish its own alternative proposal in the Congressional Record. Sets forth procedures for consideration of such legislation. Requires CBO to prepare a long-term cost estimate and have it published in the Congressional Record as expeditiously as possible whenever requested to do so by the Commission, the President, or the chairman or ranking minority member of the Committee on the Budget of either chamber.

Christopher and Dana Reeve Quality of Life for Persons with Paralysis Act - Amends the Public Health Service Act to permit the Director of the National Institutes of Health (NIH): (1) acting through the Director of the National Institute of Neurological Disorders and Stroke, to expand and coordinate NIH activities on paralysis research; (2) to award grants to plan, establish, improve, and provide basic operating support for Christopher Reeve Paralysis Research Consortia; (3) to educate and disseminate information and receive public comment on NIH programs and research regarding paralysis; (4) acting through the Director of the National Institute on Child Health and Human Development and the National Center for Rehabilitation Research, to expand and coordinate NIH research with implications for enhancing daily function for persons with paralysis; and (5) to make grants to plan, establish, improve, and provide basic operating support for multicenter clinical trial networks to design clinical rehabilitation intervention protocols and measures of outcomes on paralysis. Permits the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to study the health challenges associated with paralysis and other physical disabilities and carry out projects and interventions to improve the quality of life and long-term health status of individuals with such conditions. Permits the Secretary to award grants for activities related to paralysis, including to: (1) establish paralysis registries; and (2) disseminate information to the public. Allows the Secretary of Veterans Affairs to: (1) establish Paralysis Research, Education and Clinical Care Centers; and (2) award grants to medical centers of the Department of Veterans Affairs (VA) to translate clinical findings and recommendations on paralysis into evidence-based best practices.

Alice Paul Congressional Gold Medal Act - Requires the Speaker of the House of Representatives and the President pro tempore of the Senate to make arrangements for the posthumous presentation of a congressional gold medal in commemoration of Alice Paul, to recognize her role in the women's suffrage movement and in advancing equal rights for women. Authorizes the Secretary of the Treasury to strike and sell duplicates in bronze of such medal. Requires proceeds from the sale of such medals to be deposited into the U.S. Mint Public Enterprise Fund.

Working Families Wage and Access to Health Care Act - Amends the Fair Labor Standards Act of 1938 to incrementally increase the federal minimum wage to $7.25. Small Business Health Fairness Act of 2007 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to provide for establishment and governance of association health plans (AHPs), which are group health plans whose sponsors are trade, industry, professional, chamber of commerce, or similar business associations, and which meet certain ERISA certification requirements. Establishes the Association Health Plan Fund to be used by the Secretary of Labor to make payments to an insurer to maintain coverage for a plan, if there is a reasonable expectation that, without such payments, claims would not be satisfied by reason of termination of coverage. Requires the Secretary to establish a Solvency Standards Working Group. Allows a state to impose a contribution tax on an association health plan, if the plan commenced operations in such state after the date of enactment of this Act. Preempts any state law that may preclude a health insurance issuer from: (1) offering health insurance coverage in connection with a certified AHP; or (2) offering health insurance coverage of the same policy type to other employers operating in the state which are eligible for coverage under such AHPs, whether or not such other employers are participating employers in such plan. Amends the Internal Revenue Code to extend through 2011 the increased expensing allowance for small business assets. Revises the definition of "qualified restaurant property" to eliminate the requirement that improvements to restaurant property must be placed in service more than three years after the original building is placed in service.

Retired Pay Restoration Act - Expresses the sense of Congress that military retired pay should not be reduced because a military retiree is also eligible for veterans' disability compensation awarded for a service-connected disability. Allows the receipt of both military retired pay and veterans' disability compensation with respect to any service-connected disability (currently, only a disability rated at 50 percent or more). Repeals provisions phasing in the full concurrent receipt of such pay through December 31, 2013. Makes eligible for the full concurrent receipt of both veterans' disability compensation and either military retired pay or combat-related special pay those individuals who were retired or separated from military service due to a service-connected disability.

Small Business Health Fairness Act of 2007 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to provide for establishment and governance of association health plans (AHPs), which are group health plans whose sponsors are trade, industry, professional, chamber of commerce, or similar business associations, and which meet certain ERISA certification requirements. Belated Thank You to the Merchant Mariners of World War II Act of 2007 - Directs the Secretary of Veterans Affairs to pay a monthly benefit of $1,000 to certain honorably-discharged veterans of the U.S. Merchant Marine who served between December 7, 1941, and December 31, 1946 (or to their survivors). Includes service in the Army Transport Service and the Naval Transport Service. Exempts from taxation benefits paid under this Act.

Congressional Integrity and Pension Forfeiture Act of 2007 - Amends federal civil service law, with respect to both the Civil Service Retirement System (CSRS) and the Federal Employees' Retirement System (FERS), to require the Office of Personnel and Management (OPM) to prescribe regulations that deny eligibility under CSRS or FERS for a Member convicted of certain offenses that are: (1) committed by the individual while a Member, (2) related to the individual's service as a Member, and (3) after enactment of this Act. Refunds annuity contributions and deposits, excluding interest earned, to a convicted individual. Defines Member as the Vice President, a member of the Senate or the House of Representatives, a Delegate to the House of Representatives, and the Resident Commissioner from Puerto Rico.

Animal Fighting Prohibition Enforcement Act of 2007 - Amends the federal criminal code to prohibit: (1) sponsoring or exhibiting a bird in a fighting venture in a state where it would not otherwise be in violation of the law, only if the person knew that any bird in the venture was knowingly bought, sold, delivered, transported, or received in interstate or foreign commerce for such purpose; or (2) knowingly sponsoring or exhibiting in an animal fighting venture any other animal that was moved in interstate or foreign commerce. Prohibits knowingly: (1) selling, buying, transporting, delivering, or receiving, for purposes of transportation in interstate or foreign commerce, any dog or other animal to participate in an animal fighting venture; (2) using interstate mail service for commercial speech promoting an animal fighting venture except as performed outside the limits of the states (with an exception for bird fights in states whose laws allow them); or (3) selling, buying, transporting, or delivering in interstate or foreign commerce a knife, gaff, or other sharp instrument to be attached to the leg of a bird for use in an animal fighting venture. Increases the penalties to a fine and up to three years' imprisonment for violations.

RU-486 Suspension and Review Act of 2007 - Deems the approved application for the drug mifepristone (marketed as Mifeprex, commonly known as RU-486, and used for the chemically induced termination of intrauterine pregnancy) to have been withdrawn. Deems the drug misoprostol to be misbranded under the Federal Food, Drug, and Cosmetic Act (FFDCA) if it bears labeling providing that the drug may be used for the medical termination of intrauterine pregnancy. Directs the Comptroller General to review and report on the process by which the Food and Drug Administration (FDA) approved mifepristone. Provides for the reinstatement of the approved application for such drug if the report determines the approval to have been in accordance with FFDCA.

Calling for 2-1-1 Act of 2007 - Directs the Secretary of Health and Human Services to award a grant to each state to carry out a program for making available throughout that state the 2-1-1 telephone service for information and referral on human services. Requires a participating state to ensure that at least 50% of the resources of the program funded by the grant will be derived from other sources. Requires a state seeking a grant to carry out its activities through a lead entity to be known as a 2-1-1 Collaborative. Requires grant amounts to be used solely to make available to a state 2-1-1 telephone service for community information and referral on human services to all citizens of that state with phone access, including telephone connections between families and individuals seeking services and the service providers. Requires grant recipients to: (1) abide by the Key Standards for 2-1-1 Centers; and (2) collaborate with human service organizations to provide an exhaustive database of services with which to provide information or referral to individuals utilizing the 2-1-1 service.

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a three-fifths rollcall vote of each chamber, authorizes a specific excess of outlays over receipts. Requires a three-fifths rollcall vote of each chamber to increase the public debt limit. Directs the President to submit a balanced budget to Congress annually. Prohibits any bill to increase revenue from becoming law unless approved by a majority of each chamber by rollcall vote. Authorizes waivers of these provisions when a declaration of war is in effect or under other specified circumstances involving military conflict.

Social Security Fairness Act of 2007 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to repeal: (1) government pension offset requirements applicable to husband's and wife's insurance benefits, widow's and widower's insurance benefits, and mother's and father's insurance benefits with respect to OASDI payments; and (2) windfall elimination requirements with respect to computation of an individual's primary insurance amount.

Requires the Secretary of Agriculture to fulfill, and accept reimbursement from the Secretary of Health and Human Services for, commodity procurement requests for FY2007 submitted by the states and tribal organizations before November 14, 2006, in support of the operation of the nutrition services incentive program authorized under the Older Americans Act of 1965.

Older Americans Act Amendments of 2006 - Reauthorizes the Older Americans Act of 1965. Authorizes appropriations for the Administration on Aging, the National Eldercare Locator Service, pension counseling and information programs, supportive, nutrition, and disease prevention and health promotion services, family caregiver support, nutrition grants to American Indians, Alaskan Natives, and Native Hawaiians, the Native Americans Caregiver Support Program, and vulnerable elder rights protection activities. Reduces each state's guaranteed share of any increase in state allotments for such services above the state's FY2006 allotment. Authorizes the Assistant Secretary for Aging to: (1) designate a person to have responsibility for elder abuse prevention and services; (2) designate an employee to administer mental health services; and (3) establish a National Center on Senior Benefits Outreach and Enrollment. Requires the Assistant Secretary to: (1) implement in all states Aging and Disability Resource Centers; and (2) assist entities in integrated health promotion and disease prevention programs. Repeals the authorization for the Assistant Secretary to provide staff and assistance to the Federal Council on Aging. Requires the Secretary of Health and Human Services to establish an Interagency Coordinating Committee on Aging. Adds state eligibility requirements for grants for programs on aging, including assuring that particular attention will be given to services to older individuals with limited English proficiency. Revises requirements for area plans. Authorizes area agencies to assess preparedness for change in the number of older individuals over the next ten years. Adds state eligibility requirements for grants for programs on aging. Limits nutrition allotments to the purchase of agricultural commodities and other foods. Requires: (1) states to provide nutrition education, counseling, and services to recipients of meals delivered by state nutrition projects; and (2) the Assistant Secretary to contract with the Institute of Medicine of the National Academy of Sciences Food and Nutrition Board to establish an independent panel to study nutrition projects. Requires the Assistant Secretary to provide information on methods of improving indoor air quality in buildings where older individuals congregate. Amends the National Family Caregiver Support Act to include within the definition of "child" individuals with disabilities, decrease the specified age for relative caregivers, and require priority for services to family caregivers of older individuals with Alzheimer's. Requires area agencies to encourage using trained volunteers and to coordinate with specified volunteer programs. Authorizes the Assistant Secretary to make grants to prepare communities for the aging of the population, support the use of health monitoring and technology, improve transportation for seniors, conduct activities of national significance to support caregivers, and build public awareness of cognitive impairments. Requires the Assistant Secretary to award grants for projects for multigenerational and civic engagement activities, mental health programs, and model aging in place projects. Redesignates the Older American Community Service Employment Act as the Community Service Senior Opportunities Act and revises provisions concerning the community service employment program. Authorizes the Assistant Secretary to award grants for elder justice programs and collection of data regarding elder abuse, neglect, and exploitation. Tom Osborne Federal Youth Coordination Act - Establishes the Federal Youth Development Council to provide advice and recommendations on federal programs designed to serve youth.

Third Higher Education Extension Act of 2006 - Amends the Higher Education Extension Act of 2005 to extend the programs under the Higher Education Act of 1965 through June 30, 2007. Amends the Higher Education Act of 1965 to bar trustees of institutions of higher education (IHEs), or of institution-affiliated organizations, from serving as eligible lenders under the Federal Family Education Loan (FFEL) program, unless the trusteeship continues pursuant to a contract entered into before the enactment of this Act. Alters the grant program for Hispanic-serving IHEs to: (1) move the time at which at least 25% of their full-time students must be Hispanic, from the time such IHEs apply for a new grant back to the end of the preceding grant year; (2) eliminate the requirement that at least 50% of their Hispanic students be poor; and (3) eliminate the two-year waiting period between grant applications. Requires that account maintenance fees payable to guarantee agencies under the FFEL program be calculated on the basis of .10% of the original principal amount of such outstanding loans on which insurance was issued. (Currently, such fees are capped at such percentage.) Directs the Secretary of Education to discharge or cancel the federal student loan indebtedness of spouses and parents of individuals who died (or die) or who became (or become) permanently and totally disabled from injuries suffered in the terrorist attacks on September 11, 2001. States that, in the case of a consolidation loan used jointly by a victim of such attacks and his or her spouse, the discharge or cancellation shall apply only to that portion of debt incurred on behalf of the victim; except that, where the victim served as a police officer, firefighter, other safety or rescue personnel, or member of the Armed Forces, all of the debt on such loan shall be discharged or canceled.

Mark-to-Market Extension Act of 2006 - Amends the Multifamily Assisted Housing Reform and Affordability Act of 1997 to reauthorize to October 1, 2011: (1) the Mark-to-Market program; and (2) provisions of the FHA-insured Multifamily Housing Mortgage and Housing Assistance Restructuring program regarding projects and programs for which binding commitments have been entered into under such Act. Permits the Secretary of Housing and Urban Development to waive rent level limits for up to 9% (currently 5%) of all units subject to restructured mortgages in any fiscal year, based on certain findings of special need. Revises requirements for an approved mortgage restructuring and rental assistance sufficiency plan with respect to modification or forgiveness of all or part of a second mortgage held by the Secretary (debt relief) if the project concerned is acquired by a tenant organization or tenant-endorsed community-based nonprofit or public agency. Sets forth requirements for alternative periods of eligibility for such nonprofit debt relief. Declares disaster-damaged eligible projects eligible without regard to the relationship between rent level for the assisted units and comparable market rents. Requires each mortgage restructuring and rental assistance sufficiency plan to determine adjusted rent levels, according to certain formulae, for units assisted with project-based assistance in eligible multifamily housing projects. States that, with respect to a disaster-damaged eligible project, the owner contribution toward rehabilitation needs shall be determined in accordance with specified requirements.

Contact Lens Consumer Health Protection Act - Amends the Fairness to Contact Lens Consumers Act to require the seller to provide the prescriber with a toll-free telephone number and email address for questions relating to a contact lens prescription verification request. Revises the verification event in which a prescription is verified if the prescriber fails to communicate with the seller within eight business hours, or a similar time as defined by the Federal Trade Commission (FTC), after receiving required patient and prescription information from the seller. States that if a prescriber communicates a question or concern to a seller through such toll-free telephone service or dedicated email address before such eight-hour period has ended, the seller must obtain affirmative confirmation of the accuracy of the prescription from the prescriber before the prescription is considered verified. Authorizes a prescriber to make a written request to a seller that all contact lens prescription verification requests be communicated by a preferred method of communication, including telephone, facsimile, or email. Authorizes fines for violations of this Act in amount up to $100,000 per violation. Directs the FTC to examine and report to Congress on the potential and actual adverse effects on consumers of seller violations of the requirements of this Act.

Directs the Secretary of Defense to pay compensation as prescribed under this Act to those living members of the Armed Forces and U.S. civilian employees who were captured by Japan, who were used as slave labor during World War II, and whose application for compensation is approved. Authorizes the Secretary of Defense to accept any monetary contribution (with exceptions) made by any person upon on the condition that the contribution be used to provide such compensation to a selected veteran or civilian internee. Requires amounts received as contributions to be deposited in the Department of Defense General Gift Fund. States that, any amount paid to a selected veteran or civilian internee as compensation under this Act is in addition to any other amount paid to such veteran or civilian internee under any other provision of law as compensation for the performance of slave labor during World War II. Expresses the sense of Congress regarding contributions by certain Japanese corporations.

Expresses support for the goals and ideals of National Alzheimer's Disease Awareness Month, including efforts to: (1) raise public awareness about Alzheimer's; (2) promote early evaluation, diagnosis, planning, and treatment; and (3) encourage progress toward the development of a national health policy to raise awareness about Alzheimer's and to ensure that people with dementia receive a diagnosis and appropriate care. Encourages Americans who may be experiencing memory impairment to seek an evaluation and diagnosis.

Expresses the sense of the House of Representatives that programs should be established to: (1) increase public awareness about the prevalence and devastating consequences of vision disorders in children; and (2) educate the public and health care providers about the warning signs and symptoms of ocular and vision disorders, the benefits of early detection, evaluation, and treatment, and the importance of early and regular vision screening and comprehensive eye exams.

Helping Families Adopt Orphans Act - Directs the Secretary of Homeland Security to ensure that any "covered individual" (an individual whose Application for Advanced Processing of Orphan Petition was approved on or after January 1, 2005) may file a Petition to Classify Orphan as an Immediate Relative for at least two years after the approval of the individual's application. Prohibits the Secretary from requiring: (1) a covered individual who files a timely petition to pay any fees or complete any requirements already paid or completed in conjunction with the application or contingent on the amount of time that elapses between the application's approval and the petition's filing; and (2) any person who was a covered individual on this Act's enactment date from paying any fee for the timely filing of a petition unless that fee was required at the time the application was approved.

Wright Amendment Reform Act - Amends the International Air Transportation Competition Act of 1979 to authorize domestic air carriers and foreign air carriers (with respect to foreign air transportation) to offer for sale and provide through service and ticketing air transportation to or from Love Field, Texas, and any U.S. or foreign destination through any point within Texas, New Mexico, Oklahoma, Kansas, Arkansas, Louisiana, Mississippi, Missouri, and Alabama (effectively expanding domestic and foreign air service to and from Love Field, Texas). Prohibits: (1) a person from providing nonstop air passenger service between Love Field, Texas, and any point or points outside the 50 states or the District of Columbia; and (2) a federal official or employee from designating Love Field, Texas, as an initial point of entry into the United States or a last point of departure from the United States. Limits charter flights at Love Field, Texas, to: (1) destinations within the 50 states and the District of Columbia; and (2) no more than 10 per month per air carrier for charter flights beyond the states of Texas, New Mexico, Oklahoma, Kansas, Arkansas, Louisiana, Mississippi, Missouri, and Alabama. Directs the city of Dallas, Texas, to reduce the number of gates available for air service at Love Field, Texas, to no more than 20 gates (with a limit not to exceed a maximum of 20 gates). Declares that nothing in a certain agreement between the city of Dallas, the city of Fort Worth, Southwest Airlines, American Airlines, and the Dallas-Fort Worth International Airport Board and this Act shall affect general aviation service at Love Field, Texas.

Ethiopia Freedom, Democracy, and Human Rights Advancement Act of 2006 - States that is U.S. policy to: (1) support human rights, democracy, independence of the judiciary, freedom of the press, peacekeeping capacity building, and economic development in the Federal Democratic Republic of Ethiopia; (2) collaborate with Ethiopia in the Global War on Terror; (3) seek the release of all political prisoners and prisoners of conscience in Ethiopia; (4) foster stability, democracy, and economic development in the region; and (5) strengthen U.S.-Ethiopian relations. Directs the Secretary of State to take specified actions to support human rights and democratization in Ethiopia. Prohibits until the President makes specified congressional certifications: (1) security assistance to Ethiopia, with exceptions for peacekeeping or counter-terrorism assistance; and (2) U.S. entry of any Ethiopian official involved in giving orders to use lethal force against peaceful demonstrators or accused of gross human rights violations, government security personnel involved in shootings of demonstrators, and Ethiopian civilians involved in killings of Ethiopian policemen. Directs the President to provide assistance for the rehabilitation of Ethiopian torture victims. Expresses the sense of Congress that the U.S. government should: (1) encourage the government of Ethiopia to enter into discussions with the Oromo Liberation Front to bring them into full participation in Ethiopia's political and economic affairs; and (2) provide necessary assistance to help achieve such goal. Directs the President to provide Ethiopia with: (1) economic policy assistance; (2) financing for U.S.-Ethiopian commercial ventures; and (3) resource policy assistance.

Stealth Tax Relief Extension Act of 2006 - Amends the Internal Revenue Code to: (1) increase the exemption from the alternative minimum tax for individual taxpayers in 2007; and (2) extend through 2007 the allowance of certain nonrefundable tax credits against alternative minimum tax liability.
