Federal Price Gouging Prevention Act - Makes it unlawful for any person to sell crude oil, gasoline, natural gas, or petroleum distillates at a price that: (1) is unconscionably excessive; or (2) indicates the seller is taking unfair advantage unusual market conditions or the circumstances of an emergency to increase prices unreasonably. Declares unlawful: (1) intentional reporting of false price information concerning wholesale prices of such products; and (2) market manipulation regarding the purchase or sale at wholesale of such products. Empowers the Federal Trade Commission (FTC) and State Attorneys General to enforce this Act. Sets forth civil and criminal penalties for violations of this Act. Requires fines and penalties collected under this Act to be deposited in a separate fund in the treasury to be known as the Consumer Relief Trust Fund to provide assistance under the Low Income Home Energy Assistance Program (LIHEAP) administered by the Secretary of Health and Human Services. Declares that nothing in this Act preempts state law. Directs the FTC to facilitate price transparency in wholesale markets for the sale of crude oil and essential petroleum products.

Focus on Family Health Worldwide Act of 2007 - Amends the Foreign Assistance Act of 1961 to authorize the President, through the United States Agency for International Development (USAID), to provide assistance for voluntary family planning programs in developing countries, including activities to: (1) improve public knowledge of voluntary family planning programs; (2) support public and private voluntary family planning programs, including networks for community-based and subsidized commercial distribution of contraceptives; (3) expand training for health care providers and educators; (4) provide improved coordination between voluntary family planning programs and programs that receive U.S. assistance for the prevention of HIV/AIDS and other sexually transmitted infections; and (5) strengthen supply chain logistics for the procurement and distribution of safe contraceptives, including coordination with the supply chain for HIV/AIDS prevention, care, and treatment. Gives priority to developing countries with acute family planning and maternal health needs.

Kidney Care Quality and Education Act of 2007 - Directs the Secretary of Health and Human Services to establish demonstration projects to: (1) increase public awareness about the factors that lead to chronic kidney disease, how to prevent it, how to treat it, and how to avoid kidney failure, as well as enhance surveillance systems and expand research to better assess the prevalence and incidence of kidney disease; and (2) enable individuals with end-stage renal disease (ESRD) to develop self-management skills. Amends title XVIII (Medicare) of the Social Security Act (SSA) to provide for Medicare coverage of kidney disease patient education services. Directs the Secretary to: (1) establish blood flow monitoring demonstration projects; and (2) arrange with the Institute of Medicine of the National Academy of Sciences to evaluate the barriers to increasing the number of individuals with ESRD who elect to receive home dialysis services or other treatment modalities under Medicare. Sets forth required training for patient care dialysis technicians. Directs the Secretary to establish an independent, multidisciplinary, nonpartisan End-Stage Renal Disease Advisory Committee. Establishes the annual update framework for the Medicare ESRD composite rate. Directs the Secretary to establish a three-year continuous quality improvement initiative under which quality payments are provided to renal dialysis facilities, providers of services, and physicians that: (1) provide items and services to individuals with ESRD enrolled under Medicare part B (Supplementary Medical Insurance); and (2) meet quality benchmarks and demonstrate quality improvements. Requires the Secretary to make quality incentive payments to facilities and providers whose services to individuals with ESRD have substantially improved or exceeded a certain threshold. Extends Medicare as secondary payer with respect to individuals with ESRD.

American Health Security Act of 2007 - Establishes the State-Based American Health Security Program to provide every U.S. resident who is a U.S. citizen, national, or lawful resident alien with health care services. Requires each participating state to establish a state health security program. Eliminates benefits under: (1) titles XVIII (Medicare), XIX (Medicaid), and XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act; (2) the Federal Employees Health Benefits Program; and (3) the Civilian Health and Medical Program of the Uniformed Services (CHAMPUS). Requires each state health security program to prohibit the sale of health insurance in that state that duplicates benefits provided under the program. Establishes the American Health Security Standards Board to: (1) develop policies, procedures, guidelines and requirements to carry out this Act; (2) establish uniform reporting requirements; (3) provide for an American Health Security Advisory Council and an Advisory Committee on Health Professional Education; and (4) establish a national health security budget specifying the total Federal and State expenditures to be made for covered health care services. Establishes the American Health Security Quality Council to: (1) review and evaluate practice guidelines, standards of quality, performance measures, and medical review criteria; and (2) develop minimum competence criteria. Establishes the Office of Primary Care and Prevention Research within the Office of the Director of the National Institutes of Health (NIH). Amends the Internal Revenue Code to create the American Health Security Trust Fund and appropriates to the Fund specified tax liabilities and current health program receipts.

Healthy Hospitals Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to require public reporting of health care-associated infections data by hospitals and ambulatory surgical centers. Authorizes the Secretary of Health and Human Services to establish a pilot program under Medicare to provide financial incentives or grants to hospitals and ambulatory surgical centers that demonstrate a satisfactory reduction in the rate of occurrence (or elimination) of health care-associated infections in the applicable hospital or ambulatory surgical center. Expresses the sense of Congress that health care providers and facilities should take measures to reduce the rate of occurrence of health care-associated infections to zero, with respect to patients to whom such providers and facilities furnish services.

Breast Cancer and Environmental Research Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the National Institutes of Health (NIH), to make grants to public or nonprofit private entities for the development and operation of centers to conduct multidisciplinary and multi-institutional research on environmental factors that may be related to the etiology of breast cancer. Requires each such center to: (1) be known as a Breast Cancer and Environmental Research Center of Excellence; (2) include community organizations in the geographic area served by the center; (3) be formed from a consortium of cooperating institutions and community groups; and (4) be supported under this Act for a period of not more than five years, with additional periods allowed after review and recommendation. Requires the Secretary to establish a Breast Cancer and Environmental Research Panel to: (1) develop a comprehensive research strategy for centers; (2) make recommendations with respect to the mechanisms, peer review criteria, and allocations under this Act; (3) assist in the overall program evaluations; and (4) make recommendations for the dissemination of information on program process. Requires the Director of NIH to provide for coordination of information among, and an equitable geographical distribution of, centers.

Kids Come First Act of 2007 - Amends title XIX of the Social Security Act (SSA) to give states the option to receive 100% Federal Medicaid Assistance Percentages (FMAPs) for medical assistance for children in poverty in exchange for expanded coverage of children in working poor families under Medicaid (SSA title XIX) or SCHIP (SSA title XXI (State Children's Health Insurance)). Eliminates the cap on SCHIP funding for states that expand eligibility for children. Gives states the option to: (1) provide wrap-around SCHIP coverage to children who have other health coverage; (2) enroll low-income children of state employees in SCHIP; (3) provide optional coverage of legal immigrant children under Medicaid and SCHIP; and (4) provide for passive renewal of eligibility for children under Medicaid and SCHIP. Amends the Internal Revenue Code to provide for: (1) a refundable income tax credit for health insurance coverage of children; and (2) forfeiture of the personal tax exemption for any child not covered by health insurance. Amends the Employee Retirement Income Security Act of 1974 and the Public Health Service Act to require group market health insurers to offer a dependent coverage option for workers and other individuals with children.

Amends the Internal Revenue Code to permit: (1) federal civilian and military retirees to pay Federal Employees Health Benefits Program (FEHBP) and TRICARE supplemental premiums on a pretax basis (i.e., exclude premiums from gross income); and (2) a tax deduction (available to itemizers and nonitemizers) for TRICARE supplemental premiums or enrollment fees. Directs the Director of the Office of Personnel Management (OPM) and the Secretary of Defense to ensure that the option of paying FEHBP and TRICARE supplemental premiums on a pretax basis is available to federal civilian and military retirees for the first open enrollment period beginning not less than 90 days after the enactment of this Act.

Commends the Director of the National Institutes of Health (NIH) for working with leading scientists and researchers to organize the first-ever NIH conference on hydrocephalus (a neurological condition characterized by the abnormal buildup of cerebrospinal fluids in the ventricles of the brain). Urges the Director to continue the current collaboration with respect to hydrocephalus among national research institutes. Calls for: (1) further research into the epidemiology, pathophysiology, disease burden, and improved treatment of hydrocephalus; and (2) increased public awareness and professional education regarding hydrocephalus through partnerships between the federal government and patient advocacy organizations, such as the Hydrocephalus Association.

Family Smoking Prevention and Tobacco Control Act - Amends the Federal Food, Drug, and Cosmetic Act to provide for the regulation of tobacco products by the Secretary of Health and Human Services through the Food and Drug Administration, including through disclosure, annual registration, inspection, recordkeeping, and user fee requirements. Sets forth criteria by which tobacco products are deemed adulterated or misbranded. Allows the Secretary to require prior approval of all label statements. Allows the Secretary to restrict the sale or distribution of tobacco products, including advertising and promotion, if the Secretary determines that such regulation would be appropriate for the protection of the public health. Prohibits such regulations from: (1) limiting product sales or distribution to authorization of a practitioner licensed to prescribe medical products; (2) prohibiting product sales in face-to-face transactions by a specific category of retail outlets; or (3) establishing a minimum age greater than 18 years of age for product purchases. Prohibits cigarettes from containing any artificial or natural flavor (other than tobacco or menthol) or an herb or spice, including strawberry, cinnamon, or coffee. Requires the Secretary to establish tobacco product standards to protect the public health, but reserves to Congress the power to ban any tobacco products or reduce the nicotine level to zero. Allows the Secretary to take specified actions, including public notification and recall, against unreasonably harmful products. Requires premarket approval of all new tobacco products. Sets forth standards for the sale of modified risk tobacco products. Sets forth provisions regarding: (1) judicial review; (2) coordination with the Federal Trade Commission (FTC); (3) congressional review of regulations; and (4) state and local authority. Requires the Secretary to establish a Tobacco Products Scientific Advisory Committee. Amends the Federal Cigarette Labeling and Advertising Act to change cigarette warning label and advertising requirements. Amends the Comprehensive Smokeless Tobacco Health Education Act of 1986 to change smokeless tobacco warning label and advertising requirements.

Comprehensive Cancer Care Improvement Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to provide for coverage of comprehensive cancer care planning services to provide individuals diagnosed with cancer a plan that details all aspects of the care to be provided. Requires the Secretary of Health and Human Services to establish standards for such services. Directs the Secretary to conduct a two-year demonstration project under which Medicare payments will be made for comprehensive cancer care symptom management services furnished by an eligible entity in accordance with a described plan. Directs the Secretary to make grants to eligible entities to: (1) establish new, or expand existing, palliative care and symptom management programs for cancer patients; (2) improve the quality of graduate and postgraduate training of physicians, nurses, and other health care providers in palliative care and symptom management for such patients; and (3) improve the quality of continuing professional education provided to qualified individuals regarding palliative care and symptom management for cancer patients. Requires the Director of the National Institutes of Health (NIH) to establish a program of grants for research on palliative care, symptom management, communication skills, and other end-of-life topics for such patients.

Law Enforcement Officers Equity Act - Amends the definition of the term "law enforcement officer" under provisions of the Federal Employees Retirement System (FERS) and the Civil Service Retirement System (CSRS) to include: (1) federal employees not otherwise covered by such term whose duties include the investigation or apprehension of suspected or convicted individuals and who are authorized to carry a firearm; and (2) such employees of the Internal Revenue Service (IRS) whose duties are primarily the collection of delinquent taxes and the securing of delinquent returns. Requires such service that is performed by an incumbent law enforcement officer: (1) after enactment of this Act to be treated as service performed as a law enforcement officer for federal retirement purposes; and (2) before, on, or after enactment as service performed as such an officer for federal retirement purposes only if an appropriate written election is submitted to the Office of Personnel Management (OPM) within five years after enactment or before separation from government service, whichever is earlier. Provides that nothing under current law respecting mandatory separation from government service under CSRS or FERS shall cause the involuntary separation of an officer before the end of the three-year period following enactment.

Breast Cancer Research Stamp Authorization Act - Extends through December 31, 2009, provisions requiring the U.S. Postal Service to issue a special postage stamp for first-class mail that costs not less than 15% more than the regular first-class stamp to contribute funding for breast cancer research.

Heart Disease Education, Analysis Research, and Treatment for Women Act or the HEART for Women Act - Amends the Federal Food, Drug, and Cosmetic Act and the Public Health Service Act to require an application for approval or for investigation of a drug, device, or biological product to include information stratified by sex, race, and ethnicity, including any differences in safety and effectiveness. Requires the Secretary of Health and Human Services to: (1) withhold approval of such an application or place a clinical hold on an investigation if such information is not included; and (2) report to the scientific community and make information available to the public on such stratified data upon approval of an application. Requires the Comptroller General to study the drug approval process to ensure compliance with this Act. Requires the Secretary to require that all nonidentifiable patient safety work product reported to a patient safety database be stratified by sex. Requires the Secretary, acting through the Director of the Agency for Healthcare Research and Quality (AHRQ), to report to Congress concerning the quality of and access to care for women with heart disease, stroke, and other cardiovascular diseases. Provides for an educational campaign relating to heart disease, stroke, and cardiovascular diseases in women. Authorizes appropriations to enable the Director of the Centers for Disease Control and Prevention to implement Well-Integrated Screening and Evaluation for Women Across the Nation (WISEWOMAN) program projects in all states and territories.

Damaged Vehicle Information Act - Amends federal transportation law to direct the Secretary of Transportation to issue a regulation to require persons who terminate a motor vehicle contract due to flood or water damage, collision, fire damage, theft and recovery, or any circumstance that adversely affects the fair market value of the vehicle to disclose information of such vehicle damage to the public.

Student Aid Reward Act of 2007 - Amends title IV (Student Assistance) of the Higher Education Act of 1965 to direct the Secretary of Education to carry out a Student Aid Reward (SAR) Program of payments to encourage institutions of higher education (IHEs) to participate in the student loan program under title IV that is most cost-effective for taxpayers. Requires that a SAR payment to an IHE equal at least 50% of the savings to the federal government generated by the IHE's participation in the most cost-effective student loan program, rather than one not cost-effective for taxpayers. Requires IHEs receiving SAR payments to: (1) provide student loans under that most cost-effective program for five years after the payment date; and (2) use payment funds, where appropriate, to supplement student Pell Grants. Allows such funds to be used also to award need-based grants to lower and middle income graduate students.

Assault Weapons Ban and Law Enforcement Protection Act of 2007 - Reinstates for ten years repealed criminal provisions regarding assault weapons and large capacity ammunition feeding devices (the assault weapons ban). Revises the definition of "semiautomatic assault weapon" to include conversion kits (for converting a firearm to such a weapon) and any semiautomatic rifle or pistol that has an ability to accept a detachable magazine and that has specified characteristics, including a telescoping stock. Prohibits the transfer of such a weapon except through a licensed dealer or a state or local law enforcement agency, subject to specified requirements. Directs the Attorney General to: (1) establish and maintain a record of the make, model, and date of manufacture of any such weapon which the Attorney General is made aware has been used in relation to a crime, and of the nature and circumstances of the crime involved; and (2) annually submit the record to Congress and make it available to the public. Prohibits: (1) the transfer of any assault weapon with a large capacity ammunition feeding device; and (2) a licensed manufacturer, importer, or dealer who transfers such a device that was manufactured on or before this Act's enactment from failing to certify to the Attorney General, within 60 days of the transfer date, that the device was manufactured on or before that date. Sets forth penalties for violations. Prohibits: (1) the transfer of such a weapon or device to a juvenile; and (2) the importation of such a device.

Public Safety Employer-Employee Cooperation Act of 2007 - Provides collective bargaining rights for public safety officers employed by states or local governments. Directs the Federal Labor Relations Authority to determine whether state law provides specified rights and responsibilities for public safety officers, including: (1) granting public safety employees the right to form and join a labor organization which excludes management and supervisory employees, and which is, or seeks to be, recognized as the exclusive bargaining agent for such employees; and (2) requiring public safety employers to recognize and agree to bargain with the employees' labor organization. Requires the Authority to issue regulations establishing rights and responsibilities for public safety employers and employees in states that do not substantially provide for such public safety employee rights and responsibilities. Directs the Authority, in such cases, to: (1) determine the appropriateness of units for labor organization representation; (2) supervise or conduct elections to determine whether a labor organization has been selected as an exclusive representative by a voting majority of the employees in an appropriate unit; (3) resolve issues relating to the duty to bargain in good faith; (4) conduct hearings and resolve complaints of unfair labor practices; and (5) resolve exceptions to arbitrator's awards. Grants a public safety employer, employee, or labor organization the right to seek enforcement of such Authority regulations and authority through appropriate state courts. Prohibits public safety employers, employees, and labor organizations from engaging in lockouts or strikes. Provides that existing collective bargaining units and agreements shall not be invalidated by this Act.

Pell Grant Equity Act of 2007 - Amends the Higher Education Act of 1965 to repeal the formula for calculation of an individual Pell Grant which includes, in part, the sum of the student's tuition. (Thus eliminates the "tuition sensitivity provision" which currently prohibits maximum Pell Grant awards to students attending low-tuition institutions of higher education even if their income is low enough to otherwise qualify for the maximum award.)

Consumer Overdraft Protection Fair Practices Act - Amends the Truth in Lending Act to set forth restrictions on: (1) overdraft protection programs or services for consumers; and (2) representations or statements with respect to such a program or service in any advertisement or promotion. Amends the Electronic Fund Transfer Act and the Expedited Funds Availability Act to set forth restrictions on overdraft protection programs or services for consumers.

Amends the Public Utility Regulatory Policies Act of 1978 to prescribe requirements for a Federal Renewable Portfolio Standard for calendar years 2010 through 2039. Specifies a schedule of graduated annual percentages of a supplier's base amount that shall be generated from renewable energy resources, from 1% in 2010 up to 20 % in 2020 and thereafter. Authorizes a retail electric supplier to satisfy such requirements through submission of renewable energy credits to the Secretary of Energy. Provides for energy credit trading or borrowing among suppliers. Directs the Secretary to: (1) encourage federally-owned utilities, municipally-owned utilities, and rural electric cooperatives that sell electric energy to electric consumers for purposes other than resale to participate in the renewable portfolio standard program; and (2) establish by December 31, 2009, a state renewable energy account program.

Preservation of Antibiotics for Medical Treatment Act of 2007 - Amends the Federal Food, Drug, and Cosmetic Act to require the Secretary of Health and Human Services to deny an application for a new animal drug that is a critical antimicrobial animal drug unless the applicant demonstrates that there is a reasonably certainty of no harm to human health due to the development of antimicrobial resistance attributable to the nontherapeutic use of the drug. Defines "critical antimicrobial animal drug" as a drug intended for use in food-producing animals that contains specified antibiotics or other drugs used in humans to treat or prevent disease or infection caused by microorganisms. Requires the Secretary to withdraw approval of a nontherapeutic use of such drugs in food-producing animals two years after the date of enactment of this Act unless certain safety requirements are met. Requires the manufacturer of such a drug or an animal feed for food-producing animals containing such a drug to report sales information to the Secretary.

High School Athletics Accountability Act of 2007 - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to direct coeducational elementary and secondary schools, if they participate in any ESEA program, to: (1) report certain information on equality in their school athletic programs to the Commissioner for Educational Statistics; and (2) make such information available to their students and potential students, upon request, and to the public.

Student Loan Sunshine Act - Amends the Higher Education Act of 1965 to require each lender entering into an educational loan arrangement with a postsecondary school to: (1) report annually to the Secretary of Education specified information concerning such arrangement; (2) inform borrowers of their loan options under title IV (Student Assistance) before extending private educational loans for attendance at such school; and (3) be barred by such school from marketing such loans in a manner implying the school's endorsement. Directs the Secretary to report to specified congressional committees on the adequacy of educational loan information provided to borrowers, including a model format for lender use in providing annual loan information to the Secretary and covered schools. Requires any school that provides prospective borrowers with private educational loan information to: (1) include information on their title IV assistance eligibility; and (2) compare and distinguish private loans from title IV loans. Bars lenders or guarantors of educational loans from offering gifts to school employees or agents. Directs the Comptroller General to study the effect loan arrangements and lender inducements to schools have on loan terms. Imposes conditions on school maintenance of preferred lender lists, requiring that lenders be listed on the basis of the benefits they provide borrowers. Amends the Truth in Lending Act to require lenders of private educational loans to provide specified information to prospective borrowers and, if the loan equals or exceeds $1,000, notify the relevant school of the proposed loan. Requires such schools to notify the prospective borrower whether and to what extent such loan exceeds the student's attendance costs, after considering other assistance the student has or is eligible to receive.

Iraq and Afghanistan Contractor Sunshine Act - Requires the Secretary of Defense, the Secretary of State, the Secretary of the Interior, and the Administrator of the United States Agency for International Development (USAID) to provide Congress with: (1) copies and descriptions of contracts and task orders in excess of $5 million for work to be performed or that was performed beginning on October 1, 2001, in Iraq and Afghanistan; and (2) a report describing the number of persons working in Iraq and Afghanistan under contracts, the cost of such contracts, the number of persons wounded or killed working under such contracts, and information on laws that may have been broken and disciplinary actions taken by the contractor, the U.S. government, the government of Iraq, or the government of Afghanistan.

Dog and Cat Fur Prohibition Enforcement Act - Amends provisions of the Tariff Act of 1930 that prohibit the importation of dog or cat fur to modify the definitions of "cat fur" and "dog fur" to include the pelt or skin of the domestic cat or dog, respectively. Amends the Fur Products Labeling Act to expand the definition of "fur product" to include all fur as defined by such Act regardless of the quantity used.

Prevention First Act - Title X Family Planning Services Act of 2007 - Authorizes appropriations for family planning services grants and contracts under the Public Health Service Act (PHSA). Equity in Prescription Insurance and Contraceptive Coverage Act of 2007 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) and PHSA to prohibit a group health plan and a health insurance issuer providing group coverage from excluding or restricting benefits in any way for prescription contraceptive drugs, devices, and outpatient services if the plan or coverage provides benefits for other outpatient prescription drugs, devices, or outpatient services. Applies such prohibitions to coverage offered in the individual market. Emergency Contraception Education Act of 2007 - Directs the Secretary of Health and Human Services to develop and disseminate information on emergency contraception to the public and to health care providers. Compassionate Assistance for Rape Emergencies Act of 2007 - Requires hospitals, as a condition of receiving federal funds, to offer and to provide, upon request, emergency contraception to victims of sexual assault. At-Risk Communities Teenage Pregnancy Prevention Act of 2007 - Authorizes the Secretary to award grants for teenage pregnancy prevention programs. Requires the Secretary to award grants for teenage pregnancy prevention research. Truth in Contraception Act of 2007 - Requires that any information concerning the use of a contraceptive provided through specified federally funded education programs be medically accurate and include health benefits and failure rates. Unintended Pregnancy Reduction Act of 2007 - Amends title XIX (Medicaid) of the Social Security Act to expand Medicaid's coverage of family planning services. Responsible Education About Life Act of 2007 - Requires the Secretary to make grants to states for family life education, including education on abstinence and contraception, to prevent teenage pregnancy and sexually transmitted diseases.

Voter Confidence and Increased Accessibility Act of 2007 - Amends the Help America Vote Act of 2002 (HAVA) with respect to: (1) ballot verification and mandatory paper record audit capacity; and (2) accessibility and ballot verification of results for individuals with disabilities. Requires the Director of the National Institute of Standards and Technology to study, test, and develop best practices to enhance the accessibility of ballot verification mechanisms for individuals with disabilities, voters whose primary language is not English, and voters with difficulties in literacy. Requires laboratories to meet standards prohibiting conflicts of interest as a condition of accreditation for the testing of voting system hardware and software. Outlines additional voting system requirements and prohibitions. Extends the authorization of the Election Assistance Commission (EAC). Provides for complaints to the Attorney General by persons aggrieved by violations of HAVA. Makes available additional funding to enable states to meet the costs of the requirements imposed by this Act. Directs the chief auditor of each state to appoint an Election Audit Board to administer, without advance notice to the precincts selected, random hand counts of the voter-verified paper ballots required to be produced and preserved for each such election held in the state. Repeals the exemption of the EAC from certain government contracting requirements.

Authorizes federal agencies and legislative branch offices to purchase qualified tradeable: (1) greenhouse gas (GHG) offsets; and (2) renewable energy credits. Requires the Secretary of Energy to promulgate rules regarding approved open market transactions involving such offsets and credits. Requires such rules to accommodate forward purchasing and crediting of offsets and credits on an estimated basis from small scale offset and renewable energy generators and other open market transactions that help enable short-term purchases of offsets and credits to contribute to the implementation of such generators. Defines "greenhouse gas offsets" to mean a reduction in GHG emissions that results from actions that would not have occurred in the absence of the opportunity to sell an offset for the resulting reduction.

Stealth Lobbyist Disclosure Act of 2007 - Amends the Lobbying Disclosure Act of 1995 to redefine the term "client" with respect to coalitions and associations on whose behalf a lobbyist must file a registration. Provides that, in the case of a coalition or association that employs or retains other persons to conduct lobbying activities, each of the individual members of the coalition or association, and not the coalition or association itself as under current law, is the client for whom a registration must be filed. Exempts from such registration requirement any individual member of a coalition or association if the amount such member is reasonably expected to contribute toward specific legislation-influencing activities of the coalition or association is less than $1,000 per any quarterly period. Requires quarterly instead of semiannual filing of lobbying disclosures reports. Lowers the dollar thresholds of contributions toward lobbying activities that trigger the requirement to register as a lobbyist.

Employee Free Choice Act - Amends the National Labor Relations Act to require the National Labor Relations Board to certify a bargaining representative without directing an election if a majority of the bargaining unit employees have authorized designation of the representative (card-check) and there is no other individual or labor organization currently certified or recognized as the exclusive representative of any of the employees in the unit. Sets forth special procedural requirements for reaching an initial collective bargaining agreement following certification or recognition. Revises enforcement requirements with respect to unfair labor practices during union organizing drives, particularly a preliminary investigation of an alleged unfair labor practice (ULP) which may lead to proceedings for injunctive relief. Requires that priority be given to a preliminary investigation of any charge that, while employees were seeking representation by a labor organization, or during the period after a labor organization was recognized as a representative until the first collective bargaining contract is entered into, an employer: (1) discharged or otherwise discriminated against an employee to encourage or discourage membership in the labor organization; (2) threatened to discharge or to otherwise discriminate against an employee in order to interfere with, restrain, or coerce employees in the exercise of guaranteed self-organization or collective bardaining rights; or (3) engaged in any other related ULP that significantly interferes with, restrains, or coerces employees in the exercise of such guaranteed rights. Adds to remedies for such violations: (1) back pay plus liquidated damages; and (2) additional civil penalties.

Breast Cancer Patient Protect Action of 2007 - Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act, and the Internal Revenue Code to require a group health plan or a health issuer offering group health insurance coverage that provides medical and surgical benefits to ensure that inpatient (and in the case of a lumpectomy, outpatient) coverage and radiation therapy are provided for breast cancer treatment. Prohibits such a plan or issuer from: (1) restricting benefits for any hospital length of stay to less than 48 hours in connection with a mastectomy or breast conserving surgery or 24 hours in connection with a lymph node dissection; or (2) requiring that a provider obtain authorization from the plan or issuer for prescribing any such length of stay. Requires such a plan or issuer to: (1) provide notice to each participant and beneficiary regarding the coverage required under this Act; and (2) ensure that full coverage is provided for secondary consultations by specialists in the appropriate medical fields to confirm or refute a diagnosis of cancer. Applies such requirements to health insurance issuers offering coverage in the individual market.

Food and Drug Administration Safety Act of 2007 - Amends the Federal Food, Drug, and Cosmetic Act to establish the Center for Postmarket Evaluation and Research for Drugs and Biologics within the Food and Drug Administration (FDA). Requires the Director of the Center to conduct activities to ensure the safety and effectiveness of FDA-approved drugs and licensed biological products, including by: (1) conducting postmarket risk assessment and surveillance of such drugs and products; (2) determining whether a postmarket study is required; (3) contracting, or requiring the sponsor of such a drug or product to contract, with the holders of domestic and international patient databases to conduct epidemiologic and other observational studies; (4) determining whether a drug or product may present an unreasonable risk to the health of patients or the general public; (5) taking corrective action if such an unreasonable risk may exist; and (6) making information about the safety and effectiveness of such drugs and biological products available to the public and health care providers in a timely manner. Requires the Drug Safety and Risk Management Advisory Committee to make recommendations to the Director on postmarket studies, drugs and biological products that may present an unreasonable risk, and appropriate corrective actions. Allows the Secretary of Health and Human Services to assess civil penalties for violations of this Act. Allows the Director to withdraw or suspend approval of a drug or license for a biological product using expedited procedures under certain circumstances. Transfers to the Center the functions and duties of the Office of Surveillance and Epidemiology.

Affirmation of the United States Record on the Armenian Genocide Resolution - Calls upon the President: (1) to ensure that U.S. foreign policy reflects appropriate understanding and sensitivity concerning issues related to human rights, ethnic cleansing, and genocide documented in the U.S. record relating to the Armenian Genocide and the consequences of the failure to realize a just resolution; and (2) in the President's annual message commemorating the Armenian Genocide to characterize the systematic and deliberate annihilation of 1.5 million Armenians as genocide, and to recall the proud history of U.S. intervention in opposition to the Armenian Genocide.

Industrial Bank Holding Company Act of 2007 - Requires an industrial bank holding company to register and file certain reports with the Federal Deposit Insurance Corporation (FDIC) within ninety days after becoming an industrial bank holding company. Prohibits such holding company from being controlled by a commercial firm. Grandfathers certain institutions to exempt them from the requirements of this Act.

Annie Fox Act - Amends the Public Health Service Act to require the Director of the National Institute of Environmental Health Sciences to expand, intensify, and coordinate Institute activities regarding breast cancer in younger women, including the conduct and support of: (1) basic and clinical research on the causes, prevention, detection, treatment, and long-term effects of breast cancer in young women; and (2) information and education programs for health professionals and the public.

United States National Health Insurance Act (or the Expanded and Improved Medicare for All Act) - Establishes the United States National Health Insurance (USNHI) Program (the Program) to provide all individuals residing in the United States and in U.S. territories with free health care that includes all medically necessary care, such as primary care and prevention, prescription drugs, emergency care, and mental health services. Prohibits an institution from participating in the Program unless it is a public or nonprofit institution. Allows nonprofit health maintenance organizations (HMOs) that actually deliver care in their own facilities to participate in the Program. Gives patients the freedom to choose from participating physicians and institutions. Prohibits a private health insurer from selling health insurance coverage that duplicates the benefits provided under this Act. Allows such insurers to sell benefits that are not medically necessary, such as cosmetic surgery benefits. Sets forth methods to pay hospitals and health professionals for services. Prohibits financial incentives between HMOs and physicians based on utilization. Establishes the USNHI Trust Fund to finance the Program with amounts deposited: (1) from existing sources of Government revenues for health care; (2) by increasing personal income taxes on the top 5% income earners; (3) by instituting a progressive excise tax on payroll and self-employment income; and (4) by instituting a small tax on stock and bond transactions. Requires the Program to give first priority in retraining and job placement and unemployment benefits to individuals whose jobs are eliminated due to reduced administration. Establishes a National Board of Universal Quality and Access to provide advice on quality, access, and affordability. Provides for the eventual integration of the Indian Health Service into the Program.

Downed Animal and Food Safety Protection Act - States that it is U.S. policy that all nonambulatory livestock in interstate and foreign commerce be immediately and humanely euthanized when such livestock become nonambulatory. Amends the Humane Methods of Slaughter Act of 1958 to direct the Secretary of Agriculture to promulgate regulations providing for the humane treatment, handling, and disposition of nonambulatory livestock by a covered entity, including a requirement that nonambulatory livestock be humanely euthanized. Requires an entity to: (1) humanely euthanize nonambulatory livestock (while not limiting the Secretary's ability to test nonambulatory livestock for disease, such as bovine spongiform encephalopathy); and (2) not move nonambulatory livestock while such livestock is conscious, and ensure that such livestock remains unconscious until death. Prohibits an inspector at an establishment covered by the Federal Meat Inspection Act to pass nonambulatory livestock, carcass, or carcass parts through inspection. Requires an inspector or other employee at such establishment to label such material as "inspected and condemned." Defines "covered entity," "nonambulatory livestock," and "humanely euthanize."

Export Freedom to Cuba Act of 2007 - Prohibits the President from regulating or prohibiting travel to or from Cuba by U.S. citizens or legal residents, or any of the transactions ordinarily incident to such travel relating to: (1) accompanied personal baggage; (2) payment of living expenses and the acquisition of personal-use goods or services; (3) travel arrangements; (4) nonscheduled air, sea, or land voyage transactions (such provision does not permit the carriage of articles other than accompanied baggage into Cuba or the United States); and (5) normal banking transactions. States that such provision does not: (1) restrict presidential authority in time of war or armed hostilities between the United States and Cuba, or of imminent danger to the public health or the physical safety of U.S. travelers; and (2) authorize U.S. importation of personal consumption goods acquired in Cuba.

American Veterans Disabled for Life Commemorative Coin - Directs the Secretary of the Treasury to mint and issue $1 silver coins emblematic of the design selected by the Disabled Veterans' LIFE Memorial Foundation for the American Veterans Disabled for Life Memorial, in commemoration of disabled American veterans. Expresses the sense of Congress that, to the greatest extent possible, the coins should be struck at the U.S. Mint at West Point, New York. Limits the period for coin issuance to the calendar year beginning on January 1, 2010. Imposes a $10 surcharge per coin, to be distributed to the Disabled Veterans' LIFE Memorial Foundation for the purpose of establishing an endowment to support the construction of American Veterans' Disabled for Life Memorial in Washington, D.C.

Keep Our Promise to America's Children and Teachers Act or the Keep Our PACT Act - Makes appropriations of: (1) the greater of specified amounts or the authorized amounts for programs under the Elementary and Secondary Education Act of 1965 for FY2007-FY2014; and (2) specified amounts for FY2007-FY2015 and an amount determined pursuant to a specified formula (based on the number of children who received special education, the average per-pupil expenditure, and the rate of change in a state's population) for FY2016 and thereafter for the Individuals with Disabilities Education Act. Requires such appropriated amounts to be expended consistent with pay-as-you-go requirements.

Climate Stewardship Act of 2007 - Requires the Administrator of the Environmental Protection Agency (EPA) to establish a National Greenhouse Gas Database consisting of: (1) an inventory of greenhouse gas (GHG) emissions by covered entities (specified entities that own or control a source of GHG emissions in the electric power, industrial, and commercial sectors of the U.S. economy that emit more than 10,000 metric tons of GHGs per year); and (2) a registry of GHG emission reductions and increased sequestration, applicable to both covered and noncovered entities. Establishes a program for the market-driven reduction of GHGs by covered entities through the use of tradeable emissions allowances. Requires the Administrator to establish a declining cap on tradeable allowances to reduce GHG emissions over time. Requires covered entities, beginning in 2012, to submit to the Administrator one tradeable allowance for every metric ton of GHGs emitted. Allows tradeable allowances to be sold, exchanged, purchased, retired, borrowed, offset, or otherwise used as authorized by this Act. Imposes civil penalties on covered entities that fail to submit allowances. Establishes the Climate Change Credit Corporation (CCCC) to receive, manage, buy, and sell tradeable allowances. Directs the Administrator to make allocations of allowances to covered sectors and entities, and to the CCCC, providing initial allocations for early action and accelerated participation. Requires the CCCC to establish a program to provide financial support for: (1) technology to assist in compliance with this Act; (2) incentives for GHG emission reductions or net increases in sequestration on agricultural lands; and (3) the restoration of habitat to help fish and wildlife adapt to climate change. Amends the Coastal Zone Management Act of 1972 to require the Secretary of Commerce to: (1) report to Congress on the oceanic and coastal impacts of climate change; and (2) assist certain coastal states in preparing persons to adapt to climate change. Requires the Director of the Office of Science and Technology Policy to: (1) establish a program on adaptation technologies as part of the Climate Technology Challenge Program; and (2) perform regional infrastructure cost assessments of the impacts of climate change. Requires the Secretary of Commerce to: (1) submit a climate change adaptation plan to Congress; and (2) research the impact of climate change on low-income populations worldwide. Amends the Pittman-Robertson Wildlife Restoration Act to provide funding for the Wildlife Conservation and Restoration Account that may be used by states to develop and implement climate change impact mitigation plans.
