Medicare Hospice Benefit Amendments of 1997 - Amends title XVIII (Medicare) of the Social Security Act with respect to hospice care to: (1) restructure the hospice care benefit period; (2) cover any other item or service which is specified in the plan and for which payment may otherwise be made under Medicare; (3) permit contracting with independent physicians or physician groups for hospice care services; (4) allow waiver of certain staffing requirements for hospice care programs in non-urbanized areas; (5) define coverage denial, with respect to the limitation on the liability of beneficiaries and providers, to mean a determination that an individual is not terminally ill; and (6) extend the period for physician certification of an individual's terminal illness.

American Handgun Standards Act of 1997 - Amends the Federal criminal code to prohibit the manufacture, transfer, or possession of a junk gun that has been shipped or transported in interstate or foreign commerce. Defines a "junk gun" as any handgun that does not meet specified criteria for authorization by the Secretary of the Treasury for importation into the United States. Makes such provision inapplicable to: (1) the possession or transfer of any junk gun otherwise lawfully possessed under Federal law on the date of this Act's enactment; (2) any firearm or replica of a firearm that has been rendered permanently inoperative; (3) the manufacture for, transfer to, or possession by the United States, a State, or a political subdivision of a State of a junk gun, or a transfer to or possession by a law enforcement officer employed by such an entity for law enforcement purposes (whether on or off duty); (4) the transfer to or possession by a rail police officer employed by a rail carrier and certified or commissioned as a police officer under the laws of a State of a junk gun for such purposes; or (5) the manufacture, transfer, or possession of a junk gun by a licensed manufacturer or licensed importer for the purposes of testing or experimentation authorized by the Secretary.

Truth in Budgeting Act - Prohibits (subject to the Line Item Veto Act of 1996) the receipts and disbursements of the Highway Trust Fund, the Airport and Airway Trust Fund, the Inland Waterways Trust Fund, and the Harbor Maintenance Trust Fund from being counted as new budget authority, outlays, receipts, or deficit or surplus for purposes of the Federal budget as submitted by the President, the congressional budget, or the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act). Exempts such trust funds from any general statutory budget outlays limitation. Amends the Internal Revenue Code to limit the amount of interest that may be credited to such trust funds. Amends Federal transportation law to require the Secretary of Transportation to estimate annually: (1) what, but for this Act, would be at the close of the next fiscal year the amount of unfunded aviation authorizations; and (2) the net aviation receipts at the close of such year.

Twelve is Enough Anti-Gunrunning Act - Amends the Brady Handgun Violence Prevention Act to prohibit any licensed firearms dealer: (1) during any 30-day period, from selling two or more handguns to an unlicensed individual; or (2) from selling a handgun to an unlicensed individual who purchased a handgun during the 30-day period ending on the date of the sale. Provides that such prohibitions do not apply to an exchange of one handgun for another. Prohibits an unlicensed individual from purchasing two or more handguns during any 30-day period. Provides for imprisonment for up to five years (currently, one year) for a licensed dealer, importer, manufacturer, or collector who knowingly makes any false statement in connection with required firearms records. Extends the deadline for the destruction of records relating to handgun transfers subject to the waiting period from 20 business days to 35 calendar days after the date the transferee made the statement on the basis of which notice of the transaction was provided to the chief law enforcement officer of the place of residence of the transferee. Requires the national instant criminal background check system, if receipt of a firearm would not violate Federal or State law, to destroy records relating to the person or the transfer within 35 calendar days after the date the system provides the licensee with the unique identification number to the transfer. Revises the definition of "engaged in the business" as applied to a dealer in firearms to include any person who transfers more than one handgun in any 30-day period to a person who is not a licensed dealer.

Prohibits provider incentive plans that fail to meet specified criteria. Bans interference with certain medical communications. Applies the same requirements to Medicare select policies.
