Scleroderma Research and Awareness Act of 2013 - Amends the Public Health Service Act to authorize the Director of the National Institutes of Health (NIH) to expand, intensify, and coordinate NIH activities relating to scleroderma, with particular emphasis on: (1) research focused on the etiology of scleroderma and the development of new treatment options; (2) clinical research to evaluate new treatments options; and (3) basic research on the relationship between scleroderma and secondary conditions, such as pulmonary hypertension, gastroparesis, Raynaud's phenomenon, and Sjogren's Syndrome. Authorizes the Secretary of Health and Human Services (HHS) to carry out an educational campaign to increase public awareness of scleroderma. Permits print, video, and web-based materials distributed through this campaign to include: (1) basic information on scleroderma and its symptoms; and (2) information on the incidence and prevalence of scleroderma, diseases and conditions affiliated with scleroderma, or the importance of early diagnosis and treatment of scleroderma.

Public Lands Service Corps Act of 2013

Public Lands Service Corps Act of 2013 - Amends the Public Lands Corps Act of 1993 to rename: (1) the Public Lands Corps Act of 1993 as the Public Lands Service Corps Act of 1993, and (2) the Public Lands Corps as the Public Lands Service Corps (the Corps). Permits Corps participants to work in the National Marine Sanctuary System, coral reefs, and other coastal, estuarine, and marine habitats, and other lands and facilities administered by the National Oceanic and Atmospheric Administration (NOAA). Requires the: (1) establishment of a department-level office within the Department of the Interior, Forest Service, and NOAA for the coordination of Corps activities; and (2) designation of a Corps coordinator for each agency within the Departments of the Interior, Agriculture, and Commerce that administers such activities. Establishes an Indian Youth Service Corps liaison. Expands those authorized to be in the Corps to permit the enrollment of consulting interns. Permits enrollment for a term of up to two years. Requires: (1) a recruitment program for the Corps, and (2) a training program at residential conservation centers or at other sites to provide training for Corps participants. Describes the types of natural and cultural resources conservation projects that may be carried out by the Corps. Authorizes: (1) the Corps to provide certain visitor and interpretation services, (2) establishing residential conservation centers, and (3) individual placements of consulting interns to perform management analysis activities for agencies under the Secretary's jurisdiction carrying out appropriate natural and cultural resources conservation projects. Authorizes cooperative agreements and competitive grants for Indian tribes and qualified youth or conservation corps to establish Indian Youth Service Corps programs. Requires the Secretary to issue management guidelines for programs of the Corps.

Youth PROMISE Act

Youth Prison Reduction through Opportunities, Mentoring, Intervention, Support, and Education Act or the Youth Promise Act - Amends the Juvenile Justice and Delinquency Prevention Act of 1974 to establish a PROMISE Advisory Panel to assist the Office of Juvenile Justice and Delinquency Prevention in: (1) assessing and developing standards and evidence-based practices to prevent juvenile delinquency and criminal street gang activity, and (2) collecting data in designated geographic areas to assess the needs and existing resources for juvenile delinquency and criminal street gang activity prevention and intervention. Authorizes the Administrator of the Office of Juvenile Justice and Delinquency Prevention to award grants to local governments and Indian tribes to: (1) plan and assess evidence-based and promising practices for juvenile delinquency and criminal street gang activity prevention and intervention, especially for at-risk youth; and (2) implement PROMISE plans, developed by local PROMISE Coordinating Councils (PCCs), for coordinating and supporting the delivery of juvenile delinquency and gang prevention and intervention programs in local communities. Establishes a National Research Center for Proven Juvenile Justice Practices to provide PCCs and the public with research and other information about evidence-based practices related to juvenile delinquency and criminal street gang prevention or intervention. Directs the Administrator to award grants to institutions of higher education to serve as regional research partners with PCCs that are located in the same geographic region as the educational institution.

Firearm Risk Protection Act of 2013 - Amends the Brady Handgun Violence Prevention Act to: (1) prohibit the purchase or sale of a firearm unless the purchaser presents proof to the seller and the seller verifies that the purchaser is covered by a qualified liability insurance policy, and (2) require any person who purchases a firearm on or after this Act's effective date to be covered by such a policy. Exempts the purchase or sale of a firearm for use by a federal, state, or local agency. Defines "qualified liability insurance policy" to mean a policy that: (1) provides liability insurance covering the purchaser specifically for losses resulting from use of the firearm while it is owned by the purchaser, and (2) is issued by an insurer licensed or authorized to provide the coverage by the state in which the purchaser resides.

Palliative Care and Hospice Education and Training Act

Palliative Care and Hospice Education and Training Act - Amends the Public Health Service Act to direct the Secretary of Health and Human Services (HHS) to award grants or contracts for the establishment or operation of Palliative Care and Hospice Education Centers. Requires such Centers to: (1) improve the training of health professionals in palliative care for individuals with serious or life-threatening illnesses; (2) develop and disseminate related curricula; (3) support the training and retraining of faculty to provide instruction in palliative care; (4) support continuing education of health professionals who provide palliative care; (5) provide students with clinical training in palliative care in long-term care facilities, home care, hospices, chronic and acute disease hospitals, and ambulatory care centers; and (6) establish traineeships for individuals preparing for advanced education nursing degrees in palliative care. Authorizes the Secretary to make grants to and enter into contracts with schools of medicine, schools of osteopathic medicine, teaching hospitals, and graduate medical education programs to provide support for projects that fund the training of physicians who plan to teach palliative medicine. Directs the Secretary to: (1) establish a program to provide Palliative Medicine and Hospice Academic Career Awards to eligible individuals; (2) award grants or contracts to entities that operate a Palliative Care and Hospice Education Center; (3) award incentive grants or contracts to advanced practice nurses, clinical social workers, pharmacists, chaplains, or students of psychology pursuing an advanced degree in palliative care or related fields; and (4) award grants to schools of nursing, health care facilities, or programs leading to certification as a certified nurse assistant to develop and implement programs and initiatives to train individuals in providing palliative care in health-related educational, hospice, home, or long-term care settings.

World War II Merchant Mariner Service Act - Directs the Secretary of Homeland Security (DHS) to accept additional documentation for verifying that an individual performed honorable service as a coastwise merchant seaman during the period beginning on December 7, 1941, and ending on December 31, 1946, for purposes of eligibility for veterans' benefits under the GI Bill Improvement Act of 1977. Requires such documentation to include Social Security Administration (SSA) records and validated testimony in the case of the absence of Coast Guard shipping or discharge forms, ship logbooks, documents, or other official employment records. Requires the Secretary, when determining whether to recognize service allegedly performed during such period, to recognize masters of seagoing vessels or other command officers who were authorized to document an individual for purposes of hiring for or discharging from the merchant marine. Considers any service so recognized as active-duty service for purposes of veterans' burial benefits. Makes such veterans eligible for any appropriate military medals, ribbons, and decorations. Requires the Secretary to verify that an individual performed such service under honorable conditions without regard to their sex, age, or disability during the service period.

Healthy Families Act

Healthy Families Act - Requires certain employers, who employ 15 or more employees for each working day during 20 or more workweeks a year, to permit each employee to earn at least 1 hour of paid sick time for every 30 hours worked. Declares that an employer shall not be required to permit an employee to earn more than 56 hours of paid sick time in a calendar year, unless the employer chooses to set a higher limit. Allows employees to use such time to: (1) meet their own medical needs; (2) care for the medical needs of certain family members (including a domestic partner or the domestic partner's parent or child); or (3) seek medical attention, assist a related person, take legal action, or engage in other specified activities relating to domestic violence, sexual assault, or stalking. Prohibits an employer from interfering with an employee's exercise of such rights. Directs the Secretary of Labor to exercise certain investigative and enforcement authority for employees covered by the Family and Medical Leave Act of 1993 or the Government Employee Rights Act of 1991. Grants the same authority, for employees under their jurisdiction, to the Librarian of Congress, the Comptroller General (GAO), the Board of Directors of the congressional Office of Compliance, and the Merit Systems Protection Board. Authorizes civil actions by employees, individuals, or their representatives for damages or equitable relief against employers who violate this Act. Waives a state's sovereign immunity with respect to a suit brought by an employee of a federally-assisted state program or activity for relief authorized under this Act. Requires the Commissioner of Labor Statistics to annually compile information on paid sick time and the Comptroller General to study related matters. Declares that nothing in this Act shall be construed to discourage employers from adopting or retaining more generous leave policies.

Currency Reform for Fair Trade Act

Currency Reform for Fair Trade Act - Amends the Tariff Act of 1930 to include as a "countervailable subsidy" requiring action under a countervailing duty or antidumping duty proceeding the benefit conferred on merchandise imported into the United States from foreign countries with fundamentally undervalued currency. Defines "benefit conferred," in cases where the currency of a foreign country is exchanged for foreign currency (i.e., U.S. dollars) obtained from export transactions, as the difference between: (1) the amount of currency provided by a foreign country in which the subject merchandise is produced, and (2) the amount of currency such country would have provided if the real effective exchange rate of its currency were not fundamentally undervalued. Declares that the fact that such a subsidy is also provided in circumstances not involving export shall not, for that reason alone, mean it cannot be considered export contingent and actionable under a countervailing duty and antidumping duty proceeding. Requires the administering authority to determine that the currency of a foreign country is fundamentally undervalued if for an 18-month period: (1) the government of the country engages in protracted, large-scale intervention in one or more foreign exchange markets; (2) the country's real effective exchange rate is undervalued by at least 5%; (3) the country has experienced significant and persistent global current account surpluses; and (4) the country's government has foreign asset reserves exceeding the amount necessary to repay all its debt obligations falling due within the coming 12 months, 20% percent of the country's money supply, and the value of the country's imports during the previous 4 months. Requires the use, for calculating a country's "real effective exchange rate undervaluation," of certain guidelines of the Consultative Group on Exchange Rate Issues of the International Monetary Fund (IMF) or, if those guidelines are not available, generally accepted economic and econometric techniques and methodologies. Requires the use, also, of inflation-adjusted, trade-weighted exchange rates. Applies the amendments made by this Act to goods from Canada and Mexico.

Medical Device Tax Elimination Act - Amends the Internal Revenue Code to: (1) repeal the excise tax on medical devices; (2) deny major integrated oil companies (companies which have an average daily worldwide annual production of crude oil of at least 500,000 barrels and annual gross receipts in excess of $1 billion) the tax deduction for income attributable to oil, natural gas, or primary products thereof; (3) prohibit the use of the last-in, first-out (LIFO) accounting method by major integrated oil companies; and (4) deny the foreign tax credit to major integrated oil companies that are dual taxpayers (companies that receive an economic benefit from a foreign country or a possession of the United States that does not impose a generally applicable income tax).

Overdraft Protection Act of 2013

Overdraft Protection Act of 2013 - Amends the Truth in Lending Act to prohibit a depository institution from engaging in unfair or deceptive acts or practices in connection with overdraft coverage, or in acts designed to evade the provisions of this Act. Requires each depository institution that provides overdraft coverage for transaction accounts clearly and conspicuously to disclose overdraft coverage fees and that, if a consumer does not opt-in to such overdraft coverage: (1) the consumer's transaction may be declined if there are insufficient funds in the related transaction account, and (2) the consumer will not be charged a fee if such transaction is declined. Subjects to the consumer's written, electronic, or other consent overdraft coverage fees in connection with use of an automatic teller machine (ATM) or point of sale transaction. Requires a depository institution to provide specified consumer disclosures regarding its overdraft protection program, including: (1) periodic statements for any transaction account that has an overdraft coverage program feature, (2) prompt notification of the account's overdraft status, and (3) the overdraft coverage fee as an annual percentage rate (APR), permitting consumers to compare meaningfully the overdraft coverage to alternative forms of overdraft options and other sources of credit. Prescribes overdraft coverage fee limits. Prohibits an overdraft coverage fee if the overdraft results solely from a debit hold amount that exceeds the actual dollar amount of the transaction. Requires a depository institution to provide consumers who have not consented to participate in an overdraft coverage program transaction accounts with the same terms as those provided to consumers who have consented to participate in such program. Prohibits a depository institution from charging a non-sufficient fund fee for any ATM or debit card transaction. Prohibits a depository institution from reporting negative information regarding consumer use of overdraft coverage to any consumer reporting agency when the overdraft amounts and coverage fees are paid under the terms of an overdraft coverage program. Directs the Consumer Financial Protection Bureau (CFPB) to study whether consumers are being subjected to abusive practices with respect to prepaid card overdraft coverage.

Safe Schools Improvement Act of 2013

Safe Schools Improvement Act of 2013 - Amends the Elementary and Secondary Education Act of 1965 to require states to direct their local educational agencies (LEAs) to establish policies that prevent and prohibit conduct, including bullying and harassment, that is sufficiently severe, persistent, or pervasive to: (1) limit students' ability to participate in, or benefit from school programs; or (2) create a hostile or abusive educational environment that adversely affects their education. Requires LEAs to also provide: (1) students, parents, and educational professionals with annual notice of the conduct prohibited in their discipline policies; (2) students and parents with grievance procedures that target such conduct; (3) the public with annual data on the incidence and frequency of that conduct at the school and LEA level; and (4) discipline policies that minimize the removal of students from instruction and prevent disproportionate punishment. Requires: (1) the Secretary of Education to conduct, and report on, an independent biennial evaluation of programs and policies to combat bullying and harassment in elementary and secondary schools; and (2) the Commissioner for Education Statistics to collect state data, that are subject to independent review, to determine the incidence and frequency of the conduct prohibited by LEA discipline policies.

Resident Physician Shortage Reduction Act of 2013

Resident Physician Shortage Reduction Act of 2013 - Amends title XVIII (Medicare) of the Social Security Act with respect to distribution of additional resident positions as they affect calculation of payments for direct graduate medical education (DGME) costs. Directs the Secretary of Health and Human Services (HHS), for each of FY2015-FY2019 (and each succeeding fiscal year if additional residency positions are available to distribute), to increase the otherwise applicable resident limit for each qualifying hospital. Directs the Secretary to determine the total number of additional residency positions available for distribution, in accordance with guidelines for allocating 33% to hospitals already operating over the resident limit, and generally setting the aggregate number of increases in the resident limit to 3,000 in each year. Specifies the process for distributing positions. Declares that, for discharges occurring on or after July 1, 2015, the indirect teaching adjustment factor, with respect to additional payments for subsection (d) hospitals with indirect costs of medical education (IME), insofar as those additional payments are attributable to resident positions distributed to a hospital according to such process, shall be computed in a specified manner with respect to those resident positions. (Generally, a subsection [d] hospital is an acute care hospital, particularly one that receives payments under Medicare's inpatient prospective payment system [IPPS] when providing covered inpatient services to eligible beneficiaries.) Directs the National Health Care Workforce Commission established under the Patient Protection and Affordable Care Act to study the physician workforce. Directs the Comptroller General to study strategies for increasing the diversity of the health profession workforce.

Authorizes the Secretaries of the Interior and of Agriculture (USDA) to take necessary measures for the control of fire, insects, and disease on such lands. Establishes a Northern Rockies Fish and Wildlife Habitat and Corridors Information Program. Requires the development of a Northern Rockies Habitat and Corridors Information System. Sets forth specified additional provisions with regard to Indian tribes. Permits provisions of the Indian Self-Determination and Education Assistance Act to be applied, as appropriate, in the implementation of this Act. Amends the Wild and Scenic Rivers Act to designate segments of specified rivers and creeks in Idaho, Montana, and Wyoming as components of the National Wild and Scenic Rivers System.

FRESHER Act of 2013

Focused Reduction of Effluence and Stormwater runoff through Hydrofracking Environmental Regulation Act of 2013 or the FRESHER Act of 2013 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to repeal provisions prohibiting the Administrator of the Environmental Protection Agency (EPA) from requiring or directing a state to require a permit under the national pollutant discharge elimination system for discharges of stormwater runoff from mining, oil, and gas operations or transmission facilities composed entirely of flows from conveyances used for collecting and conveying precipitation runoff that are not contaminated by contact with any overburden, raw material, intermediate products, finished product, byproduct, or waste products located on the site of such operations. Requires the Secretary of the Interior to study and report on stormwater impacts with respect to any area that may be contaminated by stormwater runoff associated with oil or gas operations, including an analysis of: (1) measurable contamination in such area, (2) ground water resources in such area, and (3) the susceptibility of aquifers in such area to contamination from stormwater runoff associated with such operations.

Bringing Reductions to Energy's Airborne Toxic Health Effects Act or the BREATHE Act - Amends the Clean Air Act to repeal prohibitions against: (1) aggregating emissions from any oil or gas exploration or production well and emissions from any pipeline compressor or pump station with emissions from other similar units, whether or not such units are in a contiguous area or under common control, to determine whether such units or stations are major sources of listed toxic air pollutants under such Act; (2) aggregating such emissions for any purpose under such Act, in the case of any oil or gas exploration or production well; and (3) the Administrator of the Environmental Protection Agency (EPA) listing an oil and gas production well as an area source category of toxic air pollutants under such Act. Requires the Administrator to: (1) issue a final rule adding hydrogen sulfide to the list of hazardous air pollutants; and (2) revise such list within 365 days after issuing such rule to include categories and subcategories of major sources and area sources of hydrogen sulfide, including oil and gas wells.

Preservation of Antibiotics for Medical Treatment Act of 2013 - Amends the Federal Food, Drug, and Cosmetic Act to require an applicant for approval of a new animal drug that is a medically important antimicrobial to demonstrate that there is a reasonable certainty of no harm to human health due to the development of antimicrobial resistance attributable to the nontherapeutic use of the drug. Requires the Secretary of Health and Human Services (HHS) to refuse approval if the applicant fails to make such a demonstration. Defines “medically important antimicrobial” as a drug intended for use in food-producing animals and composed wholly or partly of: (1) any kind of specified antibiotics, including penicillin and tetracycline; or (2) a drug from an antimicrobial class that is listed on the World Health Organization’s list of critically important antimicrobials. Requires the Secretary to withdraw approval for the nontherapeutic use in food-producing animals of a medically important antimicrobial marketed for human use unless the Secretary makes a final written determination that, based on either the application holder's demonstration or an HHS risk analysis, there is a reasonable certainty of no harm to human health due to the development of antimicrobial resistance attributable to the drug's nontherapeutic use. Requires the Secretary to rescind approval of an exemption for investigational use of, or of approval of a new drug application for, a medically important antimicrobial for its nontherapeutic use in a food-producing animal two years after the exemption is granted or the application for approval is submitted. Exempts from this requirement any drugs for which there has been found a reasonable certainty of no harm to human health. Prohibits the administration of a medically important antimicrobial (including by means of animal feed) to a food-producing animal for nonroutine disease control unless there is a significant risk that a disease or infection present on the premises will be transmitted to the food-producing animal. Requires the administration of the antimicrobial to be: (1) necessary to prevent or reduce the risk of transmission; (2) for the shortest duration possible to prevent or reduce the risk of transmission; and (3) at a scale no greater than the barn, house, or pen level and to the fewest animals possible to prevent or reduce the risk of transmission.

Gives individuals enrolled in specified training or certification programs when the list of approved certification organizations is published an additional six months after completion of a training program to become fully qualified under this Act. Directs the Secretary of Health and Human Services (HHS) to: (1) establish a program for designating certification organizations after consideration of specified criteria; (2) provide a process for individuals whose training or experience is determined to be equal to, or in excess of, that of a graduate of an accredited educational program in that specialty to demonstrate that their experience meets the educational standards for qualified personnel in their imaging modality or radiation therapy procedures; and (3) publish a list of designated certification organizations. Authorizes the Secretary to waive standards under this Act or to develop alternative standards for rural or health professional shortage areas as appropriate. Amends title XVIII (Medicare) of the Social Security Act to allow Medicare payment for medical imaging and radiation therapy services only if the examination or procedure is furnished by an individual who meets this Act's requirements.

Provides a formula for subsequent annual adjustments of the wage increase to ensure that it remains equal to 70% of the wage in effect under FLSA for other employees. Directs the Secretary of Labor, 60 days before any increase in the minimum wage, to publish it in the Federal Register and on the Department of Labor's website.

Requires the agencies also to furnish such other consumer information as the Consumer Financial Protection Bureau (CFPB) considers appropriate with respect to consumer financial education, including where the consumer's credit score falls with respect to a range of possible credit scores, and the general factors contributing to the credit scores of consumers. Requires such agencies, upon consumer request for either a credit score or a risk score, to supply any such score in the consumer's file at the agency. Requires the agencies to maintain credit scores or other risk scores or predictors in the consumer's file for at least one year after the data is generated. Directs the CFPB to develop regulations establishing a mandatory format for consumer file disclosures.

Adds to those eligible for such review individuals who, before December 31, 2014, are separated due to unfitness because of a mental condition not amounting to disability, including separation based on a personality or adjustment disorder. Requires the Board to: (1) review, upon request, the findings and decisions of the appropriate physical evaluation board with respect to such latter individuals; and (2) include as Board members at least one licensed psychologist and one licensed psychiatrist who have had no fiduciary relationship to the Department of Defense (DOD) since December 31, 2001. Allows the Board to review disability determinations of non-requesting individuals, after obtaining their consent. Requires the Secretary of the military department concerned to correct the military records of individuals in accordance with Board recommendations, unless such Secretary finds that the Board has made a clearly erroneous recommendation. Requires the Secretary of Defense to ensure that eligible individuals receive notification of their right to a separation review by the Board, including the right to obtain counsel.

Prescribes requirements for payments for CRT items. Directs the Secretary to establish standards for clinical conditions for CRT item payment as well as quality standards for suppliers of such items. Directs the Secretary to establish a Healthcare Procedure Coding System (HCPCS) coding subset that uses specified HCPCS codes for CRT items. Requires payment for replacement of a CRT item (or any part of one), without regard to certain continuous use or useful lifetime restrictions established for items of durable medical equipment (DME), if a qualified ordering practitioner determines that a replacement item (or part) is necessary.

Expresses the sense of Congress regarding the imposition of sanctions on certain Iranian government persons responsible for, or complicit in, human rights abuses, diversion of food and medicine, and censorship. Amends the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 to subject to mandatory sanctions a financial institution that facilitates a significant transaction or provides significant financial services for a person that: (1) is subject to human rights-related sanctions, or (2) exports sensitive technology to Iran and is subject to the prohibition on procurement contracts. Amends the Iran Threat Reduction and Syria Human Rights Act of 2012 to authorize the President to impose sanctions on a foreign person that knowingly conducted or facilitated a significant financial transaction with the Central Bank of Iran or other Iranian financial institution subject to sanctions for the purchase of goods (other than petroleum or petroleum products) or services by or from a person in Iran, or on behalf of a person in Iran. Excludes from such sanctions a transaction for the sale of agricultural commodities, food, medicine or medical devices to Iran. Directs the President to impose specified sanctions on a foreign financial institution that knowingly facilitated a significant financial transaction on behalf of any person directly or indirectly owned or controlled by an Iranian person included on the list of specially designated nationals and blocked persons maintained by the Department of the Treasury's Office of Foreign Assets Control. Revises the exception to the imposition of sanctions for purchases of Iranian petroleum or petroleum products. Expresses the sense of Congress that the President should coordinate with the European Union (EU) and its member states to restrict Iran's access to the euro currency. Directs the President to develop a National Strategy on Iran that provides strategic guidance for addressing threats posed by Iran. Directs the President to report to Congress every 60 days regarding the Iranian nuclear timetable and the projected economic effects of international sanctions on Iran. Requires the Government Accountability Office (GAO) to report to Congress regarding presidential implementation of specified sanctions on Iran.

Puppy Uniform Protection and Safety Act - Amends the Animal Welfare Act to define a "high volume retail breeder" as a person who, in commerce, for compensation or profit: (1) has an ownership interest in or custody of one or more breeding female dogs; and (2) sells, via any means of conveyance, more than 50 of the offspring of such dogs for use as pets in any one-year period. Considers such a breeder of dogs to be a dealer. Requires dealers to include on licensing applications and annual renewals the total number of dogs exempted from exercise on the premises of the dealer in the preceding year by a licensed veterinarian. Requires the Secretary of Agriculture (USDA) to promulgate requirements for the exercise of dogs at facilities owned or operated by a dealer, including requiring daily access to exercise that: (1) allows the dogs to move sufficiently in a way that is not forced, repetitive, or restrictive; and (2) is in an area that is spacious, cleaned at least once a day, free of infestation by pests or vermin, and designed to prevent the dogs from escaping. Allows an exemption if: (1) a licensed veterinarian determines that a dog should not exercise because of the health, condition, or well-being of the dog; and (2) such determination is reviewed and updated at least once every 30 days by the veterinarian, unless the basis for the determination is a permanent condition. Subjects such a determination to review and approval by the Secretary.

Workforce Investment Act of 2013 - Amends the Workforce Investment Act of 1998 (WIA) to revise requirements and reauthorize appropriations for: (1) WIA title I, workforce investment systems for job training and employment services; and (2) WIA title II, adult education and family literacy education programs. Revises member composition of state and local workforce investment boards to require at least 20% of the board be composed of representatives of the workforce within the state. Revises requirements for a five-year state worker investment plan. Revises requirements for the state unified plan for adult education and literacy programs. Revises requirements for: (1) local workforce investment areas, boards, and plans; (2) one-stop delivery systems; and (3) the allotment of federal funds among states for statewide youth (including disadvantaged youth) activities and statewide workforce investment activities, Native American workforce investment programs, and adult and dislocated worker employment and training activities. Defines "core programs" to mean: (1) youth workforce investment activities and adult and dislocated worker employment and training activities, (2) adult education and literacy activities, (3) employment services, and (4) vocational rehabilitation services. Establishes unified state and local performance accountability measures for the core programs. Directs the Secretary of Labor to allocate federal funds for the costs of infrastructure associated with one-stop centers for job training and employment services. Revises requirements and reauthorizes appropriations for the Job Corps program. Prescribes a special rule to make Armed Force veterans eligible for the Job Corps if certain requirements are met. Directs the Secretary of Labor and the Secretary of Education to establish jointly a demonstration College Corps project to provide certain at-risk youth intensive education and skills training to prepare them for college and for high-skilled employment. Directs the Secretary of Labor to establish annually performance indicators for Job Corps centers and for recruitment and career transition service providers serving the Job Corps program. Revises requirements for the Native American, migrant and seasonal farm worker, and veterans' workforce investment programs. Requires the establishment of performance accountability measures for such programs. Repeals the youth opportunity grant program. Replaces demonstration, pilot, multiservice, research, and multistate work investment projects with innovation work investment projects. Subjects such projects to certain performance accountability measures. Directs the Secretary of Labor and the Secretary of Education to provide for the competitive award of: (1) transition grants to states to assist them in making the transition to meeting the requirements of this Act; (2) workforce innovation and best practices grants to state partnerships or regional entities for workforce investment projects to target services to low-income individuals, low-skill individuals, long-term unemployed, and other populations with barriers to employment; and (3) youth innovation and best practices grants to states or local boards and other specified entities for innovative strategies and activities to improve education and employment outcomes for eligible youth. Converts the national emergency grants program into a national dislocated worker grants program. Authorizes the Secretary of Labor to award national dislocated worker grants to provide disaster relief employment in a disaster area of a state. Revises and reauthorizes appropriations for the YouthBuild program. Reauthorizes appropriations for the Native American, migrant and seasonal farm worker, and veterans' workforce investment programs. Establishes an Office of Disability Employment Policy within the Department of Labor. Directs the Secretary of Labor and the Secretary of Education to award competitive grants to: (1) institutions of higher education for educational or career training programs for workers; (2) state or local organizations in partnership with community colleges and other training providers for pay-for-performance projects and pay-for-success job training projects; (3) state or local governments to provide job training or recruiting activities necessary to provide skilled workers for businesses that are considering relocating back to the United States; and (4) institutions of higher education in partnership with local or regional economic development entities to provide training in starting a small business and entrepreneurship. Directs the Comptroller General (GAO) to evaluate the efficiency and effectiveness of federally-funded job training programs to provide job training services to eligible individuals, particularly individuals with barriers to employment. Directs the Secretary of Labor to award grants to states for integrated English literacy and civics education. Amends the Wagner-Peyser Act to authorize use of a state's allotment of public employment services funds to provide unemployment insurance claimants and other unemployed individuals with referrals to, and application assistance for, training and education resources and programs, including student assistance under Federal Pell Grants of the Higher Education Act of 1965, educational assistance under the Montgomery GI Bill and the Post-9/11 Veterans Educational Assistance, state student higher education assistance, and training and education programs under WIA titles I and II, and title I of the Rehabilitation Act of 1973. Directs the Secretary of Labor to establish a pilot program of competitive grants to state employment agencies to carry out pilot projects that enhance the professional development and the provision of public employment services by agency staff. Replaces the nationwide employment statistics system, which the Secretary of Labor is required to oversee, with a nationwide labor market information system. Establishes the Workforce Information Advisory Council. Amends the Rehabilitation Act of 1973 to transfer the Rehabilitation Services Administration from the Office of the Secretary of Education and reestablish it in the Office of Special Education and Rehabilitation Services. Revises requirements for: (1) state plans for vocational rehabilitation services to individuals with disabilities, (2) eligibility for vocational rehabilitation assistance and individualized plans for employment for disabled individuals, (3) monitoring and review of vocational rehabilitation programs, and (4) state allotments for such programs. Requires: (1) states to make certain funds available to designated state units for pre-employment transition services for students with disabilities who are transitioning to employment from education or training, and (2) each local office of a state unit to designate at least one Local Pre-Employment Transition Coordinator for students with disabilities. Directs the Secretary of Labor and the Secretary of Education to each designate a National Pre-Employment Transition Coordinator for Students with Disabilities. Revises American Indian vocational rehabilitation services grant program eligibility requirements to permit grants to be renewed for an additional 5-years, provided certain conditions are met. Revises requirements and reauthorizes appropriations for the National Institute on Disability and Rehabilitation Research. Reauthorizes appropriations for: (1) vocational rehabilitation services grants to individuals with disabilities who are migrant or seasonal farmworkers, (2) recreational programs for individuals with disabilities, (3) the National Council on Disability, (4) the Access Board, and (5) employment opportunities for individuals with disabilities. Authorizes appropriations to assist states in developing collaborative programs to provide supported employment services for individuals (including youth) with the most significant disabilities to enable them to achieve supported employment in competitive integrated employment. Establishes within the Department of Education an Independent Living Administration (ILA), independent of the Rehabilitation Services Administration. Revises requirements for a state plan for state independent living services for individuals with significant disabilities, including through establishment of additional centers for independent living or focused outreach to serve underserved populations. Directs the ILA Director (currently, the Commissioner of the Rehabilitation Services Administration) to make allotments to states for independent living services to individuals with significant disabilities. Revises the composition and functions of State Independent Living Councils. Revises requirements and reauthorizes appropriations for: (1) the centers for independent living grant program, and (2) independent living services for older individuals who are blind grant program. Directs the Secretary of Labor, acting through the Assistant Secretary of Labor and in coordination with the Commissioners of the Rehabilitation Services Administration, of Social Security, and of the Internal Revenue Service, as well as the heads of other relevant federal agencies, to carry out campaigns to educate employers and the general public on the benefits of hiring individuals with disabilities.

Eliminate Privacy Notice Confusion Act - Amends the Gramm-Leach-Bliley Act to exempt from its annual privacy policy notice requirement any financial institution which: (1) provides nonpublic personal information only in accordance with specified requirements, and (2) has not changed its policies and practices with regard to disclosing nonpublic personal information from those disclosed in the most recent disclosure sent to consumers.

Water Infrastructure Resiliency and Sustainability Act of 2013 - Requires the Administrator of the Environmental Protection Agency (EPA) to: (1) establish the Water Infrastructure Resiliency and Sustainability Program to provide grants to owners or operators of water systems for programs or projects to increase the resiliency or adaptability of the systems to any ongoing or forecasted changes to the hydrologic conditions of a U.S. region, and (2) give priority to owners or operators of water systems that are at the greatest and most immediate risk of facing significant negative impacts due to changing hydrologic conditions. Requires the Administrator to ensure that the list of grant applications funded includes a substantial number that propose to utilize innovative approaches that meet at least one of these goals: (1) promote more efficient water use, water conservation, water reuse, or recycling; (2) use decentralized, low-impact development technologies and nonstructural approaches, including practices that use, enhance, or mimic the natural hydrological cycle or protect natural flows; (3) reduce stormwater runoff or flooding by protecting or enhancing natural ecosystem functions; (4) modify, upgrade, enhance, or replace existing water system infrastructure in response to changing hydrologic conditions; (5) improve water quality or quantity for agricultural and municipal uses, including through salinity reduction; and (6) provide multiple benefits, including to water supply enhancement or demand reduction, water quality protection or improvement, increased flood protection, and ecosystem protection or improvement.

Coastal State Climate Change Planning Act

Coastal State Climate Change Planning Act - Amends the Coastal Zone Management Act of 1972 to direct the Secretary of Commerce to establish a coastal climate change adaptation planning and response program to: (1) provide assistance to coastal states to voluntarily develop coastal climate change adaptation plans to minimize contributions to climate change and to prepare for and reduce the negative consequences that may result from climate change in the coastal zone, and (2) provide financial and technical assistance and training to enable coastal states to implement such plans through coastal states' enforceable policies. Authorizes the Secretary to make grants to coastal states to develop such plans and to support projects that implement strategies contained in such plans. Requires the Secretary to promote and encourage the use of National Estuarine Research Reserves as sites for pilot or demonstration projects carried out with such grants.
