Conserving Ecosystems by Ceasing the Importation of Large Animal Trophies Act or the CECIL Act This bill restricts: (1) the importation or exportation of species that have been proposed to be listed as threatened or endangered species, or (2) the importation of sport-hunted trophy of a threatened species or endangered species. In addition, the bill abolishes the International Wildlife Conservation Council of the U.S. Fish and Wildlife Service.

Nashua River Wild and Scenic River Act of 2018 This bill designates specified segments of the Nashua, Squannacook, and Nissitissit rivers in Massachusetts and New Hampshire as components of the Wild and Scenic Rivers System. The bill excludes from such designation certain areas with respect to the Ice House and Pepperell hydroelectric projects and the Hollingsworth and Vose dam.

Coal Royalty Fairness and Communities Investment Act of 2018 This bill addresses coal royalties and the economic vitality of coal communities, including by (1) requiring the coal lease royalty to be at least 12.5% of the assessment value of federal coal (currently, 12.5% of the value as defined by regulation); (2) establishing the Coal Area Economic Revitalization Fund; (3) providing grant assistance to impacted communities for economic and workforce development programs; (4) providing financial assistance for the design, construction, and operation of large-scale projects to capture and store carbon dioxide emissions from industrial sources; and (5) providing technical assistance and educational outreach to impacted communities.

Protecting the Health and Wellness of Babies and Pregnant Women in Custody Act or the Pregnant Women in Custody Act This bill amends the federal criminal code to limit the use of restraints and restrictive housing for prisoners who are pregnant or in postpartum recovery. Additionally, it requires the Bureau of Justice Statistics to include, in the National Prison Statistics Program and Annual Survey of Jails, statistics on the health needs of incarcerated pregnant women. A Bureau of Prisons facility must provide appropriate services and programs to address the health and safety needs of women inmates related to pregnancy and childbirth. The Government Accountability Office must study the services and protections for pregnant incarcerated women in state and local correctional settings.

Violence Against Women Reauthorization Act of 2018 This bill revises and reauthorizes through FY2023 various programs and activities under the Violence Against Women Act that seek to prevent and respond to domestic violence, sexual assault, dating violence, and stalking. Among other things, the bill also authorizes new programs, makes changes to federal firearms laws, and establishes new protections to promote housing stability and economic security for victims of domestic violence, sexual assault, dating violence, and stalking.

Restore Our Parks and Public Lands Act This bill establishes the National Park Service and Public Lands Legacy Restoration Fund and requires 50% of all energy development revenues for FY2019-FY2023 to be deposited into such fund. Amounts deposited in the fund must not exceed $1.3 billion for any fiscal year and must be used for meeting high-priority deferred maintenance needs of the National Park Service.

America's Natural Treasures of Immeasurable Quality Unite, Inspire, and Together Improve the Economies of States Act of 2018 or the ANTIQUITIES Act of 2018. This bill directs the National Park Service, Bureau of Land Management (BLM), U.S. Fish and Wildlife Service, Forest Service, and National Oceanic and Atmospheric Administration to administer each specified national monument under their joint or exclusive jurisdiction, including the Bears Ears, Grand Staircase-Escalante, Gold Butte, Cascade-Siskiyou National Monuments and the Rose Atoll and Pacific Remote Islands Marine National Monuments in accordance with: (1) the one or more presidential proclamations that apply to the applicable covered monument; (2) any Act of Congress enacted before December 4, 2017, that provides for an adjustment to the boundary or administration of such monument; and (3) this bill. The bill establishes the National Monument Enhancement Fund to furnish funding: (1) to such federal agencies to develop management plans for their national monuments that were designated under current federal law, (2) for federal acquisition and development of certain land and other areas, and (3) to develop and enhance recreational infrastructure on such designated lands. The bill designates: (1) specified BLM lands within the Organ Mountains-Desert Peaks and Rio Grande del Norte National Monuments in New Mexico and in the Gold Butte National Conservation Area in Nevada as wilderness and as components of the National Wilderness Preservation System; and (2) approximately 100 acres of BLM land in New Mexico as a potential wilderness area and, when specified conditions have been met, for incorporation into the Robledo Mountains Wilderness.

Family Unity Rights and Protection Act This bill requires the Departments of Health and Human Services, Homeland Security, State, and Defense to ensure that alien children (i.e., children under the age of 18 removed from their parents or legal guardians at or near a port of entry or within 100 miles of the U.S. border pursuant to a zero tolerance policy for criminal illegal reentry) are reunited at the earliest possible date with their parents and guardians from whom they were separated. It also requires notification of parents and guardians of procedures for reuniting with such children and for the location of such children. The bill requires the creation of an electronic registry for information used to locate such alien children and their parents and guardians. The information in such registry may only be used for locating such children and may not be used in any criminal prosecution or other immigration proceeding. The bill also sets forth conditions on the termination of parental rights in immigration proceedings and requires the consolidation of asylum and immigration proceedings involving alien children.

Democracy Is Strengthened by Casting Light On Spending in Elections Act of 2018 or the DISCLOSE Act of 2018 This bill expands the ban on election contributions by foreign nationals to include corporations subject to specified levels of ownership or control by foreign nationals. The bill also expands (1) reporting requirements related to campaign contributions, and (2) disclosure requirements related to the funding sources of political advertisements.

Keep Families Together Act This bill prohibits an agent or contractor of the Department of Homeland Security, the Department of Justice, or the Department of Health and Human Services from removing a child who is under the age of 18 and has no permanent immigration status from his or her parent or legal guardian at or near the port of entry or within 100 miles of the U.S. border unless: an authorized state court determines that it is in the child's best interests to be removed; a state or county child welfare official with expertise in child trauma and development determines that it is in the child's best interests to be removed because of abuse or neglect; or the Chief Patrol Agent or the Area Port Director authorizes separation based on a documented finding that the child is a trafficking victim or is at significant risk of becoming a victim, a strong likelihood exists that the adult is not the parent or legal guardian, or the child is in danger of abuse or neglect. A child may not be removed from a parent or guardian unless an independent licensed child welfare expert authorizes the separation within 48 hours of such removal. An agency may not remove a child from a parent or legal guardian solely for the policy goals of deterring migration to the United States or of promoting immigration law compliance. The bill sets forth presumptions: (1) in favor of family and sibling unity and parental rights, and (2) that detention is not in the best interests of families and children. The bill limits the prosecution of asylum seekers.

Preserving America's Battlefields Act This bill reauthorizes though FY2028 the Battlefield Acquisition Grant Program and expands the purposes of the Civil War Battlefield Preservation Act of 2002. Specifically, the Act's purposes shall include: the preservation and protection of nationally significant battlefields of not only the Civil War but also the American Revolution and the War of 1812, and the enhancement of visitors' experiences at those battlefields.

Metastatic Breast Cancer Access to Care Act This bill specifies that individuals with metastatic breast cancer are not subject to certain waiting periods for disability insurance benefits under the Old-Age, Survivors, and Disability Insurance program and related Medicare coverage.

National Commission of the Federal Response to Natural Disasters in Puerto Rico Act of 2018 This bill establishes a National Commission of the Federal Response to Natural Disasters in Puerto Rico to examine the federal preparedness, response, and recovery to the 2017 natural disasters in Puerto Rico. The commission shall take into consideration the federal preparedness, response, and recovery efforts in Puerto Rico as compared to other jurisdictions impacted by the 2017 hurricane season, and consider other issues, including the impact and destruction of Hurricanes Irma and Maria, the vulnerability of Puerto Rico's economic situation on preparedness, the implications of Puerto Rico's reliance on imported oil for power generation, and the adequacy of the telecommunications network in Puerto Rico.

Counting Our Unexpected Natural Tragedies' Victims Act of 2018 or the COUNT Victims Act This bill directs the Federal Emergency Management Agency (FEMA) to contract with the National Academy of Medicine to conduct a study of matters concerning best practices in mortality counts as a result of a major disaster. A report on the study must be completed and transmitted to FEMA within two years after the contract date of September 30, 2018. The study shall address approaches to quantifying mortality and significant morbidity among populations affected by major disasters and shall include best practices and policy recommendations.

International Human Rights Defense Act of 2018 This bill establishes in the Department of State a permanent Special Envoy for the Human Rights of LGBTI (lesbian, gay, bisexual, transgender, or intersex) Peoples who shall serve as the principal State Department advisor regarding human rights for LGBTI people and represent the United States in diplomatic matters relevant to the human rights of LGBTI people. The special envoy shall periodically provide Congress with a U.S. global strategy to prevent and respond to criminalization, discrimination, and violence against LGBTI people. The State Department and the U.S. Agency for International Development may provide assistance to prevent and respond to such activities against LGBTI people. The Foreign Assistance Act of 1961 is amended to require that annual country reports on human rights practices include information on criminalization, discrimination, and violence based on sexual orientation and gender identity.

Bus Operator and Pedestrian Protection Act This bill requires the Department of Transportation (DOT) to require public transportation safety grant recipients that operate fixed route bus service to: (1) develop a risk reduction program for bus operations to improve safety by reducing the number and rates of accidents, injuries, assaults on bus operators, and fatalities; (2) submit the program, including the implementation plan required by this bill, to DOT for review and approval; and (3) implement the program and plans approved by DOT. The recipient of a public transportation safety grant shall report to DOT, for inclusion in the National Transit Database, any information on each assault on an public transportation vehicle operator.

Arctic Cultural and Coastal Plain Protection Act This bill prohibits the Bureau of Land Management from administering an oil and gas leasing, development, production, and transportation program in and from the Coastal Plain of the Arctic National Wildlife Refuge in Alaska.

Children's Savings Accounts Offer Parents Plenty of Reasons to Understand and Invest in Tuition Yearly Act or the CSA OPPORTUNITY Act This bill requires that (1) the value of a qualified tuition program be excluded for purposes of a means test under the Temporary Assistance for Needy Families (TANF) program or the Supplemental Security Income (SSI) benefits program; and (2) the value of a child's savings account be excluded for purposes of a means test under the TANF program, the SSI benefits program, the Supplemental Nutrition Assistance Program (SNAP), or the low-income home-energy-assistance program.

Sexual Trauma Response and Treatment Act or the START Act This bill authorizes the Department of Defense to carry out a pilot program to assess the feasibility and advisability of using intensive outpatient programs to treat members of the Armed Forces suffering from post-traumatic stress disorder resulting from military sexual trauma, including treatment for substance abuse, depression, and other issues related to such conditions.

Afghan Allies Protection Amendments Act of 2018 This bill amends the Afghan Allies Protection Act of 2009 to authorize, in addition to any unused visas in prior fiscal years, up to 4,000 visas in FY2019 for the Afghan special immigrant visa program. That program provides special immigrant visa status for Afghans (and certain family members) who are threatened because of their work as translators, interpreters, or support staff for the U.S. government or its Armed Forces in Afghanistan. The bill also requires that the period of employment for Afghans eligible for the special visa end by December 31, 2021, and that Afghans seeking special immigrant status must apply to the Chief of Mission in Afghanistan by that same date.

Supports the goals and ideals of the National Day of Silence (during which students vow to remain silent to bring attention to the harassment and discrimination faced by lesbian, gay, bisexual, transgender, and gay people in schools). Requests that the President issue a proclamation calling on the people of the United States to observe the National Day of Silence. Encourages each state, city, and local educational agency to adopt laws and policies to prohibit name-calling, bullying, harassment, and discrimination against students, teachers, and other school staff regardless of their sexual orientation and gender identity or gender expression.

Purposefully Expanding and Reinforcing the Statutes we Insist Support our Troops Against Military Sexual Trauma Act or the PERSIST Against MST Act This bill requires the Department of Defense (DOD) to: (1) designate a single official or entity within the Office of the Secretary of Defense for oversight of the registered sex offender management program of DOD, and (2) issue guidance relating to expedited transfers for members of the Armed Forces who are victims of a sexual assault or related offense.

Climate Change Education Act This bill declares that the evidence for human-induced climate change is overwhelming and undeniable. The National Oceanic and Atmospheric Administration (NOAA) must establish a Climate Change Education Program to: increase the climate literacy of the United States by broadening the understanding of human-induced climate change, including possible consequences and potential solutions; apply the latest scientific and technological discoveries to provide learning opportunities to people of all ages; and help people understand and promote implementation of new technologies, programs, and incentives related to climate change, climate adaptation and mitigation, and climate resilience. NOAA must also establish a grant program for climate change education.

Repeated Objectionable Bothering of Consumers on Phones Act or the ROBOCOP Act This bill directs the Federal Communications Commission (FCC) to: (1) require providers of text messaging or voice services, for no additional charge, to enable technology that verifies the accuracy of caller ID information; (2) require providers to offer subscribers optional free robocall-technology blocking technology; and (3) provide an exemption process for subscribers originating a call if there is a need to provide misleading or inaccurate information (such as a call to conduct an activity of a domestic violence shelter or medical practice). The bill allows private actions to enjoin or recover damages for violations of the FCC's caller identification technology standards. States may bring civil actions for a pattern or practice of a failure to provide such technology or options. The bill amends the Communications Act of 1934 to make it unlawful for persons within or outside the United States, with the intent to cause harm, to intentionally interfere with call-blocking technology. The FCC must report on whether the requirements of this bill have reduced unwanted calls to consumers.

Housing Victims of Major Disasters Act of 2018 This bill makes a family eligible for housing assistance in connection with a major disaster, including Hurricane Maria of 2017, if it: (1) is occupying an otherwise unused or uninhabited property located in the area for which the major disaster was declared but does not have documented ownership rights to, and is not renting, the property; or (2) is renting a property located in the area for which the major disaster was declared but does not have a written lease for such rental. The Federal Emergency Management Agency (FEMA) shall consider a wide range of evidence in determining the eligibility of a family for housing assistance. FEMA shall enter into agreements with the Department of Housing and Urban Development to implement a Disaster Housing Assistance Program to provide temporary rental assistance to families displaced by any major disaster during 2017, and shall consult on the implementation of the program for future disasters.

Special Counsel Independence and Integrity Act This bill sets forth requirements and limitations with respect to the removal from office of a special counsel appointed by the Attorney General, or of another official appointed by the Attorney General who exercises a similar degree of independence from the Department of Justice (DOJ) chain of command. Specifically, a special counsel or other appointed official: may only be removed by the Attorney General or the most senior Senate-confirmed DOJ official, in certain circumstances; may only be removed for misconduct, dereliction of duty, incapacity, conflict of interest, or other good cause; must be provided written notice that specifies the reason for removal; and may file an action to challenge the removal not later than 10 days after notice was provided.

Student Non-Discrimination Act of 2018 This bill prohibits discrimination, under a federally assisted program, against public school students on the basis of their actual or perceived sexual orientation or gender identity or that of their associates. The bill authorizes federal departments and agencies to terminate the educational assistance of recipients found to be violating this prohibition. An aggrieved individual may assert a violation of this bill in a judicial proceeding and recover reasonable attorney's fees.

Essex National Heritage Area Permanency Act This bill permanently extends the authority of the Department of the Interior to make grants and provide other assistance for the Essex National Heritage Area in Massachusetts. The bill also repeals the limitation on the total amount of funding that may be appropriated for the heritage area.

Offshore Wind Jobs and Opportunity Act This bill authorizes the Department of the Interior to award offshore wind career training grants to eligible entities (i.e., institutions of higher education or labor organizations) to develop, offer, or improve educational or career training programs that provide skills that are useful for employment in the offshore wind industry.

Mashpee Wampanoag Tribe Reservation Reaffirmation Act This bill reaffirms the Mashpee Wampanoag Tribe reservation as trust land in Massachusetts. In addition, the bill requires actions, including actions pending in federal court, relating to the land to be dismissed.
