National Baseball Hall of Fame Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half dollar coins in recognition of the National Baseball Hall of Fame during the one-year period beginning on January 1, 2015. Directs the Secretary to hold a competition to design the obverse of the coins. Requires the design on the reverse side to depict a baseball similar to those used by Major League Baseball. Requires all sales of such coins to include specified surcharges, which shall be paid by the Secretary to the National Baseball Hall of Fame to help finance its operations. Requires the budgetary effects of this Act to be determined by reference to the latest statement titled "Budgetary Effects of PAYGO Legislation" for this Act, provided that such statement has been submitted prior to the vote on passage.

Stephanie Tubbs Jones Assets for Independence Reauthorization Act of 2010 - Amends the Assets for Independence Act, which provides for demonstration projects designed to provide individuals and families of limited means with an incentive to save a portion of their earned income and thereby accumulate assets, increase their economic self-sufficiency, and stabilize such families and the communities in which they live. Expresses the sense of Congress that a qualified entity conducting a demonstration project under the Act should, to the maximum extent practicable, increase: (1) the rate at which it matches contributions by participating individuals; or (2) the number of such participating individuals. States that multiple households may share a single residence. Specifies public housing agencies and tribally designated housing entities as entities qualified to participate in a demonstration project. Repeals the requirement that state or local government or other public agencies apply jointly with a tax-exempt not-for-profit charitable organization or collaborate with certain kinds of local community-based organizations. Includes among postsecondary educational expenses any expenses for preparatory courses, room and board, and transportation. Revises requirements for: (1) applications for new and renewals of existing projects; (2) limitations on uses of the Reserve Fund; and (3) the adjusted gross household income eligibility test, requiring regulations for transfers from one project to another for individuals who move because of major disasters or emergencies, to find employment, or to a community where no project is available. Revises requirements for deposits by qualified entities in the individual development accounts (IDAs) of participating individuals to: (1) increase maximum deposits per individual and per household; (2) facilitate withdrawal of funds from an IDA, with formal approval, during the year following the end of a demonstration project; and (3) require disposal of funds remaining in an IDA at the end of that year. Requires the Secretary of Health and Human Services (HHS), acting through the Director of Community Services, to make every effort, 90 days after terminating the authority of one qualified entity to operate a demonstration project, to identify another qualified entity (or entities), in the same or a different community, willing and able to conduct one or more demonstration projects. Specifies criteria for giving priority consideration to candidate entities. Revises requirements for contracting with independent research organizations to evaluate demonstration projects. Authorizes the Secretary to: (1) use certain funds to cover the necessary costs of training for a qualified entity conducting a demonstration project, including costs of travel, accommodations, and meals; and (2) waive any requirement of the Act in certain circumstances.

Recognizes the shootings that occurred at Fort Hood, Texas, on November 5, 2009, as a tragic event in the history of the Army and the United States. Extends the deepest sympathies of Congress to the families and friends of the shooting victims. Honors the civilian law enforcement personnel of the Department of Defense (DOD) for implementing their training to eliminate the threat promptly, thereby limiting additional loss of life or injury. Commends the Fort Hood command team for its timely response and situational control. Recognizes that National POW/MIA Recognition Day is one of the six days specified by law as a day on which the POW/MIA flag is to be flown over specified federal facilities and national cemeteries, military installations, and post offices. Extends the gratitude of the House of Representatives and the nation to those who have served the United States in captivity to hostile forces as prisoners of war. Recognizes and honors the more than 84,000 members of the Armed Forces who remain unaccounted for and their families. Recognizes the untiring efforts of national POW/MIA organizations in ensuring that America never forgets the contribution of the nation's prisoners of war and unaccounted for military personnel. Applauds the personnel of the Defense POW/Missing Personnel Office, the Joint POW/MIA Accounting Command, the Armed Forces Identification Laboratory, the Life Sciences Equipment Laboratory, and the military departments for continuing their mission of achieving the fullest possible accounting of all Americans unaccounted for as a result of the previous conflicts of the United States.

Javits-Wagner-O'Day Act of 2010 - Establishes as an independent federal entity the Committee for Purchase From People Who Are Blind or People With Other Significant Disabilities. (Effectively replacing the Committee for Purchase From People Who Are Blind or Severely Disabled.) Requires the Committee to establish and publish in the Federal Register a list of products and services suitable for federal government procurement which are provided by qualified nonprofit agencies for people who are blind or for people with other significant disabilities. Requires federal agencies to procure from such qualified nonprofit agencies, at a Committee-established price, products (except prison-made products) or services essentially the same as those on the procurement list. Requires the Committee to designate a tax-exempt central nonprofit agency or agencies for people who are blind and one or more for people with other significant disabilities, which shall evaluate their respective nonprofit agencies and recommend suitable products or services to add to the procurement list. Authorizes the Committee to conduct pilot or demonstration projects on methods to increase the use of: (1) such products or services by the federal government; as well as (2) people who are blind and people with other significant disabilities. Amends the Inspector General Act of 1978 to require the Committee Chairman to: (1) appoint an Inspector General for the Committee; and (2) establish a Panel on the Committee for Purchase From People Who Are Blind or People With Other Significant Disabilities. Establishes in the general fund of the Treasury in a separate account a Committee for Purchase Fund for the collection and deposit of fees from each central nonprofit agency. Repeals the Javits-Wagner-O'Day Act.

Expresses the sense of the House of Representatives that the U.S. government should: (1) work with Sudanese parties and regional and international partners to build consensus on the steps needed to implement the Comprehensive Peace Agreement (CPA), including the upcoming referenda, and promote stability throughout Sudan; (2) work with international and Sudanese partners to ensure the right of return of Sudanese refugees and displaced persons, including Darfuris and southerners; (3) work with international partners to ensure a stable north-south border and a permanent peace in Sudan; and (4) assist the government of Southern Sudan to develop its economic, rule of law, and social service and educational infrastructures, improve democratic accountability and human rights, and strengthen reconciliation efforts.

Veterans' Disability Claims Efficiency Act of 2010 - Allows the Secretary of Veterans Affairs (VA), in the case of a disability claim with multiple conditions, to assign an interim disability rating for the condition(s) that can be assigned without further development and to continue development of the remaining condition(s). Requires an interim disability rating to remain in effect unless the Secretary later assigns an increased rating for such condition. Prohibits the continuation of such rating if the rating was based on fraud or the condition improves. Directs the Secretary to establish a process for the rapid identification of initial claims for disability compensation that should, in adjudication, receive priority in the order of review. Requires the Secretary to identify whether claims have the potential of being adjudicated quickly, the claims qualify for priority treatment, and a temporary disability rating could be assigned for such claims. Authorizes the Secretary to provide priority based on the effect such priority would have on a claimant.

Small Business Tax Relief and Retirement Restoration Act of 2010 - Amends the Internal Revenue Code to permit until December 31, 2010, penalty-free distributions from an individual retirement account (IRA) or a qualified employer plan for the purpose of making loans to a small business to purchase depreciable property to be used by such business or for employee salaries or wages (other than for bonuses). Requires such loans to be repaid to the IRA within five years.

Amends the Patient Protection and Affordable Care Act to require the Secretary of Health and Human Services (HHS) to offer through Exchanges a health benefits plan (public health insurance option) that ensures choice, competition, and stability of affordable, high-quality coverage throughout the United States. Declares that the Secretary's primary responsibility is to create a low-cost plan without compromising quality or access to care. Sets forth provisions related to the establishment and governance of the public health insurance option, including that such plan: (1) may be made available only through Exchanges; (2) must comply with requirements applicable to other health benefits plans offered through such Exchanges, including requirements related to benefits, benefit levels, provider networks, notices, consumer protections, and cost sharing; and (3) must offer bronze, silver, and gold plan levels. Requires the Secretary to: (1) establish an office of the ombudsman for the public health insurance option; (2) collect such data as may be required to establish premiums and payment rates; (3) establish geographically adjusted premiums at a level sufficient to fully finance the costs of the health benefits provided and administrative costs related to the operation of the plan; and (4) establish payment rates and provide for greater payment rates for the first three years. Requires repayment of start-up costs for the public health insurance option. Authorizes the Secretary to utilize innovative payment mechanisms and policies to determine payments for items and services under the public health insurance option.

Oil Spill Preparation and Protection Act - Amends the Outer Continental Shelf Lands Act to direct the Secretary of the Interior to require, as a condition and term of any exploration plan or any development and production plan, that the applicant submit and implement an oil spill containment and cleanup plan (to be approved by the Secretary and the Administrator of the Environmental Protection Agency [EPA]) capable of handling a worst-case scenario oil spill. Describes required plan contents. Allows approval by the Administrator only if the applicant has demonstrated adequate technology, organization, resources, and capacity both to contain and to prevent shoreline contamination by a significant proportion of a worst-case spill, and to provide for long-term cleanup and remediation of the marine and coastal environments. Authorizes cancellation of a lease (without compensation) upon failure of the lease holder to submit an exploration plan or development and production plan in accordance with this Act or to implement an approved oil spill containment and cleanup plan.

Rating and Processing Individuals' Disability Claims Act or the RAPID Claims Act - Requires the Secretary of Veterans Affairs (VA), if a veteran's claim is submitted that is determined to be a fully developed claim, to provide: (1) the claimant with the opportunity to waive any claim development period with respect to such claim; and (2) expeditious treatment to such claim. Provides that: (1) if a person notifies the Secretary of the intention to submit a fully developed claim and does so within a one-year period thereafter, the Secretary shall provide expeditious treatment to the claim; and (2) if the Secretary determines that a claim submitted as fully developed is not fully developed, the Secretary shall notify such person within 30 days of the information and evidence required to fully develop the claim. Requires the Secretary, when denying a benefit, to notify the claimant of any form or application required to appeal such decision.

Puppy Uniform Protection and Safety Act - Amends the Animal Welfare Act to define a "high volume retail breeder" as a person who, in commerce, for compensation or profit: (1) has an ownership interest in or custody of one or more breeding female dogs; and (2) sells, via any means of conveyance, more than 50 of the offspring of such dogs for use as pets in any one-year period. Considers such a breeder of dogs to be a dealer. Requires dealers to include on licensing applications and annual renewals the total number of dogs exempted from exercise on the premises of the dealer in the preceding year by a licensed veterinarian. Requires the Secretary of Agriculture to promulgate requirements for the exercise of dogs at facilities owned or operated by a dealer, including requiring daily access to exercise that: (1) allows the dogs to move sufficiently in a way that is not forced, repetitive, or restrictive; and (2) is in an area that is spacious, cleaned at least once a day, free of infestation by pests or vermin, and designed to prevent the dogs from escaping. Allows an exemption if: (1) a licensed veterinarian determines that a dog should not exercise because of the health, condition, or well-being of the dog; and (2) such determination is reviewed and updated at least once every 30 days by the veterinarian, unless the basis for the determination is a permanent condition. Subjects such a determination to review and approval by the Secretary.

Veteran Employment Transition Act of 2010 - Amends the Internal Revenue Code to revise the definition of "qualified veteran" for purposes of the work opportunity tax credit to mean recently discharged veterans and disadvantaged veterans. Defines "recently discharged veteran" to mean: (1) any individual who has served on active duty (other than active duty for training) in the Armed Forces for more than 180 total days (whether consecutive or not); (2) any individual who has been discharged or released from active duty for a service-connected disability; and (3) any member of the National Guard who has served for more than 180 total days (whether consecutive or not) in active duty, full-time National Guard duty, or duty in state status. Defines "disadvantaged veteran" as any veteran who is certified as being a member of a family receiving assistance under a supplemental nutrition assistance program and is entitled to compensation for a service-connected disability. Requires the Department of Defense (DOD) and the National Guard to inform military personnel who are discharged or released from active duty of the work opportunity tax credit and provide them with documentation relating to eligibility for and use of such credit.

State Small Business Credit Initiative Act of 2010 - Establishes a seven-year State Small Business Credit Initiative (Initiative), administered by the Secretary of the Interior to allocate federal funds to participating states with capital access programs. Prescribes eligibility criteria for state capital access programs providing portfolio insurance for business loans. Requires the portfolio insurance to be based on a separate loan-loss reserve fund for each financial institution, with: (1) premiums paid by the financial institution lenders and by the business borrowers to the reserve fund to have their loans enrolled in it; and (2) state contributions to the reserve fund in amounts equal to such premium charges. Limits portfolio insurance to loans of up to $5 million to borrowers with 500 employees or fewer at the time that the loan is enrolled in the program. Requires the Secretary to approve for federal contributions any state capital access program meeting specified minimum requirements. Authorizes a participating state that establishes a new, or has an existing, eligible credit support program to apply for the Secretary's approval of a state other credit support program [ sic ] for federal contributions to, or for the account of, the state program. Requires a state other credit support program, among other eligibility criteria, to demonstrate that one dollar of public investment by the state program will cause and result in one dollar of new private credit, with a reasonable expectation that, when considered with all other state programs, they together have the ability to use new federal contributions to cause and result in amounts of new small business lending at least 10 times the new federal contribution amount. Requires such a program to extend credit support to borrowers with an average size of 500 or fewer employees, but in no event to borrowers with more than 750 employees. Requires such credit support to target loans with an average principal amount of $5 million or less, but in no event more than $20 million. Authorizes the reduction of federal allocations to the state or termination of further allocation transfers to the state upon its termination of participation in the program, or failure to submit timely and complete reports, or its noncompliance with the terms of the allocation agreement. Directs the Secretary to: (1) establish minimum national standards for approved state programs; and (2) provide states with technical assistance for starting programs and generally disseminating best practices.

Improvements in Global Maternal and Newborn Health Outcomes while Maximizing Successes Act or Improvements in Global MOMS Act - Amends the Foreign Assistance Act of 1961 to authorize the President to furnish assistance to reduce mortality and improve maternal health and the health of newborns in developing countries, including HIV/AIDS prevention programs. Directs the President to implement a comprehensive strategy as part of the Global Health Initiative to reduce mortality and improve the health of mothers and newborns in developing countries.

Improving Veterans' Electronic Transition Services Act or the iVETS Act - Directs the Secretaries of Defense (DOD) and Veterans Affairs (VA) to jointly: (1) develop and implement a system allowing a veteran to securely and electronically access his or her military personnel file; (2) conduct a study on establishing a veterans portal based on the knowledge online portals; and (3) report study results to the congressional defense and veterans committees.

Big Oil Bailout Prevention Act of 2010 - Amends the Oil Pollution Act of 1990 to: (1) increase the liability of the party responsible for an offshore facility, except a deepwater port, from which oil is discharged into or upon navigable waters or adjoining shorelines to the total of all discharge removal costs plus $10 billion (currently, $75 million) for each incident; and (2) direct the President to promulgate regulations to allow advance payments from the Oil Spill Liability Trust Fund to states and localities to prepare for and mitigate substantial threats from the discharge of oil. Amends the Internal Revenue Code to eliminate: (1) the $1 billion per incident limitation on expenditures from the Oil Spill Liability Trust Fund for cleanup of oil spills: and (2) restrictions on the borrowing authority of such Trust Fund. Makes this Act effective on April 15, 2010.

Defense Sexual Trauma Response Oversight and Good Governance Act (Defense STRONG Act) - Establishes within the Department of Defense (DOD) a Director of the Sexual Assault Prevention and Response Office to serve as the single point of authority, accountability, and oversight for DOD policy regarding prevention of and response to sexual assault, and to provide oversight to ensure that the sexual assault programs of the military departments comply with DOD policy. Requires the assignment within each military department of at least one full-time Sexual Assault Response Coordinator and one full-time Sexual Assault Victim Advocate, allowing the Secretary of the military department concerned to assign additional coordinators and/or advocates based on the demographics or needs of the unit. Allows only members of the Armed Forces (members) or DOD civilian personnel to be assigned as coordinators or advocates. Directs the Secretary of Defense to establish a professional training and certification program for such coordinators and advocates, and requires performance evaluations of all coordinators and advocates. Entitles any member, or dependent of a member, who is the victim of a sexual assault to legal assistance provided by a military legal assistance counsel and Victim Advocate service, regardless of whether the member or dependent elects unrestricted or restricted (confidential) reporting of the assault. Makes privileged any communications between a member or dependent and a Victim Advocate. Directs the Secretary to provide for the inclusion of a sexual assault prevention and response training module at each level of professional military education.

Smuggled Tobacco Prevention Act of 2010 or the STOP Act - Amends the Internal Revenue Code to restrict the sale, lease, importation, or delivery of tobacco production machines to persons lawfully engaged in: (1) the sale, lease, or delivery of such machines; (2) the manufacture or processing of tobacco products, including for personal use; or (3) the application of unique identification markings onto tobacco product packages. Defines "tobacco production machine" as a machine used to manufacture, process, or package tobacco products or to apply unique identification markings to packages of tobacco products. Requires any person leasing, importing, exporting, or delivering a tobacco production machine to keep records relating to any transfers or deliveries of such machines. Requires manufacturers and importers of tobacco products to affix a unique identification marking to each package of tobacco products prior to sale or distribution of such products. Directs the Secretary of the Treasury to design a system of unique identification markings that does not interfere with state and local tax stamps and markings. Requires wholesalers of tobacco products to obtain permits for selling or exporting tobacco products. Establishes new criminal offenses relating to the distribution of tobacco products. Increases the civil penalty for tobacco-related infractions from $1,000 to $10,000. Establishes in the Treasury the Anti-Contraband Tobacco Trafficking Fund to finance the enforcement provisions of this Act and other laws relating to contraband or illegal tobacco products using the increased civil and criminal fines provided by this Act. Amends the Tariff Act of 1930 to impose a civil penalty for the importation of tobacco products and cigarette papers and tubes by fraudulent means.

Small Business Paperwork Mandate Elimination Act - Amends the Internal Revenue Code to repeal a provision (added by the Patient Protection and Affordable Care Act) that extends to corporations that are not tax-exempt the requirement to report payments of $600 or more.

America COMPETES Reauthorization Act of 2010 - Establishes, revises, and extends specified science, technology, education, and mathematics (STEM) programs, as well as engineering, research, and training programs. Authorizes appropriations for FY2011-FY2015 for: (1) the National Science Foundation (NSF); (2) the National Institute of Standards and Technology (NIST); and (3) the Department of Energy (DOE) for activities of the Office of Science.

Groundwork USA Trust Act of 2010 - Establishes the Groundwork USA Trust Program. Authorizes the Secretary of the Interior, in consultation with the Groundwork USA national office, to award grants to eligible nonprofit organizations to: (1) provide training, research, and technical assistance to individuals and organizations to facilitate the inventory of brownfield sites, site assessments, remediation of brownfield sites, community involvement, or site preparation; (2) reclaim vacant and derelict lands for conservation, recreation, and economic development; (3) clean up and care for neglected areas; (4) return brownfields to economically productive use; (5) integrate environmental education, food security, health and fitness, resource management, and job training; (6) encourage businesses, local governments, nonprofits, and communities to work together for sustainable environmental care and enhancement; (7) support businesses, local governments, nonprofits, and communities in efforts to improve their local environment; (8) acquire real property and buildings to rehabilitate and improve upon for the local community and perform maintenance on such property and buildings; and (9) develop programs that encourage regional and national partnering with other environmental organizations. Limits the maximum amount for a grant award under the program to $400,000 for any fiscal year. Requires annual reporting by grant recipients.

Veteran Employment Assistance Act of 2010 - Amends the Small Business Act to direct the Administrator of the Small Business Administration (SBA) to establish a program, headed by a Director, which designates veterans business centers to provide entrepreneurial training and counseling to veterans in areas in which the number of veterans, especially veterans of Operations Iraqi Freedom and Enduring Freedom, exceed the national median. Requires the Director to establish a program of grants to veterans business centers to: (1) provide federal procurement assistance to small businesses owned and controlled by veterans; and (2) develop outreach programs to create or further develop service-disabled veteran-owned small businesses. Authorizes the Director to hold biennial veterans entrepreneurial development summits. Decreases from three years to one year the period for completion of training of new disabled veterans' outreach program specialists and local veterans' employment representatives. Directs the Secretary of Labor to provide a training subsistence allowance for each month that an unemployed veteran is enrolled in a full-time employment and training program that is offered by an eligible training provider and teaches a skill connected to a career in an in-demand industry. Provides for the use of veterans' post-9/11 educational assistance for the pursuit of apprenticeships and on-job training. Requires the Secretary of Veterans Affairs (VA) to establish: (1) a program to award grants to states to establish veterans conservation corps to give veterans volunteer and employment opportunities under state conservation projects; and (2) a center of excellence of methods for educational institutions to afford academic credit to veterans for previous military experience and training. Amends the Workforce Investment Act of 1998 to direct the Secretary of Labor to establish: (1) information technology military pathways demonstration programs to enable veterans to build upon technical skills learned in the military when entering into the civilian information technology workforce; and (2) nursing, public health and allied health professional, and physician assistant military pathways demonstration programs to enable veterans to build upon military technical skills when entering into civilian positions in those fields. Requires the Secretary of Labor to carry out a veterans energy-related employment program to encourage the employment of veterans in the energy industry. Directs the Secretary of Defense (DOD) to carry out the Veterans to Work pilot program to provide veterans with employment in military construction projects. Requires: (1) a report on improvements and enhancements of the Transition Assistance Program to better meet the needs of members of the Armed Forces and veterans; and (2) a study on a program of transition assistance modeled on the Employment Enhancement Program of the Washington National Guard.

Amends the federal criminal code to impose a fine and/or maximum prison term of five years for anyone who knowingly sells or offers to sell an animal crush video in interstate or foreign commerce for commercial gain. States that this prohibition shall not be construed to prohibit the selling or offering to sell videos that depict hunting. Defines "animal crush video" as any visual depiction of animals being intentionally crushed, burned, drowned, or impaled that: (1) depicts actual conduct in which a living animal is tortured, maimed, or mutilated that violates any criminal prohibition on intentional cruelty under federal law or the law of the state in which the depiction is sold; and (2) taken as a whole, does not have religious, political, scientific, educational, journalistic, historical, or artistic value.

Disapproves of the majority Supreme Court opinion in Citizens United v. Federal Election Commission, because it allows the interests of corporations, both foreign and domestic, to supersede the voices of citizens in the democratic process. Encourages the House of Representatives and the Senate to work in a bipartisan manner to limit the influence of special interest groups in federal elections in light of the decision rendered by the Supreme Court in Citizens United.

Light Weight Armor Research Requirements for Individual Operational Readiness Act or LT WARRIOR Act - Directs the Secretary of Defense (DOD) to establish the Joint Task Force Light Weight Armor Research Requirements for Individual Operational Readiness, or JTF-LT WARRIOR, to: (1) synchronize efforts among the military departments to identify and examine the requirements for lighter weight body armor; and (2) serve as the centralized body for determining and coordinating issues regarding such armor and other personal protective equipment, including its development and procurement. Requires the Task Force to report to the Secretary semiannually over a two-year period recommending ways to more effectively address the research, development, and procurement requirements regarding reducing the weight of body armor.
