Medicare DMEPOS Market Pricing Program Act of 2012 - Amends part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services (HHS) to establish a market pricing program for durable medical equipment (DME), prosthetics, orthotics, and supplies (DMEPOS) as a replacement for the competitive acquisition program for DMEPOS, which is hereby terminated. Directs the Secretary to: (1) conduct annual market-priced auctions from among entities supplying market priced items and services in an eligible market area selected in the auction design, (2) establish a lead product for each of specified product categories, and (3) award a contract to any entity in an eligible market area in which an auction is conducted whose bid is below a clearing price equal to the highest cost bid that will meet capacity targets in the market area. Requires the Secretary to contract with an auction expert to assist in, and a market monitor to monitor, the design, development, and functioning of the auction. Adjusts the covered DME item update for 2012 through 2014 and each subsequent year.

Justice for Imprisoned Americans Overseas Act of 2012 or Jacob's Law of 2012 - Directs the Secretary of State to submit a semiannnual report to Congress for five years that identifies: (1) U.S. citizens imprisoned in foreign countries whose fundamental due process and human rights are being violated, (2) the due process and human rights violations that are being committed against such U.S. citizens, and (3) the government officials who are responsible for such violations or who are not fulfilling their official responsibility to protect such rights. Prohibits the Secretary of State from issuing any visa to, and the Secretary of Homeland Security (DHS) from permitting entry to the United States of, any such identified official and his or her immediate family members. Makes such ban permanent if an identified U.S. citizen dies while in foreign custody.

Amends the Patient Protection and Affordable Care Act and the Internal Revenue Code to repeal establishment of the Consumer Operated and Oriented Plan (CO-OP) program through which the Secretary provides loans and grants to foster the creation of qualified nonprofit health insurance issuers to offer qualified health plans in the individual and small group markets. Rescinds unobligated funds made available for the program. Requires repayment of loans provided under the program within two years of their making and sets the interest rate on such loans at the bank prime rate. Amends the Employee Retirement Income Security Act of 1974 (ERISA) to provide for establishment and governance of association health plans (AHPs), which are group health plans whose sponsors are trade, industry, professional, chamber of commerce, or similar business associations, and which meet certain ERISA certification requirements. Allows qualified nonprofit health insurance issuers participating in the CO-OP to sponsor an AHP, if certain requirements are satisfied. Prescribes rules governing AHPs, including requirements relating to certification, sponsors and boards of trustees, participation and coverage, nondiscrimination, contribution rates, notice of voluntary termination, correction actions, and mandatory termination. Establishes the Association Health Plan Fund to be used by the Secretary of Labor to make payments to an insurer to maintain coverage for a plan if there is a reasonable expectation that, without such payments, claims would not be satisfied by reason of termination of coverage. Requires the Secretary to establish a Solvency Standards Working Group. Allows a state to impose a contribution tax on an association health plan that commenced operations in such state after the enactment of this Act. Preempts any state law that may preclude a health insurance issuer from: (1) offering health insurance coverage in connection with a certified AHP; or (2) offering health insurance coverage of the same policy type to other employers operating in the state that are eligible for coverage under such AHPs, whether or not such other employers are participating employers in such plan. Subjects to criminal penalties a person who willfully makes false representations with respect to an AHP.

Convicted Child Sex Offender DNA Index System Support Act - Requires the Director of the Federal Bureau of Investigation (FBI) to develop a plan to assist states in performing DNA analyses of samples collected from convicted child sex offenders, with the objective of eliminating the backlog of samples awaiting analysis in state or local forensic laboratory storage and providing for entry of those analyses into the combined DNA Indexing System (CODIS). Provides that the plan shall require that: (1) the Director establish requirements for the performance of DNA analyses by private forensic laboratories; (2) only laboratories determined to satisfy such requirements perform DNA analyses; (3) the Director provide assistance only pursuant to arrangements with those laboratories; and (4) each DNA sample collected and analyzed be accessible only under specified circumstances for criminal justice agencies, in judicial proceedings, for a criminal defendant, or for validation studies and protocol development purposes. Directs the Administrator of the Office of Personnel Management (OPM) to implement all of the recommendations made by the Office of Inspector General in its September 14, 2011, report regarding stopping improper payments from the Federal Government's Civil Service Retirement and Disability Fund to deceased annuitants and survivors.

Western Hemisphere Security Cooperation Act of 2012 - Sets forth U.S. policy statements regarding: (1) the threat posed by Iran and deterrence of Western Hemisphere cooperation in enhancing Iran's development of nuclear, biological, or chemical weapons; (2) the security and environmental threat posed by Cuba; (3) implementation by Western Hemisphere countries of counterterrorism conventions; (4) nonproliferation, including nonproliferation of nuclear fuel fabrication; and (5) Small Quantities Protocols. Directs the Secretary of State to notify Congress regarding specified travel by Cuban government officials to or within the United States. Denies a visa to, and excludes from the United States, any alien who is an officer or principal of an entity, or a controlling shareholder in an entity, that has made specified financial investments to enhance Cuba's development of petroleum resources of the submerged lands located off Cuba's coast. Imposes specified export, loan, and bank-related sanctions on a person or financial institution that has made specified financial investments to enhance Cuba's development of petroleum resources of the submerged lands located off Cuba's coast or has made an investment that contributes to such enhancement and has trafficked in confiscated U.S. property. Makes it illegal for a U.S. person to provide materials, technical equipment, or other assistance that contributes to the enhancement of Cuba's ability to develop petroleum resources of the submerged lands located off Cuba's coast. Revises provisions regarding: (1) international drug control certification procedures, and (2) the Department of State rewards program. Expresses the sense of Congress that the International Law Enforcement Academy in San Salvador, El Salvador, should continue to serve as a critical component of U.S. regional counterterrorism efforts. Authorizes the President to impose specified sanctions on any country in the Western Hemisphere that is engaged in state sponsored terrorism, is threatening U.S. national security interests, or is not cooperating with U.S. counterterrorism or nonproliferation efforts. Directs the Secretary to negotiate the establishment of a Western Hemisphere Regional Coordination Center. Authorizes the transfer of specified funds to the Central American Regional Security Initiative. States that certain security assistance funds for any country of Central America may be administered only through the U.S. embassy for such Central American country. Directs the President to use all political, economic, and diplomatic tools to ensure that each Western Hemisphere country has signed and implemented a comprehensive safeguards agreement with the International Atomic Energy Agency (IAEA) and is adhering to other nonproliferation agreements. Authorizes the President to impose specified sanctions against a country that has failed to sign or adhere to such agreements. Directs the President to use all political, economic, and diplomatic tools to prevent the development or acquisition by any country of a capacity to fabricate nuclear fuel if such country did not have such capacity as of January 1, 2012. Authorizes the Secretary to negotiate the establishment of the Western Hemisphere Nonproliferation Partnership Initiative. Prohibits sales or exports of major defense equipment to a Western Hemisphere country until the President certifies that the government of such country is not carrying out policies undermining U.S. national security interests and is cooperating with U.S. nonproliferation efforts. Places restrictions on nuclear cooperation with countries assisting the nuclear or biological program of Venezuela or Cuba or transferring advanced conventional weapons or missiles to Venezuela or Cuba. Authorizes specified funds to be made available for U.S. voluntary contributions to the Organization of American States (OAS). Prohibits U.S. contributions from being made to the OAS if Cuba is admitted as an active OAS member state or participates at the Summit of the Americas with OAS consent unless the Secretary certifies to Congress that a democratically elected Cuban government has been established. States that nothing in this Act shall be construed as weakening or removing any prohibitions on U.S. engagement with or assistance to any Western Hemisphere country that the Secretary has designated as a state sponsor of terrorism for a minimum of five consecutive years.

Provides that, for purposes of awarding the Purple Heart, the Secretary of the military department concerned shall treat a member of the Armed Forces who is killed or wounded in a terrorist attack within the United States in the same manner as a member killed or wounded in action due to an act of an enemy of the United States. Makes this Act effective as of January 1, 2009. Directs the Secretaries concerned to: (1) review each death or wounding of a member within the United States between January 1, 2009, and the date of enactment of this Act to determine whether such death or wounding qualifies as a death or wounding resulting from a terrorist attack for purposes of this Act; and (2) upon a positive determination, take appropriate action.

Directs the Secretary of State, upon the exercise of such waiver and prior to the obligation of funds, to certify to Congress that the PA: (1) has established a single treasury account for all PA financing and all financing mechanisms flow through this account, no parallel financing mechanisms exist, and there is a single comprehensive civil service roster and payroll; and (2) no longer engages in a pattern of incitement against the United States or Israel and is engaged in peace preparation activities aimed at promoting peace with Israel.

Makes an alien on such list ineligible to enter or be admitted to the United States. Revokes any visa issued for such person. Authorizes the Secretary to waive such prohibition if in the U.S. national security interest. Requires congressional notification of any such waiver. Directs the Secretary of the Treasury to freeze and prohibit U.S. property transactions of an individual who is on the list or who acts as an agent for a listed individual. Authorizes the Secretary to waive such actions if in the U.S. national security interest. Requires congressional notification of any such waiver. Subjects a person who violates, attempts to violate, or causes a violation of such prohibitions to specified penalties. Terminates this Act 10 years after its enactment.

Solarz North Korea Human Rights Reauthorization Act of 2012 - Expresses the sense of Congress that the United States should: (1) continue to seek cooperation from foreign governments to allow the United States to process North Korean refugees overseas for U.S. resettlement, and (2) urge China to halt its forcible repatriation of North Koreans. Amends the North Korean Human Rights Act of 2004 to authorize appropriations: (1) for grants that promote democracy and a market economy in North Korea, (2) to increase the availability of non-government controlled information inside North Korea, and (3) for organizations or persons that provide humanitarian assistance to North Koreans who are outside of North Korea. Directs the Broadcasting Board of Governors to report to Congress regarding U.S. broadcasting to North Korea. Extends specified annual reporting requirements for: (1) the Special Envoy for North Korean human rights issues, and (2) the Secretary of State and the Secretary of Homeland Security (DHS).

Servicemember Family Protection Act - Amends the Servicemembers Civil Relief Act to provide that if a court renders a temporary order for custodial responsibility for a child based solely on a deployment or anticipated deployment of a parent-servicemember, then the court shall require that upon the return of that servicemember from deployment the custody order that was in effect preceding such deployment shall be reinstated, unless the court finds that reinstatement in not in the child's best interest. Prohibits a servicemember's deployment or possible deployment from being considered in the determination of a child's best interest in a motion seeking a permanent order to modify custody. Provides that under a temporary custody order, if a state law provides a higher standard of protection to the deploying parent-servicemember, then the appropriate court shall apply the higher standard.

Sudan Peace, Security, and Accountability Act of 2012 - Directs the President to develop and transmit to Congress a comprehensive strategy to end serious human rights violations in Sudan and promote a comprehensive peace and democratic reform strategy. Requires the strategy to include an interagency framework to plan, coordinate, and review the diplomatic, economic, intelligence, and military actions and capabilities of U.S. policy regarding Sudan. Directs the President to impose specified visa, development assistance, security assistance, property, credit, financial assistance, export, cultural, or scientific sanctions on any person or government that: (1) supported or assisted Sudan in the commission of serious human rights violations in Sudan, including by selling, leasing, or otherwise transferring military equipment to Sudan or providing property, goods, technology, services, or other support in the amount of $500,000 or more that directly and significantly contributes to Sudan committing or assisting in the commission of serious human rights violations; (2) is interfering or has interfered with the delivery of humanitarian aid to Sudan; (3) is impeding the peace process or threatening the stability of any part of Sudan or the region; or (4) failed to execute an International Criminal Court arrest warrant against any Sudanese official if such person or government had the jurisdictional authority to execute the warrant and failed to make the arrest without reasonable justification. Prohibits the imposition of sanctions or other prohibitions on any government or person that is: (1) acting on behalf of the government of South Sudan in connection with the shipment or payment for oil from South Sudan or the advancement of peace between Sudan and South Sudan, or (2) providing humanitarian aid to Sudan. Amends: (1) the Comprehensive Peace in Sudan Act of 2004 to make its asset and visa sanctions applicable to Sudan, and (2) the Darfur Peace and Accountability Act of 2006 to impose such sanctions on Janjaweed commanders and coordinators threatening peace and stability in Sudan. Terminates sanctions upon certification by the President that specified conditions have been met.

Supports: (1) the universal rights and democratic aspirations of the Iranian people, and (2) U.S. policy to prevent Iran from acquiring nuclear weapons capability. Rejects any U.S. policy that would rely on efforts to contain a nuclear weapons-capable Iran. Urges the President to reaffirm the unacceptability of an Iran with nuclear-weapons capability and oppose any policy that would rely on containment as an option in response to the Iranian nuclear threat.
