Countering China’s Exploitation of Strategic Metals and Minerals and Child and Forced Labor in the Democratic Republic of the Congo Act This bill prohibits the importation of goods containing metals or minerals (particularly cobalt, lithium, and their derivatives) that are mined, produced, smelted, or processed by child labor or forced labor in the Democratic Republic of the Congo (DRC). It also requires certain federal actions to address this issue. The prohibition does not apply if U.S. Customs and Border Protection (1) determines, based on clear and convincing evidence, that the goods were not made with child labor or forced labor; and (2) submits to Congress a report containing such a determination (and makes this report publicly available). The bill requires the President to annually report to Congress on each foreign person determined to have (1) knowingly engaged in child labor or forced labor in DRC's mining industry, and (2) knowingly engaged in efforts to contravene U.S. law regarding the importation of covered DRC goods. The President must impose property- and visa-blocking sanctions against each identified foreign person. The bill requires the Forced Labor Enforcement Task Force to submit to Congress a report containing an enforcement strategy for effectively addressing child labor and forced labor in DRC's mining industry, the Department of State to submit to Congress a strategy for addressing child labor and forced labor in DRC's mining industry, and the U.S. Agency for International Development to increase efforts to prevent child labor and forced labor in DRC's mining industry.

Ending Agricultural Trade Suppression Act This bill restricts state and local governments from imposing certain standards or conditions on the preharvest production of agricultural products sold or offered for sale in interstate commerce. Specifically, it prohibits the imposition of such standards or conditions if (1) the production occurs in another state, and (2) the standard or condition adds to requirements applicable under federal law and the laws of the state and locality where the product is produced. The bill also allows for a private right of action to challenge state or local regulations relating to agricultural goods sold in interstate commerce. A person may bring an action in (1) the U.S. district court for the judicial district in which the person is affected by a regulation or the person resides, operates, or does business; or (2) any other appropriate court with jurisdiction.

Rural Veterinary Workforce Act This bill excludes from gross income, for income tax purposes, student loan repayment or forgiveness assistance provided to veterinarians practicing in rural areas of a state.

Restore Department of Veterans Affairs Accountability Act of 2023 or the Restore VA Accountability Act of 2023 This bill modifies personnel action procedures regarding certain employees and executives of the Department of Veterans Affairs (VA). The bill authorizes the VA to remove from civil service, demote, or suspend VA employees that are supervisors or managers if the VA determines by substantial evidence that the performance or misconduct of such individual warrants such action. This authority does not apply to certain appointees or individuals in their probationary or trial period. Supervisors or managers who are subject to a removal, demotion, or suspension under this bill are entitled to (1) advance notice of the action and supporting evidence, (2) representation by an attorney or representative, and (3) grieve the action in accordance with an internal grievance process. The bill also provides protections from removal, demotion, or suspension for supervisor or managers who are whistleblowers or are seeking corrective action for an alleged prohibited personnel practice such as discrimination. The bill also modifies the procedures to remove, demote, or suspend VA employees or senior executives based on performance or misconduct, specifically by requiring the VA to determine by substantial evidence that the performance or misconduct of the individual warrants such removal, demotion, or suspension. Such procedures must apply retroactively, beginning on the date of enactment of the Department of Veterans Affairs Accountability and Whistleblower Protection Act of 2017 (June 23, 2017).

Dairy Farm Resiliency Act This bill updates the Dairy Margin Coverage (DMC) program. (The DMC program was enacted in the 2018 farm bill to support dairy operations by allowing producers to buy a guaranteed margin for their milk production. The margin is the difference between the Department of Agriculture's [USDA's] national all milk price and a calculated feed cost, which provides producers optional risk protection on price and feed costs.) The bill requires that a dairy operation's production history for DMC be based on the most recent three-year history and be recalculated every five years. (A participating dairy producer must have an established milk production history with USDA's Farm Service Agency.) The bill also increases Tier 1 margin coverage for annual milk production to 6 million pounds or less (currently 5 million pounds or less) and Tier 2 margin coverage to over 6 million pounds (currently over 5 million pounds).

Flood Resiliency and Land Stewardship Act This bill amends the purpose of the Regional Conservation Partnership Program (RCPP) of the Department of Agriculture (USDA) to include the prevention and mitigation of the effects of flooding and drought and the improvement or expansion of flood resiliency. (Under the RCPP, USDA enters into agreements with eligible partners to deliver conservation projects in specific geographical areas. Within an RCPP project, producers enter into contracts and agreements with USDA to carry out eligible conservation activities.)

Dillon's Law This bill requires the Department of Health and Human Services to give preference when awarding certain grants for preventive health service programs to states that (1) allow all trained individuals to administer epinephrine, and (2) provide civil liability protections related to that administration.

Milk is Indisputably Liked by Kids Act of 2023 or the MILK Act of 2023 This bill revises requirements for milk provided by the National School Lunch Program of the Department of Agriculture. Currently, schools participating in the program may provide lactose-free and flavored and unflavored milk. Under the bill, these schools must offer students flavored milk and maintain the discretion to offer lactose-free milk and unflavored milk.

Trucker Bathroom Access Act This bill expands access to restroom facilities for certain commercial truck drivers, including drayage truck operators. Drayage truck operator means the driver of any in-use on-road vehicle with a gross vehicle weight rating of greater than 33,000 pounds operating on or transgressing through port or intermodal rail yard property for the purpose of loading, unloading, or transporting cargo, including containerized, bulk, or break-bulk goods. Specifically, the bill requires certain retailers, warehouses, and other establishments to give commercial truck drivers access to existing restroom facilities when they are loading or delivering cargo, or waiting to load or transport cargo. Further, operators of marine terminals, including port authorities, must provide drayage truck operators with (1) access to existing restrooms, (2) additional restrooms if necessary, and (3) parking while accessing such restrooms.

Veterans Mental and Behavioral Health Quality of Care Act This bill requires the Department of Veterans Affairs (VA) to use an independent and objective outside organization to study the difference in the quality of care between behavioral and mental health care provided by VA providers and care provided by non-VA providers.

Justice for ALS Veterans Act of 2023 This bill extends increased dependency and indemnity compensation to the surviving spouse of a veteran who dies from amyotrophic lateral sclerosis (ALS or Lou Gehrig's disease) regardless of how long the veteran had such disease prior to death. Under current law, such compensation is paid for a service-connected disability that was rated totally disabling for a continuous period of at least eight years immediately preceding death. For purposes of compensation for a surviving spouse of a veteran who dies from ALS, the spouse must have been married to the veteran for a continuous period of eight years or longer prior to the death of the veteran. Additionally, the Department of Veterans Affairs (VA) must report on service-connected disabilities the VA determines should be treated in the same manner as ALS for purposes of dependency and indemnity compensation.

U.S.-Israel Partnership and Abraham Accords Enhancement Act of 2023 This bill modifies and extends certain authorities related to Israel. For example, the bill extends the authorization for the Department of Defense (DOD) to transfer certain defense items to Israel; extends the authorization to finance cooperative projects among the United States, Israel, and developing countries related to water resources, agriculture, and energy storage; extends energy cooperation and authorizes the Department of Energy to make grants to Israel to support advanced nuclear technologies, as well as for carbon capture, utilization, and storage; requires the U.S. Agency for International Development to ensure that applicants from Abraham Accord countries are eligible for Middle East Regional Cooperation grants; and requires the Department of State to report to Congress on U.S. diplomatic efforts to oppose politically motivated investigations against the United States and Israel at the International Criminal Court.

Stop Harboring Iranian Petroleum Act or the SHIP Act This bill requires the President to impose visa- and property-blocking sanctions against foreign persons that knowingly transport, process, refine, or otherwise deal in petroleum and petroleum products originating in Iran. These sanctions also extend to certain foreign persons associated with the sanctioned individual, such as adult family members and any entities owned or controlled by the sanctioned individual.

Douglas "Mike" Day Psychedelic Therapy to Save Lives Act of 2023 This bill requires the Department of Defense (DOD) to award grants to eligible entities to research the treatment of certain members of the Armed Forces through the use of specified psychedelic substances (e.g., MDMA). Specifically, the research must focus on members of the Armed Forces who are serving on active duty and have been diagnosed with post-traumatic stress, a traumatic brain injury, or chronic traumatic encephalopathy. Under the bill, eligible entities include federal or state government entities, academic institutions, and nonprofit entities.

Veterans National Traumatic Brain Injury Treatment Act This bill requires the Department of Veterans Affairs to implement a five-year pilot program to furnish, under the Veterans Community Care Program, hyperbaric oxygen therapy to veterans with traumatic brain injuries or post-traumatic stress disorder.

Love Lives On Act of 2023 This bill extends entitlement for various benefit programs and services for surviving spouses of deceased members of the Armed Forces or veterans. First, the bill removes the expiration on a surviving spouses' entitlement to educational assistance through the Marine Gunnery Sergeant John David Fry Scholarship (Fry Scholarship). The bill also provides that the remarriage of a surviving spouse must not bar the furnishing of dependency and indemnity compensation to such spouse. Next, the Department of Defense may not terminate the payment of an annuity for a surviving spouse under the Survivor Benefit Plan solely because the surviving spouse remarries. Additionally, the bill provides commissary store and MWR retail facility (e.g., exchange store) access to surviving spouses regardless of the martial status of the spouse. Such spouses must be entitled to use such stores and facilities to the same extent and on the same basis as surviving spouses who did not remarry. The bill expands the definition of a dependent under TRICARE to include a remarried widow or widower whose subsequent marriage has ended due to death, divorce, or annulment. Finally, the bill modifies the definition of a surviving spouse for purposes of veterans benefits to include same sex marriages.

Hot Foods Act of 2023 This bill expands the Supplemental Nutrition Assistance Program (SNAP) to permit the use of SNAP benefits to purchase hot foods or hot food products ready for immediate consumption.

Protecting Veteran Community Care Act This bill requires the Department of Veterans Affairs (VA) to furnish residential mental health or substance-use services to certain veterans through the Veterans Community Care Program (VCCP). Specifically, the VA must furnish such care if a veteran (1) meets VA criteria for priority admission to a VA Mental Health Residential Rehabilitation Treatment Program and the VA is unable to accommodate priority admission, or (2) has contacted the VA to request such mental health services and the VA is not able to furnish such services in a manner that complies with VA access standards for specialty care provided under the VCCP. The VA must ensure that a referral to an alternate Mental Health Residential Rehabilitation Treatment Program does not take precedence over timely access to mental health or substance-use services unless the referral is requested by the veteran. The VA is prohibited from determining a veteran is ineligible for VCCP care solely because VCCP providers are unable to comply with wait times or access standards. If multiple options for care or services are available, the VA must permit a veteran to elect the option the veteran prefers. Additionally, the bill provides minimum standards for residential mental health or substance-use services provided under the VCCP (e.g., treatment programs or facilities must be licensed and accredited for the specified services).

AM Radio for Every Vehicle Act of 2023 This bill requires the Department of Transportation (DOT) to issue a rule that requires all new motor vehicles to have devices that can access AM broadcast stations installed as standard equipment. (AM broadcast stations are often used to deliver emergency alerts and news and entertainment programming; some newer vehicles do not include AM equipment.) Specifically, this bill applies to motor vehicles manufactured in the United States, imported into the United States, or shipped in interstate commerce after the rule's effective date. The DOT rule must require all such vehicles to have devices that can receive signals and play content transmitted by AM broadcast stations or digital audio AM broadcast stations installed as standard equipment. Prior to the effective date of the rule, manufacturers that do not include devices that can access AM broadcast stations as standard equipment must inform purchasers of this fact through clear and conspicuous labeling. DOT may assess civil penalties against any manufacturer that fails to comply with the mandate. The Department of Justice may also bring a civil action to enjoin a violation. Further, the Government Accountability Office must study and report on whether a reliable alternative communication system exists for delivering emergency alerts and consider the (1) cost to drivers and passengers of receiving communications through an alternative system, and (2) cost and time required to develop and implement an alternative.

Compressed Gas Cylinder Safety and Oversight Improvements Act of 2023 This bill expands the application, testing, and inspection requirements for a foreign manufacturer of cylinders used for transporting hazardous materials in the United States (e.g., compressed gas cylinders). Current regulations require a foreign manufacturer to apply for approval from the Pipeline and Hazardous Materials Safety Administration (PHMSA) of the Department of Transportation (DOT) for testing such cylinders outside of the United States. The bill requires that, to obtain an approval, a foreign manufacturer must answer in their application specified questions, including whether the manufacturer is or has been subject to various civil or criminal penalties. Further, DOT must establish a process for any interested party to request a reevaluation of an approval for a foreign manufacturer's cylinders to review the accuracy and safety of the manufacturer's actions. DOT must also revise the foreign inspection regulations to require that annual inspections of foreign manufacturers be carried out if DOT determines there is good cause; specify that a refusal of inspection shall result in the loss of good standing; allow DOT to request testing and production records and random sample testing; and allow for the recovery of the costs of foreign inspections, including travel and time. The bill limits an approval to one year; however, DOT may extend an approval for five years for a manufacturer who meets certain requirements. On an annual basis, DOT must publish a list of approved foreign manufacturers of cylinders on the department's website.

Sailor Standard of Care Act of 2023 This bill requires the Department of the Navy (DON) to implement policies and procedures related to mental health and quality of life for members of the Navy. Specifically, the DON must provide additional resources to any unit with greater than 15 members designated for limited duty at a given time. (Generally, limited duty status is designated for medical reasons and can be permanent or temporary.) The DON must require that members who are designated for limited duty receive a mental health screening upon such designation and once every 60 days for the duration of the designation. The DON must establish a framework to ensure (1) centralized leadership for the management of members of the Navy who are designated for limited duty, and (2) members who have suicidal ideations or other mental health care needs have smooth transitions during transfers between units or while designated for limited duty. The DON must brief Congress on the average number of days for the medical separation of a member previously designated for limited duty and recommendations for steps the DON may take to streamline and expedite timely separation. The Office of the Assistant Secretary of the Navy for Manpower and Reserve Affairs must establish and maintain a dashboard to track quality of life programs (e.g., childcare programs) of the DON and the rate of usage of each program. The DON must study recent cases in which multiple suicides occurred within 30 days of each other among members assigned to the same unit or command.

National Law Enforcement Officers Remembrance, Support and Community Outreach Act This bill directs the Department of Justice (DOJ) to establish a National Law Enforcement Officers Remembrance, Support, and Community Outreach Program. The bill further directs DOJ to award a grant under the program to the National Law Enforcement Officers Memorial Fund for the expenses associated with community outreach, public education, and officer safety and wellness programs operated by the of the National Law Enforcement Officers Memorial Fund and National Law Enforcement Museum.

Senior Citizens Tax Elimination Act This bill repeals the inclusion of any Social Security or tier I railroad retirement benefits in gross income for income tax purposes. The bill also (1) appropriates funds to cover reductions in transfers to the Social Security and Railroad Retirement Trust Funds resulting from the enactment of this bill, and (2) expresses the sense of Congress against using tax increases to provide revenue necessary to carry out this bill.

Affordable Housing Credit Improvement Act of 2023 This bill revises provisions of the low-income housing tax credit and renames it as the affordable housing tax credit . The bill increases the per capita dollar amount of the credit and its minimum ceiling amount beginning in 2023 and extends the inflation adjustment for such amounts. The bill modifies tenant income eligibility requirements and the average income formula for determining such income. It also revises rules for student occupancy of rental units and tenant voucher payments, and prohibits any refusal to rent to victims of domestic abuse. The bill further modifies the credit to increase state allocations of the credit; repeal the qualified census tract population cap; prohibit consideration of local approval and local government contribution requirements for housing projects; increase the credit for certain projects designated to serve extremely low-income households; increase the credit for certain bond-financed projects designated by state agencies; eliminate the basis reduction for properties that receive certain energy-related tax benefits; and increase the population cap for difficult development areas (i.e., areas with high construction, land, and utility costs relative to area median gross income). The bill also includes Indian and rural areas as difficult development areas and modifies other requirements relating to casualty losses, tax-exempt bond financing, and foreclosures.

Fight and Combat Rampant Iranian Missile Exports Act or the Fight CRIME Act This bill imposes sanctions pertaining to Iran's missile program. The President must impose visa- and property-blocking sanctions on foreign persons (i.e., foreign individuals, entities, and states) that are knowingly involved with Iran or Iran-aligned entities in certain missile-related activities, such as (1) acquiring, possessing, developing, transporting, transferring, or deploying missiles or related items and technology that are covered by the Missile Technology Control Regime (MTCR), or (2) developing missile or drone technologies. (The MTCR is an informal political understanding among states that seek to limit missile proliferation.) The President must also impose sanctions on (1) certain adult family members of those who are subject to the sanctions discussed above, and (2) foreign persons who knowingly provide significant support to or engage in a significant transaction with those subject to the sanctions discussed above. The bill also requires the Department of State to report to Congress on various topics, including (1) a diplomatic strategy to renew international restrictions on certain missile-related activities set forth in Annex B of U.N. Security Council Resolution 2231, which concerns restrictions on arms transfers to and from Iran; (2) the identities of foreign persons engaging in restricted activity under Annex B; and (3) an analysis of the foreign and domestic supply chains that facilitate Iran's missile or drone programs.

Supporting all Healthy Options when Purchasing Produce Act or the SHOPP Act This bill modifies the Gus Schumacher Nutrition Incentive Program (GusNIP), which provides grants for projects that provide incentives for Supplemental Nutrition Assistance Program (SNAP) participants to purchase fruits and vegetables. Specifically, the bill amends GusNIP to require the Department of Agriculture to give priority to projects that increase year-round availability of nutrition incentives by offering fresh frozen fruits or vegetables in the program. The bill also amends the GusNIP Produce Prescription Program to include fresh frozen fruits and vegetables, as well as fresh and fresh frozen legumes. Currently, only fresh fruits and vegetables are covered under the program. (This program supports projects that demonstrate and evaluate the impact of fruit and vegetable prescriptions on increasing procurement and consumption of fruits and vegetables, reducing individual and household food insecurity, and reducing healthcare usage and associated costs.)

Access to Credit for our Rural Economy Act of 2023 or the ACRE Act of 2023 This bill excludes from the gross income of certain financial lending institutions, for income tax purposes, interest received on loans secured by rural or agricultural real estate.

Back the Blue Act of 2023 This bill establishes new criminal offenses for killing, assaulting, and fleeing to avoid prosecution for killing a judge, law enforcement officer, or public safety officer. Additionally, the bill expands the list of statutory aggravating factors in death penalty determinations to also include the killing or attempted killing of a law enforcement officer, judge, prosecutor, or firefighter or other first responder; broadens the authority of federal law enforcement officers to carry firearms; and limits federal court review of challenges to state court convictions for killing a public safety officer or judge.

Mobility aids On Board Improve Lives and Empower all Act or the MOBILE Act This bill directs the Department of Transportation (DOT) to issue regulations related to the accommodations that air carriers and foreign air carriers make for passengers with wheelchairs (including power wheelchairs, manual wheelchairs, and scooters); DOT must also develop a road map and study the issue. Specifically, air carriers must publish the dimensions of aircraft cargo holds. An air carrier must offer a full refund to an individual with a disability who is traveling with a wheelchair and cannot fly on the existing aircraft because the cargo hold cannot physically accommodate the wheelchair. DOT must also evaluate data on the mishandling of wheelchairs on aircraft (e.g., damages, delays, or loss) and submit a publicly available report to Congress, which must include DOT's plans to address issues in the report; submit a strategic road map to Congress describing how DOT and the Architectural and Transportation Barriers Compliance Board (the Access Board) will establish a research program on the feasibility of main cabin wheelchair restraint systems; and study, if DOT first determines doing so would be technically feasible, the economic and financial feasibility of air carriers accommodating passengers with wheelchairs in the main cabin during flight.

Deregulating Restrictions on Interstate Vehicles and Eighteen-wheelers Act or the DRIVE Act This bill prohibits the Federal Motor Carrier Safety Administration (FMCSA) from issuing any rule or regulation to require vehicles that have a gross vehicle weight of more than 26,000 pounds and are operating in interstate commerce to be equipped with a speed limiting device set to a maximum speed. The FMCSA issued an advance notice of supplemental proposed rulemaking on this subject on May 4, 2022.

Volunteer Driver Tax Appreciation Act of 2023 This bill increases the 14 cents per mile rate for the charitable use of an automobile to the standard business mileage rate (65.5 cents per mile in 2023) for automobiles transporting persons (other than the taxpayer) or property on behalf of a charitable organization.

Living Donor Protection Act of 2023 This bill prohibits certain insurance carriers from discriminating against, and provides other protections for, living organ donors. Specifically, carriers may not deny, cancel, or otherwise impose conditions on policies for life insurance, disability insurance, or long-term care insurance based on an individual's status as a living organ donor. The bill also expressly specifies that recovery from organ-donation surgery constitutes a serious health condition that entitles eligible employees to job-protected medical leave. In addition, the Department of Health and Human Services must update educational materials on living organ donation to include information about the benefits of living organ donation and about access to insurance for living organ donors.

Protecting Patients Against PBM Abuses Act This bill establishes requirements for Medicare pharmacy benefit managers (PBMs) with respect to remuneration, payments, and fees. Specifically, the bill restricts PBMs that are under contract with plans under the Medicare prescription drug benefit or Medicare Advantage from (1) receiving income for their services other than flat dollar amount service fees; (2) basing any service fees on the prices of covered drugs or any associated discounts, rebates, or other remuneration; (3) charging plan sponsors for ingredient costs or dispensing fees in amounts that are different than what is reimbursed to the pharmacy; or (4) reimbursing network pharmacies for less than that what is reimbursed to PBM-affiliated pharmacies. Such PBMs must also report on the difference between certain costs for drugs on the plan's formulary and those that are not on the formulary but are therapeutically equivalent. PBMs must also report certain information regarding rebates and fees they receive from drug manufacturers; the Centers for Medicare & Medicaid Services must publish this and other information that is currently reported by PBMs online.

Secure and Fair Enforcement Banking Act of 2023 or the SAFE Banking Act of 2023 This bill provides protections for federally regulated financial institutions that serve state-sanctioned marijuana businesses. Currently, many financial institutions do not provide services to state-sanctioned marijuana businesses due to the federal classification of marijuana as a Schedule I controlled substance. Under the bill, a federal banking regulator may not penalize a depository institution for providing banking services to a state-sanctioned marijuana business. For example, regulators may not terminate or limit the deposit or share insurance of a depository institution solely because the institution provides financial services to a state-sanctioned marijuana business. The bill also prohibits a federal banking regulator from requesting or ordering a depository institution to terminate a customer account unless (1) the regulator has determined that the depository institution is engaging in an unsafe or unsound practice or is violating a law or regulation, and (2) that determination is not based primarily on reputation risk. Additionally, proceeds from a transaction involving activities of a state-sanctioned marijuana business are no longer considered proceeds from unlawful activity. (Financial institutions that handle proceeds from unlawful activity are subject to anti-money laundering laws. Violators of these laws are subject to fines and imprisonment.) Furthermore, a financial institution, insurer, or federal agency may not be held liable or subject to asset forfeiture under federal law for providing a loan, mortgage, or other financial service to a state-sanctioned marijuana business.

National Center for the Advancement of Aviation Act of 2023 This bill establishes the National Center for the Advancement of Aviation to (1) develop a skilled and robust U.S. aviation and aerospace workforce; (2) serve as a national independent forum to support collaboration and cooperation between governmental, nongovernmental, and aviation and aerospace industry stakeholders regarding the advancement of the U.S. aviation and aerospace workforce; and (3) serve as a repository for research conducted by institutions of higher education, research institutions, or other stakeholders regarding the aviation and aerospace workforce, or related technical and skill development. The center must perform the following duties improve access to aviation and aerospace education and related skills training to help grow the U.S. aviation and aerospace workforce; support Armed Forces personnel and veterans seeking to transition to a career in civil aviation or an aerospace-related field through outreach, training, apprenticeships, or other means; and amplify and support the research and development efforts conducted as part of the National Aviation Research Plan and work done at the Federal Aviation Administration Centers of Excellence and Technical Centers regarding the aviation and aerospace workforce. Additionally, the center may issue grants to certain entities to, among other things, (1) establish new education programs that teach technical skills used in aviation maintenance; (2) establish scholarships, internships, or apprenticeships for individuals pursuing employment in the aviation maintenance industry; and (3) support outreach about educational opportunities and careers in the aviation maintenance industry.

Veteran Improvement Commercial Driver License Act of 2023 This bill authorizes approval of certain commercial driver education programs for purposes of Department of Veterans Affairs (VA) educational assistance if the programs meet specified requirements. Under current law, the VA may not approve enrollment of a veteran in courses for programs that do not lead to a standard degree that are offered at a new branch (i.e., a branch that has been operating for less than 2 years) of an educational institution. Under the bill, a commercial driver education program offered at a new branch of an educational institution may be approved if it is appropriately licensed and uses the same curriculum as a commercial driver education program offered by the educational institution at another location that is already approved for purposes of VA educational assistance. The educational institution must submit a report demonstrating the curriculum at the new branch is the same as the curriculum at the primary location in order to be exempt from the current prohibition against course approval at new branches.

Electronic Health Record Program Restructure, Enhance, Strengthen, and Empower Technology Act of 2023 or the EHR Program RESET Act of 2023 This bill establishes within the Veterans Health Administration a program to modernize the electronic health record and other relevant health information technology systems of the Department of Veterans Affairs (VA). The bill also establishes the Electronic Health Record and Health Information Technology Modernization Program Management Office and a position of Deputy Chief Information Officer for Electronic Health Record and Health Information Technology to implement the program. The VA must exceed or meet certain standards at its facilities that are using the Oracle Cerner product before it may initiate new deployments of the product. The bill requires additional information to be included in the quarterly updates on the Electronic Health Record Modernization Program, such as data on retention, morale, and turnover at sites using the new electronic health record. Within 275 days after the enactment of this bill, the VA must terminate all of its contracts with Oracle Cerner for training and change management related to electronic health record modernization and cease to issue task orders for such activities from Oracle Cerner or its subcontractors. The VA must designate one senior official (GS-15 or higher) as the lead negotiator on all current and future contracts relating to the new electronic health record. The Chief Acquisition Officer of the VA must contract with an entity to independently verify and validate the modernization efforts of certain VA programs (e.g., the Electronic Health Record Modernization Program).

Fighting Inhumane Gambling and High-Risk Trafficking Act or the FIGHT Act This bill expands protections of animals provided under the Animal Welfare Act, including by prohibiting any (1) broadcasts from international, interstate, or intrastate sources of animal fighting ventures in the United States or U.S. territories; and (2) shipments or transport of certain mature roosters.

Railroad Employee Equity and Fairness Act or the REEF Act This bill permanently exempts payments made from the Railroad Unemployment Insurance Account from sequestration. Sequestration is a process of automatic, usually across-the-board spending reductions under which budgetary resources are permanently cancelled to enforce specific budget policy goals. Currently, this exemption ends 30 days after the termination of the COVID-19 national emergency period.
