Strengthening Tools to Counter the Use of Human Shields Act This bill extends the authority of the President to impose sanctions on foreign persons using human shields through 2030 and requires the President to impose such sanctions on each foreign person determined to be a member of Palestine Islamic Jihad and orders, controls, or otherwise directs the use of human shields. Currently, such sanctions are (1) required for users of human shields who are members of Hamas or Hezbollah or supporters of those groups, and (2) authorized for other users of human shields. The President must also determine if a person named in certain congressional requests meets the criteria for such sanctions and report on whether the President intends to impose sanctions on that person. Additionally, the Department of Defense must report to Congress on the implications of the use of human shields by Hamas, Hezbollah, and Palestine Islamic Jihad.

Drone Research and Innovation for Law Enforcement Act of 2023

Drone Research and Innovation for Law Enforcement Act of 2023 This bill directs the Federal Aviation Administration (FAA) to study, and create an approval process for, nonlethal de-escalation unmanned aircraft (i.e., drones). Under the bill,  nonlethal de-escalation unmanned aircraft  means an unmanned aircraft that is equipped with one or more nonlethal weapons or devices and is used by law enforcement personnel in scenarios (1) that present significant risk to human life, and (2) in which the suspected criminal is in a position to potentially escalate the situation and expose human life to a high level of risk. Specifically, the FAA must initiate a pilot research program to study the potential use of nonlethal de-escalation unmanned aircraft by law enforcement agencies. As part of the study, the FAA must enter into interagency agreements with various federal, state, and local agencies. The FAA must submit a report on the results of the research program to Congress. The report must include a plan outlining a proposed FAA application process for law enforcement to seek permission to operate nonlethal de-escalation unmanned aircraft. Within 90 days of submitting the report, the FAA must initiate rulemaking to create a process through which the FAA may provide approval to operate these unmanned aircraft.

Pay Our Troops Act This bill provides continuing appropriations for military pay for any period during which interim or full-year appropriations for FY2024 are not in effect (i.e., a government shutdown). Specifically, the bill provides FY2024 continuing appropriations for the pay and allowances of (1) members of the Armed Forces, including reserve components, who perform active service during the period; and (2) civilian employees and contractors of the Department of Defense (and the Department of Homeland Security in the case of the Coast Guard when the Coast Guard is not operating as a service in the Department of the Navy) who are providing support to such members of the Armed Forces. If a government shutdown occurs, the bill provides the continuing appropriations until the earlier of (1) the enactment into law of specified appropriations legislation, or (2) January 1, 2025.

Protecting Infrastructure Investments for Rural America Act

Protecting Infrastructure Investments for Rural America Act This bill modifies the definition of rural area that is used for the Rural Surface Transportation Grant Program and adds provisions for small communities. As background, the grant program supports projects that improve and expand the surface transportation infrastructure in rural areas. Eligible applicants for the grant program include states, regional transportation planning organizations, local governments, and tribal governments. For purposes of the program, the bill defines rural area as an area outside an urbanized area that has a population of 20,000 or less. Current law requires a rural area to be outside of an urbanized area with a population of over 200,000. The bill includes provisions for small communities (i.e., an area outside an urbanized area and that has a population of 5,000 or less). The bill sets the maximum federal cost-share at 90% for project grants carried out in a small community. The Department of Transportation (DOT) must use at least 5% of the program's annual funds to provide grants for projects in small communities. The bill also removes the prohibition against DOT using more than 10% of program funds for grants that are under $25 million. Further, program grants may be used for highway, road, bridge, or tunnel projects that would benefit the economic development or quality of life for citizens of the local community. The bill also specifies that the program's goals include the generation of economic growth and development in rural areas.  

SSI Savings Penalty Elimination Act

SSI Savings Penalty Elimination Act This bill increases resource limits used to determine eligibility for the Supplemental Security Income (SSI) program. SSI is a federal assistance program that provides monthly cash payments to aged, blind, or disabled individuals with limited income and resources. Specifically, the bill increases the resource limits from $2,000 to $10,000 for individuals and from $3,000 to $20,000 for married couples. The bill annually adjusts the limits for inflation.

CBDC Anti-Surveillance State Act

CBDC Anti-Surveillance State Act This bill prohibits a Federal Reserve bank from offering products or services directly to an individual, maintaining an account on behalf of an individual, or issuing a central bank digital currency (i.e., a digital dollar) directly or indirectly to an individual. Further, The Board of Governors of the Federal Reserve System and the Federal Open Market Committee are prohibited from using a central bank digital currency to implement monetary policy.

PFAS Act

Pollution-Free Aviation Sites Act or the PFAS Act This bill directs the Department of Transportation (DOT) to provide grants to Part 139 airports for a per- and polyfluoroalkyl substances (PFAS) replacement program for firefighting foams and related equipment. (Part 139 airports include airports that serve scheduled and unscheduled air carrier operations for aircraft with more than 30 seats or serve scheduled air carrier operations for aircraft with 10-30 seats.)  DOT must establish the PFAS replacement program within 90 days of the Department of Defense approving a fluorine-free firefighting agent (i.e., an agent that does not contain any PFAS).  Under the program, DOT must reimburse eligible airport sponsors for the reasonable and appropriate costs associated with the one-time initial acquisition of fluorine-free firefighting alternatives, the disposal of PFAS products as part of the transition to a fluorine-free agent, cleaning or disposal of existing equipment or components, and replacement of aircraft rescue and firefighting equipment. DOT must prioritize grants of up to $2 million to replace aircraft rescue and firefighting vehicles at specific smaller airports (i.e., Index A airports) that do not have existing capabilities to produce fluorine-free foam. DOT must determine the eligibility of costs payable under the PFAS replacement program by taking into account all engineering, technical, and environmental protocols and generally accepted industry standards that are developed or established for fluorine-free foams. 

Save Our Airports Reporting Act

Save Our Airports Reporting Act This bill requires the Federal Aviation Administration (FAA) to submit regular progress reports to Congress on the development and implementation of a national transition plan related to fluorine-free firefighting foam. (Fluorine-free foams do not contain any perfluoroalkyl or polyfluoroalkyl substances, commonly referred to as PFAS.) Specifically, the FAA reports must include information on the development and implementation of a national transition plan for a fluorine-free firefighting foam that meets certain performance standards for use at Part 139 airports (Part 139 airports include airports that serve scheduled and unscheduled air carrier operations for aircraft with more than 30 seats or serve scheduled air carrier operations for aircraft with 10-30 seats.) The reports must also assess the progress in providing airports that are not Part 139 airports and local authorities with responsibility for inspection and oversight with guidance relating to the use of fluorine-free firefighting foam at such airports.  The FAA must submit a progress report to Congress every 180 days until the FAA completes the development and implementation of the national transition plan. 

GIVE MILK Act

Giving Increased Variety to Ensure Milk Into the Lives of Kids Act or the GIVE MILK Act This bill revises the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) to allow WIC participants (or the parent or guardian of such participants) to elect to be issued nonfat milk, 1% low-fat milk, 2% reduced-fat milk, or whole milk. Current WIC regulations restrict the milk choices for most women and children who are at least two years old to nonfat or 1% milk, with exceptions.

Specialty Crop Research Act of 2023

Specialty Crop Research Act of 2023 This bill reauthorizes and provides funding for Department of Agriculture (USDA) research programs for specialty crops (i.e., fruits, vegetables, tree nuts, dried fruits, horticulture, and nursery crops, including floriculture). Specifically, the bill increases FY2024-FY2028 funding for the Specialty Crop Research Initiative (SCRI). The purpose of the SCRI program is to address the critical needs of the specialty crop industry by awarding grants to support research and extension activities that address key challenges of national, regional, and multi-state importance in sustaining all components of food and agriculture, including conventional and organic food production systems. The bill also reauthorizes and provides funding through FY2028 for the Inter-Regional Research Project Number 4 (IR-4 Project). The IR-4 Project conducts the research necessary for obtaining registrations of pest control agents for minor agricultural use and for use on specialty crops. USDA carries out the program in cooperation with the Environmental Protection Agency, state agricultural experiment stations, colleges and universities, extension services, private industry, and others.

Protecting Hunting Heritage and Education Act This bill authorizes the use of federal elementary and secondary education funds to purchase or use dangerous weapons for purposes of training students in archery, hunting, or other shooting sports. Current law prohibits the use of these funds to provide any person with a dangerous weapon or training in the use of a dangerous weapon. The bill specifies that this prohibition shall not apply to training students in archery, hunting, or other shooting sports.

Dairy Nutrition Incentive Program Act of 2023

Dairy Nutrition Incentive Program Act of 2023 This bill directs the Department of Agriculture (USDA) to establish a dairy nutrition incentive program to develop and test methods to increase the purchase and consumption of dairy under the Supplemental Nutrition Assistance Program (SNAP). Specifically, the program must provide an incentive to SNAP benefit recipients for the purchase of naturally nutrient-rich dairy, which the bill defines to include fluid milk, yogurt, and cheese made from cow's milk. To carry out the program, USDA must enter into cooperative agreements with, or provide competitive grants to, state or local governments and nonprofit organizations for projects. The bill provides funding for the program for each fiscal year. USDA must provide for an independent evaluation of each project that measures, to the maximum extent practicable, the effect of incentives on purchases of naturally nutrient-rich dairy by SNAP recipients. Projects currently carried out by the USDA Healthy Fluid Milk Incentives (HFMI) program must be transitioned to the new dairy nutrition incentive program; the bill repeals the HFMI program one year after USDA certifies that the transition is complete.

SHINE for Autumn Act of 2023

Stillbirth Health Improvement and Education for Autumn Act of 2023 or the SHINE for Autumn Act of 2023 This bill authorizes grants and establishes other programs to improve data collection on stillbirths. Specifically, the Department of Health and Human Services (HHS) may award grants for surveillance and data collection on stillbirths, and HHS must issue guidelines for health departments and vital statistics units concerning the collection of stillbirth data. HHS must also develop educational awareness materials about stillbirths and make them publicly available. Furthermore, HHS must implement a fellowship program to provide training in perinatal autopsy pathology and otherwise support research on stillbirths and fetal autopsies. The bill also requires HHS to issue a report with educational guidelines on stillbirths and stillbirth risk factors.

Secure Rural Schools Reauthorization Act of 2023

This bill directs the Government Accountability Office (GAO) to report on dams in watershed programs of the Natural Resources Conservation Service (NRCS). Specifically, GAO must report on dams that receive assistance under (1) the Watershed Protection and Flood Prevention Act, (2) the Act of December 22, 1944, (3) the Pilot Watershed Program, and (4) the Resource Conservation and Development program. The report must include the status of the dams, including information related to the location, ownership, and structural conditions of the dams; their compliance with certain environmental requirements; their hazard classification assessments; and whether the dams have exceeded their life expectancies.

Tax Fairness for Workers Act

Tax Fairness for Workers Act This bill allows an above-the-line tax deduction for union dues and expenses. (An above-the-line deduction is subtracted from gross income and is available whether or not a taxpayer itemizes other deductions.) The bill also reinstates the miscellaneous itemized tax deduction for unreimbursed expenses attributable to the performance of services as an employee (Under current law, all miscellaneous itemized deductions are suspended through 2025).

To amend the Agriculture Improvement Act of 2018 to reauthorize the dairy business innovation initiatives.

Under the Agricultural Marketing Service, the DBI Initiatives support dairy businesses in the development, production, marketing, and distribution of dairy products. The DBI Initiatives provide direct technical assistance and subawards to dairy businesses, including for niche dairy products and dairy products derived from cow milk, sheep milk, and goat milk.

Specialty Crop Security Act of 2023

Specialty Crop Security Act of 2023 This bill reauthorizes and provides additional funding for the Specialty Crop Block Grant Program (SCBGP). The bill also modifies the SCBGP outreach and state plan requirements. Under the block grant program, the Department of Agriculture (USDA) provides grants to the state departments of agriculture to enhance the competitiveness of specialty crops (i.e., fruits, vegetables, tree nuts, dried fruits, horticulture, and nursery crops, including floriculture). Specifically, the bill reauthorizes the SCBGP through FY2028. The bill also requires that SCBGP grants be made based on priorities jointly identified by specialty crop producers, producer groups, and state program administrators to achieve the program's purpose. Further, the bill requires that the plan a state must submit to USDA under the program indicate how outreach to, and consultation with, specialty crop stakeholders will be achieved.

Investing in Rural America Act This bill allows Farm Credit System (FCS) institutions to provide financing and technical assistance for essential community facility projects as part of the Department of Agriculture's Community Facilities Direct Loan & Grant Program. (This program provides funding to develop essential community facilities in rural areas.) The FCS financing and technical assistance may be provided in order to make capital available to develop, build, maintain, improve, or provide other support for essential community facilities in rural communities (e.g., certain facilities that provide healthcare, community support, public safety, educational, or utility services).  Under the bill, the financing provided by an FCS institution may not exceed 15% of the institution’s total assets unless the FCS institution offers at least one non-FCS lending institution an interest in the financing under reasonable terms and conditions acceptable to the borrower. The FCS institution must also report the offer to the Farm Credit Administration (FCA). The FCA must submit an annual report to Congress on the activities undertaken by FCS institutions under this bill, including through the partnerships between FCS institutions and other lending institutions. The FCA must post the report on the agency's website. 

Delivering for Rural Seniors Act of 2023

Delivering for Rural Seniors Act of 2023 This bill directs the Food and Nutrition Service (FNS) to award competitive grants to state agencies under a home delivery pilot program for participants in the Commodity Supplemental Food Program (CSFP). (The CSFP works to improve the health of low-income persons at least 60 years of age by supplementing their diets with nutritious Department of Agriculture foods.)  Under the pilot program, a state agency must distribute grant funds to an eligible entity (i.e., a local agency or subdistributing agency) to operate projects that facilitate home delivery of commodities to CSFP participants. Grant funds may be used for costs associated with transportation and distribution of commodities to CSFP participants, staffing required to operate home delivery services, and home delivery outreach to CSFP participants or potential participants. A state agency must prioritize eligible entities that serve CSFP participants who reside in rural areas. A state agency must also submit an annual report to FNS about the project, including best practices regarding the use of home delivery to improve the effectiveness of the CSFP.

ACE Act

American Confidence in Elections Act or the ACE Act This bill addresses election administration and security, campaign finance, and other related provisions. Specifically, the bill directs the Election Assistance Commission's (EAC's) Standards Board and Local Leadership Council to issue voluntary considerations for states about various aspects of election administration. Additionally, the bill  reduces certain election assistance payments for states and local jurisdictions that allow noncitizens to vote; requires states to provide designated congressional election observers with full access to observe the administration procedures of federal elections; prohibits federal agencies from using funds made available for salaries and expenses to solicit or enter into agreements with nongovernmental organizations to conduct voter registration or voter mobilization activities on the agency's property or website;   prohibits federal funds for election administration for states that allow ballot harvesting, with exceptions; establishes various requirements for elections in the District of Columbia; makes various changes to the EAC; and prohibits foreign nationals from making contributions or donations in connection with state or local ballot initiatives or referenda. The bill also establishes the Twentieth Amendment Section Four Panel, which must recommend to Congress model legislation to resolve any vacancy created by the death of a candidate in a contingent presidential or vice-presidential election. The bill makes changes to campaign finance, including by (1) repealing limits on coordinated party expenditures, and (2) prohibiting federal funds from being used to make payments in support of a congressional election campaign. It also makes changes to the Federal Election Commission.
