This resolution condemns the performance of unwanted, unnecessary medical procedures on individuals without their informed consent and recognizes the need for additional accountability, oversight, and transparency to protect individuals from such medical procedures while they are in the custody of U.S. Immigration and Customs Enforcement. It also calls on the Department of Homeland Security to fully cooperate with investigations about, and take other actions related to, medical procedures in one of its detention centers.

Protecting Our Democracy Act This bill addresses issues involving (1) abuses of presidential power; (2) checks and balances, accountability, and transparency; and (3) foreign interference in elections. Specifically, regarding abuses of presidential power, the bill requires the Department of Justice (DOJ) and the President to submit to Congress specified materials relating to certain pardons; prohibits self-pardons by the President; suspends the statute of limitations for any federal offense committed by a sitting President or Vice President; prohibits the acceptance of foreign or domestic emoluments, authorizes civil actions by Congress concerning foreign emoluments, and requires the President to make certain disclosures; and sets forth provisions regarding enforcement authority of the Office of Government Ethics and Office of Special Counsel jurisdiction. To address checks and balances, accountability, and transparency, the bill, among other things authorizes specified actions to enforce congressional subpoenas, requires appropriations to be made available for obligation in a timely manner, imposes limits on presidential declarations of emergencies, requires DOJ to maintain a log of communications between it and the White House regarding certain investigations, requires cause for removal of inspectors general, increases whistleblower protections, reauthorizes the Merit Systems Protection Board, and establishes penalties for political appointees who engage in prohibited political activities. To protect against foreign interference in elections, the bill requires federal campaign reporting of foreign contacts, requires federal campaigns to establish a foreign contacts compliance policy, and specifies that foreign donations to political campaigns and candidates of nonpublic information relating to a candidate are prohibited.

National Apprenticeship Act of 2020 This bill provides statutory authority for the registered apprenticeship program within the Department of Labor (DOL), provides for related grant programs, and contains related provisions. The bill provides statutory authority for the Office of Apprenticeship (OA) within DOL. The OA's responsibilities include (1) supporting the development of apprenticeship models; (2) recognizing qualified state apprenticeship agencies, and operating apprenticeship offices in states without a recognized agency; (3) providing technical assistance to state agencies; (4) periodically updating requirements for each occupation in the apprenticeship program and determining whether to approve new occupations for the program; and (5) awarding grants provided under this bill. The bill also establishes in statute the responsibilities of state apprenticeship agencies and offices, including (1) providing technical assistance to stakeholders, (2) resolving complaints, (3) establishing state performance goals, and (4) including in its written plan a description of how its apprenticeship programs align with the skills needs of the state's employers. The OA shall enter into an agreement with the Department of Education to promote the integration and alignment of apprenticeship programs with secondary, postsecondary, and adult education. The OA shall award grants to eligible entities to (1) expand national apprenticeship system programs, including by encouraging employer participation; and (2) strengthen alignment between the apprenticeship system and education providers. The bill also establishes in statute criteria for various programs, including (1) quality standards for apprenticeships, (2) requirements for apprenticeship agreements between a program sponsor and an apprentice, and (3) acceptable uses for grant funds awarded under this bill.

This resolution supports the announcements of (1) the establishment of full diplomatic relations between Israel and the United Arab Emirates and between Israel and Bahrain, and (2) the suspension of Israeli actions to apply sovereignty in parts of the West Bank. Further, it calls on each of these countries to encourage greater people-to-people normalization, and it calls on other Arab and Muslim countries to establish full relations with Israel. It also reaffirms the House of Representatives' support for a negotiated, two-state solution to the Israeli-Palestinian conflict.

Merit Systems Protection Board Empowerment Act of 2020 This bill reauthorizes the Merit Systems Protection Board through FY2025 and modifies certain requirements relating to the administration of cases involving whistleblowers. Specifically, it requires cases involving alleged retaliation against whistleblowers to be heard by the board, an administrative law judge, or a designated board employee who has received training regarding the protections afforded whistleblowers under law.

This bill waives certain eligibility requirements for hospitals participating in the 340B drug discount program (i.e., a program that allows entities to receive covered outpatient drugs at reduced prices from manufacturers) during the COVID-19 (i.e., coronavirus disease 2019) public health emergency. For example, the bill waives the required minimum proportion of low-income patients served for hospitals that were participating or applied to participate in the program prior to the COVID-19 emergency.

Mixed Earner Pandemic Unemployment Assistance Act of 2020 This bill allows states to provide pandemic unemployment assistance to individuals who earn a combination of regular wages and a minimum of $7,250 of self-employed annual income (1) instead of regular unemployment compensation if they are otherwise eligible, or (2) if they are still employed at their regular-wage job, but unable to earn self-employed income due to circumstances related to COVID-19 (i.e., coronavirus disease 2019). Under current law, individuals earning such mixed income are only eligible for pandemic unemployment assistance if they are not eligible for regular unemployment and unable to work due to COVID-19.

Department of Defense Appropriations Act, 2021 This bill provides FY2021 appropriations to the Department of Defense (DOD) for military activities. (The bill excludes military construction, military family housing, civil works projects of the Army Corps of Engineers, and nuclear warheads, which are all considered in other appropriations bills.) Within the DOD budget, the bill provides appropriations for Military Personnel; Operation and Maintenance; Procurement; Research, Development, Test and Evaluation; and Revolving and Management Funds. The bill provides appropriations for Other Department of Defense Programs, including the Defense Health Program, Chemical Agents and Munitions Destruction, Drug Interdiction and Counter-Drug Activities, and the Office of the Inspector General. The bill provides appropriations for (1) Related Agencies, including the Central Intelligence Agency Retirement and Disability System Fund and the Intelligence Community Management Account; and (2) Overseas Contingency Operations/Global War on Terrorism. The bill also sets forth requirements and restrictions for using funds provided by this and other appropriations Acts.

Local Journalism Sustainability Act This bill allows individual and business taxpayers certain tax credits for the support of local newspapers and media. Specifically, individual taxpayers may claim an income tax credit up to $250 for a local newspaper subscription. The bill also allows local newspaper employers a payroll tax credit for wages paid to an employee for service as a journalist and certain small businesses a tax credit for local newspaper and media advertising expenses.

Protecting Employees and Retirees in Business Bankruptcies Act of 2020 This bill modifies provisions related to Chapter 11 bankruptcy, which typically involves the reorganization of a debtor company's assets and debts. Specifically, the bill (1) expands available claims and priorities for employees and retirees, and (2) places additional restrictions on the compensation of executives and other high level employees. With respect to employee and retiree recoveries and losses, the bill increases the maximum value and age of specified wage and benefit claims entitled to priority payment; allows certain claims for losses related to defined contribution plans, if the employer or plan sponsor has committed fraud or otherwise breached its fiduciary duty; allows, as an administrative expense of the estate, severance pay owed to employees and contributions to an employee benefit plan; establishes certain restrictions regarding the rejection or amendment of a collective bargaining agreement; revises specified procedures related to the reduction or denial of retiree benefits; requires a court, in approving a sale of business assets, to consider the extent to which a bidder has offered to maintain existing jobs and assume benefit obligations; and allows claims related to pension losses. With respect to executive compensation, the bill establishes specified limitations related to executive compensation enhancements, prohibits executives from receiving certain retiree benefits if such benefits were reduced or eliminated for other employees or retirees, and revises other requirements related to court approval of such compensation.

Taxpayer Research and Coronavirus Knowledge Act of 2020 This bill requires the Department of Health and Human Services (HHS), in coordination with specified federal agencies, to compile a public, searchable database of federal contracts, tax benefits, and other support for COVID-19 (i.e., coronavirus disease 2019) biomedical research and development, including information regarding the source and amount of such support. HHS must develop the database within one month and update it every two weeks.

COVID–19 Whistleblower Protection Act This bill establishes whistleblower protections for government contractors and private sector workers who may witness waste, fraud, or abuse or be victims of misconduct with respect to a COVID-19 (i.e., coronavirus disease 2019) pandemic-related program, project, or activity. Specifically, employers may not discharge, demote, or otherwise discriminate against such protected individuals who disclose information concerning fraud, misuse, or other misconduct related to COVID-19 program funds. A protected individual may submit to the Department of Labor a complaint alleging a violation of these protections and Labor may adjudicate such complaints and award relief in accordance with the Internal Revenue Service whistleblower procedures.

COVID-19 Memorial Quilt Act of 2020 This bill directs the Smithsonian Institution and the American Folklife Center at the Library of Congress to jointly carry out a project to be known as the "COVID-19 Pandemic Memorial Quilt Project" to honor and remember Americans who have lost their lives to the COVID-19 (i.e., coronavirus disease 2019) pandemic. The bill establishes the Congressional Advisory Panel on Honoring Victims of the COVID-19 Pandemic. The panel shall develop and submit a plan to carry out the memorial quilt project.

Justice in Policing Act of 2020 This bill addresses a wide range of policies and issues regarding policing practices and law enforcement accountability. It includes measures to increase accountability for law enforcement misconduct, to enhance transparency and data collection, and to eliminate discriminatory policing practices. The bill facilitates federal enforcement of constitutional violations (e.g., excessive use of force) by state and local law enforcement. Among other things, it does the following: lowers the criminal intent standard—from willful to knowing or reckless—to convict a law enforcement officer for misconduct in a federal prosecution, limits qualified immunity as a defense to liability in a private civil action against a law enforcement officer or state correctional officer, and authorizes the Department of Justice to issue subpoenas in investigations of police departments for a pattern or practice of discrimination. The bill also creates a national registry—the National Police Misconduct Registry—to compile data on complaints and records of police misconduct. It establishes a framework to prohibit racial profiling at the federal, state, and local levels. The bill establishes new requirements for law enforcement officers and agencies, including to report data on use-of-force incidents, to obtain training on implicit bias and racial profiling, and to wear body cameras.

This concurrent resolution (1) affirms, on the 400th anniversary of the arrival of the first slave ship, the U.S. debt of remembrance not only to those who lived through the injustices of slavery but also to their descendants; and (2) proposes a U.S. Commission on Truth, Racial Healing, and Transformation to properly acknowledge, memorialize, and be a catalyst for progress, including toward permanently eliminating persistent racial inequities.

The resolution supports strengthening efforts to promote accountability for individual law enforcement officers and police departments. Finally, it calls for the adoption of sound and unbiased law enforcement policies at all levels of government.

Child Care Is Essential Act This bill establishes and provides $50 billion in appropriations for the Child Care Stabilization Fund to award grants to child care providers during and after the COVID-19 (i.e., coronavirus disease 2019) public health emergency. The bill establishes the fund within the existing Department of Health and Human Services Child Care and Development Block Grant (CCDBG) program, and the grants must be administered by the existing CCDBG lead agencies of states, tribes, or territories. Child care providers that are currently open or temporarily closed due to COVID-19 are eligible to receive grant awards, which are based on the provider's operating costs before the COVID-19 public health emergency and adjusted to account for the increased costs of providing child care as a result of COVID-19.

Local News and Emergency Information Act of 2020 This bill expands the Paycheck Protection Program, established to support small businesses in response to COVID-19 (i.e., coronavirus disease 2019), to include certain newspaper publishers, radio stations, and television broadcasters. Specifically, such a media purveyor is eligible to receive a paycheck protection loan if (1) the individual physical location that applies for the loan does not exceed Small Business Administration size standards (up to 1,000 employees for newspaper publishers and $41.5 million in gross receipts for radio and television broadcasters); and (2) the proceeds of the loan are used to support the continued provision of local news, information, content, or emergency information. Such a recipient may not remit any portion of a paycheck protection loan to any entity other than the individual physical location that is the loan's intended recipient.

Expanding Medical Partnerships with Israel to Lessen Dependence on China Act or the EMPIL-DOC Act This bill authorizes a bilateral grant program with Israel to develop health technologies, with an emphasis on the use of technology, personalized medicine, and data in relation to COVID-19 (i.e., coronavirus disease 2019). Technologies to be developed through this program include, among others, artificial intelligence, respiratory assist devices, and diagnostic tests. In addition, the program conditions funding on a matching contribution from the government of Israel.

Local Chamber, Tourism, and 501(c)(6) Protection Act of 2020 This bill modifies the Paycheck Protection Program implemented by the Small Business Administration in response to COVID-19 (i.e., coronavirus disease 2019) to include certain entities and exclude certain individuals. Specifically, the bill expands the program to encompass organizations with 300 or fewer employees that (1) operate under section 501(c)(6) of the Internal Revenue Code (other than a professional football league), or (2) are a destination marketing organization engaged in promoting communities and facilities to businesses and leisure travelers. The bill also narrows the definition of payroll costs under the program to exclude any compensation of an employee who is a registered lobbyist from the calculation for loan amounts or for allowable uses of funds provided under the program.

Improving Social Determinants of Health Act of 2020 This bill requires the Centers for Disease Control and Prevention (CDC) to establish a program to improve health outcomes and reduce health inequities by, for example, coordinating activities across the CDC. As part of the program, the CDC must award grants to eligible organizations to build capacity to address social determinants of health. The CDC shall provide for an independent evaluation of certain grants and report findings to Congress.

COVID-19 Every Worker Protection Act of 2020 This bill requires the Department of Labor to promulgate both an emergency temporary occupational safety or health standard and a permanent standard to protect certain employees from occupational exposure to the coronavirus (i.e., the virus that causes COVID-19). These standards apply to health care sector employees, paramedic and emergency medical services employees, and other employees identified as having an elevated risk for exposure. Further, the Centers for Disease Control and Prevention must collect and make public information regarding employee exposure in these occupations and provide guidance to further protect such employees.

This bill modifies the authority to designate individuals as members of the Pandemic Response Accountability Committee. Currently, the chairperson of the committee may designate inspectors general from agencies involved in the COVID-19 (i.e., coronavirus disease 2019) response as members of the committee. The bill transfers that authority to the Chairperson of the Council of the Inspectors General on Integrity and Efficiency. The bill also expands eligibility for designation as a committee member to include individuals serving in inspector general offices in positions at the Senior Executive Service level or higher.

Coronavirus Immigrant Families Protection Act This bill addresses immigration issues related to COVID-19 (i.e., coronavirus disease 2019) and otherwise makes changes to certain COVID-19 response activities, benefits, and programs. The Department of Homeland Security (DHS) and the Department of Justice (DOJ) must temporarily limit in-person immigration proceedings, and, during the COVID-19 emergency, DHS, DOJ, and the Department of State shall not take certain adverse immigration actions. In addition, an individual's use of certain assistance related to COVID-19 may not be considered in current or future immigration determinations concerning that individual. The bill includes pandemics within the scope of specified disaster and emergency laws and modifies nutrition and other benefits during such emergencies. For example, states may receive Medicaid payments for COVID-19 testing, vaccines, and treatment for certain unlawful aliens, and individuals who use an Individual Taxpayer Identification Number may receive cash assistance related to the COVID-19 response. In addition, individuals may not be excluded from participating in COVID-19 response programs due to actual or perceived immigration status. To ensure the availability of information related to COVID-19, the Centers for Disease Control and Prevention must (1) establish programs for eligible community-based organizations to develop preparedness materials that are culturally and linguistically appropriate, and (2) translate materials and operate telephone hotlines in specified languages. Agencies that receive funding under a law enacted in response to COVID-19 must also provide information about programs and opportunities in such languages.

Pausing All New Detention and Ending Movement of Inmates for Coronavirus Act of 2020 or the PANDEMIC Act of 2020 This bill limits the transfer of prisoners between facilities during the public health emergency declared on January 31, 2020, relating to COVID-19 (i.e., coronavirus disease 2019). The Bureau of Prisons may take actions as necessary to expand capacity in any correctional facility.

This resolution calls on all public officials to condemn and denounce anti-Asian sentiment, racism, discrimination, and religious intolerance related to COVID-19 (i.e., coronavirus disease 2019) and calls on federal law enforcement officials, working with state and local officials, to take specified steps. It calls on federal officials to expeditiously investigate and document all credible reports of hate crimes and incidents and threats against the Asian-American community and prosecute perpetrators. The resolution recommits U.S. leadership to (1) prioritize language access and inclusivity in communication practices, and (2) combat misinformation and discrimination that put Asian Americans at risk.

Domestic Terrorism Prevention Act of 2020 This bill establishes new requirements to expand the availability of information on domestic terrorism, as well as the relationship between domestic terrorism and hate crimes. It authorizes domestic terrorism components within the Department of Homeland Security (DHS), the Department of Justice (DOJ), and the Federal Bureau of Investigation (FBI) to monitor, analyze, investigate, and prosecute domestic terrorism. The domestic terrorism components of DHS, DOJ, and the FBI must jointly report on domestic terrorism, including white-supremacist-related incidents or attempted incidents. DHS, DOJ, and the FBI must review the anti-terrorism training and resource programs of their agencies that are provided to federal, state, local, and tribal law enforcement agencies. It creates an interagency task force to analyze and combat white supremacist and neo-Nazi infiltration of the uniformed services and federal law enforcement agencies. Finally, it directs the FBI to assign a special agent or hate crimes liaison to each field office to investigate hate crimes incidents with a nexus to domestic terrorism.

Comprehensive Immunosuppressive Drug Coverage for Kidney Transplant Patients Act of 2019 This bill indefinitely extends Medicare coverage of immunosuppressive drugs for kidney transplant recipients for individuals who do not have other coverage. Under current law, Medicare coverage is limited to 36 months following a transplant.

Refugee Protection Act of 2019 This bill provides protections for aliens such as asylum seekers and contains other provisions. The bill's provisions include eliminating the general requirement that an asylum seeker apply for asylum within one year of arriving in the United States; prohibiting requiring an asylum seeker to provide corroborating evidence of persecution if such evidence is not reasonably obtainable; waiving certain grounds of inadmissibility or deportability for qualifying refugees seeking permanent resident status; requiring the Department of Justice to appoint counsel to a child or particularly vulnerable individual in certain immigration proceedings; increasing the annual cap on principal nonimmigrant U visas (victims of crimes) from 10,000 to 20,000; prohibiting the removal of an alien with certain pending immigration applications, such as a U visa application; imposing limits on when an alien may be removed from the United States in a proceeding without the alien present; establishing a presumption that the least restrictive conditions necessary should be imposed in custody proceedings for asylum seekers, including release if appropriate; establishing that the maximum number of refugees admitted each fiscal year shall be no less than 95,000; directing the Department of State to help other governments increase their capacity to care for and accept refugees; directing the State Department to establish refugee processing centers in other countries in North and Central America; and authorizing the Department of Homeland Security to provide special immigrant status to qualified aliens who assisted U.S. efforts in Syria and admit up to 5,000 such aliens each fiscal year for five years.

Buy America for Drinking Water Extension Act of 2019 This bill makes permanent a requirement that projects financed through a drinking water state revolving fund program only use iron and steel products that are produced in the United States, unless the Environmental Protection Agency grants a waiver from the requirement.

Safe Skies Act of 2019 This bill directs the Department of Transportation (DOT) to modify a specified DOT final rule relating to flight crew member duty and rest requirements so that the requirements under that rule apply to all-cargo flight crew members to the same extent they apply to air passenger flight crew members.

Humane Cosmetics Act of 2019 This bill generally prohibits animal testing in the evaluation of cosmetic products, and it prohibits the sale or transport of cosmetics developed using animal testing. These prohibitions begin one year after enactment.

Online Privacy Act of 2019 This bill establishes certain online privacy rights for personal information (including contents of communications) and certain requirements for data processors, service providers, and third parties. The bill also establishes the U.S. Digital Privacy Agency.

Leveraging Effective Apprenticeships to Rebuild National Skills Act or the LEARNS Act This bill establishes, in the Employment and Training Administration of the Department of Labor, an Office of Apprenticeship to determine whether an apprenticeship program meets requirements for registration and maintains the standards necessary to remain registered, manage the national apprenticeship system (the collective group of registered apprenticeship programs and pre-apprenticeship programs in the nation), and make grants on a competitive basis to eligible entities to carry out projects that support development of pre-apprenticeship programs. The bill also establishes in Labor a National Advisory Committee on Apprenticeships. Labor and the Department of Education shall establish a voluntary Registered Apprenticeship-College Collaborative consisting of the sponsors carrying out registered apprenticeship programs, two- or four-year postsecondary educational institutions, and organizations that represent such programs or institutions, that agree to meet certain criteria in order to promote stronger connections between the registered apprenticeship programs involved and participating two- and four-year postsecondary educational institutions. Labor shall make assistance payments to eligible sponsors of new registered apprenticeship programs or of existing programs that add employers as new partners.

Department of Veterans Affairs Contracting Preference Consistency Act This bill requires the Department of Veterans Affairs (VA) to give preference to nonprofit firms that employ the blind and significantly disabled when contracting for covered products and services that are included on the procurement list maintained by the U.S. AbilityOne Commission. The commission provides employment opportunities for people who are blind or have significant disabilities. A covered product or service is one that was included on the commission's procurement list on or before December 22, 2006, or a product or service that (1) is a replacement for a product or service on the commission's procurement list, (2) is essentially the same and meets the same requirements as the product or service being replaced, and (3) meets the VA's quality standards and delivery schedule.

VA Directly Returning Opioid Prescriptions Act This bill requires the Department of Veterans Affairs (VA) to ensure that each VA medical center with an on-site pharmacy or a law enforcement officer has a physical location where patients may dispose of controlled substances medications.

National World War II Memorial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins in commemoration of the National World War II Memorial in the District of Columbia. The design of the coins shall be emblematic of the memorial and the service and sacrifice of American soldiers and civilians during World War II. All surcharges received from the sale of such coins shall be paid to the Friends of the National World War II Memorial to support the National Park Service in maintaining and repairing the memorial, and for educational and commemorative programs.

This resolution recognizes the Czech Republic and the Slovak Republic for their achievements in building prosperous, democratic societies since the dissolution of Czechoslovakia. The resolution also commends the countries for their support of NATO (North Atlantic Treaty Organization) operations in Afghanistan and reaffirms the United States' commitment to a free and peaceful Europe.
