Justice for Victims of Trafficking Act of 2013 - Amends the federal criminal code to impose an additional penalty of $5,000 on any person or entity convicted of crimes relating to: (1) peonage, slavery, and trafficking in persons; (2) sexual abuse; (3) sexual exploitation and other abuse of children; (4) transportation for illegal sexual activity; or (5) human smuggling in violation of the Immigration and Nationality Act. Establishes in the Treasury the Domestic Trafficking Victims' Fund into which such penalties shall be deposited and which shall be used in FY2015-FY2019 to award grants or enhance victims' programming under the Trafficking Victims Protection Act of 2000, the Trafficking Victims Protection Reauthorization Act of 2005, and the Victims of Child Abuse Act of 1990. Allots funds to provide services for child pornography victims. Amends the Trafficking Victims Protection Act of 2000 to direct the Secretary of Health and Human Services (HHS) to make a determination, based on credible evidence, that a covered individual (i.e., a U.S. citizen or a permanent resident) has been a victim of a severe form of trafficking. Amends the Trafficking Victims Protection Reauthorization Act of 2005 to authorize the Attorney General to award block grants to develop, improve, or expand comprehensive domestic child trafficking deterrence programs to rescue and restore the lives of trafficking victims, while investigating and prosecuting offenses involving child trafficking. Amends the Victims of Child Abuse Act of 1990 to include human trafficking and the production of child pornography within the definition of child abuse for purposes of such Act. Amends the federal criminal code to: (1) increase restitution for victims of human trafficking; (2) set forth provisions for combating aggravated human trafficking racketeering; (3) allow state and local prosecutors to obtain wiretap warrants in state courts for investigations into human trafficking, child sexual exploitation, and child pornography production; (4) increase penalties for offenses involving enticement into slavery, sex trafficking of children, child exploitation, and repeat sex offenders; and (5) revise the definition of the crime of travel with intent to engage in illicit sexual conduct to facilitate prosecutions of such crime. Directs the Attorney General to ensure that all task forces and working groups within the Innocence Lost National Initiative engage in activities, programs, or operations to increase the investigative capabilities of law enforcement personnel in the detection, investigation, and prosecution of persons who patronize or solicit children for sex. Requires the Attorney General to audit grants awarded under the Trafficking Victims Protection Reauthorization Act of 2005. Imposes limits on the use of Department of Justice (DOJ) funds for DOJ conferences involving more than $20,000.

Employee Rights Act - Amends the National Labor Relations Act (NLRA) to make it an unlawful labor practice for a labor organization or its agents to interfere with the rights of employees to organize and select representation to collectively bargain. Adds a requirement that representatives be selected by secret ballot in an election conducted by the National Labor Relations Board (NLRB) by a majority of the employees in a unit. Defines "majority" for purposes of determining the majority of employees in an election to mean the majority of all employees in the unit, and not the majority of employees voting in the election. Requires the NLRB, in cases where an existing certified or voluntarily recognized bargaining unit experiences turnover, expansion, or alteration by merger of more than 50% of the unit's employees, to conduct a secret paper ballot among the unit employees: (1) between the 120th day and 110th day before the collective bargaining agreement's expiration or before the end of three years, if there is an agreement between the labor organization and the employer; or (2) within 30 days, if there is no agreement between such parties. Requires the NLRB to decide, before the election of a labor organization as the exclusive collective bargaining representative of all employees of an appropriate unit, whether such unit shall be the employer unit, craft unit, plant unit, or subdivision unit. Requires the NLRB to give 14 days advance notice before a hearing when it is investigating an election petition if it has reasonable cause to believe that a question of representation affecting commerce exists. Revises the requirement that the NLRB direct an election by secret ballot, and certify its results, whenever it finds upon the record of such a hearing that a question of representation exists. Adds a requirement that the NLRB also review all post-hearing appeals before finding that such a question exists. Requires an employer to provide the NLRB a list consisting only of employee names and home addresses of all eligible voters within 7 days after an NLRB determination of the appropriate unit or following any agreement between the employer and the labor organization regarding eligible voters. Prohibits an election after the filing of a petition unless and until: (1) a hearing is conducted before a qualified hearing officer on any and all material, factual issues regarding jurisdiction, statutory coverage, appropriate unit, unit inclusion or exclusion, or eligibility of individuals; and (2) the issues are resolved by a regional Director, subject to appeal and review, or by the NLRB. Declares that election results shall not be final nor any labor organization be certified as a bargaining representative unless the NLRB has ruled on: (1) each pre-election issue not resolved before the election; and (2) the NLRB conducts a hearing and resolves each issue pertaining to the conduct or results of the election. Makes any labor organization found to have interfered with, restrained, or coerced employees in the exercise of their rights to form or join a labor organization or to refrain from forming or joining (including the filing of a decertification petition) liable for lost wages and unlawfully collected union dues and fees, if any, and an additional amount as liquated damages. Amends the Labor-Management Reporting and Disclosure Act of 1959 (Landrum-Griffin Act) to permit an election by secret ballot to be conducted through votes cast by electronic ballot cast in the privacy of a voting booth. Requires every employee in a bargaining unit represented by a labor organization, regardless of membership status, to have the same right as members to vote by secret ballot to ratify a collective bargaining agreement with, or to engage in, a strike or refusal to work of any kind against their employer. Prohibits the use of an employee's union dues for any purpose not directly related to the labor organization's collective bargaining, unless that employee authorizes such expenditure in writing. Prohibits a strike without the consent of a majority of all unit employees affected, determined by a secret ballot vote conducted by a neutral, private organization chosen by agreement between the employer and the labor organization. Requires each labor organization to make the independently verified annual audit report of its financial condition and operations available to all of its members and represented nonmembers. Makes it unlawful for a person to use force or violence, or threaten the use of force or violence, to restrain, coerce, or intimidate a person, or attempt to, in order to obtain from any person any right to represent employees, compensation, or other term or condition of employment. Subjects persons who willfully violate such prohibitions to both civil and criminal penalties.

Support Earned Recognition for Veterans Act or the SERV Act - Excludes from the definitions of "active duty," "active duty for training," and "inactive duty training," for veteran benefit or employment preference purposes, any service performed at a preparatory school of a service academy by a student who is not otherwise a member of the Armed Forces.

Injured and Amputee Veterans Bill of Rights - Directs the Secretary of Veterans Affairs to ensure that an Injured and Amputee Veterans Bill of Rights is printed on signage in accessible formats and displayed prominently and conspicuously in each Department of Veterans Affairs (VA) prosthetics and orthotics clinic. Requires VA employees who work at such clinics, as well as patient advocates of veterans who receive care there, to receive training on such Bill of Rights. Directs the Secretary to conduct outreach to inform veterans of such Bill of Rights. Includes in the Bill of Rights the right to: (1) access the highest quality prosthetic and orthotic care; (2) select the practitioner that best meets their prosthetic and orthotic needs; (3) timely and efficient prosthetic and orthotic care; and (4) transition and readjust to civilian life in an honorable manner, including by having ample access to vocational rehabilitation, employment programs, and housing assistance. Directs: (1) the Secretary to collect information relating to the alleged mistreatment of injured and amputee veterans, (2) the veteran liaison at each VA medical center to submit quarterly to the VA's Chief Consultant of Prosthetics and Sensory Aids a report on such information, and (3) the Chief Consultant to investigate and address such information.

Veterans' Entry to Apprenticeship Act - Requires the Secretary of Veterans Affairs (VA) to treat a pre-apprenticeship program as a program of apprenticeship, for purposes of providing educational assistance, if such pre-apprenticeship program: (1) is recognized under or compliant with relevant state standards for a postsecondary pre-apprenticeship program, or (2) is in a state that does not require such standards and the curriculum of the program is approved by a sponsor who certifies that the program will prepare an individual with skills and competencies needed to enroll in a registered apprenticeship program and the pre-apprenticeship program maintains conduct and attendance policies in accordance with such sponsor. Requires that a covered individual enrolled in a pre-apprenticeship program receive the same amount and kind of educational assistance the individual would receive if the individual were enrolled in a program of apprenticeship, with an exception of specified housing assistance if the individual is not paid as part of such pre-apprenticeship program. .

Exchange Information Disclosure Act - Amends the Patient Protection and Affordable Care Act to expand reporting requirements related to health care exchanges. Requires the Secretary of Health and Human Services (HHS) to publish reports weekly through March 31, 2015, on: (1) consumer interactions with healthcare.gov or subsequent sites and any efforts undertaken to remedy problems that impact taxpayers and consumers, (2) calls to the federal customer service call center, including the number of calls received by the call center, problems identified by users, and referrals of those calls; (3) all navigators and certified application counselors that have been trained and certified by health care exchanges; and (4) all agents and brokers who have been trained and certified by the federal health care exchange.

Amends the Patient Protection and Affordable Care Act to delay until 2016 the imposition of the annual fee on health insurance providers. Requires the Secretary of the Treasury to issue guidance directing covered entities to return any amounts collected from consumers or other sources that were attributed to the annual fee that was scheduled to be imposed for 2014 and 2015.

Defense of Environment and Property Act of 2013 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to redefine "navigable waters" to specify that included territorial seas are those that are: (1) navigable-in-fact; or (2) permanent or continuously flowing bodies of water that form geographical features commonly known as streams, oceans, rivers, and lakes that are connected to waters that are navigable-in-fact. Excludes from such term: (1) waters that do not physically abut navigable waters and lack a continuous surface water connection to navigable waters; (2) man-made or natural structures or channels through which water flows intermittently or ephemerally, or that periodically provide drainage for rainfall; or (3) wetlands without a continuous surface connection to bodies of water that are waters of the United States. Prohibits activities carried out by the Administrator of the Environmental Protection Agency (EPA) or the Army Corps of Engineers from impinging upon states' power over land and water use. Prohibits: (1) aggregation of such excluded wetlands or waters from being used to determine or assert federal jurisdiction, and (2) wetlands without a continuous surface connection to bodies of water that are waters of the United States from being considered to be under federal jurisdiction. Authorizes states or individual property owners to obtain judicial review of jurisdictional determinations by the Administrator or the Secretary of the Army that would affect their ability to plan the development and use of land and water resources within 30 days after such a determination. Considers groundwater to be state water. Prohibits groundwater from being considered in determining or asserting federal jurisdiction over isolated or other waters. Prohibits the Administrator from using a significant nexus test to determine federal jurisdiction over navigable waters and waters of the United States. Nullifies: (1) the Corps' rule entitled "Final Rule for Regulatory Programs of the Corps of Engineers," (2) EPA's proposed rule entitled "Advance Notice of Proposed Rulemaking on the Clean Water Act Regulatory Definition of 'Waters of the United States,'" (3) the guidance document entitled "Clean Water Act Jurisdiction Following the U.S. Supreme Court's Decision in Rapanos v. United States & Carabell v. United States (relating to the definition of waters under the jurisdiction of the Clean Water Act), and (4) any subsequent regulation or guidance issued by federal agencies that defines or interprets the term "navigable waters." Prohibits the Corps and EPA from promulgating rules or issuing guidance that expands or interprets the definition of navigable waters unless expressly authorized by Congress. Sets forth provisions requiring federal agencies to obtain consent of private property owners prior to entering their land to collect information about navigable waters. Requires federal agencies that issue regulations that relate to the definition of navigable waters or waters of the United States and diminish the fair market value or economic viability of a property to pay the affected property owner an amount equal to twice the value of the loss. Gives no force or effect to such regulation until landowners with such claims have been compensated.

Fraudulent Overseas Recruitment and Trafficking Elimination Act of 2013 - Amends the Trafficking Victims Protection Act of 2000 to require the U.S. Agency for International Development (USAID) and the Department of State to incorporate anti-trafficking and anti-slavery priorities into other aspects of foreign assistance to ensure that assistance programs do not contribute to vulnerability to, or the prevalence of, human trafficking and slavery. Requires a foreign labor contractor to disclose in writing in English and in the primary language of the worker being recruited specified information, including the identity of the employer and the recruiter, worker protections, and a signed copy of the work contract. Prohibits a foreign labor contractor from providing related false or misleading information. Prohibits certain recruitment fees. Requires a foreign labor contractor to obtain from the Secretary of Labor a certificate of registration which shall be valid for two years. Provides for a registration fee. Exempts from such certificate requirement an employer who engages in foreign labor contracting solely to find workers for the employer's own use without the participation of any other foreign labor contractor. Directs the Secretary of Labor to: (1) maintain a list of all registered foreign labor contractors and a list of all such ontractors whose registration has been revoked; and (2) establish a process for receipt, investigation, and disposition of complaints. Amends the Immigration and Nationality Act to require a consular officer, before issuing specified work visas, to: (1) provide the alien with certain trafficking information, and (2) review and include in the alien's visa file the foreign labor recruiter's disclosures. Directs the Secretary of State to ensure that: (1) each U.S. diplomatic mission has a person responsible for receiving information from any worker who has been subject to violations of this Act, and (2) consulates maintain and make public any information regarding the identities of foreign labor contractors and the employers to whom those contractors supply workers. Sets forth administrative and civil action enforcement requirements.

Keep Your Health Plan Act of 2013 - Permits a health insurance issuer that has in effect health insurance coverage in the individual market as of January 1, 2013, to continue offering such coverage for sale during 2014 outside of a health care exchange established under the Patient Protection and Affordable Care Act. Treats such coverage as a grandfathered health plan for purposes of an individual meeting the requirement to maintain minimum essential health coverage.

North American Energy Infrastructure Act - Prohibits any person from constructing, connecting, operating, or maintaining an oil or natural gas pipeline or electric transmission facility at the national boundary of the United States for the import or export of oil, natural gas, or electricity to or from Canada or Mexico without obtaining approval under this Act. Requires the Secretary of Commerce, with respect to oil pipelines, the Federal Energy Regulatory Commission (FERC), with respect to natural gas pipelines, or the Secretary of Energy (DOE), with respect to electric transmission facilities, to approve a request for approval of construction, connection, operation, or maintenance unless it is not in U.S. national security interests. Declares that such an approval shall not be construed to constitute a major federal action for purposes of environmental review under the National Environmental Policy Act of 1969 (NEPA). Makes conforming amendments to the Natural Gas Act and the Federal Power Act.

Taxpayer Transparency Act of 2013 - Requires each communication funded by a federal agency for advertising or educational purposes to clearly state: (1) in the case of a printed communication, including mass mailings, signs, and billboards, that the communication is printed and published at taxpayer expense; and (2) in the case of a communication transmitted through radio, television, or the Internet, that the communication is produced and disseminated at taxpayer expense. Requires any such printed communication, including e-mails, to be of sufficient size to be clearly readable, to be set apart from the other contents of the communication, and to be printed with a reasonable degree of color contrast between the background and the printed statement. Exempts from such requirements: (1) information in a solicitation for offers for a federal contract; and (2) advertisements for employment opportunities, not including advertising materials developed for use in recruiting and retaining personnel for the Armed Forces.

Telehealth Enhancement Act of 2013 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to direct the Secretary of Health and Human Services (HHS), in order to provide a positive incentive for certain hospitals to lower their excess readmission ratios for inpatient services, to make an additional payment to a hospital in such proportion that provides for a sharing of the savings from better-than-expected performance between the hospital and the Medicare program. Authorizes the Secretary, in the case of a state that has amended its Medicaid plan to provide coordinated care through a health home for individuals with chronic conditions, to contract with the state medical assistance agency to serve eligible individuals with chronic conditions who select a designated provider, a team of health care professionals operating with such a provider, or a health team as the individual's health home. Authorizes the Secretary to contract with a national or multi-state regional center of excellence with a network of affiliated local providers to provide through one or more medical homes for targeted, accessible, continuous, and coordinated care to individuals under Medicare and Medicaid with a long-term illness or medical condition that requires regular medical treatment, advising, and monitoring. Authorizes an Accountable Care Organization (ACO) to include coverage of telehealth and remote patient monitoring services as supplemental health care benefits to the same extent as a Medicare Advantage plan is permitted to provide such coverage of such services as supplemental health care. Recognizes telehealth services and remote patient monitoring in the national pilot program on payment bundling. Includes among originating sites (at which an eligible telehealth individual is located at the time a service is furnished via a telecommunications system), but without receiving payment of a facility fee, any critical access hospitals, sole community hospitals, home telehealth sites, as well as specified others. Amends SSA title XIX (Medicaid) to give states the option to provide coordinated care for enrollees with high-risk pregnancies and births. Amends the Communications Act of 1934 to specify additional health care providers to which universal telecommunications service support must be provided. Requires Federal Communications Commission (FCC) rules for enhancing health care provider access to advanced telecommunications and information services to disregard provider location.

Abortion Insurance Full Disclosure Act of 2013 - Amends the Patient Protection and Affordable Care Act, with respect to abortion coverage in qualified plans offered through a Health Benefit Exchange, to modify the notice rules to require that: in the case of services regarding abortions both for which public funding is prohibited and allowed, the extent of coverage shall be prominently displayed in any marketing or advertising materials, comparison tools, or summary of benefits and coverage explanation made available by the issuer of the plan, by an Exchange, or by the Secretary of Health and Human Services (HHS), including information made available through an Internet portal or Exchange; and in the case of abortions for which public funding is prohibited and where the premium for the plan is disclosed, the surcharge attributable to such services, consisting of an amount equal to the actuarial value of the coverage, shall be disclosed and identified separately.

Expresses the sense of Congress that: (1) the Environmental Protection Agency (EPA) should hold public listening sessions on rulemaking targeting carbon dioxide emissions from existing power plants in each of the 15 states with the highest percentage of electricity generated by coal in 2012 (West Virginia, Kentucky, Wyoming, Indiana, Missouri, North Dakota, Utah, Nebraska, New Mexico, Ohio, Colorado, Kansas, Iowa, Montana, and Wisconsin); and (2) such sessions should be held at a time and place that would maximize the ability of individuals to participate.

Pay our Guardsmen and Civilian Defense Personnel Act - Amends the Pay Our Military Act (P.L. 113-39) to make FY2014 continuing appropriations for any period during which interim or full-year appropriations for FY2014 are not in effect to provide for pay and allowances to: (1) members of the Armed Forces, including reserve components, who perform inactive-duty training (under such Act only members performing active service) during such period; and (2) all civilian personnel of DOD (and the Department of Homeland Security [DHS] in the case of the Coast Guard), including all military technicians (dual status).

Support Our Armed Forces Act - Expresses the sense of Congress that: (1) all Department of Defense (DOD) and Coast Guard civilian employees, including military technicians (dual status), and all defense contractor employees provide vital support to the Armed Forces; and (2) all members of the reserve components of the Armed Forces who perform inactive-duty training or annual training during a government shutdown should be paid for performing such duty, just as other members of the Armed Forces who perform active service will be paid. Amends the Pay Our Military Act (P.L. 113-39) to make FY2014 continuing appropriations for any period during which interim or full-year appropriations for FY2014 are not in effect to provide for: pay and allowances to members of the Armed Forces, including reserve components, who perform inactive-duty training or annual training (under such Act only members performing active service) during such period; pay and allowances to all civilian personnel of DOD (and the Department of Homeland Security [DHS] in the case of the Coast Guard), including military technicians (dual status), non-dual status technicians, and federally-reimbursed state civilian employees supporting the National Guard (under such Act only personnel whom the Secretary concerned determines are providing support to members of the Armed Forces performing active service); and compensation to all employees of DOD and DHS contractors who are performing activities under a contract with DOD, or DHS in the case of the Coast Guard (under such Act only contractors whom the Secretary concerned determines are providing support to members of the Armed Forces performing active service).

Appropriates for FY2014, out of any money in the Treasury not otherwise appropriated, for any period during which interim or full-year appropriations for FY2014 are not in effect, such sums as are necessary, at a rate for operations as provided in the applicable appropriations Acts for FY2013 and under the authority and conditions provided in such Acts, to administer and furnish the compensation, pension benefits, readjustment benefits, insurance and indemnities, housing benefits, and vocational rehabilitation benefits provided for under federal veterans' benefits laws. Requires the appropriations and funds made available and authority granted pursuant to this Act to remain available until whichever of the following first occurs: (1) enactment of an appropriation (including a continuing appropriation) for any purpose for which amounts are made available in this Act, (2) enactment of the applicable regular or continuing appropriations resolution or other Act without any appropriation for such purpose, or (3) January 1, 2015.

Sean and David Goldman International Child Abduction Prevention and Return Act of 2013 - Directs the Secretary of State to submit to Congress an Annual Report on International Child Abduction. Directs the Secretary to ensure that U.S. diplomatic and consular missions: (1) maintain a consistent reporting standard with respect to abduction or access cases, (2) designate at least one official in each mission to assist U.S. parents who are visiting to resolve such cases, and (3) monitor cases involving abducted children in their country of location. Directs the Secretary to seek to enter into a memorandum of understanding (an agreement between the United States and a country that is not a Convention country to resolve abduction and rights of access cases) with every country that is not a Convention country. Defines "Convention country" as a country other than the United States that has ratified, acceded, or succeeded to the Hague Abduction Convention and with respect to which the United States has entered into a reciprocal agreement pursuant to the Hague Abduction Convention. Provides that whenever the President determines that the government of a foreign country has failed to resolve an unresolved abduction or access case, or has engaged in a pattern of noncooperation, the President shall take one or more specified actions to promote resolution or cooperation. Terminates any action taken under this Act with respect to a foreign country on the earlier of the following two dates: (1) not later than two years after the effective date of such action unless expressly reauthorized by law, or (2) the date on which the President certifies to Congress that such country has resolved any unresolved abduction case or has taken substantial and verifiable steps to correct the pattern of noncooperation at issue.

Government Shutdown Fairness Act - Requires a reduction in the annual rate of pay of a Member of Congress during a government shutdown equal to the product of 1 day's worth of pay under such annual rate and the number of 24-hour periods during which the government shutdown is in effect. Makes such reduction applicable to days occurring after the date of the general election for federal office held in November 2014. Requires any amount of pay of a Member of Congress in the 113th Congress that is reduced due to a government shutdown to be held in escrow until the last day of the 113th Congress and released for payment to Members at that time.

Modernizing Our Drug & Diagnostics Evaluation and Regulatory Network Cures Act of 2013 or MODDERN Cures Act of 2013 - Requires the Secretary of Health and Human Services (HHS) to: (1) establish the Advanced Diagnostics Education Council to recommend standard terms and definitions related to innovative diagnostics for use by patients, physicians, health care providers, payers, and policy makers; and (2) publish a guide regarding such terms and definitions. Sets forth additional factors for the Secretary to consider in determining the payment amount for new clinical diagnostic laboratory tests under gap filling procedures which are used when no comparable existing test is available. Extends the exclusivity period for a medicine if the diagnostic test related to such drug has been determined by the Secretary to have been developed by, or with the participation of, the manufacturer or sponsor of the medicine, and use of the diagnostic tests provides for or improves: (1) the identification of a patient population for the medicine; or (2) the determination of the most appropriate treatment option for a patient population with the medicine. Establishes a dormant therapy designation for medicine that addresses unmet medical needs. Gives such medicine 15 years of data exclusivity under which no drug can be approved by relying on the approval or licensure of the dormant therapy. Directs the Secretary to arrange with the Institute of Medicine (or, if it declines, another appropriate entity) to study intellectual property laws and their impact on therapy and diagnostic development in order to formulate recommendations on how to facilitate the clinical evaluation and development of therapies currently available on the market for new potential indications.

Honoring the Fort Hood Heroes Act - Directs: (1) the Secretary of the military department concerned to award the Purple Heart to members of the Armed Forces (members) who were killed or wounded in the attack at Fort Hood, Texas, on November 5, 2009; and (2) the Secretary of Defense (DOD) to award the Secretary of Defense Medal for the Defense of Freedom to civilian employees and contractors of DOD who were killed or wounded in such attack. Deems, for purposes of all applicable federal benefit laws, regulations, and policies: (1) such members to have been killed or wounded in a combat zone as the result of an enemy act; and (2) such employees to have been killed or wounded by hostile action while serving with the Armed Forces in a contingency operation and to have been killed or wounded in a terrorist attack. Excludes any member whose death or wound was the result of willful misconduct. Applies such provisions to post-traumatic stress disorder (PTSD) or other psychological injuries that were a a result of such attack.

Alicia Dawn Koehl Respect for National Cemeteries Act - Authorizes the appropriate federal official (either the Secretary of Veterans Affairs or the Secretary of the Army) to reconsider a decision to inter or honor the memory of a person in the National Cemetery Administration or in Arlington National Cemetery upon receiving information that such person may have committed a federal or state capital crime but was not convicted by reason of unavailability for trial due to death or flight to avoid prosecution. Requires the appropriate federal official, upon finding, after an opportunity for a hearing, that the person committed but was not convicted of such crime, to provide notice to the individual's next of kin or other authorized person. Allows such next of kin or other person 60 days to file a notice of disagreement, which shall be decided in accordance with such regulations as the Secretary of Defense shall prescribe. Authorizes the appropriate federal official, when a decision becomes final, to disinter the remains or remove the memorial headstone. Directs the Secretary of Veterans Affairs: (1) to disinter the remains of Michael LaShawn Anderson from Fort Custer National Cemetery (Michigan); (2) to notify his next of kin of the impending disinterment; and (3) upon disinterment, to relinquish the remains to the next of kin or, if the next of kin of record in unavailable, arrange for the appropriate disposition of the remains.

Stability, Security, and Fairness Resolution of 2013 - Makes continuing appropriations for FY2014. Appropriates amounts for continuing operations, projects, or activities which were conducted in FY2013 and for which appropriations, funds, or other authority were made available in: the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2013 (division A of P.L. 113-6); the Commerce, Justice, Science, and Related Agencies Appropriations Act, 2013 (division B of P.L. 113-6); and The Full-Year Continuing Appropriations Act, 2013 (division F of P.L. 113-6). Requires the rate for operations for each account to be calculated to reflect the full amount of any reduction required in FY2013 pursuant to: section 3004 of division G of the Consolidated and Further Continuing Appropriations Act, 2013 (P.L. 113-6), if any; and the sequestration order issued to enforce a specified budget goal pursuant to the Balanced Budget and Emergency Deficit Control Act of of 1985 (Gramm-Rudman-Hollings Act). (The Gramm-Rudman-Hollings Act was amended by the Budget Control Act of 2011 to revise the discretionary spending limits and reduce the discretionary appropriations and direct spending specified in the Gramm-Rudman-Hollings Act unless a joint committee bill achieving an amount greater than $1.2 trillion in deficit reduction would be enacted by January 15, 2012.) Provides funding under this joint resolution through FY2014, unless otherwise provided for in this division or in the applicable appropriations Act. Authorizes continuation of other specified activities (including those for entitlements and other mandatory payments) through such fiscal year. Enacts the following bills into law: H.R. 2216 (Military Construction and Veterans Affairs, and Related Agencies Appropriations Act, 2014), as engrossed by the House of Representatives on June 4, 2013; H.R. 2217 (Department of Homeland Security Appropriations Act, 2014), as engrossed by the House on June 6, 2013; and H.R. 2397 (Department of Defense Appropriations Act, 2014), as engrossed by the House on July 24, 2013. Amends the Gramm-Rudman-Hollings Act to reduce the discretionary category in new budget authority for FY2014 from $1.066 trillion to $967.473 million. Requires the Director of the Office of Management and Budget (OMB), if for FY2014 the amount of new budget authority provided by this joint resolution exceeds such discretionary spending limits, to increase the applicable percentage of 0% by the amount necessary to eliminate the excess of the limit. Rescinds the applicable 0%, subject to such requirement, of: the budget authority provided (or obligation limit imposed) for FY2014 for any discretionary account in section 101 of this joint resolution, the budget authority provided in any advance appropriation for FY2014 for any discretionary account (excluding any account funded under section 111 of this joint resolution) in any prior fiscal year appropriation Act, and the contract authority provided in FY2014 for any program subject to limitation incorporated or otherwise contained in section 101 of this joint resolution. Exempts: amounts designated by the Congress for Overseas Contingency Operations/Global War on Terrorism (OCO/GWOT) or for disaster relief; or the amount made available by this joint resolution for "Social Security Administration, Limitation on Administrative Expenses" for continuing disability reviews under titles II (Federal Old-Age, Survivors, and Disability Insurance [OASDI] Benefits) and XVI (Grants to States for Aid to the Aged, Blind, or Disabled) of the Social Security Act (SSA), and for the cost associated with conducting redeterminations of eligibility under SSA title XVI. Prohibits, during any fiscal year, the use of federal funds to carryout: (1) the Patient Protection and Affordable Care Act (PPACA); or (2) certain PPACA related requirements in the Health Care and Education Reconciliation Act of 2010. Rescinds any funds provided by PPACA, its title, or subtitle for FY2014. Delays: the obligation of any PPACA funds for FY2015 until January 1, 2015; and implementation of PPACA, its related requirements in the Health Care and Education Reconciliation Act of 2010, or amendments made by either Act until December 31, 2014.

TELEmedicine for MEDicare Act of 2013 or TELE-MED Act of 2013 - Amends title XVIII (Medicare) of the Social Security Act to permit certain Medicare providers licensed in a state to provide telemedicine services to Medicare beneficiaries in a different state.

James Madison Congressional Accountability Act - Amends the Patient Protection and Affordable Care Act (PPACA) to extend the requirement for participation in the American Health Benefit Exchange (a state health insurance exchange created by PPACA) to the President, Vice-President, executive branch political appointees, and employees of congressional committees and leadership offices of Congress (currently, this requirement applies to Members of Congress and their staff). Prohibits any government contribution to or subsidy for the health insurance coverage of such officials and employees.

Senator Paul Simon Water for the World Act of 2013 - Expresses the sense of Congress that: (1) the initial U.S. Agency for International Development (USAID) Water and Development Strategy is a significant accomplishment and improves USAID's capacity to provide sustainable and effective water, sanitation, and hygiene assistance; and (2) the Secretary of State, through the Special Advisor for Water Resources, should develop a Global Water Resources Strategy relating to U.S. foreign policy water objectives. Amends the Foreign Assistance Act of 1961 to direct: (1) the Administrator to designate a Global Water Coordinator to coordinate and oversee water, sanitation, and hygiene assistance; and (2) the Secretary of State to designate a Special Advisor for Water Resources to coordinate and oversee policy relating to water, hygiene, and sanitation assistance. Sets forth principles to ensure that water, sanitation, and hygiene projects carried out under the Foreign Assistance Act of 1961 and the Senator Paul Simon Water for the Poor Act of 2005 achieve maximum impact. Amends the Senator Paul Simon Water for the Poor Act of 2005 to direct: (1) the President, through the Secretary, to develop a strategy every five years to further the U.S. foreign policy objective to provide affordable and equitable access to safe water and sanitation in developing countries; and (2) the Administrator, through the Global Water Coordinator, to develop a complementary strategy to further the U.S. foreign assistance objective to provide affordable and equitable drinking water, sanitation, and hygiene in developing countries.

National Right-to-Carry Reciprocity Act of 2013 - Amends the federal criminal code to authorize a person who is carrying a valid, government-issued identification document containing that person's photograph and a valid permit to carry a concealed firearm in one state, and who is not prohibited from possessing, transporting, shipping, or receiving a firearm under federal law, to possess or carry a concealed handgun (other than a machine gun or destructive device) in another state in accordance with the restrictions of that state.

Coal Healthcare and Pensions Protection Act of 2013 - Amends the Surface Mining Control and Reclamation Act of 1977 to address potential shortages in the Multiemployer Health Benefit Plan for payment of health care benefits to retired coal miners by expanding the eligible uses of interest transferable to the plan from the Abandoned Mine Reclamation Fund, and supplemental payments from the General Fund of the Treasury. Requires calculation of such amount by taking into account only those beneficiaries who are actually enrolled in the plan as of enactment of this Act, as well as those retirees whose health benefits, payable directly by an employer in the bituminous coal industry under a coal wage agreement as a result of a bankruptcy proceeding commenced in 2012, would be denied or reduced. Requires the Secretary of the Treasury to transfer to the trustees of the 1974 United Mine Workers of America (UMWA) Pension Plan a certain additional amount of funds, to pay pension benefits required under that plan, if the $490 million limitation on certain transfers to the UMWA Combined Benefit Fund and distributions to states and Indian tribes exceeds the aggregate amount required to be transferred to them. Amends the Internal Revenue Code to prescribe a special rule that employer contributions to an employees' trust or annuity benefit plan providing supplemental benefits solely to participants in a pension plan are neither deductible nor nondeductible as such from the employer's gross income. Subjects such contributions, on the other hand, to deduction as an allowable trade or business expense. Treats a trust holding the assets of such a pension benefit plan as a tax-exempt organization. Excludes from taxable wages any payments made to, or on behalf of, an employee or his or her beneficiary under such a plan.

United States Coast Guard Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue in commemoration of the United States Coast Guard: (1) $5 gold coins, (2) $1 silver coins, and (3) half-dollar clad coins. Requires the design of such coins to be emblematic of the traditions, history, and heritage of the Coast Guard, and its role in securing our nation since 1790. Prescribes design requirements. Restricts the issuance of such coins to the one-year period beginning on January 1, 2017. Prescribes the sale price of the coins and coin surcharges. Requires such surcharges to be paid by the Secretary to the National Coast Guard Museum Foundation to help finance the design and construction of the National Coast Guard Museum.

No Health Care for Life for Congress Act of 2013 - Discontinues eligibility of former Members of Congress for enrollment and continued coverage for them or their dependents in a health benefits plan under the Federal Employees Health Benefits Program (FEHBP) if the Patient Protection and Affordable Care Act is repealed. Applies this requirement only to coverage derived by virtue of service as a former Member.

Boys Town Centennial Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue up to 50,000 $5 gold coins, 350,000 $1 silver coins, and 300,000 half dollar clad coins to commemorate the centennial of the founding of Father Flanagan's Boys Town. Requires the design of the coins to be emblematic of the 100 years of Boys Town, one of the largest nonprofit child care agencies in the United States. Permits issuance of such coins only between January 1, 2017, and December 31, 2018.

Gas Accessibility and Stabilization Act of 2013 - Amends the Clean Air Act to revise procedures for waiver by the Administrator of the Environmental Protection Agency (EPA) of a control or prohibition regarding the use of a fuel or fuel additive by: (1) allowing waiver if the Administrator determines that extreme and unusual fuel or fuel additive supply circumstances are the result of a problem with distribution or delivery equipment necessary for the transportation or delivery of such fuel or additives, (2) allowing extension of a waiver for more than 20 days if it is determined that the waiver conditions will exist beyond 20 days, and (3) deeming a request for a waiver that is not approved or denied within 3 days to be approved for the period requested. Amends the Energy Policy Act of 2005 to modify a fuel system requirements harmonization study to: (1) include consideration of biofuels, (2) add consideration of the projected effects of EPA Tier III requirements on air quality and motor fuel prices, and (3) extend to June 1, 2014, the date for submission to Congress of a report on the results of the study.

End Sex Trafficking Act of 2013 - Amends: (1) the federal criminal code to expand the scope of prohibitions against sex trafficking to include patronizing or soliciting a commercial sex act with a victim of sex trafficking, and (2) the Trafficking Victims Protection Act of 2000 to expand the definition of "sex trafficking" to include patronizing or soliciting a person for the purpose of a commercial sex act. Directs the Attorney General to ensure that all task forces and working groups within the Innocence Lost National Initiative engage in activities, programs, or operations to increase the investigative capabilities of state and local law enforcement officers in the detection, investigation, and prosecution of persons who patronize or solicit children for sex.

Delays for one year the effective date of any provisions of the Patient Protection and Affordable Care Act or of any health care provisions of the Health Care and Education Reconciliation Act of 2011 that were scheduled to take effect on or after January 1, 2014. Suspends for one year, beginning January 1, 2014, any tax or tax increase imposed by such provisions if the tax or increase takes effect before that date.

Stop Playing on Citizen's Cash Act - Prohibits the Internal Revenue Service (IRS) from holding any conference until the Inspector General for Tax Administration of the Department of the Treasury submits to Congress a report: (1) certifying that the IRS has implemented all recommendations set forth in the Inspector General's report titled "Review of the August 2010 Small Business/Self-Employed Division's Conference in Anaheim, California"; and (2) describing such implementation.

Food and Drug Administration Safety Over Sequestration Act of 2013 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to exempt from sequestration calculations (mandatory across-the-board spending cuts) user fees that fund salaries and other administrative expenses of the Food and Drug Administration (FDA).

Defund Obamacare Act of 2013 - Prohibits any federal funds from being made available to carry out the provisions of the Patient Protection and Affordable Care Act or the health care provisions of the Health Care and Education Reconciliation Act of 2010. Prohibits any entitlement to benefits under such provisions from remaining in effect on and after the date of the enactment of this Act. Prohibits any payments from being awarded, owed, or made to any state, district, or territory under any such provision. Rescinds any unobligated balances available under such provisions.

Save American Workers Act of 2013 - Amends the Internal Revenue Code, as amended by the Patient Protection and Affordable Care Act, to redefine "full-time employee," for purposes of the mandate requiring employers to provide health care coverage for their employees, as an employee who is employed on average at least 40 hours of service a week (currently, at least 30 hours of service a week).

Government Employee Accountability Act - Sets forth guidelines for placing career employees of the Senior Executive Service (SES) on investigative leave. Defines "investigative leave" as a temporary absence without duty for disciplinary reasons, of a period not greater than 90 days. Authorizes a federal agency to: (1) place an SES employee on investigative leave, without loss of pay and without charge to annual or sick leave, only for misconduct, neglect of duty, malfeasance or misappropriation of funds; (2) place such employee on leave without pay if such employee's conduct is determined to be serious or flagrant; or (3) remove such employee if such employee acted in a manner that endangers the interest of the agency mission. Requires an agency to periodically review the investigation into the conduct of an SES employee placed on investigative leave and take certain actions with respect to such employee at the end of a period of investigative leave, including removal, suspension without pay, or reinstatement to duty. Grants an employee placed on investigative leave certain rights, including: (1) advance written notice of, and the right to answer, charges; (2) the right to be represented by an attorney; and (3) the right to appeal to the Merit Systems Protection Board (MSPB). Includes misappropriation of funds as a ground in suspending or reinstating an SES employee or placing such employee in another civil service position.

Computer Science Education Act of 2013 - Amends title IX (General Provisions) of the Elementary and Secondary Education Act of 1965 to define "computer science" as the study of computers and algorithmic processes, including the study of computing principles, computer hardware and software design, computer applications, and the impact of computers on society. Makes computer science a core academic subject. Includes computer science teachers in professional development activities.

Stop Targeting Our Politics IRS Act or the STOP IRS Act - Amends the Internal Revenue Service Restructuring and Reform Act of 1998 to expand existing grounds for termination of the employment of an Internal Revenue Service (IRS) employee to include performing, delaying, or failing to perform (or threatening to perform, delay, or fail to perform) any official action (including any audit) with respect to a taxpayer for purpose of extracting personal gain or benefit or for a political purpose.
