Mental Health First Act of 2013 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS), acting through the Administrator of the Substance Abuse and Mental Health Services Administration (SAMHSA), to award grants to initiate and sustain mental health first aid training programs. Requires such a program to include: (1) core live training courses on the skills, resources, and knowledge necessary to assist individuals in crisis to connect with appropriate local mental health care services; (2) training on mental health resources, including the location of community mental health centers in the state and local community; and (3) training on action plans and protocols for referral to such resources. Sets forth the categories of individuals to be trained under the program, including emergency services personnel and other first responders, police officers and law enforcement personnel, teachers and school administrators, human resources professionals, faith community leaders, nurses and other primary care personnel, students enrolled in school, parents of students, veterans, and other individuals, audiences or training populations as appropriate. Requires such programs to train individuals to accomplish: (1) safe de-escalation of crisis situations, (2) recognition of the signs and symptoms of mental illness, and (3) timely referral to mental health services in the early stages of developing mental disorders. Requires the Secretary, in awarding grants, to: (1) ensure that grants are equitably distributed among the geographical regions of the United States, and (2) pay particular attention to the mental health training needs of populations and target audiences residing in rural areas.

New Columbia Admission Act - Sets forth procedures for admission into the United States of the state of New Columbia. Requires the Mayor of the District of Columbia to: (1) submit to the eligible voters propositions for statehood and adoption of a State Constitution, and (2) issue a proclamation for the first elections to Congress of two Senators and one Representative of New Columbia. Requires the President, upon adoption of such propositions and certification of such elections, to issue a proclamation announcing the results and admitting New Columbia into the Union. Provides for conversion of District government offices to state offices. Provides that New Columbia shall consist of all territory of the District as of the enactment of this Act, excluding land within specified metes and bounds that shall remain the District of Columbia and that shall include the principal federal monuments, the White House, the Capitol Building, the Supreme Court Building, the federal executive, legislative, and judicial office buildings located adjacent to the Mall and the Capitol Building, and certain military property. Prohibits New Columbia from imposing taxes on federal property except as provided by Congress. Maintains the applicability to New Columbia of current District laws and continues pending judicial proceedings. Maintains: (1) the District of Columbia as the seat of the federal government, and (2) the federal government's authority over military lands and specified other property. Requires each state that is the last place an individual resided before residing in the District of Columbia to permit such individual to vote in federal elections by absentee ballot. Sets forth a rule for expedited consideration of a joint resolution proposing an amendment to the Constitution to repeal the 23rd amendment (which provides for the appointment of electors for President and Vice President for the District).

Fair Elections Now Act - Amends the Federal Election Campaign Act of 1971 (FECA) with respect to: candidate benefits of fair elections financing of House of Representatives election campaigns; allocations to candidates from the Fair Elections Fund established by this Act; 500% matching payments to candidates for certain small dollar contributions; Fund allocation eligibility requirements; certification of a federal election candidate as a participating candidate; contribution, expenditure, and fundraising requirements; a public debate requirement; remission to the Fair Elections Fund of unspent funds after an election; establishment of the Fair Elections Fund and of a Fair Elections Oversight Board; civil penalties for violation of contribution and expenditure requirements; and transfer of a portion of collected civil money penalties into the Fair Elections Fund. Prohibits: (1) use of contributions by a participating candidate for any purposes other than an election campaign, and (2) establishment of joint fundraising committees with any political committee other than a candidate's authorized committee. Prescribes a limitation on coordinated expenditures by political party committees with participating candidates. Amends FECA to empower the Federal Election Commission (FEC) to petition the U.S. Supreme Court for a writ of certiorari to appeal a civil action. Requires all designations, statements, and reports required to be filed under FECA to be filed: (1) directly with the FEC, and (2) in electronic form accessible by computers. Reduces from 48 hours to 24 hours after their receipt the deadline for the FEC to make designations, statements, reports, or notifications available to the public in the FEC office and on the Internet.

Udall-Eisenhower Arctic Wilderness Act - Declares the policy of the United States concerning protection and preservation of the wilderness ecosystem of the Arctic coastal plain. Designates specified lands within Alaska in the Arctic National Wildlife Refuge (ANWR) as wilderness and components of the National Wilderness Preservation System.

Military Surviving Spouses Equity Act - Repeals certain provisions which require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military retired pay or who would be entitled to retired pay except for being under 60 years of age. Prohibits requiring repayment of certain amounts previously paid to SBP recipients in the form of a retired pay refund. Repeals the optional authority of (and instead requires) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. Directs the Secretary concerned to restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to a surviving child or children of a member.

Return to Prudent Banking Act of 2013 - Amends the Federal Deposit Insurance Act (FDIA) to prohibit an insured depository institution from being an affiliate of any broker or dealer, investment adviser, investment company, or any other person or entity engaged principally in the issue, flotation, underwriting, public sale, or distribution of stocks, bonds, debentures, notes, or other securities. Prohibits officers, directors and employees of securities firms from simultaneous service on the boards of depository institutions, except in specified circumstances. Requires any such individual serving as an officer, director, employee, or other institution-affiliated party of any insured depository institution to terminate such service as soon as practicable after enactment of this Act. Requires an insured depository institution to wind-down in an orderly manner and terminate any affiliation prohibited by this Act. Amends the Banking Act of 1933 (Glass-Steagall Act) to expand its prohibition against the transaction of banking activities by securities firms. Declares that Congress ratifies the interpretation by the Supreme Court of specified statutory language in the case of Investment Company Institute v. Camp ( ICI ) regarding permissible activities of banks and securities firms. Declares that the reasoning of the Court in that case shall continue to apply to the limitations placed upon security affiliations under the FDIA as enacted by this Act. Prohibits a federal banking agency or federal court from issuing an interpretation regarding such security affiliations that is narrower than that of the Court in ICI . Makes technical and conforming changes to the Gramm-Leach-Bliley Act, the Revised Statutes of the United States, and specified federal law. Requires the Board of Governors of the Federal Reserve System, the Comptroller of the Currency, or another appropriate federal banking agency to report to Congress a detailed description of the basis for its decision each time it makes a determination or grants an extension concerning an affiliation between insured depository institutions and investment banks or securities firms.

National Child Protection Training Act - Directs the Attorney General, through the Office of Juvenile Justice and Delinquency Prevention, to establish a program to sustain at least four university, college, or community college affiliated regional training centers in coordination with the National Child Protection Training Center. Requires the regional training centers to: (1) develop model inter-disciplinary undergraduate curricula on recognizing and responding to cases of child maltreatment that consists of at least a three-course certificate program or minor degree; (2) develop related model graduate curricula for medical schools, law schools, seminaries, and other institutions of higher education that instruct students likely to become child protection professionals or other professionals required by law to report cases of child maltreatment; (3) disseminate such curricula, upon the Attorney General's approval, to community colleges, colleges, university, law schools, medical schools, and other institutions of higher education; (4) develop "laboratory" training facilities that allow for simulated, interactive, and intensive training of students preparing for child protection careers as well as child protection professionals currently in the field; (5) assist communities in developing evidence-based prevention programs; and (6) assist states in developing and maintaining forensic interview training programs.

Servicemember Mental Health Review Act - Directs the Secretary of Defense (DOD) to establish within each military department a board of review to review determinations previously made that covered individuals separated from the Armed Forces have a mental condition not amounting to disability. Defines "covered individuals" as members and former members of the Armed Forces who have been separated from the Armed Forces since September 11, 2001, because of unfitness for duty because of a mental condition not amounting to disability, including separation on the basis of a personality disorder or adjustment disorder. Requires the Secretary to ensure that covered individuals receive notification of their right to a separation review by the appropriate Mental Health Discharge Board of Review. Requires the establishment of such Boards. Permits a Board to make specified recommendations to the Secretary with respect to a covered individual, including the recharacterization of the separation.

Permits a member of the Armed Forces (member) who is involuntarily separated from active duty or the Selected Reserve and who has a service-connected disability (and the member's dependents) to use commissary and exchange stores on the same basis as a member entitled to retired or retainer pay. Directs the Secretary of Defense (DOD) to ensure that such authority is fully implemented within 90 days after the enactment of this Act.

Strategic Response to Asian Carp Invasion Act - Requires the Director of the U.S. Fish and Wildlife Service (USFWS), in coordination with the Army Corps of Engineers, the National Park Service (NPS), and the U.S. Geological Survey (USGS), to lead a multiagency effort to slow the spread of Asian Carp in the Upper Mississippi and Ohio River basins and tributaries by providing high-level technical assistance, coordination, best practices, and support to state and local government strategies, to slow, and eventually eliminate, the threat posed by such carp.

Fair Minimum Wage Act of 2012 - Amends the Fair Labor Standards Act of 1938 (FLSA) to increase the federal minimum wage for employees to: (1) $8.10 an hour on the first day of the third month after the enactment of this Act; (2) $8.95 an hour after one year; (3) $9.80 an hour after two years; and (4) the amount determined by the Secretary of Labor (based on increases in the Consumer Price Index) after three years, and annually thereafter. Increases the federal minimum wage for tipped employees to $3.00 an hour for one year on the first day of the third month after the enactment of this Act. Provides a formula for subsequent annual adjustments of the wage increase to ensure that it remains equal to 70% of the wage in effect under FLSA for other employees. Directs the Secretary of Labor, 60 days before any increase in the minimum wage, to publish it in the Federal Register and on the Department of Labor's website.

Taking Essential Steps for Testing Act of 2012 - Amends the Public Health Service Act to revise sanctions for laboratories that intentionally refer proficiency testing samples required for certification to another laboratory for analysis by: (1) giving the Secretary of Health and Human Services (HHS) discretion to substitute intermediate sanctions for such violations instead of the two-year prohibition against ownership or operation which would otherwise apply, and (2) making the one-year certificate revocation for such a laboratory optional rather than mandatory.

Veterans E-Health & Telemedicine Support Act of 2012 or VETS Act of 2012 - Allows a health care professional who is authorized to provide health care through the Department of Veterans Affairs (VA) and who is a licensed professional to practice at any location in any state, the District of Columbia, or U.S. commonwealth, territory, or possession, regardless of where the professional or patient is located, if the professional is using telemedicine to provide treatment. Allows such treatment regardless of whether such professional or patient is located in a facility owned by the federal government.

Victory for Veterans Stamp Act of 2012 - Directs the Postal Service to issue a special stamp, to be called the Victory for Veterans Stamp, at a cost of 25 cents each. Makes such Stamp invalid for postage. Requires Stamp sale proceeds to be used as follows: (1) one-third for funding Department of Veterans Affairs (VA) veterans' vocational rehabilitation programs, (2) one-third to the general fund of the Treasury for deficit reduction, and (3) one-third for the Postal Service for modernization and fiscal administration. Requires such Stamp to be made available to the public within six months after the enactment of this Act.

Rural Energy Investment Act of 2012 - Amends the Farm Security and Rural Investment Act of 2002 regarding the biobased markets program to: (1) extend program funding through FY2017, (2) increase the number of categories of biobased products designated and individual biobased products eligible for preferred purchasing, and (3) provide for a program of biobased product education and promotion activities. Amends the Rural Energy for America Program to: (1) extend Program funding through FY2017; (2) make nonprofit organizations eligible for assistance; (3) provide loan guarantees and grants to agricultural producers and rural small businesses for renewable energy system purchases, with a tiered loan and grant application process that reflects project size; and (4) permit the combined amount of a grant and a loan guarantee to cover all eligible activity costs. Extends funding through FY2017 for: (1) biorefinery assistance, (2) the biodiesel fuel education program, (3) biomass research and development, (4) the Rural Energy Self-Sufficiency Initiative, (5) the biomass crop assistance program, (6) the forest biomass for energy program, and (7) the community wood energy program.

Recognizes: (1) the critical importance of the Operational Reserve as a component of the Armed Forces, particularly as a means of preserving combat power during a time of budget austerity; and (2) the dual-status, state-federal National Guard as the foundation of the Operational Reserve and of military manpower. Expresses support for making the Operational Reserve permanent. Repudiates proposals to return the Reserve Components to a diminished or purely strategic role in national security. Affirms the growth of the Operational Reserve as circumstances warrant.

Access to Veterans Benefits Improvement Act - Directs the Secretary of Veterans Affairs (VA) to provide veterans' case-tracking information access to employees of a Member of Congress or of a state or local governmental agency who regularly assist veterans with benefit claims. Directs the Secretary to ensure that such access does not: (1) allow the employee to modify the data in the case-tracking system, and (2) include access to medical records.

Housing for Heroes Act - Prohibits grants made by the Secretary of Veterans Affairs (VA) under homeless veterans' comprehensive services programs (outreach, rehabilitation, vocational counseling and training, and transitional housing assistance) from exceeding 65% of the estimated cost of the project concerned. Prohibits the Secretary from denying applications for such grants solely on the basis that the grant entity proposes to use funding from other private or public sources, as long as such entity demonstrates that a private nonprofit organization will provide project oversight and site control.

Voter Confidence and Increased Accessibility Act of 2011 [ sic ] - Amends the Help America Vote Act of 2002 (HAVA) to revise requirements for the audit capacity of voting systems, particularly those for a permanent paper record. Requires the voting system to require the use of an individual, durable, voter-verified paper ballot of the voter's vote that shall be marked and made available for inspection by the voter before the voter's vote is cast and counted, and which shall be counted by hand or read by an optical scanner or other counting device. Requires the voting system to provide the voter with an opportunity to correct any system-made error in the voter-verified paper ballot before it is permanently preserved. Requires each paper ballot used to be: (1) suitable for a manual audit, and (2) counted by hand in any recount or audit conducted with respect to any federal election. Sets forth a special rule for treatment of disputes when paper ballots have been shown to be compromised. Requires the Director of the National Science Foundation (NSF) to make grants to eligible entities to study, test, and develop accessible ballot voting, verification, and casting mechanisms and devices and best practices to enhance the accessibility of paper ballot voting and verification mechanisms for individuals with disabilities, for voters whose primary language is not English, and for voters with difficulties in literacy. Specifies additional voting system requirements and prohibitions. Requires the NSF Director to make grants to eligible entities to conduct research on the development of election-dedicated voting system software. Makes available additional funding to enable states to meet the costs of the requirements imposed by this Act. Provides for complaints to the Attorney General by persons aggrieved by violations of HAVA. Requires each state to administer audits of federal election results, without advance notice to the precincts selected, consisting of random hand counts of the voter-verified paper ballots. Makes an exception from this requirement for elections in which the winning candidate had no opponent or received 80% or more of the vote total. Prescribes requirements for determination of the number of ballots counted under the audit. Prescribes the process for administering audits. Requires the Election Auditor of a state, as soon as practicable after the completion of an audit, to submit the results to the Election Assistance Commission (EAC) for publication. Prohibits certification of the results of any election until completion of audits. Provides for payments to states for the costs of conducting audits. Exempts from this Act any election for which a recount under state law will commence before certification of the election results. Repeals the EAC's exemption from certain federal government contracting requirements.

Rural Energy Improvement Act - Amends the Farm Security and Rural Investment Act of 2002 regarding the Rural Energy for America Program to: (1) extend the Program through FY2017, (2) create a tiered loan and grant application process that reflects project costs, and (3) prohibit requiring a second meter for on-farm residential portions of rural projects connected to the energy grid.

Military Family Home Protection Act - Amends the Servicemembers Civil Relief Act to allow a court, in an action to enforce an obligation on real or personal property secured by a mortgage against a servicemember on active duty, a totally disabled veteran, or the surviving spouse of a member who died during military service, to either: (1) stay the proceedings for a period of time as justice and equity require, or (2) adjust the obligation to preserve the interests of all parties. Prohibits the sale, foreclosure, or seizure of the subject property for the service period, as well as the 12-month period after: (1) the servicemember is discharged or redeployed from a contingency operation, (2) the veteran is retired, or (3) the death of the servicemember (in the case of a surviving spouse). Increases the civil penalties for violations of the sale or foreclosure prohibitions. Prohibits an individual from being denied or refused credit solely by reason of eligibility for relief under this Act. Requires each lending institution acting as a creditor to such servicemember, veteran, or surviving spouse to designate an employee responsible for ensuring the institution's compliance with the requirements of this Act. Requires any such institution that had prior annual assets of $10 billion or more to maintain on its primary website a toll-free number for information with respect to the protections afforded under this Act.

Medicare Physician Payment Innovation Act of 2012 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to revise requirements for payments for physician's services to eliminate the sustainable growth rate system from the formula for determination of the fee schedules for such services. Sets at 0.0 the 2013 update to the single conversion factor in such formula. Includes the program of Osteopathic Continuous Certification of the American Osteopathic Association as a Maintenance of Certification Program with respect to any plan of the Secretary of Health and Human Services (HHS) to integrate reporting on quality measures with reporting requirements relating to the meaningful use of electronic health records (EHR). Establishes updates for separate primary care and other service categories beginning January 1, 2014, as well as separate conversion factors and separate updates through 2017 for each service category. Directs the Secretary, through the Center for Medicare and Medicaid Innovation, to: (1) expand testing of each payment and service delivery model in at least three geographic regions; and (2) include analysis of average implementation costs, per physician, in evaluations of models in phase 1 testing. Directs the Comptroller General to study the evaluations of each model tested. Directs the Secretary to release to the public a comprehensive list of such health care delivery models identified as likely to: (1) reduce spending without reducing quality of care, or (2) improve the quality of patient care without increasing spending. Requires the Secretary to inform physicians, nurse practitioners, group practices, and institutions employing Medicare part B (Supplementary Medical Insurance) providers on how best to transition to alternative health care delivery and payment models aimed at improving the coordination, quality, and efficiency of health care. Freezes the physician fee schedule for 2018 by requiring 0.0 updates to the relevant conversion factors. Directs the Secretary to: (1) contract and agree with regional extension centers to provide guidance and assistance on how physicians may transition to implementation of alternative health care delivery models identified as representating best practices; and (2) make certain funding available to the Office of the National Coordinator for Health Care Technology to award grants and incentive payments under a competitive process to regional extension centers and other qualified entities for such activities. Requires the Office to: (1) establish a process for the competitive selection of regional extension centers (and other qualified entities) in the third quarter of 2014; and (2) authorize the initial distribution of funds to such centers and entities. Prescribes updates to conversion factors for 2019-2022, but freezes them again beginning in 2023. Requires the Secretary to consider certain factors in determining the growth rates to be recognized beginning with 2019 for alternative payment and delivery models. Directs the Secretary to report to Congress on the impact on spending and on access to services under Medicare resulting from changes to the Medicare delivery and payments systems, including those made by this Act. Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Graham-Rudman-Hollings Act), with respect to adjustments to discretionary spending limits in sequestration reports, to prescribe FY2013-FY2021 levels for overseas contingency and related activities for appropriations Acts. Requires any amount of budget authority for overseas contingency operations and related activities for such fiscal years in excess of such levels to be counted, in determining whether a breach has occurred in the security category and the nonsecurity category, on a proportional basis to the total spending for overseas contingency operations in those respective categories.

Bring Jobs Home Act - Amends the Internal Revenue Code to: (1) grant business taxpayers a tax credit for up to 20% of insourcing expenses incurred for eliminating a business located outside the United States and relocating it within the United States, and (2) deny a tax deduction for outsourcing expenses incurred in relocating a U.S. business outside the United States. Requires an increase in the taxpayer's employment of full-time employees in the United States in order to claim the tax credit for insourcing expenses.

Amends the Electronic Fund Transfer Act with respect to mandatory fee disclosures on automated teller machines (ATMs) operated by a person other than a financial institution holding a consumer's account. Repeals the requirement that such a fee disclosure appear in a prominent and conspicuous location on or at the ATM. Limits such requirement to appearance of a fee disclosure on the ATM screen.

Making Adoption Affordable Act of 2012 - Makes permanent provisions of the Economic Growth and Tax Relief Reconciliation Act of 2001 allowing an increased tax credit for adoption expenses and an increased exclusion from gross income for amounts paid by an employer for adoption expenses. Amends the Internal Revenue Code to reinstate and make permanent: (1) the increase in the tax credit for adoption expenses and the increased exclusion from gross income for amounts paid by an employer for adoption expenses that were enacted by the Patient Protection and Affordable Care Act, (2) the annual inflation adjustments for such increased amounts, and (3) the refundability of the tax credit for adoption expenses.

Farm Service Accountability Act - Amends the the Food, Conservation, and Energy Act of 2008 to prohibit the Secretary of Agriculture (USDA) from closing or relocating a Farm Service Agency county or field office in a state if the Secretary determines that the office has a high workload volume compared with other county offices in the state.

Tinnitus Research and Treatment Act of 2012 - Directs the Secretary of Veterans Affairs to: (1) recognize tinnitus as a mandatory condition for research and treatment by Department of Veterans Affairs (VA) Auditory Centers of Excellence, (2) ensure that research is conducted at VA facilities on the prevention and treatment of tinnitus, and (3) ensure VA cooperation with the Hearing Center of Excellence established by the Department of Defense (DOD) to further research on tinnitus.

Traumatic Brain Injury Act of 2012 or TBI Act of 2012 - Amends the Public Health Service Act to reauthorize through FY2020 Department of Health and Human Services (HHS) projects for the prevention of traumatic brain injury (TBI). Adds recognition of and response to TBI within the scope of such projects. Extends until three years after the enactment of this Act the due date of a report from the Secretary on federal agency collaboration for collecting and disseminating studies on the incidence and prevalence of individuals with TBI who were formerly in the military and the treatment, prevention, and outreach provided to such individuals. Adds additional federal consultation requirements with respect to an HHS TBI study. Extends such study's report requirement. Authorizes appropriations for FY2013-FY2017 for HHS TBI projects. Allows state advisory boards established to recommend ways to improve services coordination regarding TBI to include state entities that administer funds provided to individuals with disabilities. Extends related demonstration projects. Directs the Secretary to establish and implement a national plan for carrying out activities regarding TBI in collaboration with other appropriate federal, state, and local agencies. Extends through FY2017 the authorization for such activities. Provides for the distribution and amount of grants for such activities for FY2013 and thereafter. Removes the requirement that a TBI protection and advocacy system, for which grant funds are provided by the Secretary, serve only one state. Requires the Administrator of the Health Resources and Services Administration and the Commissioner of the Administration on Developmental Disabilities to create a uniform model format for annual reports submitted by such systems. Extends through FY2017 the authorization for such systems. Requires in a current HHS program on basic and clinical trauma research the inclusion of studies specific to the needs of children and youth with TBI. Extends such program through FY2017.

Moving Ahead for Progress in the 21st Century or MAP-21 - Authorizes appropriations out of the Highway Trust Fund (HTF) (other than the Mass Transit Account) equal to current federal highway spending levels plus inflation for FY2012 and FY2013 for: (1) certain new and existing core federal-aid highway programs, and (2) Federal Highway Administration (FHWA) administrative expenses. Revises the National Highway System (NHS) program. Prescribes requirements for acceleration of project delivery. Jason's Law - Declares a national priority to address specified kinds of projects for the shortage of long-term parking for commercial motor vehicles on the NHS. Resources and Ecosystems Sustainability, Tourist Opportunities, and Revived Economies of the Gulf Coast States Act of 2012 - Establishes a Gulf Coast Restoration Trust Fund for deposit of administrative and civil penalties paid in connection with the Deepwater Horizon incident. Amends the Federal Water Pollution Control Act to require Gulf Coast state allocation and expenditures from the Fund for specified recovery activities. Establishes within the National Oceanic and Atmospheric Administration (NOAA) a Gulf Coast Ecosystem Restoration Science, Observation, Monitoring, and Technology Program. Extends the Land and Water Conservation Fund through FY2022. America Fast Forward Financing Innovation Act of 2011 [ sic ]- Amends the the Transportation Infrastructure Finance and Innovation Act to revise the Department of Transportation (DOT) program of direct loans, loan guarantees, and credit for surface transportation projects. Federal Public Transportation Act of 2012 - Amends the Transportation Equity Act for the 21st Century (TEA-21) and the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) to repeal specified programs and revise other specified public transportation policies and programs. Motor Vehicle and Highway Safety Improvement Act of 2012 or Mariah's Act - Authorizes appropriations for specified highway safety programs and grants through FY2013. Directs the Secretary of Transportation to: (1) improve public accessibility to information on the publicly accessible vehicle safety databases of the National Highway Traffic Safety Administration (NHTSA), and (2) establish within NHTSA a Council for Vehicle Electronics, Vehicle Software, and Emerging Technologies to build, integrate, and aggregate NHTSA expertise in passenger motor vehicle electronics and other new and emerging technologies. Requires the Secretary to issue a final rule to establish frontal crash protection requirements for child restraint systems for children weighing over 65 pounds. Commercial Motor Vehicle Safety Enhancement Act of 2012 - Revises requirements for: (1) commercial motor vehicle registration, (2) commercial motor vehicle safety, and (3) driver safety. Safe Roads Act of 2012 - Directs the Secretary to establish a national clearinghouse for records relating to alcohol and controlled substances testing of commercial motor vehicle operators. Revises requirements for enforcement of various specified regulations regarding commercial motor vehicles. Motorcoach Enhanced Safety Act of 2012 - Directs the Secretary to prescribe regulations requiring: (1) installation of safety belts in motorcoaches at each designated seating position, and (2) other elements of motorcoach safety. Prescribes additional registration requirements for household goods motor carriers. Surface Transportation and Freight Policy Act of 2012 - Declares a national surface transportation and freight policy. Directs the Secretary to develop and implement a National Surface Transportation and Freight Performance Plan. Hazardous Materials Transportation Safety Improvement Act of 2012 - Revises hazardous material (hazmat) transportation safety requirements. National Rail System Preservation, Expansion, and Development Act of 2012 - Revises requirements regarding: (1) federal and state roles in rail planning and development tools, (2) the Northeast Corridor Infrastructure and Operations Advisory Commission and Amtrak, (3) rail safety, and (4) freight rail. Sport Fish Restoration and Recreational Boating Safety Act of 2012 - Amends the Federal Aid in Fish Restoration Act to extend through FY2013 allocations to states for fish restoration and management projects. Highway Investment, Job Creation, and Economic Growth Act of 2012 - Extends Highway Trust Fund expenditure authority and related highway taxes. Amends the Internal Revenue Service to require transfers of specified funds and taxes as well as a 100% levy on payments to Medicare providers and suppliers. Transportation Research and Innovative Technology Act of 2012 - Authorizes appropriations for FY2012-FY2013 for specified transportation research and innovative technology programs, including intelligent transportation systems research. Reauthorizes certain programs and activities under the Secure Rural Schools and Community Self-Determination Act of 2000, the Internal Revenue Code, and federal civil service law (regarding phased retirement). Authorizes certain special measures to counter money laundering and efforts to impede significantly U.S. tax enforcement. Revises requirements for overflights of National Parks.

Veteran Skills to Jobs Act - Requires the head of each federal department or agency to ensure that an applicant for any federal license who has received relevant training while serving as a member of the Armed Forces is deemed to satisfy any training or certification requirements for the license, unless the training received is found to be substantially different from the training or certification requirements for such license.

Upper Mississippi Conservation and River Protection Act of 2012 or the Upper Mississippi CARP Act - Directs the Chief of Engineers to: (1) study the feasibility of temporarily closing the lock at the Upper St. Anthony Falls Lock and Dam, or implementing control measures at the lock, including permanently closing the lock, modifying lock operations, or using an alternative technology barrier, to manage the threat of Asian carp traveling up the Mississippi River in Minnesota; and (2) assess the potential impacts, including environmental and economic impacts, of temporarily closing the lock or continuing to operate it and of implementing the control measures or not implementing such measures. Authorizes the Chief to close the lock upon determining that closure is justified based on the assessment of potential impacts. Requires the Chief to close the lock upon determining that a live adult Asian carp has been captured above Lock and Dam 2 or that a juvenile Asian carp has been captured above Lock and Dam 4. Allows the Chief to reopen the lock upon determining that adequate measures are in place to manage the threat. Directs the Council on Environmental Quality to incorporate the Upper Mississippi River and tributaries, the Minnesota River, and the St. Croix River into the Asian Carp Control Strategy Framework of the Council. Expresses the sense of Congress that federal agencies researching Asian carp control technologies should partner with state and local shareholders, giving priority to collaborative partnerships in which such shareholders contribute to the cost of the research.

United States-Israel Enhanced Security Cooperation Act of 2012 - States that it is U.S. policy to: (1) reaffirm the commitment to Israel's security as a Jewish state, (2) provide Israel with the military capabilities to defend itself and help preserve its qualitative military edge, (3) expand military and civilian cooperation, (4) assist in a negotiated settlement of the Israeli-Palestinian conflict that results in two states living side by side in peace and security, and (5) encourage Israel's neighbors to recognize Israel's right to exist as a Jewish state. Expresses the sense of Congress that the United States should take specified actions to assist in Israel's defense.

Fair Playing Field Act of 2012 - Amends the Internal Revenue Code, with respect to the classification of workers for employment tax purposes, to: (1) repeal the prohibition against issuance of regulations and guidance by the Secretary of the Treasury on workers' employment tax status (i.e., as an employee or as an independent contractor) enacted by the Revenue Act of 1978; (2) direct the Secretary to issue regulations and other guidance to clarify the proper employment status of workers for employment tax purposes; (3) prohibit a retroactive assessment of employment tax, except with respect to certain skilled workers, for tax periods after December 31, 1978, and before a specified reclassification date for worker misclassifications, unless the taxpayer had no reasonable basis for not treating a worker as an employee; (4) require taxpayers who hire independent contractors on a regular and ongoing basis to provide such contractors with notice of their federal tax obligations, the labor and employment law protections that do not apply to them, and their right to seek a status determination from the Internal Revenue Service (IRS); and (5) eliminate reduced penalty provisions for failure to withhold income taxes for taxpayers who lack a reasonable basis for treating a worker as other than an employee (i.e., as an independent contractor). Provides that for purposes of determining whether a registered representative of a securities broker-dealer is an employee for employment tax purposes, no weight shall be given to instructions from a service recipient which are imposed only in compliance with investor protection standards. Makes this rule applicable to services performed by a broker-dealer after December 31, 1997.
