Agriculture Environmental Stewardship Act of 2017 This bill amends the Internal Revenue Code to allow energy tax credits through 2021 for investments in: (1) qualified biogas property, or (2) qualified manure resource recovery property. The bill also permits new clean renewable energy bonds to be used for such properties. "Qualified biogas property" comprises a system that: (1) uses anaerobic digesters or other specified processes to convert biomass into a gas which is at least 52% methane, and (2) captures the gas for use as a fuel. The term includes property that cleans and conditions the gas for use as a fuel. "Qualified manure resource recovery property" comprises a system that uses specified processes to recover the nutrients nitrogen and phosphorus from a non-treated digestate or animal manure by reducing or separating at least 50% of the nutrients, excluding any reductions during the incineration, storage, composting, or field application of the non-treated digestate or animal manure. The term also includes certain processing equipment. The Department of the Treasury must enter into an agreement with the National Renewable Energy Laboratory for a study of biogas and report to Congress on the study.

Military Patron Protection Act of 2017 This bill establishes the Military Resale Patron Benefits Advisory Commission to advise the Department of Defense (DOD) on: the effects of military commissary and exchange operations on their patrons and on morale, welfare, and recreation programs; the sources and uses of commissary and exchange revenues; and fulfillment of the requirement to implement a comprehensive strategy to optimize management practices across the defense commissary and exchange systems. The Commission shall advise DOD on proposed reforms to commissary and exchange operations that could affect: the use of revenue; the morale, welfare, and recreation programs provided for, and the morale of, military members and dependents; and philanthropic programs that benefit members and their families. The bill requires DOD to: (1) report annually on the use of funds generated by commissaries and exchanges, the constitution and purpose of the boards of directors of the Military Exchanges and Commissary Operations and any determination to use such funds, and DOD responses to any commission proposals; (2) notify Congress before expending certain funds; and (3) notify Congress before taking action that would reduce a contract awarded by the Defense Commissary Agency to a small, veteran-owned, woman-owned, or disadvantaged business concern or a qualified nonprofit agency for the blind or other severely disabled.

Wildfire Disaster Funding Act This bill amends the Balanced Budget and Emergency Deficit Control Act of 1985 to require specified adjustments to discretionary spending limits in FY2017-FY2026 to accommodate appropriations for wildfire suppression operations in the Wildland Fire Management accounts at the Department of Agriculture (USDA) or the Department of the Interior. If USDA or Interior determines that supplemental appropriations are necessary for wildfire suppression operations, the bill requires the relevant department to submit to Congress a request for the funding and a plan for obligating the funds. The bill also requires the President's budget to include the average costs for wildfire suppression over the previous 10 years.

Automatic Voter Registration Act This bill amends the National Voter Registration Act of 1993 to require state motor vehicle authorities, upon receiving certain identifying information with respect to an individual requesting motor vehicle authority services, to transmit the information to the state election official. The state election official shall then notify the individual that unless the individual declines to be registered to vote in federal elections in the state, the individual shall be automatically registered unless the individual does not meet voter registration eligibility requirements or is already registered to vote. A state may not use any identifying information regarding an individual's citizenship status for any purpose other than determining whether the individual is eligible to vote in federal elections.

Voices for Veterans Act This bill: (1) expands the membership of the Advisory Committee on Minority Veterans to include veterans who are lesbian, gay, bisexual, or transgender, and (2) extend the Commission through December 31, 2019.

Equip Ag Act of 2017 This bill directs the Department of Defense (DOD) to: (1)identify DOD equipment that would be appropriate for farm use and could be used in an equipment sharing program without jeopardizing military readiness, and (2) establish a three-year pilot program to lend such equipment to new and beginning farmers.

Political Intelligence Transparency Act of 2017 This bill amends the Lobbying Disclosure Act of 1995 (LDA) to require the disclosure of political intelligence activities, particularly relating to information useful for analyzing securities or commodities markets. Political intelligence consultants or their employing organizations must register with the Secretary of the Senate and the Clerk of the House of Representatives and make quarterly reports on political intelligence activities. Persons or entities that make an oral or written political intelligence contact with a covered legislative branch or executive branch official must, on the official's request: (1) state whether such person or entity is registered under the LDA, (2) identify the client on behalf of whom the contact is made, and (3) state whether such client is a foreign entity and make any related disclosures. The federal criminal code is amended to subject to a fine and/or imprisonment certain former officers, employees, and elected officials of the executive and legislative branches who knowingly make any communication to, or appearance before, any officer or employee of a federal or District of Columbia agency or court in violation of certain permanent or temporary restrictions and with the intent to gain information for use in: (1) analyzing securities or commodities markets, or (2) informing investment decisions in those markets. The bill excludes from such prohibition any communication made by a representative of a media organization to gather and disseminate news and information to the public.

White House Ethics Transparency Act of 2017 This bill requires an federal official who issues or approves a waiver or authorization relating to ethical standards applicable to executive branch political appointees under specified executive orders to transmit, within 30 days after issuing or approving such waiver or authorization, a written copy of the waiver or authorization to the Office of Government Ethics and make them available to the public on the websites of the agencies employing such appointees and the Office of Government Ethics. This requirement applies retroactively to January 20, 2017.

Rabbi Michoel Ber Weissmandl Congressional Gold Medal Act of 2017 This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the posthumous award of a Congressional Gold Medal to Rabbi Michoel Ber Weissmandl in recognition of his acts of valor during World War II.

Purple Heart Heroes Act of 2017 This bill permits Purple Heart veterans and their dependents to use commissary stores and MWR retail facilities on the same basis as members of the Armed Forces entitled to retired or retainer pay and their dependents. A "Purple Heart veteran" is a veteran who has a disability that is: (1) attributable to an injury for which the veteran was awarded the Purple Heart, and (2) compensable under the laws administered by the Department of Veterans Affairs. An "MWR retail facility" means an exchange store or other revenue-generating facility operated by nonappropriated fund activities of the Department of Defense for the morale, welfare, and recreation of members of the Armed Forces.

Medicaid Coverage for Addiction Recovery Expansion Act This bill amends title XIX (Medicaid) of the Social Security Act to allow states to provide medical assistance to adults for residential addiction treatment facility services under the Medicaid program if such services are offered as part of a full continuum of evidence-based treatment services. "Residential addiction treatment facility services" are medically necessary inpatient services provided in an accredited, size-limited facility for the purpose of treating a substance use disorder within a specified time period. The provision of medical assistance for such services to an individual shall not prohibit federal financial participation for medical assistance with respect to other services provided to the individual within the same time period. Subject to specified conditions, a woman who is eligible for medical assistance on the basis of being pregnant may remain eligible for residential addiction treatment facility services for specified time periods without regard to eligibility limits that would otherwise apply as a result of her pregnancy ending. In addition, the bill establishes a grant program for states to expand infrastructure and treatment capabilities of existing youth addiction treatment facilities that: (1) provide addiction treatment services to youths under Medicaid or the Children's Health Insurance Program (CHIP), and (2) are located in communities with high numbers of medically underserved populations of at-risk youths. At least 15% of grant funds awarded to a state must be used for making payments to rural facilities.

Ensuring Trust and Honorability in Congressional Standards Act of 2017 or the ETHICS Act of 2017 This bill requires the Committee on Ethics of the House of Representatives to conduct ongoing ethics training and awareness programs for Members, officers, and employees of the House. A Member, officer, or employee who serves in or is employed by the House, during each session of Congress, must complete a committee program by the last day of the session, except that: an individual who did not serve or who was not employed in the previous session of Congress, or whose service or employment begins after the first day of the session, must complete the program within 60 days after that service or employment begins; and during the session in which this bill is enacted into law, each Member, officer, and employee must complete the program by the last day of the session or 60 days after enactment, whichever occurs earlier.

Establishes the House Select Committee on Gun Violence Prevention to investigate and report on: the causes of mass shootings, methods to improve the federal firearms purchaser background check system, connections between access to firearms and dangerously mentally ill individuals, strengthening federal penalties for trafficking and straw purchasing of firearms, closing loopholes that allow some domestic abusers continued access to firearms, linkages between firearms and suicide, gun violence's effect on public health, the correlation between state gun violence prevention laws and the incidence of gun violence, the importance of having reliable and accurate information on gun violence and its toll on our nation, the implementation of effective gun violence prevention laws in accordance with the Second Amendment to the Constitution, and rates of gun violence in large metropolitan areas.

Raise the Wage Act This bill amends the Fair Labor Standards Act of 1938 to increase the federal minimum wage for regular employees over a 7-year period, for tipped employees, and for newly hired employees who are less than 20 years old. The bill sets forth a schedule of annual increases in the federal minimum wage for individuals with disabilities. The Department of Labor shall no longer issue special certificates for the payment of subminimum wages to such individuals after the final wage increase under this bill for such individuals takes effect. Labor shall provide, upon request, technical assistance and information to employers to: (1) help them transition their practices to comply with wage increases and other requirements under this bill for individuals with disabilities, and (2) ensure continuing employment opportunities for such individuals. The bill eliminates the separate minimum wage requirements for tipped, newly hired, and disabled employees. After a specified period, these employees shall be paid the same minimum wage as regular employees. Labor must publish any increase in the minimum wage in the Federal Register and on its website 60 days before it takes effect.

Justice for Servicemembers Act of 2017 This bill amends the Uniformed Services Employment Rights Act of 1994 to: (1) consider procedural protections or provisions under such Act concerning employment and reemployment rights of members of the uniformed services to be a right or benefit subject to the protection of such Act, and (2) make any agreement to arbitrate a claim under such provisions unenforceable unless all parties consent to arbitration after a complaint on the specific claim has been filed in court or with the Merit Systems Protection Board and all parties knowingly and voluntarily consent to have that particular claim subjected to arbitration. Consent shall not be considered voluntary when a person is required to agree to arbitrate an action, complaint, or claim alleging a violation of such provisions as a condition of future or continued employment, advancement in employment, or receipt of any right or benefit of employment.

Modernizing the Pittman-Robertson Fund for Tomorrow's Needs Act of 2017 This bill amends the Pittman-Robertson Wildlife Restoration Act to make it one of the purposes of the Act to provide financial and technical assistance to the states for the promotion of hunting and recreational shooting. The bill also prescribes a formula for the allocation of funds apportioned to a state that may be used for any activity or project to recruit or retain hunters and recreational shooters. In addition to other uses authorized under this bill, amounts apportioned to the states from any taxes on pistols, revolvers, bows, and arrows may be used for hunter recruitment and recreational shooter recruitment. The funds apportioned to a state for wildlife restoration management may be used for related public relations. If a state has not used all of the tax revenues apportioned to it for firearm and bow hunter education and safety program grants, it may use its remaining apportioned funds for the enhancement of hunter recruitment and recreational shooter recruitment. Up to $5 million of the revenues covered into the wildlife restoration fund in the Treasury from any tax imposed for a fiscal year on the sale of certain bows, arrows, and archery equipment shall be available to the Department of the Interior exclusively for making hunter recruitment and recreational shooter recruitment grants that promote a national hunting and shooting sport recruitment program, including related communication and outreach activities.

Medical Nutrition Equity Act of 2017 This bill provides for coverage, under Medicare, Medicaid, other specified federal health-care programs, and private health insurance, of foods and vitamins that are medically necessary for the management of certain digestive and metabolic disorders and conditions.

Huntington's Disease Parity Act of 2017 This bill amends title II (Old-Age, Survivors, and Disability Insurance) (OASDI) of the Social Security Act to waive, for individuals diagnosed with Huntington's Disease, the 24-month waiting period for Medicare coverage. Current law generally applies this waiting period to individuals deemed eligible for OASDI benefits.

This bill directs the Chief of the National Guard Bureau to submit to specified recipients an annual report for 2018 through 2024 that identifies the personnel, training, and equipment required by the non-federalized National Guard to: (1) support civilian authorities in connection with natural and man-made disasters; and (2) carry out related prevention, protection, mitigation, response, and recovery activities. Such reports shall: (1) set forth the requirements for each of the emergency support functions of the National Response Framework and each of the Federal Emergency Management Agency regions; (2) assess core civilian capability gaps; and (3) consider threat and hazard identifications and risk assessments of the Department of Defense, the Department of Homeland Security, and the states.

American Legion 100th Anniversary Commemorative Coin Act This bill requires the Department of the Treasury to mint and issue commemorative coins in recognition and celebration of the 100th anniversary of the American Legion. Surcharges received from the sale of these coins shall be paid to the American Legion for costs related to promoting the importance of: (1) caring for those who have served, and those who are still serving, in the Armed Forces; and (2) maintaining patriotic values, strong families, and assistance for at-risk children.

Protecting Our Students by Terminating Graduate Rates that Add to Debt Act or the POST GRAD Act This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to make graduate and professional students eligible to receive subsidized Stafford Loans under the Federal Direct Loan Program beginning on July 1, 2017. (Graduate and professional students have been ineligible to receive subsidized Stafford Loans since July 1, 2012.)

Global Respect Act This bill directs the President to submit to Congress, biannually, a list of each foreign person that the President determines is responsible for or complicit in, or who acted as an agent for a foreign person in a mater relating to, torture, cruel treatment, prolonged detention, or other gross violations of internationally recognized human rights committed against an individual in a foreign country based on actual or perceived sexual orientation or gender identity. A listed person: (1) may be removed from the list under specified conditions; (2) is ineligible to enter or be admitted to the United States, or (3) if in the United States, shall have his or her visa revoked and be removed. The Department of State and the Department of Homeland Security may waive such prohibition if such waiver is in U.S. national security interests or is necessary for compliance with the Agreement between the United Nations (U.N.) and the United States regarding the U.N. Headquarters. Congressional notification is required prior to any such waiver. The Assistant Secretary for Democracy, Human Rights and Labor shall designate a senior officer or officers to track violence, criminalization, and restrictions on fundamental freedoms in foreign countries based on actual or perceived sexual orientation or gender identity. The Foreign Assistance Act of 1961 is amended to require the annual country reports on human rights practices to include information on sexual orientation or gender identity violence or restrictions.

Bank on Students Emergency Loan Refinancing Act This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to establish a program that allows eligible students with loans under the Federal Direct Loan program (a Federal Direct Stafford Loan, a Federal Direct Unsubsidized Stafford Loan, a Federal Direct PLUS Loan, or a Federal Direct Consolidation Loan) to refinance their loans down to the lower rates offered to new federal borrowers in the 2016-2017 school year under certain circumstances. In addition, the bill allows student borrowers to refinance their private loans into the Federal Direct Loan program. This bill amends the Internal Revenue Code to require an individual taxpayer whose adjusted gross income exceeds $1 million to pay a minimum tax rate of 30% of the excess of the taxpayer's adjusted gross income over the taxpayer's modified charitable contribution deduction for the taxable year (tentative fair share tax).

Disability Integration Act of 2017 This bill prohibits states or local governments that provide institutional placements for individuals with disabilities who need long-term assistance with daily living activities or health-related tasks, and prohibits insurance providers that fund such long-term services, from denying community-based services that would enable such individuals to live in the community and lead an independent life. States, local governments, or insurance providers may not discriminate against such individuals in the provision of community-based services by: (1) imposing prohibited eligibility criteria, cost caps, waiting lists, or payment structures; (2) failing to provide a specific community-based service; or (3) requiring an individual to receive a service in a congregate or disability-specific setting. Community-based services must be offered to individuals with such disabilities prior to institutionalization. Institutionalized individuals must be notified regularly of community-based alternatives. States, local governments, and public insurance providers must assess: (1) transportation barriers that prevent individuals from receiving services in integrated settings, and (2) the availability of integrated employment opportunities. The Department of Justice (DOJ) and the Department of Health and Human Services (HHS) must issue regulations requiring states, local governments, or insurance providers to offer community-based long-term services to individuals with such disabilities who would otherwise qualify for institutional placement. State and local governments, in conjunction with housing agencies, must ensure sufficient availability of affordable, accessible, and integrated housing that is not a disability-specific residential setting or a setting where services are tied to tenancy. Such regulations must also require states and local governments to begin implementing a transition plan to achieve the requirements of this bill within 12 years after its enactment. For 10 years after issuance of the regulations, HHS must determine annually whether each state is complying with the transition plan. If a state is complying, HHS must increase by five percentage points the federal medical assistance percentage for a state requesting an increase for expenditures on home and community-based services furnished under the state Medicaid plan under title XIX (Medicaid) of the Social Security Act, or a waiver of such plan, that are identified as: (1) improvements to ensure accessibility or self-directed receipt of such services, (2) funding shifts from institutional settings to integrated community-based services, or (3) environmental modifications for housing targeted toward the lowest income individuals. The bill provides for DOJ enforcement and allows civil actions by individuals subjected to, or about to be subjected to, a violation of this bill.

Fair Accountability and Innovative Research Drug Pricing Act of 2017 This bill amends the Public Health Service Act to require manufacturers of certain drugs and biological products with a wholesale cost of $100 or more per month to report to the Department of Health and Human Services (HHS) price increases that result in a 10% or more increase in the cost of a drug over a 12-month period or a 25% or more increase over a 36-month period. Reports are required for prescription drugs and drugs commonly administered in hospitals, except vaccines, drugs for rare conditions, and drugs with annual sales for Medicare and Medicaid enrollees of less than $1. Reports must contain specified information including pricing history and a justification for each price increase in the relevant period. Manufacturers that do not submit a required report are subject to a civil penalty. Collected penalty funds must be used to carry out activities related to this reporting requirement and to improve consumer and provider information about drug value and drug price transparency. HHS must publish manufacturer reports, a summary of those reports, and supporting analyses.

Deborah Sampson Act This bill directs the Department of Veterans Affairs (VA) to carry out a three-year pilot program to assess the feasibility of peer-to-peer assistance for women veterans who are separating or newly separated from the Armed Forces), with emphasis placed on women who suffered service-related sexual trauma or who are at risk of becoming homeless. Additionally, the VA shall: expand the women veterans call center to include a text messaging capability; establish a partnership with at least one nongovernmental organization to provide legal services to women veterans based upon their 10 highest unmet needs; retrofit VA medical facilities with fixtures, materials, and other outfitting measures to support the care of women veterans; ensure that each VA medical facility has at least one full-time or part-time women's health primary care provider; expand to 14 days VA post-delivery care services for women veterans who are receiving maternity care in a VA or VA-contracted facility; ensure that the women veteran manager program is supported at each VA medical center with a program manager and an ombudsman; collect, analyze, and publish data on each VA service or benefit program and disaggregate such data by sex and minority status; and publish an Internet website that serves as a centralized information source for women veterans' benefits and services. The bill makes funds available for: (1) primary care and emergency care clinicians' participation in the women veterans health care mini-residency program, and (2) organizations that focus on providing assistance to women veterans and their families. The bill: (1) provides for reintegration and readjustment services to veterans and family members in group retreat settings, and (2) expresses the sense of Congress that the VA's motto should be more inclusive.

Pell Grant Preservation and Expansion Act This bill amends the title IV (Student Assistance) of the Higher Education Act of 1965 to revise the Federal Pell Grant Program. Specifically, it: converts the Pell Grant program into a mandatory spending program; increases the maximum Pell Grant award for academic year 2019-2020 and adjusts it in subsequent award years to account for inflation; allows federal financial aid for higher education to be given to dreamer students (students who entered the country when they were under the age of 16 and who meet certain educational criteria) and students convicted for the possession or sale of illegal drug; requires the Department of Education (ED) to carry out a program that awards Federal Pell Grants to students in job training programs; requires ED to award Iraq and Afghanistan Service Grants under the Pell Grant program to assist veterans' dependents with the costs of attending institutions of higher education; increases, in academic year 2018-2019, the income protection allowance levels for students who are dependent, independent without non-spouse dependents (e.g., children), and independent with non-spouse dependents to reduce such students' income available (and increase need for financial assistance) to cover postsecondary educational expenses; increases the income threshold for an automatic zero expected family contribution from $23,000 to $34,000; and increases from 12 to 15 the total number of semesters a student may receive a Federal Pell Grant.

Action for Dental Health Act 2017 This bill amends the Public Health Service Act to reauthorize oral health promotion and disease prevention programs through FY2022. The Centers for Disease Control and Prevention (CDC) may award grants or enter into contracts to obtain portable or mobile dental equipment and pay operational costs for the provision of free dental services to underserved populations. The CDC may also award grants or enter into contracts to collaborate with state, county, or local public officials and other stakeholders to develop and implement initiatives to: (1) improve oral health education and dental disease prevention; (2) make the dental services delivery system more accessible and efficient through outreach programs that facilitate the establishment of dental homes; (3) reduce geographic barriers, language barriers, cultural barriers, and other similar barriers in the provision of dental services; (4) reduce the use of emergency departments by individuals who seek dental services more appropriately delivered in a dental primary care setting; or (5) facilitate the provision of dental care to nursing home residents who are disproportionately affected by lack of care.

Veteran Spouses Equal Treatment Act This bill amends the definition of "spouse" for purposes of veterans' benefits to require the Department of Veterans Affairs (VA) to recognize a marriage based on the law of the state where the marriage occurred. When a marriage occurs outside a state, the VA shall recognize it if the marriage is lawful in the place where it occurs and could have been entered into under the laws of any state.

Keep Our Pension Promises Act This bill repeals the elimination of the pension anti-cutback provisions under the Multiemployer Pension Reform Act of 2014. The anti-cutback provisions prohibit reductions in pension benefits to participants in multiemployer pension plans. The bill amends the Employee Retirement Income Security Act of 1974 (ERISA), with respect to partitions of eligible multiemployer plans, to modify the procedures and allow plan sponsors to petition the Pension Benefit Guaranty Corporation (PBGC) for a partition of additional financially-troubled pension plans. The PBGC must establish a legacy fund to cover the administrative and benefit costs resulting from a partition. The Department of the Treasury must transfer amounts to the fund that are equal to the increase in revenues as a result of specified provisions of this bill that amend the Internal Revenue Code. The provisions amend the Internal Revenue Code to: (1) impose a limit of $1 million on the exemption of the gain from the exchange of real property in a like kind exchange, (2) prohibit the use of like kind exchanges for collectibles, and (3) limit contributions and require increased minimum distributions for individuals with certain retirement plans with balances that exceed $5 million (adjusted for inflation after 2017). The bill amends the federal bankruptcy code to assign first claim priority to pension obligations under ERISA.

Anti-Lunch Shaming Act of 2017 This bill amends the Richard B. Russell National School Lunch Act to establish requirements for the treatment of a child who is a student at a school participating in the National School Lunch Program or the School Breakfast Program and is unable to pay for a meal at the school. The bill applies to a child who either does not have funds to pay for a meal or has outstanding credit that was extended by a school food authority (SFA). A SFA may not permit public identification or stigmatization of the child, such as by requiring a wristband or hand stamp. The child also may not be required to: (1) perform chores or activities that are not required of students generally, or (2) dispose of food after it has been served to the child. Any communication related to outstanding credit must be directed to the child's parent or guardian. A child may be required to deliver a letter regarding outstanding credit that is addressed to a parent or guardian if the letter is not distributed to the child in a manner that stigmatizes the child. The bill also expresses the sense of Congress regarding several issues regarding the administration of the school meal programs.

Calls on the government of Iran to: (1) release Siamak Namazi, Baquer Namazi, Karan Vafadari, Afarin Niasari, Nizar Zakka, and any other U.S. citizen, legal permanent resident alien, or foreign national being held in Iran; and (2) fulfill its promises to assist in locating and returning Robert Levinson. Encourages the President to: (1) take meaningful action to secure the release of such individuals if Iran does not do so, and (2) make the release of U.S. citizens and legal permanent resident aliens held hostage by the Iranian government the highest of priorities. Requests the United States and its allies whose nationals have been detained to consider establishing a multinational task force to secure the release of the detainees.

Robin Danielson Feminine Hygiene Product Safety Act of 2017 This bill amends the Public Health Service Act to require the National Institutes of Health to conduct or support research on the extent to which components (including contaminants and substances used as fragrances, colorants, dyes, and preservatives) in feminine hygiene products pose health risks to women who use the products or to the children of women who use the products during or before pregnancy.

American Renewable Fuel and Job Creation Act of 2017 This bill amends the Internal Revenue Code to modify and extend: (1) the income tax credit for biodiesel and renewable diesel used as fuel, and (2) the excise tax credit for biodiesel fuel mixtures. The bill: (1) makes the credits available to domestic producers of the fuels rather than the policy under current law of providing a mixture credit to the blender of the fuel, (2) increases the income tax credit for certain small biodiesel producers, and (3) extends the credits through 2020.

Chinese American World War II Veterans Congressional Gold Medal Act This bill directs the President pro tempore of the Senate and the Speaker of the House of Representatives to make appropriate arrangements for the award of a single Congressional Gold Medal to the Chinese American Veterans of World War II in recognition of their dedicated service during World War II. The medal shall be displayed at the Smithsonian Institution, which is urged to make the medal available for display at other locations associated with such veterans or with World War II.

United States Coast Guard Commemorative Coin Act of 2017 This bill directs the Department of the Treasury to mint and issue in commemoration of the U.S. Coast Guard: (1) $5 gold coins, (2) $1 silver coins, and (3) half-dollar clad coins. The design of such coins shall be emblematic of the traditions, history, and heritage of the Coast Guard and its role in securing the United States since 1790. The bill prescribes certain design requirements. The issuance of such coins is restricted to the one-year period beginning on January 1, 2020. The bill prescribes the sale price of the coins and coin surcharges. Surcharges shall be paid by Treasury to the National Coast Guard Museum Association to help finance the design, construction, operations, and maintenance of this museum. Treasury shall ensure that minting and issuing coins under this bill will not result in any net cost to the federal government.

21st Century Strengthening Hands On Programs that Cultivate Learning Approaches for Successful Students Act or the SHOP CLASS Act This bill amends the Carl D. Perkins Career and Technical Education Act of 2006 to require state leadership activities funded under such Act to include: (1) professional development programs to ensure that public school teachers of career and technical education develop a higher level of academic and industry knowledge and skills in maker education (a hands-on learning approach that encourages students to imagine, create, innovate, tinker, and collaborate through the process of manufacturing, testing, and demonstrating their ideas); and (2) support for maker education and makerspaces (a community space that provides access to tools, technology, and knowledge for learners and entrepreneurs, that results in the prototyping or creation of physical goods, and that supports the development of educational opportunities for personal growth, workforce training, and early stage business ventures). The bill requires local educational agencies' use of funds under such Act to include support for career and technical education programs designed to train teachers in the effective use and application of maker education and makerspaces.

Veterans Appeals Improvement and Modernization Act of 2017 This bill revises the Department of Veterans Affairs (VA) disability claims appeals system. The bill permits a veteran to appeal within one year by: (1) requesting a review of the agency of original jurisdiction's (AOJ) decision by a higher-level adjudicator within AOJ using the same evidentiary record; (2) filing a supplemental claim with a regional office that includes the opportunity to submit additional evidence and have a hearing; or (3) appealing directly to the Board of Veterans' Appeals, with the opportunity to select an expedited review to submit new evidence but without a hearing, or to select a review with the option to submit new evidence and request a hearing. A veteran may: (1) maintain the original effective date of a claim if he or she submits new and relevant evidence within one year of the most recent decision, and (2) retain the services of attorneys and accredited agents who charge a fee when the AOJ provides notice of the original decision. The VA's statutory duty to assist a veteran terminates after the original decision. The bill: (1) requires the VA to issue decision notification letters, (2) permits certain veterans who initiated an appeal prior to the bill's effective date to opt-in to the modernized appeals system, (3) authorizes the VA to conduct a pilot program to test such system, and (4) requires the VA, prior to full implementation, to certify to Congress that it has sufficient resources and personnel to carry out the legacy and modernized appeals systems.

Equality Act This bill amends the Civil Rights Act of 1964 to include sex, sexual orientation, and gender identity among the prohibited categories of discrimination or segregation in places of public accommodation. The bill defines: "sex" to include a sex stereotype, sexual orientation or gender identity, and pregnancy, childbirth, or a related medical condition; "sexual orientation" as homosexuality, heterosexuality, or bisexuality; and "gender identity" as gender-related identity, appearance, mannerisms, or characteristics, regardless of the individual's designated sex at birth. The bill expands the categories of public accommodations to include places or establishments that provide: exhibitions, recreation, exercise, amusement, gatherings, or displays; goods, services, or programs, including a store, a shopping center, an online retailer or service provider, a salon, a bank, a gas station, a food bank, a service or care center, a shelter, a travel agency, a funeral parlor, or a health care, accounting, or legal service; or transportation services. The bill prohibits "establishment" from being construed to be limited to a physical facility or place. The Department of Justice (DOJ) may bring a civil action if it receives a complaint from an individual who claims to be: denied equal utilization of a public facility owned, operated, or managed by a state (other than public schools or colleges) on account of sex, sexual orientation, or gender identity; or denied admission to, or not permitted to continue attending, a public college by reason of sexual orientation or gender identity, thereby expanding DOJ's existing authority to bring such actions for complaints based on race, color, religion, sex, or national origin. The bill revises public school desegregation standards to provide for the assignment of students without regard to sexual orientation or gender identity. The bill prohibits programs or activities receiving federal financial assistance from denying benefits to, or discriminating against, persons based on sex, sexual orientation, or gender identity. The bill prohibits employers with 15 or more employees from discriminating based on sexual orientation or gender identity, subject to the same exceptions and conditions that currently apply to unlawful employment practices based on race, color, religion, sex, or national origin. Employers must recognize individuals in accordance with their gender identity if sex is a bona fide occupational qualification that is reasonably necessary to the normal operation of that particular business or enterprise. The bill provides government employees with protections against discrimination based on sexual orientation or gender identity. DOJ may intervene in equal protection actions in federal court on account of sexual orientation or gender identity. Protections against discrimination based on race, color, religion, sex, sexual orientation, gender identity, or national origin shall include protections against discrimination based on: (1) an association with another person who is a member of such a protected class; or (2) a perception or belief, even if inaccurate, that an individual is a member of such a protected class. The bill prohibits the Religious Freedom Restoration Act of 1993 from providing a claim, defense, or basis for challenging such protections. The bill prohibits an individual from being denied access to a shared facility, including a restroom, a locker room, and a dressing room, that is in accordance with the individual's gender identity. The bill amends Fair Housing Act, the Equal Credit Opportunity Act, and jury selection standards to add sexual orientation and gender identity as classes protected against discrimination under such laws.

Charlotte's Web Medical Access Act of 2017 This bill amends the Controlled Substances Act (CSA): to add definitions for the terms "cannabidiol" and "cannabidiol-rich plants," to exclude cannabidiol and cannabidiol-rich plants from the definition of marijuana, and to remove cannabidiol and cannabidiol-rich plants from coverage under the CSA. The bill also removes cannabidiol and cannabidiol-rich plants from coverage under the Federal Food, Drug, and Cosmetic Act. Finally, it specifies that no provision of this bill prohibits or restricts the use, production, or distribution of marijuana in a state in which such activities are legal under state law.

The bill directs the Government Accountability Office to study strategies for increasing the diversity of the health profession workforce.

U.S. Air Forces Escape and Evasion Society Recognition Act of 2017 This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a gold medal to the U.S. Air Forces Escape and Evasion Society in recognition of the ceaseless efforts of American aircrew members to escape captivity and evade capture and the resistance organizations and nationals who assisted them.
