Military Spouse Job Continuity Act of 201 7 This bill amends the Internal Revenue Code to allow the spouse of a member of the Armed Forces (military spouse) who moves with such member to another state under a permanent change of station order a tax credit for up to $500 of qualified relicensing costs incurred by such spouse. The bill defines "qualified relicensing costs" as costs for a state license or certification to engage in the profession that such military spouse engaged in while residing in the former state.

Fairness for High-Skilled Immigrants Act of 2017 This bill amends the Immigration and Nationality Act to: (1) eliminate the per-country numerical limitation for employment-based immigrants, and (2) increase the per-country numerical limitation for family-based immigrants from 7% to 15% of the total number of family-sponsored visas. The Chinese Student Protection Act of 1992 is amended to eliminate the provision requiring the reduction of annual Chinese immigrant visas to offset status adjustments under such Act. The bill establishes a transition period during which a percentage of employment-based second and third preference (EB-2 and EB-3) immigrant visas are reserved as follows: for FY2017, 15% of such visas are allotted to natives of countries other than the two countries with the largest aggregate numbers of natives obtaining such visas in FY2011; for FY2018, 10% of such visas are allotted in each category to natives of countries other than the two with the largest aggregate numbers of natives obtaining such visas in FY2012; and for FY2019, 10% of such visas are allotted in each category to natives of countries other than the two with the largest aggregate numbers of natives obtaining such visas in FY2015. During the transition period, not more than 25% of the total number of the reserved EB-2 and EB-3 visas shall be allotted to natives of a single country. For FY2015-FY2017, not more than 85% of the unreserved EB-2 and EB-3 visas shall be allotted to natives of a single country. Amendments made by this bill shall apply beginning in FY2017.

Honoring our Heroes Act This bill permits, where there is no living immediate next of kin of a deceased member of the Armed Forces, a covered relative to request the one-time free replacement of certain military decorations of such deceased member. "Covered relative" means a relative of a deceased recipient of a military decoration who is: (1) not the immediate next of kin; and (2) related within the fourth degree of consanguinity to the deceased recipient, or a more distant relative if determined appropriate.

Presidential Conflicts of Interest Act of 2017 This bill requires the President and Vice President to submit to Congress and the Office of Government Ethics a disclosure of financial interests. Among the contents of such disclosure, the President and Vice President shall: (1) include a detailed description of each financial interest of the President and Vice President, the spouse of the President and Vice President, or a minor child of the President and Vice President; and (2) include the tax returns filed by or on behalf of the President and Vice President for the three most recent taxable years. The President, the Vice President, the spouse of the President or Vice President, and any minor child of the President or Vice President must divest any financial interest posing a potential conflict of interest by transferring such interest to a qualified blind trust. Within a reasonable period of time after such financial interest is transferred to a qualified blind trust, the trustee of such trust shall: (1) sell the financial interest; and (2) use the proceeds from the sale of the financial interest to purchase conflict-free holdings. The Office of Government Ethics shall submit to Congress, the President, and the Vice President an annual report regarding the financial interests of such officials, their spouses, and any of their minor children. The Attorney General, the attorney general of any state, or any person aggrieved by a violation of divestiture requirements posing a potential conflict of interest may seek declaratory or injunctive relief if: (1) the Office of Government Ethics is unable to issue a report indicating whether the President or Vice President is in substantial compliance with such divestiture requirements; or (2) there is probable cause to believe the President or the Vice President has not complied with such requirements. The bill amends the federal criminal code to require the recusal of presidential appointees from decisions affecting the financial holdings of a President or the spouse of a President. Prohibitions pertaining to contracts entered into by Members of Congress are extended to contracts by the President or Vice President. The bill amends the Ethics in Government Act of 1978 to require the disclosure of tax returns by the incumbent President and presidential nominees of a major political party for the three most recent taxable years. The bill declares the sense of Congress that a violation of the divestiture requirements of this bill or the Ethics in Government in Government Act of 1978 by the President or the Vice President would constitute a high crime or misdemeanor.

Protecting Our Democracy Act This bill establishes in the legislative branch the National Commission on Foreign Interference in the 2016 Election to examine any attempts or activities by the Russian government or other governments, persons or entities associated with such governments, or persons or entities within Russia to use electronic means to influence, interfere with, or sow distrust in elections for public office held in the United States in 2016.

Sports Medicine Licensure Clarity Act of 2017 This bill extends the liability insurance coverage of a state-licensed medical professional to another state when the professional provides medical services to an athlete, athletic team, or team staff member pursuant to a written agreement. Prior to providing such services, the medical professional must disclose to the insurer the nature and extent of the services. This extension of coverage does not apply at a health care facility or while a medical professional licensed in the state is transporting the injured individual to a health care facility.

Blue Water Navy Vietnam Veterans Act of 2017 This bill includes as part of the Republic of Vietnam its territorial seas for purposes of the presumption of service connection for diseases associated with exposure by veterans to certain herbicide agents while in Vietnam.

Presidential Tax Transparency Act This bill amends the Ethics in Government Act of 1978 to require the President and certain candidates for President to disclose federal income tax returns for the three most recent taxable years in reports filed with either the Office of Government Ethics (OGE) or the Federal Election Commission (FEC), in the case of a candidate. The OGE or the FEC must make the disclosed tax returns publicly available after making appropriate redactions. If the income tax returns are not disclosed as required by this bill, the OGE or the FEC must request the returns from the Internal Revenue Service (IRS). The bill amends the Internal Revenue Code to require the IRS, upon receiving a written request from the FEC or the OGE, to provide any income tax return that is required to be disclosed under this bill. The bill also establishes civil and criminal penalties for failing to file or falsifying income tax returns that are required to be disclosed pursuant to this bill.

Inspiring the Next Space Pioneers, Innovators, Researchers, and Explorers (INSPIRE) Women Act This bill directs the National Aeronautics and Space Administration (NASA) to encourage women and girls to study science, technology, engineering, and mathematics (STEM), pursue careers in aerospace, and further advance the nation's space science and exploration efforts through support of the following initiatives: NASA GIRLS and NASA BOYS; Aspire to Inspire; and Summer Institute in Science, Technology, Engineering, and Research. NASA shall submit to Congress a specified plan on how NASA can best facilitate and support both current and retired astronauts, scientists, engineers, and innovators, including early career female astronauts, scientists, engineers, and innovators, to engage with K-12 female STEM students and inspire the next generation of women to consider participating in STEM fields and to pursue careers in aerospace.

Safe Freight Act of 2017 This bill prohibits the operation of a freight train or light locomotive engine used in the movement of freight unless it has a crew of at least two individuals, one of whom is certified by the Federal Railroad Administration as a locomotive operator and the other as a train conductor.

Summer Meals Act of 201 7 This bill amends the Richard B. Russell National School Lunch Act to redefine "areas in which poor economic conditions exist," where the summer food service program for children may operate, as areas in which at least 40% (currently, 50%) of the children have been determined to be eligible for free or reduced price school meals under the school lunch and breakfast programs. The bill reimburses service institutions (other than school food authorities) for up to one meal and one snack per child each day during after-school hours, weekends, and school holidays during the regular school calendar. (Currently, such institutions are reimbursed for meals and snacks served to children over the summer months or to children who are on vacation under a continuous school calendar.) The Department of Agriculture may award competitive grants to service institutions to increase participation in the summer food service program for children at congregate feeding sites through innovative approaches to limited transportation and mobile meal trucks. Service institutions that are participating in the summer food service program for children may serve up to three meals, or two meals and one snack, during each day of operation. (Currently, this option is reserved for camps and service institutions that serve meals primarily to migrant children.)

Veterans' Access to Child Care Act This bill directs the Department of Veterans Affairs (VA) to provide child care assistance to an eligible veteran for any period that the veteran: (1) receives covered health care services at a VA facility, and (2) is required to travel to and return from such facility for the receipt of such services. The bill defines: (1) "covered health care services" to mean regular mental health care services, intensive mental health care services, or such other intensive health care services to which the VA determines that provision of child care assistance would improve the veteran's access; and (2) "eligible veteran" as a veteran who is the primary caretaker of a child and who is receiving covered health care services from the VA or who is in need of, and who would receive, such services from the VA but for lack of child care. Included among child care assistance to be provided under this bill are: a stipend for the payment of the full cost of child care offered by a licensed child care center, which shall be modeled after the VA's Child Care Subsidy Program; direct provision of child care at an on-site VA facility; a payment made directly to a private child care agency; and collaboration with a facility or program of another federal department or agency.

Middle Class Health Benefits Tax Repeal Act of 2017 This bill amends the Internal Revenue Code to repeal, beginning with taxable years beginning after December 31, 2017, the excise tax on employer-sponsored health care coverage for which there is an excess benefit (high-cost plans).

Encourage New Legalized Immigrants to Start Training Act or the ENLIST Act This bill authorizes the enlistment in the Armed Forces of aliens unlawfully present in the United States on December 31, 2012, who: (1) have been continuously present in the United States since such date; (2) were younger than 15 years of age when they initially entered the United States; and (3) are otherwise eligible for original enlistment in a regular component of the Army, Navy, Air Force, Marine Corps, or Coast Guard. The Department of Homeland Security shall adjust the status of an alien enlisted under such authority to the status of an alien lawfully admitted for permanent residence under provisions of the Immigration and Nationality Act applicable to aliens who entered the United States prior to January 1, 1972. The bill rescinds such lawful permanent resident status if the alien is separated from the Armed Forces under other than honorable conditions before serving the term of enlistment.

Increasing New recruit Focus On Receiving Mental healthcare Act or the INFORM Act This bill urges the Department of Veterans Affairs (VA) to ensure that preventing veteran suicide and providing veterans access to mental health care is its top reform priority. The VA shall, every 30 days, determine and provide to the Department of Defense, with respect to the previous year: the average national wait times (in days) for veterans enrolled in the VA health care system to receive appointments for mental health care and primary health care at VA medical facilities, the average time for the VA to process a claim for disability compensation, and the average time for the VA to decide an appeal of such a claim. The VA shall place a sign displaying the most current such times in a conspicuous location at each military entrance processing station.

This bill amends the Veterans Access, Choice, and Accountability Act of 2014 to expand eligibility for the Veterans Choice Program of the Department of Veterans Affairs (VA) to: (1) cover a veteran who is unable to schedule an appointment with his or her primary care physician at the same VA medical facility at which the veteran had the most recent appointment with the physician because the physician is no longer employed at such facility, and (2) establish a minimum one-year period of care or services under such program.

Recognizes that the intent of the Agent Orange Act of 1991 included the presumption that veterans who served in the Armed Forces in the bays, harbors, and territorial seas of the Republic of Vietnam between January 9, 1962, and May 7, 1975, were exposed to Agent Orange. Expresses the intent that such veterans who served in those areas and other areas exposed to Agent Orange who have been diagnosed with connected medical conditions should be equally recognized for such exposure through equitable benefits and coverage. Calls on the Department of Veterans Affairs to acknowledge such intent, rescind specified parts of the VA Adjudication Procedure Manual M21-1 pertaining to developing claims based on herbicide exposure in Vietnam, and reissue guidance extending presumptive coverage for Agent Orange exposure to such veterans.

Never Again Act This bill requires the Department of Veterans Affairs (VA), upon the request of a veteran who is enrolled in the VA health care system and entitled to in-patient psychiatric care, to furnish such veteran with in-patient psychiatric care at: (1) the VA facility that is closest to where the veteran resides and that has the capacity and capability to provide such care, or (2) at a non-VA facility if the VA facility lacks such capacity or capability.

Fair Accountability and Innovative Research Drug Pricing Act of 2016 This bill amends the Public Health Service Act to require manufacturers of certain drugs and biological products to report to the Department of Health and Human Services (HHS) price increases that result in a 10% or more increase in the price of a drug over a 12-month period. Reports are required for prescription drugs and drugs commonly administered in hospitals, except vaccines, drugs for rare conditions, and drugs with annual sales for Medicare and Medicaid enrollees of less than $1. Manufacturers that do not submit a required report are subject to a civil penalty. The Inspector General of HHS must review drug price information to determine compliance. Collected penalty funds must be used to carry out activities related to this reporting requirement and to improve consumer and provider information about drug value and drug price transparency. HHS must publish manufacturer reports, a summary of those reports, and supporting analyses.

Sam Farr Peace Corps Enhancement Act This bill increases the monthly pay rate for Peace Corps volunteers. The Peace Corps shall provide initial medical care to a former volunteer for a service-related condition for 180 days after termination of service, which may be extended under specified circumstances. The bill grants the government jurisdiction over, and imposes penalties upon, persons who commit certain crimes outside of the United States against a volunteer. The bill sets forth provisions regarding the use of mefloquine and other anti-malaria drugs, including appropriate medical officer training. The Peace Corps Act is amended to authorize the designation of a position as a critical management support position if the position requires specialized technical or professional skills and knowledge of Peace Corps operations. An appointment may not exceed five years. The President shall ensure that each overseas post has appropriate medical services, including by detailing to such a post the licensed medical staff of other U.S. agencies. Each volunteer applicant shall be provided with information regarding crime and health risks and volunteer satisfaction with respect to the country in which the applicant has been invited to serve. The Office of Victim Advocacy in Peace Corps headquarters is made permanent. The bill: (1) expands membership of the Sexual Assault Advisory Council from 8 to up to 14 members, (2) requires at least one council member to have mental health field expertise, (3) extends the council through October 1, 2023, and (4) requires the council to establish an email address to permit volunteers and former volunteers to communicate directly and confidentially with the council. The President shall conduct annual volunteer surveys through September 30, 2023 (currently through September 30, 2018). The Inspector General of the Peace Corps may hire an expert, consultant, or organization without regard to certain daily salary requirements.

This bill amends the Ethics in Government Act of 1978 to require candidates for nomination or election to the office of President or Vice President to include in financial disclosure reports a statement from the Department of the Treasury indicating whether or not the Internal Revenue Service is in the process of auditing any of the candidates' individual federal income tax returns, and, if so, the year of the tax return involved. Each candidate who won the nomination of a political party for election to the office of President or Vice President in 2016 must comply with this bill by September 26, 2016.

Global War on Terrorism War Memorial Act This bill allows the Global War on Terror Memorial Foundation to establish the National Global War on Terrorism Memorial as a commemorative work on federal land in the District of Columbia to commemorate and honor the members of the Armed Forces who served on active duty in support of the Global War on Terrorism. No federal funds may be used to pay any expense to establish the memorial.

Calls on: the President to apply U.S. antidumping and countervailing duty laws against nonmarket economy countries, the President to retain the status of any country currently designated as a nonmarket economy country until it meets certain criteria for treatment as a market economy country, nonmarket economy countries to eliminate all direct and indirect subsidies and other market-distorting government policies benefitting the production and export of goods to the United States, and such countries to enter into binding and enforceable agreements for removing excess production capacity and withdrawing state intervention in and control over their economies.

America's Call To Improve Opportunities Now for National Service Act or the ACTION for National Service Act This bill amends the National and Community Service Act of 1990 and the Domestic Volunteer Service Act of 1973 to reestablish the Corporation for National and Community Service as an independent executive agency called the National and Community Service Administration. An individual who successfully completes a term of full-time national service shall be entitled to a national service educational award equal to twice the amount of tuition for the institution of higher education where the individual is enrolled, not to exceed twice the average in-state tuition. Current law limits the award's value to the maximum amount of a Federal Pell Grant that an individual is eligible to receive in the aggregate. Within the administration, the bill establishes an interagency working group to evaluate specified issues related to: (1) eligibility for tuition and student loan repayment assistance with regard to participation in certain national or volunteer service programs, (2) the advisability of granting federal hiring preference to certain volunteer program participants, and (3) methods for increasing the participation of seniors in national service programs. The National Service Foundation, a nonprofit corporation established by the bill, shall accept and administer gifts made in connection with the administration. The bill expresses support for the authorization of appropriations sufficient to provide, within 10 years, volunteer service opportunities for at least 1 million volunteers in full-time national service annually. The bill amends the Internal Revenue Code to exclude AmeriCorps educational awards from gross income.

Lift the Relocation Burden from Military Spouses Act This bill authorizes the military department concerned to reimburse a member of the Armed Forces who is reassigned for a permanent change of station or assignment from one state to another for qualified relicensing costs of the member's spouse. Reimbursement may not exceed $500 for each change of station or assignment. The Department of Defense and the Department of Homeland Security (with respect to the Coast Guard) shall work with states to improve license portability. "Qualified relicensing costs" are the costs, including exam and registration fees, needed to secure a license or certification to engage in the same profession in the new state.

U.S. Wants to Compete for a World Expo Act This bill expresses the sense of Congress that the United States should rejoin the Bureau of International Expositions (BIE) to promote public diplomacy, global branding, and tourism to the United States. The Department of State shall take necessary action within 90 days for the United States to rejoin the BIE.

Price Relief, Innovation, and Competition for Essential Drugs Act or the PRICED Act This bill amends the Public Health Service Act to allow biosimilars to be marketed seven years after the reference brand name biological product is licensed. Currently, brand name biological products are provided a 12-year marketing exclusivity period. This shortened marketing exclusivity period applies only to biological products licensed by the Food and Drug Administration after enactment of this bill.

Agriculture Environmental Stewardship Act of 2016 This bill amends the Internal Revenue Code to allow energy tax credits through 2020 for investments in: (1) qualified biogas property, or (2) qualified manure resource recovery property. The bill also permits new clean renewable energy bonds to be used for such properties. "Qualified biogas property" comprises a system that: (1) uses anaerobic digesters or other specified processes to convert biomass into a gas which is at least 52% methane; and (2) captures the gas for use as a fuel. The term includes property that cleans and conditions the gas for use as a fuel. "Qualified manure resource recovery property" comprises a system that uses specified processes to recover the nutrients nitrogen and phosphorus from a non-treated digestate or animal manure by reducing or separating at least 50% of the nutrients, excluding any reductions during the incineration, storage, composting, or field application of the non-treated digestate or animal manure. The term also includes certain processing equipment. The Department of the Treasury must enter into an agreement with the National Renewable Energy Laboratory for a study of biogas and report to Congress on the study.

Honoring Hometown Heroes Act This bill authorizes the governor of a state, territory, or possession of the United States or the Mayor of the District of Columbia to proclaim that the U.S. flag shall be flown at half-staff in the event of the death of a first responder (public safety officer) working in such jurisdiction who dies while serving in the line of duty.
